सं ० पी ई आर एस / एस सो / 17 / 73 -वाक्युम II : -अन्तरराष्ट्रीय विमानपत्तन प्राधिकरण श्रधिनियम, 1971 ( 1971 का 43) की धारा 38 की उप-धारा ( 2 ) के साथ पठित धारा 37 की उपधारा ( 2 ) के खंड (ख ) द्वारा प्रदत शक्तियों का प्रयोग करते हुए, भारत अन्तरराष्ट्रीय विमान पत्तन प्राधिकरण केन्द्रीय सरकार के पूर्वानुमोदन से एतद्वारा भारत अन्तरराष्ट्रीय विमान पत्तन प्राधिकरण (यात्रा भत्ता एवं दैनिक भत्ता) विनियम-1979 में संशोधन करने के लिए निम्नलिखित विनियम बनाता है, अर्थात्: --
1. संक्षिप्त नाम तथा प्रारंभ होना:--
* ( 1) इन विनियनों का नाम भारत अन्तरराष्ट्रीय विमान पत्तन प्राधिकरण (यात्रा भत्ता एवं दैनिक भत्ता) संशोधन विनियम, 1982 है ।
ये विनियम भाजपन में प्रकाशन की तारीख से प्रवृत्त होंगे।
विनियम के विनियम 5 में उपविनियम ( 3) के स्थान त प्रतिस्थापिप्त किया जाए , अर्थात:--
) रेल भाड़े के अतिरिक्न , रेलवे द्वारा अनो श्रेणियों के स के संबंध में लगाये जाने वाले आरक्षण प्रभारों का ही भाग मानकर कर्मचास्यिों को इनहीं प्रति पुति 'गी । ड्यूटी पर यात्रा कर रहे सवारों द्वारा जाने तथा/ या वापिस आने के लिए की जाने वाली यात्रायों के सिलसिले में रेल आवास आरक्षित कराने के लिय रेलवे द्वारा प्रभारित टलिग्राम व्यय की भी संबंधित कर्मवारियों को प्रतिभूति की जायगी ।"
3. उक्त विनियमों के विनियम 6 में, उप विनियम ( 1 ) के स्थान पर निम्नलिखित प्रतिस्थापित किया जाए, अर्थात्:--
" ( 1 ) निदेशक तथा इससे उच्च स्तर के अधिकारी स्वविवेका नुसार विमान से यात्रा कर सकते हैं ; किन्तु अध्यक्ष अथवा इस संबंध म उनके द्वारा प्राधिकृत कोई सदस्य लिखित रूप में रिकार्ड किये गये फारणों के आधार पर , किसी अन्य कभंवारी को विमान द्वारा यात्रा करने की अनुमति प्रदान कर सकता है ।"
4. उक्त विनियमों के विनियम 9 में , उप- विमियम ( 2 ) के स्थाव पर निम्नलिखित प्रतिस्थापित किया जाए , अर्थात्:--
" ( 2) अर्धराती से अर्धरात्ती तक संगणित अनु-परिस्थति के प्रत्येक पूर्ण कैलेंडर विवस के लिय पूर्ण दैनिक मत्ता अनुज्ञेय होगा । 24 घंटे से कम की यात्राओं या स्थानीय यात्रामों को छोड़कर के लिए मुख्यालय से अनुपस्थिति रहने पर, दैनिक भत्ता
निम्मलिखित वरों पर अनुज्ञेय होगा, प्रर्थात्
( 1) यदि मुख्यालय से अनुपस्थिति 6 घंटे से प्रधिक नहीं है कुछ नहीं
( 2 ) थवि मुख्यालय से अनुपस्थित्ति 6 घंटे से अधिका 70 प्रतिशत है किन्तु 12 घंटे से अधिक नहीं है
(3) यवि मुख्यालय में अनुपस्थिति 12 घंटे से अधिक 100 प्रतिशत है

