ವಿವಿಧ ದಿನಾಂಕಗಳಂದು ನಿಯಮಿತಗೊಳ್ಳುತ್ತಿರುವ ರಾಜ್ಯ ಸರ್ಕಾರಿ ನೌಕರರುಗಳ ವಾರ್ಷಿಕ ವೇತನ ಬಡ್ತಿಯ ದಿನಾಂಕವನ್ನು ಪರಿಷ್ಕರಿಸಿ ನಿಯತಗೊಳಿಸುವ ಬಗ್ಗೆ.

ಪ್ರಸ್ತಾವನೆ :

ಸರ್ಕಾರದ ಆದೇಶ ಸಂಖ್ಯೆ: ಆಇ 22 ಎಸ್ಆರ್‌ಪಿ 2017, ದಿನಾಂಕ 01-06-2017 ರನ್ವಯ ರಚಿಸಲಾಗಿದ್ದ ಆರನೇ ರಾಜ್ಯ ವೇತನ ಆಯೋಗವು ದಿನಾಂಕ: 31-01-2018 ರಂದು ತನ್ನ ವರದಿಯನ್ನು (ಮೊದಲ ಸಂಪುಟ) ಸಲ್ಲಿಸಿದೆ. ವಿವಿಧ ದಿನಾಂಕಗಳಂದು ನಿಯತಗೊಳ್ಳುತ್ತಿರುವ ರಾಜ್ಯ ಸರ್ಕಾರಿ ನೌಕರರುಗಳ ಪ್ರತಿ ವರ್ಷದ ವಾರ್ಷಿಕ ವೇತನ ಬಡ್ತಿಯ ದಿನಾಂಕದ ಪರಿಷ್ಕರಣೆ ಸಂಬಂಧದಲ್ಲಿ ಆರನೇ ರಾಜ್ಯ ವೇತನ ಆಯೋಗವು ಮಾಡಿರುವ ಶಿಫಾರಸ್ಸನ್ನು ಸರ್ಕಾರವು ಅಂಗೀಕರಿಸಿ, ಈ ಕೆಳಕಂಡಂತೆ ಆದೇಶವನ್ನು ಹೊರಡಿಸಲು ಹರ್ಷಿಸುತ್ತದೆ.

ರಾಜ್ಯ ಸರ್ಕಾರವು, ವಿವಿಧ ದಿನಾಂಕಗಳಂದು ನಿಯತಗೊಳ್ಳುತ್ತಿರುವ ರಾಜ್ಯ ಸರ್ಕಾರಿ ನೌಕರರುಗಳ ವಾರ್ಷಿಕ ವೇತನ ಬಡ್ತಿಯ ದಿನಾಂಕಗಳ ಬದಲಾಗಿ ಸಂದರ್ಭಾನುಸಾರ ಪ್ರತಿ ವರ್ಷದ ಒಂದನೇ ಜನವರಿ ಅಥವಾ ಒಂದನೇ ಜುಲೈ ದಿನಾಂಕದಂದು ಮಂಜೂರು ಮಾಡಿ ನಿಯತಗೊಳಿಸುವಲ್ಲಿ ಆದೇಶಿಸಿದೆ.

ಈ ಆದೇಶವು ದಿನಾಂಕ 01.01.2019 ರಿಂದ ಜಾರಿಗೆ ಬರತಕ್ಕದ್ದು.

ಕರ್ನಾಟಕ ನಾಗರಿಕ ಸೇವಾ ನಿಯಮಗಳಿಗೆ ಅವಶ್ಯಕ ತಿದ್ದುಪಡಿಯನ್ನು ಪ್ರತ್ಯೇಕವಾಗಿ ಹೊರಡಿಸಲಾಗುವುದು.

Subject : Revision of the annual incremental dates of State Government Servants accruing on various dates - Regulation regarding.

Preamble :

The Sixth State Pay Commission constituted vide Govt. Order No: FD 22 SRP 2017, Dated 01-06-2017 has submitted its report (First volume) on 31-03-2018. considering the recommendation of the Sixth State Pay Commission for regulating the annual incremental dates of the State Government servants accruing on the various dated with reference to 1st January and 1st July every year. Government are pleased to issue the following Order.

Government are pleased to Order to regulate the annual incremental dates of State Government servants as the case may be with reference to 1st January or 1st July every year, instead of being regulated on different dates in a year.

ಪೂರ್ಣ ಪ್ರಮಾಣದ ನಿವೃತ್ತಿ ವೇತನ ಪಡೆಯುವ ಉದ್ದೇಶಕ್ಕಾಗಿ ಗರಿಷ್ಠ ಅರ್ಹತಾದಾಯಕ ಸೇವೆಯ ಪ್ರಮಾಣವನ್ನು ಪರಿಷ್ಕರಿಸುವ ಬಗ್ಗೆ.

ಪ್ರಸ್ತಾವನೆ :

ಸರ್ಕಾರದ ಆದೇಶ ಸಂಖ್ಯೆ: ಆಇ 22 ಎಸ್ಅರ್‌ಪಿ 2017, ದಿನಾಂಕ 01-06-2017 ರನ್ವಯ ರಚಿಸಲಾಗಿದ್ದ ಆರನೇ ರಾಜ್ಯ ವೇತನ ಆಯೋಗವು ದಿನಾಂಕ: 31-01-2018 ರಂದು ತನ್ನ ವರದಿಯನ್ನು (ಮೊದಲ ಸಂಪುಟ) ಸಲ್ಲಿಸಿದೆ. ಈ ಕುರಿತಾದ ಆರನೇ ರಾಜ್ಯ ವೇತನ ಆಯೋಗದ ಶಿಫಾರಸ್ಸನ್ನು ಸರ್ಕಾರವು ಪರಿಗಣಿಸಿದೆ. ಮತ್ತು ರಾಜ್ಯ ಸರ್ಕಾರಿ ನೌಕರರು ಪೂರ್ಣ ಪ್ರಮಾಣದ ನಿವೃತ್ತಿ ವೇತನ ಪಡೆಯುವಲ್ಲಿನ ಗರಿಷ್ಠ ಅರ್ಹತಾದಾಯಕ ಸೇವೆಯ ಪರಿಷ್ಕರಣೆ ಸಂಬಂಧದ ಶಿಫಾರಸ್ಸನ್ನು ಅಂಗೀಕರಿಸಿ, ಈ ಕೆಳಕಂಡಂತೆ ಆದೇಶವನ್ನು ಹೊರಡಿಸಲು ಹರ್ಷಿಸುತ್ತದೆ.

ರಾಜ್ಯ ಸರ್ಕಾರಿ ನೌಕರರು ಪೂರ್ಣ ಪ್ರಮಾಣದ ನಿವೃತ್ತಿ ವೇತನ ಪಡೆಯುವ ಉದ್ದೇಶಕ್ಕಾಗಿ ಕರ್ನಾಟಕ ನಾಗರಿಕ ಸೇವಾ ನಿಯಮಗಳಲ್ಲಿ ವಿಧಿಸಲಾಗಿರುವ ಗರಿಷ್ಠ 33 ವರ್ಷಗಳ ಅರ್ಹತಾದಾಯಕ ಸೇವೆಯ ಷರತ್ತನ್ನು ಗರಿಷ್ಠ 30 ವರ್ಷಗಳಿಗೆ ಇಳಿಕೆ ಮಾಡಿ ಆದೇಶಿಸಲಾಗಿದೆ.

ಈ ಆದೇಶವು ದಿನಾಂಕ 01.01.2019 ರಿಂದ ಜಾರಿಗೆ ಬರತಕ್ಕದ್ದು.

ಕರ್ನಾಟಕ ನಾಗರಿಕ ಸೇವಾ ನಿಯಮಗಳಿಗೆ ಅವಶ್ಯಕ ತಿದ್ದುಪಡಿಯನ್ನು ಪ್ರತ್ಯೇಕವಾಗಿ ಹೊರಡಿಸಲಾಗುವುದು.

Subject : Revision of maximum qualifying service for the purpose of earning full pension regarding.

Preamble :

The Sixth State Pay Commission constituted vide Govt. Order No: FD 22 SRP 2017, Dated 01-06-2017 has submitted it's report (First volume) on 31-01-2018. The Government have considered the recommendation of the Sixth State Pay Commission and Government are pleased to issue the following Order accepting the recommendation for revising the maximum qualifying service of State Government servants for earning full pension.

Government Order No: FD 2 SRS 2019, Bengaluru, Dated 11-01-2019

The condition regarding maximum qualifying service of 33 years for earning full pension by the State Government servants under Karnataka Civil Service Rules shall be reduced to 30 years.

This Order shall come into force with effect from 01.01.2019.

Necessary amendments to KCSRs will be issued separately.

ವಿಷಯ : ವಾಹನ ಭತ್ಯೆಯ ದರಗಳ ಪರಿಷ್ಕರಣೆ. ಓದಲಾಗಿದೆ : 1. ಸರ್ಕಾರಿ ಆದೇಶ ಸಂಖ್ಯೆ: ಎಫ್‌ಡಿ 31 ಎಸ್ಆರ್‌ಪಿ 2007 (II) ದಿನಾಂಕ 14.08.2008.

2. ಸರ್ಕಾರಿ ಆದೇಶ ಸಂಖ್ಯೆ: ಎಫ್‌ಡಿ 12 ಎಸ್ಆರ್‌ಪಿ 2012 (I) ದಿನಾಂಕ 14.06.2012.

ಪ್ರಸ್ತಾವನೆ :

ಮೇಲೆ (2) ರಲ್ಲಿ ಓದಲಾದ ದಿನಾಂಕ: 14.06.2012ರ ಸರ್ಕಾರಿ ಆದೇಶದಲ್ಲಿ, ಮೇಲೆ (1) ರಲ್ಲಿ ಓದಲಾದ ದಿನಾಂಕ: 14.08.2008ರ ಆದೇಶದನ್ವಯ ಕೆಲವೊಂದು ವರ್ಗದ ಹುದ್ದೆಗಳಿಗೆ ನೀಡಲಾಗುತ್ತಿದ್ದ ವಾಹನ ಭತ್ಯೆಯ ದರಗಳನ್ನು, ದಿನಾಂಕ: 01.04.2012 ರಿಂದ ಜಾರಿಗೆ ಬರುವಂತೆ ಪರಿಷ್ಕರಿಸಿ ಆದೇಶ ಹೊರಡಿಸಲಾಗಿತ್ತು.

ಇಂಧನ ದರಗಳು ಮತ್ತು ನಿರ್ವಹಣಾ ವೆಚ್ಚಗಳಲ್ಲಿನ ಹೆಚ್ಚಳವನ್ನು ಗಮನದಲ್ಲಿರಿಸಿ, ಸರ್ಕಾರದ ಅಧಿಕೃತ ಪ್ರವಾಸಗಳಿಗಾಗಿ ಸ್ವಂತ ವಾಹನಗಳನ್ನು ಬಳಸಬೇಕಾದ ಸಿಬ್ಬಂದಿಗಳಿಗೆ ನೀಡಲಾಗುತ್ತಿದ್ದ ವಾಹನ ಭತ್ಯೆಯ ದರಗಳನ್ನು ಪರಿಷ್ಕರಿಸುವ ಕುರಿತು 6ನೇ ರಾಜ್ಯ ವೇತನ ಆಯೋಗವು ಮಾಡಿರುವ ಶಿಫಾರಸ್ಸನ್ನು ಸರ್ಕಾರವು ಒಪ್ಪಿರುತ್ತದೆ. ಅದರಂತೆ, ಈ ಕೆಳಕಂಡ ಆದೇಶವನ್ನು ಹೊರಡಿಸಿದೆ.

