The Gram Panchayat shall publicly display and regularly update the list of registered households and Job Cards and present the consolidated list in the Gram Sabha for social audit. All records shall be available for public inspection free of cost.

2.10 Maintenance of Records.—

The Gram Panchayat shall maintain all registers, documents and digital records relating to registration and Job Cards in prescribed formats and shall preserve such records for the stipulated period.

2.11 Grievances Related to Registration and Job Card.—

Any grievance relating to registration, issuance, updating or cancellation of Job Cards may be lodged through prescribed channels and shall be enquired into and disposed of within the time limits specified under the Act.

CHAPTER III — PLANNING FRAMEWORK

3.1 Viksit Gram Panchayat Plan (VGPP) .—

1. A future-ready, convergence-based local development plan aligned with the vision of Viksit Bharat @2047, formulated by the Gram Panchayat through a participatory and evidence- based process, and serving as the basis for identification and prioritisation of works under this Scheme, shall be prepared.

2. All works undertaken under this Scheme shall originate from the Viksit Gram Panchayat Plans and shall be consolidated at the Block, District and State levels and further aggregated into the Viksit Bharat National Rural Infrastructure Stack, which shall comprise a comprehensive listing of works aligned with national development priorities. The Viksit Bharat National Rural Infrastructure Stack shall encompass the following four thematic focus domains, namely—

5062 राजपत्र, हिमाचल प्रदेश, 02 जुलाई, 2026/11 आषाढ़, 1948 (a) water security through water-related works;

(b) core rural infrastructure;

(c) livelihood-related infrastructure; and

(d) works for the mitigation of extreme weather events.

3. There shall be a systematic and participatory planning exercise undertaken at each tier of the Panchayati Raj system in accordance with the specified methodology. Rural works planning under this Scheme shall be undertaken through Viksit Gram Panchayat Plans, prepared by the Gram Panchayats and integrated with the PM Gati Shakti National Master Plan, so as to enable spatially optimised infrastructure development and strengthened inter-departmental convergence. The Viksit Gram Panchayat Plans shall be prepared using GIS-based tools, PM Gati Shakti layers and other digital public infrastructure, and placed before the Gram Sabha for approval. Works proposed to be undertaken by the Intermediate Panchayat, District Panchayat or other implementing agencies shall likewise be placed before the respective Panchayats alongwith the expected outputs and outcomes. The Viksit Gram Panchayat Plans shall be aggregated at the Block, District and State levels to ensure coherence with sectoral priorities, broader rural development strategies, and saturation-based planning for comprehensive coverage of eligible assets and outcomes across all Gram Panchayats. All works emerging from the Viksit Gram Panchayat Plans shall be consolidated into the Viksit Bharat—National Rural Infrastructure Stack.

4. The preparation, prioritisation and approval of works under the Viksit Gram Panchayat Plan shall ordinarily remain participatory and Gram Sabha-driven, and no work shall ordinarily be included in the annual shelf of works unless identified, prioritised or approved through the Gram Sabha process

Provided that in exceptional circumstances, including natural calamities, disaster situations, public emergencies, breakdown of connectivity, snow-bound conditions, non-constitution, dissolution or supersession of Panchayats, or where holding of Gram Sabha is not reasonably practicable for reasons to be recorded in writing, the District Programme Coordinator may permit inclusion, prioritisation or sanction of essential works subject to ex post facto placement before the concerned Gram Sabha for ratification as soon as reasonably practicable.

5. For the purposes of preparation of Viksit Gram Panchayat Plans, prioritisation of works, implementation flexibility and allocation of resources, the State Government may classify Gram Panchayats into Category A, Category B and Category C based upon such factors as may be notified from time to time.

6. Every Gram Panchayat shall prepare saturation-mode plans based on its classification into Category A, Category B and Category C, determined based on development parameters, including proximity to urban areas, to address the varying needs of the Panchayats. All such works shall be drawn exclusively from the approved Viksit Gram Panchayat Plan, prepared using PM Gati Shakti, GIS-based tools and other digital public infrastructure.

7. Annual plans would be prepared on the basis of the normative allocation.

8. The works identified in the Viksit Gram Panchayat Plans shall be executed through various Central, State and local schemes in convergence. The schemes to be taken up for such convergence shall be notified by the Central Government.

