NOTIFICATION
No. A3-90818/2018(3). 26th July 2019.
In exercise of the powers conferred by Article 229 of the Constitution of India, the Honourable the Chief Justice hereby makes the following amendments to the Kerala High Court Service Rules, 2007, namely:
AMENDMENT (C. S. NO. 67)
In the said Rules
(a) the existing entry 'Cook' occurring in Rule 20(2)(e) shall be deleted.
(b) The existing clause (iii) under Rule 20(7)(1), shall be amended as follows:
"In the absence of suitable hands in the categories covered by clauses (i) and (ii) above, willing and qualified hands holding any posts mentioned against categories 1 to 6, 9 and 10 in Division IV shall be considered, seniority being reckoned with effect from the date of entry into any of the categories in Division IV".
(c) the existing entry 'Cook' occurring in column (4) against category 6 in Sub Division 1 of Division IV under Annexure I shall be deleted.
(d) the existing entry in column (4) against category 7 in Sub Division 1 of Division IV under Annexure I shall be amended as follows:
"Direct recruitment or Transfer from Categories 8 and 11 to 13 in Division IV or deputation or direct recruitment under Rule 11(2) or appointment under Rule 20(2)(f).

In exercise of the powers conferred by Article 229 of the Constitution of India, the Honourable the Chief Justice hereby orders incorporation of a new post of 'Court Manager' in the Kerala High Court Service Rules, 2007 fixing the method of appointment and qualifications as indicated hereunder:
INCORPORATION (C. S. NO. 68)
"In the Rules
I. In Rule 4, after Sub Division 7 of Division I, the following shall be inserted—

1. Court Manager
II. In Annexure I, after Sub Division 7 of Division I, the following shall be inserted in columns (1) to (5):—

(a) University Degree (Regular)
(b) MBA (Regular) from a recognised University
(c) Desirable : L. L. B. Degree (Regular) from a

2. Experience
(i) Five years experience as Court Manager in High
Court, Subordinate Courts
OR
Five years experience in High Court/State/ Central Government or PSUs in a Gazetted/ Managerial Capacity.
OR
Five years experience in IT systems and Process Management or Financial Management or Human Resource Management in a managerial capacity.
1st OCT. 2019] JUDICIAL DEPARTMENT 135III. In Rule 8, sub clause (vii) shall be inserted as follows:
(vii) In the case of appointments to the post of Court Manager, by direct recruitment, persons who have experience as Court Manager in High Courts or Subordinate Courts shall be eligible for relaxation of upper age limit up to the period of service rendered as Court Manager or five years, whichever is less. This relaxation will be in addition to the age relaxation admissible, if any, as per any other provision." The above notification shall come into force with immediate effect.

Explanatory Note
(This note does not form part of the incorporation, but is intended to indicate its general purport.) The Government as per G. O. (Ms.) No. 69/2017/Home dated 31-3-2017 have accorded sanction for creation of two posts of Court Manager in the High Court establishment. The Honourable the Chief Justice has ordered to incorporate the post of Court Manager in the Kerala High Court Service Rules, 2007 specifying the terms of appointment. Hence this Notification.