ಸರ್ಕಾರಿ ಆದೇಶ ಸಂಖ್ಯೆ: ಆಇ 24 ಎಸ್ಆರ್‌ಪಿ 2018(I), ಬೆಂಗಳೂರು, ದಿನಾಂಕ: 11ನೇ ಜನವರಿ 2019.

ಸರ್ಕಾರದ ಅಧಿಕೃತ ಪ್ರವಾಸಗಳಿಗಾಗಿ ಸ್ವಂತ ವಾಹನವನ್ನು ಬಳಸಬೇಕಾದ, ವಿವಿಧ ವೃಂದಗಳಿಗೆ ಸೇರಿದ ಸರ್ಕಾರಿ ನೌಕರರಿಗೆ ಹಾಲಿ ನೀಡುತ್ತಿರುವ

2. ವಾಹನ ಭತ್ಯೆಯನ್ನು ಕ್ರಮಬದ್ಧಗೊಳಿಸುವ ಚಾಲ್ತಿಯಲ್ಲಿರುವ ಇತರೆ ಷರತ್ತುಗಳು ಮುಂದುವರೆದು ಅನ್ವಯಿಸುತ್ತವೆ.

PREAMBLE :

In Government Order dated 14.6.2012 read at (2) above, orders were issued revising the rates of Conveyance Allowance with effect from 01.04.2012 granted to certain categories of posts vide G.O. dated: 14.08.2008 read at (1) above.

Taking into account the increase in fuel prices and the cost of maintenance the 6th State Pay Commission has recommended to revise the conveyance allowance granted to employees who are required to maintain and use own vehicles for official journeys.

Government have accepted the recommendations of the 6th State Pay Commission and the following orders are issued.

GOVERNMENT ORDER NO. FD 24 SRP 2018(I), BENGALURU, DATED 11th JANUARY 2019.

Government are pleased to revise the rates of Conveyance Allowance being paid to various categories of Government servants who are required to maintain and use their own vehicles for official journeys with effect from 1st January 2019 as follows:-

ಸರ್ಕಾರದ ಅಧಿಕೃತ ಕಾರ್ಯನಿರ್ವಹಣೆಗಾಗಿ ನಿಯತವಾಗಿ ಪ್ರಯಾಣ ಮಾಡಬೇಕಾದ ಮತ್ತು ಅಧಿಕೃತ ವಾಹನ ಸೌಲಭ್ಯ ದೊರೆಯದಿರುವ ಸರ್ಕಾರಿ ಸಿಬ್ಬಂದಿಗಳು ಪ್ರಯಾಣಕ್ಕಾಗಿ ಮಾಡುವ ವೆಚ್ಚವನ್ನು ಭರಿಸಲು ಕೆಲವೊಂದು ವರ್ಗಗಳ ಹುದ್ದೆಗಳಿಗೆ ನೀಡಲಾಗುತ್ತಿರುವ ಪ್ರಯಾಣ ಭತ್ಯೆಯ ದರಗಳನ್ನು ಪರಿಷ್ಕರಿಸುವಂತೆ 6ನೇ ರಾಜ್ಯ ವೇತನ ಆಯೋಗವು ಮಾಡಿರುವ ಶಿಫಾರಸ್ಸನ್ನು ಸರ್ಕಾರವು ಒಪ್ಪಿರುತ್ತದೆ ಮತ್ತು ಈ ಕೆಳಕಂಡಂತೆ ಆದೇಶಗಳನ್ನು ಹೊರಡಿಸಿದೆ.

2. ಕಚೇರಿಯ ಕೆಲಸದ ನಿಮಿತ್ತ ನಿಗದಿತ ಪ್ರವಾಸಕ್ಕಾಗಿ ಸರ್ಕಾರಿ ವಾಹನಗಳನ್ನು ಒದಗಿಸಲಾಗಿರುವ ಅಧಿಕಾರಿ/ಸಿಬ್ಬಂದಿಗಳು ನಿಗದಿತ ಪ್ರಯಾಣ ಭತ್ಯೆ ಪಡೆಯಲು ಅರ್ಹರಿರುವುದಿಲ್ಲ.

3. ನಿಗದಿತ ಪ್ರಯಾಣ ಭತ್ಯೆಯನ್ನು ಕ್ರಮಬದ್ಧಗೊಳಿಸಲು ಜಾರಿಯಲ್ಲಿರುವ ಇತರೆ ಷರತ್ತುಗಳು ಮುಂದುವರೆದು ಅನ್ವಯಿಸುತ್ತವೆ.

PREAMBLE:

In Government Order dated 14.06.2012 read at (2) above, orders were issued revising the rates of Fixed Travelling Allowance with effect from 01.04.2012 admissible to certain categories of posts vide G.O. dated: 14.08.2008 read at (1) above.

Government have accepted the recommendations of the 6th State Pay Commission to revise the rates of fixed travelling allowance payable to Government employees who are required to travel regularly in discharge of their official duties and who are not provided with any official vehicles. Hence, the following orders are issued.

Government are pleased to revise the rates of Fixed Travelling Allowance admissible to the Government employees holding the following categories of posts and who are required to travel regularly on official duties with effect from 1st January 2019.

ಪ್ರಸ್ತಾವನೆ :

ಮೇಲೆ (2) ರಲ್ಲಿ ಓದಲಾದ ದಿನಾಂಕ: 14.06.2012ರ ಸರ್ಕಾರಿ ಆದೇಶದಲ್ಲಿ ರಾಜ್ಯ ಸರ್ಕಾರದ ಕೆಲವೊಂದು ವರ್ಗದ ಹುದ್ದೆಗಳಿಗೆ ನೀಡಲಾಗುತ್ತಿರುವ ಸಮವಸ್ತ್ರ ಭತ್ಯೆಯ ದರಗಳನ್ನು ದಿನಾಂಕ: 01.04.2012ರಿಂದ ಜಾರಿಗೆ ಬರುವಂತೆ ಪರಿಷ್ಕರಿಸಲಾಗಿರುತ್ತದೆ.

ಮೇಲೆ (2) ರಿಂದ (10)ರಲ್ಲಿ ಓದಲಾದ ಆದೇಶಗಳಲ್ಲಿ, ಸರ್ಕಾರದ ವಿವಿಧ ಇಲಾಖೆಗಳ ಬೇರೆ ಬೇರೆ ವೃಂದದ ಸಿಬ್ಬಂದಿಗಳಿಗೆ ನೀಡಲಾಗುತ್ತಿದ್ದ ಸಮವಸ್ತ್ರ ಭತ್ಯೆ ಮತ್ತು ಸಮವಸ್ತ್ರ ನಿರ್ವಹಣಾ ಭತ್ಯೆಯ ದರಗಳನ್ನು, ಸದರಿ ಆದೇಶಗಳನ್ನು ಹೊರಡಿಸಿದ ದಿನಾಂಕದಿಂದ ಜಾರಿಗೆ ಬರುವಂತೆ, ಸೇರ್ಪಡೆ/ತಿದ್ದುಪಡಿ ಮಾಡಿ ಆದೇಶಗಳನ್ನು ಹೊರಡಿಸಲಾಗಿರುತ್ತದೆ.

ಸರ್ಕಾರದ ಹಲವಾರು ಇಲಾಖೆಗಳ ಮತ್ತು ವಿವಿಧ ವೃಂದದ ಸಿಬ್ಬಂದಿಗಳಿಗೆ ನಿಗದಿಪಡಿಸಲಾದ ಸಮವಸ್ತ್ರಗಳನ್ನು ಒದಗಿಸಿಕೊಳ್ಳಲು ಮತ್ತು ಅವುಗಳನ್ನು ನಿರ್ವಹಿಸಲು ಮಾಡಲಾಗುವ ವೆಚ್ಚವು ಇಲಾಖೆಯಿಂದ ಇಲಾಖೆಗೆ ಮತ್ತು ವೃಂದದಿಂದ ವೃಂದಗಳಿಗೆ ಹಾಗೂ ನಿರ್ವಹಿಸುವ ಕಾರ್ಯ ಮತ್ತು ಕರ್ತವ್ಯಗಳ ಸ್ವರೂಪಕ್ಕೆ ಅನುಗುಣವಾಗಿ ಬೇರೆ ಬೇರೆ ಇರುವುದನ್ನು ಹಾಗೂ ಕೆಲವು ಸಂದರ್ಭಗಳಲ್ಲಿ ದೈನಂದಿನ ಕಾರ್ಯದ ನಿರ್ವಹಣೆಯ ಸಂದರ್ಭದ ಜೊತೆಗೆ ಔಪಚಾರಿಕ ಅಥವಾ ಸಾಂಪ್ರದಾಯಿಕ ಸಮಾರಂಭ ಹಾಗೂ ಕವಾಯತುಗಳಲ್ಲಿ ಭಾಗವಹಿಸುವ ಸಂದರ್ಭಗಳಲ್ಲಿಯೂ ಸಹ ಸಮವಸ್ತ್ರಗಳನ್ನು ಧರಿಸುವ ಅವಶ್ಯಕತೆಯನ್ನು ಗಮನದಲ್ಲಿರಿಸಿ ಸದರಿ ವೃಂದಗಳಿಗೆ / ಹುದ್ದೆಗಳಿಗೆ ನೀಡಲಾಗುತ್ತಿದ್ದ ಸಮವಸ್ತ್ರ ಭತ್ಯೆಯ ದರಗಳನ್ನು ಪರಿಷ್ಕರಿಸಲು ಹಾಗೂ ಕೆಲವೊಂದು ಭತ್ಯೆಗಳನ್ನು ಪ್ರಸ್ತುತ ದರಗಳಲ್ಲಿಯೇ ಮುಂದುವರೆಸಲು 6ನೇ ರಾಜ್ಯ ವೇತನ ಆಯೋಗವು ಸರ್ಕಾರಕ್ಕೆ ಶಿಫಾರಸ್ಸುಗಳನ್ನು ಮಾಡಿರುತ್ತದೆ. 6ನೇ ರಾಜ್ಯ ವೇತನ ಆಯೋಗದ ಈ ಶಿಫಾರಸ್ಸುಗಳನ್ನು ಸರ್ಕಾರವು ಒಪ್ಪಿದ್ದು, ಈ ಕೆಳಕಂಡ ಆದೇಶಗಳನ್ನು ಹೊರಡಿಸಿದೆ.

ಸರ್ಕಾರಿ ಆದೇಶ ಸಂಖ್ಯೆ: ಆಇ 24 ಎಸ್ಆರ್‌ಪಿ 2018(III), ಬೆಂಗಳೂರು, ದಿನಾಂಕ: 11ನೇ ಜನವರಿ 2019.

ರಾಜ್ಯ ಸರ್ಕಾರದ ಈ ಕೆಳಕಂಡ ವರ್ಗದ ವಿವಿಧ ಹುದ್ದೆಗಳಿಗೆ ಲಭ್ಯವಿರುವ ಸಮವಸ್ತ್ರ ಭತ್ಯೆಯ ದರಗಳನ್ನು ಮತ್ತು ಕಾಲಾವಧಿಯನ್ನು 1ನೇ ಜನವರಿ

2. ಸಮವಸ್ತ್ರ ಭತ್ಯೆ ಕುರಿತು ಚಾಲ್ತಿಯಲ್ಲಿರುವ ಹಿಂದಿನ ಎಲ್ಲಾ ಆದೇಶಗಳನ್ನು ರದ್ದುಪಡಿಸಿ ಈ ಆದೇಶವನ್ನು ಹೊರಡಿಸಲಾಗಿದೆ.

