संसंसंसं.... फाफाफाफा.... 7(1)/आरआर/एसबी/डीटीटीई/2013/7(1)/आरआर/एसबी/डीटीटीई/2013/7(1)/आरआर/एसबी/डीटीटीई/2013/7(1)/आरआर/एसबी/डीटीटीई/2013/722722722722....—गृह मंत्रालय, भारत सरकार की दिनांक 24 सितम्बर, 1968 की अधिसूचना सं0फा0 24/78/68-डीएच(एस) के साथ पठित संविधान के अनुच्छेद 309 के परन्तुक द्वारा प्रदा शक्तियों का प्रयोग करते हुए राष्ट्रीय राजधानी क्षेत्र दिल्ली के उपराज्यपाल, संघ लोक सेवा आयोग के पूर्व अनुमोदन से प्रशिक्षण एवं तकनीकी शिक्षा विभाग, राष्ट्रीय राजधानी क्षेत्र दिल्ली सरकार के अन्तर्गत प्रधानाचार्य, चौधरी ब्रह्म प्रकाश गवर्मेंट इंजीनियरिंग कॉलेज के पद पर नियुक्ति के लिए भर्ती पद्धति के संबंध में भर्ती नियम बनाते हैंः
ंक्षिप्त शीर्षक एवं प्रारंभ :-(i) इन विनियमों को प्रशिक्षण एवं तकनीकी शिक्षा विभाग, राष्ट्रीय राजधानी क्षेत्र दिल्ली सरकार में 1. ससससंक्षिप्त शीर्षक एवं प्रारंभ ंक्षिप्त शीर्षक एवं प्रारंभ ंक्षिप्त शीर्षक एवं प्रारंभ
प्रधानाचार्य, चौधरी ब्रह्म प्रकाश गवर्मेंट इंजीनियरिंग कॉलेज के भर्ती तथा पदोन्नति विनियम, 2018 कहा जायेगा। (ii) ये शासकीय राजपत्र में अपनी प्रकाशन की तिथि से लागू होंगे।

3333.... भतीभतीभतीभर्ती पद्धति,र् पद्धति,र् पद्धति,र् पद्धति, आयु सीमा तथा अन्य योग्यताएंः-आयु सीमा तथा अन्य योग्यताएंः-आयु सीमा तथा अन्य योग्यताएंः-आयु सीमा तथा अन्य योग्यताएंः-उक्त पद की भर्ती पद्धति, आयु सीमा, योग्यताएं एवं इनसे संबंधित अन्य मामलें उक्त अनुसूची के कॉलम 5 से 11 में यथाविनिर्दिष्ट होंगे।
4444.... अयोग्यता :-अयोग्यता :-अयोग्यता :-अयोग्यता :-ऐसा कोई भी व्यक्ति
(क) जो किसी व्यक्ति के जीवित पति/पत्नी के होते हुए विवाह करता है या विवाह का अनुबंध करता है; या (ख) जो एक जीवित पति/पत्नी के होते हुए किसी व्यक्ति से विवाह कर चुका है या विवाह अनुबंध कर चुका है, वह उक्त पद पर नियुक्ति का पात्र नहीं होगा;

