सं(cid:201)या-11/ए०ट(cid:547)०आई०-08-01/2022 का० 5840--रा(cid:207)य म(cid:581) कु शल, पारदश(cid:568) एवं समयब(cid:622)ध शासन (cid:292)दान करने के (cid:871)लए पदा(cid:876)धका(cid:464)रय(cid:585)/कम(cid:91)चा(cid:464)रय(cid:585) के कौशल/द(cid:162)ता को उ(cid:205)च(cid:232)तर का बनाये रखने के उ(cid:622)दे(cid:230)य से रा(cid:231)(cid:282)(cid:547)य (cid:292)(cid:871)श(cid:162)ण नी(cid:467)त, 2012 (National Training policy, 2012) के तज(cid:91) पर झारख(cid:214)ड रा(cid:207)य (cid:292)(cid:871)श(cid:162)ण नी(cid:467)त का गठन (cid:873)कया जाना सरकार के सम(cid:162) (cid:874)वचाराधीन था । 2. रा(cid:207)य के शीष(cid:91) (cid:292)(cid:871)श(cid:162)ण सं(cid:232)थान (cid:302)ी कृ (cid:231)ण लोक (cid:292)शासन सं(cid:232)थान, राँची के (cid:622)वारा झारख(cid:214)ड रा(cid:207)य (cid:292)(cid:871)श(cid:162)ण नी(cid:467)त का (cid:292)ा(cid:510)प सं(cid:232)थान क(cid:551) शासी (cid:467)नकाय क(cid:551) 37वीं एवं 38वीं बैठक म(cid:581) (cid:292)(cid:232)तुत (cid:873)कया गया ।2 झारख(cid:214)ड गजट (असाधारण) शु(cid:272)वार, 27 अ(cid:200)टू बर, 2023 (cid:302)ी कृ (cid:231)ण लोक (cid:292)शासन सं(cid:232)थान, राँची क(cid:551) (cid:465)दनांक 09.02.2022 को मु(cid:201)य स(cid:876)चव, झारख(cid:214)ड क(cid:551) अ(cid:218)य(cid:162)ता म(cid:581) स(cid:224)प(cid:219)न शासी (cid:467)नकाय क(cid:551) 38वीं बैठक म(cid:581) रा(cid:207)य (cid:292)(cid:871)श(cid:162)ण नी(cid:467)त के (cid:292)ा(cid:510)प को क(cid:467)तपय संशोधन(cid:585) के साथ अनुमो(cid:465)दत (cid:873)कया गया है ।

(cid:302)ी कृ (cid:231)ण लोक (cid:292)शासन सं(cid:232)थान, राँची के शासी (cid:467)नकाय के अ(cid:876)धकार(cid:585) एवं दा(cid:467)य(cid:215)व(cid:585) के स(cid:224)ब(cid:219)ध म(cid:581) का(cid:871)म(cid:91)क, (cid:292)शास(cid:467)नक सुधार तथा राजभाषा (cid:874)वभाग, राँची के प(cid:287)ांक 614 (cid:465)दनांक 03.03.2001 (cid:622)वारा (cid:467)नण(cid:91)य (cid:871)लया गया है (cid:873)क-
(क) सं(cid:232)थान के वैसे मामले िजसम(cid:581) कोई (cid:874)व(cid:419)ीय भार (cid:467)न(cid:465)हत नह(cid:547)ं हो अथवा (cid:873)कसी
(cid:292)शास(cid:467)नक पुनग(cid:91)ठन का (cid:292)(cid:232)ताव नह(cid:547)ं हो, उन मामल(cid:585) म(cid:581) शासी (cid:467)नकाय क(cid:551) सहम(cid:467)त अं(cid:467)तम मानी
जाए।
(ख) बजट (cid:292)ावधान उपल(cid:222)ध रहने पर शासी (cid:467)नकाय को (cid:874)व(cid:419)ीय मामल(cid:585) म(cid:581) सहम(cid:467)त
ठ(cid:548)क उसी (cid:292)कार से अं(cid:467)तम मानी जाये, िजस (cid:292)कार से योजना/के (cid:219)(cid:289) च(cid:871)लत योजना आ(cid:465)द के संबंध

