II .—गृह मंत्रलाय, भारत सरकार की दिनांक 13 जुलाई, 1959 की अधिसूचना सं. जी.एस.आर. 840 के साथ पठित भारत के संविधान के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए तथा समाज कल्याण विभाग से संबंधित चालकों (भारी और हल्के मोटर वाहनों) के पद हेतु भर्ती नियमों के संबंध में समाज कल्याण विभाग, राष्ट्रीय राजधानी क्षेत्र, दिल्ली सरकार की दिनांक 29 अक्टूबर, 1986 की अधिसूचना 2 (30)/86-एस. II के अधिक्रमण में, ऐसे अधिक्रमण से पूर्व की जानी वाली या हटाई जाने वाली बातों को छोड़कर, राष्ट्रीय राजधानी क्षेत्र दिल्ली के उपराज्यपाल, समाज कल्याण विभाग, राष्ट्रीय राजधानी क्षेत्र दिल्ली सरकार में विभिन्न गेड में ''सामान्य ग्रेड'' ग्रेड-2, ग्रेड-1' में स्टाफ कार चालकों के पदों के भर्ती नियम निम्नानुसार बनाते हैं, अर्थात् :-
1. श् .—(i) इन नियमों को समाज कल्याण विभाग, राष्ट्रीय राजधानी क्षेत्र दिल्ली सरकार में ''स्टाफ कार चालक, भर्ती नियमावली, 2020 कहा जायेगा।
(ii) ये दिल्ली राजपत्र में अपने प्रकाशन की तारीख से लागू होंगे।

.—उक्त पदों की संख्या, इनका वर्गीकरण तथा वेतन मैट्रिक्स में स्तर इन नियमों के साथ संलग्न अनुसूची के कॉलम (2) से (4) में यथाविनिर्दिष्ट होंगे। 6377 DG/2020

.—उक्त पदों की भर्ती पद्धति, आयु-सीमा, योग्यताएं एवं इससे संबंधित अन्य मामलों उक्त अनुसूची के कॉलम (5) से (13) में यथाविनिर्दिष्ट होंगे।
4. .—वह व्यक्ति, (क) जिसने ऐसे व्यक्ति से जिसका पति या जिसकी पत्नी जीवित है, विवाह किया है, या विवाह की संविदा की है या
(ख) जो एक जीवित पति/पत्नी के होते हुए किसी व्यक्ति से विवाह कर चुका है या विवाह अनुबंध कर चुका है, वह उक्त पद पर नियुक्ति का पात्र नहीं होगा।
शर्त यह है कि यदि सरकार संतुष्ट है कि ऐसा विवाह ऐसे व्यक्ति एवं विवाह के अन्य पक्ष पर लागू व्यक्तिगत कानून के अंतर्गत अनुमत है और ऐसा करने के लिये अन्य आधार हैं किसी ऐसे व्यक्ति को इस नियम के प्रवर्तन की छूट दे सकती है। 5. श् .—जहां सरकार का यह मत हो कि ऐसा करना आवश्यक समीचीन है, तो वह कारणों को लिखित में अभिलेखबद्ध करते हुए आदेश द्वारा व्यक्तियों की किसी श्रेणी या वर्ग के इन नियमों के किसी उपबंध को छूट दे सकती है। 6. .—इन नियमों में किसी उल्लेख से केन्द्रीय सरकार द्वारा इस संबंध में समय-समय पर जारी किए गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों तथा अन्य विशेष वर्गों के व्यक्तियों के लिये अपेक्षित आरक्षण, आयु सीमा में छूट और अन्य रियायतों पर कोई प्रभाव नहीं पड़ेगा।

NOTIFICATION
Delhi, the 28th December, 2020
No. F. 10(260)/Admn.II/DSW/2018/14127.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, read with the Government of India, Ministry of Home Affairs Notification no.G.S.R.840 dated, the 13th July, 1959, and in supersession of the Government of National Capital Territory of Delhi, Department of Social Welfare's Notification no. F.2(30)/86-S-II. dated 29 th October 1986, regarding recruitment rules for the post of Drivers (Heavy and Light Motor Vehicles) in so far as relate to the Department of Social Welfare except as respect things done or omitted to be done before such supersession, the Lt. Governor of the National Capital Territory of Delhi is pleased to make recruitment rules for the posts of Staff Car Drivers in different grade in Ordinary Grade, Grade-II, Grade-I, in the Department of Social Welfare, Government of National Capital Territory of Delhi, as following namely:
1. Short title and commencement.—(i) These rules may be called the Department of Social Welfare, Government of National Capital Territory of Delhi Staff Car Drivers Recruitment Rules, 2020,
(ii) They shall come into force on the date of their publication in the Delhi Gazette.
2. Number of posts, classification and Pay Level in Pay Matrix scale of pay.—The number of the said posts, their classification and attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.
3. Method of recruitment, age-limit, qualification etc.—the method of recruitment to the said posts, age limit, qualifications and other matters connected therewith, shall be as specified in columns (5) to (13) of the said Schedule.
4. Disqualifications.—No person,-
(a) who has entered into or contracted a marriage with a person having a spouse living or
(b) who having a spouse living, has entered into or contracted a marriage with a person,6 DELHI GAZETTE : EXTRAORDINARY PART IV] Shall be eligible for appointment to the said post:
Provided that the Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing exempt any person from the operation of this rule.
5. Power to relax.—Where the Government is of the opinion that it is necessary of expedient so to do, it may, by order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons.
6. Saving.—Nothing in these rules shall affect reservations, relaxation of age limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.
