VittRahit Colleges Portal, CM Fellowship Application Portal and Apprenticeship Management
Portal); Implementation of NAD/ABC as per NEP 2020, Learning Management System and e-
Samarth ERP System through CSC Learning Coordinators; and providing necessary support for
Digital Governance in Universities and Colleges of Jharkhand के लिए वित्तीय नियमावली के नियम
235 को शिथिल करते हुए नियम 245 के अधीन M/s CSC e-Governance Services India Limited का
मनोनयन के आधार पर चयन करने एवं उक्त के कार्यान्वयन हेतु रु0 20,95,40,640/- (बीस करोड़
पंचानबे लाख चालीस हजार छः सौ चालीस) (कर अतिरिक्त) की प्रशासनिक स्वीकृ ति के संबंध में।
पत्रांक-01/वि0-15/2023....1094--उच्च एवं तकनीकी शिक्षा विभाग, झारखण्ड उच्च शिक्षण संस्थानों के प्रबंधन के लिए तथा विभागीय प्रक्रियाओं को सुव्यवस्थित करने के लिए प्रौद्योगिकी और आईसीटी सक्षम उपकरणों का लाभ उठाने की योजना बना रहा है ताकि उच्च शिक्षण संस्थानों द्वारा प्रदान की जाने वाली सेवाओंकी गुणवत्ता, पहुंच और भविष्य की तत्परता में सुधार हो सके तथा राष्ट्र ीयशिक्षा नीति-2020 का सफल कार्यान्वयन किया जा सके ।2 झारखण्ड गजट (असाधारण) निनवार, 28 शसतम्बर, 2024 2. राज्य विश्वविद्यालयों द्वारा प्रदान की जाने वाली सेवाओं को स्वचालित करने के लिए उच्च एवं तकनीकी शिक्षा विभाग, झारखण्ड की एक एकीकृ त कें द्रीय डिजिटल प्रणाली विकसित करने के लिए एक रोडमैप तैयार करके इसे प्राप्त करने की परिकल्पना की गई थी ।
3. इस संबंध मेंउच्च एवं तकनीकी शिक्षा विभाग, झारखण्ड के द्वारा नेषनल इन्स्टीट्यूट ऑफ स्मार्ट गवर्नेंस को एक विस्तृत अध्ययन करने और प्रमुख interventionsका प्रस्ताव देने के लिए सहयोग प्राप्त किया गया। इसके अलावा, नेशनलइन्स्टीट्यूट ऑफ स्मार्ट गवर्नेंस को मौजूदा प्रक्रियाओं का अध्ययन करने और पारदर्शिता में सुधार करने और PhysicalTouchPointsको कम करने के लिए डिजिटल interventions का सुझाव देने की जिम्मेदारी भी दी गई थी ।
4. नेशनल इन्स्टीट्यूट ऑफ स्मार्ट गवर्नेंस टीम के साथ कई बैठकों में चर्चा के अनुसार सभी आवश्यक संशोधनों के