3. ಸಮವಸ್ತ್ರ ಭತ್ಯೆಯನ್ನು ಕ್ರಮಬದ್ಧಗೊಳಿಸಿ ಮಂಜೂರು ಮಾಡುವ ಕುರಿತು ಚಾಲ್ತಿಯಲ್ಲಿರುವ ಇತರೆ ಷರತ್ತು ಮತ್ತು ನಿಬಂಧನೆಗಳು ಮುಂದುವರೆದು ಅನ್ವಯಿಸುತ್ತವೆ.

ವಿಷಯ : ರಾಜ್ಯ ಸರ್ಕಾರಿ ನೌಕರರ ಅವಲಂಬಿತ ವಿಶೇಷ ಚೇತನ (ಅಂಧ ಮತ್ತು ಅಂಗವಿಕಲ) ಮಕ್ಕಳಿಗೆ ನೀಡುತ್ತಿರುವ ಶೈಕ್ಷಣಿಕ ಭತ್ಯೆಯನ್ನು ಪರಿಷ್ಕರಿಸುವ ಬಗ್ಗೆ.

ಓದಲಾಗಿದೆ : 1. ದಿನಾಂಕ 10.06.2013ರ ಸರ್ಕಾರಿ ಆದೇಶ ಸಂಖ್ಯೆ:ಎಫ್‌ಡಿ 12 ಎಸ್ಆರ್‌ಪಿ 2012(XIII).

2. ದಿನಾಂಕ 19.01.2016ರ ಸರ್ಕಾರಿ ಆದೇಶ ಸಂಖ್ಯೆ: ಎಫ್‌ಡಿ 1 ಎಸ್ಆರ್‌ಪಿ 2016.

ಪ್ರಸ್ತಾವನೆ :

2011ರ ಅಧಿಕಾರಿ ವೇತನ ಸಮಿತಿಯ ಶಿಫಾರಸ್ಸಿನಂತೆ, 1ನೇ ತರಗತಿಯಿಂದ 12ನೇ ತರಗತಿಯವರೆಗೆ ವ್ಯಾಸಂಗ ಮಾಡುತ್ತಿರುವ ರಾಜ್ಯ ಸರ್ಕಾರಿ ನೌಕರರ ವಿಶೇಷ ಚೇತನ (ಅಂಧ/ಅಂಗವೈಕಲ್ಯತೆ) ಹೊಂದಿರುವ ಮಕ್ಕಳಿಗೆ ಮೇಲೆ ಓದಲಾದ ದಿನಾಂಕ 10.06.2013ರ ಸರ್ಕಾರಿ ಆದೇಶದಲ್ಲಿನ ಷರತ್ತು ಮತ್ತು ನಿಬಂಧನೆಗಳ ಪೂರೈಕೆಗೊಳಪಟ್ಟು ಗರಿಷ್ಠ 2 ಮಕ್ಕಳ ಮಿತಿಗೊಳಪಟ್ಟು ಪ್ರತಿ ಮಗುವಿಗೆ ಮಾಹೆಯಾನ `. 500ಗಳ ಶೈಕ್ಷಣಿಕ ಭತ್ಯೆಯನ್ನು ಮಂಜೂರು ಮಾಡಿ ಆದೇಶಗಳನ್ನು ಹೊರಡಿಸಲಾಗಿರುತ್ತದೆ.

ವಿಶೇಷ ಚೇತನ ಮಕ್ಕಳ ಶೈಕ್ಷಣಿಕ ಭತ್ಯೆಯನ್ನು ಮಂಜೂರು ಮಾಡುವ ಸರ್ಕಾರದ ನೀತಿಯನ್ನು ಪರಿಶೀಲಿಸಿದ 6ನೇ ರಾಜ್ಯ ವೇತನ ಆಯೋಗವು ಈ ಶೈಕ್ಷಣಿಕ ಭತ್ಯೆಯನ್ನು ಪರಿಷ್ಕರಿಸಲು ಶಿಫಾರಸ್ಸು ಮಾಡಿರುತ್ತದೆ.

6ನೇ ರಾಜ್ಯ ವೇತನ ಆಯೋಗದ ಈ ಶಿಫಾರಸ್ಸನ್ನು ಪರಿಶೀಲಿಸಿದ ಸರ್ಕಾರವು ಈ ಕೆಳಕಂಡಂತೆ ಆದೇಶಿಸಿದೆ.

ಸರ್ಕಾರಿ ಆದೇಶ ಸಂಖ್ಯೆ: ಎಫ್‌ಡಿ 24 ಎಸ್ಆರ್‌ಪಿ 2018(IX), ಬೆಂಗಳೂರು, ದಿನಾಂಕ 11ನೇ ಜನವರಿ 2019

ರಾಜ್ಯ ಸರ್ಕಾರಿ ನೌಕರರ ವಿಶೇಷ ಚೇತನ ಮಕ್ಕಳಿಗೆ ನೀಡಲಾಗುತ್ತಿರುವ ಮಾಸಿಕ `. 500ಗಳ ಶೈಕ್ಷಣಿಕ ಭತ್ಯೆಯನ್ನು ಅವರು ಹದಿನೆಂಟು ವರ್ಷಗಳ ವಯೋಮಿತಿಯನ್ನು ಪೂರ್ಣಗೊಳಿಸುವ ಅಥವಾ 12ನೇ ತರಗತಿ ವ್ಯಾಸಂಗ ಪೂರ್ಣಗೊಳಿಸುವವರೆಗೆ ಇದರಲ್ಲಿ ಯಾವುದು ಮೊದಲೋ ಅಲ್ಲಿಯವರೆಗೆ,ಭಾಗ ೧ ಕರ್ನಾಟಕ ರಾಜ್ಯಪತ್ರ, ಗುರುವಾರ, ಫೆಬ್ರವರಿ ೧೪, ೨೦೧೯ ೧೧೫ ಗರಿಷ್ಠ ಎರಡು ಮಕ್ಕಳ ಮಿತಿಗೊಳಪಟ್ಟು, ಪ್ರತಿ ಮಗುವಿಗೆ 1ನೇ ಜನವರಿ 2019 ರಿಂದ ಜಾರಿಗೆ ಬರುವಂತೆ ಮಾಸಿಕ `. 1000ಗಳಿಗೆ ಪರಿಷ್ಕರಿಸಿ ಈ ಕೆಳಕಂಡ ಷರತ್ತು ಮತ್ತು ನಿಬಂಧನೆಗಳ ಪೂರೈಕೆಗೊಳಪಟ್ಟು ಮಂಜೂರು ಮಾಡಲು ಸರ್ಕಾರವು ಹರ್ಷಿಸುತ್ತದೆ.

i) ಈ ಸೌಲಭ್ಯದ ಉದ್ದೇಶಕ್ಕಾಗಿ ವಿಶೇಷ ಚೇತನ/ವಿಕಲ ಚೇತನ/ ಅಂಗವಿಕಲತೆಯನ್ನು The Rights of Persons with Disabilities Act, ²⁰¹⁶ ರ ಅನುಬಂಧದಲ್ಲಿ ವಿಶದಪಡಿಸಿದಂತೆ ಅರ್ಥೈಸಿಕೊಳ್ಳತಕ್ಕದ್ದು.

ತೋರಿಸಿದಂತೆ ಇರುತ್ತದೆ.

iii) ಈ ಮೇಲಿನ 2016ರ ಅಧಿನಿಯಮದ ಅರ್ಥ ವಿವರಣೆಯ ವ್ಯಾಪ್ತಿಯಲ್ಲಿ ಬರುವ ವಿಶೇಷ ಚೇತನ/ಅಂಗವಿಕಲ ಮಕ್ಕಳಿಗೆ ಮಾತ್ರ ಈ ಸೌಲಭ್ಯವು ಲಭ್ಯವಾಗತಕ್ಕದ್ದು.

iv) ಈ ಸೌಲಭ್ಯವನ್ನು ಸರ್ಕಾರಿ ನೌಕರನು ಅವನ ಸೇವಾವಧಿಯಲ್ಲಿ ಮಾತ್ರ ಪಡೆಯಲು ಅರ್ಹನಾಗಿರುತ್ತಾನೆ. v) ವಿಶೇಷ ಚೇತನ ಮಕ್ಕಳ ಅಂಧತ್ವ ಮತ್ತು ಅಂಗವೈಕಲ್ಯತೆಯ ಬಗ್ಗೆ ವೈದ್ಯಕೀಯ ಮಂಡಳಿಯಿಂದ ಪಡೆದ ಪ್ರಮಾಣ ಪತ್ರವನ್ನು ಸಂಬಂಧಿಸಿದ ಶಾಲೆಗಳ/ಶಿಕ್ಷಣ ಸಂಸ್ಥೆಗಳ ಮುಖ್ಯೋಪಾಧ್ಯಾಯರು / ಪ್ರಾಂಶುಪಾಲರ ಶಿಫಾರಸ್ಸಿನೊಂದಿಗೆ ಇಲಾಖಾ ಮುಖ್ಯಸ್ಥರಿಗೆ ಸಲ್ಲಿಸತಕ್ಕದ್ದು.

vi) ವಿಶೇಷ ಚೇತನ ಮಕ್ಕಳು ಸರ್ಕಾರಿ ನೌಕರರ ಮಕ್ಕಳಾಗಿರುವ ಬಗ್ಗೆ ದಾಖಲೆಯನ್ನು ಅಥವಾ ಈ ಮಕ್ಕಳು ಅವರ ಮೇಲೆ ಸಂಪೂರ್ಣ ಅವಲಂಬಿತರಾಗಿರುವ ಬಗ್ಗೆ ಘೋಷಣಾ ಪತ್ರವನ್ನು/ ದಾಖಲೆಯನ್ನು ಸಂಬಂಧಿಸಿದ ಇಲಾಖಾ ಮುಖ್ಯಸ್ಥರಿಗೆ ಸಲ್ಲಿಸತಕ್ಕದ್ದು. vii) ಈ ಸೌಲಭ್ಯವು ಸರ್ಕಾರಿ ನೌಕರನು ವೈದ್ಯಕೀಯ ಮಂಡಳಿಯ ಪ್ರಮಾಣ ಪತ್ರವನ್ನು ಇಲಾಖಾ ಮುಖ್ಯಸ್ಥರಿಗೆ ಸಲ್ಲಿಸಿದ ದಿನಾಂಕದಿಂದ ಜಾರಿಗೆ ಬರುವಂತೆ ಲಭ್ಯವಾಗುತ್ತದೆ.

viii) ವಿಶೇಷ ಚೇತನ ಮಕ್ಕಳ ತಂದೆ/ತಾಯಿ/ಪೋಷಕರಲ್ಲಿ ಒಬ್ಬರು ಕೇಂದ್ರ ಅಥವಾ ರಾಜ್ಯ ಸರ್ಕಾರ ಅಥವಾ ಇಬ್ಬರೂ ರಾಜ್ಯ ಸರ್ಕಾರಿ ನೌಕರರಾಗಿದ್ದಲಿ,್ಲ ಈ ಭತ್ಯೆಯನ್ನು ಒಬ್ಬರು ಮಾತ್ರ ಪಡೆಯಲು ಅರ್ಹರಾಗಿರುತ್ತಾರೆ. ಈ ಕುರಿತು ಸೂಕ್ತ ಮುಚ್ಚಳಿಕೆಯನ್ನು ಸಂಬಂಧಿಸಿದ ನೌಕರರಿಂದ ಪಡೆಯತಕ್ಕದ್ದಾಗಿರುತ್ತದೆ.