5063 राजपत्र, हिमाचल प्रदेश, 02 जुलाई, 2026/11 आषाढ़, 1948 9. While preparing Viksit Gram Panchayat Plans and annual labour demand, no work

shall be proposed for execution during notified peak agricultural periods.

3.2 Framework for Convergence and Integrated Planning.—

A Unified Convergence Framework shall be established for coherent planning, execution and monitoring of all works undertaken in rural areas, and for this purpose—

1. All Central, State or local schemes, as may be notified by the Central Government for the purpose of convergence and saturation-based planning, shall be brought under a unified planning process anchored in the Viksit Gram Panchayat Plans.

2. All existing assets and proposed works, whether funded under this Scheme or through any other Central, State or local scheme, shall be mandatorily registered and tracked through the Viksit Bharat—National Rural Infrastructure Stack using the designated digital portal, which shall maintain a comprehensive register of rural public works, prevent duplication, integrate departmental investments, and align all works with saturation outcomes.

3. All works shall be taken up through the national management information system devised by the Ministry of Rural Development, GoI and all planning shall follow a strict bottom-up process beginning with the preparation of the Viksit Gram Panchayat Plan, which shall be successively aggregated at the Block, District and State levels, and the aggregated State Plan shall be placed before the State Level Steering Committee for approval. Annual plans would be prepared on the basis of the normative allocation.

4. Viksit Bharat National Rural Infrastructure Stack shall be used in identifying priority infrastructure gaps, standardising work designs, and ensuring that public investments contribute measurably to saturation outcomes at the Gram Panchayat, Block and District levels.

5. This institutional architecture shall ensure a single-plan, multi-funding approach, promote convergence across departments and schemes, and align all rural development efforts with the Viksit Bharat @2047 vision of creating productive, resilient and transformative rural assets.

3.3 Intra-State Distribution of Normative Allocation.—

The State Government shall, upon receipt of the approved normative allocation from the Central Government, ensure equitable, need-based and transparent intra-State distribution of the allocation across districts and Gram Panchayats, taking into consideration the categorisation of Gram Panchayats and the assessed local needs for determining Gram Panchayat-wise allocations and corresponding district allocations; and follow the detailed methodology, parameters and procedural requirements for such distribution as notified by the Central Government.

CHAPTER IV: APPLICATION FOR WORK, ALLOTMENT OF WORK, AND SPECIAL

PROVISIONS

4.1. Application for Work.—

1. In accordance with paragraph 2 of Schedule II of the Act, every adult member of a registered household whose name appears in the Gramin Rozgar Guarantee Card shall be entitled to apply for unskilled manual work under the Scheme. Every such application shall be compulsorily registered and a receipt issued with the date, which shall be entered in the designated digital platform.

5064 राजपत्र, हिमाचल प्रदेश, 02 जुलाई, 2026/11 आषाढ़, 1948

2. An application for employment may be made in writing or orally and may be submitted to the Ward member, or to the Gram Panchayat, or to the Programme Officer, or to any person authorised by the State Government, or through digital platforms, or through any other means authorised by the State Government. Where an application is made orally, it shall be reduced to writing by the authority receiving it and a dated acknowledgement shall be issued to the applicant.

3. Applications for work may be filed individually by any adult member of the household whose name appears in the Job Card, or applications may be filed for a group of workers together. There shall be no limit on the number of days of employment for which a person may apply, or on the number of days of employment actually provided to him, subject to the aggregate guarantee of one hundred and twenty-five days per household in a financial year.

4. Normally, applications for work must be for at least six days of continuous work. However, in exceptional circumstances and for valid reasons, applications for shorter duration may be accepted at the discretion of the Gram Panchayat or Programme Officer.

5. Applicant can make an advance application, that is, an application which may be submitted earlier than the date from which employment is sought. An advance application shall clearly specify the date from which employment is required. Such advance applications shall be accepted and registered in the same manner as regular applications, and the fifteen-day period for providing employment shall be counted from the date specified in the application as the date from which employment is sought, and not from the date of receipt of application.

6. Applicant may submit multiple applications, provided that the corresponding periods for which employment is sought do not overlap. Where multiple applications are received from the same household for different periods, each application shall be treated separately and employment shall be provided accordingly.

7. Every application for work shall contain the following particulars: name of the applicant, Gramin Rozgar Guarantee Card number, number of days of work required, period for which work is sought (from date to date), number of adult members willing to work, type of work preferred if any, and signature or thumb impression of the applicant. The application may be made in the prescribed format or in any other written form containing these essential particulars.