1409DG/20182 DELHI GAZETTE : EXTRAORDINARY PART IV] शर्त यह है कि यदि प्रशिक्षण एवं तकनीकी शिक्षा विभाग संतुष्ट है कि ऐसा विवाह ऐसे व्यक्ति एवं विवाह के अन्य पक्षकार पर लागू व्यक्तिगत कानून के अंतर्गत अनुमत्त है और इस बात से संतुष्ट हो जाने पर कि ऐसा करने के लिये विशेष आधार है/हैं किसी भी ऐसे उम्मीदवार को इस नियम के प्रवर्तन की छूट दे सकती है।
5. श्श्श्शििििथिल करने की ाथिल करने की ाथिल करने की ाथिल करने की शक्तिशक्तिशक्तिशक्तिः-ः-ः-ः-जहां राष्ट्रीय राजधानी क्षेत्र दिल्ली सरकार का यह मत हो कि ऐसा करना आवश्यक अथवा समीचीन है, तो वह कारणों को अभिलिखित करते हुए संघ लोक सेवा आयोग के परामर्श से आदेश द्वारा व्यक्तियों की किसी श्रेणी के सम्बंध में इन नियमों के उपबंध में से किसी भी उपबंध को शिथिल कर सकती है।
6. बचावः-बचावः-बचावः-बचावः-इन नियमों की किसी भी बात का केन्द्र सरकार द्वारा इस संबंध में समय-समय पर जारी किए गए आदेशों के अनुसार अनुसूचित जातियों और अनुसूचित जनजातियों और अन्य विशेष वर्गों के व्यक्तियों के लिये उपबन्धित किये जाने के लिये आरक्षण, आयु सीमा में छूट और अन्य रियायतों पर कोई प्रभाव नहीं पड़ेगा।

| (3) शिक्षण/अनुसंधान/उद्योग के क्षेत्र में न्यूनतम दस वर्ष का अनुभव जिसमें से कम से कम तीन वर्ष का अनुभव प्रोफेसर स्तर का हो, या शिक्षण तथा/या अनुसंधान तथा या उद्योग में न्यूनतम 13 वर्ष का अनुभव शोध कार्य के अनुभव के मामले में पुस्तकें/शोध पत्र प्रकाशन/बौद्धिक संपदा अधिकार/अधिकार पत्र चयन समिति के विशेषज्ञ सदस्यों द्वारा उचित समझे जाने पर अपेक्षित होंगे। यदि उद्योग का अनुभव विचारणीय है तो वह प्रबंधनीय स्तर का प्रोफेसर के तुलनीय हो, डिजाइनिंग, नियोजन, निष्पादन, विश्लेषण, गुणवत्ता नियंत्रण, नवाचार, प ्र शिक्षण, तकनीकी प स्तकें/शोध ु पत्र प्रकाशन/बौद्धिक संपदा अधिकार/अधिकार पत्र इत्यादि चयन समिति के विशेषज्ञ सदस्यों द्वारा उचित समझे जाने पर अपेक्षित होंगे। वांछनीय :- पीएचडी के पश्चात् प्रकाशन तथा पीएचडी विद्यार्थियों का मार्गदर्शन वांछनीय है। नोट-1ः-पीएचडी की तुलयता पांच अन्तरराष्ट्रीय पत्रिकाओं के प्रकाशन पर आधारित है, प्रत्येक पत्रिका कम से कम 2.0 संची प्रभाव सूचकांक रखने वाली हो, जिसका पदधारी एक मुख्य लेखक के रूप में हो और समस्त पांच प्रकाशन ल े खक के विशेषज्ञता क्षेत्र से हो। नोट-2ः- मान्यता प्राप्त विश्वविद्यालय से पीएचडी। नोट-3ः-पदधारी सहायक प्रोफेसर के लिए इस पद के स्तर का अनुभव ए े सोसिएट प्रोफेसर के स्तर के अनुभव के समकक्ष माना जायेगा, बशर्ते कि पदधारी सहायक प्रोफेसर ने सुसंगत विषय में पीएचडी डिग्री प्राप्त की थी/है। नोट-4ः- डिप्लोमा संस्थान के अनुभव को भी समुचित स्तर पर डिग्री स्तरीय संस्थान के अनुभव के समकक्ष और जैसा लागू हो, माना जायेगा तथापि उपरोक्त योग्यताएं अनिवार्य होंगी। नोट-5ः- यदि वर्ग/श्रेणी नहीं दी गई है तो कुल अंकों का न्यूनतम 60 प्रतिशत प ्र थम वर्ग/श्रेणी के समकक्ष माना जायेगा। यदि गे्रड प्वाइंट प्रणाली स्वीकार की जाती है सीजीपीए को निम्नलिखित समकक्ष अंकों के परिवर्तित किया जायेगा। ग्रेड प्वाइंट अ ग्रेड प्वाइंट अंकों का प्रतिशत ग्रेड प्वाइंट ग्रेड प्वाइंट अ अ ंकों का प्रतिशत 6.25 55 प्रतिशत 6.75 60 प्रतिशत 7.25 65 प्रतिशत 7.75 70 प्रतिशत 8.25 75 प्रतिशत (प्रतिनियुक्ति (अल्पकालिक संविदा सहित) की अवधि इसमें उसी या केन्द्र सरकार के किसी अन्य संगठन/विभाग मे इस नियुक्ति से तुरन्त पूर्वधारित किसी अन्य गैर संवर्ग पद में प्रतिनियुक्ति(अल्पकालिक संविदा सहित) की अवधि भी सम्मिलित है, सामान्यतः 5 वर्षों से अधिक नहीं होगी। प्रतिनियुक्ति (अल्पकालिक संविदा सहित) पर स्थानान्तरण द्वारा नियुक्ति हेतु अधिकतम आयु सीमा आवेदन प्राप्ति की अन्तिम तारीख को छप्पन (56) वर्षों से अधिक नहीं होंगी) | |||

