राष्ट्रीय राजधानी राज्य क्षेत्र दिल्ली सरकार GOVERNMENT OF THE NATIONAL CAPITAL TERRITORY OF DELHI नई दिल्ली, 27 सितम्बर, 2021 गृह मंत्रालय, भारत सरकार की दिनांक 13 जुलाई, 1959 की अधिसूचना सं0 जी.एस.आर. 840 के साथ पठित भारत के संविधान के अनुच्छेद 309 के परन्तुक द्वारा प्रदा शक्तियों का प्रयोग करते हुए तथा इस सरकार की दिनांक 2 अगस्त, 1994 की अधिसूचना के अधिक्रमण में, ऐसे अधिक्रमण से पूर्व की गई या हटाये जाने के लिए की गई बातो को छोड़कर, राष्ट्रीय राजधानी क्षेत्र दिल्ली के उपराज्यपाल, एतद् द्वारा योजना विभाग, राष्ट्रीय राजधानी क्षेत्र दिल्ली सरकार में के पद की भर्ती पद्धति को विनियमित करने के लिए निम्नलिखित नियम बनाते है, अर्थात् :-
(i) इन नियमों को'' योजना विभाग स्टाफ कार चालक, सामान्य ग्रेड'' भर्ती नियमावली, 2020 कहा जायेगा।
(ii) ये दिल्ली राजपत्र में अपने प्रकाशन की तिथि से लागू होंगे ।
उक्त पदों की संख्या, इनका वर्गीकरण तथा वेतन मैट्रिक्स में स्तर इन नियमों के साथ संलग्न अनुसूची के कॉलम (2) से (4) में यथाविनिर्दिष्ट होंगे।

(1)2 DELHI GAZETTE : EXTRAORDINARY PART IV] उक्त पदों की भर्ती पद्धति, आयु सीमा, योग्यताएं एवं इससे संबंधित अन्य मामलें उक्त अनुसूची के कॉलम (5) से (13) में यथाविनिर्दिष्ट होंगे।
वह व्यक्ति, (क) जिसने ऐसे व्यक्ति से जिसका पति या जिसकी पत्नी जीवित है, विवाह किया है; या विवाह की संविदा की है या (ख) जो एक जीवित पति/पत्नी के होते हुए किसी व्यक्ति से विवाह कर चुका है या विवाह अनुबंध कर चुका है, वह उक्त पद पर नियुक्ति का पात्र नहीं होगा।
शर्त यह है कि यदि सरकार संतुष्ट है कि ऐसा विवाह ऐसे व्यक्ति एवं विवाह के अन्य पक्ष पर लागू व्यक्तिगत कानून के अंतर्गत अनुमत है और ऐसा करने के लिये अन्य आधार हैं किसी ऐसे व्यक्ति को इस नियम के प्रवर्तन की छूट दे सकती है। 5. जहां सरकार का यह मत हो कि ऐसा करना आवश्यक समीचीन है, तो वह कारणों को लिखित में अभिलेखबद्ध करते हुए आदेश द्वारा व्यक्तियों की किसी श्रेणी या वर्ग के इन नियमों के किसी उपबंध को छूट दे सकती है। 6. इन नियमों में किसी उल्लेख से सरकार द्वारा इस संबंध में समय-समय पर जारी किए गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, अन्य पिछड़ा वर्गों, भूतपूर्व सैनिक या अन्य विशेष वर्गों के व्यक्तियों के लिये अपेक्षित आरक्षण, आयु सीमा में छूट और अन्य रियायतों पर कोई प्रभाव नहीं पड़ेगा।

F.No.1(61)/Estt./Plg./2014/8804-8810.— In exercise of the powers conferred by provision to article 309 of the Constitution of India, read with the Government of India, Ministry of Home Affairs Notification number G.S.R. 840, dated the 13th July, 1959 and in supersession of this Government's Notification dated 2nd August, 1994 except as respects things done or omitted to be done before such supersession, the Lt. Governor, National Capital Territory of Delhi is pleased to make the following rules regulating the method of recruitment to the post of "Staff Car Driver, Ordinary Grade" in the Planning Department, Government of National Capital Territory of Delhi, namely:-
4 DELHI GAZETTE : EXTRAORDINARY PART IV]1. Short title and commencement. — (i) These rules may be called Planning Department Staff Car Driver, Ordinary Grade Recruitment Rules, 2020.
(ii) They shall come into force on the date of their publication in the Delhi Gazette.
2. Number of Posts, classification and level in the Pay Matrix. —The number of posts, its classification and level in the pay matrix shall be as specified in columns (2) to (4) of the Schedule attached with these rules.
3. Method of recruitment, age limit and other qualifications, etc.- The method of recruitment to the said post, age limit, qualifications and other matters relating thereto shall be as specified in the columns (5) to (13) of the said Schedule.
4. Disqualifications. —No person, -
(a) Who has entered into or contracted a marriage with a person having a spouse living;
or
(b) Who having a spouse living, has entered into or contracted a marriage with any person;
shall be eligible for appointment to the said post:
Provided that the Government may, if satisfied, that such marriage is permissible under the personnel law applicable to such person and the other party to the marriage and that there are other ground for so doing, exempt any person from the operation of this rule.
5. Power to relax. —Where the Government is of the opinion that it is necessary expedient so to do, it may by order, and for the reasons to be recorded in writing, relax any of the provisions of this rule with respect of any class or category of persons.
6. Saving.—Nothing in these rules shall affect reservations, relaxation of age limit and other concessions required to be provided for the Scheduled Castes, Scheduled Tribes, Other Backward Classes, Ex-servicemen or any special category of persons in accordance with the orders issued by the Government from time to time in this regard.

