.—दिनांक 10/05/2022 गृह मंत्रालय, भारत सरकार की दिनांक 13 जुलाई 1959 की अधिसूचना जी.एस.आर. 840 के साथ पठित भारत के संविधान के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए तथा दिनांक 23.07.2009 के पत्र सं. 1/50/08/एचजी/3980 द्वारा नागरिक सुरक्षा एवं गृह रक्षक निदेशालय के द्विभाजन के दौरान नागरिक सुरक्षा निदेशालय के लिए आवंटित दो पदो के संबंध में दिनांक 29 मई 1975 की अधिसूचना द्वारा वरिष्ठ अनुदेशक/निरीक्षण अधिकारी / कम्पनी कमाण्डर के पद हेतु भर्ती नियमों के अधिक्रमण में, ऐसे अधिक्रमण से पूर्व की गई या किए जाने के लिए हटाई गई बातों को छोड़कर, राष्ट्रीय राजधानी क्षेत्र दिल्ली के उपराज्यपाल एतद्द्वारा नागरिक सुरक्षा निदेशालय, राष्ट्रीय राजधानी क्षेत्र दिल्ली सरकार में वरिष्ठ अनुदेशक/निरीक्षण अधिकारी/कम्पनी कमाण्डर के पद की भर्ती पद्धति को विनियमित करने के लिए निम्नलिखित नियम बनाते हैं ।
:-
1.
(क) इन नियमों को नागरिक सुरक्षा निदेशालय, राष्ट्रीय राजधानी क्षेत्र दिल्ली सरकार में वरिष्ठ प्रशिक्षक / निरीक्षण अधिकारी / कम्पनी कमाण्डर भर्ती नियमावली, 2021 कहा जाये।
(ख) ये दिल्ली राजपत्र में अपने प्रकाषन की तिथि से लागू होंगे।
2. अनुप्रयोग - ये नियम इन नियमों के साथ संलग्न अनुसूची के कॉलम 1 मे निर्दिष्टि पदो ंके लिए लागू होंगे। 3196 DG/2022
(1)2 DELHI GAZETTE : EXTRAORDINARY PART IV] :-उक्त पदों की संख्या, इसका वर्गीकरण तथा उसके साथ संलग्न वेतन मैट्रिक्स में स्तर इन विनियमों के साथ संलग्न अनुसूची के कॉलम (2) से (4) में यथाविनिर्दिष्ट होंगे। 4.
ः-उक्त पद की भर्ती पद्धति, आयु-सीमा, योग्यताएं तथा उससे संबंधित अन्य मामले उक्त अनुसूची के कॉलम सं. (5) से (13) में यथाविनिर्दिष्ट होंगे।
5. ः- कोई भी व्यक्ति (क) जिसने किसी ऐसे व्यक्ति से, विवाह किया है जिसका जीवित पति/पत्नी है; या
(ख) जिसने जीवित पत्नी/पति के रहते हुए किसी अन्य व्यक्ति के साथ विवाह या विवाह का अनुबंध किया है, वह उक्त पद पर नियुक्ति के लिये अयोग्य होगा :
शर्त यह है कि यदि सरकार संतुष्ट है कि ऐसा विवाह ऐसे व्यक्तियों और विवाह के अन्य पक्षकार पर लागू व्यक्तिगत कानून के अंतर्गत अनुमत्त है और ऐसा करने के लिये अन्य आधार है/हैं, तो किसी भी ऐसे उम्मीदवार को इस नियम के प्रवर्तन की छूट दे सकेगा। जहां राष्ट्रीय राजधानी क्षेत्र दिल्ली सरकार का मत है कि ऐसा करना आवश्यक या समीचीन है तो वह आदेश द्वारा तथा कारणों को लिखित में अभिलेखबद्ध करते हुए तथा संघ लोक सेवा आयोग के परामर्श से किसी वर्ग या श्रेणी के संबंध में इन नियमों के उपबंधों से छूट प्रदान कर सकती है। 7. इन नियमों में कोई भी बात इस संबंध में राष्ट्रीय राजधानी क्षेत्र दिल्ली सरकार द्वारा समय-समय पर जारी आदेशों के अनुसार अनुसूचित जाति, अनुसूचित जनजाति, अन्य पिछड़ा वर्ग, भूतपूर्व सैनिक तथा अन्य विशेष व्यक्तियों के वर्गों के लिये उपबंधित किए जाने वाले अपेक्षित आरक्षण, आयु-सीमा में छूट एवं अन्य रियायतों पर प्रभाव नहीं डालेगी।

