Preamble :

The Karnataka Health System Development and Reform Project-World Bank assisted Project (Credit No. 4229 The Karnataka Health System Development and Reform Project World Bank assisted Project (Credit No. 4229-IN) is planning to implement Non-communicable diseases (Hypertension, Diabetes & Carcinoma cervix) prevention and control program in communicable diseases (Hypertension, Diabetes & Carcinoma cervix) prevention and control program in Davangere and Dakshina Kannada Districts. The Chairman of the Committee may coopt any expert or a specialist as an additional member who shall participate in the meeting and advice the committee on technical matters.

Roles and Responsibilities of the Committee will be as :

• To provide technical inputs and direction for the program.

• To review operational guidelines for effective implementation of the program.

• To provide operational directions for successful implementation of the program.

• To advise on formulation of guidelines and protocols for screening and treatment of select NCDs.

• To validate the technical specifications of equipments to be procured.

• To review and suggest guidelines, manuals, protocols and tools for training of manpower to implement program in select districts.

• To assist and recommend procurement of technical supplies in line with GOI directives.

• To support strategies for development of manpower in the state.

• To examine baseline and periodical reports and advise accordingly.

• To serve as a resource person whenever invited.

• To provide direction, guidance and support for program implementation.

• To propose mid program modifications if any constraints should happen.

• To provide technical reports as and when required.

SUB : Constitution of District Level Non-Communicable diseases committee for NCD prevention and control program under KHSDRP.

Preamble :

The disease burden in Karnataka has shifted from communicable diseases to Non communicable Diseases (NCDs) and Injuries due to socio demographic and epidemiological transition and accompanying population ageing, changes in living standards and economic scenario, growing urbanization, increasing motorization, growing media influence along with changing life styles and value systems in recent years. In India, NCDs contribute for 62% of DALYs and 53% of total deaths. NCDs consisting of Cardiovascular Diseases, Cancers, Diabetes, Stroke and Hypertension are on the increase and account for nearly 60% of deaths in Karnataka. Apart from deaths which are only tip of the iceberg, substantial number of hospitalizations and disabilities are associated with NCDs. The significant socio economic losses due to premature mortality, lost earnings and cost towards acute and long-term care are huge and significant.

In order to address the growing burden of NCDs, the Government of India launched the National Programme for Prevention and Control of Cancer, Cardiovascular diseases, Diabetes and Stroke (NPCDCS) during the 11th five year plan period which has been extended to nearly 100 districts across the country in the 12th plan period with increased budgetary outlays. Karnataka was one of the States where the piloting of the national programme was implemented in the two districts of the state. "Non communicable diseases control programme" is being implemented by GOI under NRHM in 5 districts of Karnataka namely Kolar, Shimoga, Tumkur, Udupi and Chikmagalur. A new component of "Non communicable diseases control programme" is being proposed under KHSDRP in the additional financing phase in Dakshina Kannada and Davanagere districts.

There will be 2 models of NCD programme in Karnataka with a focus on –screening, early diagnosis, treatment, referral and follow-up. NCD-Plus programme (in Shimoga and Tumkur) with follow the GOI guidelines except for screening of Ca cervix in sub centers and PHC's which will be framed by the Experts technical Committee. In KHSDRP Model (in Davangere and Dakshina Kannada) screening begins at the PHC level for which guidelines have not been framed under GOI guidelines.

The Programme will be implemented based on scientific methods, population based needs assessment, situational analysis and evidence based interventions during the three years of the project period. The entire project also includes a significant component of monitoring with programme, performance and outcome indicators, Baseline assessment and end line evaluation with be core components of programme.

Under the circumstances mentioned in the preamble, Government is pleased to constitute a district level Non- communicable diseases committee to oversee the implementation and monitoring of the programme, for prevention and control of Hypertension, Diabetes and Carcinoma cervix programme and to privde technical and operational support for the programme, is being constituted with the following specifications under KHSDRP, additional financing period.

The Constitution of District NCD Committee is a detailed below :

The meetings of the committee shall be held every quarter and proceedings of the same shall be submitted to Project Administrator, KHSDRP regularly.

ROLES AND RESPONSIBILITIES OF THE DISTRICT NCD CELL

• To provide operational directions for successful implementation of the program.

• To ensure co-ordination between departments at district and lower levels through periodical administrative notifications.

• To taken necessary steps to implement interventions through inter sectorial approach in the program.

• To implement the action plan for implementation of NCDPC strategies and review the district programme activites.

• Maintain and update district database of selected NCDs and monitor the work of district coordinator.

• Organize and facilitate capacity strengthening of the district cell members and training of all categories of staff within the health sector.

• Maintain smooth flow and availability of funds for various activities.

• Ensure availability of palliative and rehabilitative services including oral morphine.

• Ensure prompt continuous supply of medicines reagents, and review functioning of required equipments.

• Organize and facilitate health department to organize community awareness and health promotion activites from village to district level convering local communities, educational instructions, work places.

• To disseminate information on availability of screening facilities.

• Monitor performance of the programme through review meetings, field visits.

• Ensure convergence with other NRHM activities.

ವಿಷಯ: ಭಾರತ್ ಸ್ಕೌಟ್ಸ್ ಮತ್ತು ಗೈಡ್ಸ್ ವಿಷಯವನ್ನು ಯುವಜನ ಸೇವಾ ಇಲಾಖೆಯಿಂದ ಶಿಕ್ಷಣ ಇಲಾಖೆಗೆ ವರ್ಗಾಯಿಸುವ ಬಗ್ಗೆ.

ಓದಲಾಗಿದೆ: 2011-12 ನೇ ಸಾಲಿನ ಮಾನ್ಯ ಮುಖ್ಯಮಂತ್ರಿಯವರ ಆಯವ್ಯಯ ಭಾಷಣ.