ix) ಸರ್ಕಾರಿ ನೌಕರನ ಮಕ್ಕಳು/ಅವಲಂಬಿತ ಮಕ್ಕಳು ಕೇಂದ್ರ ಅಥವಾ ರಾಜ್ಯ ಸರ್ಕಾರದಿಂದ ವಿಶೇಷ ಭತ್ಯೆ/ಧನ ಸಹಾಯ ಇತ್ಯಾದಿ ಸೌಲಭ್ಯಗಳನ್ನು ಪಡೆಯುತ್ತಿರುವ ಪ್ರಕರಣಗಳಲ್ಲಿ ಈ ಸೌಲಭ್ಯವನ್ನು ಮಂಜೂರು ಮಾಡಲು ಬರುವುದಿಲ್ಲ.

x) ಈ ಮೇಲಿನ ಷರತ್ತುಗಳು ಈ ಆದೇಶ ಹೊರಡಿಸಿದ ದಿನಾಂಕದ ನಂತರ ಮಂಜೂರು ಮಾಡುವ ಪ್ರಕರಣಗಳಿಗೆ ಮಾತ್ರ ಅನ್ವಯಿಸತಕ್ಕದ್ದಾಗಿರುತ್ತದೆ. ಈ ಮೊದಲು ಮಂಜೂರು ಮಾಡಲಾದ ಶೈಕ್ಷಣಿಕ ಭತ್ಯೆಯ ಪ್ರಕರಣಗಳಿಗೆ ಇದನ್ನು ಪುನ: ಅನ್ವಯಿಸುವ ಪ್ರಮೇಯತೆ ಇರುವುದಿಲ್ಲ.

2. ಈ ಆದೇಶದನ್ವಯ ಲಭ್ಯವಿರುವ ಶೈಕ್ಷಣಿಕ ಭತ್ಯೆಯನ್ನು ಮಂಜೂರು ಮಾಡಲು ಸಂಬಂಧಿಸಿದ ಇಲಾಖಾ ಮುಖ್ಯಸ್ಥರು ಸಕ್ಷಮ ಪ್ರಾಧಿಕಾರಿಯಾಗಿರುತ್ತಾರೆ.

3. ಶೈಕ್ಷಣಿಕ ಭತ್ಯೆ ಮಂಜೂರಾತಿ ಸಂಬಂಧ ಈ ಮೊದಲು ಹೊರಡಿಸಿದ ಆದೇಶಗಳನ್ನು ರದ್ದುಪಡಿಸಿ ಈ ಆದೇಶವನ್ನು ಹೊರಡಿಸಲಾಗಿರುತ್ತದೆ.

Sub : Revision of Education Allowance to differently-abled children of State Government employees-reg.

PREAMBLE :

As per the recommendations of the 2011 Official Pay Committee orders were issued sanctioning Children Education Allowance of `. ⁵⁰⁰ p.m. per disabled child of the State Government employee subject to not more than two children who are studying in schools from 1st Standard to 12th Standard vide G.O. dated 10.06.2013 read at (1) above. This benefit is admissible subject to the fulfillment of conditions stipulated thereunder.

The 6th State Pay Commission has examined the system of payment of Education Allowance to the differently-abled children of the employees by the State Government and recommended the Government to revise this allowance.

The Government have examined the recommendations of the 6th State Pay Commission and the following orders are issued.

GOVERNMENT ORDER NO.FD 24 SRP 2018(IX), BENGALURU, DATED 11th JANUARY 2019

Government are pleased to revise the Education Allowance for differently-abled children of State Government employees till they complete the age of ¹⁸ years or complete the studies in ¹²th Standard whichever is earlier from the existing `. <sup>500</sup> p.m. to `. ¹⁰⁰⁰ p.m. per child subject to not more than two children with effect from 1st January 2019 subject to fulfillment of terms and conditions mentioned below:

(i) For the purpose of this benefit the disability of differently-abled child to be understood and shall have the same meaning as defined in the Annexure to the Rights of Persons with Disabilities Act, 2016.

(ii) The extract of the Annexure to the Rights of Persons with Disabilities Act, 2016 is appended to the Annexure of this order.

(iii) This benefit is admissible only to disabled/differently-abled children as defined in the 2016 Act above.

(iv) A Government Servant is entitled for this benefit only during his regular service.

(v) The Disability Certificate of the Child obtained from the Medical Board shall be submitted to the Head of the Department through the Head Master/Principal of the concerned Educational Institution / School with a suitable recommendation.

(vi) A declaration form/document stating that the differently-abled children are dependent on the State Government employee / are his children shall be submitted to the Heads of the Department.

(vii) This benefit is admissible from the date the certificate obtained from the Medical Board along with recommendation is submitted to the Head of the Department.

(viii) If the guardian / father/mother of the differently-abled child are both the employees of either State Government or either of them an employee of Central Government then this benefit can be claimed by any one of them. A suitable declaration shall be obtained in this regard.

(ix) This benefit is not admissible in cases where the dependent disabled children are in receipt of any special allowance / monitory assistance etc., either from the Central or State Government respectively.

(x) The above stipulated conditions as to disability are applicable to the cases of grant of disability allowance after the date of issue of this order. The benefit of Education Allowance granted prior to the issue of this order need not be reopened.

2. The concerned Heads of the Department shall be the competent authority to sanction this Education Allowance.

3. This order is issued in supersession of all earlier orders granting Education Allowance to disabled children of the employees.

SCHEDULE TO THE RIGHTS OF PERSONS WITH DISABILITIES ACT, 2016

THE SCHEDULE

[See clause (zc) of section 2]

SPECIFIED DISABILITY

1. Physical disability.—

A. Locomotor disability (a person's inability to execute distinctive activities associated with movement of self and objects resulting from affliction of musculoskeletal or nervous system or both), including—

(a) "leprosy cured person" means a person who has been cured of leprosy but is suffering from—

(i) loss of sensation in hands or feet as well as loss of sensation and paresis in the eye and eye-lid but with no manifest deformity;

(ii) manifest deformity and paresis but having sufficient mobility in their hands and feet to enable them to engage in normal economic activity;

(iii) extreme physical deformity as well as advanced age which prevents him/her from undertaking any gainful occupation, and the expression "leprosy cured" shall construed accordingly;

(b) "cerebral palsy" means a Group of non-progressive neurological condition affecting body movements and muscle coordination, caused by damage to one or more specific areas of the brain, usually occurring before, during or shortly after birth;

(c) "dwarfism" means a medical or genetic condition resulting in an adult height of 4 feet 10 inches (147 centimeters) or less;

(d) "muscular dystrophy" means a group of hereditary genetic muscle disease that weakens the muscles that move the human body and persons with multiple dystrophy have incorrect and missing information in their genes, which prevents them fromಭಾಗ ೧ ಕರ್ನಾಟಕ ರಾಜ್ಯಪತ್ರ, ಗುರುವಾರ, ಫೆಬ್ರವರಿ ೧೪, ೨೦೧೯ ೧೧೭ making the proteins they need for healthy muscles. It is characterised by progressive skeletal muscle weakness, defects in muscle proteins, and the death of muscle cells and tissue;

(e) "acid attack victims" means a person disfigured due to violent assaults by throwing of acid or similar corrosive substance.

B. Visual impairment—

D. "blindness" means a condition where a person has any of the following conditions, after best correction—

(i) total absence of sight; or

(ii) visual acuity less than 3/60 or less than 10/200 (Snellen) in the better eye with best possible correction; or (iii) limitation of the field of vision subtending an angle of less than 10 degree.

(b) "low-vision" means a condition where a person has any of the following conditions, namely:—

(i) visual acuity not exceeding 6/18 or less than 20/60 upto 3/60 or upto 10/200 (Snellen) in the better eye with best possible corrections; or

(ii) limitation of the field of vision subtending an angle of less than 40 degree up to 10 degree.

C. Hearing impairment—

(a) "deaf" means persons having 70 DB hearing loss in speech frequencies in both ears;

(b) "hard of hearing" means person having 60 DB to 70 DB hearing loss in speech frequencies in both ears;

D. "Speech and language disability" means a permanent disability arising out of conditions such as laryngectomy or aphasia affecting one or more components of speech and language due to organic or neurological causes.

2. Intellectual disability, a condition characterised by significant limitation both in intellectual functioning (rasoning, learning, problem solving) and in adaptive behavior which covers a range of every day, social and practical skills, including—

(a) "specific learning disabilities" means a heterogeneous group of conditions wherein there is a deficit in processing language, spoken or written, that may manifest itself as a difficulty to comprehend, speak, read, write, spell, or to do mathematical calculations and includes such conditions as perceptual disabilities, dyslexia, dysgraphia, dyscalculia, dyspraxia and developmental aphasia;

(b) "autism spectrum disorder" means a neuro-developmental condition typically appearing in the first three years of life that significantly affects a person's ability to communicate, understand relationships and relate to others, and is frequently associated with unusual or stereotypical rituals or behaviours.

3. Mental behaviour,—

"mental illness" means a substantial disorder of thinking, mood, perception, orientation or memory that grossly impairs judgment, behaviour, capacity to recognize reality or ability to meet the ordinary demands of life, but does not include retardation which is a condition of arrested or incomplete development of mind of a person, specially characterised by subnormality of intelligence.

4. Disability caused due to—

(a) chronic neurological conditions, such as—

(i) "multiple sclerosis" means an inflammatory, nervous system disease in which the myelin sheaths around the axons of nerve cells of the brain and spinal cord are damaged, leading to demyelination and affecting the ability of nerve cells in the brain and spinal cord to communicate with each other;

(ii) "parkinson's disease" means a progressive disease of the nervous system marked by tremor, muscular rigidity, and slow, imprecise movement, chiefly affecting middle-aged and elderly people associated with degeneration of the basal ganglia of the brain and a deficiency of the neurotransmitter dopamine.

(b) Blood disorder—

(i) "haemophilia" means an inheritable disease, usually affecting only male but transmitted by women to their male children, characterised by loss or impairment of the normal clotting ability of blood so that a minor would may result in fatal bleeding;

(ii) "thalassemia" means a group of inherited disorders characterised by reduced or absent amounts of haemoglobin.

(iii) "sickle cell disease" means a hemolytic disorder characterised by chronic anemia, painful events, and various complications due to associated SEC. 1] THE GAZETTE OF INDIA EXTRAORDINARY 35 tissue and organ damage; "hemolytic" refers to the destruction of the cell membrane of red blood cells resulting in the release of hemoglobin.

5. Multiple Disabilities (more than one of the above specified disabilities) including deaf blindness which means a condition in which a person may have combination of hearing and visual impairments causing severe communication, developmental, and educational problems.