साथ जनवरी 2023 में नेशनल इन्स्टीट्यूट ऑफ स्मार्ट गवर्नेंस द्वारा ड्र ाफ्ट To-be रिपोर्ट विभाग को प्रस्तुत की गई थी । ीी
5. नेशनल इन्स्टीट्यूट ऑफ स्मार्ट गवर्नेंस द्वारा पहचाने गए प्रमुख interventions निम्न थे ः -
• विभाग के लिए सामान्य उद्यम संसाधन योजना (ERP)प्रणाली का अभाव ।
• भर्ती, पदोन्नति और वेतन निर्धारण से संबंधित अपने पेशेवर विवरण वाले कर्मचारियों के लिए मानव संसाधन प्रबंधन प्रणाली का अभाव ।
• छात्रों के बीच सीखने की सुविधाएँ बढ़ाने के लिए लर्निंग मैनेजमेंट सिस्टम, मैसिव ऑनलाइन ओपन कोर्स (MOOCs) जैसे डिजिटल टू ल्स का अभाव ।
• राज्य, उच्च शिक्षण संस्थानों की पहुंच और भविष्य की तैयारी में सुधार के लिए ऑनलाइन परीक्षा और प्रॉक्टरिं ग प्रणाली का अभाव ।
• सभी विभागीय, उच्च शिक्षण संस्थानों और छात्रों से संबंधित कार्यक्रमों और योजनाओं की hosting के लिए कॉमन डिजिटल प्लेटफॉर्म का अभाव ।
6. भारत सरकार ने मौजूदा स्कू ल और उच्च शिक्षा प्रणाली के पुनर्गठन की दृष्टि से 2020 में नई शिक्षा नीति को लागू करने के लिए एक महत्वपूर्ण नीतिगत निर्णय लिया, जिसे आमतौर पर एनईपी 2020 के रूप में जाना जाता है। राष्ट्र ीय शिक्षा नीति 2020 क्रियान्वयन हेतु विभिन्न डिजिटल हस्तक्षेप की आवश्यकता है,जैसे एकै डमिक बैंक ऑफ क्रे डिट की स्थापना, Digital Divide को समाप्त करना ऑनलाईन शिक्षा हेतु शिक्षकों को प्रशिक्षण प्रदान करना, ऑनलाईन परीक्षा ऑनलाईन आकलन आदि ।
7. झारखण्ड सरकार और उच्च एवं तकनीकी शिक्षा विभाग ने राष्ट्र ीय शिक्षा नीति 2020 को पूर्ण रूप से लागू करने की योजना बनाई है। राष्ट्र ीय शिक्षा नीति-2020 के सफल क्रियान्वयन हेतु राज्य के उच्व शिक्षण संस्थानों में IT & Digital Infrastructure को सुदृद्ध किए जाने की आवश्यकता है। इस संदर्भ में दिनांक-14.12.2022 को विभागीय सचिव की अध्यक्षता में सम्पन्न समीक्षा बैठक में यह निर्णय लिया गया कि राज्य के सभी राजकीय विश्वविद्यालय एवं महाविद्यालयों में Student Resource Centre की स्थापना की जाए, जो छात्रों एवं संस्थानों को NEP-2020 के विभिन्न आयामों यथा-Academic Bank of Credit (ABC), National Academic Depository (NAD), SWAYAM तथा MOOCs, Learning Management System हेतु आवश्यक सहायता प्रदान करे । Student Resource Centre की स्थापना और इसके अपेक्षित कार्यों के संदर्भ में एक विस्तृत प्रस्तुतीकरण हेतु उक्त बैठक में सम्मिलित CSC e-Governance Services India Ltd (CSC SPV) के प्रतिनिधि से अनुरोध किया गया ।
8. उक्त बैठक में NEP-2020 के क्रियान्चयन हेतु नीति आयोग द्वारा पहचाने गये 18 कार्य बिन्दुओं के अनुरुप निम्नलिखित प्रमुख गतिविधियों की पहचान की गई:-
• संस्थानों में चल रहे शैक्षिक कार्यक्रमों, प्रशिक्षणों, सीखने और विकास कार्यक्रमों के प्रशासन, प्रलेखन, ट्र ैकिं ग, रिपोर्टिंग, असाइनमेंट और वितरण के प्रबंधन में सहायता के लिए शिक्षण प्रबंधन प्रणाली। यह डिजिटल लर्निंग के एक्शन प्वाइंट नंबर D1 के अनुरूप है ।3 झारखण्ड गजट (असाधारण) निनवार, 28 शसतम्बर, 2024 • एके डमिक बैंक ऑफ क्रे डिट (ABC) और नेशनल एके डमिक डिपॉजिटरी (NAD) पर राज्य उच्च शिक्षण संस्थानों और छात्रों को ऑनबोर्ड करके चार साल के Multiple Entry Multiple Exit Undergraduate Programme को सक्षम और सुगम बनाना। यह Learner Centric Education के एक्शन पॉइंट नंबर 12 और नंबर 1.3 के अनुरूप है ।
• राज्य के अनुसंधान उत्पादन में सुधार लाने और राज्य में उच्च शिक्षा को प्रोत्साहित करने के लिए नीतियां और योजनाएं तैयार करना। यह उद्योग संस्थान लिंके ज के एक्शन प्वाइंट नंबरIC-4 के अनुरूप है ।
• राज्य में उच्च शिक्षण संस्थानों की सकल नामांकन अनुपात (GER), पहुंच और भविष्य की तैयारी में सुधार के लिए नए बहु-विषयक सार्वजनिक और निजी विश्वविद्यालयों की स्थापना। यह Learner Centric Education के एक्शन प्वाइंट नंबर LI के अनुरूप है ।
• जवाबदेही स्थापित करने के लिए, वेतन निर्धारण, वित्त रहित महाविद्यालय अनुदान आवेदन आदि जैसे पोर्टलों के माध्यम से एक पारदर्शी और सुचारू प्रशासन प्रक्रिया का निर्माण करना ।
9. NEP-2020 के सफल क्रियान्वयन हेतु दिनांक-16.12.2022 को विभाग में आहूत मल्टी स्टेक होल्डर की बैठक में CSC e-Governance Services India Ltd (CSC SPV) के द्वारा Student Resource Centre, NAD/ABC हेतु डाटा अपलोड, Learning Management System, Online Education आदि के संदर्भ में विस्तृत प्रस्तुतीकरण दिया गया। बैठक में यह प्रस्तावित किया गया कि CSC-SPV के साथ समन्वय स्थापित कर राज्य के राजकीय विश्वविद्यालयों एवं महाविद्यालयों में Student Resource Centre स्थापित किया जाए ।
10. माननीय राज्यपाल-सह-कु लाधिपति महोदय की अध्यक्षता में 27.03.2023 को आयोजित प्रथम कु लपति सम्मेलन में राज्यस्तरीय Learning Management System तथा उच्च शिक्षा के सभी संस्थानों में Digital Infrastructure से युक्त Student Resource Centre स्थापित करने का निर्णय लिया गया ।
11. इसके उपरांत मुख्य सचिव महोदय की अध्यक्षता में 15.05.2023 को आहूत NEP-2020 के क्रियान्वयन की समीक्षा बैठक में राज्य के उच्च शिक्षण संस्थानों में Digital Governance हेतु Digital Infrastructure को सुदृढ़ करने के लिए महत्वपूर्ण डिजिटल हस्तक्षेप और पारदर्शी प्रक्रिया प्रबंधन प्रणाली विकसित करने को आवश्यक समझा गया ।
12. Digital Governance तथा Digital Infrastructure को सुदृढ़ करने हेतु उच्च एवं तकनीकी शिक्षा विभाग, आईसीटी सेवाओं जैसे शिक्षण प्रबंधन प्रणाली के डिजिटल कार्यान्वयन, वेतन निर्धारण और सत्यापन पोर्टल, निजी विश्वविद्यालय प्रबंधन पोर्टल, वित्त रहित कॉलेज अनुदान आवेदन पोर्टल, जैसे कई पोर्टलों का लाभउठाना चाहता है। साथ ही कें द्रीकृ त पोर्टल तैयार करने की योजना है ।
13. उच्च एवं तकनीकी शिक्षा विभाग को ई-समर्थ (ERP के लिए ई-गवर्नेस सूट) के कार्यान्यवन के लिए अतिरिक्त मानय बल की आवश्यकता होगी, शैक्षणिक डेटा जैसे मार्क शीट और वतर्मान के साथ-साथ पिछले धमत्रों के प्रमाण पत्र, पिछले छात्रों को दी गई डिची आदि को अपलोड करना होगा ।
14. उच्च एवं तकनीकी शिक्षा विभाग ने छात्रों के बीच उच्च और तकनीकी शिक्षा को बढ़ावा देने, उस शिक्षण संस्थानों के स्तर पर अनुसंधान को प्रोत्साहित करने और महिला छात्रों के बीच तकनीकी शिक्षा को प्रोत्साहित करने के लिए शैक्षणिक उत्कृ ष्टता योजना के लिए मुख्यमंत्री फे लोशिप योजना, जी एक व्यापक मत्रवृत्ति-सह-फे लोशिप योजना है, तैयार की जा रही है। पूर्ण पारदर्शिता Access और Turnaround Time (Tal) सुनिश्चित करने के लिए उच्च एवं तकनीकी शिक्षा विभाग की आवेदन सत्यापन और संवितरण प्रबंधन के लिए वेब पोर्टल की Hosting.
Development & Maintenance के लिए सेवाओं की आवश्यकता होती है। यह शैक्षणिक अनुसंधान और अंतर्राष्ट्र ीयकरण के कार्य बिंदु संख्या R1 के अनुरूप है ।
उच्च एवं तकनीकी शिक्षा विभाग शैक्षणिक अनुसंधान और अंतर्राष्ट्र ीयकरण के एक्शन प्वाइंट नबर R3 के अनुसार एक राज्य संस्थागत रैं किं ग फ्रे मवर्क विकसित करने की प्रक्रिया में भी है ।4 झारखण्ड गजट (असाधारण) निनवार, 28 शसतम्बर, 2024 15. इस क्रम में CSC e-Governance Services India Ltd (CSC SPV) के द्वारा विभिन्न डिजिटल सेवाएँ उपलब्ध कराने हेतु विभाग को प्रस्ताव उपलब्ध कराया गया ।
16. CSC e-Governance Services India Ltd (CSC SPV) के द्वारा उपलब्ध कराये गये प्रस्ताव में उल्लेखित Scope of Work की विवरणी निम्नवत है-
I. Pay Fixation and Verification System
CSC SPV proposes to develop and maintain the Pay Fixation and Verification System", so that comprehensive, accurate, reliable, transparent and one stop solution to the Colleges, Universities and the Department. M/s CSC SPV proposes the following scope of work:-
(a) Development of a cloud-based software application to register users, enter data, verify

