संख्या 87/REG-253/Vol-IV.— विद्युत प्रदाय अधिनियम, 1948 की धारा 79 (सी) में निहित प्रावधानों की अनुपालना में दिनांक 15.03.1984 से 13.08.1998 तक यथा लागू तथा हरियाणा विद्युत सुधार अधिनियम, 1997 (1998 की हरियाणा अधिनियम संख्या 10) की धारा 56 (vi) में निहित प्रावधानों के साथ पठित, हरियाणा के राज्यपाल कार्यालय आदेष की तिथि से तत्कालीन हरियाणा राज्य बिजली बोर्ड के कार्यालय आदेश संख्या 145/आरईजी-133 दिनांक 07.05.1992 के तहत जारी निर्माण संगठन में कार्यरत अमले के संबंध में निम्नलिखित भर्ती तथा पदोन्नति नीति अधिसूचित करते हैंः-
विद्युत (प्रदाय) अधिनियम, 1948 की धारा-79 के खण्ड (सी) द्वारा प्रदत शक्तियों तथा इस संबंध में अन्य सभी सक्षम शक्तियों का प्रयोग करते हुए, हरियाणा राज्य बिजली बोर्ड एतदद्वारा निर्माण संगठन में कार्यरत अमले के संबंध में निम्नलिखित भर्ती तथा पदोन्नति नीति बनाता हैः-
1.0 निर्माण सहायक (800-1150)ः
1.1 नियमित टी-मेटों का पदनाम निर्माण मेट होगा। 1.2 खाली पदों को निर्माण संगठन में कार्यरत वर्तमान वर्कचार्ज/दैनिक वेतन टे-मेटों से वरिष्ठता के आधार पर भरा जाएगा। वर्तमान अमले के आरंभिक समायोजन/समावेष के लिए मान-दण्ड सेवा अवधि होगी। 1.3 आगे, सवर्ग को उन उम्मीदवारों से नई भर्ती द्वारा पुनः भरा जाएगा जो साक्षर है तथा षारीरिक रूप से निर्माण कार्य के लिए उपयुक्त हैं। यद्यपि, ह.रा.बि.बोर्ड के निर्माण कार्य में अनुभव रखने वाले वर्कमैन को प्राथमिकता दी जाएगी।
2.0 फीटर ग्रेड-II (निर्माण) (1200/2040)ः
2.1 फीटर (सब-स्टेषन), ए.एल.एम. तथा लोहार के वर्तमान पदों को एक मिश्रित कॉमन कैडर में फीटर ग्रेड-II (निर्माण) के रूप में पुनः पदनामित किया जाएगा। लोहार का अलग-अलग कैडर खत्म कर दिया जाएगा तथा वर्तमान लोहार को फीटर ग्रेड-II (निर्माण) के रूप में पुनः पदनामित किया जाएगा।
2.2 फीटर ग्रेड-II के 40 प्रतिषत पद (i) फीटर (इलैक्ट्रिकल/मैकेनिकल) (ii) इलैक्ट्रिषियन (iii) लोहार (iv) वेल्डर की ट्रेडों में पात्र मैट्रिक सहित आईटीआई व्यक्तियों से सीधी भर्ती द्वारा भरे जाएंगे। विभागीय उम्मीदवार जिसके पास मैट्रिक सहित आईटीआई योग्यता है, वे भी इस खण्ड के तहत भर्ती के लिए पात्र होंगे। 2.3 60 प्रतिषत पद नियमित आधार पर कम से कम 2 वर्ष का अनुभव रखने वाले निर्माण मैटों में से वरिष्ठता एवं योग्यता के आधार पर पदोन्नति द्वारा भरे जाएंगे।

3.1 लाईनमैन के वर्तमान पदों को फीटर ग्रेड-I (निर्माण) के रूप में पुनः पदनामित किया जाएगा।
3.2 100 प्रतिषत पद निम्नलिखित योग्यता रखने वाले फीटर ग्रेड-II में से वरिष्ठता एवं योग्यता के आधार पर पदोन्नति द्वारा भरे जाएंगे।
(ए) टॉप लाईनों तथा टावरों/स्ट्रक्चरों पर काम करने की क्षमता की जांच करने के लिए सक्षम प्राधीकारी द्वारा संचालित की जाने वाली विभागीय प्रायोगिक परीक्षा में उत्तीर्ण/योग्य हो।
(बी) फीटर ग्रेड-II के रूप में नियमित सेवा के 4 वर्ष ।
4.0 सहायक फोरमैन (निर्माण) (1400/2300)ः
4.1 सहायक फोरमैन तथा वेल्डरों के वर्तमान पदों को एक मिश्रित कॉमन कैडर में ए.एफ.एम. के रूप में पुनः पदनामित किया जाएगा। वेल्डर का अलग-अलग कैडर खत्म कर दिया जाएगा तथा वर्तमान नियमित वेल्डरों का पदनाम ए.एफ.एम. (निर्माण) में बदला जाएगा। आगे, वेल्डिंग कार्य जानने वाले कर्मचारियों की भर्ती फीटर ग्रेड-II (निर्माण) के स्तर पर की जाएगी जैसाकि उपरोक्त खण्ड-2.2 में प्रावधान किया गया है। 4.2 पद कम से कम 4 वर्ष की नियमित सेवा रखने वाले फीटर ग्रेड-I में से वरिष्ठता एवं योग्यता के आधार पर पदोन्नति द्वारा भरे जाएंगे।
