अ(cid:218)याय-01

(cid:292)ारि(cid:224)भक(cid:551)

1. सं(cid:879)(cid:162)(cid:220)त शीष(cid:91)क एवं (cid:292)ार(cid:224)भ:-

(i) यह (cid:467)नयमावल(cid:547) ''झारख(cid:214)ड भू-गभ(cid:91) जल सेवा (cid:467)नयमावल(cid:547), 2023'' कह(cid:547) जायेगी । (ii) यह झारख(cid:214)ड राजप(cid:287) म(cid:581) (cid:292)काशन क(cid:551) (cid:467)त(cid:876)थ से स(cid:224)पूण(cid:91) झारख(cid:214)ड रा(cid:207)य म(cid:581) (cid:292)भावी होगी ।2 झारख(cid:214)ड गजट (असाधारण) बुधवार, 27 नव(cid:224)बर, 2024 2. प(cid:464)रभाषाएँ:-

इस (cid:467)नयमावल(cid:547) म(cid:581) जब तक कोई बात, (cid:874)वषय या (cid:292)संग म(cid:581) अ(cid:219)यथा खासकर व(cid:872)ण(cid:91)त न हो, (i) रा(cid:207)य से अ(cid:871)भ(cid:292)ेत है, झारख(cid:214)ड रा(cid:207)य

(ii) संवग(cid:91) से अ(cid:871)भ(cid:292)ेत है ''झारख(cid:214)ड भू-गभ(cid:91) जल सेवा संवग(cid:91)''

(iii) (cid:467)नयुि(cid:200)त (cid:292)ा(cid:876)धकार से अ(cid:871)भ(cid:292)ेत है झारख(cid:214)ड के रा(cid:207)यपाल

(iv) 'आयोग' से अ(cid:871)भ(cid:292)ेत है झारख(cid:214)ड लोक सेवा आयोग,

(v) 'स(cid:871)म(cid:467)त' से अ(cid:871)भ(cid:292)ेत है इस (cid:467)नयमावल(cid:547) के अंतग(cid:91)त ग(cid:465)ठत (cid:874)वभागीय (cid:292)ो(cid:219)न(cid:467)त स(cid:871)म(cid:467)त । (vi) '(cid:467)नदेशालय' से अ(cid:871)भ(cid:292)ेत है भू-गभ(cid:91) जल (cid:467)नदेशालय ।

(vii) 'रा(cid:207)यपाल' से अ(cid:871)भ(cid:292)ेत है झारख(cid:214)ड के रा(cid:207)यपाल,

(viii) 'अनुसूची' से अ(cid:871)भ(cid:292)ेत है इस (cid:467)नयमावल(cid:547) के साथ संल(cid:202)न अनुसूची ।

(ix) '(cid:874)वभाग' से अ(cid:871)भ(cid:292)ेत है जल संसाधन (cid:874)वभाग ।

(x) 'रा(cid:207)य सरकार' से अ(cid:871)भ(cid:292)ेत है झारख(cid:214)ड सरकार ।

(xi) का(cid:871)म(cid:91)क, (cid:292)शास(cid:467)नक सुधार तथा राजभाषा (cid:874)वभाग से अ(cid:871)भ(cid:292)ेत है का(cid:871)म(cid:91)क, (cid:292)शास(cid:467)नक सुधार तथा राजभाषा (cid:874)वभाग, झारख(cid:214)ड सरकार ।

अ(cid:218)याय-02

3. सेवा का गठन ः-

3.1 यह सेवा झारख(cid:214)ड भू-गभ(cid:91) जल सेवा के (cid:510)प म(cid:581) जानी जायेगी तथा इस संवग(cid:91) म(cid:581) काय(cid:91)रत सभी पदा(cid:876)धकार(cid:547) इसके सद(cid:232)य ह(cid:585)ग(cid:581)।

3.2 यह सेवा अपर मु(cid:201)य स(cid:876)चव/(cid:292)धान स(cid:876)चव/स(cid:876)चव, जल संसाधन (cid:874)वभाग के (cid:292)शास(cid:467)नक (cid:467)नयं(cid:287)ण के अंतग(cid:91)त होगी, िजसके (cid:874)वभागा(cid:218)य(cid:162) (cid:467)नदेशक, भू-गभ(cid:91) जल (cid:467)नदेशालय ह(cid:585)गे तथा तकनीक(cid:551) (cid:467)नयं(cid:287)ण अ(cid:871)भयंता (cid:292)मुख-II ((cid:292)भार(cid:547) लघु (cid:871)संचाई (cid:292)(cid:162)े(cid:287) ) का होगा ।

3.3 इस (cid:467)नयमावल(cid:547) के (cid:292)वृ (cid:419) होने के पूव(cid:91) से अ(cid:218)याय-03 म(cid:581) व(cid:872)ण(cid:91)त पद(cid:585) पर (cid:467)नयु(cid:200)त एवं काय(cid:91)रत पदा(cid:876)धकार(cid:547) (cid:232)वतः इस सेवा म(cid:581) शा(cid:871)मल समझे जाय(cid:581)गे ।

3.4 भूगभ(cid:91) शा(cid:232)(cid:287)ी/ भूभौ(cid:467)तक(cid:551) शा(cid:232)(cid:287)ी/ भूगभ(cid:91) जलवे(cid:419)ा का कु ल 05 नए पद सृ िजत (cid:873)कये गये है िजसपर (cid:292)शासी पदवग(cid:91) स(cid:871)म(cid:467)त तथा मं(cid:466)(cid:287)प(cid:464)रषद क(cid:551) (cid:232)वीकृ (cid:467)त (cid:292)ा(cid:220)त है। भूगभ(cid:91) शा(cid:232)(cid:287)ी/भूभौ(cid:467)तक(cid:551) शा(cid:232)(cid:287)ी/ भूगभ(cid:91) जलवे(cid:419)ा का कु ल 05 पद झारख(cid:214)ड रा(cid:207)य गठन के पूव(cid:91) से सृ िजत है। इस (cid:292)कार, भूगभ(cid:91) शा(cid:232)(cid:287)ी/ भूभौ(cid:467)तक(cid:551) शा(cid:232)(cid:287)ी/ भूगभ(cid:91) जलवेाा का कु ल 10 (cid:232)वीकृ त बल है ।झारख(cid:214)ड गजट (असाधारण) बुधवार, 27 नव(cid:224)बर, 2024 3 अ(cid:218)याय-03

