संख्या 22/15/2021-6स्था-1.- राष्ट्रीय अनुसूचित आयोग की सिफारिष के अनुसरण में, अनुसूचित जाति समुदाय के कर्मचारियों के लिए एत्‌द्‌वारा एक आन्तिरक षिकायत निवारण समिति हरियाणा सचिवालय के लिए निम्न रुप से गठित की जाती है, जिस द्वारा अनुसूचित जाति के व्यक्तियों को सुरक्षा प्रदान करने और रोजगार/सेवा सम्बन्धी षिकायतों के निवारण की सुनवाई की जाएगी :-

1. श्री अनुराग अग्रवाल, भा० प्र० से० ः अध्यक्ष 2. श्री डी. सुरेष, भा० प्र० से० ः सदस्य 3. श्री ए. श्रीनिवास, भा० प्र० से० ः सदस्य 4. श्री आर.सी. बिधान, भा० प्र० से० ः सदस्य 5. श्रीमती वर्षा खंगवाल, ह० सि० से० ः सदस्य

2. आंतरिक षिकायत निवारण समिति सेवा मामले में अनुसूचित जाति के कर्मचारियों की षिकायतों की जाँच करेगी जिनमें निम्न शामिल है :-

1. आरक्षण रोस्टर का रखरखाव न करना और आरक्षित रिक्तियों को न भरना 2. पदोन्नति/वरिष्ठता/एम०ए०सी०पी० में भेदभाव 3. अनुकंपा के आधार पर नियुक्ति न करना 4. ए०पी०ए०आर०/ए०सी०आर०/डाउनग्रेडिंग 5. सेवा से बर्खास्तगी/निष्कासन 6. स्थानांन्तरण/नियुक्ति में भेदभाव 7. पेंशन संबंधी लाभों से इन्कार और बकाया वेतन का भुगतान आदि।3. समिति षिकायत की सत्यता का पता लगाने के लिए षिकायतों की जांच करने के लिए उत्तरदायी होगी और साथ ही समिति एक महीने के भीतर अपनी रिपोर्ट संगठन प्रमुख को सौंपेगी और षिकायत का समयबद्ध उपचार सुनिष्चित करेगी। (120) PART-I] HARYANA GOVT. GAZ., FEB. 8, 2022 (MAGH. 19, 1943 SAKA) 121 4. आंतरिक षिकायत निवारण समिति के अध्यक्ष और प्रत्येक सदस्य अपने नामांकन की तिथि से तीन वर्ष से अधिक की अवधि के लिए पद धारण नहीं करेंगे।

5. आंतरिक षिकायत निवारण समिति के अध्यक्ष और प्रत्येक सदस्य को आंतरिक षिकायत निवारण समिति की कार्यवाही आयोजित करने के लिए ऐसी फीस या भत्ते का भुगतान नहीं किया जाएगा।

No. 22/15/2021-6Estt.-I— In pursuance of recommendation of the National Commission for Scheduled Castes (NCSC), an Internal Grievance Redressal Committee for employees belonging to Scheduled Castes community is hereby constituted for the Haryana Civil Secretariat comprising of following members with a view to provide safeguards to the Scheduled Caste persons and for hearing the grievances relating to employment/services of Scheduled Caste employees of Haryana Civil Secretariat and redressal thereof:–

3. Sh. A. Sreenivas, IAS

4. Sh. R.C. Bidhan, IAS

: Member

5. Smt. Varsha Khangwal, HCS

2. The Internal Grievance Redressal Committee shall examine the complaints received from SC employees in service matters including:–

(i) Non-maintenance of reservation roster and not filling up of reserved vacancies.

(ii) Discrimination in promotion/seniority/MACP/ACP.

(iii) Non-appointment on compassionate grounds.

(iv) Downgrading of APARs/ACRs.

(v) Termination/ dismissal from services.

(vi) Discrimination in transfer/posting.

(vii) Denial of pensionary benefits and disbursement of pay arrears etc.

3. The Committee will examine the complaints to find out the genuineness of the complaint and will submit its report within one month to the Head of Organization and ensure time bound redressal of the complaint.

4. The Chairman and every Member of the "Internal Grievance Redressal Committee" shall hold office for period not exceeding three years, from the date of his/her nomination.

5. The Chairman and every Member of the "Internal Redressal Complaint Committee" shall not be paid any fees of allowances for holding the proceedings of the "Internal Redressal Complaint Committee".
