തിരുവനന്തപുരം റിസർച്ച് സൗത്ത് ഡിവിഷന്റെ പരിധിയിലുള്ള പീരുമേട് റിസർച്ച് യൂണിറ്റിലെ താഴെപറയുന്ന പ്രവർത്തികൾ നിർവ്വഹിക്കുന്നതിന് താൽപ്പര്യമുള്ള യോഗ്യരായ രജിസ്റ്റേർഡ് കരാറു കാരിൽ നിന്നും നിലവിലുള്ളതും, സർക്കാർ കാലാകാലങ്ങളിൽ പുറപ്പെടുവിച്ചിട്ടുള്ളതുമായ ലേല നിബന്ധനകൾക്ക് വിധേയമായും, ഓൺലൈനായി ഇ-ദർഘാസുകൾ ക്ഷണിച്ചുകൊള്ളുന്നു.

ദർഘാസുകാരൻ വനം വകുപ്പിൽ നിലവിലുള്ളതും സർക്കാർ ഭാവിയിൽ പ്രാബല്യത്തിൽ കൊണ്ടുവരാവുന്നതുമായ എല്ലാ നിബന്ധനകളും പി.ഡബ്ല്യൂ.ഡി വ്യവസ്ഥകളും, ഇതര വ്യവസ്ഥകളും പാലിക്കാൻ ബാദ്ധ്യസ്ഥനാണ്. ദർഘാസ് പ്രമാണങ്ങളും, ദർഘാസ് ഷെഡ്യൂളുകളും www.etenders.kerala-gov.in എന്ന വെബ്സൈറ്റിൽ ലഭ്യമാണ്. ദർഘാസിനോടൊപ്പം സമർപ്പിക്കുന്നതി നുള്ള നിരതദ്രവ്യം, ദർഘാസ് പ്രമാണവില എന്നിവ SBI -യുടെ ഇന്റർനെറ്റ് ഓൺലൈൻ ബാങ്കിംഗ് വഴിയോ മറ്റു ബാങ്കുകളുടെ കാര്യത്തിൽ NEFT വഴിയോ ഇ-ടെൻഡറിനൊപ്പം സമർപ്പിക്കേണ്ടതാണ്.

NEFT വഴി ഇ-പെയ്മെന്റ് നടത്തുന്ന ദർഘാസുകാർ, ദർഘാസ് സമർപ്പിക്കുന്നതിന് കുറഞ്ഞത് 72 മണിക്കൂർ മുൻപെങ്കിലും ടെൻഡർ ഫോറത്തിന്റെ വിലയും ഇ.എം.ഡി-യും e-procurement system ൽ എത്തിച്ചേർന്നതായി ഉറപ്പുവരുത്തേണ്ടതാണ്. ഈ ദർഘാസിന്റെ വിശദവിവരങ്ങൾ താഴെ ചേർക്കു ന്നു.

എല്ലാ ടെണ്ടർ പ്രമാണങ്ങളും www.etenders.kerala-gov.in എന്ന വെബ്സൈറ്റിൽ കാണിച്ചി രിക്കുന്ന ഓൺലൈൻ കവറുകളിൽ ഓൺലൈനായി മാത്രമേ സ്വീകരിക്കുകയുള്ളൂ. നേരിട്ടോ തപാൽ മാർഗ്ഗമോ, നിശ്ചിത സമയപരിധിക്കുശേഷമോ ലഭിക്കുന്ന ദർഘാസുകൾ ഒരു കാരണവ ശാലും സ്വീകരിക്കുന്നതല്ല.

