ಕರ್ನಾಟಕ ರಾಜ್ಯ ಸಿವಿಲ್ ಸೇವೆಗಳ ಅಧಿನಿಯಮ, 1978 (1990ರ ಕರ್ನಾಟಕ ಅಧಿನಿಯಮ 14)ರ 8ನೇ ಪ್ರಕರಣದೊಂದಿಗೆ ಓದಲಾದ 3ನೇ ಪ್ರಕರಣದ (1) ನೇ ಉಪ-ಪ್ರಕರಣದ ಮೂಲಕ ಪ್ರದತ್ತವಾದ ಅಧಿಕಾರಗಳನ್ನು ಚಲಾಯಿಸಿ, ಕರ್ನಾಟಕ ಸರ್ಕಾರವು ರಚಿಸಲು ಪ್ರಸ್ತಾಪಿಸಿರುವ ಕರ್ನಾಟಕ ಪಶುಸಂಗೋಪನೆ ಮತ್ತು ಪಶುವೈದ್ಯಕೀಯ ಸೇವೆಗಳ (ಕಲ್ಯಾಣ-ಕರ್ನಾಟಕ ಪ್ರಾದೇಶಿಕ ಸ್ಥಳೀಯ ವೃಂದಗಳಲ್ಲಿನ ಪಶುವೈದ್ಯಾಧಿಕಾರಿಗಳ ನೇಮಕಾತಿ) (ವಿಶೇಷ) ನಿಯಮಗಳು, 2019ರ ಕರಡನ್ನು ಸದರಿ ಅಧಿನಿಯಮದ 3ನೇ ಪ್ರಕರಣದ (2) ನೇ ಉಪ-ಪ್ರಕರಣದ (ಎ) ಖಂಡದಲ್ಲಿ ಅಗತ್ಯಪಡಿಸಿರುವಂತೆ, ಅದನ್ನು ಎಲ್ಲಾ ಸಾರ್ವಜನಿಕರ ಮಾಹಿತಿಗಾಗಿ ಪ್ರಕಟಿಸಲಾಗಿದೆ. ಅದರಿಂದ ಬಾಧಿತರಾಗುವ ಎಲ್ಲಾ ವ್ಯಕ್ತಿಗಳಿಂದ ಆಕ್ಷೇಪಣೆಗಳನ್ನು ಆಹ್ವಾನಿಸಲಾಗಿದ್ದು, ಈ ಸೂಚನೆ ಅಧಿಕೃತ ರಾಜ್ಯಪತ್ರದಲ್ಲಿ ಪ್ರಕಟವಾದ ದಿನಾಂಕದಿಂದ ಹದಿನೈದು ದಿನಗಳ ನಂತರ ಮೇಲ್ಕಂಡ ಕರಡನ್ನು ಪರಿಗಣನೆಗೆ ತೆಗೆದುಕೊಳ್ಳಲಾಗುವುದೆಂದು ಈ ಮೂಲಕ ತಿಳುವಳಿಕೆ ನೀಡಲಾಗಿದೆ.

ಮೇಲೆ ನಿರ್ದಿಷ್ಟಪಡಿಸಿರುವ ಅವಧಿಯು ಮುಕ್ತಾಯವಾಗುವುದಕ್ಕೆ ಮುಂಚೆ ಸದರಿ ಕರಡು ನಿಯಮಗಳಿಗೆ ಸಂಬಂಧಿಸಿದಂತೆ, ಯಾವುದೇ ವ್ಯಕ್ತಿಯಿಂದ ರಾಜ್ಯ ಸರ್ಕಾರವು ಸ್ವೀಕರಿಸಬಹುದಾದ ಯಾವುದೇ ಆಕ್ಷೇಪಣೆಯನ್ನು ಅಥವಾ ಸಲಹೆಯನ್ನು ರಾಜ್ಯ ಸರ್ಕಾರವು ಪರಿಗಣಿಸುತ್ತದೆ.

ಆಕ್ಷೇಪಣೆಗಳನ್ನು ಹಾಗೂ ಸಲಹೆಗಳನ್ನು ಸರ್ಕಾರದ ಕಾರ್ಯದರ್ಶಿ, ಪಶುಸಂಗೋಪನೆ ಮತ್ತು ಮೀನುಗಾರಿಕೆ ಇಲಾಖೆ, ವಿಕಾಸಸೌಧ, ಬೆಂಗಳೂರು- 560001, ಇಲ್ಲಿಗೆ ಅಂಚೆ ಮುಖಾಂತರ ಅಥವಾ ಇ-ಮೇಲ್ ([email protected]) ಮುಖಾಂತರ ಇವರಿಗೆ ಕಳುಹಿಸಬಹುದು.

ಕರಡು ನಿಯಮಗಳು

1. ಶೀರ್ಷಿಕೆ, ಪ್ರಾರಂಭ ಮತ್ತು ಅನ್ವಯ.- (1) ಈ ನಿಯಮಗಳನ್ನು ಕರ್ನಾಟಕ ಪಶುಪಾಲನಾ ಮತ್ತು ಪಶುವೈದ್ಯಕೀಯ ಸೇವೆಗಳ (ಕಲ್ಯಾಣ-ಕರ್ನಾಟಕ ಪ್ರಾದೇಶಿಕ ಸ್ಥಳೀಯ ವೃಂದಗಳಲ್ಲಿನ ಪಶುವೈದ್ಯಾಧಿಕಾರಿಗಳ ನೇಮಕಾತಿ) (ವಿಶೇಷ) ನಿಯಮಗಳು, 2019 ಎಂದು ಕರೆಯತಕ್ಕದ್ದು.

(2) ಅವು, ಅಧಿಕೃತ ರಾಜ್ಯಪತ್ರದಲ್ಲಿ ಅವುಗಳ ಅಂತಿಮ ಪ್ರಕಟಣೆಗೊಂಡ ದಿನಾಂಕದಿಂದ ಜಾರಿಗೆ ಬರತಕ್ಕದ್ದು.

(3) ಕರ್ನಾಟಕ ಸಿವಿಲ್ ಸೇವಾ (ಸಾಮಾನ್ಯ ನೇಮಕಾತಿ) ನಿಯಮಗಳು, 1977 ಅಥವಾ ಕರ್ನಾಟಕ ಸಿವಿಲ್ ಸೇವಾ (ಸ್ಪರ್ಧಾತ್ಮಕ ಪರೀಕ್ಷೆ ಮತ್ತು ಆಯ್ಕೆಯ ಮೂಲಕ ನೇರ ನೇಮಕಾತಿ) (ಸಾಮಾನ್ಯ) ನಿಯಮಗಳು, 2006 ಅಥವಾ ಕರ್ನಾಟಕ ಪಶುಸಂಗೋಪನೆ ಮತ್ತು ಪಶುವೈದ್ಯಕೀಯ ಸೇವೆಗಳ (ನೇಮಕಾತಿ) ನಿಯಮಗಳು, 1965 ಅಥವಾ ಕರ್ನಾಟಕ ರಾಜ್ಯ ಸಿವಿಲ್ ಸೇವಾ ಅಧಿನಿಯಮ, 1978 (1990ರ ಕರ್ನಾಟಕ ಅಧಿನಿಯಮ 14)ರ ಮೇರೆಗೆ ಅನುಸೂಚಿಯಲ್ಲಿ ನಿರ್ದಿಷ್ಟಪಡಿಸಲಾದ ಹುದ್ದೆಗಳ ಪ್ರವರ್ಗಗಳಿಗೆ ಸಂಬಂಧಿಸಿದಂತೆ ರಚಿಸಲಾದ ಅಥವಾ ರಚಿಸಲಾಗಿದೆ ಎಂದು ಭಾವಿಸಲಾದ ಯಾವುದೇ ಇತರ ನೇಮಕಾತಿ ನಿಯಮಗಳಲ್ಲಿ ಏನೇ ಒಳಗೊಂಡಿದ್ದಾಗ್ಯೂ, ಈ ನಿಯಮಗಳ ಉಪಬಂಧಗಳು, ಪಶುಸಂಗೋಪನೆ ಮತ್ತು ಪಶುವೈದ್ಯಕೀಯ ಸೇವೆಯಲ್ಲಿ ಅನುಸೂಚಿಯಲ್ಲಿ ನಿರ್ದಿಷ್ಟಪಡಿಸಿರುವ ಕಲ್ಯಾಣ-ಕರ್ನಾಟಕ ಪ್ರಾದೇಶಿಕ ಸ್ಥಳೀಯ ವೃಂದಗಳಲ್ಲಿರುವ ಪಶುವೈದ್ಯಾಧಿಕಾರಿ ಹುದ್ದೆಗಳ ಪ್ರವರ್ಗಗಳಲ್ಲಿ ಖಾಲಿ ಇರುವ 61 ಹುದ್ದೆಗಳ ನೇರನೇಮಕಾತಿಗೆ ಅನ್ವಯವಾಗತಕ್ಕದ್ದು.

(೨೯೭೯)೨೯೮೦ ಕರ್ನಾಟಕ ರಾಜ್ಯಪತ್ರ, ಗುರುವಾರ, ನವೆಂಬರ್ ೭, ೨೦೧೯ ಭಾಗ ೪ಎ ಪರಂತು, ಈ ನಿಯಮಗಳಲ್ಲಿರುವುದು ಯಾವುದೂ, ಒಂದಕ್ಕಿಂತ ಹೆಚ್ಚಿನ ನೇಮಕಾತಿಗೆಅನ್ವಯವಾಗತಕ್ಕದ್ದಲ್ಲ.