their data, processing of data and extract MIS reports for the Department of Higher and Technical Education, Government of Jharkhand.

(b) Testing and deployment of the developed software at Operation and Execution Level.
(c) Training and Knowledge Transfer to the concerned authority at various level.
(d) Post Go-Live Maintenance Service like Customization, Enhancement and Support on a monthly maintenance charge basis.
II. Learning Management System
Learning Management System (LMS) is a platform that manages learning and development services in an online mode. It also helps in minimizing dependency on offline infrastructure- based classroom teaching-learning. LMS helps manage administration, documentation, tracking, reporting, assignment and delivery of ongoing educational programs, trainings, or learning and development programs at the institutes.
The broad scope of work for the requirement of DHTE is listed below:-
a. Adaptive learning environment with configuring courses and assignment and mapping it with users enrolled for a course along with validity attribute.
b. Application content management along with active/ inactive/ facility for users.
c. Course creation along with collaboration, certificate generation, transcript generation andactive/inactive feature.
d. Course enrolment along with user's access management on the basis of asynchronous learning.
e. Virtual classroom along with camera surveillance, collaboration, whiteboard, user's access management, validity & Inactive attribute.
f. Online Assignment & assessment creation along with proctoring, certificate, transcript, examination report card/results, user's access management, validity & Inactive option facility.
g. Event based notifications based on the frequency of classes.
h. Enrolled user's courses (Independent course or adaptive learning course) status tracking, assignment & assessment status tracking & virtual classes attendance status tracking.
i. Generation of statistical reports and dashboards for easy reference of Student, University and the Department.
III. Centralized Portal for the DHTE – Govt. of Jharkhand
M/s CSC-SPV shall create a common digital platform for amalgamating all the services and process involving the Department, Universities/ Colleges, students, faculties, and other external stakeholders.

