मा०का० नि० 516 ( अ ) खाध अपमिश्रण निवारण नियम, 1955 का और संशोधन करने के लिए कतिपय नियमों का एक प्रारूप ब्राद्य अपमिश्रण निबारण अधिनियम, 1954 ( 1954 का 37) की धारा 23 की उपधारा ( 1 ) द्वारा यथा अपेक्षित भारत सरकार के स्वास्थ्य और परिवार कल्याण मंत्रालय की अधिसूचना मं ० भा ० का० ति० 337 तारीख 12 मार्च, 1981 और मा० का ० नि० स ० 55, नारीख 21 सितम्बर, 1982 के अधीन भारत के राजपत्र भाग 2, खंड 3, उपखंड ( i) तारीख 28 मार्च, 1981 और 15 जनवरी , 1983 के पृष्ठ 853 से 860 तक और पृष्ठ 124 से 127 पर प्रकाशित किया गया था जिसमें संबंधित अधिसूचनाओं में विनिर्दिष्ट तारीख से नब्बे दिन की अधि की समाप्ति के पूर्व उन सभी व्यक्तियों के आक्षेप और मुझाव मागे गए थे जिनके उससे प्रभावित होने की संभावना है ।
उन और यह वाष्ठनीय समझा जाता है कि उयन प्रारूप नियमों को सभी व्यक्तियो की जानकारी के लिए फिर से प्रकाशित किया जाए जिनके उससे प्रभावित होने की संभावना है ।
अम. केन्द्रीय सरकार उक्त अधिनियम की धारा 23 की उपधार ( 1) द्वारा प्रदत्स णक्तियों का प्रयोग करते हुए तथा केन्द्रीय खाद्य मानक समिति से परामर्श करने के पश्चात् खाद्य अपमिश्रण निवारण नियम, 1955 का और संशोधन करना चाहती है । जैसा कि उक्त उपधारा में अपेक्षित है कतिपय नियमों का निम्नलिखित प्रारूप उन सभी व्यक्तियों की जानकारी के लिए प्रकाशित किया जा रहा है , जिनके उमसे प्रभावित होने की संभावना है । इसके द्वारा सूचना दी जाती है कि उक्त प्रारूप नियमों पर उस नारोख से जिसको भारत के राजपक में यथा प्रकाशित इस अधिसूचना की प्रतियां जनता को उपलब्ध कर।. दी जाती है 90 दिन की अवधि की समाप्ति के पश्वात् विचार किया जाएगा ।
इस प्रकार विनिविष्ट अवधि की समाप्ति से पूर्व उक्त प्रारूप नियमों की बाबत जो भी आक्षेप या मुशाव किसी व्यक्ति से प्राप्त होगे केन्द्रीय सरकार उन पर विचार करेगी ।
आक्षेप या सुझाव गदि कोई हों, सविव , स्वास्थ्य और परिवार कल्याण मंत्रालय , स्वास्थ्य विभाग , निर्माण भवन, नई दिल्ली को भेजे जाएं
प्राण्प नियम
1. ( 1 ) इन नियमों का संक्षिप्त नाम खाद्य अपमिश्रण निवारण (संशोधन) नियम, 1984 है ।
( 2) ये राजपत्न में उनके अंतिम प्रकाशन की तारीख को प्रवृत्त होंगे ।