8. Upon receipt of an application for work, the Gram Panchayat or Programme Officer or any authorised functionary shall immediately issue a dated written receipt to the applicant acknowledging the receipt of application. The receipt shall contain the following details: serial number of the application in the register, name of applicant, Job Card number, number of days of work applied for, period for which work is sought, date of receipt of application, and signature or seal of the receiving authority. The receipt shall also inform the applicant that employment will be provided within fifteen days from the date of receipt of application or from the date from which employment is sought in case of advance application, whichever is later.

9. All applications for work shall be compulsorily registered in the Employment Application Register maintained at the Gram Panchayat and at the office of the Programme Officer. The register shall contain columns for serial number, date of receipt, name of applicant, Job Card number, number of days requested, period for which work sought, work allotted (details to be filled later), muster roll number, date of allotment, and remarks. Separate pages or sections may be maintained for individual applications and group applications.

10. The Gram Panchayat and Programme Officer shall ensure that no application for work is refused or rejected arbitrarily. Every eligible person applying for work has a legal right to5065 राजपत्र, हिमाचल प्रदेश, 02 जुलाई, 2026/11 आषाढ़, 1948 employment under this Act, and refusal to accept application or deliberate delay in accepting application shall be treated as violation of the Act and shall attract penalties under section 27 of the Act.

11. The State Government shall proactively verify the requirements of Vulnerable Groups including single women, persons with disabilities, persons above sixty years of age, released bonded labourers, Particularly Vulnerable Tribal Groups, transgender persons, Scheduled Castes, and Scheduled Tribes, and provide them with work on priority basis. The Gram Rozgar Sahayak and Ward Members shall conduct regular surveys to identify households from vulnerable groups who require employment and shall motivate them to apply for work.

12. Applications for work may be submitted at any time during the financial year except during the notified peak agricultural seasons as specified under section 6 of the Act. During peak agricultural seasons when works are not undertaken, applications for work shall not be accepted, but advance applications for the period after the peak season may be accepted and registered.

13. All applications received during a week shall be compiled and a consolidated list shall be prepared by the Gram Panchayat and submitted to the Programme Officer. Based on the demand for work and availability of works in the shelf of approved works from the Viksit Gram Panchayat Plan, employment shall be allocated to the applicants in a transparent and equitable manner.

14. In case any clarification or additional information is required regarding the application, the same shall be sought from the applicant immediately, and the applicant shall be given reasonable opportunity to furnish such information. Lack of minor details or documentation shall not be a ground for rejection of application for work.

15. The Gram Panchayat and Programme Officer shall maintain proper records of all applications received, employment provided, and unemployment allowance paid, in physical registers as well as in the digital Management Information System. Such records shall be open for public inspection and shall be subject to social audit by the Gram Sabha.

4.2. Allotment of Work.—

1. In accordance with sub-paragraph (1) of paragraph 3 of Schedule II of the Act, the Gram Panchayat and Programme Officer shall ensure that every applicant shall be provided unskilled manual work in accordance with the provisions of this Scheme within fifteen days of receipt of an application for work or from the date from which he seeks work in case of advance application, whichever is later. This is a statutory obligation and failure to provide employment within the stipulated period shall entitle the applicant to unemployment allowance as provided under section 11 of the Act.

2. As soon as an application or group of applications for work is received, the Gram Panchayat or Programme Officer shall immediately examine the shelf of works approved in the Viksit Gram Panchayat Plan and identify suitable works where employment can be provided to the applicants. Preference shall be given to works which are labour-intensive, located within or near the village, and which match the physical capacity and skills of the applicants.

3. The allocation of work among applicants shall be done in a fair, transparent and equitable manner. Priority shall be given to applicants who have not received employment earlier in the financial year, or who have received lesser number of days of employment compared to others, so as to ensure that every registered household gets opportunity to complete its entitlement of one hundred and twenty-five days in the financial year. However, this shall not mean that work shall be5066 राजपत्र, हिमाचल प्रदेश, 02 जुलाई, 2026/11 आषाढ़, 1948 denied to any applicant who applies for work, as there is no upper limit on the number of days of employment a person can apply for or receive.