2. ಪರಿಭಾಷೆಗಳು.- (1) ಈ ನಿಯಮಗಳಲ್ಲಿ ಸಂದರ್ಭವು, ಅನ್ಯಥಾ ಅಗತ್ಯಪಡಿಸಿದ ಹೊರತು,-

(ಎ) "ನೇಮಕಾತಿ ಪ್ರಾಧಿಕಾರ" ಎಂದರೆ, ಈ ನಿಯಮಗಳ ಮೇರೆಗೆ ಪಶುವೈದ್ಯಾಧಿಕಾರಿಗಳನ್ನು ನೇಮಕ ಮಾಡುವರಾಜ್ಯ ಸರ್ಕಾರ;

(ಬಿ) "ಕಲ್ಯಾಣ-ಕರ್ನಾಟಕ ಪ್ರಾದೇಶಿಕ ಸ್ಥಳೀಯ ವೃಂದಗಳು" ಎಂದರೆ, ನೇರನೇಮಕಾತಿ ಮೂಲಕ ಭರ್ತಿ ಮಾಡಬೇಕಾದ ಪಶುವೈದ್ಯಾಧಿಕಾರಿಗಳು ಕರ್ನಾಟಕ ಸಾರ್ವಜನಿಕ ಉದ್ಯೋಗ (ಹೈದರಾಬಾದ್-ಕರ್ನಾಟಕ ಪ್ರದೇಶದ ನೇಮಕಾತಿಯಲ್ಲಿ ಮೀಸಲಾತಿ) ಆದೇಶ, 2013ರ ಮೇರೆಗೆ ರಚಿಸಲಾದ ಸ್ಥಳೀಯ ವೃಂದ;

(ಸಿ) "ಅರ್ಹತಾ ಪರೀಕ್ಷೆ" ಎಂದರೆ, ಅನುಸೂಚಿಯಲ್ಲಿ ನಿರ್ದಿಷ್ಟಪಡಿಸಿರುವ ಪಶುವೈದ್ಯಾಧಿಕಾರಿಗಳು ಹುದ್ದೆಗಳ ನೇಮಕಾತಿಗಾಗಿ ನಿರ್ದಿಷ್ಟಪಡಿಸಿರುವ ಕನಿಷ್ಠ ವಿದ್ಯಾರ್ಹತೆ; ಮತ್ತು

(ಡಿ) "ಅನುಸೂಚಿ" ಎಂದರೆ, ಈ ನಿಯಮಗಳಿಗೆ ಅನುಬಂಧಿಸಿದ ಅನುಸೂಚಿ;

(ಇ) "ಆಯ್ಕೆ ಸಮಿತಿ" ಎಂದರೆ, 3ನೇ ನಿಯಮದ ಮೇರೆಗೆ ರಚಿಸಲಾದ ರಾಜ್ಯಮಟ್ಟದ ಆಯ್ಕೆ ಸಮಿತಿ;

(ಎಫ್) "ಖಾಲಿ ಹುದ್ದೆಗಳು" ಎಂದರೆ, ಈ ನಿಯಮಗಳ ಮೇರೆಗೆ ಭರ್ತಿ ಮಾಡಬೇಕಾಗಿರುವ ಖಾಲಿ ಹುದ್ದೆಗಳ ಸಂಖ್ಯೆ.

(2) ಈ ನಿಯಮಗಳಲ್ಲಿ ಬಳಸಲಾಗಿರುವ ಆದರೆ ಪರಿಭಾಷಿಸಿಲ್ಲದ ಇತರೆ ಪದಗಳು ಮತ್ತು ವ್ಯಾಖ್ಯಾನಗಳು ಕರ್ನಾಟಕ ಸಿವಿಲ್ ಸೇವಾ (ಸಾಮಾನ್ಯ ನೇಮಕಾತಿ) ನಿಯಮಗಳು, 1977 ರಲ್ಲಿ ಅವುಗಳಿಗೆ ಕೊಟ್ಟಿರುವ ಅರ್ಥವನ್ನೇ ಹೊಂದಿರತಕ್ಕದ್ದು.

3. ಆಯ್ಕೆ ಸಮಿತಿ.- ಈ ನಿಯಮಗಳ ಮೇರೆಗೆ ಪಶುವೈದ್ಯಾಧಿಕಾರಿಗಳ ಹುದ್ದೆಗಳ ಪ್ರವರ್ಗಗಳ ನೇಮಕಾತಿಗಾಗಿ ಈ ಮುಂದಿನ

4. ಅರ್ಜಿಗಳನ್ನು ಆಹ್ವಾನಿಸುವುದು.- ಆಯ್ಕೆ ಸಮಿತಿಯು, ಈ ನಿಯಮಗಳ ಮೇರೆಗೆ ಭರ್ತಿ ಮಾಡಬೇಕಾಗಿರುವ ಖಾಲಿ ಹುದ್ದೆಗಳನ್ನು ಪರಿಗಣನೆಗೆ ತೆಗೆದುಕೊಂಡ ತರುವಾಯ, ಅರ್ಹ ಷರತ್ತುಗಳು, ಆಯ್ಕೆಯ ಸ್ವರೂಪ, ಭರ್ತಿ ಮಾಡಬೇಕಾದ ಖಾಲಿ ಹುದ್ದೆಗಳ ಸಂಖ್ಯೆ ಹಾಗೂ ತತ್ಕಾಲದಲ್ಲಿ ಜಾರಿಯಲ್ಲಿರುವ ಯಾವುದೇ ಕಾನೂನು ಅಥವಾ ಯಾವುದೇ ಆದೇಶದ ಮೂಲಕ ಅಥವಾ ಅದರ ಮೇರೆಗೆ ಒದಗಿಸಲಾದ ಹುದ್ದೆಗಳ ಮೀಸಲಾತಿಗೆ ಅನುಸಾರವಾಗಿರುವ ವರ್ಗೀಕರಣವನ್ನು ನಿರ್ದಿಷ್ಟಪಡಿಸಿ ಅಧಿಕೃತ ರಾಜ್ಯಪತ್ರದಲ್ಲಿ ಖಾಲಿ ಹುದ್ದೆಗಳನ್ನು ಜಾಹೀರಾತುಪಡಿಸಿ ಆಸಕ್ತ ಅಭ್ಯರ್ಥಿಗಳಿಂದ ಅರ್ಜಿಗಳನ್ನು ಆಹ್ವಾನಿಸಲಾಗಿದೆ. ಅಂಥ ಜಾಹೀರಾತಿನ ಸಾರಂಶವನ್ನು ರಾಜ್ಯದಲ್ಲಿ ವ್ಯಾಪಕ ಪ್ರಚಾರವನ್ನು ಹೊಂದಿರುವ ಒಂದಕ್ಕಿಂತ ಹೆಚ್ಚಿನ ದಿನಪತ್ರಿಕೆಗಳಲ್ಲಿ ಅಧಿಸೂಚಿಸಬೇಕು. ಅದರಲ್ಲಿ ಒಂದು ಕನ್ನಡ ದಿನಪತ್ರಿಕೆಯಲ್ಲಿ ಪ್ರಕಟಿಸತಕ್ಕದ್ದು.

5. ಕನ್ನಡ ಭಾಷಾ ಜ್ಞಾನ.-ಅಭ್ಯರ್ಥಿಯು, ಗರಿಷ್ಠ 150 ಅಂಕಗಳ ಒಂದು ಪತ್ರಿಕೆಯನ್ನು ಒಳಗೊಂಡಿರುವ ಕನ್ನಡ ಭಾಷಾ ಪರೀಕ್ಷೆಯಲ್ಲಿ ಅವನು ಅರ್ಹನಾಗಿದ್ದ ಹೊರತು ಹಾಗೂ ಕನ್ನಡ ಭಾಷಾ ಜ್ಞಾನಕ್ಕೆ ಸಂಬಂಧಿಸಿದಂತೆ ಸದರಿ ಅರ್ಹತಾ ಪರೀಕ್ಷೆಯಲ್ಲಿ ಕನಿಷ್ಠ 50 ಅಂಕಗಳನ್ನು ಪಡೆದಿದ್ದ ಹೊರತು ಪಶುವೈದ್ಯಾಧಿಕಾರಿಗಳ ಹುದ್ದೆಗೆ ಆಯ್ಕೆ ಪಟ್ಟಿಯಲ್ಲಿ ಅವನ ಹೆಸರನ್ನು ಸೇರಿಸಲು ಅರ್ಹನಾಗತಕ್ಕದ್ದಲ್ಲ. ಈ ಪತ್ರಿಕೆಯಗುಣಮಟ್ಟವು, ಎಸ್ಎಸ್ಎಲ್‌ಸಿ ಮಟ್ಟದ ಕನ್ನಡ ಪ್ರಥಮ ಭಾಷೆಯದ್ದಾಗಿರತಕ್ಕದ್ದು.

ಪರಂತು, ಸಮಿತಿಯು ಎಸ್.ಎಸ್.ಎಲ್.ಸಿ ಪರೀಕ್ಷೆಯಲ್ಲಿ ಅಥವಾ ಯಾವುದೇ ತತ್ಸಮಾನ ಪರೀಕ್ಷೆಯಲ್ಲಿ ಅಥವಾ ಎಸ್ಎಸ್ಎಲ್‌ಸಿ ಪರೀಕ್ಷೆಗಿಂತ ಮೇಲ್ಮಟ್ಟದ ಯಾವುದೇ ಪರೀಕ್ಷೆಯಲ್ಲಿ ಕನ್ನಡವನ್ನು ಮುಖ್ಯ ಭಾಷೆಯಾಗಿಅಥವಾ ದ್ವಿತೀಯ ಭಾಷೆಯಾಗಿ ಅಥವಾ ಐಚ್ಛಿಕ ವಿಷಯವಾಗಿ (ಆದರೆ ಅದರಲ್ಲಿ ಒಂದು ವಿಷಯ ಸಂಯುಕ್ತ ಪತ್ರಿಕೆಯಾಗಿರಬಾರದು) ತೆಗೆದುಕೊಂಡು ಉತ್ತೀರ್ಣನಾಗಿದ್ದರೆ ಅಥವಾ ಕನ್ನಡ ಮಾಧ್ಯಮದಲ್ಲಿ ವ್ಯಾಸಂಗ ಮಾಡಿ ತೇರ್ಗಡೆಯಾಗಿದ್ದರೆ ಅಥವಾ ಪರೀಕ್ಷಾ ಪ್ರಾಧಿಕಾರದ ಮೂಲಕ ನಡೆಸುವ ಕನ್ನಡ ಭಾಷಾ ಪರೀಕ್ಷೆಯಲ್ಲಿ ಈ ಮೊದಲೇ ಉತ್ತೀರ್ಣನಾಗಿದ್ದಲ್ಲಿ ಆ ಅಭ್ಯರ್ಥಿಗೆ ಕನ್ನಡ ಭಾಷಾ ಪರೀಕ್ಷೆಯಲ್ಲಿ ಉತ್ತೀರ್ಣರಾಗಿರುವುದರಿಂದ ವಿನಾಯಿತಿ ನೀಡಬಹುದು.