जाती है।
4. उपरो(cid:200)त कं (cid:875)डका 2 एवं 3 म(cid:581) अं(cid:873)कत त(cid:216)य(cid:585) के आलोक म(cid:581) रा(cid:207)य म(cid:581) लोकतां(cid:466)(cid:287)क (cid:292)(cid:873)(cid:272)याओं और सामािजक समानता का स(cid:224)मान करते हु ए स(cid:162)म, कु शल, (cid:292)भावी और उ(cid:419)रदायी (cid:292)शासन (cid:292)दान करने के उ(cid:622)दे(cid:230)य से झारख(cid:214)ड रा(cid:207)य (cid:292)(cid:871)श(cid:162)ण नी(cid:467)त, 2023 का गठन (cid:467)न(cid:224)नवत (cid:873)कया जाता हैः-

रा(cid:231)(cid:282)(cid:547)य (cid:292)(cid:871)श(cid:162)ण नी(cid:467)त 2012 (एनट(cid:547)पी) भारत सरकार (cid:622)वारा जार(cid:547) क(cid:551) गई थी, िजसम(cid:581) कम(cid:91)चा(cid:464)रय(cid:585) के 'यो(cid:202)यता अंतराल' क(cid:551) पहचान करने के (cid:871)लए एक (cid:229)यापक 'यो(cid:202)यता ढांचा' क(cid:551) (cid:232)थापना क(cid:551) गई, िजसे '(cid:292)(cid:871)श(cid:162)ण ह(cid:232)त(cid:162)ेप' के मा(cid:218)यम से पाटने क(cid:551) आव(cid:230)यकता है, ता(cid:873)क उनके काय(cid:91)(cid:162)मता म(cid:581) वृ (cid:622)(cid:876)ध हो। एनट(cid:547)पी को आ(cid:876)थ(cid:91)क उदार(cid:547)करण, वै(cid:230)वीकरण, वृ हद जन भागीदार(cid:547), शासन म(cid:581) पारद(cid:871)श(cid:91)ता, ई-गवन(cid:591)स (cid:622)वारा पेश क(cid:551) गई नई चुनौ(cid:467)तय(cid:585) को (cid:218)यान म(cid:581) रखते हु ए तैयार (cid:873)कया गया था। द(cid:162)ता म(cid:581) (cid:163)ान, कौशल, (cid:292)बंधक(cid:551)य (cid:162)मताएँ और (cid:506)ि(cid:231)टकोण शा(cid:871)मल ह(cid:583), जो (cid:467)नधा(cid:91)(cid:464)रत ल(cid:234)य(cid:585) और उ(cid:622)दे(cid:230)य(cid:585) को (cid:292)ा(cid:220)त करने तथा (cid:292)शास(cid:467)नक (cid:292)(cid:873)(cid:272)या क(cid:551) द(cid:162)ता और (cid:292)भावशीलता म(cid:581) सुधार करने क(cid:551) (cid:465)दशा म(cid:581) सरकार(cid:547) कम(cid:91)चार(cid:547)/(cid:292)शास(cid:467)नक सेवक के (cid:292)दश(cid:91)न को बेहतर करते ह(cid:583)।

2.1 स(cid:162)म, कु शल, (cid:292)भावी और उ(cid:419)रदायी (cid:292)शासन लाना।
2.2 लोकतां(cid:466)(cid:287)क (cid:292)(cid:873)(cid:272)याओं और सामािजक समानता का स(cid:224)मान करना।
3. ल(cid:234)य
3.1 एक कु शल, (cid:467)न(cid:231)प(cid:162), उ(cid:419)रदायी और पेशेवर (cid:871)स(cid:874)वल सेवा के (cid:874)वकास पर (cid:218)यान के ि(cid:219)(cid:289)त करना जो नाग(cid:464)रक(cid:585) क(cid:551) ज(cid:510)रत(cid:585) के (cid:871)लए उ(cid:419)रदायी हो।