M/s CSC-SPV shall develop and maintain the Private Universities Portal. In the envisaged portal, M/s CSC-SPV shall enable the following stakeholders and their broad stakeholder wise functionalities: - Government of Jharkhand

V. Anudaan – VittRahit Portal
Under the Jharkhand State Unaided Institution (Grant) Act, 2004, the Government of Jharkhand provides grant to permanently affiliated institutions (Degree College). The grant is divided into two components namely, recurring expenses and second is non-recurring expenses. Recurring expenses is provided on an annual basis whereas non-recurring expenses is provided as a one-time grant for capital expenditure which includes renovation, construction, and regular maintenance, etc.
The broad scope of work of for M/s CSC-SPV is as follows: -
a. Creation of web based application for the application, scrutiny and approval of the proposal.
b. Creation of unique id for all stakeholders like college, University, Nodal Officer DHTE, Grants Committee DHTE and Drawing Disbursing Officer (DDO), DHTE.
c. Enabling multiple processes for grant of recurring and non-recurring expenses.
VI. CM Fellowship for Academic Excellence Portal
M/s CSC-SPV shall work on the development, hosting and maintenance of the web based portal with the following functionalities: -
a. It shall allow multiple application of student under various components of the portal.

c. It shall create a robust mechanism for handing multiple application and multiple insights at a time.
d. It shall enable mechanism for allowing disbursement of fellowship amount to students and reimbursement of bills under the scheme.
VII. Apprenticeship Management Portal
M/s CSC-SPV shall work on the development, hosting and maintenance of the web based portal for the selection and allotment of students, who are applying for apprenticeship with Universities, Colleges and other bodies under the Department.

d. Choice filing of location in case multiple locations are available for a single job e. Ability to view provisional allotment of jobs
f. Ability to view final allotment of jobs
g. Ability to withdraw from the selection process
2. Institution
a. Ability to post jobs on the portal
b. Ability to provide post wise, category wise (as per the reservation criteria reservation) break up for each post created by the Institution
c. Ability to enter detailed eligibility criteria and qualifying parameters of the job posting.
d. Ability to view the post wise merit list of students from the list of applied students (auto generation of merit list).
e. Ability to issue provisional offer letter to shortlisted students and update status of the candidate.
f. Ability to issue final offer letter to verified shortlisted student with option to update records on the NATS Portal.
g. Auto - Blocking functionalities for students already selected for the post.
h. Ability to accept applications for multiple posts on the web portal.
3. Automatic features on the portal
a. Automatic generation of merit list for category-wise, post wise selection of students b. Automatic allotment of students as per vacancy status
c. Automatic blocking and unblocking of candidate on selection and withdrawal of seats d. Automatic matching of candidates as per the qualification posted by the institutions e. Automatic generation of provisional and final offer letter from the web portal.
VIII. Implementation of NAD/ABC
The Learning Coordinators located in each College/University will assist the administration in the following:
a. Onboarding the Academic Institute on National Academic Depository.

c. Assist the eligible students in obtaining ABC ID and share it with the Academic Institute.
d. The Learning Coordinators shall prepare a phase wise plan for uploading of legacy academic data of students.
e. They shall assist the students in college/academic admission applications at nominal cost.
IX. Assistance in implementation of e-Samarth ERP Suite
The Learning Coordinators manning the Student Resource Centres (SRC) shall act as technical assistants to the Nodal Officers and Module Admins of the University. They shall act as single stop solution for any implementation related queries and problems of DHTE. They shall also assist the University officials in all ICT related activities. They shall coordinate with the Project Management Unit and DHTE for adherence of timelines envisaged for roll out of eSamarth in Universities.
X. CSC SPVs additional Proposals
a. NIELIT Facilitation Center in all 289 College -
CSCs to facilitate students of Colleges in all Universities of Jharkhand by NIELIT Facilitation Centers. These CSCs in Colleges can do IIBF/NSEIT/BCC/CCC, etc Courses and exams.
b. Students Survey for courses demands and full utilization of CSC Services – CSC SPV
will conduct a survey of students in State Universities of Jharkhand as notified by DHTE from time to time for identifying the course requirements of students and their implementation through the education partners.
c. Industry Linkages and Placements – CSC SPV will develop a platform for online applications of internships in different industries to enhance skills of the students and also for a common platform for the placements of students. Integration with AICTE Internship Portal.