स्थानीय यात्राओं के मामले में दैनिक भत्ता उपरोक्त वरों की आधी दर से अनुज्ञेय होगा ।
यदि मुख्यालय से अनुपस्थिति की अवधि दो कैलेंडर दिवसों पर रहती है तो इसे दो दिन की अनुपस्थिति माना जायगा तथा प्रत्येक दिन के लिय दैनिक भले का आकलन उपर्युक्त रूप में किया जायेगा इसी प्रकार, मुख्यालय से प्रस्थान तथा श्रागमन के विनों के लिये भी वैनिक भत्ते का विनियम, तदनुसार किया जायेगा । "
5. उक्त विनियमों के विनियम 9 में, अधिविनियम ( 6 ) के स्थान पर निम्नलिखित प्रतिस्थापित किया जाये, अर्थात् :--
"( 6 ) किसी कर्मचारी द्वारा दौरे/ग्रस्थाई तबादले/ प्रशिक्षण के दौरान 30 या इससे अधिक विनों के लिए लगातार मुख्यालय से बाहर अहरने की दशा में दैनिक भत्ते को अनुज्ञयता इम प्रकार होगीः--
1. प्रथम 30 दिनी के लिए
पूर्ण दैनिक भत्ता
2. 30 दिनों से अधिक और 180 दिन तक के लिए आधा दैनिक भत्ता
3. 180 दिनों से अधिक
कुछ नहीं
6. उक्त विनियमों के विनियम 11 में, उप- बिनियम ( 4) के स्थान पर निम्नलिखित प्रतिस्थापित किया आए , अर्थात्: --
" ( 4) कर्मचारी नीचे दर्शायी गई अधिकतम सीमाओं तक रेल अथवा परिवहन के अन्य साधनों से अपना सामान ले जाने के लिए वास्तविक परिवहन व्यथ पाने का हकदार होगाः--
कर्मचारी का ग्रेड
पालगाड़ी द्वारा ले जाए जाने वाला भार कि०ग्रा०
6000 कि ० ग्राम (1) 1000 रु० या अधिक
3000 कि० ग्राम (2) 650 रु० किन्तु 1000 १० से काम
1500 कि० ग्राम (3 ) 330 रु० किन्तु 650 ६० से कम
1000 कि० ग्राम (4) 330 रु० से कम
टिप्पणी:-1000 रुपये या उपमे अधिक वेतन पाने वाले अधिकारी वाण मालगाड़ी में क्षार पहियों वाला पूरा त्रैगन आरक्षित्र कराये जाने की दशा में, उसे रेल विभाग द्वारा लिये गये यास्तविक प्रभारों की प्रतिपूर्ति की जायेगी, चाहे ले जाये गये सामान का भार कुछ भी हो ।
कंबल ट्रक से जुड़े हुए रथ'नों के बीच अपना सामान ले जाने का भत्ता एक-समान वरों पर ग्राह्वय होगा जो निम्नलिखित हैः--

7. उक्त विनियमों के विनियम 13 में, उपनिनियन ( 2 ) के बाद , निम्नलिखित उप-विनियम जोड़ा जाए , अर्थात्: --
" ( 3 ) कर्मचारी/ परिसार के मवस्यों द्वारा यात्रा पूरी करने की अवावे एक गर्व होगी । "

8. उक्त विनियमों के विनियम 13 के बाद , निम्नलिखित विनियम 1.3-क जोड़ा जाए, श्रर्थात्:--
" ( 13-क) ( 1 ) सभी कर्मचारियों के यात्रा कार्यक्रम उनके नियतक अधिकारियों द्वारा अथवा प्राधिकरण के अध्यक्ष का स्वाकृति में ममय-समय पर अधिसूचित किसी अन्य श्रधिकारी द्वारा अन, मोदित किये जायगें ।
( 2) इन विनियमों के अधीन कर्मचारियों के यात्रा मनेति भले के बिल तब तक स्वीकार नहीं किए जायगें जब तक उन पर नियंत्रक अधिकारी अथवा उपरोक्त उपविनियम ( 1 ) में विनिर्दिष्ट किसो ग्रन्य अधिकारी द्वारा, प्रतिस्वाक्षर किए जायें ।"