4. Priority shall be given to women in such a way that at least one-third of the beneficiaries shall be women who have registered and requested for work. Efforts shall be made to increase participation of single women and persons with disabilities in the Scheme. Where women apply for work, they shall be given priority in allocation, and efforts shall be made to provide them work near their place of residence and in groups so that they feel safe and comfortable.

5. While allocating work, the Gram Panchayat and Programme Officer shall take into account the following factors: the nature of work and whether it matches the physical capacity of the applicant (for instance, heavy earthwork may not be suitable for elderly persons or persons with certain disabilities), the location of the work and its distance from the applicant's residence, the availability of worksite facilities, the number of days of work available in that particular work, and the number of workers required for that work as per the technical estimate.

6. Applicants who are provided with work shall be intimated in writing by means of a letter sent to them at the address given in the Gramin Rozgar Guarantee Card, or through any other effective mode of communication including mobile phone message, or by a public notice displayed at the office of the Panchayats at district, intermediate or village level. The intimation shall contain details of the work allotted, location of the worksite, date from which the worker should report for work, name of the work and nature of work, muster roll number, and name of the official in-charge of the work.

7. A list of persons who are provided with work shall be displayed on the notice board of the Gram Panchayat and at the office of the Programme Officer and at such other places as the Programme Officer may deem necessary. The list shall be open for inspection by the State Government and any interested person. The list shall contain serial number, name of worker, Job Card number, name of work allotted, location of work, date from which work allotted, and number of days for which work allotted. The list shall also be uploaded on the Management Information System for public viewing.

8. The workers who have been allotted work shall report at the worksite on the date specified. The mate or supervisor in-charge of the work shall record their attendance in the muster roll and assign them the work tasks as per the technical estimate and measurement book. Workers shall be informed about the quantum of work expected from them per day, the wage rate, and the payment schedule.

9. A period of employment shall be for at least six days continuously, with not more than six working days in a week, as per sub-paragraph (8) of paragraph 3 of Schedule II of the Act. Sunday or any other day may be declared as weekly off. However, at the request of workers and depending upon the nature of work, the Programme Officer may permit flexibility in working days, provided that workers are given at least one day of rest in a week.

10. As far as possible, employment shall be provided within a radius of five kilometers of the village where the applicant resides at the time of applying, as provided in sub-paragraph (5) of paragraph 3 of Schedule II of the Act. This is particularly important in the hilly terrain of Himachal Pradesh where travel is difficult and time-consuming. The Gram Panchayat and Programme Officer shall make every effort to ensure that works are planned and located within or near the village so that workers do not have to travel long distances.

11. The allocation of employment opportunities among applicants shall be done by the Gram Panchayat in consultation with the Ward Sabhas and with the approval of the Gram Sabha to5067 राजपत्र, हिमाचल प्रदेश, 02 जुलाई, 2026/11 आषाढ़, 1948 ensure transparency and community participation. The Gram Panchayat shall maintain a roster or waiting list of applicants who have applied for work, and shall allocate work in a systematic manner ensuring that no one is discriminated against and everyone gets fair opportunity.

12. Where the number of applicants exceeds the employment opportunities available at a particular point of time, priority shall be given on first-come-first-served basis, subject to the priority for women and vulnerable groups as mentioned above. However, the Gram Panchayat and Programme Officer shall make efforts to generate additional works from the shelf of approved works or to expedite sanction of new works so that employment can be provided to all applicants within the stipulated period of fifteen days.

13. If sufficient work is not available within the Gram Panchayat to provide employment to all applicants within fifteen days, the Programme Officer shall arrange to provide employment in works being executed by the Panchayat Samiti or by other implementing agencies within the Block, or in neighbouring Gram Panchayats where labour is required. The Programme Officer shall supply each Gram Panchayat with a list of employment opportunities available elsewhere to the residents of that Gram Panchayat, as provided in clause (f) of section 19 of the Act.

14. Workers shall be free to refuse the work allotted to them if they have genuine reasons such as health problems, family emergencies, or if the work location is too far. In such cases, they may request for alternative work or may apply for work at a later date. However, refusal of work without valid reason after being allotted work may be taken into account while allocating work in future, though it shall not disentitle the worker from applying for work again.

15. The Gram Panchayat and Programme Officer shall maintain complete transparency in the process of work allotment. Details of all applications received and work allotted shall be displayed publicly and shall be uploaded on the Management Information System. Any complaints regarding non-transparent or discriminatory allocation of work shall be dealt with promptly through the grievance redressal mechanism established under this Scheme.