d. To run Vocational and Professional (Job Oriented) skills short term courses in College - CSC SPV will run Vocational (NPTEL / SWAYAM / MOOC) / Professional courses from IIT Bombay, IBM, Microsoft, IDEED, Boston, Infosys, Symbiosis, Google, Bhu - Kaushal, GST, Stock Market, etc. CSC SPV will identify and host free courses on the state implemented LMS/ redirect them for students' easy access. For paid courses, CSC SPV shall charge fees as per the tri-partite agreement between the University, DHTE and CSC-SPV.
e. Replacement, new appointment of learning coordinator and application development:
Replacement in case of leave: In case the member of State PMU or learning coordinator of a SRC is on leave, then the State SPOC of CSC-SPV and District Level Education SPOCs of CSC-SPV shall make appropriate arrangements for his/her immediate replacement from the buffer of 10% of total learning coordinators/ state PMU deployed by CSC SPV such that the position of learning coordinator/ state PMU is not vacant even for a single day.
Replacement in case of termination/ resignation/ unauthorized absence: In case the learning coordinator of a SRC is under termination/resignation/unauthorized absence then it shall be the responsibility of the district level education SPOCs of CSC SPV to immediately make arrangements for his/her replacement from the buffer of 10% of total learning coordinators deployed by CSC SPV such that the position of learning coordinator is not vacant even for a single day and take appropriate steps for appointment of new learning coordinators within ten days from termination/resignation/unauthorize absence.
New Appointment: If any request comes from the DHTE, GoJ regarding requirement of SRC at newly established Colleges/Universities apart from 289 colleges and 11 Universities, then CSC- SPV would appoint Learning coordinator at all such newly established Colleges/Universities at the same cost (RS. 5000/- per Learning coordinator per month) as mentioned in the preliminary proposal.
New Application Development: In case new requirements of application/portal8 झारखण्ड गजट (असाधारण) निनवार, 28 शसतम्बर, 2024 development come from the DHTE, GoJ, then CSC-SPV shall develop all such applications at mutually agreed timelines and well-defined payment milestones. The cost of such development shall be calculated on the basis of the man monthly rate proposed in the preliminary project report.
Integration Services: CSC SPV shall provide necessary support for the integration services of the proposed portals with different technology solutions such as: Payment gateway services, Aadhaar integration etc. and other applications as and when required by DHTE or University for effective implementation of the proposed schemes.
17. CSC e-Governance Services India Ltd (CSC SPV)के द्वारा उपलब्ध कराये गये प्रस्तावमें उक्त कार्यों को कार्यान्वित करने हेतु Timeline की विवरणी निम्नवत है ः -

Note: M/S CSC SPV in its propsal included the cost for hosting the portals on its own server and the SMS

e-Governance, Government of Jharkhand, hence their cost has not been considered.

Total Variable Cost: The estimated total variable cost of Learning Management System, NAD & ABC and e-Samarth, Pay Fixation and Verification System, Private University Management Portal, Anudaan – VittaRahit College System, CM Fellowship Management System, Apprenticeship Management Portal and Centralized Portal for DHTE – GoJ is INR 16,30,40,640/- (Rupees Sixteen Crore Thirty Lakh Forty Thousand Six Hundred Forty only). Applicable taxes will be levied extra.
f. Total CAPEX plus Variable Cost: The estimated total cost of development, implementation, hosting, SMS/e-Mail gateway charges and programme management for the Pay Fixation & Verification System, Private University Management Portal, Anudaan – VittRahit System, CM Fellowship Management System, Apprenticeship Management Portal, Centralized Portal for DHTE, Learning Management System, Implementation of NAD & ABC and Implementation of e-Samarth System are INR 20,95,40,640/- (Rupees Twenty Crore Ninety Five Lakh Forty Thousand Six Hundred Forty only). GST will be levied extra as per applicable rates. E- Mail Charges will be charged as per actual.