3.2 तेजी से बदलते और (cid:874)वकासशील (cid:292)शास(cid:467)नक वातावरण के (cid:871)लए (cid:292)ासं(cid:876)गक उ(cid:219)नत (cid:163)ान (cid:292)ा(cid:220)त करने और कौशल और तकनीक(cid:585) म(cid:581) (cid:467)नरंतर सुधार पर जोर देना।झारख(cid:214)ड गजट (असाधारण) शु(cid:272)वार, 27 अ(cid:200)टू बर, 2023 3 3.3 (cid:871)स(cid:874)वल सेवक(cid:585) को उनके काय(cid:91) दा(cid:467)य(cid:215)व(cid:585) के (cid:292)भावी (cid:467)न(cid:231)पादन सु(cid:467)नि(cid:230)चत करने के (cid:871)लए उनम(cid:581) (cid:163)ान, कौशल एवं (cid:506)ि(cid:231)टकोण (cid:874)वक(cid:871)सत करना।
3.4 उ(cid:876)चत नै(cid:467)तकता, काय(cid:91) (cid:292)(cid:467)तब(cid:622)धता और कमजोर वग(cid:607) के (cid:292)(cid:467)त सहानुभू(cid:467)त के (cid:874)वकास पर जोर देना।
4. (cid:292)(cid:871)श(cid:162)ण ढांचा
4.1 अ(cid:467)नवाय(cid:91) (cid:292)(cid:871)श(cid:162)ण के तीन चरण ह(cid:585)गे:
4.1.1 सेवा म(cid:581) (cid:292)वेश के समय आधारभूत (cid:292)(cid:871)श(cid:162)ण, िजसक(cid:551) अव(cid:876)ध आठ से चौदह स(cid:220)ताह होगी, जो अ(cid:467)नवाय(cid:91) होगी - (cid:292)शास(cid:467)नक काय(cid:91)(cid:292)णाल(cid:547) और (cid:292)(cid:873)(cid:272)याओं, आधारभूत (cid:292)शास(cid:467)नक कौशल, (cid:292)ासं(cid:876)गक वैधा(cid:467)नक कानून(cid:585) और उनके (cid:873)(cid:272)या(cid:219)वयन, पद क(cid:551) आव(cid:230)यकताओं के अनु(cid:510)प भाषा, (cid:163)ान और (cid:162)मता, काय(cid:607) के कु शल और (cid:292)भावी (cid:292)दश(cid:91)न के (cid:871)लए (cid:292)बंधक(cid:551)य गुण(cid:585) का (cid:874)वकास करना। इस (cid:292)(cid:871)श(cid:162)ण को सफलतापूव(cid:91)क पूरा करना सेवा स(cid:224)पुि(cid:231)ट के (cid:871)लए आव(cid:230)यक होगा। 4.1.2 छः से आठ वष(cid:607) म(cid:581) एक बार सेवाकाल(cid:547)न (cid:292)(cid:871)श(cid:162)ण, िजसक(cid:551) अव(cid:876)ध दो से तीन स(cid:220)ताह होगी और अ(cid:467)नवाय(cid:91) होगा - नई द(cid:162)ताओं को (cid:874)वक(cid:871)सत करने के (cid:871)लए एक अनुभवा(cid:215)मक (cid:292)(cid:871)श(cid:162)ण प(cid:622)ध(cid:467)त िजसम(cid:581) (cid:874)वशेष (cid:510)प से सम(cid:232)या समाधान और (cid:467)नण(cid:91)य लेने के (cid:162)मता म(cid:581) वृ (cid:622)(cid:876)ध तथा (cid:163)ानाधार को अ(cid:622)यतन करना सि(cid:224)म(cid:871)लत होगा।
4.1.3 पदो(cid:219)न(cid:467)त के तुरंत बाद पदो(cid:219)न(cid:467)त से जुडा ़ (cid:292)(cid:871)श(cid:162)ण, िजसक(cid:551) अव(cid:876)ध तीन से पाँच (cid:465)दन होगी और अ(cid:467)नवाय(cid:91) होगी - नई भू(cid:871)मका और उ(cid:419)रदा(cid:467)य(cid:215)व(cid:585) से प(cid:464)र(cid:876)चत कराने के (cid:871)लए।