4.3. Allotment of Work Outside the Panchayat.—

1. In accordance with sub-paragraph (7) of paragraph 3 of Schedule II of the Act, in case employment is provided outside the radius of five kilometers from the village as specified in sub- paragraph (5) of paragraph 3 of Schedule II, such employment shall be provided within the Block, and the labourers shall be paid ten per cent of the wage rate as extra wages to meet additional transportation and living expenses.

2. Employment outside the five kilometer radius may be provided in the following circumstances: where no suitable work is available within the Gram Panchayat within five kilometers of the village, or where the works within the Gram Panchayat have already engaged the maximum number of workers possible and additional workers cannot be accommodated, or where the applicant specifically requests for work outside the village due to personal reasons, or where works of regional importance or Block-level works require labour from multiple Gram Panchayats.

3. Before providing employment outside the five kilometer radius, the Programme Officer shall obtain the consent of the workers concerned. Workers shall not be compelled to accept work at distant locations against their will. The Programme Officer shall explain to the workers the nature and location of the work, the distance involved, the facilities available at the worksite, and the payment of ten per cent extra wages for distant work.

4. Workers who are provided work beyond five kilometers shall be paid ten per cent of the wage rate as extra wages in addition to the normal wages. This extra payment is towards5068 राजपत्र, हिमाचल प्रदेश, 02 जुलाई, 2026/11 आषाढ़, 1948 transportation cost and additional expenses for living away from home. The extra wages shall be calculated on the basis of actual days worked and shall be paid along with the normal wages.

5. When workers are engaged in works outside the five kilometer radius, special attention shall be paid to providing adequate facilities at the worksite including drinking water, shade, first aid, toilets (separate for men and women), and creche facilities if women with small children are working. If the work location is very far and workers have to stay overnight or for extended periods, suitable arrangements for temporary shelter and cooking facilities shall be made.

6. Women workers shall generally not be sent for work beyond five kilometers unless they specifically agree to it and unless there are adequate safety and security arrangements. Preference shall always be given to providing work for women within the village or nearby so that they can balance their domestic responsibilities and do not face safety concerns.

7. In hilly and remote areas of Himachal Pradesh where villages are scattered and distances are long due to difficult terrain, the five kilometer radius criterion may be relaxed by the State Government after taking into account the local conditions. However, even in such cases, every effort shall be made to provide work as close to the worker's residence as possible, and the ten per cent extra wages shall be paid wherever work is provided beyond the normally accessible distance.

8. Workers provided with work beyond five kilometers shall be organized in groups so that they can travel together, work together, and support each other. Proper safety measures shall be ensured during travel to and from the worksite. In case of any accident or injury during travel or at the worksite, the provisions of paragraph 5 of Schedule II of the Act regarding welfare measures shall apply.

9. The Gram Panchayat and Programme Officer shall maintain a separate record of workers who have been provided employment beyond five kilometers, the extra wages paid to them, and any facilities or arrangements made for them. This information shall be displayed publicly and shall be subject to verification during social audit.

10. The payment of ten per cent extra wages for work beyond five kilometers shall be made from the wage component of the work, and shall be included in the total wage cost while calculating the labour-material ratio for the work. The payment shall be made along with regular wages through the same mechanism of direct credit to bank accounts or post office accounts of the workers.

4.4. Provisions for Employment of Women.—

1. In accordance with sub-paragraph (2) of paragraph 3 of Schedule II of the Act, priority shall be given to women in such a way that at least one-third of the beneficiaries under this Scheme shall be women who have registered and requested for work. This is a mandatory requirement and the Gram Panchayat and Programme Officer shall ensure that adequate employment opportunities are provided to women.

2. There shall be no discrimination solely on the ground of gender in the provision of employment under this Scheme, and the provisions of the Equal Remuneration Act, 1976 (25 of 1976) shall be complied with, as provided in paragraph 8 of Schedule II of the Act. Women workers shall be paid the same wage rate as men for the same work, and there shall be no gender- based wage discrimination.

5069 राजपत्र, हिमाचल प्रदेश, 02 जुलाई, 2026/11 आषाढ़, 1948

3. Efforts shall be made to increase participation of single women and women with disabilities in the Scheme. Single women, women-headed households, widows, divorced women, separated women, and unmarried women above a certain age shall be given special priority in allocation of work. Similarly, women with disabilities shall be provided suitable work taking into account their physical limitations, and they shall be entitled to Special Gramin Rozgar Guarantee Cards.