6. ಆಯ್ಕೆ ಪಟ್ಟಿಯನ್ನು ಸಿದ್ಧಪಡಿಸುವುದು.- (1) ಆಯ್ಕೆ ಸಮಿತಿಯು, ಕನ್ನಡ ಭಾಷಾ ಪರೀಕ್ಷೆಯಲ್ಲಿ ಅರ್ಹರಾಗಿರುವ ಅಭ್ಯರ್ಥಿಗಳ ಪೈಕಿಯಿಂದ, ಅರ್ಹತಾ ಪರೀಕ್ಷೆಯಲ್ಲಿ ಗಳಿಸಲಾದ ಅಂಕಗಳ ಒಟ್ಟು ಶೇಕಡಾವಾರು ಹಾಗೂ ತತ್ಕಾಲದಲ್ಲಿ ಜಾರಿಯಲ್ಲಿರುವ ಯಾವುದೇ ಕಾನೂನು ಅಥವಾ ಯಾವುದೇ ಆದೇಶದ ಮೂಲಕ ಅಥವಾ ಅದರ ಮೇರೆಗೆ ಉಪಬಂಧಿಸಿದ ಹುದ್ದೆಗಳ ಮೀಸಲಾತಿಯ ಎಲ್ಲಾ ಹಂತದ (Vertical) ಮತ್ತು ಒಂದೇ ಹಂತದ (Horizontal) ಆಧಾರದ ಮೇಲೆ ಈ ನಿಯಮಗಳ ಮೇರೆಗೆ ನೇಮಕಾತಿಗಾಗಿ ಅರ್ಹತಾ ಕ್ರಮದಲ್ಲಿ ಅರ್ಹ ಅಭ್ಯರ್ಥಿಗಳ ಆಯ್ಕೆ ಪಟ್ಟಿಯನ್ನು ಸಿದ್ಧಪಡಿಸತಕ್ಕದ್ದು.

(2) (1)ನೇ ಉಪ-ನಿಯಮದ ಮೇರೆಗೆ ಆಯ್ಕೆ ಮಾಡಬಹುದಾದ ಅಭ್ಯರ್ಥಿಗಳ ಸಂಖ್ಯೆಯು ಅಧಿಸೂಚಿಸಿರುವ ಖಾಲಿ ಹುದ್ದೆಗಳ ಸಂಖ್ಯೆಗೆ ಸಮನಾಗಿರತಕ್ಕದ್ದು.

(3) ಇಬ್ಬರು ಅಥವಾ ಇಬ್ಬರಿಗಿಂತ ಹೆಚ್ಚಿನ ಅಭ್ಯರ್ಥಿಗಳು ಸಮಾನ ಅಂಕಗಳನ್ನು ಪಡೆದುಕೊಂಡಿದ್ದರೆ, ಅಂಥ ಅಭ್ಯರ್ಥಿಗಳ ಸಂಬಂಧದಲ್ಲಿ ಅವರ ವಯಸ್ಸಿನ ಆಧಾರದ ಮೇಲೆ, ಹಿರಿಯ ವಯಸ್ಸಿನವನನ್ನು, ಕಿರಿಯ ವಯಸ್ಸಿನವನಿಗಿಂತ ಮೇಲಿನ ಸ್ಥಾನಕ್ಕೆ ಅರ್ಹತಾಕ್ರಮದಲ್ಲಿ ನಿಗದಿಪಡಿಸತಕ್ಕದ್ದು.

ಅಂಥ ಅರ್ಹ ಅಭ್ಯರ್ಥಿಗಳ ಪಟ್ಟಿಯಲ್ಲಿ ಸೇರಿಸಬಹುದಾದ ಅಭ್ಯರ್ಥಿಗಳ ಸಂಖ್ಯೆಯು, ಅನುಸೂಚಿಯಲ್ಲಿ ನಿರ್ದಿಷ್ಟಪಡಿಸಿರುವ ಖಾಲಿ ಹುದ್ದೆಗಳ ಸಂಖ್ಯೆಗೆ ಸಮನಾಗಿರತಕ್ಕದ್ದು.

(4) ಆಯ್ಕೆ ಸಮಿತಿಯು, (1)ನೇ ಉಪ-ನಿಯಮದ ಮೇರೆಗೆ ಸಿದ್ಧಪಡಿಸಿರುವ ಮುಖ್ಯ ಪಟ್ಟಿಯಲ್ಲಿ ಒಳಗೊಳ್ಳದಿರುವಂಥ ಅಭ್ಯರ್ಥಿಗಳ ಹೆಚ್ಚುವರಿ ಪಟ್ಟಿಯನ್ನು ಸಿದ್ಧಪಡಿಸತಕ್ಕದ್ದು. ಹೆಚ್ಚುವರಿ ಪಟ್ಟಿಯಲ್ಲಿ ಸೇರಿಸಬೇಕಾದ ಅಭ್ಯರ್ಥಿಗಳ ಸಂಖ್ಯೆಯು, (1)ನೇ ಉಪ-ನಿಯಮದ ಮೇರೆಗೆ ಸಿದ್ಧಪಡಿಸಿರುವ ಪಟ್ಟಿಯಲ್ಲಿ [ಒಂದೇ ಹಂತದ (Horizontal) ಮತ್ತು ಎಲ್ಲಾ ಹಂತದ (Vertical)] ಪ್ರತಿಯೊಂದು ಮೀಸಲು ಪ್ರವರ್ಗಗಳಲ್ಲಿನ ಅಭ್ಯರ್ಥಿಗಳ ಸಂಖ್ಯೆಯಲ್ಲಿ ಸಾಧ್ಯವಾದಷ್ಟು ಮಟ್ಟಿಗೆ ಶೇಕಡಾ 20 ರಷ್ಟಿರತಕ್ಕದ್ದು. (1)ನೇ ಉಪ-ನಿಯಮದ ಮೇರೆಗೆ ಹೆಚ್ಚುವರಿ ಪಟ್ಟಿಯಲ್ಲಿ ಪ್ರತಿಯೊಂದು ಮೀಸಲಾತಿ ಪ್ರವರ್ಗ [ಒಂದೇ ಹಂತದ (Horizontal) ಮತ್ತು ಎಲ್ಲಾ ಹಂತದ (Vertical)] ಗಳಿಗೆ ಸೇರಿದ ಕನಿಷ್ಠ ಪಕ್ಷ ಒಬ್ಬ ಅಭ್ಯರ್ಥಿಯು ಇರತಕ್ಕದ್ದು. (1)ನೇ ಉಪ- ನಿಯಮದ ಮೇರೆಗೆ ಪಟ್ಟಿಯಲ್ಲಿ ಹೆಸರನ್ನು ಸೇರಿಸಿರುವ ಅಭ್ಯರ್ಥಿಯು ಗೊತ್ತುಪಡಿಸಿರುವ ಅವಧಿಯೊಳಗೆ ಕರ್ತವ್ಯಕ್ಕೆ ವರದಿ ಮಾಡಿಕೊಳ್ಳಲು ವಿಫಲನಾದಲ್ಲಿ, ಕರ್ತವ್ಯಕ್ಕೆ ವರದಿಯನ್ನು ಮಾಡಿಕೊಳ್ಳಲು ವಿಫಲನಾದ ಅಭ್ಯರ್ಥಿಯ ಸ್ಥಾನಕ್ಕೆ ಹೆಚ್ಚುವರಿ ಪಟ್ಟಿಯಲ್ಲಿರುವ ಅದೇ ಮೀಸಲಾತಿ ಪ್ರವರ್ಗಕ್ಕೆ ಸೇರಿದ ಅಭ್ಯರ್ಥಿಯನ್ನು ನೇಮಕ ಮಾಡತಕ್ಕದ್ದು.

(5) (1) ಮತ್ತು (4)ನೇ ಉಪ-ನಿಯಮಗಳ ಮೇರೆಗೆ, ಹಾಗೆ ಸಿದ್ಧಪಡಿಸಿರುವ ಪಟ್ಟಿಗಳನ್ನು ಅಧಿಕೃತ ರಾಜ್ಯಪತ್ರದಲ್ಲಿ ಮತ್ತು ಆಯುಕ್ತರ ಕಛೇರಿಯ ಸೂಚನಾ ಫಲಕದಲ್ಲಿಯೂ ಸಹ ಪ್ರಕಟಿಸತಕ್ಕದ್ದು.

(6) ವಿಶೇಷ ಆಯ್ಕೆ ಸಮಿತಿಯು ಆಯ್ಕೆ ಮಾಡಿದ ಹಾಗೂ ನೇಮಕಾತಿ ಪ್ರಾಧಿಕಾರಕ್ಕೆ ಸಲ್ಲಿಸಲಾದ ಅಭ್ಯರ್ಥಿಗಳ ಪಟ್ಟಿಯು, ಎಲ್ಲಾ ಅಧಿಸೂಚಿತ ಖಾಲಿ ಸ್ಥಾನಗಳನ್ನು ಭರ್ತಿ ಮಾಡುವವರೆಗೆ ಅಥವಾ ಆಯ್ಕೆ ಪಟ್ಟಿಯನ್ನು ಪ್ರಕಟಿಸಿದ ದಿನಾಂಕದಿಂದ ಒಂದು ವರ್ಷ ಪೂರ್ಣಗೊಳ್ಳುವವರೆಗೆ ಇದರಲ್ಲಿ ಯಾವುದು ಮೊದಲೋ ಅಲ್ಲಿಯವರೆಗೆ ಸಿಂಧುವಾಗಿರತಕ್ಕದ್ದು.