2. खाद्य अवमिश्रण निवारण नियम, 1955 के. परिशिष्ट " " में मद क 18-00 के ग्थान पर निम्नलिखित मद रखी जाएगी. अर्थात्.-
" क" 18-06 खाद्यान्त जो मानव उपभोग के लिए है, वे आनज, ज्वार, बाजग और दालों के सावून या टें हुए दाने होंगे । अनाज के लिए नीचे वणिय गानकों के अनम्प के अतिरिक्त ये किमी भी प्रकार की केगरी दाल में भूषन होगे । ये डाले गए किर्नी रंग से भी मुक्त होगे ब्रासान में निग 65 की मारणी के स्तम्भ 2 में विनिर्दिष्ट से भिन्न कीटनाशी अवशिष्ट नही होंगे और श्राद्यान्न में कीटनाशी अशिष्ट उक्ल सारणी के स्तम्भ 1 में विनिदिष्ट पर्वाग्मीमा में अधिक नहीं होगे ।
क- 18-06-01 -मेह
वर्णन -गेहूं ट्रिटिकम अस्टीवर्मासन या ट्रिटिकम बगारेपिले ट्रिटिकम हुख्म रेस्प, ट्रिटिकम स्परोकोकम पेरे ट्रिटिकम डोको कम स्कुवेल ट्रिटिकम कम्पेक्टम होस्ट के सुखाए हुए पके दानें होंगे । यह मीठा साफ और स्वास्थ्यप्रद होगा । यह निम्नलिखित विनिर्देशों के अनुरुप होगा
( 1 ) आर्द्रता भार के अनुमार 14 प्रश्णिन से अधिक नही होगी (जो प्रकीणित दानो की 130 से ० ग्रे० 133 ° से० ग्रे ० पर दो घंटे तक गर्म करने पर अभिप्राप्त होगी ) ।
( 2 ) विजातीय पदार्थ भार के अनुमार 1 प्रतिशत से अधिक नही होगे जिसमें ने अकार्बनिक पदार्थ और विषैले बीज भार के अनुमार क्रमशः 1.0 और 0.5 1-00 प्रतिणत मे अधिक नहीं होगी विपैले बीजों की कुल सेमा, में से घत्रा और अकरा ( विमिया स्पेसीज ) भार के अनुसार क्रमश. 0-025 और 0-2 प्रतिशत से अधिक नहीं होंगे ।
( 3) अन्य खाद्य दाने भार के अनुसार 6 प्रतिशत से अधिक नहीं होगे ।
( 4) क्षतिग्रस्त दाने भा के अनुमार 6-0 प्रतिशत से अधिक नहीं होंगे जिसमें कानाल बट से प्रभावित दाने और आरगोट गे प्रभावित दाने हैं । आरगोट से प्रभाविन दानों की मीमा भार के अनुमार 0.05 प्रतिशत होगी ।
(5) कीड़ा खाए हुए दानें-भार के अनुसार 10 प्रतिशत से अधिक नहीं होंग ।
(6) मूत्राम्ल-अति किलोग्राम 100 मि० ग्रा० में अधिक नही होगा ।
(7) कृनक बान तथा मल-गति किलोग्राम 5 टुकड़े से अधिक नही होंगे ।
( ४) माइकाटाक्सीन जिसमे अफलाटास्त्रीन भी है प्रति किलोग्राम 30 माध्क्राग्राम में अधिक नई। लोगो ।
परन्तु विजानीय पदार्थ , अन्य खाद्य वानों और क्षतिग्रस्त दानों का योग भार के अनुसार 12 प्रतिशत से अधिक नही हागा ।
5-18-06-02 मक्का :
मक्का सुम्बा और जिया मेज के पके हुए दाने होंगे । वह मोटा साफ और स्वास्थ्यप्रद होगा । यह निम्नलिखित विनिर्देशों के अनुरूप शेगा
( 1) आर्द्रता-भान के अनुभार 16.0 प्रतिणप्त से आविंच नही होंगी ( जो प्रकाणित दानों को 130 ° से० ग्रे०--133 ° सै० ग्रे० पर दो घंटे तक गर्म करने पर अभिप्राप्त होगी ) ।

(2) विजातीय पदार्थ भार के अन्मार 4 प्रतिशत से अधिक नहीं होंगे जिसमें से अकार्बनिक पदार्थ और विषैले बीज प्र.मश भार के अनुगार 1.0 और 0.5 प्रतिशन में अधिक नहीं होगे । लैग्स कलीनेग्मि भेष्टिक था हराम सैन्स लिया धतूरा और अरुण ( दिमिया मीमीज ) भार के अनुसार क्रमणः 0 025 और 0.2 प्रतिशत गे अधिक नहीं होगे ।
(3) अन्य ग्वाथ दाने भार के अनुगार 3 प्रनिणत में अधिक नही होंगे ।
(4) क्षतिग्रस्त दाने भार के अनुसार 5 प्रतिशत से अधिक नहीं होंगे 1
( 5 ) कीष्ठा खाए दाने भार के अनुसार 10 प्रतिशत से अधिक नहीं होगे ।
( 6 ) मुत्रास्त्र-प्रति किलोग्राम 1000 भि० ग्रा० से अधिक नहीं होगा ।
( 7 ) कुन्तक बाल और मथ- प्रति किलोग्राम 5 टुकष्ट से अधिक नही होंगे ।
( 8 ) माइकोटक्सीन जिसमें अम्लाटक्मी भी है प्रति किलोग्राम 30 माइक्रोग्राम से अधिक नहीं होगी ।
परन्तु विजातीय पदार्थ अन्य खाध दानों और अतिग्रग्ग दानों का योग भार के अनुसार 9 प्रतिशत से अधिक नहीं होगा ।
क -18.06.03 . ज्वार और बाजरा :
ज्वार और बाजग क्रमशः सोरधम बन्गेरे और पेंमीसेटम टाइ- फाइड के सुखाए हुए पक्के दाने होंगे । वे मीडे , कड़े , साफ और स्वास्थ्य- प्रद होंगे । वे निम्नलिखित विनिर्देशों के अनुरूप होंगे:-
( 1 ) आर्द्रता भार के अनुसार 14.5 प्रतिणस से अधिक नष्टीं होगी ( जो प्रकीणिय दानों को 130 ° से ० ग्रे०-133 ° से० ग्रे ० पर दो घटे एक गर्म करने पर अभिप्राप्त होगी ।
( 2 ) विजातीय पदार्थ-भार के अनुमार 4 प्रतिशत से अधिक नहीं हांग जिसमें से आर्बनिक पदार्थ और विषैले बीज क्रमशः 1.0 प्रतिशत और 0.5 प्रतिशत से अधिक नहीं होंगे । विषैले बीजों की कुल सीमा में से धतूरा और अकरा (विसिया स्पेनोज ) भार के अनुसार श्रमशः 0.25 और 0.2 प्रतिशत से अधिक नहीं होंगे ।
( 3) अन्य खाथ दानें-भार के अनुमार 3 प्रतिशत से अधिक नहीं होंगे ।
(4) क्षतिग्रस्त दानें भार के अनुसार 6 प्रतिशत से अधिक नहीं होंगे जिसमें से अरगोट से प्रभावित दानं भार के अनुमार 0.05 प्रतिशत से अधिक नही होंगे ।
(5 ) कीड़ा खाए दानें- भार के अनुसार 6 प्रतिशत से अधिक नही होगे ।
( 6 ) नत्राम्ल- प्रति किलोग्राम 100 मि ० ग्रा ० मे अधिक नहीं होगा ।
( 7) कुन्तक बाल और मल प्रनि किलोग्राम 5 टुकड़े से अधिक नहीं होग ।
( 8) माइकोटाक्सीन जिसमें अक्लाटक्सी भी है प्रति किलोग्राम 30 माइकोग्राम में अधिक नही होगी ।
परन्तु विजातीय पदार्थ अन्य ग्राण वानो और क्षतिग्रस्त दानों का थोग भार के अनसार 10 प्रतिशत से अधिक नहीं होगा ।