4. संवग(cid:91) का गठन

4.1 मूल वेतनमान ् का पदः- भू-गभ(cid:91) शा(cid:232)(cid:287)ी/ जलवे(cid:419)ा/भू-भौ(cid:467)तक(cid:551) शा(cid:232)(cid:287)ी/रसायन शा(cid:232)(cid:287)ी/रसायन (cid:874)व(cid:230)लेषक का वेतनमान ्

4.2 उप (cid:467)नदेशक का वेतनमान:-

वेतनमानः-67700-208700 लेवल-11

4.3 (cid:467)नदेशक का वेतनमान:-

वेतनमान:-123100-215900 लेवल-13

अ(cid:218)याय-04

भ(cid:419)(cid:568)

5. भ(cid:419)(cid:568)र् के (cid:304)ोतः-य(cid:465)द अ(cid:219)यथा उपबं(cid:876)धत न हो इस सेवा म(cid:581) (cid:467)न(cid:224)न (cid:304)ोत(cid:585) से भत(cid:568)र् क(cid:551) जायेगी:-

(i) (cid:467)नयमावल(cid:547) के अ(cid:218)याय-05 के अनुसार सीधी भत(cid:568)र् (cid:622)वारा,

(ii) (cid:467)नयमावल(cid:547) के अ(cid:218)याय-06 के अनुसार (cid:292)ो(cid:219)न(cid:467)त (cid:622)वारा।

6. आर(cid:162)णः- (cid:467)नयुि(cid:200)त एवं (cid:292)ो(cid:219)न(cid:467)त म(cid:581) रा(cid:207)य सरकार (cid:622)वारा समय-समय पर (cid:874)व(cid:465)हत आर(cid:162)ण (cid:292)ावधान लागू ह(cid:585)गे।

7. आयोग के (cid:871)लये (cid:464)रि(cid:200)तय(cid:585) के (cid:467)नधा(cid:91)रण तथा उसे अ(cid:876)धसू(cid:876)चत करने के संबंध म(cid:581):-

(cid:874)वभाग (cid:292)(cid:215)येक कै ले(cid:219)डर वष(cid:91) म(cid:581) 1 जनवर(cid:547) को उसी वष(cid:91) म(cid:581) सीधी भत(cid:568) तथा (cid:292)ो(cid:219)न(cid:467)त से भरे जाने वाल(cid:547) (cid:464)रि(cid:200)तय(cid:585) क(cid:551) सं(cid:201)या (cid:467)नधा(cid:91)(cid:464)रत करेगा, िजसके आधार पर सीधी भत(cid:568) हेतु अ(cid:876)धयाचना ग(cid:465)ठत कर आयोग को भेजी जायेगी ।4 झारख(cid:214)ड गजट (असाधारण) बुधवार, 27 नव(cid:224)बर, 2024

सीधी भ(cid:419)(cid:568)

8. उ(cid:296) सीमा:-(i) सीधी भत(cid:568) के (cid:871)लए उ(cid:224)मीदवार को, अ(cid:876)धयाचना वष(cid:91) क(cid:551) 1ल(cid:547) अग(cid:232)त को कम से कम 22 वष(cid:91) का होना चा(cid:465)हए ।

(ii) अ(cid:876)धकतम उ(cid:296) ् र सीमा का(cid:871)म(cid:91)क, (cid:292)शास(cid:467)नक सुधार तथा राजभाषा (cid:874)वभाग, झारख(cid:214)ड राची के (cid:622)वारा समय-समय पर सीधी (cid:467)नयुि(cid:200)त हेतु (cid:467)नधा(cid:91)(cid:464)रत अ(cid:876)धकतम उ(cid:296) सीमा के अनु(cid:510)प होगा ।

9. शै(cid:162)(cid:872)णक अहाार्:- कोई (cid:229)यि(cid:200)त (cid:467)नयुि(cid:200)त का पा(cid:287) तभी होगा जब वह (cid:874)व(cid:871)भ(cid:219)न पद(cid:585) के (cid:871)लए (cid:467)न(cid:224)न(cid:510)पेण अहाार् धारण करता हो:-

(i) भू-गभ(cid:91) शा(cid:232)(cid:287)ी:-

(cid:873)कसी मा(cid:219)यता (cid:292)ा(cid:220)त (cid:874)व(cid:230)व(cid:874)व(cid:622)यालय से भू-गभ(cid:91)शा(cid:232)(cid:287) म(cid:581) (cid:232)नााकोार ((cid:219)यूनतम (cid:622)(cid:874)वतीय (cid:302)ेणी) या ए(cid:220)लायड भू-गभ(cid:91) शा(cid:232)(cid:287) म(cid:581) (cid:622)(cid:874)वतीय (cid:302)ेणी से (cid:232)नातकोार ।

(ii) भू-भौ(cid:467)तक शा(cid:232)(cid:287)ी:-

(cid:873)कसी मा(cid:219)यता (cid:292)ा(cid:220)त (cid:874)व(cid:230)व(cid:874)व(cid:622)यालय से भू-भौ(cid:467)तक शा(cid:232)(cid:287) (Geo Physics) म(cid:581) (cid:219)यूनतम (cid:622)(cid:874)वतीय (cid:302)ेणी से (cid:232)नातकोेार (M.Sc) या ए(cid:220)लायड भू-भौ(cid:467)तक शा(cid:232)(cid:287) (Applied Geophysics) म(cid:581) (cid:219)यूनतम (cid:622)(cid:874)वतीय (cid:302)ेणी से (cid:232)नातकोार ।