7. ಅಭ್ಯರ್ಥಿಗಳ ನೇಮಕಾತಿ.- (1) 6ನೇ ನಿಯಮದ ಮೇರೆಗೆ ಸಿದ್ಧಪಡಿಸಿರುವ ಆಯ್ಕೆ ಪಟ್ಟಿಯಲ್ಲಿ ಸೇರಿಸಿರುವ ಹೆಸರುಗಳ ಅಭ್ಯರ್ಥಿಗಳನ್ನು ನೇಮಕಾತಿ ಪ್ರಾಧಿಕಾರವು ತಾನು ಅವಶ್ಯಕವೆಂದು ಭಾವಿಸಬಹುದಾದಂಥ ವಿಚಾರಣೆಯನ್ನು ಮಾಡಿದ ತರುವಾಯ ನೇಮಕಾತಿಗೆ ಪ್ರತಿಯೊಬ್ಬ ಅಭ್ಯರ್ಥಿಯು ಎಲ್ಲಾ ರೀತಿಯಿಂದಲೂ ಸೂಕ್ತನಾಗಿರುವನೆಂದು ಮನದಟ್ಟಾದ ತರುವಾಯ, ಪಟ್ಟಿಯಲ್ಲಿ ಅವರ ಹೆಸರುಗಳು ಯಾವ ಕ್ರಮದಲ್ಲಿರುವುದೋ ಆ ಪ್ರಕಾರವೇ ಖಾಲಿ ಸ್ಥಾನಗಳಿಗೆ ನೇಮಕ ಮಾಡತಕ್ಕದ್ದು.

(2) 6ನೇ ನಿಯಮದ (5) ನೇ ಉಪ-ನಿಯಮದ ಮೇರೆಗೆ ಪ್ರಕಟಿಸಿರುವ ಪಟ್ಟಿಯಲ್ಲಿ ಹೆಸರಿರುವ ಅಭ್ಯರ್ಥಿಯು ನೇಮಕಾತಿಯ ಯಾವುದೇ ಹಕ್ಕನ್ನು ಚಲಾಯಿಸತಕ್ಕದ್ದಲ್ಲ.

8. ಇತರ ನಿಯಮಗಳ ಅನ್ವಯ.-ಕರ್ನಾಟಕ ರಾಜ್ಯ ಸಿವಿಲ್ ಸೇವಾ (ಸಾಮಾನ್ಯ ನೇಮಕಾತಿ) ನಿಯಮಗಳು, 1977, ಕರ್ನಾಟಕ ಸಿವಿಲ್ ಸೇವಾ (ವರ್ಗೀಕರಣ, ನಿಯಂತ್ರಣ ಮತ್ತು ಅಪೀಲು) ನಿಯಮಗಳು, 1957, ಕರ್ನಾಟಕ ನಡತೆ ನಿಯಮಗಳು, 1966, ಕರ್ನಾಟಕ ಸಿವಿಲ್ ಸೇವಾ (ಪ್ರೊಬೆಷನ್) ನಿಯಮಗಳು, 1977 ಮತ್ತು ಕರ್ನಾಟಕ ರಾಜ್ಯ ಸಿವಿಲ್ ಸೇವಾ ಅಧಿನಿಯಮ, 1978 (1990ರ ಕರ್ನಾಟಕ ಅಧಿನಿಯಮ 14)ರ ಮೇರೆಗೆ ಮಾಡಲಾದ ಅಥವಾ ಮಾಡಲಾಗಿದೆ ಎಂದು ಭಾವಿಸಲಾದ ಸರ್ಕಾರಿ ನೌಕರರ ನೇಮಕಾತಿ ಹಾಗೂ ಸೇವಾ ಷರತ್ತುಗಳನ್ನು ನಿಯಂತ್ರಿಸುವ ತತ್ಕಾಲದಲ್ಲಿ ಜಾರಿಯಲ್ಲಿರುವ ಎಲ್ಲಾ ಇತರ ನಿಯಮಗಳು ಈ ನಿಯಮಗಳ ಉಪಬಂಧಗಳೊಂದಿಗೆ ಅಂಥ ನಿಯಮಗಳು ಅಸಂಗತವಾಗಿಲ್ಲದಿರುವಷ್ಟರ ಮಟ್ಟಿಗೆ, ಈ ನಿಯಮಗಳ ಮೇರೆಗೆ ಮಾಡಲಾದ ಆಯ್ಕೆಗೆ ಹಾಗೂ ನೇಮಕಗೊಂಡ ವ್ಯಕ್ತಿಗಳಿಗೆ ಅನ್ವಯವಾಗತಕ್ಕದ್ದು.

The draft of the Karnataka Animal Husbandry and veterinary Services (Recruitment of Veterinary Officers Kalyana-Karnataka Regional Local cadres) (Special) Rules 2019, which the Government of Karnataka proposes to make in exercise of the powers conferred by sub-section (1) of section 3 read with section 8 of the Karnataka State Civil Services Act, 1978 (Karnataka Act No.14 of 1990) is hereby published as required by the clause (a) of sub-section (2) of section 3 of the said Act, for the information of all the persons likely to be affected thereby and notice is hereby given that the said draft will be taken into consideration after fifteen days from the date of its publication in the Official Gazette.

Any objection or suggestion which m ay be received by the State Government from any person with respect to the said draft before the expiry of the period specified above will be considered by the State Government. DRAFT RULES

1. Title, commencement and application. - (1) These rules may be called the Karnataka Animal Husbandry and veterinary (Recruitment of Veterinary Officers Kalyana-Karnataka Regional Local cadres) (Special) Rules, 2019.

(2) They shall come into force from the date of their final publication in the official Gazette.

(3) Notwithstanding anything contained in the Karnataka Civil Services (General Recruitment) Rules, 1977 or the Karnataka Civil Services (Direct-Recruitment by Competitive Examination and Selection) (General) Rules, 2006 or the Karnataka Animal Husbandry and Veterinary Services (Recruitment) Rules, 1965 or any other rules of recruitment relating to the categories of posts specified in the schedule made or deemed to have been made, under the Karnataka State Civil Services Act, 1978 (Karnataka Act 14 of 1990) the provisions of these rules shall apply to recruitment of 61 Posts of direct recruitment vacancies in the categories of posts of Veterinary Officers in the Animal Husbandry and veterinary Service under Kalyana-Karnataka Regional Local cadres as specified in the schedule:

Provided that, nothing in these rules shall apply to more than one recruitment.

2. Definitions. - (1) In these rules, unless the context otherwise requires, -

(a) "Appointing Authority" means the State Governm ent for appointment of veterinary Officers under these rules;

(b) "Kalyana-Karnataka Region Local cadres" means the Local cadre constituted under the Karnataka Public Employment (Reservation in Appointment for Kalyana-Karnataka Region) Order, 2013 in the cadre of Veterinary Officers to be filled by the direct recruitment;

(c) "Qualifying Examination" means the minimum qualification for recruitment to the posts of Veterinary Officers as specified in the schedule; and

(d) "Schedule" means a Schedule appended to these rules;

(e) "Selection Committee" means the State Level Selection Committee Constituted under rule 3;

(f) "Vacancies" means the number of vacant posts to be filled up under these rules.

(2) Words and expressions used but not defined in these rules, shall have the same meaning assigned to them in the Karnataka Civil Services (General Recruitment) Rules, 1977.

3. Selection Committee. - For recruitment to the categories of posts of Veterinary Officers under these rules, there shall be a

Inviting Applications. - The Selection Committee shall, after taking into consideration the vacancies to be filled up under these rules, advertise the vacancies in the Official Gazette specifying the conditions of eligibility, nature of selection, number of vacancies to be filled and classification in accordance with reservation of posts provided by or under any law or any order for the time being in force, invite applications from the intending candidates. Abstract of such advertisem ent shall also be published in more than one daily newspapers having wide circulation in the State of which at least one shall be in Kannada.

5. Knowledge of Kannada Language. - No candidate shall qualify for inclusion of his name in the selection list to the post of Veterinary Officer, unless he qualifies in a test in Kannada language comprising of one paper carrying maximum of 150 marks and secure a minimum of 50 marks in the said qualifying test regarding knowledge of Kannada. The standard of this paper shall be that of first language of Kannada at S.S.L.C. level.

Provided that, the committee may exempt a candidate from passing the Kannada language test if the candidate has passed the SSLC examination or any equivalent examination or any examination higher than SSLC in which Kannada is the main language or second language or an optional subject (but not one of the subject in composite paper) or has passed in Kannada medium or the test of Kannada language conducted by the committee through examination authority earlier.

6. Preparation of Selection List. - (1) The Selection Committee shall from among the candidates who have qualified in kannada language test, prepare in the order of merit, a selection list of candidates eligible for appointment under these rules on the basis of aggregate percentage of marks secured in the qualifying examination and the reservation of posts (Vertical and Horizontal) provided by or under any law or any order for the time being in force.

(2) The number of candidates to be selected under sub-rule (1) shall be equal to the number of vacancies notified.

(3) If the m arks secured by two or more candidates are equal, then the order of merit in respect of such candidates shall be fixed on the basis of their age, the older in age being placed above the younger. The number of candidates to be included in such list of eligible candidates shall be equal to the number of vacancies specified in the schedule.