5.0 फोरमैन (निर्माण) (1600/2660)ः
5.1 फोरमैन/फोरमैन (सब-स्टेषन) के वर्तमान पदों का पदनाम फोरमैन (निर्माण) में बदला जाएगा। 5.2 पद ए.एफ.एम. के रूप में कम से कम 4 वर्ष की नियमित सेवा रखने वाले वर्तमान ए.एफ.एम. (निर्माण) में से वरिष्ठता एवं योग्यता के आधार पर पदोन्नति द्वारा भरे जाएंगे बषर्तें कि कर्मचारी कम से कम मैट्रिक की योग्यता रखता हो।
6.0 स्पेषल फोरमैन (निर्माण) (1640/2900)ः
6.1 पद फोरमैन (निर्माण) के रूप में 3 वर्ष की नियमित सेवा रखने वाले फोरमैन (निर्माण) में से वरिष्ठता एवं योग्यता के आधार पर पदोन्नति द्वारा भरे जाएंगे।
6.2 वर्तमान स्पेषल फोरमैन/स्पेषल फोरमैन (सब-स्टेषन) का पदनाम स्पेषल फोरमैन (निर्माण) में बदला जाएगा। 7.0 जहां तक निर्माण संगठन में कार्यरत वर्तमान वर्कचार्ज/दैनिक वेतन, भूतपूर्व बीसीबी अमले के नियमित पदों के विरूद्ध समायोजन करने का संबंध है, एक बार अपवाद के स्वरूप, संवर्ग नियंत्रण प्राधिकारी नियमित पदों के लिए पदोन्नति पर अथवा उनके पहले समायोजन के समय व्यक्तिगत मामलों में निम्नलिखित के लिए सक्षम होगाः-
(i) सीधी भर्ती द्वारा भरे जाने के लिए मांगे गए पदों का परिवर्तन,
(ii) केवल वर्तमान कर्मचारियों के पक्ष में सीधी भर्ती/पदोन्नति हेतु पॉलिसी में उल्लेखित योग्यताएं तथा अनुभव, (iii) वर्तमान कर्मचारियों के समावेष पर टे्रड-वार रोक, जब तक वे पात्रता के अनुसार अन्य पदों पर पदोन्नत, या सेवानिवृत होेते है।
(iv) समकक्ष श्रेणी के पदों की उपलब्धता के बावजूद वर्तमान कर्मचारी अपने मौजूदा पदों पर निरन्तर कार्य करते रहेंगे जब तक वे समायोजित किए जाते हैं।
8.0 मुख्य अभियन्ता (निर्माण), ह.रा.बि.बोर्ड, पंचकूला संवर्ग नियंत्रण प्राधिकारी होगा। संवर्ग नियंत्रण प्राधिकारी संवर्ग पदों के विरूद्ध उनके समावेष/समायोजन हेतु वर्तमान वर्कचार्ज/दैनिक वेतन एवं भूतपूर्व बीसीबी अमले की उचितता की जांच करने के लिए तीन अन्य कार्यकारी अभियन्ताओं (निर्माण) यानी अन्य निर्माण सर्कलों से एक-एक सदस्य तथा अधीक्षण अभियन्ता (निर्माण), पंचकूला की अध्यक्षता में एक स्क्रीनिंग कमेटी का गठन करेगा। यह समावेष इस कमेटी की सिफारिषों के अनुसार किया जाएगा।
9.0 स्क्रीनिंग कमेटी द्वारा प्रस्तावित समायोजनों के संबंध में संवर्ग नियंत्रण प्राधिकारी अपीलीय प्राधिकारी होगा। 10.0 संबंधित अधीक्षण अभियन्ता फीटर ग्रेड-II तथा निर्माण मेटों के संबंध में नियुक्ति प्राधिकारी होगा तथा वर्कचार्ज/दैनिक वेतन एवं भूतपूर्व बीसीबी अमले और निर्माण मेटों की वरिष्ठता सर्कल कार्यालय में अनुरक्षित की जाएगी। यद्यपि, निर्माण मेटों के संबंध में अल्प दण्ड संबंधित कार्यकारी अभियन्ताओं द्वारा दिया जाएगा।
11.0 संबंधित मुख्य अभियन्ता फीटर ग्रेड-I के संबंध में नियुक्ति तथा दण्ड प्राधिकारी होगा। जोन के लिए फीटर ग्रेड-II की वरिष्ठता सूची मुख्य अभियन्ता के कार्यालय में अनुरक्षित की जाएगी।
12.0 संवर्ग नियंत्रण प्राधिकारी उपरोक्त तथा ए.एफ.एम. के संबंध में नियुक्ति तथा दण्ड प्राधिकारी होगा। सम्पूर्ण निर्माण संगठन के लिए फीटर ग्रेड-I (निर्माण) की वरिष्ठता संवर्ग नियंत्रण प्राधिकारी के कार्यालय में अनुरक्षित की जाएगी।PART I] HARYANA GOVT. GAZ., AUG. 11, 2020 (SRVN. 20, 1942 SAKA) 1819 13.0 बोर्ड के निर्माण संगठन में कार्यरत उपरोक्त तथा ए.एफ.एम. के मामले में संबंधित तकनीकी सदस्य अपीलीय प्राधिकारी होगा।
