अधिसूचना
मा०का०नि० 448(अ) राष्ट्रपति, संविधान के अनुच्छेष 309 के परन्तुक द्वारा प्रदल शक्तियों का प्रयोग करते हुए, केन्द्रीय जल आयोग मे सम्पा- दक (भागीरथ हिन्दी ) पद पर भर्ती की पद्धति का विनियमन करने के लिए निम्मलिखित नियम बनाते है, अर्थात्: --
1. संक्षिप्त नाम और प्रारम्भ: ( 1 ) इन नियमों का संक्षिप्त नाम केन्द्रीय जन श्रायोग , सम्पादक ( हिन्दी भागीरथ ) भर्ती नियम , 1984 है ।
(2) ये राजपत्र में प्रकाशन की तारीख को प्रवृत्त होगे ।
2. पद-संख्या , वर्गीकरण और बेतनमान उक्त पर्व की संख्या उसका वर्गीकरण और उसका वेतनमान यह होगा जो इन नियमों से उपाबद्ध अनुसूची के स्तम्भ 2 से 4 में विमिविष्ट है ।
3. भर्ती की पद्धति, प्रायु सीमा, अर्हताएं आदि उक्त पद पर भर्ती की पद्धति, आयु सीमा , अर्हताएं और उससे मबधित अन्य बाते ये होगी जो उक्त अनुसूची के स्तम्भ 3 से 13 में विनिर्दिष्ट हैं ।
4. निरर्हताएं : वह व्यक्ति-
(क) जिसने ऐसे व्यक्ति से, जिसका पति या जिसकी पत्नी जीवित है, विवाह किया है, या
(ख) जिसने अपने पति या अपनी पत्नी के जीवित होते हुए किसी व्यक्ति से विवाह किया है,
उक्त पद पर नियुक्ति का पात्र नहीं होगा:
परन्तु यवि केन्द्रीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह ऐसे व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन श्रनुज्ञेय है और ऐसा करने के लिए अन्य आधार है तो वह किमी व्यक्ति को इस नियम के प्रवर्तन से छूट दे सकेगी ।

5. शिथिल करने की शक्ति जहां केन्द्रीय सरकार की महू राम है कि ऐसा करना भागश्यक या समीचीन है, वहां बहू उसके लिए जो कारण हैं उन्हें लेखमद्ध करके तथा संघ लोक सेवा आयोग से परामर्श करके, इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत, श्रदेश द्वारा शिथिल कर सकेगी ।
6. व्यावृत्तिः इन नियमों की कोई भी बात ऐसे श्रारक्षणों, आयु-सीमा में छूट भौर अन्य रियायतों पर प्रभाव नहीं डालेगी, जिनका केन्द्रीय सरकार द्वारा इस संबंध में समम-समभ पर निकाले गए आदेशों के अनुसार अनुसूचित आतिमों, अनुसूचित जनजातियों और अन्य निशेष प्रवर्ग के म्पनिलमों के लिए उपबंध करता अपेक्षित है ।

या किसी मान्यताप्राप्त विश्व- विद्यालय से स्नातक स्तर पर अंग्रेजो बिषय के साथ किसी भी विषय में हिन्वी माध्यम से मास्टर की उपाधि या समतुल्य ।
या
किसी मान्यताप्राप्त विषवविद्यालय से स्नातक स्तर पर हिन्दी विषय के साथ किसी भी विषय में अंग्रेजी के माध्यम से मास्टर की उपाधि मा समतुल्म 3

(2) सपाबत पत्नकारिता कार्य का जिसके अंतर्गत अग्रेजी से हिन्दी में और हिन्दी से अंग्रेजी में धनुषाद भार्य है पर्यवेक्षी हैसियत में 7 वर्ष का अनुभव, जिसमें तकनीकी था वैज्ञानिक साहित्य/ प्रकाशन संबधी कार्य को अधिमानता दी जाएगी ।
टिप्पण 1 महुँताए , अन्यथा सुहित अभ्यर्थियों की बसा में संघ लोक सेवा आयोग के विषकानुसार शिथिल की जा सकती है ।
टिप्पण 2. अनुभव संबंधी अर्हता सत्र लोक सेवा आयोग के विवेकानुसार अभु- सूचित जातियाँ और अनुसूचित जनजातियो के अभ्याथियों की दशा मे तम शिथिल की লা सकती है ( है ) जब चयन के किसी प्रक्रम पर संघ कोक सेवा ग्रामोग की यह राय है कि उनके लिए भारक्षित रिक्तियो को भरने के लिए अपेक्षित अनुभव रखने वाले उन समुदायो के अभ्यर्थी पर्याप्त संख्या मे उपलब्ध नहीं हो सकेंगे ।
भांछनीय :
(1) किसी मान्यता प्राप्न विश्वविद्यालय से पह कारिता में डिप्लोमा या समतुल्य ।
( 2) तकनीकी विषयों पर हिन्दी में लेख लिखम का अनुभव ।
परिवीक्षा की अवधि यदि कोई हो
सीधे भर्ती किए जाने बाले व्यक्तियो के लिए विहित मायु भौर शैक्षिक अर्हताए प्रोक्षति व्यक्तियों की