(iii) भू-गभ(cid:91)जलवे(cid:419)ा:-(cid:873)कसी मा(cid:219)यता (cid:292)ा(cid:220)त (cid:874)व(cid:230)व(cid:874)व(cid:622)यालय से भू-गभ(cid:91) शा(cid:232)(cid:287) म(cid:581) (cid:219)यूनतम (cid:622)(cid:874)वतीय (cid:302)ेणी म(cid:581) (cid:232)नातकोार (M.Sc) अथवा 'ए(cid:220)लायड िजयोलाजी' म(cid:581) (cid:219)यूनतम (cid:622)(cid:874)वतीय (cid:302)ेणी म(cid:581) (cid:232)नातकोार अथवा भू-गभ(cid:91) जल (cid:874)व(cid:163)ान म(cid:581) (cid:219)यूनतम (cid:622)(cid:874)वतीय (cid:302)ेणी से (cid:232)नातकोार अथवा 'ए(cid:220)लायड भू-गभ(cid:91) जल (cid:874)व(cid:163)ान' म(cid:581) (cid:219)यूनतम (cid:622)(cid:874)वतीय (cid:302)ेणी से (cid:232)नातकोार ।

(iv) रसायन शा(cid:232)(cid:287)ी/रासायन (cid:874)व(cid:230)लेषक:-

(cid:873)कसी मा(cid:219)यता (cid:292)ा(cid:220)त (cid:874)व(cid:230)व(cid:874)व(cid:622)यालय से रसायन शा(cid:232)(cid:287) म(cid:581) (cid:219)यूनतम (cid:622)(cid:874)वतीय (cid:302)ेणी म(cid:581) (cid:232)नातकोार (M.Sc) ।

10. सीधी भत(cid:568)र् क(cid:551) (cid:292)(cid:873)(cid:272)या:-

आयोग (cid:292)(cid:467)तयो(cid:876)गता पर(cid:547)(cid:162)ा से जल संसाधन (cid:874)वभाग, झारख(cid:214)ड सरकार (cid:622)वारा अ(cid:876)धया(cid:876)चत (cid:464)रि(cid:200)तय(cid:585) को इस तरह से (cid:874)व(cid:163)ा(cid:874)पत करेगा (cid:873)क अ(cid:223)यथ(cid:568) (cid:622)वारा (cid:292)ा(cid:220)त आवेदन, सेवा म(cid:581) (cid:467)नयुि(cid:200)त के (cid:467)नयम-6 से 9 के अंतग(cid:91)त यो(cid:202)य हो ।

11. आयोग (cid:622)वारा (cid:292)ा(cid:220)त सभी अह(cid:419)ा(cid:91) पूण(cid:91) करने वाले आवेदन(cid:585) पर (cid:874)वचार (cid:873)कया जायेगा तथा (cid:871)ल(cid:872)खत (cid:292)(cid:467)तयो(cid:876)गता पर(cid:547)(cid:162)ा आयोिजत क(cid:551) जायेगी। पर(cid:547)(cid:162)ा का (cid:232)व(cid:510)प (cid:622)(cid:874)व(cid:232)तर(cid:547)य होगा िजसम(cid:581) (cid:871)ल(cid:872)खत पर(cid:547)(cid:162)ा यथा मु(cid:201)य पर(cid:547)(cid:162)ा एवं सा(cid:162)ा(cid:215)कार (cid:871)लया जायेगा। मु(cid:201)य पर(cid:547)(cid:162)ा के (cid:292)(cid:230)न(cid:585) क(cid:551) (cid:292)कृ (cid:467)त (cid:874)वषय(cid:467)न(cid:231)ठ होगी ।

(i) पर(cid:547)(cid:162)ा हेतु आवेदन(cid:585) क(cid:551) सं(cid:201)या अ(cid:215)य(cid:876)धक होने पर (cid:232)(cid:272)(cid:551)(cid:467)नंग टे(cid:232)ट लेने हेतु आयोग (cid:232)वतं(cid:287) होगा ।

(ii) पर(cid:547)(cid:162)ा के (cid:874)वषय (cid:874)व(cid:871)भ(cid:219)न शाखाओं के पद(cid:585) के (cid:871)लए (cid:467)न(cid:224)न(cid:871)ल(cid:872)खत होग(cid:581):-

(क) भू-गभ(cid:91) शा(cid:232)(cid:287)ी/भू-गभ(cid:91) जलवे(cid:419)ा/भू-भौ(cid:467)तक(cid:551) शा(cid:232)(cid:287)ी:-

पर(cid:547)(cid:162)ा म(cid:581) नह(cid:547)ं जोडे (ग) कं (cid:875)डका-11(ii) (क) एवं (ख) के पर(cid:547)(cid:162)ा प(cid:287) का पा(cid:619)य(cid:272)म (cid:232)प(cid:231)ट एवं (cid:874)व(cid:232)तृत (cid:510)प से एने(cid:200)सर-6 झारख(cid:214)ड गजट (असाधारण) बुधवार, 27 नव(cid:224)बर, 2024 (घ) मु(cid:201)य पर(cid:547)(cid:162)ा म(cid:581) उ(cid:419)ीण(cid:91)ता हेतु सभी को(cid:465)टय(cid:585) के (cid:871)लए कं (cid:875)डका-11(क) I एवं II तथा 11 (ख) I म(cid:581) प(cid:287)वार (cid:219)यूनतम अह(cid:419)ा(cid:91)क, का(cid:871)म(cid:91)क (cid:292)शास(cid:467)नक सुधार तथा राजभाषा (cid:874)वभाग, झारख(cid:214)ड के संक(cid:227)प सं॰-13026 (cid:465)दनांक 27.11.2012 एवं समय-समय पर उ(cid:200)त संक(cid:227)प म(cid:581) (cid:873)कए जाने वाले संशोधन (cid:292)ावधान(cid:585) के अनु(cid:510)प (cid:467)नधा(cid:91)(cid:464)रत (cid:873)कया जायेगा ।