(4) The committee shall also prepare an additional list of such of the candidates not included in the main list prepared under sub-rule (1). The number of candidates to be included in the additional list shall be as far as possible twenty percent of the number of candidates in each of the reservation categories (horizontal and vertical) in the list under sub-rule (1). There shall be at least one೨೯೮೪ ಕರ್ನಾಟಕ ರಾಜ್ಯಪತ್ರ, ಗುರುವಾರ, ನವೆಂಬರ್ ೭, ೨೦೧೯ ಭಾಗ ೪ಎ candidate in the additional list belonging to each of the reservation categories (horizontal and vertical) represented in the list under sub- rule (1). If a candidate whose name is included in the list under sub-rule (1), fails to report for duty within the prescribed period, to that extent a candidate belonging to the same reservation category as that of the candidate who failed to report for duty shall be appointed from the additional list.

(5) The lists so prepared under sub-rules (1) and (4), shall be published in the Official Gazette and also on the notice board of the office of the Commissioner.

(6) The list of candidates selected by the Special Selection Committee and assigned to the Appointing Authority shall be valid till all the notified vacancies are filled or till the completion of one year from the date of publication of the selected list whichever is earlier.

7. Appointment of candidates. - (1) Candidates whose names are included in the selection list prepared under rule 6 may be appointed by the appointing authority in the vacancies in the order of which their names are found in the list after satisfying itself after such enquiry as it may consider necessary that each of the candidates is suitable in all respects for appointment.

(2) The inclusion of name of a candidate in the list published under sub-rule (5) of rule 6 shall not confer any right of appointment.

8. Application of other rules.- The Karnataka State Civil Service (General Recruitment) Rules, 1977, the Karnataka Civil Services (Classification, Control and Appeal) Rules, 1957, the Karnataka Conduct Rules, 1966, the Karnataka Civil Services (Probation) Rules, 1977 and all other rules for the time being in force regulating the recruitment and conditions of Service of Government Servants made or deemed to have been made under the Karnataka State Civil Services Act, 1978 (Karnataka Act 14 of 1990) is so far as such rules are not in consistent with the provisions of these rules shall be applicable to the selection made and to the persons appointed under these rules.

ಕರಡು ನಿಯಮಗಳು

1. ಶೀರ್ಷಿಕೆ, ಪ್ರಾರಂಭ ಮತ್ತು ಅನ್ವಯ.- (1) ಈ ನಿಯಮಗಳನ್ನು ಕರ್ನಾಟಕ ಪಶುಸಂಗೋಪನೆ ಮತ್ತು ಪಶುವೈದ್ಯಕೀಯ ಸೇವೆಗಳ (ಕಲ್ಯಾಣ- ಕರ್ನಾಟಕ ಪ್ರಾದೇಶಿಕ ಸ್ಥಳೀಯ ವೃಂದಗಳ ಪಶುವೈದ್ಯಕೀಯ ಪರೀಕ್ಷಕರು ಹಾಗೂ ಪಶುವೈದ್ಯಕೀಯ ಸಹಾಯಕರುಗಳ ನೇಮಕಾತಿ) (ವಿಶೇಷ) ನಿಯಮಗಳು, 2019 ಎಂದು ಕರೆಯತಕ್ಕದ್ದು.

(2) ಅವು, ಅಧಿಕೃತ ರಾಜ್ಯಪತ್ರದಲ್ಲಿ ಅವುಗಳ ಅಂತಿಮ ಪ್ರಕಟಗೊಂಡ ದಿನಾಂಕದಿಂದ ಜಾರಿಗೆ ಬರತಕ್ಕದ್ದು.

(3) ಕರ್ನಾಟಕ ಸಿವಿಲ್ ಸೇವಾ (ಸಾಮಾನ್ಯ ನೇಮಕಾತಿ) ನಿಯಮಗಳು, 1977 ಅಥವಾ ಕರ್ನಾಟಕ ಸಿವಿಲ್ ಸೇವಾ (ಸ್ಪರ್ಧಾತ್ಮಕ ಪರೀಕ್ಷೆ ಮತ್ತು ಆಯ್ಕೆಯ ಮೂಲಕ ನೇರ ನೇಮಕಾತಿ) (ಸಾಮಾನ್ಯ) ನಿಯಮಗಳು, 2006 ಅಥವಾ ಕರ್ನಾಟಕ ಪಶುಸಂಗೋಪನೆ ಮತ್ತು ಪಶುವೈದ್ಯಕೀಯ ಸೇವೆಗಳ (ನೇಮಕಾತಿ) ನಿಯಮಗಳು, 1965 ಅಥವಾ ಕರ್ನಾಟಕ ರಾಜ್ಯ ಸಿವಿಲ್ ಸೇವಾ ಅಧಿನಿಯಮ, 1978 (1990ರ ಕರ್ನಾಟಕ ಅಧಿನಿಯಮ 14)ರ ಮೇರೆಗೆ ಅನುಸೂಚಿಯಲ್ಲಿ ನಿರ್ದಿಷ್ಟಪಡಿಸಿರುವ ಹುದ್ದೆಗಳ ಪ್ರವರ್ಗಗಳಿಗೆ ಸಂಬಂಧಿಸಿದಂತೆ ರಚಿಸಲಾದ ಅಥವಾ ರಚಿಸಲಾಗಿದೆ ಎಂದು ಭಾವಿಸಲಾದ ಯಾವುದೇ ಇತರ ನೇಮಕಾತಿ ನಿಯಮಗಳಲ್ಲಿ ಏನೇ ಒಳಗೊಂಡಿದ್ದಾಗ್ಯೂ, ಈ ನಿಯಮಗಳ ಉಪಬಂಧಗಳು, ಪಶುಸಂಗೋಪನೆ ಮತ್ತು ಪಶುವೈದ್ಯಕೀಯ ಸೇವೆಯಲ್ಲಿ ಅನುಸೂಚಿಯಲ್ಲಿ ನಿರ್ದಿಷ್ಟಪಡಿಸಿರುವ ಕಲ್ಯಾಣ-ಕರ್ನಾಟಕ ಪ್ರಾದೇಶಿಕ ಸ್ಥಳೀಯ ವೃಂದಗಳಲ್ಲಿರುವ ಪಶುವೈದ್ಯಕೀಯ ಪರೀಕ್ಷಕರ ಹುದ್ದೆಗಳ ಪ್ರವರ್ಗಗಳಲ್ಲಿ ಖಾಲಿ ಇರುವ 32 ಹುದ್ದೆಗಳನ್ನು ಹಾಗೂ ಪಶುವೈದ್ಯಕೀಯ ಸಹಾಯಕರುಗಳ 83 ಹುದ್ದೆಗಳು ನೇರನೇಮಕಾತಿಗೆ ಅನ್ವಯವಾಗತಕ್ಕದ್ದು.

ಪರಂತು, ಈ ನಿಯಮಗಳಲ್ಲಿರುವುದು ಯಾವುದೂ, ಒಂದಕ್ಕಿಂತ ಹೆಚ್ಚಿನ ನೇಮಕಾತಿಗೆ ಅನ್ವಯವಾಗತಕ್ಕದ್ದಲ್ಲ.

2. ಪರಿಭಾಷೆಗಳು.-(1) ಈ ನಿಯಮಗಳಲ್ಲಿ ಸಂದರ್ಭವು, ಅನ್ಯಥಾ ಅಗತ್ಯಪಡಿಸಿದ ಹೊರತು,-

(ಎ) "ನೇಮಕಾತಿ ಪ್ರಾಧಿಕಾರ" ಎಂದರೆ, ಈ ನಿಯಮಗಳ ಮೇರೆಗೆ ಪಶುವೈದ್ಯಕೀಯ ಪರೀಕ್ಷಕರುಗಳ ಮತ್ತು ಪಶುವೈದ್ಯಕೀಯ ಸಹಾಯಕರುಗಳ ನೇಮಕಾತಿಗಾಗಿ ಆಯುಕ್ತರು, ಪಶುಸಂಗೋಪನೆ ಮತ್ತು ಪಶುವೈದ್ಯಕೀಯ ಸೇವೆಗಳ ಇಲಾಖೆ;

(ಬಿ) "ಕಲ್ಯಾಣ-ಕರ್ನಾಟಕ ಪ್ರಾದೇಶಿಕ ಸ್ಥಳೀಯ ವೃಂದಗಳು" ಎಂದರೆ, ನೇರನೇಮಕಾತಿ ಮೂಲಕ ಭರ್ತಿ ಮಾಡಬೇಕಾದ ಪಶುವೈದ್ಯಕೀಯ ಪರೀಕ್ಷಕರ ಅಥವಾ ಸಂದರ್ಭಾನುಸಾರ ಪಶುವೈದ್ಯಕೀಯ ಸಹಾಯಕರ ವೃಂದದಲ್ಲಿ ಕರ್ನಾಟಕ ಸಾರ್ವಜನಿಕ ಉದ್ಯೋಗ (ಕಲ್ಯಾಣ-ಕರ್ನಾಟಕ ಪ್ರದೇಶದ ನೇಮಕಾತಿಯಲ್ಲಿ ಮೀಸಲಾತಿ) ಆದೇಶ, 2013ರ ಮೇರೆಗೆ ರಚಿಸಲಾದ ಸ್ಥಳೀಯ ವೃಂದ;

(ಸಿ) "ಅರ್ಹತಾ ಪರೀಕ್ಷೆ" ಎಂದರೆ, ಅನುಸೂಚಿಯಲ್ಲಿ ನಿರ್ದಿಷ್ಟಪಡಿಸಿರುವ ಪಶುವೈದ್ಯಕೀಯ ಪರೀಕ್ಷಕರು ಹಾಗೂ ಪಶುವೈದ್ಯಕೀಯ ಸಹಾಯಕರುಗಳ ಹುದ್ದೆಗಳ ನೇರನೇಮಕಾತಿಗಾಗಿ ನಿರ್ದಿಷ್ಟಪಡಿಸಿದ ಕನಿಷ್ಠ ವಿದ್ಯಾರ್ಹತೆ;

(ಡಿ) "ಅನುಸೂಚಿ" ಎಂದರೆ, ಈ ನಿಯಮಗಳಿಗೆ ಅನುಬಂಧಿಸಿದ ಅನುಸೂಚಿ;

(ಇ) "ಆಯ್ಕೆ ಸಮಿತಿ" ಎಂದರೆ, 3ನೇ ನಿಯಮದ ಮೇರೆಗೆ ರಚಿಸಲಾದ ಆಯ್ಕೆ ಸಮಿತಿ;

(ಎಫ್) "ಖಾಲಿ ಹುದ್ದೆಗಳು" ಎಂದರೆ, ಈ ನಿಯಮಗಳ ಮೇರೆಗೆ ಭರ್ತಿ ಮಾಡಬೇಕಾಗಿರುವ ಖಾಲಿ ಹುದ್ದೆಗಳ ಸಂಖ್ಯೆ.