ഇ- ദർഘാസിനോടൊപ്പം 200/- രൂപയുടെ മുദ്രപത്രത്തിൽ തയ്യാറാക്കി ഒപ്പിട്ട പ്രിലിമിനറി എഗ്രിമെന്റ്, ഗസറ്റഡ് ഓഫീസർ സാക്ഷ്യപ്പെടുത്തിയ രജിസ്ട്രേഷൻ സർട്ടിഫിക്കറ്റിന്റെ പകർപ്പ്, ടെൻഡർ ഡോക്യുമെന്റ് എന്നിവ ഓൺലൈനായി സമർപ്പിക്കേണ്ടതാണ്. ഇപ്രകാരം സമർപ്പിക്കാ ത്തതും അവയുടെ ഒറിജിനൽ ടെണ്ടർ തുറക്കുന്നതിനു മുൻപ് സ്പീഡ്പോസ്റ്റ്/രജിസ്റ്റേർഡ് പോസ്റ്റ് വഴി സമർപ്പിക്കാത്തതുമായ ദർഘാസുകൾ നിരസിക്കപ്പെടുന്നതാണ്. ഇ-ടെണ്ടറുമായി ബന്ധപ്പെട്ട മറ്റു വിവരങ്ങൾ NIC ൽ നിന്നോ, www.etenders.kerala-gov.in എന്ന വെബ്സൈറ്റിൽ പറഞ്ഞിരിക്കുന്ന e-tenders help desk ൽ നിന്നോ ഈ ഓഫീസിൽ നിന്നോ (ഓഫീസ് സമയത്ത്)അറിയാവുന്നതാണ്.

ഇ- പേയ്മെന്റിന് ആവശ്യമായ വിവരങ്ങൾ (കരാറുകാരൻ ഇടപാടു നടത്തുന്ന കോർ ബാങ്കിംഗ് സൗകര്യമുള്ള ബാങ്ക് അക്കൗണ്ടിന്റെ വിശദവിവരങ്ങളും, ഇ-മെയിൽ അഡ്രസ്സും) ദർഘാസിനോ ടൊപ്പം സമർപ്പിക്കേണ്ടതാണ്. ഈ വിവരങ്ങൾ ഉൾപ്പെടുത്താത്ത ദർഘാസുകൾ നിരസിക്കുന്നതാണ്.

കരാറുകാരൻ വിവരങ്ങൾ അപ്ലോഡു ചെയ്യുന്നതിനും മറ്റുമു ാകുന്ന അസൗകര്യങ്ങൾക്കും നഷ്ട ത്തിനും വനംവകുപ്പ് ഉത്തരവാദി ആയിരിക്കുന്നതല്ല.

കമായിരിക്കും. പ്രസ്തുത ദർഘാസിലെ ഏതൊരു പ്രവൃത്തിയും മുന്നറിയിപ്പു കൂടാതെ റദ്ദു ചെയ്യു ന്നതിനുള്ള പൂർണ്ണ അധികാരം താഴെ ഒപ്പിട്ടിരിക്കുന്ന അധികാരിയിലും മേലധികാരിയിലും നിക്ഷി പ്തമായിട്ടുള്ളതാകുന്നു.

വിജയിയാകുന്ന ദർഘാസുകാരൻ, ദർഘാസ് അംഗീകരിച്ച അറിയിപ്പു തീയതി മുതൽ 15 ദിവ സത്തിനുള്ളിൽ കരാർ തുകയുടെ 5 ശതമാനമോ നിയുക്ത സെക്യുരിറ്റിഡിപ്പോസിറ്റിൽ നിന്നുള്ള തുകയോ, ഏതാണോ കുറവ് ആ തുകയ്ക്കുള്ള സെക്യുരിറ്റി ഡെപ്പോസിറ്റ് സഹിതം മുദ്രപത്രത്തിൽ കരാർ ഒപ്പ് വയ്ക്കേണ്ടതാണ്. ടെണ്ടർ തീയതി ഏതെങ്കിലും കാരണവശാൽ അവധിയായി പ്രഖ്യാപി ക്കുന്നപക്ഷം തൊട്ടടുത്ത പ്രവൃത്തി ദിവസം അതേ സമയത്തും, അതേ സ്ഥലത്തും ടെ ർ നടത്തുന്ന താണ്. കൂടുതൽ വിവരങ്ങൾ തിരുവനന്തപുരം റിസർച്ച് സൗത്ത് ഡിവിഷൻ ഡെപ്യൂട്ടി ഫോറസ്റ്റ് കൺസർവേറ്ററുടെ കാര്യാലയത്തിൽ നിന്നോ പീരുമേട്, കുളത്തുപ്പുഴ റിസർച്ച് യൂണിറ്റ് ഓഫീസുകളിൽ നിന്നോ പ്രവൃത്തി ദിവസങ്ങളിൽ അറിയാവുന്നതാണ്.