(च) अ(cid:219)तव(cid:568)(cid:162)ा (सा(cid:162)ा(cid:215)कार) के (cid:871)लए जहॉ लागू हो, (cid:871)ल(cid:872)खत पर(cid:547)(cid:162)ा के सम(cid:510)प (cid:219)यूनतम अहाार्ंक (cid:292)ा(cid:220)त करना अ(cid:467)नवाय(cid:91) होगा।

(छ) (cid:467)नयम-11(ii)(क)- IV एवं 11 (ii) (ख)- III म(cid:581) व(cid:872)ण(cid:91)त सामा(cid:219)य अं(cid:274)ेजी एवं सामा(cid:219)य (cid:465)ह(cid:219)द(cid:547) का पा(cid:619)य(cid:272)म मै(cid:465)(cid:282)कु लेशन (cid:232)तर के ह(cid:585)गे ।

(ज) आयोग (cid:622)वारा आयोिजत (cid:871)ल(cid:872)खत पर(cid:547)(cid:162)ा के (cid:292)ा(cid:220)तांक के आधार पर सामा(cid:219)य मेधा सूची तैयार क(cid:551) जायेगी और को(cid:465)टवार (cid:464)र(cid:200)त पद(cid:585) क(cid:551) सं(cid:201)या के 03 गुणा अ(cid:223)य(cid:876)थ(cid:91)य(cid:585) का चयन सा(cid:162)ा(cid:215)कार के (cid:871)लए (cid:873)कया जायेगा ।

12. आयोग (cid:622)वारा अनुशंसा:-

(i) आयोग (cid:871)ल(cid:872)खत पर(cid:547)(cid:162)ा तथा सा(cid:162)ा(cid:215)कार/ अंतव(cid:568)(cid:162)ा म(cid:581) (cid:292)ा(cid:220)त अंक(cid:585) के आधार पर तैयार मेधा सूची से उ(cid:224)मीदवार(cid:585) क(cid:551) ऐसी सं(cid:201)या क(cid:551) अनुशंसा करेगा, जैसी (cid:873)क (cid:874)वभाग (cid:622)वारा अ(cid:876)धयाचना क(cid:551) गई हो ।

(ii) दो या दो से अ(cid:876)धक उ(cid:224)मीदवार(cid:585) को बराबर अंक (cid:292)ा(cid:220)त होने क(cid:551) ि(cid:232)थ(cid:467)त म(cid:581) मेधा सूची म(cid:581) उ(cid:224)मीदवार(cid:585) के उ(cid:296) के आधार पर अ(cid:876)धमानताद(cid:547) जायेगी अथा(cid:91)त ् कम उ(cid:296) के उ(cid:224)मीदवार क(cid:551) तुलना म(cid:581) अ(cid:876)धक उ(cid:296) के उ(cid:224)मीदवार को मेधा सूची म(cid:581) उपर के (cid:232)थान पर रखा जायेगा। (iii) उपयु (cid:91)(cid:200)त कार(cid:91)वाई के बाद भ(cid:419)(cid:568) हेतु अपे(cid:879)(cid:162)त, कार(cid:91)वाई स(cid:162)म (cid:467)नयुि(cid:200)त (cid:292)ा(cid:876)धकार (cid:622)वारा क(cid:551) जायेगी। (cid:873)कसी उ(cid:224)मीदवार या उ(cid:224)मीदवार(cid:585) (cid:622)वारा (cid:467)नधा(cid:91)(cid:464)रत समय-सीमा के अ(cid:219)दर योगदान नह(cid:547)ं देने या अ(cid:219)य कारण(cid:585) से (cid:464)रि(cid:200)तयाँ भर(cid:547) नह(cid:547)ं जा सकने क(cid:551) ि(cid:232)थ(cid:467)त म(cid:581) ऐसी (cid:464)रि(cid:200)तयाँ अगल(cid:547) अ(cid:876)धयाचना के (cid:871)लए अ(cid:274)णीत क(cid:551) जायेगी ।

13. (cid:876)च(cid:873)क(cid:215)सा संबंधी पर(cid:547)(cid:162)ण:-

(cid:292)(cid:215)येक उ(cid:224)मीदवार, िजसका (cid:467)नयुि(cid:200)त हेतु चयन (cid:873)कया गया हो, को (cid:467)नयुि(cid:200)त के समय असै(cid:467)नक श(cid:227)य (cid:876)च(cid:873)क(cid:215)सक/मु(cid:201)य (cid:876)च(cid:873)क(cid:215)सा पदा(cid:876)धकार(cid:547) (cid:622)वारा (cid:467)नग(cid:91)त (cid:876)च(cid:873)क(cid:215)सा (cid:292)माण-प(cid:287) उपल(cid:222)ध कराना होगा ।

संवग(cid:568)य (cid:292)ो(cid:219)न(cid:467)त

14. (cid:292)ो(cid:219)न(cid:467)त:- इस (cid:467)नयम के अधीन (cid:292)ो(cid:219)न(cid:467)त का आधार वर(cid:547)यता-सह-यो(cid:202)यता होगी। सेवा के बे(cid:871)सक गेे्रड के पद से ऊपर के सभी पद(cid:585) यथा उप (cid:467)नदेशक एवं (cid:467)नदेशक को सेवा के सद(cid:232)य(cid:585) से (cid:292)ो(cid:219)न(cid:467)त (cid:622)वारा भरा जायेगा ।

(ii) रसायनशा(cid:232)(cid:287)ी का पद एकल पद है, िजसके (cid:871)लए रसायनशा(cid:232)(cid:287) म(cid:581) (cid:232)नातको(cid:419)र क(cid:551) अहर्त्ता (cid:467)नधा(cid:91)(cid:464)रत क(cid:551) गयी है।

भूगभ(cid:91) शा(cid:232)(cid:287)ी एवं अ(cid:219)य मूल को(cid:465)ट के क(cid:871)म(cid:91)य(cid:585) क(cid:551) आपसी वर(cid:547)यता लोक सेवा आयोग (cid:622)वारा (cid:467)नधा(cid:91)(cid:464)रत वर(cid:547)यता (cid:272)मानुसार एवं का(cid:871)म(cid:91)क (cid:292)शास(cid:467)नक सुधार तथा राजभाषा (cid:874)वभाग (cid:622)वारा (cid:467)नग(cid:91)त संक(cid:227)प/अनुदेश/प(cid:464)रप(cid:287) म(cid:581) (cid:467)न(cid:465)हत (cid:292)ावधान(cid:585) के आलोक म(cid:581) क(cid:551) जायेगी।