(2) ಈ ನಿಯಮಗಳಲ್ಲಿ ಬಳಸಲಾಗಿರುವ ಆದರೆ ಪರಿಭಾಷಿಸಿಲ್ಲದ ಪದಗಳು ಮತ್ತು ಅಭಿವ್ಯಕ್ತಿಗಳು ಕರ್ನಾಟಕ ಸಿವಿಲ್ ಸೇವಾ (ಸಾಮಾನ್ಯ ನೇಮಕಾತಿ) ನಿಯಮಗಳು, 1977 ರಲ್ಲಿ ಅವುಗಳಿಗೆ ಕೊಟ್ಟಿರುವ ಅರ್ಥವನ್ನೇ ಹೊಂದಿರತಕ್ಕದ್ದು.

3. ಆಯ್ಕೆ ಸಮಿತಿ.-ಈ ನಿಯಮಗಳ ಮೇರೆಗೆ ಪಶುವೈದ್ಯಕೀಯ ಪರೀಕ್ಷಕರುಗಳ ಹಾಗೂ ಪಶುವೈದ್ಯಕೀಯ ಸಹಾಯಕರುಗಳ ಹುದ್ದೆಗಳ

4. ಅರ್ಜಿಗಳನ್ನು ಆಹ್ವಾನಿಸುವುದು.-ಆಯ್ಕೆ ಸಮಿತಿಯು, ಈ ನಿಯಮಗಳ ಮೇರೆಗೆ ಭರ್ತಿ ಮಾಡಬೇಕಾಗಿರುವ ಖಾಲಿ ಹುದ್ದೆಗಳನ್ನು ಪರಿಗಣನೆಗೆ ತೆಗೆದುಕೊಂಡ ತರುವಾಯ, ಅರ್ಹ ಷರತ್ತುಗಳು, ಆಯ್ಕೆಯ ಸ್ವರೂಪ, ಭರ್ತಿ ಮಾಡಬೇಕಾದ ಖಾಲಿ ಹುದ್ದೆಗಳ ಸಂಖ್ಯೆ ಹಾಗೂ ತತ್ಕಾಲದಲ್ಲಿ ಜಾರಿಯಲ್ಲಿರುವ ಯಾವುದೇ ಕಾನೂನು ಅಥವಾ ಯಾವುದೇ ಆದೇಶದ ಮೂಲಕ ಅಥವಾ ಅದರ ಮೇರೆಗೆ ಒದಗಿಸಲಾದ ಹುದ್ದೆಗಳ ಮೀಸಲಾತಿಗೆ ಅನುಸಾರವಾಗಿರುವ ವರ್ಗೀಕರಣವನ್ನು ನಿರ್ದಿಷ್ಟಪಡಿಸಿ ಅಧಿಕೃತ ರಾಜ್ಯಪತ್ರದಲ್ಲಿ ಖಾಲಿ ಹುದ್ದೆಗಳನ್ನು ಜಾಹೀರಾತುಪಡಿಸಿ ಆಸಕ್ತ ಅಭ್ಯರ್ಥಿಗಳಿಂದ ಅರ್ಜಿಗಳನ್ನು ಆಹ್ವಾನಿಸಲಾಗಿದೆ. ಅಂಥ ಜಾಹೀರಾತಿನ ಸಾರಂಶವನ್ನು ರಾಜ್ಯದಲ್ಲಿ ವ್ಯಾಪಕ ಪ್ರಚಾರವನ್ನು ಹೊಂದಿರುವ ಒಂದಕ್ಕಿಂತ ಹೆಚ್ಚಿನ ದಿನಪತ್ರಿಕೆಗಳಲ್ಲಿ ಅಧಿಸೂಚಿಸಬೇಕು. ಅದರಲ್ಲಿ ಒಂದು ಕನ್ನಡ ದಿನಪತ್ರಿಕೆಯಲ್ಲಿ ಪ್ರಕಟಿಸತಕ್ಕದ್ದು.

5. ಕನ್ನಡ ಭಾಷಾ ಜ್ಞಾನ.-ಅಭ್ಯರ್ಥಿಯು, ಗರಿಷ್ಠ 150 ಅಂಕಗಳನ್ನು ಹೊಂದಿರುವ ಒಂದು ಪತ್ರಿಕೆಯನ್ನು ಒಳಗೊಂಡಿರುವ ಕನ್ನಡ ಭಾಷಾ ಪರೀಕ್ಷೆಯಲ್ಲಿ ಅವನು ಅರ್ಹನಾಗಿದ್ದ ಹೊರತು ಹಾಗೂ ಕನ್ನಡ ಭಾಷಾ ಜ್ಞಾನಕ್ಕೆ ಸಂಬಂಧಿಸಿದಂತೆ ಸದರಿ ಅರ್ಹತಾ ಪರೀಕ್ಷೆಯಲ್ಲಿ ಕನಿಷ್ಠ 50 ಅಂಕಗಳನ್ನು ಪಡೆದಿದ್ದ ಹೊರತು ಪಶುವೈದ್ಯಕೀಯ ಪರೀಕ್ಷಕರುಗಳ ಮತ್ತು ಪಶುವೈದ್ಯಕೀಯ ಸಹಾಯಕರುಗಳ ಹುದ್ದೆಗೆ ಆಯ್ಕೆ ಪಟ್ಟಿಯಲ್ಲಿ ಅವನ ಹೆಸರನ್ನು ಸೇರಿಸಲು ಅರ್ಹನಾಗತಕ್ಕದ್ದಲ್ಲ. ಈ ಪತ್ರಿಕೆಯ ಗುಣಮಟ್ಟವು, ಎಸ್.ಎಸ್.ಎಲ್.ಸಿ ಮಟ್ಟದ ಕನ್ನಡ ಪ್ರಥಮ ಭಾಷೆಯದ್ದಾಗಿರತಕ್ಕದ್ದು.

ಪರಂತು, ಸಮಿತಿಯು ಎಸ್.ಎಸ್.ಎಲ್.ಸಿ ಪರೀಕ್ಷೆಯಲ್ಲಿ ಅಥವಾ ಯಾವುದೇ ತತ್ಸಮಾನ ಪರೀಕ್ಷೆಯಲ್ಲಿ ಅಥವಾ ಎಸ್.ಎಸ್.ಎಲ್.ಸಿ ಪರೀಕ್ಷೆಗಿಂತ ಮೇಲ್ಮಟ್ಟದ ಯಾವುದೇ ಪರೀಕ್ಷೆಯಲ್ಲಿ ಕನ್ನಡವನ್ನು ಮುಖ್ಯ ಭಾಷೆಯಾಗಿ ಅಥವಾ ದ್ವಿತೀಯ ಭಾಷೆಯಾಗಿ ಅಥವಾ ಐಚ್ಛಿಕ ವಿಷಯವಾಗಿ (ಆದರೆ ಅದರಲ್ಲಿ ಒಂದು ವಿಷಯ ಸಂಯುಕ್ತ ಪತ್ರಿಕೆಯಾಗಿರಬಾರದು) ತೆಗೆದುಕೊಂಡು ಉತ್ತೀರ್ಣನಾಗಿದ್ದರೆ ಅಥವಾ ಕನ್ನಡ ಮಾಧ್ಯಮದಲ್ಲಿ ವ್ಯಾಸಂಗ ಮಾಡಿ ತೇರ್ಗಡೆಯಾಗಿದ್ದರೆ ಅಥವಾ ಪರೀಕ್ಷಾ ಪ್ರಾಧಿಕಾರದ ಮೂಲಕ ನಡೆಸುವ ಕನ್ನಡ ಭಾಷಾ ಪರೀಕ್ಷೆಯಲ್ಲಿ ಈ ಮೊದಲೇ ಉತ್ತೀರ್ಣನಾಗಿದ್ದಲ್ಲಿ ಆ ಅಭ್ಯರ್ಥಿಗೆ ಕನ್ನಡ ಭಾಷಾ ಪರೀಕ್ಷೆಯಲ್ಲಿ ಉತ್ತೀರ್ಣರಾಗಿರುವುದರಿಂದ ವಿನಾಯಿತಿ ನೀಡಬಹುದು.