भारत का राजपन्न : श्रसाधारण
[भाग II-खण्ड 3 ( 1 ) ]
क. 18.06.04-चावल :
चावल ओगइजा सेटाश्वा की पकी गुठलिया था गुठलियो के टुकडे होंगे जो धान से कध्चे या उबालकर प्राप्त किए जाएंगे । ये सूखे , मीठे , माफ , स्वास्थ्यप्रव हानिकर विषैले पदार्थों से मुक्त होगे । यह निम्नलिखित विनिर्देशों के धनुत्प होगा :-
(1 ) आर्द्रता : भार के अनुसार 16 प्रतिशत से अधिक नहीं होगी । ( जो प्रकीर्तन वानों को 130 °-133 ° से ० चे० पर दो घंटे तक गर्म करने पर अभिप्राप्त होगी ) ।
( 2 ) विजातीय पदार्थ भार के अनुसार 3 प्रतिशत से अधिक नहीं होंगे जिनमें से अकार्बनिक पदार्थ 1 प्रतिशत से अधिक नहीं होंगे ।
(3) क्षतिग्रस्त दाने नही होगे । भार के अनुसार 5 प्रतिशत से अधिक
( 4) कीड़ा खाए दाने भार के अनुमार 10 प्रतिशत से अधिक नहीं होंगे ।
( 5 ) मूत्राम्न नत्व: प्रति किलोग्राम 100 मि० ग्रा० से अधिक नही होगे ।
( 6 ) कुन्तक बाल और मल प्रति किलोग्राम 2 टुकड़े से अधिक नही होंगे ।
( 7 ) माइकोटाक्सीन जिसमें अफलाटाक्मीन भी है किलोग्राम 30 माइकोग्राम में अधिक नही होंगी : प्रनि
परन्तु विजातीय पदार्थ और कीड़ा खाए दानों का योग भार के अनुसार 6 प्रतिशत से अधिक नही होगा ।
क. 18.06.05-मसूर मागुन :
मसूर साबुन में लेन्टिन ( लैन्स कुलीनेटिस मेडिक या इखम लैन्स लिग या लैन्स एस्कुलेंटा माइनच) होगी । वह ठोस , सूखी , मीठी, साफ भीर स्वास्थ्यप्रव होगी । वह निम्नलिखित विनिर्देशों के अनुरूप होगी:
( 1 ) आर्द्रता भार के अनुसार 14 प्रनिणम से अधिक नहीं होगी (जो प्रकीणित दानो की 130 °-से० ग्रे०--133 ° से० ग्रे ० पर दो घंटे तक गर्म करने पर अभिप्राप्त होगी ) ।
( 2 ) विजातीय पदार्थ : भार के अनुसार 4 प्रतिशत से अधिक नहीं होगे जिसमे से अकार्बनिक पदार्थ एक प्रतिशत से अधिक नहीं होंगे ।
( 3 ) अन्य खाद्य दाने भार के अनुसार 3 प्रतिशत से अधिक नहीं होगे ।
(4) क्षतिग्रस्त वाने: भार के अनुसार 5 प्रतिशत से अधिक नहीं होंगे ।
( 5) कीड़ा खाए दाने भार के अनुमार 6 प्रतिशत से अधिक नहीं होंगे ।
( 6) मृताम्स: प्रति कि० ग्रा० 100 मि ० ग्रा ० से अधिक नहीं होगा ।
( 7) कृन्तक बाल और राज नहीं होगा । प्रति कि० ग्रा ० 2 टुकड़े मे अधिक
( 3 ) माइकोटाक्सीन जिसमें अफलाटाक्सीन भी है प्रति कि० ग्रा ० 30 माइकोग्राम मैं अधिक नहीं होगा .
परन्तु विजातीय पदार्थ , अन्य खाद्य दानों और क्षतिग्रस्त दानों योग नार के अनुसार ४ प्रतिशत से अधिक नही होगा ।
क. 18.06.06- उड़द साबुन :
उड़द साबुत में वालों (फैसि श्रीलस मृगों लिन ) के बीज होंगे । वह ठोग, मूखी , मीठी और स्वास्थ्यप्रद होगी । वह निम्नलिखित विनिर्देशों के श्रनुरूप टांगी-
( 1 ) श्रार्द्रता-भार के अनुसार (जो प्रकीणित दानों की 14 प्रतिशत से अधिक नही होगी 130° से० प्र०--133 ° से ० ० पर दो घंटे तक गर्म करने पर अभिप्राप्त होगी ) ।
( 2) विजातीय पदार्थ: भार के अनुसार 3 प्रतिशत से अधिक नहीं होगे जिसमे से अकार्बनिक पदार्थ । प्रतिशत से अधिक नहीं होगे ।
(3) अन्य खाद्य दाने भार के अनुसार 4 प्रतिशत से अधिक नहीं होंगे ।
(4) कीड़ा खाए वाने भार के धनुमार 6 प्रतिशत से अधिक नहीं होंगे ।
( 5 ) क्षतिग्रस्त वाने भार के अनुसार 5 प्रतिशत से अधिक नहीं होंगे ।
( 6 ) मूत्राम्ल तत्व: प्रति कि० ग्रा० 100 मि० ग्रा० से अधिक नहीं होगा ।
( 7) कृन्तक बाल और मल प्रति कि० ग्रा ० 2 टुकड़े से अधिक नहीं होगा
(४ ) माइकोटाक्सीन जिसमे अफलाटाक्सीन भी है : प्रति कि०
ग्रा० 30 माइक्रोग्राम मे अधिक नहीं होगी:
परन्तु विजातीय पदार्थ अन्य खाद्य वानों और क्षतिग्रस्त दानों का योग भार के अनुमार 9 प्रतिशत से अधिक नही होगा ।
क. 18.06.07-मूंग साबुत :
मूंग साबुत, में मूंग ( फेसिओलस अरेअम रोक्मय फेसिओलस रेडिएटम रोक्सवा ) के बीज होंगे । वह ठोम , मूखी मोठी, स्वास्थ्यप्रद और हानि- कारक पदार्थों के मिश्रण से मुक्त होगी । वह निम्नलिखित विनिर्देशों के अनुरूप हांगी , अर्थात्:-
( 1 ) प्रार्द्रताः भार के अनुसार 14 प्रतिशत से अधिक नहीं होगी । (जो प्रकीणित दासों को 130° से ० ग्रे०- 133 ° से ० ग्रे ० पर दो घंटे तक गर्म करने पर अभिप्राप्त होगी) ।
( 2 ) विजातीय पदार्थ भार के अनुमार 3 प्रतिशत से अधिक नहीं होंगे जिसमें से अकार्बनिक पदार्थ 1 प्रतिशत से अधिक नहीं होंगे ।
( 3) अन्य खाद्य दाने भार के श्रनुगार प्रतिशत से अधिक नहीं होंगे ।
( 4 ) क्षतिग्रस्त दाने भार के अनुसार 5 प्रतिशत से अधिक नही होंगे ।
( 5) कीडा खाए दाने भार के अनुमार 6 प्रतिशत से अधिक नहीं होंगे ।
( 6 ) मूत्राम्ल प्रनि किलोग्राम 100 मि० ग्रा० से अधिक नहीं होगा ।
( 7) कुन्तक बाल और मल प्रति किलोग्राम 2 टुकडे से अधिक नहीं होंगे ।
( 8) माइकोटाक्मीन जिसमें प्रफलाटाक्सीन भी है प्रति कि० ग्रा० 30 माइक्रोग्राम से अधिक नहीं होगी ।