20. CSC e-Governance Services India Ltd (CSC SPV) के द्वारा उपलब्ध कराये गये प्रस्ताव में उक्त कार्यों हेतु Service Uptime Commitment (if hosted on CSC SPV's data center) की विवरणी निम्नवत है:-
CSC SPV's scope of the service is limited to the applications developed by the CSC SPV. CSC SPV commits to provide access to the applications on a 95% uptime measured on a quarterly basis. Third party applications or applications integrated from third parties or servers taken from third parties are out of scope.
This can't apply to performance issues caused by the following: i) Overall internet congestion, ii) Unavailability of generic internet services due to virus or hacker attacks, iii) Actions or inactions of customer or third parties beyond the control of CSC SPV, iv) Scheduled maintenance, upgrades, urgent security fixes, scheduled downtime, etc.
21. CSC e-Governance Services India Ltd (CSC SPV) द्वारा उपलब्ध कराये गये प्रस्ताव की समीक्षाः - विभाग के द्वारा CSC e-Governance Services India Ltd (CSC SPV) द्वारा उपलब्ध कराये गये प्रस्ताव की समीक्षा हेतु कार्यालय आदेश सं० 46 सह-पठित ज्ञापांक 903, दिनांक-20.04.2023 द्वारा समिति का गठन किया गया जिसमें Department of IT & e-Governance के प्रतिनिधि शामिल थे। समिति के द्वारासमीक्षोपरांत निम्न अनुशंसा की गई:-
(i) M/s CSC SPV कम्पनी अधिनियम के तहत स्थापित एक कं पनी है और इसके Majority Stake Holder भारत सरकार और विभिन्न राज्य सरकारें हैं। M/s CSC SPV कम्पनी में भारत सरकार, विभिन्न राज्य सरकारें एवं उनके एजेंसी, राष्ट्र ीयकृ त बैंक तथा वित्तीय संस्थाओं को मिलाकर भागीदारी 52.60% है। M/s CSC SPV ने एं टरप्राइज ग्रेड आईसीटी समाधानों के Development, Hosting & Maintenanceका15 झारखण्ड गजट (असाधारण) निनवार, 28 शसतम्बर, 2024 एक Proven Track Record भी प्रदर्शित किया है। M/s CSC SPV द्वारा सफलतापूर्वक कार्यान्वित की गई कु छ प्रमुख परियोजनाएं इस प्रकार हैं:-
• PMGDISHA – Ministry of Electronics & Information Technology (MeitY) training of six crore citizens.
• Economic Census – Ministry of Statistics & Programme Implementation (MoSPI) – Survey of 40 crore household and establishment
• Investor awareness project – Ministry of Law and Justice
• Tele Law – Ministry of Law and Justice
• e-SHRAM-labour registration – Ministry of Labour & Employment
(ii) M/s CSC SPV द्वारा प्रस्तावित Learning Management System. (LMS) के संदर्भ में समिति इस बात से सहमत है कि LMS चल रहे शैक्षिक कार्यक्रमों के प्रशासन, ट्र ैकिं ग, रिपोर्टिंग, असाइनमेंट और वितरण के प्रबंधन में सहायता करे गा। संस्थानों में हितधारकों के लिए प्रशिक्षण, सीखने और विकास कार्यक्रम। यह पहल एनईपी 2020 के डिजिटल लर्निंग के एक्शन प्वाइंट नंबर DI अनुरूप भी है। इससे पहुंच में भी सुधार होगा और राज्य में उच्च शिक्षण संस्थानों की भविष्य की तैयारी सुनिश्चित होगी ।
(iii) Ms CSC SPV द्वारा प्रस्तावित एक अन्य प्रमुख पहल राज्य के 300 उच्च शिक्षण संस्थानों में छात्र संसाधन कें द्रों (Student Resource Centre) की स्थापना है। ये Student Resource Centre U को न के वल नाममात्र की लागत पर आवश्यक छात्र सेवाएँ प्रदान करें गे, बल्कि Ma CSC SPV द्वारा नियुक्त लर्निंग को-ऑर्डिनेटर भी होंगे। ये समन्वयक 400 गतिविधियों में छात्रों और संकाय सदस्यों की सहायता करें गे, ABC-NAD और ई-समर्थ के कार्यान्वयन में सहायता प्रदान करें गे और उच्च शिक्षण संस्थानों द्वारा आवश्यक आईसीटी से संबंधित सहायता के लिए तकनीकी संसाधन कर्मियों के रूप में कार्य करें गे। समिति इस बात से सहमत है कि M/s CSC SPV द्वाराप्रदान किया गया यह मानव संसाधन आईसीटी हस्तक्षेपों के कार्यान्वयन के लिए आवश्यक होगा ।
(iv) इसके अलावा M/s CSC SPV उच्च एवं तकनीकी शिक्षा विभाग में एक पांच (5) सदस्य कार्यक्रम प्रबंधन इकाई (PMU) स्थापित करने का प्रस्ताव करता है, जिसमें प्रोजेक्ट लीड, प्रोजेक्ट मैनेजर, वरिष्ठ डेवलपर और डेवलपर्स शामिल हैं, जो LMS और सभी पोर्टल के नियमित रखरखाव के लिए सहायता, निगरानी और तकनीकी सहायता प्रदान करें गे ।
(v) वेतन सत्यापन और निर्धारण के संदर्भ में, समिति इस बात से सहमत है कि यह विभाग के लिए लंबे समय से चली आ रही समस्या रही है और इसके कारण वास्तविक कर्मचारियों को लाभ के वितरण में कई कानूनी जटिलताओं में देरी हुई है। विभाग ने पोर्टल की शुरुआत के साथ फास्ट ट्र ैक लाभ, पारदर्शिता में सुधार, Physical Touch Points को कम करने और कानूनी मामलों के सौहार्दपूर्ण निबटारा को सक्षम करने की परिकल्पना की है ।
(vi) उच्च एवं तकनीकी शिक्षा विभाग के लिए कॉमन डिजिटल प्लेटफॉर्म के संदर्भ में, छात्रों, शिक्षकों, अधिकारियों और अन्य हितधारकों के लिए सूचना का एकल बिंदु स्थापित करने के लिए उच्च एवं तकनीकी शिक्षा विभाग का दीर्घकालिक दृष्टिकोण रहा है। कॉमन डिजिटल प्लेटफॉर्म के विकास से उच्च एवं तकनीकी शिक्षा विभाग अपनी सभी छात्रवृत्ति / फे लोशिप योजनाओं, प्रवेश और अन्य शैक्षणिक गतिविधियों के बारे में जानकारी, विश्वविद्यालयों और अंगीभूत महाविद्यालयों की वेबसाइटों के साथ जुड़ाव की मेजबानी करने में सक्षम होगा। यह सूचनाओं के तेजी से प्रसार में भी मददगार होगा। (vii) निजी विश्वविद्यालय प्रबंधन पोर्टल के संदर्भ में, उच्च एवं तकनीकी शिक्षा विभाग एक निजी विश्वविद्यालय अधिनियम बनाने की प्रक्रिया में है, जो राज्य सरकार को सकल नामांकन अनुपात, Access और उच्च शिक्षण संस्थानों की भविष्य की तैयारी में सुधार के लिए नए निजी विश्वविद्यालय स्थापित करने में सक्षम बनाएगा। निजी विश्वविद्यालयों का पोर्टल आवेदन, जांच, अनुमोदन और शिकायत प्रबंधन प्रक्रिया में पूरी पारदर्शिता बनाए रखना सुनिश्चित करे गा ।16 झारखण्ड गजट (असाधारण) निनवार, 28 शसतम्बर, 2024 (viii) मुख्यमंत्री फे लोशिप पोर्टल के संदर्भ में, उच्च एवं तकनीकी शिक्षा विभाग ने छात्रों के बीच उच्च एवं तकनीकी शिक्षा को बढ़ावा देने, उच्च शिक्षण संस्थानों स्तर पर शोध को प्रोत्साहित करने और महिला छात्रों के बीच तकनीकी शिक्षा को प्रोत्साहित करने के लिए मुख्यमंत्री फे लोशिप फॉर एके डमिक एक्सीलेंस योजना नामक एक व्यापक छात्रवृत्ति-सह-फे लोशिप योजना भी तैयार की है। पोर्टल पूरी पारदर्शिता, Access में आसानी और तेज Turn around Time (TaT) सुनिश्चित करे गा। यह एनईपी 2020 के शैक्षणिक अनुसंधान और अंतर्राष्ट्र ीयकरण के एक्शन प्वाइंट नंबर R। के अनुरूप भी है । (ix) अपेन्टीस प्रबंधन पोर्टल के संदर्भ में समिति का मंतव्य है कि राज्य के विभिन्न विश्वविद्यालयों / महाविद्यालयों तथा विभागान्तर्गत अन्य संस्थानों में अप्रेन्टीस प्रशिक्षुओं का चयन करते हुए उन्हें प्रशिक्षित किया जाना है। उक्त प्रशिक्षुओं के चयन प्रक्रिया को स्वचालित करने हेतु अपेन्टीस प्रबंधन पोर्टल की आवश्यकता है। समिति का मंतव्य है कि अप्रेन्टीस प्रबंधन पोर्टल विभाग के लिए