4.2 इसके अलावा, (cid:292)भावी और कु शल शासन को बढ़ावा देने के (cid:871)लए अलग-अलग अव(cid:876)ध के (cid:467)न(cid:224)न(cid:871)ल(cid:872)खत काय(cid:91)(cid:272)म भी आयोिजत (cid:873)कए जाएंगे :-
4.2.1 लघु अव(cid:876)ध का (cid:874)वषयगत (cid:292)(cid:871)श(cid:162)ण - काया(cid:91)(cid:215)मक द(cid:162)ता से संबं(cid:876)धत (cid:292)ासं(cid:876)गक (cid:874)वषय(cid:585) म(cid:581) पेशेवर द(cid:162)ता आव(cid:230)यक जीवन कौशल वांछनीय (cid:229)यि(cid:200)तगत गुण(cid:585) को (cid:874)वक(cid:871)सत करने के (cid:871)लए उ(cid:219)ह(cid:581) नेतृ (cid:215)व (cid:874)वकास, तनाव (cid:292)बंधन, साव(cid:91)ज(cid:467)नक शासन म(cid:581) नै(cid:467)तकता एवं मू(cid:227)य, सामा(cid:219)य जाग(cid:510)कता, सुशासन, नी(cid:467)तगत (cid:874)वषय(cid:585) के नए (cid:874)वकास सरकार क(cid:551) योजनाओं, (cid:292)शास(cid:467)नक कानून, प(cid:464)रयोजना (cid:292)बंधन, ई-गवन(cid:591)स आ(cid:465)द म(cid:581) उ(cid:219)मुखीकरण।
4.2.2 अ(cid:871)भ(cid:874)व(cid:219)यास (cid:292)(cid:871)श(cid:162)ण - (cid:874)वभाग क(cid:551) भू(cid:871)मका, उ(cid:622)दे(cid:230)य और काय(cid:91)(cid:292)णाल(cid:547), (cid:292)ेरणा तथा (cid:874)वभाग क(cid:551) मह(cid:215)वपूण(cid:91) योजनाओं के (cid:467)नमा(cid:91)ण, (cid:873)(cid:272)या(cid:219)वयन, पय(cid:91)वे(cid:162)ण और समी(cid:162)ा से कम(cid:91)चा(cid:464)रय(cid:585) को प(cid:464)र(cid:876)चत कराना।
4.2.3 अनुकू लत (cid:292)(cid:871)श(cid:162)ण - (cid:874)वशेष (cid:510)प से एक (cid:874)वशेष डोमेन/(cid:162)े(cid:287) के गहन (cid:163)ान और समझ (cid:292)दान करने के (cid:871)लए (cid:874)वशेष (cid:510)प से तैयार (cid:873)कया गया (cid:292)(cid:871)श(cid:162)ण काय(cid:91)(cid:272)म।
4.2.4 काय(cid:91)शालाएँ/से(cid:871)मनार/स(cid:224)मेलन - (cid:874)व(cid:871)भ(cid:219)न समकाल(cid:547)न (cid:874)वषय(cid:585) और मु(cid:622)द(cid:585), (cid:874)वकास के (cid:871)लए स(cid:419) (cid:506)ि(cid:231)टकोण, सव(cid:574)(cid:419)म अ(cid:223)यास पर काय(cid:91)शाला का आयोजन।4 झारख(cid:214)ड गजट (असाधारण) शु(cid:272)वार, 27 अ(cid:200)टू बर, 2023 4.3 कं (cid:875)डका 4.2 म(cid:581) उि(cid:227)ल(cid:872)खत काय(cid:91)(cid:272)म रा(cid:207)य, रा(cid:231)(cid:282)(cid:547)य (cid:292)(cid:871)श(cid:162)ण सं(cid:232)थान(cid:585) या (cid:874)वदेश(cid:585) म(cid:581) सं(cid:232)थान(cid:585) (cid:622)वारा आयोिजत (cid:873)कए जा सकते ह(cid:583)।
5. (cid:292)(cid:871)श(cid:162)ण सं(cid:232)थान