4. Women workers shall be provided work preferably within the village or within walking distance from their homes so that they can balance their work under the Scheme with their household and family responsibilities. Works shall be planned and located in such a manner that women can easily access the worksite, work during convenient hours, and return home the same day.

5. At the worksite, special facilities shall be provided for women workers in accordance with paragraph 4 of Schedule II of the Act. Separate toilet facilities for women shall be provided at every worksite where women are working. The toilets shall be properly constructed, maintained in clean and hygienic condition, and shall provide privacy and dignity to women workers. Adequate water supply shall be ensured in the toilets.

6. In case the number of children below the age of five years accompanying the women working at any site is five or more, provisions shall be made to depute one of such women workers to look after such children, as provided in sub-paragraph (3) of paragraph 4 of Schedule II of the Act. The person so deputed shall be paid full wage rate for the work of looking after the children. This is an important provision to enable women with small children to work under the Scheme without having to worry about childcare.

7. Where women with small children are working at a worksite, a creche or child care facility shall be established at or near the worksite. The creche shall provide a safe, shaded, and clean space for children. Basic facilities such as mats, drinking water, and first aid shall be provided. The woman worker deputed to look after the children shall ensure that the children are kept safe, are given water when needed, and are protected from sun, rain, and other hazards.

8. Women workers shall be provided adequate shade and rest periods during work. Given the often strenuous nature of manual work and the additional burden that women carry due to household responsibilities, rest periods and shade become particularly important. Every worksite shall have adequate temporary shelters, sheds, or tarpaulins to provide shade from sun and protection from rain.

9. Women workers shall be organized in Self-Help Groups or workers' collectives to the extent possible. This helps in ensuring their safety, provides them collective bargaining power, enables them to raise grievances collectively, and creates a supportive work environment. The Gram Panchayat and Programme Officer shall encourage women workers to form groups and shall provide all necessary support.

10. Special awareness programs shall be conducted for women workers to inform them about their rights and entitlements under this Scheme including the right to equal wages, right to worksite facilities, right to creche facilities, right to unemployment allowance, right to grievance redressal, and right to participate in social audit. Such awareness programs may be conducted in collaboration with women's organizations, Self-Help Group federations, and civil society organizations.

11. Any instance of discrimination against women workers, harassment of women workers, misbehaviour with women workers, or violation of rights of women workers shall be5070 राजपत्र, हिमाचल प्रदेश, 02 जुलाई, 2026/11 आषाढ़, 1948 taken very seriously and strict action shall be taken against the erring officials or workers. Women workers shall be provided a safe and secure work environment free from any form of harassment or exploitation.

12. The participation of women in planning, implementation and monitoring of works shall be ensured. Women shall be represented in Ward Sabhas, Gram Sabhas, and Vigilance and Monitoring Committees. Women workers shall be encouraged to participate in social audits and to raise their voice against any irregularities or violations. The empowerment of women through this Scheme shall be an important objective.

13. Women workers shall be given priority in works creating individual assets on their own land or homestead, as provided under paragraph 4(6) of Schedule I of the Act. Women-headed households shall be prioritized for works such as construction of houses under PMAY-G, construction of sanitation facilities, orchard development, construction of cattle sheds, construction of farm ponds, and other livelihood-enhancing works on their land.

14. The Gram Panchayat and Programme Officer shall maintain sex-disaggregated data on all aspects of the Scheme including registration, applications for work, employment provided, person-days generated, wages paid, unemployment allowance paid, and grievances received. This data shall be analyzed regularly to assess women's participation and to take corrective measures if women's participation is less than one-third.

4.5. Provisions for Employment of Elderly Persons and Persons with Disabilities.—

1. Elderly persons (above sixty years) and persons with disabilities have equal right to apply for work and to receive employment under this Scheme. However, recognizing their physical limitations and special needs, the following special provisions shall apply for their employment.

2. The State Government may, subject to the Act and operational guidelines issued by the Central Government, prescribe suitable work norms, productivity benchmarks or facilitative measures for women, elderly persons, persons with disabilities and persons with debilitating ailments so as to facilitate their meaningful participation under the Scheme.