परस्तु विजातीय पदार्थ , अन्य खाद्य दानों और क्षतिग्रस्त दामों का योग भार के अनुसार 9 प्रतिशत से अधिक नहीं होगा ।
क. 18.06.08-चना साबुत:
चना साबुत में चना ( साइसर ऐरोटिनम लिन ) के सूखे दाने होंगे । वे ठोस, साफ, मठे, स्वास्थ्यप्रद और हानिकारक पदार्थों से मुक्त होंगे ।
वे निम्नलिखित विनिर्देशों के अनुरूप होंगे, अर्थात्:--
( 1) श्राईला भार के अनुसार 16 प्रतिशत से अधिक नही होगी (जो प्रकीणित दालों को 130° से ० ग्रे०--133 ° से ० ग्रे ० पर दो घंटे तक गर्म करने पर श्रभिप्राप्त होगी ।
( 2) विजातीय पदार्थ भार के अनुसार 3 प्रतिशत से अधिक नही होंगे जिनमें से अकार्बनिक पदार्थ 1 प्रतिशत से अधिक नहीं होंगे ।
( 3) अन्य खाद्य वाने भार के अनुसार 4 प्रतिणन से अधिक नहीं होंगे ।
(4) क्षतिग्रस्त वाने भार के अनुसार 5 प्रनिणन से अधिक नही होंगे ।
( 5) कीड़ा खाए दाने भार के अनुसार 10 प्रतिशत से अधिक नहीं होगे ।
( 6) मूक्षाम्ल तत्व प्रति किलोग्राम 100 मि ० ग्रा० से अधिक महीं होगा ।
( 7) कृतंक बाल और मल प्रति किलोग्राम 2 टुकड़े से प्रधिक नही होंगे ।
( 8) माइकोटाक्सीन जिसमें अफलाटाक्सीन भी है प्रति कि० ग्रा० 30 माइक्रोग्राम से अधिक नहीं होगी :
परन्तु विजातीय पदार्थ , अन्य खाथ वानो भौर क्षतिग्रस्त दानो का मोग भार के अनुसार 9 प्रतिशत से अधिक नहीं होगा ।
क. 18.06.09 दली हुई ( दाल) अरत्र:
दाल अरहर लाल चने ( वैजेनस एल कैजन मिलशप) की भूसी और दले हुए बीज होंगे । वे ठोस, साफ, मीडा , सूखी स्वारथ्यप्रद और हानिकर पदार्थ के मिश्रण से मुक्त होगी । बह निम्नलिखित विनि- र्देशों के अनुरूप होगी अर्थात्:--
( 1) श्राईता: भार के अनुमार 14 प्रतिशत से अधिक नहीं होगी । (जो प्रक्रीणित दालों की 130° से ० ग्रे०- 133 ° से ० ग्रे ० पर वो घंटे तक गर्म करने पर अभिप्राप्त होगी) ।
( 2) विजातीय पदार्थ भार के अनुसार 2 प्रतिशत से अधिक नही होगे । जिनमें से अकार्बनिक पदार्थ भार के अनुसार 1 प्रति- शत से अधिक नहीं होंगे ।
(3) अन्य खाद्य दाने नहीं होंगे । भार के अनुसार 0.5 प्रतिशत से अधिक
(4) क्षनिग्रस्त दाने भार के अनुसार 5 प्रतिशत से अधिक नही होंगे ।
( 5 ) कीड़ा खाए वाने भार के अनुसार 3 प्रतिशत से अधिक नहीं होंगे ।
(6) मूनाम्ल तत्व: प्रति किलोग्राम 100 मि०ग्रा ० से अधिक नहीं होंगे ।

