(cid:874)व(cid:419) (cid:874)वभाग, झारख(cid:214)ड अ(cid:219)तग(cid:91)त Project Management Unit (PMU) म(cid:581) स(cid:224)(cid:292)(cid:467)त 37 (सैतीस) पद(cid:585) के (cid:874)व(cid:510)(cid:622)ध 25 (प(cid:205)चीस) तकनीक(cid:551) कम(cid:568) काय(cid:91)रत है, िजनम(cid:581) उ(cid:205)चतम पद Manager IT है। एन0आई0सी0, झारख(cid:214)ड के 04 (चार) पदा(cid:876)धका(cid:464)रय(cid:585)/वै(cid:163)ा(cid:467)नक(cid:585) (cid:622)वारा तकनीक(cid:551) इनपुट/परामश(cid:91) (cid:874)वभाग को द(cid:547) जाती है एवं वे Supporting role म(cid:581) है।

5. (cid:467)नयेाजन क(cid:551) श(cid:419)(cid:566)- तकनीक(cid:551) (cid:874)वशेष(cid:163) पदा(cid:876)धकार(cid:547) के पद पर (cid:467)नयोजन क(cid:551) श(cid:419)(cid:591) (cid:467)न(cid:224)नां(cid:873)कत ह(cid:585)गी:-

(i) अ(cid:223)यथ(cid:568) को (cid:874)व(cid:419) (cid:874)वभाग के (cid:622)वारा (cid:467)नधा(cid:91)(cid:464)रत अह(cid:91)ता,यो(cid:202)यता एवं अनुभव को धारण करना अ(cid:467)नवाय(cid:91) होगा।

(ii) (cid:467)नयेाजन सं(cid:874)वदा आधा(cid:464)रत होगा।

(iii) चय(cid:467)नत पदा(cid:876)धका(cid:464)रय(cid:585) को पाँच वष(cid:607)/65 वष(cid:91) क(cid:551) आयु (cid:292)ा(cid:220)त करने तक (जो पहले आए) के (cid:871)लए (cid:467)नयोिजत (cid:873)कया जायेगा ।

(iv) (cid:467)नयोिजत क(cid:871)म(cid:91)य(cid:585) को सरकार(cid:547) आवास क(cid:551) सु(cid:874)वधा का (cid:292)ावधान नह(cid:547)ं होगा ।

(v) (cid:467)नयोजन सं(cid:874)वदा आधा(cid:464)रत होगी तथा इसके आधार पर सरकार म(cid:581) (cid:873)कसी पद के (cid:874)व(cid:510)(cid:622)ध समायोजन का कोई दावा मा(cid:219)य नह(cid:547)ं होगा ।

(vi) (cid:467)नयोिजत पदा(cid:876)धका(cid:464)रय(cid:585) का (cid:467)नयमानुसार EPF/NPS कटौती क(cid:551) जायेगी ।

(vii) संबं(cid:876)धत पदा(cid:876)धका(cid:464)रय(cid:585) के काय(cid:91) एवं दा(cid:467)य(cid:215)व(cid:585) का उ(cid:227)लेख प(cid:464)र(cid:871)श(cid:231)ट- I म(cid:581) (cid:873)कया गया है। (cid:874)वभाग (cid:622)वारा आव(cid:230)यकतानुसार उ(cid:200)त दा(cid:467)य(cid:215)व(cid:585) म(cid:581) संशोधन (cid:873)कया जा सके गा ।

6. मानदेय- तकनीक(cid:551) (cid:874)वशेष(cid:163) पदा(cid:876)धकार(cid:547) को उ(cid:205)च मानदेय पर रखा जाना आव(cid:230)यक (cid:292)तीत होता है ता(cid:873)क उ(cid:205)च तकनीक(cid:551) कु शलता (cid:292)ा(cid:220)त अनुभवी (cid:292)ोफे शनल का चयन हो सके । उ(cid:200)त के (cid:506)ि(cid:231)टकोण से सं(cid:874)वदा पर चय(cid:467)नत तकनीक(cid:551) (cid:874)वशेष(cid:163) पदा(cid:876)धकार(cid:547) को उनके अं(cid:467)तम (cid:467)नयोिजत काया(cid:91)लय से (cid:292)ा(cid:220)त अं(cid:467)तम वेतन (Gross Salary) से ¹⁰%-²⁰% उ(cid:219)नयन के साथ अथवा उपयु (cid:91)(cid:200)त कं (cid:875)डका 3 म(cid:581) अं(cid:873)कत Perquisites क(cid:551) सीमा के अधीन उ(cid:205)च (cid:232)तर(cid:547)य चयन स(cid:871)म(cid:467)त (cid:622)वारा यथा सु(cid:874)वचा(cid:464)रत/अनुशं(cid:871)सत एकमु(cid:230)त मानदेय का भुगतान (cid:873)कया जायेगा ।

Job Description

PROJECT DIRECTOR

Job Summary The ideal candidate is someone who has deep knowledge of Government Policies, Procedures, Processes, Standards and Guidelines. One who understands Technology, Quality Standards, Information Systems' internal controls framework, Software Engineering and business processes. Experience in Finance Management and Financial Service Delivery Domain in the Government would be an added advantage. Should have ability to analyse, derive feasibility and ability to foresee requirements as per Government needs. Proficiency in developing mechanism for implementation of IT, Project Management, works monitoring, deep knowledge of SDLC, software development environment, IT Infrastructure, Server Management and Change Management.Should be able to formulate Policies, Procedures, Processes, Guidelines, Standards and Standard Operating Procedures. Should have good knowledge of English.Good leadership quality, ability to take initiative and should have good communication, presentation and other soft skills.

Distinguishing Characteristics Preparation of future plan, enhancement in existing system and the preparation of detailed scopes and objectives for which computer programmes will be written to use data processing for administration, management, control and other operations. Preparation of RFP and finalisation of RFP, vendor management and other project lifecycle works. Should be able to manage the budget and finances pertaining to Project(s) and Project Management Unit. Implementation of Plans, its monitoring, review, follow-ups, support, among others.

1. Duties and Responsibilities

i. Carrying out feasibility studies of proposals and making recommendations for formulation of Policy, Procedures, Processes, Guidelines and Standards and to get approval from the competent level.

ii. Ensuring timely and within budget planning and development under the Agile methodology, Configuration Management of IT systems, Change Management and Quality Assurance.

iii. Interaction with the Development Team to understand software limitations, resolving their problems, ensure testing for quality of software and deployment of the completed software.

iv. To ensure quality and timeliness of the project and to ensure post implementation support.

v. Shall be accountable for efficient and effective functioning and operation of Project Management Unit.

vi. Shall ensure Confidentiality, Integrity and Availability of the Information System. vii. Coordination within various wings of the department/government, understanding their needs & suggest actions thereon.

viii. Monitoring the server management and to ensure robust internal control framework and IT Security.

ix. To monitor and ensure implementation of the project and to report it to the next level.

x. To ensure helpdesk and support systems are working efficiently and effectively. xi. To make presentations before different stakeholders and to conduct training programmers.

xii. To ensure statutory compliance and compliance of IT Audit/other globalstandards. xiii.