5.1 (cid:302)ी कृ (cid:231)ण लोक (cid:292)शासन सं(cid:232)थान ((cid:232)क(cid:551)पा) झारख(cid:214)ड सरकार के का(cid:871)म(cid:91)क, (cid:292)शास(cid:467)नक सुधार तथा राजभाषा (cid:874)वभाग का एक संल(cid:202)न काया(cid:91)लय है और रा(cid:207)य के शीष(cid:91) (cid:292)(cid:871)श(cid:162)ण सं(cid:232)थान के (cid:510)प म(cid:581) काय(cid:91) कर रहा है। यह (cid:467)न(cid:224)न(cid:871)ल(cid:872)खत सं(cid:232)थान(cid:585) के (cid:292)(cid:871)श(cid:162)ण और संबं(cid:876)धत काय(cid:607) का सम(cid:219)वय करेगा :-

5.2 (cid:232)क(cid:551)पा को (cid:467)न(cid:224)न(cid:871)ल(cid:872)खत काय(cid:91) स(cid:587)पे जाएँगे :-
5.2.1 (cid:232)व-मू(cid:227)यांकन और ब(cid:581)च-मा(cid:873)क(cid:589) ग क(cid:551) एक स(cid:419) (cid:292)(cid:873)(cid:272)या के मा(cid:218)यम से स(cid:224)पा(cid:465)दत (cid:292)(cid:871)श(cid:162)ण क(cid:551) गुणव(cid:419)ा म(cid:581) उ(cid:215)कृ (cid:231)टता का एक मॉडल बनना।
5.2.2 संबं(cid:876)धत (cid:874)वभाग(cid:585) के परामश(cid:91) से रा(cid:207)य क(cid:551) (cid:292)(cid:871)श(cid:162)ण नी(cid:467)त के (cid:873)(cid:272)या(cid:219)वयन के (cid:871)लए (cid:465)दशा-(cid:467)नद(cid:566)श तैयार करना।
5.2.3 संवग(cid:91) (cid:292)(cid:871)श(cid:162)ण योजना तैयार करने म(cid:581) संबं(cid:876)धत (cid:874)वभाग(cid:585) क(cid:551) सहायता करना।
5.2.4 वा(cid:874)ष(cid:91)क (cid:292)(cid:871)श(cid:162)ण योजनाओं को तैयार एवं लागू करने म(cid:581) (cid:874)वभाग(cid:585) को तकनीक(cid:551) सहायता और सलाह (cid:292)दान करना।
5.2.5 आव(cid:230)यकता आधा(cid:464)रत (cid:292)(cid:871)श(cid:162)ण योजनाओं का (cid:874)वकास करना।
5.2.6 (cid:232)थानीय (cid:232)तर पर शासन क(cid:551) (cid:292)भावशीलता बढ़ाने के (cid:871)लए (cid:292)ासं(cid:876)गक (cid:292)(cid:871)श(cid:162)ण मॉ(cid:620)यूल (cid:874)वक(cid:871)सत करना।
5.2.7 अ(cid:219)य (cid:292)(cid:871)श(cid:162)ण सं(cid:232)थान(cid:585) के (cid:622)वारा अपनाए जाने के (cid:871)लए सामा(cid:219)य (cid:292)कृ (cid:467)त के (cid:874)व(cid:871)श(cid:231)ट (cid:292)(cid:871)श(cid:162)ण मॉ(cid:620)यूल तैयार करना।
5.2.8 (cid:871)श(cid:162)ा साम(cid:274)ी क(cid:551) उपल(cid:222)धता, ऑनलाईन पा(cid:619)य(cid:272)म एवं सीखने म(cid:581) लचीलापन के (cid:871)लए (cid:292)ौ(cid:622)यो(cid:876)गक(cid:551) का लाभ।
5.2.9 (cid:874)व(cid:871)भ(cid:219)न (cid:232)तर(cid:585) पर अपनाई जाने वाल(cid:547) (cid:292)(cid:871)श(cid:162)ण प(cid:622)ध(cid:467)त का (cid:467)नधा(cid:91)रण।