14.0 सेवा अवधि प्रारंभिक समावेष के लिए मानदण्ड होंगे। यदि दो कर्मचारियों की नियुक्ति एक ही तिथि होती है, तो आयु में बड़े कर्मचारी को वरिष्ठ माना जाएगा।
15.0 उपरोक्त प्रावधानों में दी गई कोई भी बात राज्य सरकार/बोर्ड द्वार इस संबंध में भारत के संविधान के अनुच्छेद-16(4) के अनुसरण में, समय-समय पर जारी किए गए आदेषों/अनुदेषों के अनुसार अनुसूचित जातियों/पिछडे वर्गों के सदस्यों को दिए जाने के लिए निर्धारित रिक्तियों को भरने के आरक्षणों तथा अन्य रियायतों को प्रभावित नहीं करेगी। ये संषोधन 07.05.1992 अर्थात् कार्यालय आदेष जारी होने की वास्तविक तिथि से लागू माने जाएंगे।

No. 87/REG-253/Vol-IV.— In compliance with provisions contained in section 79(c) of Electricity Supply Act, 1948 as applicable w.e.f. 15.03.1984 to 13.08.1998 and read with provisions contained in section 56 (vi) of Haryana Electricity Reform Act, 1997 (Haryana Act No. 10 of 1998), the Governor of Haryana is pleased to notify the following Recruitment & Promotion Policy in respect of staff working in Construction Organisation issued by erstwhile HSEB vide Office order No. 145/REG-133 dated 07.05.1992 w.e.f. date of office order:-
In exercise of the powers conferred by Clause (c) of Section-79 of the Electricity (Supply) Act, 1948 and all other enabling powers in this behalf, the Haryana State Electricity Board hereby makes the following Recruitment & Promotion Policy in respect of staff working in Construction Organisation:-
1.0 Construction Mate (800-1150)
1.1 The designation of regular T.Mates shall be Construction Mates
1.2 The vacant posts shall be filled up from existing workcharged/ daily wages T.Mates working in the Construction Organisation on seniority basis. Length of service shall be the criteria for initial adjustment/ absorption of the existing staff.
1.3 Further, replenishment of the cadre will be done by fresh recruitment from candidates who are literate and physically fit for construction work. However, preference will be given to the workman having experience in construction work in HSEB.
2.0 FITTER GRADE-II (CONSTRUCTION) (1200/2040)
2.1 The existing posts of Fitter (Sub-Station), ALMs ad Black Smith will be redesignated as Fitter Grade-II (Construction) in an amalgamated common cadre. Separate cadre of black smiths shall be abolished and existing Black-Smith shall be redesignated as Fitter Grade-II (Construction).
2.2 40% of posts of Fitter Grade-II shall be filled up by direct recruitment from Matric with ITI qualified persons in the trades of (i) Fitter (Electrical) / Mechanical) (ii) Electrician (iii) Black Smith (iv) Welder.
Departmental candidates if any having Matric with ITI qualification will also be eligible for recruitment under this clause.