(iii) बे(cid:871)सक (cid:274)ेड से उ(cid:205)चतर (cid:274)ेड म(cid:581) (cid:292)ो(cid:219)न(cid:467)त हेतु कोई पदा(cid:876)धकार(cid:547) तब तक अह(cid:91)क नह(cid:547)ं होगा जबतक वह (cid:467)नधा(cid:91)(cid:464)रत (cid:874)वभागीय पर(cid:547)(cid:162)ा उाीण(cid:91) नह(cid:547)ं हो एवं आव(cid:230)यक (cid:292)(cid:871)श(cid:162)ण पूरा नह(cid:547)ं (cid:873)कया हो तथा सेवा संपु(cid:231)ट न ह(cid:585)।

(iv) संवग(cid:568)य (cid:292)ो(cid:219)न(cid:467)त हेतु जनजातीय भाषा क(cid:551) पर(cid:547)(cid:162)ा म(cid:581) उाीण(cid:91)ता आव(cid:230)यक होगी।

(i) झारख(cid:214)ड भू-गभ(cid:91) जल सेवा के उप (cid:467)नदेशक (cid:232)तर के यो(cid:202)य पदा(cid:876)धकार(cid:547)।

(ii) संवग(cid:91) म(cid:581) (cid:292)ो(cid:219)न(cid:467)त हेतु उ(cid:205)चतर '' (cid:274)ेड पे'' क(cid:551) (cid:467)नधा(cid:91)(cid:464)रत अनुमा(cid:219)य कलाव(cid:876)ध पूण(cid:91) हो।

(iii) भू-गभ(cid:91) जल (cid:874)व(cid:163)ान (Hydrogeology) म(cid:581) (cid:232)नातको(cid:419)र उपा(cid:876)ध अ(cid:467)त(cid:464)र(cid:200)त (cid:874)व(cid:871)श(cid:231)ट यो(cid:202)यता मानी जायेगी।

(vi) (cid:292)ो(cid:219)न(cid:467)त के (cid:871)लए रा(cid:207)य सरकार (cid:622)वारा समय-समय पर अवधा(cid:464)रत आर(cid:162)ण (cid:467)नयम/रो(cid:232)टर का अनुपालन आव(cid:230)यक होगा।

(vii) संवग(cid:568)य उ(cid:205)चतर पद(cid:585) पर (cid:292)ो(cid:219)न(cid:467)त फ(cid:551)डर (cid:274)ेड एवं (cid:467)न(cid:224)नतर पद(cid:585) पर (cid:466)बताये गये कालाव(cid:876)ध के अनु(cid:510)प (cid:292)दान (cid:873)कया जायेगा।

(viii) संवग(cid:568)य उ(cid:205)चतर पद(cid:585) पर (cid:292)ो(cid:219)न(cid:467)त हेतु कालाव(cid:876)ध का(cid:871)म(cid:91)क (cid:292)शास(cid:467)नक सुधार तथा राजभाषा (cid:874)वभाग (cid:622)वारा समय-समय पर (cid:467)नग(cid:91)त संक(cid:227)प के अनु(cid:510)प (cid:467)नधा(cid:91)(cid:464)रत होगा।

15. वेतन:- (cid:874)व(cid:871)भ(cid:219)न को(cid:465)ट के पद(cid:585) के (cid:871)लये वह(cid:547) वेतनमान ् होगा जैसा (cid:873)क रा(cid:207)य सरकार (cid:622)वारा (cid:874)व(cid:465)हत (cid:873)कया जायगा या उसके अनु(cid:510)प पुनर(cid:547)(cid:879)(cid:162)त वेतनमान ् समय-समय पर घो(cid:874)षत (cid:873)कया जायेगा। 16. वेतनवृ (cid:622)(cid:876)ध:- वेतनवृ (cid:622)(cid:876)ध हेतु (cid:874)वभागीय पर(cid:547)(cid:162)ा म(cid:581) उ(cid:419)ीण(cid:91) होना अ(cid:467)नवाय(cid:91) होगा।

18. पर(cid:547)(cid:234)यमान:-

(i) मूल को(cid:465)ट के (cid:464)र(cid:200)त पद(cid:585) पर सेवा म(cid:581) सीधे भाीर् (cid:873)कए गए पदा(cid:876)धकार(cid:547) दो वष(cid:574) तक प(cid:464)र(cid:234)यमान रह(cid:581)गे ।

(ii) प(cid:464)रवी(cid:234)यमान अव(cid:876)ध म(cid:581) सेवा संतोष(cid:292)द नह(cid:547)ं रहने क(cid:551) ि(cid:232)थ(cid:467)त म(cid:581) ऐसी अव(cid:876)ध को एक वष(cid:91) के (cid:871)लए बढ़ाया जा सके गा, िजसके उपरांत सेवा असंतोष(cid:292)द रहने क(cid:551) ि(cid:232)थ(cid:467)त म(cid:581) ऐसे पदा(cid:876)धकार(cid:547) क(cid:551) सेवा समा(cid:220)त करने हेतु समु(cid:876)चत (cid:467)नण(cid:91)य (cid:871)लया जाएगा ।

19. स(cid:224)पुि(cid:231)ट:-

(i) प(cid:464)रवी(cid:234)यमान कम(cid:568) को उसके पद पर (cid:232)थायी पद उपल(cid:222)ध रहने पर स(cid:224)पु(cid:231)ट (cid:873)कया जाएगा । (क) (cid:874)व(cid:465)हत प(cid:464)रवी(cid:162)ा अव(cid:876)ध सफलता पूव(cid:91)क स(cid:224)प(cid:219)न क(cid:551) हो ।