( 8 ) कृन्तक बाल और मलः प्रति किलोग्राम 2 टुकड़े से अधिक नही होंगे । माइक्रोटाक्सीन जिसमें अफलाटाक्सीन भी है प्रति किलोग्राम 30 माइक्रोग्राम से अधिक नहीं होंगे :
परन्तु विजातीय पदार्थ , अन्य खाद्य दानों , और क्षतिग्रस्त दानों का योग भार के अनुसार 6 प्रतिशत से अधिक नहीं होगा । क. 18-06-10 बनी हुई दाल मूंग :
वाल मूंग में मूंग ( कैसिश्रीलग मारेअस राक्सब ) के दले हुए बीज होंगे वह ठोस, साफ मोठी , स्वास्थ्यत्रत्र और हानिकर पदार्थों के मिश्रण मै मुक्त होंगी ।
वह निम्नलिखित मानकों के अनुरूप होंगी:-
( 1) आर्द्रता भार के अनुमार 14 प्रतिशत से अधिक नहीं होगी (जो प्रकीणित दालों को 130° ने००-133 " सें०ग्रे० पर दो घंटे तक गर्म करने पर श्रभिप्राप्त होगी) ।
( 2) विजातीय पदार्थ भार के अनुसार 2 प्रतिणत से अधिक नहीं होंगे जिनमें से अकार्बनिक पदार्थ । प्रतिशत से अधिक नहीं होंगे ।
( 3) अन्य खाथ वाने : भार के अनुसार 4 प्रतिशत से अधिक नहीं होंगे ।
( 4) क्षतिग्रस्त दानें: भार के ग्रनुमार 5 प्रतिशन से अधिक नहीं होंगे ।

परन्तु विजातीय पवार्थ अन्य खाय वालों और क्षतिग्रस्त दानों का योग भार के अनुसार 8 प्रतिशत से अधिक नहीं होगा ।
क. 18.06.11- दली हुई दाल उड़द:
दाल उड़द में बाल ( फेसेभोलस मूंग लिन ) के बले हुए बीज होंगे । वह ठोस , सूत्री, मीठी , स्वास्थ्यप्रद भौर हानिकर पवार्थों के मिश्रण से मुक्त होगी । यह निम्नलिखित विनिर्देशों के अनुरूप होगी:--
( 1) आर्द्रता भार के अनुसार 14 प्रतिशत से अधिक नही होगी (ओ प्रकीणित दालों को 130 °से ० चै०-133 ° से० ग्रे० पर दो घंटे तक गर्म करने पर अभिप्राप्त होगी ) ।
( 2) विजातीय पदार्थ भार के अनुसार 2 प्रतिशत से अधिक नहीं होंगे जिनमें से अकार्बनिक पदार्थ भार के अनुसार 1 प्रतिशत से अधिक नहीं होंगे ।
( 3) अन्य खाद्य दाने भार के अनुमार 4 प्रतिशत से अधिक नहीं होंगे।
(4) क्षतिग्रस्त वाने भार के अनुसार 5 प्रतिशत से अधिक नही होंगे ।
(5) कीड़ा खाए दाने भार के श्रनुमार 3 प्रतिशत से अधिक नही होंगे ।