ಪ್ರಸ್ತಾವನೆ :

ಕರ್ನಾಟಕ ಸರ್ಕಾರದ ಸಚಿವಾಲಯದ ಯುವಜನ ಸೇವಾ ಇಲಾಖೆಯಲ್ಲಿ ಪ್ರಸ್ತುತ ಭಾರತ್ ಸ್ಕೌಟ್ಸ್ ಮತ್ತು ಗೈಡ್ಸ್ ಸಂಬಂಧಿಸಿದ ವಿಷಯವನ್ನು ನಿರ್ವಹಿಸಲಾಗುತ್ತಿದೆ. 2011-12ನೇ ಸಾಲಿನ ಮಾನ್ಯ ಮುಖ್ಯಮಂತ್ರಿಯವರ ಆಯವ್ಯಯ ಭಾಷಣದಲ್ಲಿ ಭಾರತ್ ಸ್ಕೌಟ್ಸ್ ಮತ್ತು ಗೈಡ್ಸ್ ಚಟುವಟಿಕೆಗಳು ಪ್ರೌಡ ಶಾಲಾ ಹಂತದಲ್ಲಿರುವುದರಿಂದ ಈ ವಿಷಯವನ್ನು ಯುವಜನ ಸೇವಾ ಇಲಾಖೆಯಿಂದ ಪ್ರಾಥಮಿಕ ಮತ್ತು ಪ್ರೌಡ ಶಿಕ್ಷಣ ಇಲಾಖೆಗೆ ವರ್ಗಾಯಿಸಲು ಘೋಷಿಸಿರುತ್ತಾರೆ.

ಭಾರತ್ ಸ್ಕೌಟ್ಸ್ ಮತ್ತು ಗೈಡ್ಸ್ ವಿಷಯವನ್ನು ಯುವಜನ ಸೇವಾ ಇಲಾಖೆಯಿಂದ ಶಿಕ್ಷಣ ಇಲಾಖೆಗೆ ವರ್ಗಾಯಿಸಲು ಈ ಇಲಾಖೆಯ ಖಾತೆಯನ್ನು ಹೊಂದಿರುವ ಮಾನ್ಯ ಮುಖ್ಯಮಂತ್ರಿಯವರು ಅನುಮೋದನೆಯನ್ನು ನೀಡಿರುತ್ತಾರೆ. ಅದರಂತೆಯೇ ಪ್ರಾಥಮಿಕ ಮತ್ತು ಪ್ರೌಡ ಶಿಕ್ಷಣ ಇಲಾಖೆಯ ಸಚಿವರು ಸಹ ಭಾರತ್ ಸ್ಕೌಟ್ಸ್ ಮತ್ತು ಗೈಡ್ಸ್ ಸಂಬಂಧಿಸಿದ ವಿಷಯವನ್ನು ಯುವಜನ ಸೇವಾ ಇಲಾಖೆಯಿಂದ ಶಿಕ್ಷಣ ಇಲಾಖೆಗೆ ವರ್ಗಾಯಿಸಲು ಅನುಮೋದನೆಯನ್ನು ನೀಡಿರುತ್ತಾರೆ.

ಭಾರತ್ ಸ್ಕೌಟ್ಸ್ ಮತ್ತು ಗೈಡ್ಸ್ ವಿಷಯವನ್ನು ಯುವಜನ ಸೇವಾ ಇಲಾಖೆಯಿಂದ ಶಿಕ್ಷಣ ಇಲಾಖೆಗೆ ವರ್ಗಾಯಿಸಲು ಮಾನ್ಯ ಮುಖ್ಯಮಂತ್ರಿಯವರು ಹಾಗೂ ಪ್ರಾಥಮಿಕ ಮತ್ತು ಪ್ರೌಡ ಶಿಕ್ಷಣ ಇಲಾಖೆಯ ಸಚಿವರು ಅನುಮೋದನೆಯನ್ನು ನೀಡಿರುವ ಮೇರೆಗೆ ಸರ್ಕಾರವು ಈ ಮುಂದಿನಂತೆ ಆದೇಶಿಸಿದೆ.

ಪ್ರಸ್ತಾವನೆಯಲ್ಲಿನ ವಿವರಗಳ ಹಿನ್ನೆಲೆಯಲ್ಲಿ, ಕರ್ನಾಟಕ ಸರ್ಕಾರ ಸಚಿವಾಲಯದ ಯುವಜನ ಸೇವಾ ಇಲಾಖೆಯಲ್ಲಿ ಪ್ರಸ್ತುತ ನಿರ್ವಹಿಸಲಾಗುತ್ತಿರುವ ಭಾರತ್ ಸ್ಕೌಟ್ಸ್ ಮತ್ತು ಗೈಡ್ಸ್‌ಗೆ ಸಂಬಂಧಿಸಿದ ವಿಷಯಗಳನ್ನು ಪ್ರತ್ಯೇಕಿಸಿ, ಪ್ರಾಥಮಿಕ ಮತ್ತು ಪ್ರೌಡ ಶಿಕ್ಷಣ ಇಲಾಖೆಗೆ ವರ್ಗಾಯಿಸಲು ಈ ಮೂಲಕ ಆದೇಶಿಸಿದೆ.

ಈ ಬಗ್ಗೆ ಕರ್ನಾಟಕ ಸರ್ಕಾರ (ವ್ಯವಹಾರ ಹಂಚಿಕೆ) ನಿಯಮಗಳು 1977ಗೆ ಸೂಕ್ತವಾದ ತಿದ್ದುಪಡಿಯನ್ನು ಪ್ರತ್ಯೇಕವಾಗಿ ಹೊರಡಿಸಲಾಗುವುದು.

ಆರೋಗ್ಯ ಮತ್ತು ಕುಟುಂಬ ಕಲ್ಯಾಣ ಸಚಿವಾಲಯ

ವಿಷಯ: ಆರೋಗ್ಯ ಶಿಕ್ಷಣ ಗುಣಮಟ್ಟದಲ್ಲಿ ತ್ವರಿತ ಸುಧಾರಣೆಗಳನ್ನು ತರಲು ಹಾಗೂ ಆರೋಗ್ಯ ವಲಯದ ಸಂಶೋಧನೆಯಲ್ಲಿ ನಿರೀಕ್ಷಿತ ಪ್ರಗತಿ ಸಾಧಿಸಲು ಆರೋಗ್ಯ ವಲಯದಲ್ಲಿ ನೀಡುತ್ತಿರುವ ಸೇವೆಗಳ ತಾಂತ್ರಿಕ ಕೌಶಲ್ಯವನ್ನು ಬಲಪಡಿಸುವ ನಿಟ್ಟಿನಲ್ಲಿ ಸುಧಾರಣೆಗಳನ್ನು ತರುವ ಬಗ್ಗೆ ಪರಿಶೀಲನೆ ನಡೆಸಲು ಹಾಗೂ ಸರ್ಕಾರಕ್ಕೆ ಸೂಕ್ತ ಶಿಫಾರಸ್ಸು / ಸಲಹೆಗಳನ್ನು ನೀಡುವ ಸಲುವಾಗಿ "ಕರ್ನಾಟಕ ಆರೋಗ್ಯ ವ್ಯವಸ್ಥೆ ಆಯೋಗವನ್ನು" ರಚಿಸುವ ಬಗ್ಗೆ.