3. While allocating work to elderly persons and persons with disabilities, the Gram Panchayat and Programme Officer shall take care to allot work which is suitable to their physical capacity and which does not involve heavy manual labour or hazardous conditions. For example, elderly persons may be given light work such as watering of plants, cleaning, unskilled assistance in measurements, watching over materials, or any other work which does not require heavy physical exertion. Similarly, persons with disabilities shall be given work suited to their particular disability and capacity.

4. For persons with disabilities, the type and percentage of disability shall be ascertained from the disability certificate issued by competent medical authority. Based on the nature of disability (physical disability, visual impairment, hearing impairment, intellectual disability, multiple disabilities, etc.) and the percentage of disability, suitable work shall be identified and allotted. For instance, a person with locomotor disability affecting lower limbs but having functional upper limbs may be given work involving use of hands rather than work requiring walking or standing for long hours.

5. Work norms and output expectations for elderly persons and persons with disabilities shall be revised taking into account their limitations. They shall not be expected to complete the same quantum of work as able-bodied adult workers. The wages shall be linked to their output, but5071 राजपत्र, हिमाचल प्रदेश, 02 जुलाई, 2026/11 आषाढ़, 1948 the Schedule of Rates shall be so framed that they can earn reasonable wages by working according to their capacity. In no case shall they be paid less than the prescribed wage rate if they have worked for the stipulated hours, even if their output is less.

6. Elderly persons and persons with disabilities shall be provided work close to their residence, preferably within the village or within short walking distance. They shall not be sent for work beyond five kilometers except with their consent and unless suitable transportation and other facilities are provided. Every effort shall be made to bring work to their doorstep rather than requiring them to travel long distances.

7. At the worksite, special facilities and assistance shall be provided to elderly persons and persons with disabilities. Adequate seating arrangements, easy access to drinking water and toilets, assistance in performing tasks, and any other support required shall be provided. Co- workers and supervisors shall be sensitized to be supportive and helpful towards elderly and disabled workers.

8. The working hours for elderly persons and persons with disabilities may be made flexible taking into account their stamina and health conditions. If they are unable to work for eight hours continuously, they may be permitted to work for lesser hours or to take more frequent rest breaks. However, they shall be paid wages proportionate to the hours worked and the output achieved.

9. Elderly persons and persons with disabilities shall be given priority in certain types of works which are particularly suitable for them and which provide them opportunity for productive engagement.

10. Elderly persons and persons with disabilities shall be encouraged to participate in planning and monitoring of works. They shall be included in Ward Sabhas, Gram Sabhas, Vigilance and Monitoring Committees, and social audit processes. Their views and suggestions on making worksites more accessible and making work more suitable for persons with reduced physical capacity shall be solicited and implemented.

11. Elderly persons and persons with disabilities shall be given priority in works creating individual assets on their own land or homestead, as provided under paragraph 4(6) of Schedule I of the Act. They shall be prioritized for works such as construction of houses under PMAY-G, construction of accessible sanitation facilities, orchard development, construction of cattle sheds, construction of farm ponds, and other works which can provide them sustainable livelihood and improve their quality of life.

12. Households headed by persons with disabilities shall be given priority in all aspects of the Scheme including registration, work allocation, selection for individual beneficiary works, and grievance redressal. Special proactive efforts shall be made by the Gram Panchayat and Gram Rozgar Sahayak to identify such households, encourage them to register, and provide them employment and other benefits under the Scheme.

13. The Gram Panchayat and Programme Officer shall maintain separate data on employment provided to elderly persons and persons with disabilities, wages paid to them, and their feedback on the work and facilities. This data shall be analyzed to assess the inclusion of these vulnerable groups and to take measures for improving their participation and ensuring their rights.

14. Any instance of discrimination, harassment, or exploitation of elderly persons or persons with disabilities shall be dealt with strictly. They shall be provided a dignified and5072 राजपत्र, हिमाचल प्रदेश, 02 जुलाई, 2026/11 आषाढ़, 1948 respectful work environment. Awareness programs shall be conducted for all workers and officials to sensitize them about the rights and needs of elderly and disabled persons and to create an inclusive and supportive work culture.

CHAPTER V: MUSTER ROLLS, ATTENDANCE AND MEASUREMENT

5.1 Muster Rolls.—

1. All muster rolls for works undertaken under this Scheme shall be maintained exclusively through digital systems and shall comply with the following requirements:—