6. ಆಯ್ಕೆ ಪಟ್ಟಿಯನ್ನು ಸಿದ್ಧಪಡಿಸುವುದು.- (1) ಆಯ್ಕೆ ಸಮಿತಿಯು, ಕನ್ನಡ ಭಾಷಾ ಪರೀಕ್ಷೆಯಲ್ಲಿ ಅರ್ಹರಾಗಿರುವ ಅಭ್ಯರ್ಥಿಗಳ ಪೈಕಿಯಿಂದ, ಅರ್ಹತಾ ಪರೀಕ್ಷೆಯಲ್ಲಿ ಗಳಿಸಲಾದ ಅಂಕಗಳ ಒಟ್ಟು ಶೇಕಡಾವಾರು ಹಾಗೂ ತತ್ಕಾಲದಲ್ಲಿ ಜಾರಿಯಲ್ಲಿರುವ ಯಾವುದೇ ಕಾನೂನು ಅಥವಾ ಯಾವುದೇ ಆದೇಶದ ಮೂಲಕ ಅಥವಾ ಅದರ ಮೇರೆಗೆ ಉಪಬಂಧಿಸಿದ ಹುದ್ದೆಗಳ ಮೀಸಲಾತಿಯ [ಒಂದೇ ಹಂತದ (Horizontal) ಮತ್ತು ಎಲ್ಲಾ ಹಂತದ (Vertical)] ಆಧಾರದ ಮೇಲೆ ಈ ನಿಯಮಗಳ ಮೇರೆಗೆ ನೇಮಕಾತಿಗಾಗಿ ಅರ್ಹತಾ ಕ್ರಮದಲ್ಲಿ ಅರ್ಹ ಅಭ್ಯರ್ಥಿಗಳ ಆಯ್ಕೆ ಪಟ್ಟಿಯನ್ನು ಸಿದ್ಧಪಡಿಸತಕ್ಕದ್ದು.

(2) (1)ನೇ ಉಪ-ನಿಯಮದ ಮೇರೆಗೆ ಆಯ್ಕೆ ಮಾಡಬಹುದಾದ ಅಭ್ಯರ್ಥಿಗಳ ಸಂಖ್ಯೆಯು ಅಧಿಸೂಚಿಸಿರುವ ಖಾಲಿ ಹುದ್ದೆಗಳ ಸಂಖ್ಯೆಗೆ ಸಮನಾಗಿರತಕ್ಕದ್ದು.

(3) ಇಬ್ಬರು ಅಥವಾ ಇಬ್ಬರಿಗಿಂತ ಹೆಚ್ಚಿನ ಅಭ್ಯರ್ಥಿಗಳು ಸಮಾನ ಅಂಕಗಳನ್ನು ಪಡೆದುಕೊಂಡಿದ್ದರೆ, ಅಂಥ ಅಭ್ಯರ್ಥಿಗಳ ಸಂಬಂಧದಲ್ಲಿ ಅವರ ವಯಸ್ಸಿನ ಆಧಾರದ ಮೇಲೆ, ಹಿರಿಯ ವಯಸ್ಸಿನವನನ್ನು, ಕಿರಿಯ ವಯಸ್ಸಿನವನಿಗಿಂತ ಮೇಲಿನ ಸ್ಥಾನಕ್ಕೆ ಅರ್ಹತಾ ಕ್ರಮದಲ್ಲಿ ನಿಗದಿಪಡಿಸತಕ್ಕದ್ದು. ಅಂಥ ಅರ್ಹ ಅಭ್ಯರ್ಥಿಗಳ ಪಟ್ಟಿಯಲ್ಲಿ ಸೇರಿಸಬಹುದಾದ ಅಭ್ಯರ್ಥಿಗಳ ಸಂಖ್ಯೆಯು, ಅನುಸೂಚಿಯಲ್ಲಿ ನಿರ್ದಿಷ್ಟಪಡಿಸಿರುವ ಖಾಲಿ ಹುದ್ದೆಗಳ ಸಂಖ್ಯೆಗೆ ಸಮನಾಗಿರತಕ್ಕದ್ದು.

(4) ಆಯ್ಕೆ ಸಮಿತಿಯು, (1)ನೇ ಉಪ-ನಿಯಮದ ಮೇರೆಗೆ ಸಿದ್ಧಪಡಿಸಿರುವ ಮುಖ್ಯ ಪಟ್ಟಿಯಲ್ಲಿ ಒಳಗೊಳ್ಳದಿರುವಂಥ ಅಭ್ಯರ್ಥಿಗಳ ಹೆಚ್ಚುವರಿ ಪಟ್ಟಿಯನ್ನು ಸಿದ್ಧಪಡಿಸತಕ್ಕದ್ದು. ಹೆಚ್ಚುವರಿ ಪಟ್ಟಿಯಲ್ಲಿ ಸೇರಿಸಬೇಕಾದ ಅಭ್ಯರ್ಥಿಗಳ ಸಂಖ್ಯೆಯು, (1)ನೇ ಉಪ-ನಿಯಮದ ಮೇರೆಗೆ ಸಿದ್ಧಪಡಿಸಿರುವ ಪಟ್ಟಿಯಲ್ಲಿ ಪ್ರತಿಯೊಂದು ಮೀಸಲು ಪ್ರವರ್ಗಗಳಲ್ಲಿನ [ಒಂದೇ ಹಂತದ (Horizontal) ಮತ್ತು ಎಲ್ಲಾ ಹಂತದ (Vertical)] ಅಭ್ಯರ್ಥಿಗಳ ಸಂಖ್ಯೆಯಲ್ಲಿ ಸಾಧ್ಯವಾದಷ್ಟು ಮಟ್ಟಿಗೆ ಶೇಕಡಾ 20 ರಷ್ಟಿರತಕ್ಕದ್ದು. (1)ನೇ ಉಪ-ನಿಯಮದ ಮೇರೆಗೆ ಹೆಚ್ಚುವರಿ ಪಟ್ಟಿಯಲ್ಲಿ ಪ್ರತಿಯೊಂದು ಮೀಸಲಾತಿ ಪ್ರವರ್ಗ [ಒಂದೇ ಹಂತದ (Horizontal) ಮತ್ತು ಎಲ್ಲಾ ಹಂತದ (Vertical)] ಗಳಿಗೆ ಸೇರಿದ ಕನಿಷ್ಠ ಪಕ್ಷ ಒಬ್ಬ ಅಭ್ಯರ್ಥಿಯು ಇರತಕ್ಕದ್ದು. (1)ನೇ ಉಪ-ನಿಯಮದ ಮೇರೆಗೆ ಪಟ್ಟಿಯಲ್ಲಿ ಹೆಸರನ್ನು ಸೇರಿಸಿರುವ ಅಭ್ಯರ್ಥಿಯು ಗೊತ್ತುಪಡಿಸಿರುವ ಅವಧಿಯೊಳಗೆ ಕರ್ತವ್ಯಕ್ಕೆ ವರದಿ ಮಾಡಿಕೊಳ್ಳಲು ವಿಫಲನಾದಲ್ಲಿ, ಕರ್ತವ್ಯಕ್ಕೆ ವರದಿ ಮಾಡಿಕೊಳ್ಳಲು ವಿಫಲನಾದ ಅಭ್ಯರ್ಥಿಯ ಸ್ಥಾನಕ್ಕೆ ಹೆಚ್ಚುವರಿ ಪಟ್ಟಿಯಲ್ಲಿರುವ ಅದೇ ಮೀಸಲಾತಿ ಪ್ರವರ್ಗಕ್ಕೆ ಸೇರಿದ ಅಭ್ಯರ್ಥಿಯನ್ನು ನೇಮಕ ಮಾಡತಕ್ಕದ್ದು.

(5) (1) ಮತ್ತು (4)ನೇ ಉಪ-ನಿಯಮಗಳ ಮೇರೆಗೆ, ಹಾಗೆ ಸಿದ್ಧಪಡಿಸಿರುವ ಪಟ್ಟಿಗಳನ್ನು ಅಧಿಕೃತ ರಾಜ್ಯಪತ್ರದಲ್ಲಿ ಮತ್ತು ಆಯುಕ್ತರ ಕಚೇರಿಯ ಸೂಚನಾ ಫಲಕದಲ್ಲಿಯೂ ಸಹ ಪ್ರಕಟಿಸತಕ್ಕದ್ದು.

(6) ವಿಶೇಷ ಸಮಿತಿಯು ಆಯ್ಕೆ ಮಾಡಿದ ಹಾಗೂ ನೇಮಕಾತಿ ಪ್ರಾಧಿಕಾರಕ್ಕೆ ಸಲ್ಲಿಸಿರುವ ಅಭ್ಯರ್ಥಿಗಳ ಪಟ್ಟಿಯು, ಎಲ್ಲಾ ಅಧಿಸೂಚಿತ ಖಾಲಿ ಸ್ಥಾನಗಳನ್ನು ಭರ್ತಿ ಮಾಡುವವರೆಗೆ ಅಥವಾ ಆಯ್ಕೆ ಪಟ್ಟಿಯನ್ನು ಪ್ರಕಟಿಸಿದ ದಿನಾಂಕದಿಂದ ಒಂದು ವರ್ಷ ಪೂರ್ಣಗೊಳ್ಳುವವರೆಗೆ ಇದರಲ್ಲಿ ಯಾವುದು ಮೊದಲೋ ಅಲ್ಲಿಯವರೆಗೆ ಸಿಂಧುವಾಗಿರತಕ್ಕದ್ದು.

7. ಅಭ್ಯರ್ಥಿಗಳ ನೇಮಕಾತಿ.- (1) 6ನೇ ನಿಯಮದ ಮೇರೆಗೆ ಸಿದ್ಧಪಡಿಸಿರುವ ಆಯ್ಕೆ ಪಟ್ಟಿಯಲ್ಲಿ ಸೇರಿಸಿರುವ ಹೆಸರುಗಳ ಅಭ್ಯರ್ಥಿಗಳನ್ನು ನೇಮಕಾತಿ ಪ್ರಾಧಿಕಾರವು ತಾನು ಅವಶ್ಯಕವೆಂದು ಭಾವಿಸಬಹುದಾದಂಥ ವಿಚಾರಣೆಯನ್ನು ಮಾಡಿದ ತರುವಾಯ ನೇಮಕಾತಿಗೆ ಪ್ರತಿಯೊಬ್ಬ ಅಭ್ಯರ್ಥಿಯು ಎಲ್ಲಾ ರೀತಿಯಿಂದಲೂ ಸೂಕ್ತನಾಗಿರುವನೆಂದು ಮನದಟ್ಟಾದ ತರುವಾಯ, ಪಟ್ಟಿಯಲ್ಲಿ ಅವರ ಹೆಸರುಗಳು ಯಾವ ಕ್ರಮದಲ್ಲಿರುವುದೋ ಆ ಪ್ರಕಾರವೇ ಖಾಲಿ ಸ್ಥಾನಗಳಿಗೆ ನೇಮಕ ಮಾಡತಕ್ಕದ್ದು.