5.2.10 (cid:467)नरंतर सीखने और (cid:874)वकास (cid:292)(cid:873)(cid:272)या के एक अ(cid:871)भ(cid:219)न अंग के (cid:510)प म(cid:581) (cid:874)व(cid:871)भ(cid:219)न (cid:292)(cid:871)श(cid:162)ण काय(cid:91)(cid:272)म(cid:585) का पय(cid:91)वे(cid:162)ण एवं मू(cid:227)यांकन।झारख(cid:214)ड गजट (असाधारण) शु(cid:272)वार, 27 अ(cid:200)टू बर, 2023 5 5.2.11 सं(cid:232)थागत (cid:292)(cid:871)श(cid:162)ण संसाधन(cid:585) का अ(cid:876)धकतम उपयोग, (cid:292)लेखन म(cid:581) संल(cid:202)न होने, अनुसंधान, (cid:162)मताव(cid:622)(cid:91)धन (cid:292)(cid:871)श(cid:162)क(cid:585) के (cid:874)वकास म(cid:581) पैरा 5.1.1 म(cid:581) उि(cid:227)ल(cid:872)खत सं(cid:232)थान(cid:585) के साथ सम(cid:219)वय करना।
5.2.12 सुशासन के उ(cid:622)दे(cid:230)य(cid:585) को आगे बढ़ाने के (cid:871)लए आव(cid:230)यकतानुसार (cid:874)व(cid:871)भ(cid:219)न (cid:162)े(cid:287)(cid:585) म(cid:581) 'उ(cid:215)कृ (cid:231)टता के (cid:219)(cid:289)' का (cid:467)नमा(cid:91)ण करना।
5.2.13 (cid:292)(cid:871)श(cid:162)ण से संबं(cid:876)धत (cid:874)वषय(cid:585) पर सरकार को सलाह देना।
5.2.14 झारख(cid:214)ड लोक सेवा आयोग, झारख(cid:214)ड रा(cid:207)य अधीन(cid:232)थ सेवा चयन आयोग (झारख(cid:214)ड कम(cid:91)चार(cid:547) चयन आयोग) और अ(cid:219)य सां(cid:874)व(cid:876)धक (cid:467)नकाय(cid:585) के मा(cid:218)यम से रा(cid:207)य सरकार क(cid:551) (cid:874)व(cid:871)भ(cid:219)न सेवाओं म(cid:581) चय(cid:467)नत (cid:229)यि(cid:200)तय(cid:585) को (cid:292)वेश (cid:292)(cid:871)श(cid:162)ण/सु(cid:874)वधा (cid:292)दान करना।
5.2.15 अ(cid:872)खल भारतीय सेवाओं के (cid:292)(cid:871)श(cid:162)ु अ(cid:876)धका(cid:464)रय(cid:585) को संबं(cid:876)धत संवग(cid:91) (cid:292)ा(cid:876)धकार के आव(cid:230)यकतानुसार (cid:292)(cid:871)श(cid:162)ण/सु(cid:874)वधाएँ (cid:292)दान करना।

7. (cid:874)वभाग(cid:585) क(cid:551) भू(cid:871)मका

Jharkhand State Training Policy, 2023
1. Background
1.1 The National Training Policy 2012 (NTP) was issued by the Government of India enunciating an overarching 'Competency Framework' to identify the 'competency gaps' of employees that require to be bridged through Training Interventions' to enhance performance. The NTP was framed keeping in view the fresh challenges posed by economic liberalization, globalization, enhanced citizen participation, transparency in governance, e-governance. The competencies include knowledge, skills, managerial capabilities and attitudes that enhance the performance of the government employee/civil servant toward achieving the stated goals and objectives and to improve the efficiency and effectiveness of the administrative process.