पर नियुक्ति के लिए उपयुक्तता का भारम्भिक निर्धारण संघ लोक सेवा आयोग द्वारा किया जाएगा । यवि वह निर्धारण के आधार पर उपयुक्त पाया जाता है तो वह सम्पावक ( भगोश्य -हिन्दी ) के उन्नत पद पर नियमित आधार पर भारम्भिक गठन पर ही नियुक्त किया गया समझा जाएगा ।
(प्रतिनियुक्ति की अनधि , जिसके अंतर्गत उसी संगठन/ विभाग में इस नियुक्ति से ठीक पहले भारित किसी अन्य काडर-बाह्य पद पर प्रतिनियुक्ति को प्रवधि है , साधारणतया तीन वर्ष से अधिक नहीं होगी । )
प्रोन्नति/ प्रतिनियुक्ति/स्थावान्तरण द्वारा भर्ती की दशा में यदि विभागीय प्रोन्नति समिति है तो उसकी संरचना

(पुष्टि के संबंध में विचार करने के लिए) ममूह ' क' विभागीय प्रोन्नति समिति:
केन्द्रीय सरकार के . ऐसे अधिकारी:-
चयन, प्रत्येक अवसर पर संघ लोक सेवा आयोग से परामर्श करके किया जाएगा ।
1. सयुक्त, सिचाई मंत्रालय--अध्यक्ष
(क ) ( 1 ) जो सदृश पद धारण किए हुए हैं, या
(2) जिन्होंने 700-1300 रु० या समतुल्य वेतनमान वाले पद पर 5 वर्ष नियमित सेवा की है;
2. सयुक्त सचिव, सिचाई मंत्रालय सवस्थ 3. अध्यक्ष/ सदस्य केन्द्रीय जल आयोग सवस्य
( 3 ) जिन्होंने 650-1200 रु ० या समतुल्य वेतनमान बाले पदों पर 8 वर्ष नियमित सेवा की है , और
टिप्पण: पुष्टि से संबंधित विभागीय प्रोन्नति समिति की कार्यवाहिया आयोग के श्रनुमोदनाथं भेजी जायेगी । किन्तु यवि आयोग उनका अनुमोदन नहीं करता है तो, विभागीय प्रोन्नति समिति की बैठक संघ लोक सेवा आयोग के अध्यक्ष या किसी सदस्य की अध्यक्षता में फिर से होगी ।
(ख ) जिनके पास स्तम्भ 7 में सीधे भर्ती किए जाने वाले व्यक्तियों के लिए विहित प्रशैक्षिक अर्हताएं और अनुभव हैं ।

NOTIFICATIONS
G.S.R. 448 (E ) . In exercise of the powers conferred by the proviso to article 309 of the Constitution , the President hereby makes the following rules regulating the method of recruitment to the post of Editor (Bhagirath Hindi ) in the Central Water Commission , namely :
1. Short title and commencement .---( 1 ) These rules may be called the Central Water Commission , Editor (Hindi - Bhagirath ) Recruitment Rules 1984. (2 ) They shall come into force on the date of their publication in the Official Gazette .
2. Number of post , classification and scale of pay. The number of post , its classification and scale of pay attached thereto , shall be as specified in columns 2 to 4 of the said Schedule annexed to these rules .
3. Method of recruitment , age limit , qualification , etc. The method of recruitment to the said post , age limit qualifications and other matters relating thereto shall be as specified in columus 5 to 13 of the said Schedule .
4. Disqualification . No person ,-
(a) who has entered into or contracted a marriage with a person having a spouse living ; or
(b) who having a spouse living, has entered into or contracted a marriage with any person ,
shall be eligible for appointment to the said post :
Provided that the Central Government may , if satisfied that such martiage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing , exempt any person from the operation of this rule.
5. Powers to relax . Where the Central Government is of the opinion that it is necessary or expedient so to do , it may, by order , for reasons to be recorded in writing , and in consultation with the Union Public Service Conmmission , relax any of the provisions of thes rules with respect to any class or category of persons .

6. Saving. Nothing in these rules shall affect reservation, relaxation of age limit and other concessions required to be provided for the Scheduled Castes , the Scheduled Tribes and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this legard .