INTERNATIONAL AIRPORTS AUTHORITY OF INDIA
NOTIFICATION
New Delhi , the 16th December, 1982
No. PERS / SC/ 17/ 73 Vol - II . In exercise of the powers conferred by clause (b ) of sub - section (2) of section 37 read with sub- section ( 2 ) of section 38 of the International. Airports Authority Act , 1971 (43 of 1971 ) the International Airports Authority of India with the previous approval of the Central Government hereby makes the following regulationts to amend the International Airports Authority of India (Travelling Allowance and Daily Allow nce ) Regulations , 1979 , namely :-
1. Short title and commencement ( 1 ) These regulations maybe called the International Airports Authority of Indis (Travelling Allowance and Daily Allowance ) Amendment Regulations , 1982.
(2) They shall come into force on the date of their publi- cation in the Official Gazette .
2. In regulation 5 of the said regulations for sub -regula- tion ( 3) , the following shall be substituted namely :-
"(3) In addition to the railway fate , the reservation charges levied by railway in respect of all classes of rail accom- modation will be reimbursed to the employees treating these charges as part of the fare. The telegram oxpenses charged by the railway in connection with reserv tion of accommodation in trains for onward and/ or return journeys by the employees travelling on duty will als be reimbursed to the employees concernod. "
3. In regulation 6 of the said regulations for sub- regulation (i the following shall be substituted namely :-
"(1 ) The officers in the rank of Director and above their discretion travel by air :

journeys ) , the daily allowance shall be admissible at the following rates , namely:-
(i) If the absence from Hqrs . does not exceed 6 hours Nil
70% (ii) If the absence from Hqrs . exceeds 6 hours , but does not exceed 12 hours .
( iii) If the absence from Hqrs . exceeds 12 hours .

In case of local journeys , daily allowance will be admissible at half the rates mentioned above .
In case the period of absence from the Headquarters falls on two calendar days , it shall be reckoned as two days and daily allowance calculated for cach as above . Similarly , daily allowance for days of departure from any arrival at Hqrs . shall be regulated accordingly. "
5. In regulation 9 of the said regulations , for sub -regulation ( 6) , the following shall be substituted namely: ---
" (6) The admissibility of daily allowance at a place outside the Headquarters of any employee for a continuous half up to 30 days or more during tour/ temporary transfer/ training shall be as follows :-
Full daily allowance (i) First 30 days
Half daily allowance (ii) Beyond 30 days and upto180 days
Nil
( iii) Beyond 180 days
6. In regulation 11 of the said regulations , for sub - regulation
(4), the following shall be substituted namely :-
"(4) An employee shall be entitled to draw the actual cost of transportation by train or other means of transport for carriage of personal effccts upto the following maxima :-

Note : An officer drawing pay of Rs . 1000 or more engaging a full four-wheeler wagon in a goods train may be reimbursed the actual cost chargedby the Railway irrespective of the weight carried .
The allowance for carriage of personal effects between places connected by road only will be at the following uniform rates : --

7. In regulation 13 of the said regulations , after sub - regula- tion (2) , the following sub- regation shall be inserted namely:-
"(3) The time limit for performance of the journey by the employee/members of family will be one year . "
8. After regulation 13 of the said regulations , the following regulation 13 -A shall be inserted namely :-
"13 -A. ( 1 ) The tour programmes of all employees will be approved by their controlling officers or any other officer as notified from time to time with the approval of the Chairman , TAAI.
(2 ) The TA/ DA Bills of employees under these regu- lations shall not be entertained unless they are counter signed by the controlling officer or any other officer specified in sub - regulation (1 ) above . "