ಪ್ರಸ್ತಾವನೆ :

2011ರ ಅಧಿಕಾರಿ ವೇತನ ಸಮಿತಿಯ ಶಿಫಾರಸ್ಸಿನಂತೆ ಮೇಲೆ (1)ರಲ್ಲಿ ಓದಲಾದ ದಿನಾಂಕ: 31.01.2014ರ ಆದೇಶದಲ್ಲಿ ಮೊದಲ 15 ವೇತನ ಶ್ರೇಣಿಗಳಿಗಷ್ಟೇ ಸೀಮಿತವಾಗಿದ್ದ ಕಾಲಬದ್ಧ ಮುಂಬಡ್ತಿ, ಹಿರಿಯ ವೇತನ ಶ್ರೇಣಿಗೆ ಸ್ವಯಂ ಚಾಲಿತ ವಿಶೇಷ ಮುಂಬಡ್ತಿ ಮತ್ತು 20, 25 ಮತ್ತು 30 ವರ್ಷಗಳ ಪದೋನ್ನತಿ ರಹಿತ ಸೇವೆಗಾಗಿ ನೀಡಲಾಗುವ ಒಂದು ಹೆಚ್ಚುವರಿ ವೇತನ ಬಡ್ತಿ ಸೌಲಭ್ಯಗಳನ್ನು 16 ರಿಂದ 18ನೇ ವೇತನ ಶ್ರೇಣಿಗಳಿಗೆ ವಿಸ್ತರಿಸಿ ಉಳಿದ ಎಲ್ಲಾ ವೇತನ ಶ್ರೇಣಿಗಳಿಗೂ ಕೂಡ ಆಯ್ಕೆ ಕಾಲಿಕ ವೇತನ ಶ್ರೇಣಿ ಸೌಲಭ್ಯವನ್ನು ವಿಸ್ತರಿಸಲಾಗಿರುತ್ತದೆ ಹಾಗೂ ಕೆಲವು ವೃಂದಗಳಿಗೆ ಆಯ್ಕೆದರ್ಜೆ ವೇತನ ಶ್ರೇಣಿಗಳನ್ನೂ ಸಹ ನಿಗದಿಪಡಿಸಿ ದಿನಾಂಕ: 01.02.2014ರಿಂದ ಜಾರಿಗೆ ಬರುವಂತೆ ಮಂಜೂರು ಮಾಡಿ ಆದೇಶಿಸಲಾಗಿರುತ್ತದೆ. ಸದರಿ ಆದೇಶದ ಅನುಬಂಧದಲ್ಲಿ ತಿಳಿಸಿರುವಂತೆ 2012ರ ಪರಿಷ್ಕøತ ವೇತನ ಶ್ರೇಣಿ ರೂ.30400-51300ಗೆ ಆಯ್ಕೆಕಾಲಿಕ ವೇತನ ಶ್ರೇಣಿ ರೂ.32800-52500 ನ್ನು ನಿಗದಿಪಡಿಸಲಾಗಿರುತ್ತದೆ.

ಮೇಲೆ (2)ರಲ್ಲಿ ಓದಲಾದ ದಿನಾಂಕ: 15.04.2016ರ ಆದೇಶದಲ್ಲಿ ಸರ್ಕಾರಿ/ಅನುದಾನಿತ ಪದವಿ ಪೂರ್ವ ಕಾಲೇಜುಗಳಲ್ಲಿ ಕಾರ್ಯನಿರ್ವಹಿಸುತ್ತಿರುವ ಪ್ರಾಂಶುಪಾಲರು ಮತ್ತು ಉಪನ್ಯಾಸಕರುಗಳಿಗೆ ದಿನಾಂಕ 01.06.2016ರಿಂದ ಜಾರಿಗೆ ಬರುವಂತೆ ಒಂದು ಹೆಚ್ಚುವರಿ ವೇತನ ಬಡ್ತಿ ಮತ್ತು ನಿಗದಿತ ಮೊತ್ತದ ಮಾಸಿಕ ವಿಶೇಷ ಭತ್ಯೆಯನ್ನು ಮಂಜೂರು ಮಾಡಿ ಆದೇಶಿಸಲಾಗಿರುತ್ತದೆ. ಸದರಿ ಆದೇಶದನ್ವಯ ದಿನಾಂಕ: 01.06.2016ರಿಂದ ಜಾರಿಗೆ ಬರುವಂತೆ ಸರ್ಕಾರಿ/ಅನುದಾನಿತ ಪದವಿ ಪೂರ್ವ ಕಾಲೇಜುಗಳ ಪ್ರಾಂಶುಪಾಲರಿಗೆ ಮಾಸಿಕ ರೂ.1000ಗಳ ವಿಶೇಷ ಭತ್ಯೆಯನ್ನು ನೀಡಲಾಗುತ್ತಿರುತ್ತದೆ.

6ನೇ ರಾಜ್ಯ ವೇತನ ಆಯೋಗವು ಸರ್ಕಾರಕ್ಕೆ ಸಲ್ಲಿಸಿದ 2ನೇ ಸಂಪುಟದ ತನ್ನ ವರದಿಯಲ್ಲಿ, ಪದವಿ ಪೂರ್ವ ಶಿಕ್ಷಣ ಇಲಾಖೆಯ ಪದವಿ ಪೂರ್ವ ಕಾಲೇಜುಗಳ ಪ್ರಾಂಶುಪಾಲರ ವೃಂದಕ್ಕೆ ನೇರ ನೇಮಕಾತಿ ಸೌಲಭ್ಯಗಳಿರುವುದರಿಂದ, ಪ್ರಾಂಶುಪಾಲರ ಹುದ್ದೆಯ ವೃಂದ ಬಲದ ಶೇ.25ರಷ್ಟು ಹುದ್ದೆಗಳನ್ನು 2012ರ ಪರಿಷ್ಕøತ ವೇತನ ಶ್ರೇಣಿಗಳ ವೇತನ ಶ್ರೇಣಿ ರೂ.32800-52500ರ ಆಯ್ಕೆ ಶ್ರೇಣಿ ಪ್ರಾಂಶುಪಾಲರ ವೃಂದಗಳೆಂದು ಉನ್ನತೀಕರಿಸಿ ಈ ಹುದ್ದೆ ಮತ್ತು ವೇತನ ಶ್ರೇಣಿಯನ್ನು ಪ್ರಾಂಶುಪಾಲರ ವೃಂದದಲ್ಲಿ ಕನಿಷ್ಠ 10 ವರ್ಷಗಳ ಸೇವೆಯನ್ನು ಪೂರ್ಣಗೊಳಿಸಿದ ಪ್ರಾಂಶುಪಾಲರಿಂದ ತುಂಬಲು ಶಿಫಾರಸ್ಸು ಮಾಡಿರುತ್ತದೆ. ಮುಂದುವರೆದು, ಮೇಲೆ (2)ರ ಆದೇಶದನ್ವಯ ಮಂಜೂರು ಮಾಡಲಾದ ರೂ.1000ಗಳ ವಿಶೇಷ ಭತ್ಯೆಯನ್ನು ದಿನಾಂಕ 01.07.2017ರಿಂದ ಜಾರಿಗೆ ಬರುವಂತೆ ಮೂಲ ವೇತನದೊಂದಿಗೆ ವಿಲೀನಗೊಳಿಸಲು ಕೂಡ ಶಿಫಾರಸ್ಸು ಮಾಡಿರುತ್ತದೆ.

6ನೇ ರಾಜ್ಯ ವೇತನ ಆಯೋಗದ ಶಿಫಾರಸ್ಸಿನಂತೆ ಮೇಲೆ (3) ಮತ್ತು (4)ರಲ್ಲಿ ಓದಲಾದ ಸರ್ಕಾರಿ ಅಧಿಸೂಚನೆ ಮತ್ತು ಆದೇಶಗಳಲ್ಲಿ 2018ರ ಪರಿಷ್ಕøತ ವೇತನ ಶ್ರೇಣಿಗಳನ್ನು ದಿನಾಂಕ 01.07.2017ರಿಂದ ಜಾರಿಗೆ ಬರುವಂತೆ ಅನುಷ್ಠಾನಗೊಳಿಸಿ, ಕರ್ನಾಟಕ ನಾಗರಿಕ ಸೇವಾ (ಪರಿಷ್ಕøತ ವೇತನ) ನಿಯಮಗಳು, 2018ನ್ನು ದಿನಾಂಕ 01.07.2017ರಿಂದ ಜಾರಿಗೆ ತರಲಾಗಿರುತ್ತದೆ.

ಮೇಲೆ (5)ರಲ್ಲಿ ಓದಲಾದ ದಿನಾಂಕ 20.10.2018ರ ಸರ್ಕಾರಿ ಆದೇಶದಲ್ಲಿ ಸರ್ಕಾರಿ/ಅನುದಾನಿತ ಪ್ರೌಡಶಾಲಾ ಶಿಕ್ಷಕರುಗಳು/ ಮುಖ್ಯ ಶಿಕ್ಷಕರು ಮತ್ತು ಸರ್ಕಾರಿ/ಅನುದಾನಿತ ಪದವಿ ಪೂರ್ವ ಕಾಲೇಜುಗಳ ಉಪನ್ಯಾಸಕರು ಮತ್ತು ಪ್ರಾಂಶುಪಾಲರಿಗೆ ಮಂಜೂರು ಮಾಡಲಾದ ಒಂದು ಹೆಚ್ಚುವರಿ ವೇತನ ಬಡ್ತಿಯನ್ನು 2018ರ ಪರಿಷ್ಕøತ ವೇತನ ಶ್ರೇಣಿಯಲ್ಲಿ ದಿನಾಂಕ; 01.11.2018ರಿಂದ ಜಾರಿಗೆ ಬರುವಂತೆ ವಿಲೀನಗೊಳಿಸಿ ದಿನಾಂಕ 15.04.2016ರ ಸರ್ಕಾರಿ ಆದೇಶವನ್ನು ಭಾಗಶ: ನಿರಸನಗೊಳಿಸಲಾಗಿರುತ್ತದೆ. ಆದುದರಿಂದ, ವೇತನ ಆಯೋಗದ ಶಿಫಾರಸ್ಸಿನಂತೆ, ಪ್ರಾಂಶುಪಾಲರಿಗೆ ಮಂಜೂರು ಮಾಡಲಾದ ಮಾಸಿಕ ರೂ.1000ಗಳ ಭತ್ಯೆಯನ್ನು ಈ ಹಂತದಲ್ಲಿ ಪೂರ್ವಾನ್ವಯವಾಗಿ ಜಾರಿಗೆ ಬರುವಂತೆ ವಿಸ್ತರಿಸುವಲ್ಲಿ ಉಂಟಾಗುವ ತೊಡಕುಗಳನ್ನು ಸರ್ಕಾರವು ಗಮನಿಸಿದೆ.