നിബന്ധനകൾ

1. ജി ഒ (എം എസ്സ്) 26/2017 വനം വന്യജീവി വകുപ്പ് തീയതി 20.05.2017 നമ്പർ സർക്കാർ ഉത്തര വിലെ എല്ലാ വ്യവസ്ഥകൾക്കും വനം വകുപ്പിൽ നിലവിലുള്ള ദർഘാസ് സംബന്ധിച്ച ഉത്തരവു കളിലെ വ്യവസ്ഥകൾക്കും കേരള ഫേറസ്റ്റ് ആക്ട് 1961, വന്യജീവി സംരക്ഷണ നിയമം 1972, വനസംരക്ഷണനിയമം 1980 എന്നിവയിലെ വ്യവസ്ഥകൾക്കും ദർഘാസുകാരൻ വിധേയനായി രിക്കുന്നതാണ്.

2. തിരുവനന്തപുരം റിസർച്ച് സൗത്ത് ഡിവിഷൻ ഡെപ്യൂട്ടി ഫോറസ്റ്റ് കൺസർവേറ്ററോ, അദ്ദേഹം ചുമതലപ്പെടുത്തുന്ന ഉദ്ദ്യോഗസ്ഥനോ ഹാജരായിട്ടുള്ള ദർഘാസുകാരുടെയോ അവർ ചുമതലപ്പെടുത്തിയിട്ടുള്ള പ്രതിനിധികളുടെയോ സാന്നിദ്ധ്യത്തിൽ ടെണ്ടർ തുറക്കുന്ന തായിരിക്കും.

3. ഒരു വ്യക്തിയുടെ പേരിൽ നൽകിയിട്ടുള്ള ദർഘാസ് ഫോറം ആ വ്യക്തിക്കു മാത്രമേ (ടെണ്ടർ ഫോറത്തോടൊപ്പം ഉള്ളടക്കം ചെയ്തിട്ടുള്ള ജോലിക്ക്) മാത്രമേ ഉപയോഗിക്കാൻ പാടുള്ളൂ. 4. ടെണ്ടർ സമർപ്പിക്കുന്നതിനു മുൻപായി, ടെണ്ടർ വ്യവസ്ഥകളും, സ്ഥലവും പരിശോധിച്ച് ബോദ്ധ്യപ്പെടേ താണ്. ടെണ്ടർ സമർപ്പിച്ചതിനുശേഷം ഇത് സംബന്ധിച്ച് എന്തെങ്കിലും പരാ തികളോ ആക്ഷേപങ്ങളോ സ്വീകരിക്കുന്നതല്ല.

5. ദർഘാസ് സമർപ്പിക്കുന്നതിനു മുൻപായി ജോലി നടത്തേണ്ട സ്ഥലവും, ജോലിയുടെ സ്വഭാ വവും പരിശോധിച്ച് മനസ്സിലാക്കുകയും ആയതനുസരിച്ച് നിരക്ക് രേഖപ്പെടുത്തേണ്ടതുമാണ്. ആയതിനുശേഷം ഒരു കാരണവശാലും നിരക്ക് വർദ്ധിപ്പിക്കുന്നതല്ല.

ടുന്നതുമാണ്.വിശദീകരണം തൃപ്തികരമല്ലാത്ത പക്ഷം അഥവാ വിശദീകരണം നൽകിയിട്ടില്ലാ യെങ്കിൽ, ഏറ്റവും കുറഞ്ഞ നിരക്ക് രേഖപ്പടുത്തിയിട്ടുെണ്ടങ്കിലും ആയത് നിരസിക്കുന്നതി നുള്ള അധികാരം ഡെപ്യൂട്ടി ഫോറസ്റ്റ് കൺസർവേറ്റർ, റിസർച്ച് സൗത്ത് ഡിവിഷൻ്, തിരുവ നന്തപുരത്തിൽ നിക്ഷ്പിതമാണ്.