2. Vision

3.1 To focus on development of an efficient, impartial, responsive and professional civil service that is responsive to the needs of the citizens.
3.2 To emphasize on acquiring advanced knowledge and continuous improvement in skills and techniques relevant to a rapidly changing and developing administrative environment.
3.3 To inculcate Knowledge, Skills and Attitude to ensure the civil servants the effectively perform the functions they are entrusted with.
3.4 To emphasize development of proper ethics, commitment to work and empathy for the vulnerable sections.
4. Training Framework
4.1 There will be three stages of mandatory training:
4.1.1 Induction Training at the time of entry in the service, the duration of which shall be eight to fourteen weeks, and shall be mandatory to introduce administrative procedures and processes, basic administrative skills, relevant statutory laws and their implementation, language, knowledge and competencies to suit the requirements of the job, develop managerial qualities for efficient and effective performance of functions. Successful completion of this training will part of the requirement for confirmation to the service.
4.1.2 In-Service Training once in six to eight years, the duration of whichshall be two to three weeks, and shall be mandatory – an experiential training methodology to develop new competencies, particularly problem solving and decision making skills, update knowledge base.
4.1.3 Promotion Linked Training immediately after promotion, the duration of which shall be three to five days, and shall be mandatory to introduce the new roles and responsibilities.
4.2 In addition, the following programmes shall also be conducted, of varying durations, to enhance effective and efficient governance.
4.2.1 Short Duration Thematic Training – relating to functional efficiency, professional competencies in relevant themes, essential life skills to inculcate desirable personal attributes by exposing them to leadership development, stress management, ethics and values in public governance, general awareness, good governance, orientation toward new developments in policy matters, schemes of Government, administrative law, project management, e-governance, etc. 4.2.2 Orientation Training – to familiarize employees of the role, purpose and functioning of the department, formulation, implementation and monitoring and review of important schemes of the department.
4.2.3 Customized Training- specifically designed towards providing deeper knowledge and understanding of a particular domain / sector.
4.2.4 Workshops/Seminars/Conferences – on various contemporary subjects and issues, best practices sustainable approaches to development.
4.3 The programmes mentioned at para 4.2 may be held by State, National training institutes or by institutes abroad
5. Training Institutions
5.1 Sri Krishna Institute of Public Administration (SKIPA) is an Attached Office of the Department of Personnel and Administrative Reforms, Government of Jharkhandझारख(cid:214)ड गजट (असाधारण) शु(cid:272)वार, 27 अ(cid:200)टू बर, 2023 9 and functioning as the Apex Training Institute of the State. It will coordinate the training and related functions of the following institutes:
1. Central Training Institute, Hehal, Ranchi. 2. Forest Training Institute 3. Police training Institute, Hazaribagh 4. State Institute of Rural Development 5. Vishweshvaraiya Institute of sanitation and Water Academy.
5.2 SKIPA will be entrusted with the following tasks:
5.2.1 To become a model of excellence in the quality of training imparted through a continuous process of self-assessment and bench-marking.
5.2.2 Formulate guidelines for implementation of the Training Policy of the State in consultation with the concerned Departments.
5.2.3 Assist the concerned Departments in preparing Cadre Training Plan.
5.2.4 Provide technical assistance and advice to the Departments inpreparing and implementing Annual Training Plans.
5.2.5 Development of need based training schemes.
5.2.6 Develop training modules relevant to enhancing effectiveness of governance at local level.
5.2.7 To design specific training modules of a generic nature to be adopted by other training institutes.
5.2.8 Leverage technology to make available learning materials, online courses, flexibility in learning.
5.2.9 Prescribe training methodology to be adopted at different levels.
5.2.10 Monitor and Evaluate various training programmes as an integral part of continuous learning and development process.