(ख) (cid:874)व(cid:465)हत (cid:874)वभागीय पर(cid:547)(cid:162)ाएँ उ(cid:419)ीण(cid:91) एवं आव(cid:230)यक (cid:292)(cid:871)श(cid:162)ण (cid:292)ा(cid:220)त हो जाए। (cid:874)वभागीय पर(cid:547)(cid:162)ा के (cid:871)लए पा(cid:619)य(cid:272)म वह(cid:547) होगा, जो अ(cid:218)याय-07 म(cid:581) (cid:874)व(cid:465)हत है ।

(ग) सरकार संतु(cid:231)ट हो जाए (cid:873)क वह स(cid:224)पुि(cid:231)ट के (cid:871)लए सव(cid:91)था यो(cid:202)य है ।

(ii) सेवा स(cid:224)पु(cid:231)ट होने के प(cid:230)चात ् पर(cid:547)(cid:234)यमान अव(cid:876)ध स(cid:224)पूण(cid:91) सेवा अव(cid:876)ध म(cid:581) सि(cid:224)म(cid:871)लत क(cid:551) जायेगी ।

20. (cid:292)(cid:871)श(cid:162)णः-इस सेवा के सद(cid:232)य को रा(cid:207)य के भीतर अथवा बाहर ऐसी अव(cid:876)ध के (cid:871)लये (cid:292)(cid:871)श(cid:162)ण पूरा करना होगा, जो रा(cid:207)य सरकार (cid:622)वारा (cid:874)व(cid:465)हत (cid:873)कया जाय ।

अ(cid:218)याय-09

21. (cid:162)े(cid:287) के काय(cid:91) के संबंध म(cid:581):-

रा(cid:207)य सरकार को इस सेवा के (cid:873)कसी सद(cid:232)य को पद(cid:232)था(cid:874)पत करने या उसक(cid:551) वर(cid:547)यता के अनु(cid:510)प गैर संवग(cid:568)य पद पर (cid:292)(cid:467)त(cid:467)नयुि(cid:200)त करने क(cid:551) शि(cid:200)त (cid:467)न(cid:465)हत होगी जो आव(cid:230)यकता आधा(cid:464)रत होगा एवं (cid:874)वशेष प(cid:464)रि(cid:232)थ(cid:467)त म(cid:581) (cid:874)वभागीय (cid:465)हत म(cid:581) (cid:873)कया जायेगा।10 झारख(cid:214)ड गजट (असाधारण) बुधवार, 27 नव(cid:224)बर, 2024 22. सेवा क(cid:551) अ(cid:219)य शोर्:- इस सेवा के संबंध म(cid:581) सेवा क(cid:551) लागू अ(cid:219)य श(cid:419)(cid:566) यथा अनुशास(cid:467)नक कार(cid:91)वाईर्, छु (cid:618)ट(cid:547), सेवा(cid:467)नवृ (cid:467)त लाभ(cid:585) इ(cid:215)या(cid:465)द जो इस (cid:467)नयमावल(cid:547) (cid:622)वारा आ(cid:205)छा(cid:465)दत नह(cid:547)ं है, रा(cid:207)य सरकार के क(cid:871)म(cid:91)य(cid:585) तथा पदा(cid:876)धका(cid:464)रय(cid:585) के (cid:871)लये का(cid:871)म(cid:91)क, (cid:292)शास(cid:467)नक सुधार तथा राजभाषा (cid:874)वभाग एवं (cid:874)वा (cid:874)वभाग (cid:622)वारा (cid:467)नग(cid:91)त संगत (cid:467)नयमाव(cid:871)लय(cid:585), अनुदेश(cid:585) एवं संगत (cid:467)नण(cid:91)य(cid:585) (cid:622)वारा शा(cid:871)सत ह(cid:585)गी।

23. क(cid:465)ठनाईय(cid:585) का (cid:467)नराकरणः- इस (cid:467)नयमावल(cid:547) के (cid:873)(cid:272)याि(cid:219)वत करने म(cid:581) होने वाल(cid:547) क(cid:465)ठनाई/क(cid:465)ठनाईय(cid:585) का (cid:467)नराकरण जल संसाधन (cid:874)वभाग (cid:622)वारा राजप(cid:287) म(cid:581) अ(cid:876)धसू(cid:876)चत आदेश (cid:622)वारा (cid:873)कया जाएगा ।

24. (Misc)-05-04/2012--In exercise of powers conferred by the provison to Article 309 of "The Constitution of India", the Governor of Jharkhand is hereby pleased to make the following rules to regulate the mode of recruitment and conditions of service, pay, allowance and promotion of the persons appointed to the Jharkhand Ground Water Service.

JHARKHAND GROUND WATER SERVICES RULES, 2023

CHAPTER - I

GENERAL

1. Short title and commencement:-

(i) These Rules may be called the "Jharkhand Ground Water Services Rules, 2023" (ii) This will come in to force from the date of Publication of this notification in the official Gazette of Jharkhand and be effective in whole of Jharkhand State.

2. Definitions:-

In these rules, unless there is anything repugnant to the subject,

(i) State means the Jharkhand State.

(ii) 'Cadre' means the Jharkhand Ground Water Services Cadre.

(iii) Appointing Authourity means Governor of Jharkhand.

(iv) 'Commission' means the Jharkhand Public Service Commission.

(v) 'Committee' means the Departmental Promotion Committee constituted under this rule.

(vi) 'Directorate' means the Directorate of Ground Water.

(vii) 'Governor' means the Governor of Jharkhand.

(viii) 'Schedule' means a Schedule appended to these Rules.

(xi) 'Department' means Water Resources Department.

(x) 'State Government' means the Government of Jharkhand.

(xi) Personnel, Administrative Reform and Rajbhasha Department means Personnel, Administrative Reform and Rajbhasha Department, Government of Jharkhand.

CHAPTER - II

3. Constitution of the Services :-

3.1 This Service shall be known as Jharkhand Ground Water Service and officers working in this cadre shall be member of the service.