7. നിശ്ചിത തീയതിക്കും സമയത്തും ലഭിക്കാത്തതും, ആവശ്യമായ രേഖകൾ ഉൾപ്പെടുത്താ ത്തതും, നിശ്ചിത ഫോറത്തിലും, ക്രമത്തിലും എഴുതാത്തതും ആയ ദർഘാസുകൾ പരിഗണി ക്കുന്നതല്ല.

8. ലഭിച്ചിട്ടുള്ള ദർഘാസുകൾ ഒന്നാം ഭാഗം തിരുവനന്തപുരം റിസർച്ച് സൗത്ത് ഡിവിഷൻ ഡെപ്യൂട്ടി ഫോറസ്റ്റ് കൺസർവേറ്ററോ, അദ്ദേഹം ചുമതലപ്പെടുത്തുന്ന ഉദ്ദ്യോഗസ്ഥനോ 06.01.2025 തീയതി പകൽ 03 മണിക്ക് അദ്ദേഹത്തിന്റെ ചേംബറിൽ വച്ച് ഹാജരായിട്ടുള്ള ദർഘാസുകാരുടെ സാന്നിദ്ധ്യത്തിൽ തുറക്കുന്നതാണ്.

9. മേൽ പറഞ്ഞിരിക്കുന്ന പ്രവൃത്തികൾ ഏതു സമയത്തും വനം വകുപ്പ് ഉദ്ദ്യോഗസ്ഥർക്ക് പരി ശോധന നടത്താവുന്നതും പരിശോധന വേളയിൽ ഉദ്ദ്യോഗസ്ഥർ നിർദ്ദേശിക്കുന്ന കാര്യങ്ങൾ കരാറുകാരൻ നിർവ്വഹിക്കേണ്ടതുമാണ്.

10. അടങ്കൽ പ്രകാരമുള്ള ഒരോ പ്രവർത്തിയും നിർവ്വഹിക്കുന്നതിനു മുൻപ് കരാറുകാരൻ റിസർച്ച് യൂണിറ്റ് അസിസ്റ്റന്റ് ഫോറസ്റ്റ് കൺസർവേറ്റർമാരെ അറിയിക്കേണ്ടതാണ്.

Wildlife Warden, Thiruvananthapuram for and on behalf of the Governor of Kerala invites online tenders from registered qualified bidders having a valid and active registration with Forest Department/Licence issued by the local Self Government institution for the following supply of food. All bid/tender documents are to be submitted online only and, in the designation, online cover(s)/envelope(s) on the www.etenders.kerala.gov.in website. Bids shall be accepted only through online mode www.etenders.kerala.gov.in website and tenders submitted manually/through post will not be entertained. Late online bids will not be accepted. The bidding authority deserves the right to modify / cancel any / all bids without assigning any reason. The Forest Department will not be responsible for any error like missing of scheduled data while downloading by the bidder and non-receipt of documents.

1. Bidders shall remit the e-tender document fee and the Earnest Money Deposit using online payment option of e-procurement system only and submitted through the internet online banking of State Bank of India or through NEFT for other banks. Bidders opting for NEFT facility of online payment are advised to exercise this option at least 48 hours before the closing date of bid to ensure that payment towards tender document fees and EMD are credited and aThis is a digitally signed Gazette. confirmation is reflected in the e-procurement system. The online NEFT remittance form provided by e-procurement system for making a NEFT transaction is not a payment confirmation. Kerala Forest Department/NIC/ SBI shall not be responsible for any kind of delay in payment status confirmation.

2. Bidders are requested to submit scanned copy of the following documents - Registration certificate from Forest Department, GST Registration certificate, PAN, Bank details, EMD exemption certificate (if any), preliminary agreement executed in white paper, duly filled up proforma for availing e-payment by Online. Technical bid and financial bid shall be submitted in their respective designated online covers. Subsequently the hard copy of attested copy of Registration certificate, EMD exemption certificate (if any), Solvency certificate, preliminary agreement in original, proof of prequalification etc. would be submitted offline in a sealed cover super scribing the name of work and tender number to the office of the Wildlife Warden, Thiruvananthapuram through speed post / registered post as prescribed in the time schedule, failing which such tenders will be rejected.