(2) (5)ನೇ ನಿಯಮದ (5)ನೇ ಉಪ-ನಿಯಮದ ಮೇರೆಗೆ ಪ್ರಕಟಿಸಿರುವ ಪಟ್ಟಿಯಲ್ಲಿ ಹೆಸರಿರುವ ಅಭ್ಯರ್ಥಿಯ, ನೇಮಕಾತಿಯ ಯಾವುದೇ ಹಕ್ಕನ್ನು ಚಲಾಯಿಸತಕ್ಕದ್ದಲ್ಲ.

8. ಇತರ ನಿಯಮಗಳ ಅನ್ವಯ.-ಕರ್ನಾಟಕ ಸಿವಿಲ್ ಸೇವಾ (ವರ್ಗೀಕರಣ, ನಿಯಂತ್ರಣ ಮತ್ತು ಅಪೀಲು) ನಿಯಮಗಳು, 1957, ಕರ್ನಾಟಕ ಸಿವಿಲ್ ಸೇವಾ (ನಡವಳಿಕೆ) ನಿಯಮಗಳು, 1966, ಕರ್ನಾಟಕ ಸಿವಿಲ್ ಸೇವಾ (ಪ್ರೊಬೆಷನ್) ನಿಯಮಗಳು, 1977 ಮತ್ತು ಕರ್ನಾಟಕ ರಾಜ್ಯ ಸಿವಿಲ್ ಸೇವಾ ಅಧಿನಿಯಮ, 1978 (1990ರ ಕರ್ನಾಟಕ ಅಧಿನಿಯಮ 14)ರ ಮೇರೆಗೆ ಮಾಡಲಾದ ಅಥವಾ ಮಾಡಲಾಗಿದೆ ಎಂದು ಭಾವಿಸಲಾದ ಸರ್ಕಾರಿ ನೌಕರರ ಸೇವಾ ಷರತ್ತುಗಳನ್ನು ನಿಯಂತ್ರಿಸುವ ತತ್ಕಾಲದಲ್ಲಿ ಜಾರಿಯಲ್ಲಿರುವ ಎಲ್ಲಾ ಇತರ ನಿಯಮಗಳು ಈ ನಿಯಮಗಳ ಉಪಬಂಧಗಳೊಂದಿಗೆ ಅಂಥ ನಿಯಮಗಳು ಅಸಂಗತವಾಗಿಲ್ಲದಿರುವಷ್ಟರ ಮಟ್ಟಿಗೆ, ಈ ನಿಯಮಗಳ ಮೇರೆಗೆ ಮಾಡಲಾದ ಆಯ್ಕೆಗೆ ಹಾಗೂ ನೇಮಕಗೊಂಡ ವ್ಯಕ್ತಿಗಳಿಗೆ ಅನ್ವಯವಾಗತಕ್ಕದ್ದು.

The draft of the Karnataka Anim al Husbandry and veterinary Services (Recruitment of Veterinary Inspectors and Veterinary Assistants Kalyana-Karnataka Regional Local Cadres) (Special) Rules, 2019, which the Government of Karnataka proposes to make in exercise of the powers conferred by sub-section (1) of section 3 read with section 8 of the Karnataka State Civil Services Act, 1978 (Karnataka Act No.14 of 1990) is hereby published as required by the clause (a) of sub-section (2) of section 3 of the said Act, for the information of all the persons likely to be affected thereby and notice is hereby given that the said draft will be taken into consideration after fifteen days from the date of its publication in the Official Gazette.

DRAFT RULES

1. Title, Commencement and Application.- (1) These rules may be called as the Karnataka Anim al Husbandry and Veterinary Services (Recruitment of Veterinary Inspectors and Veterinary Assistants Kalyana-Karnataka Regional Local Cadres) (Special) Rules, 2019.

(2) They shall come into force from the date of their final Publication in the Official Gazette.

(3) Notwithstanding anything contained in the Karnataka Civil Services (General Recruitment) Rules, 1977 or the Karnataka Civil Services (Direct-Recruitment by Competitive Examination and Selection) (General) Rules, 2006 or the Karnataka Animal Husbandry and Veterinary Services (Recruitment) Rules, 1965 or any other rules of recruitment relating to the categories of posts specified in the schedule made or deemed to have been made, under the Karnataka State Civil Services Act, 1978 (Karnataka Act 14 of 1990) the provisions of these rules shall apply to recruitment of 32 Posts of direct recruitment vacancies in the categories of posts of Veterinary Inspectors and 83 posts of Veterinary Assistant in the Animal Husbandry and veterinary Service under Hyderabad-Karnataka Region Local cadres as specified in the schedule:

Provided that, nothing in these rules shall apply to more than one recruitment.

2. Definitions. - (1) In these rules, unless the context otherwise requires, -

(a) "Appointing Authority" means the Commissioner, Department of Animal Husbandry and Veterinary Services for appointment of Veterinary Inspectors and Veterinary Assistant under these rules;

(b) "Kalyana-Karnataka Region Local cadres" means the Local cadre constituted under the Karnataka Public Employment (Reservation in Appointment for Kalyana- Karnataka Region) Order, 2013 in the cadre of Veterinary Inspector or Veterinary Assistant as the case may be to be filled by the direct recruitment;

(c) "Qualifying Examination" means the minimum qualification prescribed for direct recruitment to the posts of Veterinary Inspectors and Veterinary Assistants as specified in the schedule;

(d) "Schedule" means a Schedule appended to these rules;

(e) "Selection Committee" means the Selection Committee Constituted under rule 3;

(f) "Vacancies" means the number of vacant posts to be filled up under these rules.

(2) Words and expressions used but not defined in these rules, shall have the same meaning assigned to them in the Karnataka Civil Services (General Recruitment) Rules, 1977.

3. Selection Committee. - For recruitment to the categories of posts of Veterinary Inspectors and Veterinary Assistants under

under these rules, advertise the vacancies in the Official Gazette specifying the conditions of eligibility, nature of selection, number of vacancies to be filled and classification in accordance with reservation of posts provided by or under any law or any order for the time being in force, invite applications from the intending candidates. Abstract of such advertisem ent shall also be published in more than one daily newspapers having wide circulation in the State of which at least one shall be in Kannada.

5. Knowledge of Kannada Language. - No candidate shall qualify for inclusion of his name in the selection list to the post of Veterinary Inspectors and Veterinary Assistants, unless he qualifies in a test in Kannada language comprising of one paper carrying maximum of 150 marks and secure a minimum of 50 marks in the said qualifying test regarding knowledge of Kannada. The standard of this paper shall be that of first language of Kannada at S.S.L.C. level.

Provided that, the committee may exempt a candidate from passing the Kannada language test if the candidate has passed the SSLC examination or any equivalent examination or any examination higher than SSLC in which Kannada is the main language or second language or an optional subject (but not one of the subject in composite paper) or has passed in Kannada medium or the test of Kannada language conducted by the committee through examination authority earlier.

6. Preparation of Selection List. - (1) The Selection Committee shall from among the candidates who have qualified in the kannada language test prepare in the order of merit, a selection list of candidates eligible for appointment under these rules on the basis of aggregate percentage of marks secured in the qualifying examination and the reservation of posts (Vertical and Horizontal) provided by or under any law or any order for the time being in force.

(2) The number of candidates to be selected under sub-rule (1) shall be equal to the number of vacancies notified.

(3) If the m arks secured by two or more candidates are equal, then the order of merit in respect of such candidates shall be fixed on the basis of their age, the older in age being placed above the younger. The number of candidates to be included in such list of eligible candidates shall be equal to the number of vacancies specified in the schedule.

(4) The Selection Committee shall also prepare an additional list of such of the candidates not included in the main list prepared under sub-rule (1). The number of candidates to be included in the additional list shall be as far as possible twenty percent of the number of candidates in each of the reservation categories (horizontal and vertical) in the list under sub-rule (1). There shall be at least one candidate in the additional list belonging to each of the reservation categories (horizontal and vertical) represented in the list under sub-rule (1). If a candidate whose nam e is included in the list under sub-rule (1), fails to report for duty within the prescribed period, to that extent a candidate belonging to the same reservation category as that of the candidate who failed to report for duty shall be appointed from the additional list.

(5) The lists so prepared under sub-rules (1) and (4), shall be published in the official Gazette and also on the notice board of the office of the Commissioner.

(6) The list of candidates selected by the Special Selection Committee and assigned to the Appointing Authority shall be valid till all the notified vacancies are filled or till the completion of one year from the date of publication of the selected list whichever is earlier.

7. Appointment of candidates. - (1) Candidates whose nam es are included in the selection list prepared under rule 6 shall be appointed by the appointing authority in the vacancies in the order of which their nam es are found in the list after satisfying itself after such enquiry as it may consider necessary that each of the candidates is suitable in all respects for appointment.

(2) The inclusion of name of the candidate in the list published under sub-rule (5) of the rule 5 shall not confer any right of appointment.

8. Application of other rules.- The Karnataka Civil Services (Classification, Control and Appeal) Rules, 1957, the Karnataka Civil Services (Conduct) Rules, 1966, the Karnataka Civil Services (Probation) Rules, 1977 and all other rules for the time being in force regulating the \ conditions of services of Government Servants made or deemed to have been made under the Karnataka State Civil Services Act, 1978 (Karnataka Act 14 of 1990) in so far as such rules are not inconsistent with the provisions of these rules shall be applicable to the selection made and to the persons appointed under these rules.