क. 18-06.12 वान चना:
दाल चना में चना ( साइसर ऐरीटनम लिन) के बले हुए दाने होंगे । बह ठोस, साफ, मोठी सुखी स्वास्थ्यप्रद और हानिकर पदार्थों के मिश्रण से मुक्त होगी । यह निम्नलिखित मानकों के अनुरूप होगी:--
(1) श्रार्द्रता : भार के अनुसार 16 प्रतिशत से अधिक नही होगी (जो प्रकीर्णिन दालों को 130°--133° से० ग्रे० पर दो घंटे तक गर्म करने पर अभिप्राप्त होगी)
(2) विजातीय पदार्थ भार के अनुसार 2 प्रतिणत से अधिक नहीं होंगे । जिसमें अकार्बनिक पदार्थ भार के अनुसार । प्रतिणन से अधिक नही होंगे ।
( 3) अन्य खाद्य दाने भार के अनुमार 2 प्रतिशत से अधिक नही होंगे ।
(4) क्षतिग्रस्त दाने भार के अनुसार 5 प्रतिशत से अधिक नही होंगे ।
( 5) कीड़ा खाये दाने भार के अनुमार 3 प्रतिशत से अधिक नहीं होंगे ।

क. 18-06.13 दली हुई दाल भसूर
दाल ममूर में लेन्टिल ( लेन्स एम्कुलेटा मोएनय या लेन्त कुलीनरीस मेडिक या इरवम लेन्स लिन की भसी और दले हुए बीज होंगे । वह ठोस माफ , मीठी , स्वास्थ्यप्रद और हानिकर पदार्थों के मिश्रण से मुक्त होगी। वह निम्नलिखित मानकों के अनुप्प होगी:--
( 1) आर्द्रता: भार के अनुसार 14 प्रतिशत से अधिक नही ( जो प्रकीणित वालो को 130°~-133° में० ग्रे० पर दो घंटों तक गर्म करने पर अभिप्राप्त होगी ।
( 2) त्रिज्ञामीय पदार्थ भार के अनुसार 2 प्रतिशत से अधिक नही होगे जिनमें से कार्बनिक पदार्थ भार के अनुमार 1 प्रतिशत से अधिक नहीं होगे ।
( 3) श्रभ्य खाद्य दालें भार के अनुसार 2 प्रतिशत से अधिक नहीं होंगे ।
(4) क्षतिग्रस्त दाने : भार के अनुसार 5 प्रतिशत से अधिक नहीं होंगे ।
( 5) कीड़ा खाए दाते : भार के अनुसार 3 प्रतिशत रो अधिक नहींहोंगे ।
(6) मूम्राम्ल तत्व : प्रति किलोग्राम 100 मि० अ० से अधिक नहीं होंगे ।
(7) कृन्पक बाल और मल प्रति किलोग्राम 2 टुकड़े में अधिक नहीं होंगे ।
(8) माइक्रोटाक्सीन जिसमे श्रकनाटाक्सीन भी है प्रति किलोग्राम 30 माइक्रोग्राम से अधिक नहीं होगी:--
परन्तु विजातीय पदार्थ अन्य खाय वानों , और क्षतिग्रस्वं वानों का यांग भार के अनुमार 7 प्रतिशत से अधिक नहीं होगा । क. 18-06.14
कोई अन्य खाद्यान्न जिन्हें ऊपर विनिदिष्ट नहीं किया गया है , वे निम्नलिखित मानकों के अनुरूप होंगे , प्रर्थान्ः--
(1) ग्राईना भार के अनुमार 16 प्रनिशन में अधिक नहीं ( जो प्रकीणित दानों को 130°-133° में ० गे ० पर दो घंटे तक गर्म करने पर अभिप्राप्त होगी ) ।
( 2 ) विजातीय पदार्थ भार के अनुसार 6.0 प्रतिशत से अधिक नहीं होंगे जिममें से अकार्बनिक पदार्थ और विपैले बीज क्रमणः भार के अनुमार 1.0 और 0.5 प्रतिशत से अधिक नहीं होंगे । जिसमे से विषैले वीजों की कुल मीमा धतूरा और अकरा ( बिसिया स्पैसीज ) भार के अनुसार क्रमशः 0.225 और 0 2 प्रतिशत से अधिक नहीं होगे ।
( 3 ) अन्य खाद्य वाने भार के अनुसार 6 प्रतिशत से अधिक नहीं होंगे ।
( 4) कीड़ा जाए दाने भार के अनुसार 10 प्रतिशत से अधिक नहीं होंगे ।
( 5 ) क्षतिग्रस्त दानें भार के अनुसार 5 प्रतिशत से अधिक नहीं होंगे ।
(6) मूत्राम्स तत्त्र: प्रति किलोग्रांम 100 मि० ग्रा० से अधिक नहीं होगा ।
( 7) कृन्तक बन्नः और मल प्रति किलोग्राम 5 टुकड़े से अधिक नही होगा ।
( 8) माइक्रोटाक्सीन जिसमें प्रति किलोग्राम 30 माइक्रोग्राम से अधिक नहीं होगी । अफलाटाक्सीन भी है :
परन्तु विजातीय पदार्थ , अन्य खाद्य दानों और क्षतिग्रस्त दानों के अनुसार 9 प्रतिशत से अधिक नहीं होंगे ।
स्पष्टीकरण : इम मद के प्रयोजनों के लिये
(क) " विजार्सत्य पदार्थ" से अभिप्रेत है खाद्यान्न से भिन्न ऐसा कोई बाहरी पदार्थ जिरामें निम्नलिखित समाविष्ट है
( i ) अकार्बनिक पदार्थ के प्रन्तर्गत धातु के टुकड़े बालू , बजरी , गंदगी कंकड़, पत्थर , मिट्टी के पिंडक, मिट्टी और कीचड़ है और चावल की दशा में साबुत टूटे चावल के दाने यदि कोई हो उनके ऊपरी भाग में लगी हुई मिट्टी ; और
( ii ) कार्बनिक पदार्थ के अन्तर्गत भूसी, घारा, फूस , गण क बीज और अन्य अखाद्य दानें हैं और चावल की दशा में धान भी है ।