3. The bidding authority deserves the right to modify / cancel any / all bids without assigning any reason. The Forest Department will not be responsible for any error like missing of scheduled data while downloading by the bidder and non-receipt of documents.

4. Any further clarifications on this e-tender can be obtained from NIC/ the e-tender Helpdesk number available in the www.etenders.kerala.gov.in website and from this office during the office hours. The details regarding e-payment (Bidder's bank account number where he/she is having core banking facility and email ID) should be submitted along with the tender. Tenders without these details will not be accepted.

5. The Forest Department will not be responsible for any inconveniences or loss to the Bidder while uploading/downloading the bid.

6. The tender/bids shall be opened online at the office of the Wildlife Warden, Thiruvananthapuram in the presence of bidders / their representatives who wish to attend at the above address. ലേലത്തിൽ പങ്കെടുക്കുവാൻ ആഗ്രഹിക്കുന്നവർ ലേലത്തിനു മുമ്പായി തേക്ക്, ഈട്ടി എന്നിവയ്ക്ക് 20,000/- രൂപയും മറ്റു തടികൾക്ക് 10,000/- രൂപയും മറ്റു വനവിഭവങ്ങൾക്ക് 2,000/- രൂപയും നിരതദ്രവ്യമായി കെട്ടി വയ്ക്ക­േതും ലേലം കൊ­യാൾ ലേലം കഴിഞ്ഞാ ലുടൻ തന്നെ ലേലത്തുകയുടെ 35% നിരതദ്രവ്യം ഉൾപ്പെടെ ഒടുക്ക­േതാണ്. ലേലത്തുക 20,000/- രൂപയോ അതിൽ കുറവോ ആണെങ്കിൽ മുഴുവൻ തുകയും ലേലത്തുക 20,000/- രൂപയിൽ കവിയുകയാണെങ്കിൽ 20,000/- രൂപയോ ലേലത്തുകയുടെ 35% ഏതാണ് കൂടുതലെ ങ്കിൽ ആയത് ലേലം കഴിഞ്ഞാലുടനെ അടയ്ക്ക­േതുമാണ്. കോടതി ഉത്തരവ് അനുസരിച്ച് ലേലം ചെയ്യപ്പെടുന്ന തൊ­ിയുടെ മൊത്തം തുകയും ലേലദിവസം അടക്ക­േതാണ്.

ലേലത്തിൽ പിടിച്ചെടുത്ത സാധനങ്ങൾ ടിയാന്റെ നഷ്ടോത്തരവാദിത്വത്തിൽ വീ­ും ലേലം ചെയ്ത് വിൽക്കുന്നതുമായിരിക്കും. അപ്രകാരം വിൽക്കുമ്പോൾ സർക്കാരിന് നഷ്ടം ഉ­ാവു കയാണെങ്കിൽ, അപ്രകാരമുള്ള നഷ്ടം, പരസ്യക്കൂലി മുതലായവ വ്യവസ്ഥകൾക്ക് വിധേയ മായി മുൻ ലേലക്കാരനിൽ നിന്നും ഈടാക്കുന്നതും ലാഭം ഉ­ാവുകയാണെങ്കിൽ ആയതിന് മുൻലേലക്കാരന് യാതൊരു അവകാശവും ഇല്ലാത്തതുമാകുന്നു.