5.2.11 Coordinate with the institutes mentioned at para 5.1.1 to optimize institutional training resource, engage in documentation, research, capacity building, development of trainers.
5.2.12 Create 'Centers of Excellence' in different domains as required to pursue the objectives of good governance.
5.2.13 Advise the Government on issues relating to training.
5.2.14 Provide / facilitate induction training to persons selected to various services of the State Government through the Jharkhand Public Service Commission, Jharkhand State Subordinate Services Selection Commission (Jharkhand Karamchari Chayan Aayog) and other Statutory Bodies.
5.2.15 Provide/ facilities training to trainee officers of the All India Services as per Requirements of the concerned Cadre Authorities.
5.2.16 Provide / facilitate training to officials and elected representatives of Panchayati Raj Institutions and Urban Local Bodies with regards to constitutionally mandated devolution of powers and resources, development issues, delivery of essential services (ref. the 73rd and 74th Amendments to the Constitution of India).
5.2.17 Provide In-Service Training, Promotion Linked Training, Short Duration Training to employees/officers of different Departments.
5.2.18 Assimilate technology to enhance learning capabilities.

5.2.21 Develop core faculties in Behavioural Science, Rural Development, Economics and Development Planning, Public Administration, Financial management and Disaster Management.
5.3 Training institutes shall be identified at the sub-State level to facilitate decentralized training of different officials and functionaries.
6. Institutional Structure
6.1 The State Training Council (STC) will comprise of the following: 1 Director General, SKIPA Chairman

8 The STC may co-opt representatives of different Departments/domain experts from non-Government sectors as members, as and when required. The sitting fees for non-Government members will be decided the STC.
6.2 Duties and Responsibilities of the State Training Council.
6.2.1 To prepare guidelines for implementation of State Training Policy.
6.2.2 To monitor the preparation and implementation of Cadre Training Plan and Annual Training Plan of the Departments.
6.2.3 Coordinate different training activities and plan for optimal resource utilization across different government training institutions.
6.3 The STC will meet at least two times in a year.
6.4 The STC will function under the general guidance of and report to, the Governing Body of SKIPA.
6.5 The STC will submit its annual report to the Governing Body of the SKIPA.
7. Role of Departments
Each Department shall adopt a systematic approach to training and shall:
7.1 Appoint a Training Manager who will be the Nodal Person for the implementation of the training functions in that Department;
7.2 Create Training Cell to institutionalize the training and development activities;.
7.3 Classify all job/posts with a clear job description and competencies required;.
7.4 Develop a Cadre Training Plan (CTP) for all levels of government employee based on the competencies required and training needs to ensure a clearly articulated scheme for the development of their competencies. This will include the programmes that are mandatory;.

7.6 Incorporate an appropriate provision in any new scheme to ensure that suitable training is imparted for its proper implementation and sustainability;.
7.7 Make the immediate supervisor responsible and accountable for the training of the staff working under him;.
7.8 Prepare Annual Training Plan (ATP) for all the cadres under its control;.
7.9 Implement the ATP by using institutions under it or outside, so that limitations on internal training capacity do not constrain the implementation of the training plan;.
7.10 Review the implementation of the ATP and the functioning of the training institution(s) under the Department, and in particular, to look at the:
1. Utilization of the training capacity 2. Quality of training conducted 3. Adequacy of the physical and training infrastructure, faculty, finances and delegation of powers for carrying out the mandate of the institution;
4. Training of Group 'B' and 'C' staff, particularly those at the cutting- edge level;
and
5. Proper selection and development of faculty, incentives for them, and stability of their tenure
7.11 Incorporate a separate section in the Annual Report of the Department on the training and capacity building activities undertaken during the year
8. Funding
8.1 Training expenses of personnel belonging to different services/cadres will be borne from the annual budget of the concerned Cadre Controlling Authority / Administrative Department. The training expenses of officers belonging to the All India Services, viz. Indian Administrative Services, Indian Police Service, Indian Forest Service, will be borne by the Department of Personnel, Administrative Reforms and Rajbhasha.