ಪದವಿ ಪೂರ್ವ ಶಿಕ್ಷಣ ಇಲಾಖೆಯಲ್ಲಿ ಪ್ರಾಂಶುಪಾಲರ ವೃಂದ ಬಲದ ಶೇಕಡ 25ರಷ್ಟು ಹುದ್ದೆಗಳನ್ನು ಆಯ್ಕೆ ಶ್ರೇಣಿ ಪ್ರಾಂಶುಪಾಲರ ಹುದ್ದೆಗಳನ್ನಾಗಿ ಉನ್ನತೀಕರಿಸಿ ಹೆಚ್ಚಿನ ವೇತನ ಶ್ರೇಣಿ ರೂ.32800-52500 ಗಳನ್ನು ನಿಗದಿಪಡಿಸುವ ವೇತನ ಆಯೋಗದ ಶಿಫಾರಸ್ಸನ್ನು ಸರ್ಕಾರವು ಪರಿಶೀಲಿಸಿದೆ. ಈ ಮೇಲೆ ತಿಳಿಸಿದಂತೆ, ಮೇಲೆ (1)ರಲ್ಲಿ ಓದಲಾದ ಆದೇಶದನ್ವಯ ವೇತನ ಶ್ರೇಣಿ ರೂ.30400-51300ಯ ಪ್ರಾಂಶುಪಾಲರು 10 ವರ್ಷಗಳ ಸೇವೆಯನ್ನು ಪೂರ್ಣಗೊಳಿಸಿದಲ್ಲಿ ಅವರಿಗೆ ಸದರಿ ಆದೇಶದ ಷರತ್ತು ಮತ್ತು ನಿಬಂಧನೆಗಳ ಪೂರೈಕೆಗೊಳಪಟ್ಟು ರೂ.32800-52500ರ ಆಯ್ಕೆ ವೇತನ ಶ್ರೇಣಿ ಮಂಜೂರು ಮಾಡಲು ಅವಕಾಶ ಕಲ್ಪಿಸಲಾಗಿರುತ್ತದೆ. ಈ ಸೌಲಭ್ಯವು ಕೇವಲ ಶೇಕಡ 25 ಹುದ್ದೆಗಳಿಗೆ ಸೀಮಿತವಾಗದೇ, ಪ್ರಾಂಶುಪಾಲರ ಹುದ್ದೆಯಲ್ಲಿ 10 ವರ್ಷಗಳ ಸೇವೆಯನ್ನು ಪೂರ್ಣಗೊಳಿಸುವ ಎಲ್ಲರಿಗೂ ಲಭ್ಯವಿರುತ್ತದೆ. ವೇತನ ಆಯೋಗದ ಈ ಶಿಫಾರಸ್ಸನ್ನು ಅನುಷ್ಠಾನಗೊಳಿಸುವುದರಿಂದ ಪದೋನ್ನತಿ ಅವಕಾಶವಿರುವ ನೇರ ನೇಮಕಗೊಂಡ ಸರ್ಕಾರಿ ಪದವಿ ಪೂರ್ವ ಕಾಲೇಜಿನ ಪ್ರಾಂಶುಪಾಲರು ಮತ್ತು ಪದೋನ್ನತಿ ಅವಕಾಶ ಇಲ್ಲದ ಸರ್ಕಾರಿ ಅನುದಾನಿತ ಪದವಿ ಪೂರ್ವ ಕಾಲೇಜುಗಳ ಪ್ರಾಂಶುಪಾಲರುಗಳಿಗೆ ಉಂಟಾಗುವ ಲಾಭ-ನಷ್ಟಗಳನ್ನು ಸರ್ಕಾರವು ಗಮನಿಸಿ ಮೇಲೆ (1)ರಲ್ಲಿ ಓದಲಾದ ದಿನಾಂಕ 31.01.2014ರ ಆದೇಶದಲ್ಲಿ ಈಗಾಗಲೇ ಪ್ರಾಂಶುಪಾಲರ ಹುದ್ದೆಯಲ್ಲಿ 10 ವರ್ಷಗಳ ಸೇವೆಯನ್ನುಭಾಗ ೧ ಕರ್ನಾಟಕ ರಾಜ್ಯಪತ್ರ, ಗುರುವಾರ, ಫೆಬ್ರವರಿ ೧೪, ೨೦೧೯ ೧೧೯ ಪೂರ್ಣಗೊಳಿಸಿದವರಿಗೆ ಆಯ್ಕೆ ಕಾಲಿಕ ವೇತನ ಶ್ರೇಣಿ ಸೌಲಭ್ಯ ಲಭ್ಯವಿರುವುದರಿಂದ, ಇದು ಹೆಚ್ಚು ಪ್ರಯೋಜನಕಾರಿಯಾಗಿರುವುದರಿಂದ, ವೇತನ ಆಯೋಗದ ಈ ಶಿಫಾರಸ್ಸನ್ನು ಪರಿಗಣಿಸುವ ಪ್ರಮೇಯವೇ ಉದ್ಭವಿಸುವುದಿಲ್ಲ.

ಈ ಮೇಲಿನ ವಾಸ್ತವಾಂಶಗಳ ಹಿನ್ನೆಲೆಯಲ್ಲಿ 6ನೇ ರಾಜ್ಯ ವೇತನ ಆಯೋಗದ ಶಿಫಾರಸ್ಸನ್ನು ಪರಿಶೀಲಿಸಿದ ರಾಜ್ಯ ಸರ್ಕಾರವು ಈ ಕೆಳಕಂಡಂತೆ ಆದೇಶ ಹೊರಡಿಸಿದೆ.

ಪ್ರಸ್ತಾವನೆಯಲ್ಲಿ ವಿವರಿಸಿರುವ ಅಂಶಗಳ ಹಿನ್ನೆಲೆಯಲ್ಲಿ, ಪದವಿ ಪೂರ್ವ ಶಿಕ್ಷಣ ಇಲಾಖೆಯ ಪ್ರಾಂಶುಪಾಲರ ಒಟ್ಟು ವೃಂದ ಬಲದ ಶೇಕಡ 25ರಷ್ಟು ಹುದ್ದೆಗಳನ್ನು ಪ್ರಾಂಶುಪಾಲರ ವೃಂದದಲ್ಲಿ ಕನಿಷ್ಠ 10 ವರ್ಷಗಳ ಸೇವೆಯ ಪೂರೈಕೆಯ ಷರತ್ತಿನೊಂದಿಗೆ ಆಯ್ಕೆ ಶ್ರೇಣಿಯ ಪ್ರಾಂಶುಪಾಲರ ವೃಂದಕ್ಕೆ ಉನ್ನತೀಕರಿಸಿ ಆಯ್ಕೆ ಶ್ರೇಣಿ ಪ್ರಾಂಶುಪಾಲರ ವೃಂದವನ್ನು ಸೃಜಿಸುವ ಆಯೋಗದ ಶಿಫಾರಸ್ಸನ್ನು ಸರ್ಕಾರವು ತಿರಸ್ಕರಿಸುತ್ತದೆ.

2. ಪದವಿ ಪೂರ್ವ ಶಿಕ್ಷಣ ಇಲಾಖೆಯ ಅಧೀನದಲ್ಲಿ ಬರುವ ಸರ್ಕಾರಿ/ಅನುದಾನಿತ ಪದವಿ ಪೂರ್ವ ಕಾಲೇಜುಗಳ ಪ್ರಾಂಶುಪಾಲರಿಗೆ ದಿನಾಂಕ 01.06.2016ರಿಂದ ಜಾರಿಗೆ ಬರುವಂತೆ ಮಂಜೂರು ಮಾಡಿರುವ ಮಾಸಿಕ ರೂ.1000 ಗಳ ವಿಶೇಷ ಭತ್ಯೆಯನ್ನು, 2018ರ ಪರಿಷ್ಕøತ ವೇತನ ಶ್ರೇಣಿಗಳಲ್ಲಿ ಪ್ರಾಂಶುಪಾಲರು ಪ್ರಸ್ತುತ ಪಡೆಯುತ್ತಿರುವ ಮೂಲ ವೇತನದೊಂದಿಗೆ 1ನೇ ಜನವರಿ 2019ರಿಂದ ಜಾರಿಗೆ ಬರುವಂತೆ ವಿಲೀನಗೊಳಿಸಿ ಆದೇಶಿಸಲು ಸರ್ಕಾರವು ಹರ್ಷಿಸುತ್ತದೆ.

3. ದಿನಾಂಕ 01.01.2019ರಂದು ಲಭ್ಯವಿರುವ ಮೂಲ ವೇತನದೊಂದಿಗೆ ವಿಶೇಷ ಭತ್ಯೆಯನ್ನು ವಿಲೀನಗೊಳಿಸಿದ ನಂತರ, ಕರ್ನಾಟಕ ನಾಗರಿಕ ಸೇವಾ (ಪರಿಷ್ಕøತ ವೇತನ) ನಿಯಮಗಳು, 2018ರನ್ವಯ ಅನ್ವಯಿಸುವ ಪರಿಷ್ಕøತ ವೇತನ ಶ್ರೇಣಿಯಲ್ಲಿ, ವಾರ್ಷಿಕ ವೇತನ ಬಡ್ತಿಯ ವೇತನ ಹಂತವು ಲಭ್ಯವಿಲ್ಲದ ಪಕ್ಷದಲ್ಲಿ ತಕ್ಷಣದ ಮುಂದಿನ ಹಂತಕ್ಕೆ ವೇತನವನ್ನು ನಿಗದಿಪಡಿಸತಕ್ಕದ್ದು.

4. ಈ ಮೇಲಿನಂತೆ ವೇತನ ಪುನರ್ ನಿಗದಿಗೊಳಿಸಿದ ನಂತರ ಪರಿಷ್ಕøತ ವೇತನ ಶ್ರೇಣಿಗಳಲ್ಲಿ ನಿರ್ದಿಷ್ಟ ಹಂತವು ಲಭ್ಯವಿಲ್ಲದ ಪಕ್ಷದಲ್ಲಿ, ಅಂತಹ ಪ್ರಕರಣಗಳಲ್ಲಿ ವೇತನ ಪುನರ್ ನಿಗದಿಪಡಿಸುವ ಬಗ್ಗೆ ಕರ್ನಾಟಕ ನಾಗರಿಕ ಸೇವಾ (ಪರಿಷ್ಕøತ ವೇತನ) ನಿಯಮಗಳು, 2018ರ ನಿಯಮ 7(4)ರನ್ವಯ ಸರ್ಕಾರಕ್ಕೆ ಸೂಕ್ತ ಪ್ರಸ್ತಾವನೆಯನ್ನು ಸಲ್ಲಿಸತಕ್ಕದ್ದು.

5. ಸರ್ಕಾರಿ/ಅನುದಾನಿತ ಪದವಿ ಪೂರ್ವ ಕಾಲೇಜುಗಳ ಪ್ರಾಂಶುಪಾಲರುಗಳಿಗೆ ವಿಶೇಷ ಭತ್ಯೆಯನ್ನು ಮಂಜೂರು ಮಾಡಿ ಹೊರಡಿಸಲಾದ ಹಿಂದಿನ ಎಲ್ಲಾ ಆದೇಶಗಳು ದಿನಾಂಕ 01.01.2019ರಿಂದ ಜಾರಿಗೆ ಬರುವಂತೆ ನಿರಸನಗೊಳ್ಳುತ್ತವೆ.

PREAMBLE :

As per the recommendations of the 2011 Official Pay Committee the benefits of TBA, Automatic Promotion to Senior Scale of Pay and Additional Increment for 20 years, 25 years and 30 years of service without single promotion hitherto limited to the first 15 State Pay Scales have been extended to all categories of posts in 16 to 18 Pay Scales with effect from 01.02.2014 vide G.O. dated 31.01.2014 read at (1) above. In the Annexure to the said G.O. the Selection Time Scales of Pay to the pay scales for 16 to 18 in 2012 Revised Pay Scales have also been notified. Further, the benefit of Selection Time Scale of Pay have also been extended to the rest of the pay scales subject to the fulfillment of conditions stipulated thereunder. Accordingly, the Selection Time Scale of Pay of Rs.32800- 52500 has been assigned to the pay scale of Rs.30400-51300.

In G.O. dated: 15.04.2016 read at (2) above orders have been issued granting one Additional Increment and a fixed amount of special allowance per month to the Lecturers and Principals of the Govt. / Aided PU Colleges with effect from 01.06.2016. As per the said orders the principals of Govt./Aided PU Colleges are being paid a special allowance of Rs.1000 per month.

The 6th State Pay Commission in Volume-II of its Report has noticed the provision for direct recruitment to the cadre of Principal in Pre-University Colleges under Pre-University Education Department.