ीी (x) वित्त रहित कॉलेज अनुदान पोर्टल के संदर्भ में, बिना किसी डिजिटल हस्तक्षेप के अनुदान प्राप्त करने की मौजूदा प्रक्रिया में न के वल समय लग रहा है, बल्कि निरीक्षण और सत्यापन के कई स्तर भी हैं। पोर्टल उचित आवेदन ट्र ैकिं ग, परियोजना प्रबंधन और कॉलेजों को अनुदान का वितरण सुनिश्चित करे गा। इससे यह भी सुनिश्चित होगा कि विभाग के पास सभी अनुदानों के संबंध में जानकारी का एकल बिंदु स्रोत आसानी से उपलब्ध हो ।
(xi) ABC/NAD और ई-समर्थ कार्यान्वयन के संदर्भ में उच्च एवं तकनीकी शिक्षा विभाग ने राज्य उच्च शिक्षण संस्थानों और छात्रों को अकादमिक बैंक ऑफ क्रे डिट (ABC) और नेशनल एके डमिक डिपॉजिटरी (NAD) पर ऑनबोर्डिंग करके चार साल के अंडरग्रेजुएट प्रोग्राम (एफवाईयूजीपी) को सक्षम और सुविधाजनक बनाने की परिकल्पना की है। यह Learner Centric Education के एक्शन पॉइंट नंबर 12 और नंबर 13 के अनुरूप है। M/s CSC SPV द्वारा प्रस्तावित एक प्रमुख पहल राज्य के 289 उच्च शिक्षण संस्थानों में छात्र संसाधन कें द्रों (Student Resource Centre) की स्थापना है। ये Student Resource Centre छात्रों को न के वल Nominal लागत पर आवश्यक छात्र सेवाएं प्रदान करें गे, बल्कि 05 वर्षों के लिए M/s CSC SPV द्वारा नियुक्त Learning Co-ordinators भी होंगे। ये समन्वयक 400 से अधिक गतिविधियों में छात्रों और संकाय सदस्यों की सहायता करें गे. ABC-NAD और ई-समर्थ के कार्यान्वयन में सहायता प्रदान करें गे, उच्च शिक्षण संस्थानों द्वारा आवश्यक आईसीटी से संबंधित सहायता के लिए तकनीकी संसाधन कर्मियों के रूप में कार्य करें गे ।
(xii) समिति का निष्कर्ष ः
• समिति ने M/s CSC SPV द्वारा प्रस्तावित लागत ब्रेकअप का मूल्यांकन किया और निष्कर्ष निकाला कि आईसीटी सेवाओं के लिए उद् धृत Man-monthly लागत टीयर 1 (ए) सूचीबद्ध विक्रे ताओं के लिए NICSI द्वारा अनुसमर्थित Man-monthly लागत से अधिक नहीं है ।
• M/s CSC SPV द्वारा विकसित किए जाने वाले सभी एप्लिके शन, सिस्टम और पोर्टल को झारखण्ड सरकार के राज्य डेटा कें द्र (एसडीसी) पर होस्ट किया जा सकता है। यदि एसडीसी पर होस्टिंग संभव नहीं है, तो M/s CSC SPV या तो अपने स्वयं के डाटा सेंटर पर या प्रस्ताव में दरों के अनुसार किसी भी MeiTY empanelled cloud सेवा प्रदाता पर पोर्टलों की Hosting कर सकता है । • SMS सेवाओं के लिए, राज्य सरकार के गेटवे का उपयोग किया जा सकता है और यदि व्यवहार्य नहीं है तो M/s CSC SPV द्वारा प्रस्ताव में विस्तृत दर के अनुसार SMS सेवाएँ प्रदान की जाएं गी । • उपरोक्त सभी कारकों पर विचार करते हुए समिति अनुशंसा करती है कि उच्च एवं तकनीकी शिक्षा विभाग आईसीटी सेवाएं प्राप्त करने के लिए उपयुक्त विकल्प के रूप में M/s. CSC SPV पर विचार कर सकता है ।
22. अतः CSC e-Governance Services India Ltd (CSC SPV) के द्वारा उपलब्ध कराये गये प्रस्ताव एवं विभागीय समिति की अनुशंसा के आलोक में-17 झारखण्ड गजट (असाधारण) निनवार, 28 शसतम्बर, 2024 उच्च एवं तकनीकी शिक्षा विभागान्तर्गत Development, Maintenance, Hosting and Implementation of Various Portals (Pay Fixation & Verification System, Learning Management system, Centralized Portal for the DHTE-GoJ, Private University Management Portal, AnudaanVittRahit Colleges Portal, CM Fellowship Application Portal and Apprenticeship Management Portal); Implementation of NAD/ABC as per NEP 2020, Learning Management System and e-Samarth ERP System through CSC Learning Coordinators; and providng necessary support for Digital Governance in Universities and Colleges of Jharkhand के लिए CSC e-Governance Services India Limited के लिए वित्तीय नियमावली के नियम 235 को शिथिल करते हुए नियम 245 के अधीन M/s CSC e-Governance Services India Limited का मनोनयन के आधार पर चयन किया जाता है ।
23. M/s. CSC SPV के प्रस्ताव में उल्लेखित M/s CSC SPV के द्वारा क्रियान्वित किए जाने वाले विभिन्न कार्य (उपयु र्क्त कं डिका 16) तथा Timeline (उपयु र्क्त कं डिका 17) के आलोक में M/s. CSC SPV को निम्नविवरणी के अनुसार कु ल रु0 20,95,40,640/- (बीस करोड़ पंचानवे लाख चालीस हजार छः सौ चालीस रूपये) (कर अतिरिक्त) की स्वीकृ ति निम्नवत प्रदान की जाती है ः -