NOTIFICATION
Delhi, the 9th March, 2018
No. F. 7(1)/RR/SB/DTTE/2013/722.—In exercise of powers conferred by the proviso to article 309 of the Constitution of India read with Govt. of India, Ministry of Home Affairs notification No. F24/78/68-DH (S) dated 24.09.1968, the Lt. Governor of National Capital Territory of Delhi, with the prior approval of the Union Public Service Commission, is pleased to frame the Recruitment Rules, regarding the method of recruitment to the post of Principal, Ch. Brahm Prakash Government Engineering College under the Department of Training & Technical Education, Govt. of National Capital Territory of Delhi, namely:
1. Short title and commencement:- (1) These regulations may be called the Principal, Ch. Brahm Prakash Government Engineering College in Department of Training & Technical Education, GNCTD Recruitment and Promotion Regulation, 2018.
(2) They shall come into force on the date of their publication in the official Gazette.
2. Number of posts, classification and Scale of pay: - The number of posts, their classification and the scale of pay attached thereto shall be specified in Column 2 to 4 of the said Schedule attached thereto.
3. Method of Recruitment, Age limit and other qualification:- The method of recruitment to the said post, age limit, qualifications and other matters connected therewith shall be as specified in Column No. 5 to 11 of the said Schedule.
4. Disqualifications: No person
(a) Who has entered or contracted marriage with the person having a spouse living or
(b) Who having a spouse living, has entered into or contracted marriage with any person; shall be eligible for appointment to the said post.
Provided that Department of Training & Technical Education may, if satisfied that such a marriage is permissible under the personal law applicable to such person and the other party to the marriage and there are other grounds for doing, exempt any person from the operation of these rules.
5. Power to relax:- Whether the Govt. of National Capital Territory of Delhi is of the opinion that it is necessary or expedient to do so, it may, by order and for reason to be recorded in writing, and in consultation with Union Service Public Commission, relax any of the provisions of these rules with respect to any class or category of person.
6. Saving: - Nothing in these regulations shall affect reservations and other concessions required to be provided for the Scheduled Castes and Scheduled Tribes and other specified category of persons in accordance with orders issued by the Central Govt. from time to time in this regard.

N ote 4: Experience at Diploma Institute is also considered equivalent to experience degree level institutions at appropriate level and as applicable. However, qualifications as above shall be mandatory. N ote 5: If a Class/division is not awarded, minimum of 60% of marks in aggregate shall be considered equivalent to first class/ division. If a |
| Grade point system is adopted the CGPA will be converted into equivalent marks as below: ( Period of deputation (ISTC) including period of Deputation (ISTC) in another ex-cadre post held immediately preceding this appointment in the same or some other organization/department of the Central Government shall not to exceed five years. The incumbent appointed to the post for 5 years shall be eligible for re-appointment for one more term only after a similar selection process.