(ख) विषैले बीज के अन्तर्गत धतूरा ( डी फास्थर लिन और डी स्ट्रोमेनियम लिन ) काम्बुपुष्ण ( एग्रेस्टेमा, गिरहेज, मकार्थ बैलियम ग्भुिलनियम लिन) अकरा ( विगियाम्पेमीज) श्रीर एयोगांन मेक्सिकाना भी है ।
(ग) क्षविग्रन्न वानों से अभिप्रेत है ऐना दानों के टुकड़े जो ताप, रोगाणु , आईना या भौसम के परिणामस्वरूप अकुरित या पारिक का से क्षनिप्रय है अर्थात् अरगोट से प्रभावित दाने या करनाज बंट वाने हैं ।
(घ ) कीड़ा जाए दाने से अभिप्रेत दे ये वाने जो भागतः या पूर्णनः अनाज के लिये हानिकर कीड़ो द्वारा छिद्रित है किन्तु उसके यन्तर्गत कीटाणुओं द्वारा खाए गये दाने और दानों पर अण्डों के बम्बे लगे दाने नहीं हैं ।
(ङ) अन्य ब्राय दाने किसी नत्य वाने के अन्तर्गत ऐमा तिलहन है जो उससे भिन्न है जिस पर विचार किया जा रहा है ।

"A. 18.06 --Foodgrains meant for human con- sumption shall be whole or broken kernels of cercals . millets and pulses . In addition to the un- dermentioned standards to which foodgrains shall conform , they shall be free free from hesri in any form. They shall also be free from added colour- ing matter. The foodgrains shall not contain any insecticide residues other than those specified in columy ( 2 ) of the table to rule 6.5 and the insecti- cide residue in the foodgrains shall not exceed the limits specified in column ( 4) of the said Table.
A. 18.06.01-Wheat :
Description : Wheat shall be the dried mature grains of Triticum aestivum Linn or Triticum vulgare vill, Triticum durm Desf . , Triticum spha- erococcum perc . , Triticum desoccum schubl . , Tri- G.S.R. 516(E ) .--Whereas certain draft rules fur- ther to amend the Prevention of Food Adultera- tion Rules , 1955 were published as required by sub-section ( 1) of the section 23 of the Prevention ofFood Adulteration Act, 1954 ( 37 of 1954) , at pages 853 to 360 and pages 124 to 127 , with the notifications of the Government of India in the Ministry of Health and Family Welfare Depart- ment of Health ) No. GSR 337 , dated the 12th March, 1981 and No. GSR 55, dated the 21st December, 1982 , respectively, of the Guette of India . ( i) Moisture-Not more than 14 per cent by weight ( obtained by hearing the pulve rised grains at 130133° C for LWO hours) .
( ii ) Foreign matter-Not more than 4 per cent by weight out of which inorganic matter and poisonous seeds shall not ex- ceed 1.0 and 0.5 per cent by weight, respectively . Out of total limit of poiso- nous seeds , dhatura and akra (Vicia species ) shall not exceed 0.025 and 0.2 per cent by weight respectively .
(iii) Other edible grains-Not more than 6 per cent by weight .
( iv) Damanged grains-Not more than 6.0 per cent by weight including Karnal bunt affected grains and ergot affected grains . The limit of ergot affected grains shall not exceed 0.05 per cent by weight .
(v) Weevilled grains-Not more than 10 per cent by count.
(vi ) Uric acid -Not more than 100 mg . per kg.
(vii) Rodent hair and excreta-Not more than 5 pieces per kg .
(viii) Mycotoxin including aflatoxin-Not more than 30 micrograms per kilogram :
Provided that the total of foreign matter , other edible grains and damaged grains shall not ex- ceed 12 per cent by weight .
Α. 18.06.02-Maize :
Maize shall be the dried mature grains of Zea mays Linn . It shall be sweet, hard, clean and whole some . It shallalso conform to the folowing standards , namely : --
( i ) Moisture-Not more than 16.0 per cent by weight ( obtained by heating the pul- verised grains at 130-133 ° C for two hours) .
( ii ) Foreign matter-Not more than 4 per cent by weight out of which inorganic matter and poisonous seeds shall not exceed 1.0 and 0.5 per cent by weight respectively. Out of total limit of poiso- nous seeds , dhatura and akra ( vicia species ) shall not exceed 0.025 and 0.2 per cent by weight , respectively .