e. All the applications will be hosted on the State Data Center, Jharkhand. The Department of IT & e- Governance, Government of Jharkhand sought certain compliances from CSC-SPV for hosting the applications on the State Data Centre. The compliances required by the Department of IT & e-Governance, Government of Jharkhand and response of CSC-SPV vide its letter no.- 23/08/04/JH dated 10/08/2023 is as follows:-
(i) Only virtual/ containerizations environment is available at JH-SDC for deployment of application.

(ii) Latest platform/ technology/ tool is recommended for application development so that the necessary hosting infrastructure may be in-line with the JH-SDC.

(iii) Application which has to be hosted on the JH-SDC should be in compliance of Guideline for Indian Government Website (GIGW).

(iv) Security audit of the application is mandatory before hosting of application in JH-SDC.

, 18 नवम्बर, 2016 (v) Source Code and Intellectual Property Rights (IPR) of the application should be in the name of Department of Higher and Technical Education, Government of Jharkhand.

CSC-SPV Response 5: Source codes of the applications shall be deployed and handed over to the department by CSC SPV, IPR may be further applied by the Department of Higher and Technical Education.
(vi) Compliance of periodic security audit is mandatory.
CSC-SPV Response 6: Accepted
(vii) Any specific software which is not available in JH-SDC could not be provided.
CSC-SPV Response 7: CSC-SPV shall procure if need arise and shall be responsible till the O & M period i.e. 05 years.
Hence, CSC-SPV has accepted the required compliances of Department of IT & e-Governance, Government of Jharkhand for hosting the Portals on Jharkhand State data center.
Also, the SMS gateway shall be provided by the Department of Information Technology and e- Governance, Government of Jharkhand.
f. अतः कुल रु0 20,95,40,640/- (बीस करोड़ पंचानवेलाख चालीसहजार छः सौचालीस रूपये) (कर अतिरिक्त) पर प्रषासनिक स्वीकृति प्रदान की जात ीहै।
g. M/s. CSC SPV को उपर्युक्त कंंंंंडिका 19 म ेंउल्लेखित Payment Milestone के अनुसार राशि का भुगतान किया जाएगा।
24. प्रस्तावित राशि राज्य योजना अंतर्गत बजट मुख्य शीर्ष-2202-सामान्य शिक्षा, उप मुख्य शीर्ष-03 विश्वविद्यालयों को सहायता, लघु शीर्ष-102-विश्वविद्यालयों को सहायता/796- जनजातीय क्षेत्र उपयोजना, उप शीर्ष-B5-निः शुल्क एवं दू रस्थ शिक्षा, कोचिंग सेन्टर, कार्यशाला, कन्सलटेंसी, द्वितीय पाली कक्षा नैक अनुसंधान, परिमार्जन के न्द्र एवं वित्त रहित संस्थानों को अनुदान अंतर्गत उपबंधित राशि से विकलनीय होगा।
25. M/s. CSC SPV, विभिन्न विश्वविद्यालयों तथा विभाग के मध्य एक Memorandum of Understanding (MoU) हस्ताक्षरित किया जाएगा, जो अनुलग्नक-1 के रूप में संलग्न है।
26. प्रस्ताव पर दिनाक-19.06.2024 को सम्पन्न मंत्रिपरिषद की बैठक में मद संख्या-01 के रूप में स्वीकृ तिप्रदान की गयी है।