3.2 This cadre shall be under the administrative control of Aditional Chief Secretary/ Principal Secretary/ Secretary, Water Resources Department. The Director, Ground Water Directorate shall be the Head of the Department for this cadre and will be under the technical control of Engineer-in-Chief-II (In-charge of Minor Irrigation Sector).

3.3 The officer appointed and working prior to the enforcement of these Rules shall be deemed to be automatically included in this Service.

3.4 Total 05 new posts of Geologist/ Geophysicist/ Hydrogeologist/ have been created, which is approved by the Prashashi Padwarg Committee and by the Cabinet. Total 05 posts of Geologist/ Geophysicist/ Hydrogeologist were created before the creation of the Jharkhand state. Hence total nos. of posts of Geologist/ Geophysicist/ Hydrogeologist is 10.

CHAPTER - III

4. COMPOSITION OF THE CADRE

4.1 Pay scale of basic grade posts: - Geologist/ Hydrogeologist/ Geophysicist/ Chemist/ Chemical Analyst,

Pay Scale: - 47600-151100, Level-8

4.2 Pay Scale of Deputy Directors: -

Pay Scale: - 67700-208700, Level-11

4.3 Pay Scale of Director: -

Pay Scale: - 123100-215900, Level-13

CHAPTER - IV

RECRUITMENT

5. Sources of recruitment: - Save as otherwise provided recruitment to the service shall be made:-

(i) By direct recruitment in accordance with chapter-V of the rules,

(ii) By promotion in accordance with the rules prescribed in chapter-VI of the rules.

6. RESERVATION:-

The provision of reservation as prescribed time to time by the State Government, shall be applicable in appointment and promotions.

7. Determination of vacancies and notified the same to the commission:-

In every calendar year, with reference to the 1st day of January, the department shall determine the number of vacancies to be filled up in that year by direct recruitment and by promotion, and the vacancies so determined, requisition for direct appointment shall be sent to the Commission.

CHAPTER - V

DIRECT RECRUITMENT

8. Age Limit: - (i) The minimum age limit shall be 22 years as on the 1st August of the year in which the application for direct recruitment is invited.

(ii) The maximum age limit will be in accordance with the maximum age limit for direct recruitment as determined by the Personnel, Administrative Reforms and Rajbhasha Department from time to time.

9. TECHNICAL QUALIFICATION: - No Person shall be appointed in the various posts of the service unless he/she holds the qualification as prescribed below:-

(i) Geologist: - Minimum 2nd Class M.Sc. Degree in Geology or Applied Geology from a recognised University.

(ii) Geo-Physicist: - Minimum 2nd Class M.Sc Degree in Geo-physics or Applied Geo- Physics from a recognised University.

(iii) Hydro-geologist: - Minimum 2nd Class M.Sc. Degree in Geology or Applied Geology or Hydrology or Applied Hydrology from a recognised University.

(iv) Chemist/Chemical Analyst : - Minimum 2nd Class M.Sc. Degree in Chemistry from any recognised University.

10. Procedure for direct Recruitment:-

The commission shall advertise the number of vacancies to be filled up by direct recruitment in the service as requisitioned by Department of Water Resources, Government of Jharkhand14 झारख(cid:214)ड गजट (असाधारण) बुधवार, 27 नव(cid:224)बर, 2024 in such manner as they deem fit and shall receive applications from candidates eligible under rule- 6 to 9 for the appointment to the service.

11. The Commission shall consider all applications received and shall arrange for a written examination. The examination will consist of two stages such as written examination ie main examination followed by an interview. The nature of questions of main examination will be subjective.

(i) Commission is free to organize screening test to short list applications, if number of applicantions is much more.

(ii) Examination paper for posts of different branches will be as in following table:

(A) Geologist/ Hydro-geologist/ Geophysicist :-

(a) The Minimum Qualifying marks for the subjects of para 11(A) III and IV is 30% which is must. Its marks will not be added in written examination. The general merit list will be prepared on the basis of marks obtained only in the subjects of para 11 (A) I and II.

(B) Chemist/ Chemical Analyst: -

(b) The Minimum Qualifying marks for the subjects of para 11(B) II and III is 30% which is must. Its marks will not be added in written examination. The general merit list will be prepared on the basis of marks obtained only in the subjects of para 11(B) I.

(c) The Syllabus of the Examination Paper for para 11-(ii) (A) and (B) is clearly and elaborately mentioned in annexure – 1.

(d) The Minimum qualifying marks in para 11(A)I,II and 11(B)I for main examination will be decided according to provisions mentioned in resolution No. 13026 dated 27.11.2012 of Personal, Administrative reforms and Rajbhasha Department and will be modified time to time as amendment will be made in that resolution.

(e) Where interview will be applicable, obtaining the minimum qualifying marks will be mandatory like written examination.

(f) The syllabus for General English and General Hindi paper mentioned in Rule – 11(ii) (A)- IV and 11(ii)(B)- III shall be of Matriculation level.

(g) The commission shall prepare a General merit list on the basis of marks obtained in the written examination, and on the basis of number of category wise vacancies, three times candidates of each category shall be selected for interview.

12. RECOMMENDATION BY THE COMMISSION:-

(i) The Commission shall prepare a merit list on the basis of marks obtained in written examination/ interview. From the merit list so prepared the Commission shall recommend such number of candidates as requisitioned by the Department. (ii) In case equal marks being obtained by two or more candidates weightage in the merit list will be given on the basis of the age of the candidate i.e. the candidate of higher age will be placed higher in the merit list as compared to the candidates of lower age.

(iii) After above action the required activity for recruitment will by done by appointment authority. If due to non joining of any candidate or candidates within the prescribed timeline or by any other reason the vacancy not filled up then in that case the vacancy so created will be carried forword for next requisition.

13. MEDICAL EXAMINATION: - Every candidate selected for appointment shall have to produce a Medical certificate issued by Civil Sergeon /Chief Medical officer at the time of appointment.

CHAPTER - VI

CADRE PROMOTION

14. PROMOTION: - Promotion under this Rule shall be strictly as per seniority-cum- eligibility basis. All posts above the basic grade of the Service such as Deputy Director and Director shall be filled up by promotion from the members of the Service.