ಪ್ರಸ್ತಾವನೆ:

ಪ್ರತಿಯೊಬ್ಬ ಪ್ರಜೆಗೆ ಅವಶ್ಯವಿರುವ ಆರೋಗ್ಯ ಸೇವೆಯನ್ನು ಪಡೆಯುವುದು ಆತನ ಮೂಲಭೂತ ಹಾಗೂ ಅತ್ಯಾವಶ್ಯಕ ಸೇವೆಗಳಲ್ಲಿ ಒಂದಾಗಿದೆ.

ಒಂದು ದೇಶದ ಜನರ ಆರೋಗ್ಯವು ಅದರ ಆರ್ಥಿಕ ಬೆಳವಣಿಗೆಗೆ ಗಣನೀಯವಾಗಿ ಕೊಡುಗೆ ನೀಡುತ್ತದೆಯಾದ್ದರಿಂದ, ರಾಜ್ಯದ ಜನತೆಗೆ ಅದರಲ್ಲೂ ವಿಶೇಷವಾಗಿ ಮಹಿಳೆಯರು, ಮಕ್ಕಳು ಹಾಗೂ ಇತರ ದುರ್ಬಲ ಮತ್ತು ಶೋಷಿತ ವರ್ಗಗಳಿಗೆ ನಿವಾರಣಾತ್ಮಕ, ಉತ್ತೇಜಿತ, ಚಿಕಿತ್ಸಾತ್ಮಕ ಮತ್ತು ಪುನರ್‌ವಸತಿ ಮುಂತಾದ ಸಮಗ್ರ ಆರೋಗ್ಯ ಸೇವೆಯನ್ನು ಒದಗಿಸುವುದು ಸರ್ಕಾರದ ಆದ್ಯ ಕರ್ತವ್ಯಗಳಲ್ಲಿ ಒಂದಾಗಿದೆ.

ಕರ್ನಾಟಕದ ಜನತೆಯ ಆರೋಗ್ಯ ಸ್ಥಿತಿಯು ಕೆಲವು ದಶಕಗಳ ಹಿಂದೆ ಇದ್ದುದ್ದಕ್ಕಿಂತ ಈಗ ಗಣನೀಯವಾಗಿ ಸುಧಾರಿಸಿದ್ದು, ವಿವಿಧ ವಲಯಗಳಲ್ಲಿ ಅಂದರೆ ಶಿಶು ಮರಣ ಪ್ರಮಾಣ, ತಾಯಂದಿರ ಮರಣ ಪ್ರಮಾಣ, ಒಟ್ಟು ಫಲವತ್ತತೆ, ಆಯುಷ್ಯ ಪ್ರಮಾಣ, ಸಾಂಸ್ಥಿಕ ಹೆರಿಗೆಗಳು, ಇತ್ಯಾದಿಗಳಲ್ಲಿ ಗಣನೀಯ ಸುಧಾರಣೆ ಆಗಿದೆ. ಸಹಸ್ರಮಾನ ಅಬಿವೃದ್ಧಿ ಗುರಿಗಳನ್ನು ಸಾದಿಸುವ ಸಲುವಾಗಿ ಕರ್ನಾಟಕ ಸರ್ಕಾರವು ರಾಷ್ಟ್ರೀಯ / ರಾಜ್ಯದ ನೀತಿಗಳಿಗೆ ಅನುಗುಣವಾಗಿ ಜನತೆಯ ಆರೋಗ್ಯ ಮಟ್ಟವನ್ನು ಸುಧಾರಿಸಲು ವಿವಿಧ ರಚನಾತ್ಮಕ ಕ್ರಮಗಳನ್ನು ಕೆಲವು ವರ್ಷಗಳಿಂದ ತೆಗೆದುಕೊಂಡಿದೆ.

ಮುಂದುವರಿದು, ಆರೋಗ್ಯ ವ್ಯವಸ್ಥೆಯನ್ನು ಸದೃಡವಾಗಿ ಬಲಪಡಿಸಲು, ಆರೋಗ್ಯ ಶಿಕ್ಷಣ ಗುಣಮಟ್ಟದಲ್ಲಿ ತ್ವರಿತ ಸುಧಾರಣೆಗಳನ್ನು ತರಲು ಹಾಗೂ ಆರೋಗ್ಯ ವಲಯದ ಸಂಶೋಧನೆಯಲ್ಲಿ ದಾಪುಗಾಲು ಹಾಕಲು ಕರ್ನಾಟಕದಲ್ಲಿ ಒಂದು ಆರೋಗ್ಯ ವ್ಯವಸ್ಥೆ ಆಯೋಗವನ್ನು ರಚಿಸುವುದು ಅವಶ್ಯವೆಂದು ಕಂಡು ಬಂದಿದ್ದು, ಆರೋಗ್ಯ ವಲಯದಲ್ಲಿ ನೀಡುತ್ತಿರುವ ಸೇವೆಗಳ ತಾಂತ್ರಿಕ ಕೌಶಲ್ಯವನ್ನು ಬಲಪಡಿಸುವ ನಿಟ್ಟಿನಲ್ಲಿ ಅದರಲ್ಲೂ ವಿಶೇಷವಾಗಿ ಆರೋಗ್ಯ ಶಿಕ್ಷಣ ಮತ್ತು ಸಂಶೋಧನಾ ವಿಷಯಗಳಿಗೆ ಸಂಬಂದಿಸಿದಂತೆ ಕೆಳಕಂಡ ಅಂಶಗಳ ಬಗ್ಗೆ ಪರಿಶೀಲನೆ ನಡೆಸಿ ಈ ಆಯೋಗವು ಸರ್ಕಾರಕ್ಕೆ ಸೂಕ್ತ ಶಿಫಾರಸ್ಸು / ಸಲಹೆಗಳನ್ನು ನೀಡಲು ಒಬ್ಬರು ಪೂರ್ಣಕಾಲಿಕ ಅಧ್ಯಕ್ಷರು ಹಾಗೂ ಸರ್ಕಾರವು ನಾಮನಿರ್ದೇಶನ ಮಾಡುವ ಮೂವರು ಅರೆಕಾಲಿಕ ಸರ್ಕಾರೇತರ ಸದಸ್ಯರಗಳನ್ನೊಳಗೊಂಡಂತೆ ಕೆಳಕಂಡ ಇತರೇ ಪದನಿಮಿತ್ತ ಸದಸ್ಯರುಗಳನ್ನೊಳಗೊಂಡ ಕರ್ನಾಟಕ ಆರೋಗ್ಯ ವ್ಯವಸ್ಥೆ ಆಯೋಗವನ್ನು ರಚನೆ ಮಾಡುವುದು ಅವಶ್ಯವಿರುತ್ತದೆಂದು ಸರ್ಕಾರವು ಮನಗಂಡಿರುತ್ತದೆ.