ദർഘാസുകാരൻ വനംവകുപ്പിൽ നിലവിലുള്ളതും സർക്കാർ ഭാവിയിൽ പ്രാബല്യത്തിൽ കൊ−ുവരുന്നതുമായ എല്ലാ നിബന്ധനകളും പി.ഡബ്ലിയൂ.ഡി. വ്യവസഥകളും ഇതര വ്യവസ്ഥകളും പാലിക്കാൻ ബാദ്ധ്യസ്ഥനാണ്. ദർഘാസ് പ്രമാണങ്ങളും, ദർഘാസ് ഷെഡ്യൂളുകളും www.etenders.kerala.gov.in എന്ന വെബ്സൈറ്റിൽ ലഭ്യമാണ്. ദർഘാസിനോടൊപ്പം സമർപ്പിക്കുന്നതിനുള്ള നിരതദ്രവ്യം, ദർഘാസ് പ്രമാണവില എന്നിവ സ്റ്റേറ്റ് ബാങ്ക് ഓഫ് ഇൻഡ്യയുടെ ഇന്റർനെറ്റ് ഓൺലൈൻ ബാങ്കിംഗ് വഴിയോ മറ്റു ബാങ്കുകളുടെ കാര്യത്തിൽ NEFT വഴിയോ ഇ-ടെൻഡറിനൊപ്പം സമർപ്പിക്കേ−താണ്. NEFT വഴി ഇ-പെയ്മെന്റ് നടത്തുന്ന ദർഘാസുകാർ ദർഘാസ് സമർപ്പിക്കുന്നതിന് മുൻപ് കുറഞ്ഞത് ⁷² മണിക്കൂർ മുൻപെങ്കിലും ടെൻഡർ ഫോറത്തിന്റെ വിലയും ഇ.എം.ഡി-യും e- procurement system ൽ എത്തിച്ചേർന്നതായി ഉറപ്പുവരുത്തേ−താണ്.

എല്ലാ ടെ−ർ പ്രമാണങ്ങളും www.etenders.kerala.gov.in Fന്ന വെബ്സൈറ്റിൽ കാണിച്ചിരിക്കുന്ന ഓൺലൈൻ കവറുകളിൽ ഓൺലൈനായി മാത്രമേ സ്വീകരിക്കുകയുള്ളൂ. നേരിട്ടോ തപാൽ മാർഗ്ഗമോ ലഭിക്കുന്ന ദർഘാസുകൾ ഒരു കാരണവശാലും സ്വീകരിക്കുന്നതല്ല. നിശ്ചിത സമയപരിധിക്കുശേഷം ലഭിക്കുന്ന ടെ−റുകളും സ്വീകരിക്കുന്നതല്ല. ദർഘാസ് ഫോറത്തിന്റെ വില മാത്രമാണ് ഈടാ ക്കുന്നത്. ജി എസ് ടി ¹⁸% നിരക്കിൽ കരാറുകാരൻ ജി എസ് ടി വകുപ്പിലേക്ക് നേരിട്ട് അടയ്ക്കേ−താണ്.

tenders help deskþൽ നിന്നോ ഈ ഓഫീസിൽ നിന്നോ ഓഫീസ് സമയത്ത് അറിയാവുന്നതാണ്. ഇ-പേയ്മെന്റിന് ആവശ്യമായ വിവരങ്ങൾ (കരാറുകാരൻ ഇടപാടുനടത്തുന്ന കോർ ബാങ്കിംഗ് സൗകര്യമുള്ള ബാങ്ക് അക്കൗ−ിന്റെ വിശദവിവരങ്ങളും, ഇ-മെയിൽ അഡ്രസ്സും) ദർഘാസിനോടൊപ്പം സമർപ്പിക്കേ−താണ്. ഈ വിവരങ്ങൾ ഉൾപ്പെടുത്താത്ത ദർഘാസുകൾ നിരസിക്കുന്നതാണ്. കരാറുകാരൻ വിവരങ്ങൾ അപ്ലോഡു ചെയ്യുന്നതിനും മറ്റു ഉ−ാകുന്ന അസൗകര്യങ്ങൾക്കും നഷ്ടത്തിനും വനംവകുപ്പ് ഉത്തരവാദി ആയിരിക്കുന്നതല്ല.നിലവിലുള്ള എല്ലാ ദർഘാസ് വ്യവസ്ഥകളും, പി.ഡബ്ലിയൂ.ഡി. ദർഘാസ് വ്യവസ്ഥകളും ഇ-ടെൻഡറിനും ബാധകമായിരിക്കും. പ്രസ്തുത ദർഘാസിലെ ഏതൊരു പ്രവൃത്തിയും മുന്നറിയിപ്പു കൂടാതെ റദ്ദുചെയ്യുന്നതിനുള്ള പൂർണ്ണ അധികാരം താഴെ ഒപ്പിട്ടിരിക്കുന്ന അധികാരിയിലും മേലധികാരിയിലും നിക്ഷിപ്തമായിട്ടുള്ളതാകുന്നു.