Hence, the Commission has recommended to create selection grade Principal post with 2012 Revised Pay Scale of Rs.32,800- 52,500 by upgrading 25% of the current cadre strength of Principals and to fill these posts with Principals having minimum 10 years of service in the cadre of Principals carrying pay scale of Rs.30,400-51,300. Further, the Commission has also recommended to merge೧೨೦ ಕರ್ನಾಟಕ ರಾಜ್ಯಪತ್ರ, ಗುರುವಾರ, ಫೆಬ್ರವರಿ ೧೪, ೨೦೧೯ ಭಾಗ ೧ the special allowance of Rs.1000 per month to PU College Principals granted vide G.O. read at (2) above retrospectively with effect from 01.07.2017.

As per the recommendations of the 6th State Pay Commission, in Government order and Notification read at (3) and (4) above Government have notified the Karnataka Civil Service (Revised Pay) Rules, 2018 and implemented the 2018 Revised Pay Scales with effect from 01.07.2017.

In G.O. dated 20.10.2018 read at (5) above the additional increment granted to Government / Aided high school teachers / head masters and Govt./Aided PU College Lecturers and Principals have been merged with the basic pay of the teachers in the 2018 Revised Pay Scales with effect from 01.11.2018 and the G.O. dated: 15.04.2016 has been rescinded partially. Therefore, the Government have noticed the difficulties in merging the monthly special allowance of Rs.1000 granted to the Principals retrospectively.

Government have examined the recommendations of the Commission to create the selection grade Principal cadre carrying higher pay scale of Rs.32,800-52,500 by upgrading 25% of the cadre strength of principals with a minimum 10 years of service in the cadre of Principals. In G.O. read at (1) above, subject to the conditions stipulated therein, provisions have been made to grant selection time scale of pay of Rs.32,800-52,500 to employees who complete 10 years of service in the cadre of Principals with a pay scale of Rs.30,400-51,300. This benefit is available to all employees who complete 10 years of regular service in the cadre Principals and is not subject to any limitation of 25% of the posts. Government have considered the advantages and disadvantages in implementing this recommendation to directly recruited Government college Principals who have got promotional avenues and the Aided College Principals who do not have any avenues for promotion. As already there is a provision to grant selection time scale of pay to employees who complete 10 years of service in the cadre of Principals vide G.O. dated: 31.01.2014 read at (1) above the need for considering of this recommendation does not arise.

The Government have examined the recommendation of the 6th State Pay Commission in the light of the above facts and the following orders are issued.

GOVERNMENT ORDER NO. FD 24 SRP 2018(X), BENGALURU, DATED 11th JANUARY 2019

In view of the facts and circumstances narrated in the preamble, the recommendations of the 6th State Pay Commission to create the Selection Grade Principal cadre carrying a higher pay scale of Rs.32,800-52,500 by upgrading 25% of the total cadre strength of the Principals of P.U. College with a minimum 10 years of service in the cadre of Principal is hereby rejected.

2. Government are pleased to merge the monthly Special Allowance of Rs.1000 granted to Govt./Aided Pre-University College Principals of Pre-University Education Department with effect from 01.06.2016 with the basic pay in the 2018 Revised Pay Scale with effect from 1st January 2019.

3. After merging the Special Allowance with the basic pay as on 01.01.2019, if the increment stage is not found in the applicable Time Scale of Pay of KCS(RP) Rules, 2018 the pay shall be fixed at the next immediate level of Time Scale of Pay.

4. If the stage in the Time Scale of Pay is not available after refixation as above such matters shall be referred to the Government under Rule 7(4) of KCS (RP) Rules, 2018.

5. All existing orders as to payment of Special Allowance to Government / Aided PU College Principals shall stand rescinded with effect from 01.01.2019.

ಮೇಲೆ (1) ರಲ್ಲಿ ಓದಲಾದ ದಿನಾಂಕ 20.05.1980ರ ಸರ್ಕಾರಿ ಆದೇಶದಲ್ಲಿ, ಸರ್ಕಾರಿ ನೌಕರರಿಗೆ ಮಂಜೂರು ಮಾಡಲಾದ ವಿಶೇಷ ಭತ್ಯೆಯನ್ನು ತರ್ಕಸಮ್ಮತ ನಿಗದಿಗೊಳಿಸಿ ಆದೇಶ ಹೊರಡಿಸಲಾಗಿತ್ತು. ತದನಂತರದಲ್ಲಿ ಈ ವಿಶೇಷ ಭತ್ಯೆಯನ್ನು ಕಾಲಕಾಲಕ್ಕೆ ಪರಿಷ್ಕರಿಸಿ ಮುಂದುವರೆಸಲಾಗಿರುತ್ತದೆ.

ರಾಜ್ಯ ಸರ್ಕಾರಿ ನೌಕರರ ಕಾರ್ಯನಿರ್ವಹಿಸುವ ಸ್ಥಳಗಳ ಸ್ಥಿತಿಯ ಆಧಾರದ ಮೇಲೆ ನಿರ್ದಿಷ್ಟ ಹುದ್ದೆಗಳಿಗೆ ಮಂಜೂರು ಮಾಡಲಾದ ವಿಶೇಷ ಭತ್ಯೆಯ ದರಗಳನ್ನು ಸರ್ಕಾರವು ಕಾಲಕಾಲಕ್ಕೆ ರಚಿಸುವ ವೇತನ ಆಯೋಗ/ಅಧಿಕಾರಿ ವೇತನ ಸಮಿತಿಯಂತಹ ತಜ್ಞ ಸಮಿತಿಗಳ ಶಿಫಾರಸ್ಸಿಗನುಗುಣವಾಗಿ ಕಾಲದಿಂದ ಕಾಲಕ್ಕೆ ಸಂದರ್ಭದ ಮಾನದಂಡಕ್ಕನುಗುಣವಾಗಿ ಪರಿಷ್ಕರಿಸಿಕೊಂಡು ಬರಲಾಗುತ್ತಿದೆ.

ರಾಜ್ಯ ಸರ್ಕಾರಿ ನೌಕರರಿಗೆ ಮಂಜೂರು ಮಾಡಲಾಗುವ ವಿಶೇಷ ಭತ್ಯೆಯನ್ನು ಅತಿ ಹೆಚ್ಚಿನ ದರಗಳಲ್ಲಿ ಮಂಜೂರು ಮಾಡುವುದು ಸೂಕ್ತವಾದುದಲ್ಲವಾದ್ದರಿಂದ ವಿಶೇಷ ಭತ್ಯೆಯ ದರಗಳಲ್ಲಿ ಸಮಾನತೆಯನ್ನು ತರುವ ಉದ್ದೇಶದಿಂದ ವಿಶೇಷ ಭತ್ಯೆಯ ದರಗಳನ್ನು ನಿಗದಿತ ಮಟ್ಟದ ದರಗಳಲ್ಲಿ ನಿಗದಿಪಡಿಸುವುದು ಸೂಕ್ತವಾದುದೆಂದು 2011ರ ಅಧಿಕಾರಿ ವೇತನ ಸಮಿತಿಯು ಶಿಫಾರಸ್ಸು ಮಾಡಿದ್ದು, ಅದರಂತೆ ಮೇಲೆ (4)ರಲ್ಲಿ ಓದಲಾದ ದಿನಾಂಕ:14.06.2012ರ ಆದೇಶದಲ್ಲಿ ವಿಶೇಷ ಭತ್ಯೆಯ ದರಗಳನ್ನು ದಿನಾಂಕ: 01.04.2012ರಿಂದ ಜಾರಿಗೆ ಬರುವಂತೆ ಪರಿಷ್ಕರಿಸಿ ಆದೇಶ ಹೊರಡಿಸಲಾಗಿರುತ್ತದೆ. ಮುಂದುವರೆದು, ನಿರ್ವಹಿಸುವ ಕಾರ್ಯಗಳು ಅತ್ಯಂತ ಕpಣವಾಗಿದ್ದಲ್ಲಿ, ದೀರ್ಘ ಅವಧಿಯ ಕಾರ್ಯನಿರ್ವಹಣೆಯ ಅನಿವಾರ್ಯತೆ ಇದ್ದಲ್ಲಿ, ಆರೋಗ್ಯಕ್ಕೆ ಹಾನಿಕರವಾದ ಮತ್ತು ಪ್ರಾಣಾಪಾಯದಿಂದ ಕೂಡಿದ ಸನ್ನಿವೇಶಗಳಿದ್ದಲ್ಲಿ ಮತ್ತು ಕರ್ತವ್ಯ ನಿರ್ವಹಿಸುವ ಪ್ರದೇಶಗಳಲ್ಲಿ ವಿಷಮ ಸ್ಥಿತಿ ಇದ್ದಲ್ಲಿ ವಿಶೇಷ ಭತ್ಯೆಯನ್ನು ನೀಡುವುದು ತರ್ಕಸಮ್ಮತವಾಗಿರುತ್ತದೆಂದು 2011ರ ಅಧಿಕಾರಿ ವೇತನ ಸಮಿತಿಯು ಅಭಿಪ್ರಾಯಿಸಿರುತ್ತದೆ. ವಿಶೇಷ ಭತ್ಯೆ ಮಂಜೂರಾತಿ ಮತ್ತು ಪರಿಷ್ಕರಣೆ ಕುರಿತಂತೆ 2011ರ ಅಧಿಕಾರಿ ವೇತನ ಸಮಿತಿಯು ಅನುಸರಿಸಿದ ಮಾನದಂಡಗಳನ್ನು 6ನೇ ರಾಜ್ಯ ವೇತನ ಆಯೋಗವು ಮಾನ್ಯ ಮಾಡಿರುತ್ತದೆ. ಈ ಭತ್ಯೆಗಳನ್ನು ಪಡೆಯುವ ನೌಕರರು ನಿರ್ವಹಿಸುವ ಕಾರ್ಯ ಸ್ವರೂಪ ಹಾಗೂ ಹುದ್ದೆಗಳ ವರ್ಗೀಕರಣದ ಆಧಾರದ ಮೇಲೆ ವಿಶೇಷ ಭತ್ಯೆಯ ದರಗಳನ್ನು ಒಂದು ನಿಗದಿತ ಪರಿಮಿತಿಯಲ್ಲಿ ಪರಿಷ್ಕರಿಸಲು 6ನೇ ರಾಜ್ಯ ವೇತನ ಆಯೋಗವು ಶಿಫಾರಸ್ಸು ಮಾಡಿರುತ್ತದೆ. 6ನೇ ರಾಜ್ಯ ವೇತನ ಆಯೋಗವು, ರಾಜಭವನ ಮತ್ತು ಮುಖ್ಯಮಂತ್ರಿಗಳ ಕಛೇರಿಯಲ್ಲಿನ ಭದ್ರತಾ ಅಧಿಕಾರಿ (ಐಪಿಎಸ್ ಅಲ್ಲದ ಪೋಲೀಸ್ ಅಧೀಕ್ಷಕ), ಪೊಲೀಸ್ ಇಲಾಖೆಯ ವಿಶೇಷ ವಿಭಾಗಗಳು, ಅರಣ್ಯ ಇಲಾಖೆ, ಮುಖ್ಯಮಂತ್ರಿ/ಮಂತ್ರಿಗಳ ಆಪ್ತ ಶಾಖೆಯಲ್ಲಿನ ಕೆಲವು ಹುದ್ದೆಗಳು ಇತ್ಯಾದಿಗಳಿಗೆ ವಿಶೇಷ ಕರ್ತವ್ಯದ ಸ್ವರೂಪ, ಹೆಚ್ಚಿನ ಜವಾಬ್ದಾರಿ, ಹೆಚ್ಚಿನ ಕಾರ್ಯ ನಿರ್ವಹಣಾವಧಿ, ವಿಶೇಷ ಅತಿಥಿಗಳ ಶಿಷ್ಟಾಚಾರ ಕಾರ್ಯ ನಿರ್ವಹಣೆ ಮುಂತಾದ ಅಂಶಗಳನ್ನು ಪರಿಗಣಿಸಿ ಈ ಹುದ್ದೆಗಳಿಗೆ ಹೆಚ್ಚಿನ ದರದಲ್ಲಿ ವಿಶೇಷ ಭತ್ಯೆಯನ್ನು ಮಂಜೂರು ಮಾಡಲು ಸಹ ಶಿಫಾರಸ್ಸು ಮಾಡಿರುತ್ತದೆ.