ಕರ್ನಾಟಕ ಆರೋಗ್ಯ ವ್ಯವಸ್ಥೆ ಆಯೋಗದ ಪರಿಶೀಲನಾಂಶಗಳು (Terms of Reference) ಕೆಳಕಂಡಂತಿವೆ:

1. ರಾಜ್ಯದಲ್ಲಿ ವೈದ್ಯಕೀಯ ಶಿಕ್ಷಣದ ಗುಣಮಟ್ಟವನ್ನು ಸುಧಾರಿಸಲು ಸಲಹೆಗಳನ್ನು ನೀಡುವುದು.

2. ವೈದ್ಯಕೀಯ ಶಿಕ್ಷಣ ವಲಯದಲ್ಲಿ ಸಾರ್ವಜನಿಕ ಮತ್ತು ಖಾಸಗಿ ಸಹಭಾಗಿತ್ವವನ್ನು ಸುಧಾರಿಸುವ ನಿಟ್ಟಿನಲ್ಲಿ ತೆಗೆದುಕೊಳ್ಳಬೇಕಾದ ಕ್ರಮಗಳ ಕುರಿತು ಸಲಹೆಗಳನ್ನು ನೀಡುವುದು.

3. ಸಮಗ್ರ ಆರೋಗ್ಯ ಪದ್ಧತಿಯ ವ್ಯವಸ್ಥೆಯಲ್ಲಿ ಅಂದರೆ, ಪ್ರಾಥಮಿಕ, ದ್ವಿತೀಯ ಮತ್ತು ತೃತೀಯ ಹಂತಗಳಲ್ಲಿ ಸಾರ್ವಜನಿಕ ಖಾಸಗಿ ವಲಯಗಳು ಸೇರಿದಂತೆ ಗುಣಮಟ್ಟದ ನಿಷ್ಕರ್ಷೆ ಮಾಡಿ ಅವುಗಳನ್ನು ಇನ್ನೂ ಸುಧಾರಿಸುವ ನಿಟ್ಟಿನಲ್ಲಿ ತೆಗೆದುಕೊಳ್ಳಬೇಕಾದ ಸಲಹೆಗಳನ್ನು ನೀಡುವುದು.

4. ಸಮಗ್ರ ಆರೋಗ್ಯ ಸೇವೆಯನ್ನು ಒದಗಿಸುವಲ್ಲಿ, ಅದರಲ್ಲೂ, ವಿಶೇಷವಾಗಿ ತೃತೀಯ ಮಟ್ಟದ ಆರೋಗ್ಯ ಸೇವೆಯಲ್ಲಿ ಸಾರ್ವಜನಿಕ ಖಾಸಗಿ ಸಹಭಾಗಿತ್ವವನ್ನು ಉತ್ತೇಜಿಸುವ ನಿಟ್ಟಿನಲ್ಲಿ ತೆಗೆದುಕೊಳ್ಳಬೇಕಾದ ಕ್ರಮಗಳ ಕುರಿತು ಸಲಹೆಗಳನ್ನು ನೀಡುವುದು.

5. ಆರೋಗ್ಯ ಸೇವೆಯನ್ನು ಒದಗಿಸುವ ನಿಟ್ಟಿನಲ್ಲಿ ಪಂಚಾಯತ್ ರಾಜ್ ಸಂಸ್ಥೆಗಳು, ನಗರ ಸ್ಥಳೀಯ ಸಂಸ್ಥೆಗಳು ಹಾಗೂ ಸಮುದಾಯದ ಪಾತ್ರವನ್ನು ವಿಶ್ಲೇಷಿಸುವುದು.

6. ಪ್ರಾಥಮಿಕ, ದ್ವಿತೀಯ ಮತ್ತು ತೃತೀಯ ಆರೋಗ್ಯ ವಲಯಗಳಲ್ಲಿ ಸಂಶೋಧನೆ ಕುರಿತಂತೆ ಅಳವಡಿಸಬಹುದಾದ ಚತುರತೆ ಬಗ್ಗೆ ಅಧ್ಯಯನ ವರದಿಯನ್ನು ತಯಾರಿಸುವುದು.

7. ರಾಜ್ಯ ಸರ್ಕಾರ, ಸ್ಥಳೀಯ ಪ್ರಾದಿಕಾರಗಳು ಹಾಗೂ ಖಾಸಗಿ ವಲಯ ಆರೋಗ್ಯ ಸೇವೆಗಳಿಗಾಗಿ ಒದಗಿಸುತ್ತಿರುವ ಆರ್ಥಿಕ ಸೌಲಭ್ಯ ಸಾಕಷ್ಟು ಇದೆಯೇ ಎಂಬುದರ ಕುರಿತು ಅಧ್ಯಯನ ಮಾಡುವುದು.

8. ಭಾರತೀಯ ಔಷದಿ ಆರೋಗ್ಯ ಪದ್ಧತಿಯನ್ನು ನವೀನ ಔಷದಿ ಪದ್ಧತಿ ಜೊತೆ ಒಟ್ಟುಗೂಡಿಸಲು ಮಾರ್ಗೋಪಾಯಗಳನ್ನು ಸಲಹೆ ಮಾಡುವುದು.