(i ) Moisture-Not more than 14.5 per cent by weight ( obtained by heating the pul verised grains at 139-133 ° C for two hours) .
( ii) Foreign matter-Not more than 4 pei cent by weight out of which inorganic matter and poisonous secrs shall not ex- ceed 1.0 and 0.5 per cent by weight , res pectively . Out of total limit of poisonou. seed, dhatura and akra (Vicia specie shall not exceed 0.025 and 0.2 per cen by weight , respectively.
( iii) Other edible grains-Not more than per cent by weight .
(iv) Damaged grains- Not more than 6 pe cent by weight out of which ergot affe ted grains shall not exceed 0.05 per cen by weight.

(iii ) Damaged grains -Not more than 5 per cent by weight (excluding discoloured tip) .
( i) Moisture- Not more than 14 per cent by weight ( obtained by heating the pulve- rised grains at 130-133 ° C for two hours) .
( iv ) Wecvilled grains- Not more than 10 per cent by count .
(ii ) Foreign matter-Not more than 3 per cent by weight out of which inorganic matter shall not exceed 1 per cent by weight.
(v ) Uric acid-Not more than 100 mg per kg.
( iii ) Other edible grains -Not more than 4 per cent by weight .
(vi ) Rodent hair and excreta-Not more than 2 pieces per kg .
( iv) Weevilled grains - Not more than 6 per cent by count .

(vii ) Rodent hair and excreta -Not than 2 pieces per kilogram . more Chana whole shall be the dried grains of gram (Cicer arietinum Linn . ) It shall be sound , clean , sweet , wholesome and free from unwholesome substances . It shall also conform to the following standards , namely :-
(viii ) Mycotoxin including aflatoxin-Not more than 30 micrograms per kilogram :
Provided that the total of foreign matter , other edible grains and damaged grains shall not exceed 6 per cent by weight .
( i) Moisture-Not more than 16 per cent by weight ( obtained by heating the pul- verised pluses at 130-133 ° C for two hours) .
A. 18.06.10-Split Pulse ( Dal ) Moong :
(ii) Foreign matter-Not more than 3 per cent by weight out of which the inorga- nic matter shall not exceed 1 per cent by weight.
Dal Moong shall consist of split seeds of green grains ( Phaseolus aureus Roxb , Phaseolus radiatus Roxb) . It shall be sound , clcan, sweet, wholesome and free from unwholesome substances .

( iii) Other edible grains --Not more than 2 per cent by weight .
(iv) Damaged grains . Not more than 5 per cent by weight .
(v) Weevilled grains Not more than 3 per cent by count .
(vi ) Uric acid-Not more than 100 mg . per kilogram.

Dal masur shall consist of dehusked whole and split seed of the lentil ( Lens esculenta Moench or Lens culinaris Medik or Ervem lens Linn) . It shall be sound , clean , dry , sweet wholesome and free from admixture of unwholesome substances . It shall also conform to the following standards , namely :-
( i ) Moisture -Not more than 14 per cent by weight ( obtained by heating the pulverised pulse at 130-133 ° C for two hours) .
(ii) Foreign matter-Not more than 2 per cent by weight out of which inorganic matter shall not exceed 1 per cent by weight.
(iii ) Other edible grains-Not more than 2 per cent by weight
(iv) Damaged grains-Not more than 5 per cent by weight
(v) Weevilled grains -Not more than 3 per cent by count .
(vi ) Uric acid-Not more than 100 mg per kilogram
(vii ) Rodent hair and excreta-Not more thon 2 pieces per kilogram .
(viii) Mycotoxin including aflatoxin-Not more than 30 micrograms per kilogram:
Provided that total of foreign matter , other cdible grains and damaged grains shall not exceed 7 per cent by weight .
A. 18.06.14-Any other foodgrains not specified above shall conform to the following standards , namely :-
(i ) Moisture-Not more than 16 per cent by weight (obtained by heating the pulverised grains at 130-133 ° C for two hours) .
(ii) Foreign matter-Not more than 6.0 per cent by weight out of which inorganic matter and poisonous seeds shall not exceed 1.0 and 0.5 per cent by weight, respectively. and 0.2 per cent by weight respecti- vely.
(e) "Other edible grains " means any edible grains (including oil seeds ) other than the oue which is under consideration .