2.3 60% posts shall be filled up by promotion on seniority-cum-merit basis from amongst Construction Mates having minimum 2 years experience on regular basis.
3.0 FITTER GRADE-I (CONSTRUCTION) 1350/2200)
3.1 The existing posts of Lineman shall be re-designated as Fitter Grade-I (Construction).
3.2 100% posts shall be filled up by promotion from amongst Fitter Grade-II on seniority-cum-merit basis and having following qualification:-
HARYANA GOVT. GAZ., AUG. 11, 2020 (SRVN. 20, 1942 SAKA) [PART I 1820(a) Passed/qualified departmental practical test to be conducted by the Competent Authority for checking capability of working atop lines and towers/structures.
(b) 4 years of regular service as Fitter Gr-II.
4.0 ASSISTANT FOREMAN (CONSTRUCTION) (1400/2300)
4.1 The existing posts of Assistant Foreman and Welders shall be redesigned as AFM (Construction) in a common amalgamated cadre. Separate cadre of Welder shall be abolished. The designation of existing regular Welders shall be changed to AFM (Construction). Further recruitment of officials knowing welding work will be done at the level of Fitter Grade-II (Construction as provided in clause-2.2 above.
4.2 The posts shall be filled up by promotion from amongst the Fitters Grade-I having minimum 4 years of regular service on seniority-cum-merit basis.
5.0 FOREMAN (CONSTRUCTION) (1600/2660)
5.1 The designation of existing posts of Foreman/foreman (sub-station) shall be changed to Foreman (Construction).
5.2 The posts shall be filled up by promotion from existing AFM (Construction) having minimum 4 years of regular service as AFM on seniority-cum-merit basis provided the official has minimum qualification of Matriculation.
6.0 SPECIAL FOREMAN (CONSTRUCTION) (1640/2900)
6.1 The posts shall be filled up by promotion from amongst Foreman (Construction) having 3 years of regular service as Foreman (Construction) on seniority-cum-merit basis.
6.2 The designation of existing special Foreman/Spl. Foreman (sub-station), shall be changed to special Foreman (Construction).
7.0 So far as the adjustment against regular posts of existing workcharged/daily wages Ex-BCB staff working in Construction organization is concerned, as a one time exception, the cadre controlling authority shall be competent to grant the following relaxation individual cases at the time of their first adjustment or on promotion to the regular posts:-
(i) Driversion of the posts required to be filled-up by direct recruitment;
(ii) Qualification and experience envisaged in the policy for direct recruitment/promotion in favour of the existing employees only;
(iii) Trade-wise restriction on the absorption of the existing employees till they retire or get promoted to other posts as per eligibility.
(iv) The existing employees shall continue to work on their existing posts irrespective of availability of posts of equivalent category, till they are adjusted.
8.0 The Chief Engineer/Construction, HSEB, Panchkula shall be the Cadre Controlling Authority. The cadre Controlling Authority shall constitute a Screening committee to be headed by SE/Construction, Panchkula and having three other Xens. (Construction) one each from other Construction Circles as Members to adjudge the suitability of the existing workcharged/daily wages and Ex-BCB staff for their absorption/adjustment against the cadre posts. The absorption shall be done in accordance with the recommendations of this committee.
9.0 The cadre Controlling Authority shall be the Appellate Authority in respect of the adjustments proposed by the Screening committee.
10.0 The concerned SE shall be the Appointing Authority in respect of Construction Mates and Fitter Grade-II and the seniority of the workcharged/Daily wages/Ex-BCB staff and Construction Mates shall be maintained in Circle office. However, minor punishment in respect of Construction Mates would continue to be awarded by the concerned Xens.
11.0 The concerned Chief Engineer shall be the Appointing and Punishing Authority in respect of Fitter Gr-I. The seniority list of Fitter Grade-II for the Zone shall be maintained in CE's office.
12.0 The Cadre Controlling Authority shall be the Appointing and Punishing Authority in respect of A.F.M and above. The seniority of Fitter Gr-I (Construction) for the Construction Organization as a Whole shall be maintained in the office of the Cadre Controlling Authority.
13.0 Member Technical concerned shall be the Appellate Authority in the case of AFM and above working in Construction Organization of the Board.

15.0 Nothing contained in the above provision, will in any case effect the reservation of filling of vacancies ear- marked for Members of Scheduled Castes/Backward Classes or Ex-Servicemen which shall be governed by special instructions issued by the State Govt./Board from time to time, in pursuance of Article-16(4) of the Constitution of India.
These amendments are deemed to have come into force with effect from 07.05.1992 i.e. actual date of issuance of office order.