(क) एनडीआरएफ एकेडमी नागपुर द्वारा आयोजित 2. नागरिक सुरक्षा प ्रशिक्षक पाठ्यक्रम तथा सहायक अग्निशमन सेवा पाठ्यक्रम में उत्तीर्ण अथवा (ख) सेना या अर्द्धसेना या पुलिस या गृह रक्षक या नागरिक सुरक्षा संगठन से निम्नलिखित में से किन्ही चार विषयों में न्यूनतम तीन सप्ताह का पाठ्यक्रम/ प्रशिक्षण पूर्ण किया हो :- (i) अग्निशमन (ii) प्राथमिक उपचार (iii) बचाव (iv) संचार |
| (v) पीटी (vi) ड्रिल (vii) आम्र्स ड्रिल (viii) आपदा प्रबंधन अन्यथा सुयोग्य उम्मीदवारों के मामले में लिखित में कारणों को अभिलेखबद्ध करते हुए योग्यताएं सक्षम प्राधिकारी/दिल्ली अधीनस्थ सेवा चयन बोर्ड के विवेक पर शिथिलनीय है। यदि चयन की किसी अवस्था में सक्षम प्राधिकारी/दिल्ली अधीनस्थ सेवा चयन बोर्ड के अभिमत से अनुसूचित जातियों या जनजातियों के लिए आरक्षित रिक्त पदों को भरने के लिए अपेक्षित अनुभव रखने वाले इन जातियों के उम्मीदवारों के पर्याप्त संख्या में मिलने की संभावना नहीं है, तो अनुभव संबंधी योग्यताएं सक्षम प्राधिकारी/दिल्ली अधीनस्थ सेवा चयन बोर्ड के विवेक पर शिथिलनीय है। ग ृह रक्षक /पुलिस /सेना /अर्द्धसेना या नागरिक सुरक्षा संगठन या सरकारी अग्निशमन सेवा संगठन मे ं चार वर्ष का अनुभव । | ||

| 11. | नियमित आधार पर नियुक्ति के उपरांत ग्रेड में 06 वर्ष की सेवा वाले वेतन मैट्रिक्स के स्तर -5 (29200 - 92300/-रूपये) में तथा विभाग द्वारा यथानिर्धारित संबंधित क्षेत्र मे ं दो - चार सप्ताह का अनिवार्य प्रशिक्षण सफलतापूर्वक पूर्ण करने वाले प्रशिक्षक नागरिक सुरक्षा/तकनीकी सहायक । जिन कनिष्ठ अधिकारियों ने अपनी अर्हक/पात्रता सेवा पूरी कर ली है और वे पदोन्नति के लिए विचारणीय हैं, उनके वरिष्ठ अधिकारी भी पदोन्नति के लिए विचारणीय होंगे बशर्तें कि उनके लिए अपेक्षित अर्हक/पात्रता सेवा ऐसी अपेक्षित अर्हक/पात्रता सेवा की अवधि के आधे से न्यून या दो वर्ष से कम न हो और उन्होंने आगामी उच्च ग्रेड पर पदोन्नति के लिए अपनी परिवीक्षा अवधि अपने कनिष्ठ अधिकारियों के साथ सफलतापूर्वक पूरी कर ली होे, जिन्होंने (कनिष्ठ अधिकारी) उतनी अर्हक/पात्रता पहले ही पूरी कर ली है। टीप 2 - संबंधित ग्रेड /पद में निर्धारित अर्हक सेवा के अधिकारियों द्वारा पूर्ण की तिथि के संदर्भ सहित पदोन्नति के लिए पात्रता सूची तैयार की जाएगी। केन्द्र सरकार/राज्य सरकार/संघ राज्य क्षेत्र प्रशासन के अधिकारी/सार्वजनिक क्षेत्र के उपक्रम/सांविधिक या स्वाया |