गृह मंत्रालय, भारत सरकार की दिनांक 13 जुलाई, 1959 की अधिसूचना सं0 जी.एस.आर. 840 के साथ पठित भारत के संविधान के अनुच्छेद 309 के परन्तुक द्वारा प्रदा शक्तियों का प्रयोग करते हुए तथा इस सरकार की दिनांक 2 अगस्त, 1994 की अधिसूचना के अधिक्रमण में, ऐसे अधिक्रमण से पूर्व की गई या हटाये जाने के लिए की गई बातो को छोड़कर, राष्ट्रीय राजधानी क्षेत्र दिल्ली के उपराज्यपाल, एतद् द्वारा योजना विभाग, राष्ट्रीय राजधानी क्षेत्र दिल्ली सरकार में II के पद की भर्ती पद्धति को विनियमित करने के लिए निम्नलिखित नियम बनाते है, अर्थात् :-
(i) इन नियमों को'' योजना विभाग स्टाफ कार चालक, II'' भर्ती नियमावली, 2020 कहा जायेगा।
(ii) ये दिल्ली राजपत्र में अपने प्रकाशन की तिथि से लागू होंगे ।
उक्त पदों की संख्या, इनका वर्गीकरण तथा वेतन मैट्रिक्स में स्तर इन नियमों के साथ संलग्न अनुसूची के कॉलम (2) से (4) में यथाविनिर्दिष्ट होंगे।
उक्त पदों की भर्ती पद्धति, आयु सीमा, योग्यताएं एवं इससे संबंधित अन्य मामलें उक्त अनुसूची के कॉलम (5) से (13) में यथाविनिर्दिष्ट होंगे।
वह व्यक्ति, (क) जिसने ऐसे व्यक्ति से जिसका पति या जिसकी पत्नी जीवित है, विवाह किया है; या विवाह की संविदा की है या (ख) जो एक जीवित पति/पत्नी के होते हुए किसी व्यक्ति से विवाह कर चुका है या विवाह अनुबंध कर चुका है, वह उक्त पद पर नियुक्ति का पात्र नहीं होगा।
शर्त यह है कि यदि सरकार संतुष्ट है कि ऐसा विवाह ऐसे व्यक्ति एवं विवाह के अन्य पक्ष पर लागू व्यक्तिगत कानून के अंतर्गत अनुमत है और ऐसा करने के लिये अन्य आधार हैं किसी ऐसे व्यक्ति को इस नियम के प्रवर्तन की छूट दे सकती है। 5. जहां सरकार का यह मत हो कि ऐसा करना आवश्यक समीचीन है, तो वह कारणों को लिखित में अभिलेखबद्ध करते हुए आदेश द्वारा व्यक्तियों की किसी श्रेणी या वर्ग के इन नियमों के किसी उपबंध को छूट दे सकती है। 6. इन नियमों में किसी उल्लेख से सरकार द्वारा इस संबंध में समय-समय पर जारी किए गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, अन्य पिछड़ा वर्गों, भूतपूर्व सैनिक या अन्य विशेष वर्गों के व्यक्तियों के लिये अपेक्षित आरक्षण, आयु सीमा में छूट और अन्य रियायतों पर कोई प्रभाव नहीं पड़ेगा।

NOTIFICATION

F.No.1(61)/Estt./Plg./2014/8797-8803.— In exercise of the powers conferred by provision to article 309 of the Constitution of India, read with the Government of India, Ministry of Home Affairs Notification number G.S.R. 840, dated the 13th July, 1959 and in supersession of this Government's Notification dated 2nd August, 1994 except as respects things done or omitted to be done before such supersession, the Lt. Governor, National Capital Territory of Delhi is pleased to make the following rules regulating the method of recruitment to the post of "Staff Car Driver, Grade-II" in the Planning Department, Government of National Capital Territory of Delhi, namely:-
1. Short title and commencement.— (i) These rules may be called Planning Department Staff Car Driver, Grade-II Recruitment Rules, 2020.
(ii) They shall come into force on the date of their publication in the Delhi Gazette.
2. Number of Posts, classification and level in the Pay Matrix.—The number of posts, it's classification and level in the pay matrix shall be as specified in columns (2) to (4) of the Schedule attached with these rules.
3. Method of recruitment, age limit and other qualifications, etc.—The method of recruitment to the said post, age limit, qualifications and other matters relating thereto shall be as specified in the columns (5) to (13) of the said Schedule.
4. Disqualifications.—No person, -
(c) Who has entered into or contracted a marriage with a person having a spouse living; or (d) Who having a spouse living, has entered into or contracted a marriage with any person;
shall be eligible for appointment to the said post:
[PART IV DELHI GAZETTE : EXTRAORDINARY 11Provided that the Government may, if satisfied, that such marriage is permissible under the personnel law applicable to such person and the other party to the marriage and that there are other ground for so doing, exempt any person from the operation of this rule.
5. Power to relax.—Where the Government is of the opinion that it is necessary expedient so to do, it may by order, and for the reasons to be recorded in writing, relax any of the provisions of this rule with respect of any class or category of persons.
6. Saving.—Nothing in these rules shall affect reservations, relaxation of age limit and other concessions required to be provided for the Scheduled Castes, Scheduled Tribes, Other Backward Classes, Ex-servicemen or any special category of persons in accordance with the orders issued by the Government from time to time in this regard.