(Period ofdeputation including the period of deputation in another ex-cadre post held immediately preceding this appointment in the same organisation /department shall ordinarilly not exceed 3 years) .

3 मर्ती की पद्धति , आयु-सीमा , अर्हताएं श्राविउक्त पव पर सीधी भर्ती क। पद्धति, आमु-सीमा, अर्हताएं भौर उससे संबंधित अश्प बाते में होंगी जो उक्त अनुसूची के स्तम्भ 5 से 13 में विनिर्दिष्ट हैं ।
4. निरहंताएं वह व्यक्ति-
(क) जिमने ऐसे व्यक्ति से, जिसका पति या जिसकी पत्मी जीवित है, विवाह किया है , या
(ख) जिसने अपने पति या अपनी पत्नी के जीवित होते हुए किसी व्यक्ति से विबाह किया है,
उक्त पद पर नियुक्ति का पात्र नहीं होगा
परन्तु यदि केन्द्रीय सरकार का यह समाधान हो जाता है कि ऐमा बिवाह ऐसे व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनुशेम है और ऐसा करने के लिए अन्य आधार है तो यह किसी व्यक्ति को इम नियम के प्रवर्तन से छूट दे सकेगी ।
5 शिथिल करने की शक्ति जहां फेन्द्रीय सरकार की यह राय है कि ऐसा करमा आवश्यक या समीचीन है, वहा वह , उसके लिए जो कारण है उन्हे लेखबद्ध करके तथा सघ लोक सेवा आयोग से परामर्श करणे, इन नियमों के किसी उपजध को किसी वर्ग या प्रवर्ग के व्यक्तियों की बावत , आदेश द्वारा शिथिल कर सकेगी ।
6. व्यावृत्ति इन नियमों की कोई भी बात ऐसे आरक्षणो, आयु- सीमा में छूट और अन्य रियायतो पर प्रभाव नही डालेगी , जिनका केन्द्रीय सरकार द्वारा इस संबंध में समय-समय पर निकाले गए आवेशो के अनुसार अनुसूचित जातियो, अनुसूचित जनजातियों और अन्य विशेष प्रवर्ग के व्यक्तियों के लिए उपबंध करमा अपेक्षित है ।

( ii ) उप-सम्पावन कार्य हिन्दी प्रकाशनो से संबधित पत्रकारिता कार्य का जिसके अम्वर्भत प्रूफ सोखन है 2 वर्ष का अनुभव ।
टिप्पण 1 अर्हताएं, अन्यथा अभ्यथियों की दशा में साथ लोक सेवा आयोग में विवेकानुसार शिथिल की जा सकती है ।
टिप्पण 2 अनुभव सवधी अर्हता (अर्हताए ) सथ लोक सेवा आयोग के बिग्रेकानुशार अनुसूचित जातियों और अनुसूचित जन जातियो के अभ्यर्थियो की दशा में तब सिथिल की जा सकती है ( हैं ) जम जयन के किसी प्रक्रम पर संघ लोक सेवा आयोग की यह राय है कि उनके लिए आरक्षित रिक्तियो को भरने के लिए अपेक्षित धनुभव रखने वाले उम समुदायो के अभ्यर्थी पर्याप्त सख्या में उपलब्ध नहीं हो सकेंगे ।

G.S.R. 449(E)-In exercise of the powers conferred by the proviso to article 309 of the Constitution, the President hereby makey the following rules regulating the method of recruitment to the post ofSub- Editor (Bhagirath -Hindi ) in the Contral Water Commission , namely
1. Short title and commencement ( 1) These rules may be called the Sub -Editor, Hindi -Bhagirash Central Water Commission (Group B) post Recruitment Rules , 1984.
(2) They shall come into force on the date of their publication in the Official Gazattc .
2. Numberofpost, classification and scale ofpay : The number of posts , classification and sclae of pay attached thereto, shallbe as spocified in columns 2 to 4 of the Schedule annexed to these rules.
3. Method of recruitment age limit , qualification , etc-The method of recruitment to the said post , age limit , qu lification and other matters relating thereto shall be as specified in columns 5 to 13 of the said Schedule
4. Disqualifications : No person
(a) who has entered into or contracted a marriage with a person having a spouse living; or
(b) who having a spouse living , has entered into or contracted a marriage with any person , shall be eligibe for appointment to the said posts :
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.
5. Power to relax :-Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order, for reasons to be recorded in writing , and in consultation with the Union Public Service Commission , relax any of the provisions of these rules with respect to any class or category of persons ,
6. Saving :-Nothing in these rules shall affect reservation, relaxation of age limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.