(i) Qualifying service: - Minimum qualifying service (Kalawdhi) period for promotoion to the post of Deputy Director (Level-11) from the post of Geologist/ Hydro-16 झारख(cid:214)ड गजट (असाधारण) बुधवार, 27 नव(cid:224)बर, 2024 geologist/ Geophysicist/ Chemist/ Chemical Analyst (Level-8) will be 06 years. Also the service should be satisfactory. The promotion to the post of Deputy Director will be given as per category wise merit/gradation list prepared on the basis of entrance examination conducted for the appointment in the basic grade posts.

Minimum qualifying service (Kalawdhi) period for promotoion to the post of Director (Level-13) from the post of Deputy Director (Level-11) will be 10 years. Also the service should be satisfactory.

(ii) Chemist post is single, for which post graduation in chemistry is the eligibility qualification.

Inter seniority of Geologist and other basic cadre employee will be based on gradation determined by the public service commission and provision made in the Resolution/ order /Circular issued by the Personnel Administrative Reforms and Rajbhasha Department .

(iii) No candidate shall be eligible for promotion from the basic grade to the higher grade, unless he/she has passed prescribed Departmental Examination, and has completed the mandatory training and has been confirmed in service.

(iv) For cadre promotion it will be mandatory to pass prescribed Tribal Language examination.

(v) Departmental Promotion Committee:-

(a) The post of Deputy Director shall be filled up by promotion among the officers of Jharkhand Ground Water Service on recommendation of Departmental Promotion Committee duly constituted as per the guidelines of Deptt. of Personnel Administrative Reform and Rajbhasha, Govt. of Jharkhand for the equivalent post from time to time for this purpose.

(b) The post of Director will be filled by the officers of Deputy Director Rank of Ground Water Services on recommendation of Departmental Promotion Committee duly constituted as per the guidelines of Deptt. of Personnel Administrative Reform and Rajbhasha, Govt. of Jharkhand for the equivalent post from time to time for this purpose.

(c) In case suitable and experienced officers of Jharkhand Ground Water Service being not available, the post of Deputy Director/ Director may temporarily be filled up by the Executive Engineer/Superitending Engineer of the Water Resources Department or others State/ Central Govt. Services officer having requisite qualification of Hydrology (as mentioned in point 9 of the notification) and requisite experience in the field of Ground Water Investigation/ Rain Water Harvesting (as mentioned in point 9 of the notification).

(d) Eligibility criteria for promotion to different posts is described below:-

1. Eligibility criterias for promotion to the post of Deputy Director in the Jharkhand Ground Water service: -

(i) Basic Grade officer in the Jharkhand Ground Water Service.

(ii) In addition to the requisite qualification for the appointment on the basic grade post at least six years of experience in the field of Ground Water Investigation/ Rain Water Harvesting.

2. Eligibility criterias for promotion to the post of Director in the Jharkhand Ground Water service: -

(i) Eligible officer of the rank of deputy director in Jharkhand Ground Water Service.

(ii) Requisite qualifying Period (Kalawadhi) for the higher grade Pay must be completed for the Promotion in the cadre.

(iii) Post graduate in Hydrogeology will be considered as Additional Special qualification.

(vi) The rules of reservation/ roster as determined by the State Government for promotion shall essentially be complied.

(vii) Promotion to the higher cader post will be provied in accordance with feeder grade and length of period spent on the lower post.

(viii) For Promotion to Higher posts of the Cader, Qualifying time Period will be detarmined in accourdance with the Resolutions issued by the personnel, Administrative Reforms and Rajbhasha Department from time to time.

15. Pay :- Pay Scales of various categories of post shall be the same as prescribed by the state Government of their corresponding revised scales announced by the Government from time to time.

16. Increment: - For increment it will be mandatory to pass all the departmental examinations.

Part- II (Tools and Plants, Act & Rules Related to Ground Water) Full marks - 100

(i) Tools and Plants, Act & Rules Related to Ground Water.

The written examination shall comprise of objective type and short answer type question. Duration of the examination will be 2(two) Hours. Candidates obtaining minimum 60(sixty) marks will be deemed to have passed in the examination.

CHAPTER-VIII

CONFIRMATION

18. PROBATION:-

(i) Every officer appointed directly against a substantive vacancy in the basic grade, shall remain on probation for a period of two years.

(ii) In case of unstisfactory services during the Probation Period such Periond Shall be extended for further one year, thereafter if the Services is still unstisfactory proper decision will be taken for the termination of services .

19. CONFIRMATION: -

(i) A probationer will be confirmed on his post provided there is a permanent post and (a) He has completed the prescribed period of probation.

(b) He has passed the prescribed departmental examination and completed required training. The Syllabus for Departmental Examination will be as per CHAPTER-VII.

(c) The Goverment is satisfied that he is fit for confirmation.

(ii) After confirmation of the service, probation period will be treated as complete service.

20. TRAINING: - The member of this service shall have to complete the training for such period within or outside the state, as may be prescribed by the State Government.

CHAPTER -IX

21. Regarding area of work:-

The State Government shall have the powers to post or depute any member of this service to any ex-cadre post in accordance with his/her seniority which will be need based and will be done in special Circumstances and in the interest of the Department.

22. Other Conditions of Service:-

Other conditions of Service applicable to this Service such as disciplinary action, leave, retirement benefits, etc. not covered by these Rules shall be governed by the relevant rules framed by Personnel, Administrative Reforms and Rajbhasha Department and Planning cum Finance Department for employees and official of the State Government.

21. Removal of Difficulty:-

The Difficulty/difficulties arising in the implementation of these Rules shall be resolved by the order of Water Resources Department notified in offical gazette.

22. Repeal and Saving:-

Prevailing rules/ resolutions/instructions for Geologist/Geophysicist/ Hydrologist/ Chemists/ Deputy Directors & Director posts shall be deemed to be repealed from the date of enforcement of these Rules. Notwithstanding such repeal, action already taken in pursuance of rules, instructions, resolutions issued earlier shall be deemed to be taken under these Rules.