ಆರ್ಥಿಕ ಇಲಾಖೆಯು ವಿಶೇಷ ಭತ್ಯೆಗಳ ನೀಡುವಿಕೆಯ ಅಗತ್ಯತೆಯನ್ನು ಕಾಲಕಾಲಕ್ಕೆ ಪರಿಶೀಲಿಸುವಂತೆ ಹಾಗೂ ಅಗತ್ಯವಿದ್ದಲ್ಲಿ ಹೊಸದಾಗಿ ಸೃಜನೆಯಾದ ವೃಂದ/ಹುದ್ದೆಗಳಿಗೆ ವಿಶೇಷ ಭತ್ಯೆಯ ಸೌಲಭ್ಯವನ್ನು ವಿಸ್ತರಿಸುವುದನ್ನು ಪರಿಗಣಿಸಿ ಸೂಕ್ತ ನಿರ್ಧಾರ ಕೈಗೊಳ್ಳುವಂತೆ 6ನೇ ರಾಜ್ಯ ವೇತನ ಆಯೋಗವು ಸರ್ಕಾರಕ್ಕೆ ಶಿಫಾರಸ್ಸು ಮಾಡಿರುತ್ತದೆ.

ಮುಂದುವರೆದು, ರಾಜ್ಯ ಸರ್ಕಾರವು ಆರೋಗ್ಯ ಮತ್ತು ಕುಟುಂಬ ಕಲ್ಯಾಣ ಇಲಾಖೆ, ಪಶುಸಂಗೋಪನೆ ಮತ್ತು ಪಶುವೈದ್ಯಕೀಯ ಸೇವೆಗಳು ಹಾಗೂ ಪೊಲೀಸ್ ಇಲಾಖೆಯ ಹಲವಾರು ವೃಂದಗಳಿಗೆ 2012ರ ನಂತರ ಪರಿಷ್ಕರಿಸಿರುವ ವಿಶೇಷ ಭತ್ಯೆಯ ದರಗಳನ್ನು ಪ್ರಸಕ್ತ ದರದಲ್ಲಿಯೇ ಮುಂದುವರೆಸಲು ಹಾಗೂ ಈ ರೀತಿ ಪರಿಷ್ಕರಣೆಯಾಗದ ಕೆಲವು ಇಲಾಖೆಗಳ ವಿಶೇಷ ಭತ್ಯೆ, ಸಮವಸ್ತ್ರ ಭತ್ಯೆ ಇತ್ಯಾದಿಗಳ ದರಗಳನ್ನು ಪರಿಷ್ಕರಿಸಲು ಹಾಗೂ ಕೆಲವೊಂದು ಹುದ್ದೆಗಳಿಗೆ ನೀಡಲಾಗುತ್ತಿರುವ ವಿಶೇಷ ಭತ್ಯೆಯನ್ನು ರದ್ದುಪಡಿಸುವಂತೆ ಆಯೋಗವು ಶಿಫಾರಸ್ಸು ಮಾಡಿರುತ್ತದೆ.

ಆಯೋಗದ ಈ ಶಿಫಾರಸ್ಸನ್ನು ಪರಿಶೀಲಿಸಿದ ಸರ್ಕಾರವು ಈ ಕೆಳಕಂಡ ಆದೇಶವನ್ನು ಹೊರಡಿಸಿದೆ.

ಪ್ರಸ್ತಾವನೆಯಲ್ಲಿ ವಿವರಿಸಿರುವ ಅಂಶಗಳ ಹಿನ್ನೆಲೆಯಲ್ಲಿ, ಸರ್ಕಾರದ ವಿವಿಧ ಇಲಾಖೆಗಳ ವಿವಿಧ ವೃಂದ/ಹುದ್ದೆಗಳಿಗೆ ಲಭ್ಯವಿದ್ದ ವಿಶೇಷ ಭತ್ಯೆಯನ್ನು, ಈ ಆದೇಶದ ಅನುಬಂಧದಲ್ಲಿ ಸೂಚಿಸಲಾಗಿರುವ ಹುದ್ದೆಗಳ ಎದುರು ಸೂಚಿಸಿರುವ ದರಗಳಲ್ಲಿ 1ನೇ ಜನವರಿ 2019 ರಿಂದ ಜಾರಿಗೆ ಬರುವಂತೆ ಮತ್ತು ಮುಂದಿನ ಆದೇಶದವರೆಗೆ ಪರಿಷ್ಕರಿಸಲು ಸರ್ಕಾರವು ಹರ್ಷಿಸುತ್ತದೆ.

2. ವಿಶೇಷ ಭತ್ಯೆಯ ಪಾವತಿಯು ಅನ್ವಯಿಸುವ ಸೇವಾ ನಿಯಮ ಮತ್ತು ಅದರಡಿ ಹೊರಡಿಸಿರುವ ಆದೇಶಗಳಲ್ಲಿನ ಷರತ್ತು ಮತ್ತು ನಿಬಂಧನೆಗಳ ಪೂರೈಕೆಗೆ ಒಳಪಟ್ಟಿರುತ್ತದೆ.

3. ಶೀಘ್ರಲಿಪಿಗಾರರು, ಹಿರಿಯ ಶೀಘ್ರಲಿಪಿಗಾರರು, ಪತ್ರಾಂಕಿತ ಆಪ್ತ ಸಹಾಯಕರು, ಬೆರಳಚ್ಚುಗಾರರು, ಹಿರಿಯ ಬೆರಳಚ್ಚುಗಾರರು ಇವರುಗಳನ್ನು ಹೊರತುಪಡಿಸಿ ಬೇರೆ ಯಾವುದೇ ಸರ್ಕಾರಿ ನೌಕರರು ಒಂದಕ್ಕಿಂತ ಹೆಚ್ಚಿನ ವಿಶೇಷ ಭತ್ಯೆಗೆ ಅರ್ಹರಾಗತಕ್ಕದ್ದಲ್ಲ. ಪರಂತು, ಸಚಿವರು/ಸರ್ಕಾರದ ಕಾರ್ಯದರ್ಶಿಗಳ ವೈಯಕ್ತಿಕ ಶಾಖೆಗೆ ನಿಯುಕ್ತಿಗೊಳಿಸಲಾಗಿರುವ ಶೀಘ್ರಲಿಪಿಗಾರರು, ಹಿರಿಯ ಶೀಘ್ರಲಿಪಿಗಾರರು, ಪತ್ರಾಂಕಿತ ಆಪ್ತ ಸಹಾಯಕರು, ಬೆರಳಚ್ಚುಗಾರರು, ಹಿರಿಯ ಬೆರಳಚ್ಚುಗಾರರಿಗೆ ವೈಯಕ್ತಿಕ ಶಾಖೆಗೆ ಲಭ್ಯವಿರುವ ವಿಶೇಷ ಭತ್ಯೆಯ ಜೊತೆಗೆ ಅವರು ಹೊಂದಿರುವ ಹುದ್ದೆಗಳಿಗೆ ಲಭ್ಯವಿರುವ ವಿಶೇಷ ಭತ್ಯೆಯನ್ನು ನೀಡಬಹುದು.

4. ವಿಶೇಷ ಭತ್ಯೆ ಮಂಜೂರಾತಿ ಕುರಿತಂತೆ ಹೊರಡಿಸಲಾದ, ಹಿಂದಿನ ಎಲ್ಲಾ ಆದೇಶಗಳು ದಿನಾಂಕ 01.01.2019ರಿಂದ ಜಾರಿಗೆ ಬರುವಂತೆ ನಿರಸನಗೊಳ್ಳುತ್ತವೆ.

PREAMBLE :

In Government Order dated 20.05.1980 read at (1) above, orders were issued rationalising Special Allowance sanctioned to Government servants. Later, the said Special Allowance was revised and continued from time to time.

As stated above, as per the recommendations of the expert bodies like Pay Commission/Official Pay Committee the rates of Special Allowance sanctioned to certain categories of posts depending on the working conditions of the place were revised from time to time as warranted by the circumstances and norms of the time.

To bring uniformity in the rates of Special Allowance, the 2011 Official Pay Committee has recommended that the rates of Special Allowance should be expressed in terms of fixed amount and should be kept at a reasonable level since it is not reasonable to sanction Special Allowance at excessively high rates. Accordingly, in G.O. dated 14.06.2012 read at (4) above the rates of Special Allowance were revised with effect from 01.04.2012. Further, the 2011 Official Pay Committee has opined that the Special Allowance should be given only if the nature of duty being performed is arduous and demands very long hours or is hazardous and involves risk to health and life or is difficult because of the physical conditions of that particular location. The 6th State Pay Commission has also endorsed these parameters in sanctioning Special Allowance as suggested by the 2011 Official Pay Committee. The 6th State Pay Commission has recommended to rationalise and revise the rates of Special Allowance based on the categories of posts and the nature of functions performed by the officials.

In view of the special nature of work, greater responsibilities, long working hours, protocol duties of VIPs etc., the 6th State Pay Commission has recommended to pay higher rates of Special Allowances to certain categories of posts like Security Officer (Non-IPS Superintendent of Police) in Raj Bhavan and in the office of the Chief Minister, Special Wings of Police Department, Forest Department, certain posts in the Personal Establishment of Chief Minister/Ministers etc.

The 6th State Pay Commission has recommended that the need for continuance of Special Allowance and grant of / extension of the benefit of Special Allowance to newly created cadres / posts shall be reviewed by the Finance Department from time to time and to take appropriate decision accordingly.

Further, the Commission has recommended to continue the payment of Special Allowance in the existing rates in respect of different cadres in Health and Family Welfare, Animal Husbandary and Veterinary Services and a number of cadres in the Police Department since these allowances were revised recently subsequent to 2012 revisions. However, in case where the rates of Special Allowance, Uniform Allowance etc. have not been revised by the Government since 2012, the Commission has recommended to revise them accordingly.

The Government have examined the recommendations of the Commission and the following orders are issued.

GOVERNMENT ORDER NO. FD 24 SRP 2018(XI), BENGALURU, DATED 11th JANUARY 2019

Government are pleased to revise the rates of Special Allowance admissible to the post specified in Annexure to this Government Order at the rates indicated against them with effect from 1st January 2019 until further orders.

2. Payment of Special Allowance is subject to the fulfillment of terms and conditions stipulated in the applicable service rules and orders issued thereunder.

3. No Government servant, other than Stenographer, Senior Stenographer, Gazetted Personal Assistant, Typist, Senior Typist will be eligible for more than one special allowance. However, the Stenographer, Senior Stenographer, Gazetted Personal Assistant, Typist and Senior Typist posted to the personal establishment of Ministers/Secretaries to Government etc. may be allowed to draw special allowance admissible in the personal establishment in addition to special allowance attached to the post.

4. All orders issued in connection with the payment of Special Allowance shall stand rescinded with effect from 1st January 2019.