(i) मूल संवर्ग या विभाग में नियमित आधार पर समरूप पदधारण करने वाले; अथवा (ii) वेतन मैट्रिक्स के स्तर -5 (29200-92300/- रूपये) में नियमित आधार पर नियुक्ति के उपरांत ग्रेड में छः वर्ष की नियमित सेवा सहित अथवा मूल संवर्ग या विभाग में समकक्ष; अथवा (iii) वेतन मैट्रिक्स के स्तर -4 (25500-81100/- रूपये) में नियमित आधार पर नियुक्ति के उपरांत ग्रेड मे ं दस वर्ष की नियमित सेवा सहित अथवा मूल संवर्ग या विभाग में समकक्ष; तथा (ख) कॉलम 7 के अन्तर्ग सीधी भर्ती के लिए निर्धारित शैक्षिक योग्यताएँ एवं अनुभव रखने वाले। भरक श्रेणी के विभागीय अधिकारी जो कि पदोन्नति की सीधी श्रृखंला में है वे प्रतिनियुक्ति पर नियुक्ति हेतु विचारणीय नहीं होंगे। इसी तरह, प्रतिनियुक्ति वाले भी पदोन्नति द्वारा नियुक्ति हेतु विचारणीय नहीं होंगे। प्रतिनियिुक्ति (अल्पकालिक संविदा सहित) की अवधि केन्द्रीय सरकार के उसी या किसी अन्य संगठन/विभाग में इस नियुक्ति से तुरन्त पूर्वधारित किसी अन्य गैर संवर्ग पद में प्रतिनियुक्ति (अल्पकालिक संविदा सहित) की अवधि भी सम्मिलित है। यह सामान्यतः तीन वर्षों से अधिक नहीं होगी। प्रतिनियुक्ति (अल्पकालिक संविदा सहित) पर नियुक्ति हेतु अधिकतम आयु-सीमा आवेदन प्राप्ति की अन्तिम तारीख को छप्पन (56) वर्षों से अधिक नहीं होंगी। | ||

F. No. 6(4)/RR/CD/2018-883.—dated 10.05.2022 In exercise of the powers conferred by proviso to article 309 of the Constitution of India read with Govt. Of India, Ministry of Home Affairs notifications GSR-840 dated 13th July, 1959 and in supersession of the Recruitment Rules for the post of Senior Instructor/ Inspecting Officer/ Company Commander vide Notification dated 29th May, 1975, in respect of the 2 posts allocated to Directorate of Civil Defence during the bifurcation of Directorate of Civil Defence and Home Guards, Delhi vide letter No.1/50/08/HG/3980, dated 23.07.2009, except as respective things done or omitted to be done before such supersession, the Lt. Governor of National Capital Territory of Delhi, is pleased to make the following rules regulating the method of Recruitment for the post of Senior Instructor/ Inspecting Officer/ Company Commander in the Directorate of Civil Defence, Government of National Capital Territory of Delhi.
1. Short title and commencement –
(i) These rules may be called the Senior Instructor/ Inspecting Officer/ Company Commander Recruitment Rules, 2021 in the Directorate of Civil Defence, Government of NCT of Delhi.
(ii) They shall come into force on the date of their publication in the Delhi Gazette.
2. Application: These rules shall apply to the posts specified in column 1 of the Schedule annexed to these rules.
3. Number of posts, classification and level in pay matrix:- The number of said posts, their classification and level in the pay matrix attached thereto shall be specified (2) to (4) of the Schedule.
4. Method of recruitment, age limit, other qualifications, etc. – The method of recruitment, age limit, qualifications and other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule.
5. Disqualification – No person;-
(a) who has entered into or contracted a marriage with a person having a spouse living; or (b) who, having a spouse living, has entered into or contracted a marriage with any person, shall be eligible for appointment to the said post;
Provided that the Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing so, exempt any person from the operation of this rule.
6. Power to Relax – Where the Government of National Capital Territory of Delhi is of the opinion that it is necessary or expedient to do so, it may, by order, for reason to be recorded in writing and in consultation with the Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons.
7. Saving – Nothing in these rules shall affect reservations, relaxation of age limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, Other Backward Classes, Ex-servicemen and other special categories of persons in accordance with the orders issued by the Government of National Capital Territory of Delhi from time to time in this regard.

Deputation (ISTC): Officers from Central Government/State Government/Union Territory Administrations/ Public sector undertakings/ Statutory or Autonomous Bodies/Recognized Universities/ Recognized Research Institutes: (a) (i) Holding analogous post in the parent cadre or department on regular basis; or (ii) with six years regular service in the grade rendered after appointment thereto on regular basis in Level-5 (Rs.29200/--92300/-) of Pay Matrix or equivalent in the parent cadre or department; or (iii)with ten years regular service in the grade rendered after appointment thereto on regular basis in Level-4 (Rs.25500-81100/-) of the Pay Matrix or equivalent in the parent cadre or department; and (b) Possessing the educational qualification and experience prescribed for direct recruitment under column no.7 Note-3: The departmental officers in the feeder category who are in the direct line of promotion shall not be eligible for consideration for appointment on deputation. Similarly, the deputationists shall not be eligible for consideration for appointment by promotion. Note- 4: The period of deputation (ISTC) including the period of deputation (ISTC) in another ex- cadre post held immediately preceding this appointment in the same or some other organization/department of the Central Government shall ordinarily not exceed three years.