ವಿಷಯವನ್ನು ಕೂಲಂಕಷವಾಗಿ ಪರಿಶೀಲಿಸಿದ ನಂತರ, ಆರೋಗ್ಯ ಶಿಕ್ಷಣ ಗುಣಮಟ್ಟದಲ್ಲಿ ತ್ವರಿತ ಸುಧಾರಣೆಗಳನ್ನು ತರಲು ಹಾಗೂ ಆರೋಗ್ಯ ವಲಯದ ಸಂಶೋಧನೆಯಲ್ಲಿ ನಿರೀಕ್ಷಿತ ಪ್ರಗತಿ ಸಾಧಿಸಲು ಆರೋಗ್ಯ ವಲಯದಲ್ಲಿ ನೀಡುತ್ತಿರುವ ಸೇವೆಗಳ ಯಂತ್ರಕೌಶಲ್ಯವನ್ನು ಬಲಪಡಿಸುವ ನಿಟ್ಟಿನಲ್ಲಿ ಅದರಲ್ಲೂ ವಿಶೇಷವಾಗಿ ಆರೋಗ್ಯ ಶಿಕ್ಷಣ ಮತ್ತು ಸಂಶೋಧನಾ ವಿಷಯಗಳಿಗೆ ಸಂಬಂದಿಸಿದ ಅಂಶಗಳ ಬಗ್ಗೆ ಪರಿಶೀಲನೆ ನಡೆಸಿ ಸರ್ಕಾರಕ್ಕೆ ಸೂಕ್ತ ಶಿಫಾರಸ್ಸು / ಸಲಹೆಗಳನ್ನು ನೀಡಲು ಒಬ್ಬರು ಪೂರ್ಣಕಾಲಿಕ ಅಧ್ಯಕ್ಷರು ಹಾಗೂ ಸರ್ಕಾರವು ನಾಮನಿರ್ದೇಶನ ಮಾಡುವ ಮೂವರು ಅರೆಕಾಲಿಕ ಸರ್ಕಾರೇತರ ಸದಸ್ಯರಗಳು ಹಾಗೂ ಸರ್ಕಾರದ ಇತರೇ ಪದನಿಮಿತ್ತ ಸದಸ್ಯರುಗಳನ್ನೊಳಗೊಂಡಂತೆ ಕರ್ನಾಟಕ ಆರೋಗ್ಯ ವ್ಯವಸ್ಥೆ ಆಯೋಗವನ್ನು ರಚನೆ ಮಾಡಲು ಸರ್ಕಾರವು ತೀರ್ಮಾನಿಸಿ, ಈ ಆದೇಶವನ್ನು ಹೊರಡಿಸಿದೆ.

ಪ್ರಸ್ತಾವನೆಯಲ್ಲಿ ವಿವರಿಸಿರುವ ಅಂಶಗಳ ಹಿನ್ನೆಲೆಯಲ್ಲಿ, ಆರೋಗ್ಯ ಶಿಕ್ಷಣ ಗುಣಮಟ್ಟದಲ್ಲಿ ತ್ವರಿತ ಸುಧಾರಣೆಗಳನ್ನು ತರಲು ಹಾಗೂ ಆರೋಗ್ಯ ವಲಯದ ಸಂಶೋಧನೆಯಲ್ಲಿ ನಿರೀಕ್ಷಿತ ಪ್ರಗತಿ ಸಾಧಿಸಲು ಆರೋಗ್ಯ ವಲಯದಲ್ಲಿ ನೀಡುತ್ತಿರುವ ಸೇವೆಗಳ ತಾಂತ್ರಿಕ ಕೌಶಲ್ಯವನ್ನು ಬಲಪಡಿಸುವ ನಿಟ್ಟಿನಲ್ಲಿ ಅದರಲ್ಲೂ ವಿಶೇಷವಾಗಿ ಆರೋಗ್ಯ ಶಿಕ್ಷಣ ಮತ್ತು ಸಂಶೋಧನಾ ವಿಷಯಗಳಿಗೆ ಸಂಬಂದಿಸಿದಂತೆ ಕೆಳಕಂಡ ಅಂಶಗಳ ಬಗ್ಗೆ ಪರಿಶೀಲನೆ ನಡೆಸಿ, ಸರ್ಕಾರಕ್ಕೆ ವೈದ್ಯಕೀಯ ಶಿಕ್ಷಣದ ಗುಣಮಟ್ಟ ಸುಧಾರಿಸುವ ಹಾಗು ಆರೋಗ್ಯ ವ್ಯವಸ್ಥೆ ಕುರಿತು ನೀತಿ ಪ್ರಕಟಿಸಲು ಅನುವಾಗಲು ಸೂಕ್ತ ಶಿಫಾರಸ್ಸು / ಸಲಹೆಗಳನ್ನು ನೀಡಲು ಒಬ್ಬ ಪೂರ್ಣಕಾಲಿಕ ಅಧ್ಯಕ್ಷರು ಮತ್ತು ಸರ್ಕಾರವು ನಾಮನಿರ್ದೇಶನ ಮಾಡುವ ಮೂವರು ಅರೆಕಾಲಿಕ ಸರ್ಕಾರೇತರ ಸದಸ್ಯರಗಳು ಹಾಗೂ ಕೆಳಕಂಡ ಸರ್ಕಾರದ ಇತರೇ ಪದನಿಮಿತ್ತ ಸದಸ್ಯರುಗಳನ್ನೊಳಗೊಂಡ "ಕರ್ನಾಟಕ ಆರೋಗ್ಯ ವ್ಯವಸ್ಥೆ ಆಯೋಗವನ್ನು" ಈ ಕೂಡಲೇ ಜಾರಿಗೆ ಬರುವಂತೆ ರಚಿಸಿ ಆದೇಶಿಸಿದೆ.

ಪರಿಶೀಲನಾಂಶಗಳು (Terms of Reference):

1. ರಾಜ್ಯದಲ್ಲಿ ವೈದ್ಯಕೀಯ ಶಿಕ್ಷಣದ ಗುಣಮಟ್ಟವನ್ನು ಸುಧಾರಿಸಲು ಸಲಹೆಗಳನ್ನು ನೀಡುವುದು.

2. ವೈದ್ಯಕೀಯ ಶಿಕ್ಷಣ ವಲಯದಲ್ಲಿ ಸಾರ್ವಜನಿಕ ಮತ್ತು ಖಾಸಗಿ ಸಹಭಾಗಿತ್ವವನ್ನು ಸುಧಾರಿಸುವ ನಿಟ್ಟಿನಲ್ಲಿ ತೆಗೆದುಕೊಳ್ಳಬೇಕಾದ ಕ್ರಮಗಳ ಕುರಿತು ಸಲಹೆಗಳನ್ನು ನೀಡುವುದು.

3. ಸಮಗ್ರ ಆರೋಗ್ಯ ಪದ್ಧತಿಯ ವ್ಯವಸ್ಥೆಯಲ್ಲಿ ಅಂದರೆ, ಪ್ರಾಥಮಿಕ, ದ್ವಿತೀಯ ಮತ್ತು ತೃತೀಯ ಹಂತಗಳಲ್ಲಿ ಸಾರ್ವಜನಿಕ ಖಾಸಗಿ ವಲಯಗಳು ಸೇರಿದಂತೆ ಗುಣಮಟ್ಟದ ನಿಷ್ಕರ್ಷೆ ಮಾಡಿ ಅವುಗಳನ್ನು ಇನ್ನೂ ಸುಧಾರಿಸುವ ನಿಟ್ಟಿನಲ್ಲಿ ತೆಗೆದುಕೊಳ್ಳಬೇಕಾದ ಸಲಹೆಗಳನ್ನು ನೀಡುವುದು.

4. ಸಮಗ್ರ ಆರೋಗ್ಯ ಸೇವೆಯನ್ನು ಒದಗಿಸುವಲ್ಲಿ, ಅದರಲ್ಲೂ, ವಿಶೇಷವಾಗಿ ತೃತೀಯ ಮಟ್ಟದ ಆರೋಗ್ಯ ಸೇವೆಯಲ್ಲಿ ಸಾರ್ವಜನಿಕ ಖಾಸಗಿ ಸಹಭಾಗಿತ್ವವನ್ನು ಉತ್ತೇಜಿಸುವ ನಿಟ್ಟಿನಲ್ಲಿ ತೆಗೆದುಕೊಳ್ಳಬೇಕಾದ ಕ್ರಮಗಳ ಕುರಿತು ಸಲಹೆಗಳನ್ನು ನೀಡುವುದು.

5. ಆರೋಗ್ಯ ಸೇವೆಯನ್ನು ಒದಗಿಸುವ ನಿಟ್ಟಿನಲ್ಲಿ ಪಂಚಾಯತ್ ರಾಜ್ ಸಂಸ್ಥೆಗಳು, ನಗರ ಸ್ಥಳೀಯ ಸಂಸ್ಥೆಗಳು ಹಾಗೂ ಸಮುದಾಯದ ಪಾತ್ರವನ್ನು ವಿಶ್ಲೇಷಿಸುವುದು.

6. ಪ್ರಾಥಮಿಕ, ದ್ವಿತೀಯ ಮತ್ತು ತೃತೀಯ ಆರೋಗ್ಯ ವಲಯಗಳಲ್ಲಿ ಸಂಶೋಧನೆ ಕುರಿತಂತೆ ಅಳವಡಿಸಬಹುದಾದ ಚತುರತೆ ಬಗ್ಗೆ ಅಧ್ಯಯನ ವರದಿಯನ್ನು ತಯಾರಿಸುವುದು.

7. ರಾಜ್ಯ ಸರ್ಕಾರ, ಸ್ಥಳೀಯ ಪ್ರಾದಿಕಾರಗಳು ಹಾಗೂ ಖಾಸಗಿ ವಲಯ ಆರೋಗ್ಯ ಸೇವೆಗಳಿಗಾಗಿ ಒದಗಿಸುತ್ತಿರುವ ಆರ್ಥಿಕ ಸೌಲಭ್ಯ ಸಾಕಷ್ಟು ಇದೆಯೇ ಎಂಬುದರ ಕುರಿತು ಅಧ್ಯಯನ ಮಾಡುವುದು.

ಮಾರ್ಗೋಪಾಯಗಳನ್ನು ಸಲಹೆ ಮಾಡುವುದು.

ಈ ಆಯೋಗವು ವೈದ್ಯಕೀಯ ಶಿಕ್ಷಣ ಇಲಾಖೆಯ ಆಡಳಿತ ನಿಯಂತ್ರಣದಲ್ಲಿ ಕಾರ್ಯ ನಿರ್ವಹಿಸುತ್ತದೆ.

ಸದರಿ ಆಯೋಗವು ಮೂರು ವರ್ಷಗಳ ಅವಧಿಯವರೆಗೆ ಅಸ್ತಿತ್ವದಲ್ಲಿರುತ್ತದೆ. ಈ ಆಯೋಗವು ದ್ವೈಮಾಸಿಕ, ತ್ರೈಮಾಸಿಕ ಮತ್ತು ವಾರ್ಷಿಕ ವರದಿಗಳನ್ನು ತಯಾರಿಸಿ, ತೆಗೆದುಕೊಳ್ಳಬೇಕಾದ ನಿರ್ದಿಷ್ಟ ಕ್ರಮಗಳ ಬಗ್ಗೆ ಸಲಹೆಗಳನ್ನು ಸರ್ಕಾರಕ್ಕೆ ಮತ್ತು ಸಂಬಂಧಪಟ್ಟ ಇಲಾಖೆಗೆ ನೀಡುವುದು.

ಸದರಿ ಆಯೋಗಕ್ಕೆ ಅಗತ್ಯವಿರುವ ಸಿಬ್ಬಂದಿಯನ್ನು ನಿಯೋಜನೆ / ಗುತ್ತಿಗೆ ಆಧಾರದ ಮೇಲೆ ನೇಮಿಸಿಕೊಳ್ಳುವುದು.

ಮೇಲೆ ಕ್ರಮ ಸಂಖ್ಯೆ (1)ರಲ್ಲಿ ಓದಲಾದ ಆದೇಶದಲ್ಲಿ ಮೆ:: ಫಾಲ್ಗುಣಿ ಪವರ್ ಪ್ರಾಜೆಕ್ಟ್ ಪ್ರೈವೇಟ್ ಲಿಮಿಟೆಡ್ ಕಂಪನಿಗೆ ಉಡುಪಿ ಜಿಲ್ಲೆಯ ಕಾರ್ಕಳ ತಾಲ್ಲೂಕಿನ ಕೊಲಾವರ ಗ್ರಾಮದ ಬಳಿ ಫಾಲ್ಗುಣಿ ನದಿಗೆ ಅಡ್ಡಲಾಗಿ 6.00 ಮೆಗಾ ವ್ಯಾಟ್ ಸಾಮರ್ಥ್ಯದ ಕಿರು ಜಲ ವಿದ್ಯುತ್ ಯೋಜನೆಯನ್ನು ಹಂಚಿಕೆ ಮಾಡಲಾಗಿತ್ತು.

ಮೇಲೆ ಕ್ರಮ ಸಂಖ್ಯೆ (2)ರಲ್ಲಿ ಓದಲಾದ ತಿದ್ದುಪಡಿಯಲ್ಲಿ ಸದರಿ ಕಂಪನಿಯ ಹೆಸರನ್ನು ಮೆ:: ಫಾಲ್ಗುಣಿ ಪವರ್ ಪ್ರಾಜೆಕ್ಟ್÷್ಸ-2 (A divisinon of Ground and Air Tehcnical Services (P) Ltd.) ಎಂದು ತಿದ್ದುಪಡಿ ಮಾಡಲಾಗಿತ್ತು.

ಮೇಲೆ ಕ್ರಮ ಸಂಖ್ಯೆ (3)ರಲ್ಲಿ ಓದಲಾದ ಆದೇಶದಲ್ಲಿ ಮೇಲ್ಕಂಡ ಕಂಪನಿಯ ಕಿರು ಜಲ ವಿದ್ಯುತ್ ಯೋಜನೆಯ ಜಿಲ್ಲೆ ಮತ್ತು ತಾಲ್ಲೂಕುಗಳನ್ನು ಉಡುಪಿ ಜಿಲ್ಲೆ ಕಾರ್ಕಳ ತಾಲ್ಲೂಕಿಗೆ ಬದಲಾಗಿ ದಕ್ಷಿಣ ಕನ್ನಡ ಜಿಲ್ಲೆ, ಮಂಗಳೂರು ತಾಲ್ಲೂಕು ಎಂದು ಬದಲಾವಣೆ ಮಾಡಲಾಗಿತ್ತು.

ಮೇಲೆ ಕ್ರಮ ಸಂಖ್ಯೆ (4)ರಲ್ಲಿ ಓದಲಾದ ಆದೇಶದಲ್ಲಿ ಈ ಯೋಜನೆಯ ಅನುಷ್ಠಾನಕ್ಕೆ ಕಾಲಾವಕಾಶವನ್ನು ದಿನಾಂಕ 09.11.2006ರಿಂದ ಮೂರು ವರ್ಷಗಳ ಅವಧಿಗೆ ವಿಸ್ತರಿಸಲಾಗಿತ್ತು.

ಮೇಲೆ ಕ್ರಮ ಸಂಖ್ಯೆ (5)ರಲ್ಲಿ ಓದಲಾದ ಆದೇಶದಲ್ಲಿ ಮೇಲ್ಕಂಡ ಯೋಜನೆಯ ಸಾಮರ್ಥ್ಯವನ್ನು 6.00 ಮೆಗಾ ವ್ಯಾಟ್ ನಿಂದ 9.00 ಮೆಗಾ ವ್ಯಾಟ್ ಸಾಮರ್ಥ್ಯಕ್ಕೆ ಹೆಚ್ಚಿಸಲಾಗಿತ್ತು.

ಮೇಲೆ ಕ್ರಮ ಸಂಖ್ಯೆ (6)ರಲ್ಲಿ ಓದಲಾದ ಆದೇಶದಲ್ಲಿ ಮೆ|| ಫಾಲ್ಗುಣಿ ಪವರ್ ಪ್ರಾಜೆಕ್ಟ್÷್ಸ – 2 ಕಂಪನಿ ಹೆಸರನ್ನು ಮೆ:: ಸೋಹಂ ಕೊಳವೂರು ರಿನ್ಯುವೆಬಲ್ ಎನರ್ಜಿ ಪ್ರೈವೇಟ್ ಲಿಮಿಟೆಡ್ ಎಂದು ಬದಲಾಯಿಸಲಾಗಿತ್ತು ಹಾಗೂ ಮೇಲಿನ ಯೋಜನೆಯ ಅನುಷ್ಠಾನಕ್ಕೆ ಕಾಲಾವಕಾಶವನ್ನು ದಿನಾಂಕ 24.5.2010 ರಿಂದ 3 ವರ್ಷಗಳ ಅವಧಿಗೆ ವಿಸ್ತರಿಸಲಾಗಿತ್ತು.

ಮೇಲೆ ಕ್ರಮ ಸಂಖ್ಯೆ (7)ರಲ್ಲಿ ಓದಲಾದ ಆದೇಶದಲ್ಲಿ ಮೆ|| ಸೋಹಂ ಕೊಳವೂರು ರಿನ್ಯುವೆಬಲ್ ಎನರ್ಜಿ ಪ್ರೈವೇಟ್ ಲಿಮಿಟೆಡ್ ಕಂಪನಿಗೆ ದಕ್ಷಿಣ ಕನ್ನಡ ಜಿಲ್ಲೆಯ, ಮಂಗಳೂರು ತಾಲ್ಲೂಕಿನ, ಕೊಲಾವರ ಗ್ರಾಮದ ಬಳಿ ಫಾಲ್ಗುಣಿ ನದಿಗೆ ಅಡ್ಡಲಾಗಿ ಮಂಜೂರಾಗಿರುವ 9.00 ಮೆಗಾ ವ್ಯಾಟ್ ಸಾಮರ್ಥ್ಯದ ಕಿರು ಜಲ ವಿದ್ಯುತ್ ಯೋಜನೆಯ ಸಾಮರ್ಥ್ಯವನ್ನು 18.00 ಮೆಗಾ ವ್ಯಾಟ್ ಸಾಮರ್ಥ್ಯಕ್ಕೆ ಹೆಚ್ಚಿಸಿ ಆದೇಶಿಸಲಾಗಿತ್ತು.

ಮೇಲೆ ಕ್ರಮ ಸಂಖ್ಯೆ (8)ರಲ್ಲಿ ಓದಲಾದ ಪತ್ರದಲ್ಲಿ ಕರ್ನಾಟಕ ನವೀಕರಿಸಬಹುದಾದ ಇಂಧನ ಅಭಿವೃದ್ಧಿ ನಿಯಮಿತದ, ವ್ಯವಸ್ಥಾಪಕ ನಿರ್ದೇಶಕರು ಮೆ|| ಸೋಹಂ ಕೊಳವೂರು ರಿನ್ಯುವೆಬಲ್ ಎನರ್ಜಿ ಪ್ರೈವೇಟ್ ಲಿಮಿಟೆಡ್ ಕಂಪನಿಗೆ ದಕ್ಷಿಣ ಕನ್ನಡ ಜಿಲ್ಲೆಯ, ಮಂಗಳೂರು ತಾಲ್ಲೂಕಿನ ಕೊಲಾವರ ಗ್ರಾಮದ ಬಳಿ ಫಾಲ್ಗುಣಿ ನದಿಗೆ ಅಡ್ಡಲಾಗಿ ಹಂಚಿಕೆ ಮಾಡಲಾಗಿದ್ದ 18.00 ಮೆಗಾ ವ್ಯಾಟ್ ಸಾಮರ್ಥ್ಯದ ಕಿರು ಜಲ ವಿದ್ಯುತ್ ಯೋಜನೆಯನ್ನು ನದಿಯ ಬಲ ತೀರದಲ್ಲಿ ಅನುಷ್ಠಾನಗೊಳಿಸಲು ಈ ಹಿಂದೆ ಉದ್ದೇಶಿಸಿದ್ದು, ಯೋಜನಾ ಅಭಿವೃದ್ಧಿದಾರರು ದಿನಾಂಕ 14.5.2012ರ ಪತ್ರದಲ್ಲಿ ಈ ಯೋಜನೆಯನ್ನು ನದಿಯ ಬಲ ತೀರದಲ್ಲಿ ಅನುಷ್ಠಾನಗೊಳಿಸಲು ಅಡಚಣೆಯಾಗುವುದರಿಂದ ನದಿಯ ಬಲ ತೀರದಿಂದ ಎಡ ತೀರದಲ್ಲಿ ಅನುಷ್ಠಾನಗೊಳಿಸಲು ಅನುಮತಿ ನೀಡುವಂತೆ ಹಾಗೂ ಯೋಜನೆಗೆ ಯಾವುದೇ ರೀತಿಯ ಅರಣ್ಯ ಭೂಮಿ ಬೇಕಾಗಿರುವುದಿಲ್ಲವೆಂದು ತಿಳಿಸಿರುತ್ತಾರೆಂದು ವರದಿ ಮಾಡುತ್ತಾ, ಸದರಿ ಕಂಪನಿಯ ಕೋರಿಕೆಯನ್ನು ಪರಿಗಣಿಸಬಹುದಾಗಿದೆ ಎಂದು ಸರ್ಕಾರಕ್ಕೆ ಶಿಫಾರಸ್ಸು ಮಾಡಿ ಪ್ರಸ್ತಾವನೆಯನ್ನು ಸಲ್ಲಿಸಿರುತ್ತಾರೆ.

ಮೇಲೆ ಕ್ರಮ ಸಂಖ್ಯೆ (9) ರಲ್ಲಿ ಓದಲಾಗಿರುವ ಹಂಚಿಕೆ ಸಮಿತಿ ಸಭೆಯ ಮುಂದೆ ಸದರಿ ಪ್ರಸ್ತಾವನೆಯನ್ನು ಮಂಡಿಸಲಾಗಿತ್ತು. ಮೆ :

ಸೋಹಂ ಕೊಳವೂರು ರಿನ್ಯುವೆಬಲ್ ಎನರ್ಜಿ ಪ್ರೈವೇಟ್ ಲಿಮಿಟೆಡ್ ರವರಿಗೆ ದಕ್ಷಿಣ ಕನ್ನಡ ಜಿಲ್ಲೆಯ, ಮಂಗಳೂರು ತಾಲ್ಲೂಕಿನ ಕೊಲಾವರ ಗ್ರಾಮದ ಬಳಿ ಫಾಲ್ಗುಣಿ ನದಿಗೆ ಅಡ್ಡಲಾಗಿ ಹಂಚಿಕೆಯಾಗಿರುವ 18.00 ಮೆಗಾ ವ್ಯಾಟ್ ಸಾಮರ್ಥ್ಯದ ಕಿರು ಜಲ ವಿದ್ಯುತ್ ಯೋಜನೆಯನ್ನು ನದಿಯ ಬಲ ದಂಡೆಯಿಂದ ಎಡ ದಂಡೆಗೆ ಸ್ಥಳಾಂತರಿಸಲು ಅನುಮೋದನೆ ನೀಡಲು ಹಂಚಿಕೆ ಸಮಿತಿಯು ಶಿಫಾರಸ್ಸಿಸಿರುತ್ತದೆ.

ಆದುದರಿಂದ, ಈ ಕೆಳಗಿನಂತೆ ಆದೇಶಿಸಲಾಗಿದೆ:-

ಸರ್ಕಾರಿ ಆದೇಶ ಸಂಖ್ಯೆ: ಇಎನ್ 253 ಎನ್‌ಸಿಇ 2012, ಬೆಂಗಳೂರು, ದಿನಾಂಕ: 10.10.2012.

ಮೆ : ಸೋಹಂ ಕೊಳವೂರು ರಿನ್ಯುವೆಬಲ್ ಎನರ್ಜಿ ಪ್ರೈವೇಟ್ ಲಿಮಿಟೆಡ್ ರವರಿಗೆ ದಕ್ಷಿಣ ಕನ್ನಡ ಜಿಲ್ಲೆಯ, ಮಂಗಳೂರು ತಾಲ್ಲೂಕಿನ ಕೊಲಾವರ ಗ್ರಾಮದ ಬಳಿ ಫಾಲ್ಗುಣಿ ನದಿಗೆ ಅಡ್ಡಲಾಗಿ ಮಂಜೂರಾಗಿರುವ 18.00 ಮೆಗಾ ವ್ಯಾಟ್ ಸಾಮರ್ಥ್ಯದ ಕಿರು ಜಲ ವಿದ್ಯುತ್ ಯೋಜನೆಯನ್ನು ನದಿಯ ಎಡ ದಂಡೆಯಲ್ಲಿ ಅನುಷ್ಠಾನಗೊಳಿಸಲು ಅನುಮತಿ ನೀಡಲಾಗಿದೆ.

ಸದರಿ ಯೋಜನೆಯನ್ನು ದಿನಾಂಕ 23.05.2013ರೊಳಗಾಗಿ ಅನುಷ್ಠಾನಗೊಳಿಸತಕ್ಕದ್ದು.

ಈ ಆದೇಶವನ್ನು ರದ್ದು ಪಡಿಸುವುದು/ಮಾರ್ಪಾಡು ಮಾಡುವ ಅಧಿಕಾರವನ್ನು ಸರ್ಕಾರವು ಹೊಂದಿರುತ್ತದೆ.