വിജയിയാകുന്ന ദർഘാസുകാരൻ നിയമാനുസൃത തുകയ്ക്കുള്ള മുദ്രപത്രത്തിൽ ദർഘാസ് അംഗീകരിച്ച അറിയിപ്പു തീയതി മുതൽ ¹⁴ ദിവസത്തി നുള്ളിൽ കരാർ തുകയുടെ ⁰⁵ % തുകയ്ക്കുള്ള സെക്യൂരിറ്റി ഡെപ്പോസിറ്റ് സഹിതം കരാർ ഒപ്പ് വയ്ക്കേ−താണ്. കൂടുതൽ വിവരങ്ങൾക്ക് നെന്മാറ ഡിവിഷണൽ ഫോറസ്റ്റ് ഓഫീസറുടെ കാര്യാലയത്തിൽ നിന്നും Alathur റെയിഞ്ചാഫീസിൽ നിന്നും പ്രവൃത്തി ദിവസങ്ങളിൽ അറിയാവുന്നതാണ്.

നിബന്ധനകൾ

4. ടെ−ർ സമർപ്പിക്കുന്നതിനു മുൻപായി, ഒപ്പിടേ− എഗ്രിമെന്റിലെ വ്യവസ്ഥകൾ മനസ്സിലാക്കിയിരിക്കേ−താണ്. എഗ്രിമെന്റിന്റെ കരട് ഡിവിഷണൽ ഫോറസ്റ്റ് ഓഫീസിൽ നിന്നും ലഭ്യമാകുന്നതാണ്. ദർഘാസ് വ്യവസ്ഥകളും മനസ്സിലാക്കിയിരിക്കേ−താണ്. പൂരിപ്പിച്ച ദർഘാസ് സമർപ്പിച്ചശേഷം എഗ്രിമെന്റ് വ്യവസ്ഥകൾ മനസ്സിലാക്കിയിരുന്നില്ല എന്ന വാദമോ വ്യവസ്ഥകൾ സംബന്ധിച്ച് എന്തെങ്കിലും പരാതികളോ പരിഗണിക്കുന്നതല്ല.

5. ദർഘാസ് സമർപ്പിക്കുന്നതിനു മുൻപായി ജോലി നടത്തേ− സ്ഥലവും, 6.

ജോലിയുടെ സ്വഭാവവും പരിശോധിച്ച് മനസ്സിലാക്കുകയും ആയതിനനുസരിച്ച് നിരക്ക് രേഖപ്പെടുത്തേ−തുമാണ്. ആയതിനുശേഷം ഒരു കാരണവശാലും നിരക്ക് വർദ്ധിപ്പിക്കുന്നതല്ല. ദർഘാസിൽ പങ്കെടുക്കുന്ന ആൾ ദർഘാസ് ഷെഡ്യൂളിൽ പറയുന്ന മതിപ്പ് കരാർ തുകയുടെ ഇത്ര ശതമാനം എന്ന് ദർഘാസ് ഫോറത്തിലെ പ്രസക്ത കോളത്തിൽ അക്കത്തിലും അക്ഷരത്തിലും രേഖപ്പെടുത്തേ−താണ്. അക്കത്തിലും, അക്ഷരത്തിലും വ്യത്യസ്ത നിരക്കുകളാണ് രേഖപ്പെടുത്തുന്ന തെങ്കിൽ അതിൽ കുറഞ്ഞ നിരക്ക് പ്രാബല്യത്തിലുള്ളതായി പരിഗണിക്കുന്ന തായിരിക്കും. ആയത് അംഗീകരിക്കാൻ ദർഘാസുകാരൻ ബാദ്ധ്യസ്ഥനാണ്. ദർഘാസ് ഫോറത്തിൽ രേഖപ്പെടുത്തിയിട്ടുള്ള നിരക്ക്, ജോലി പൂർത്തിയാ ക്കാൻ കഴിയുന്നതിലും വളരെ കുറവാണെന്ന് വനം വകുപ്പ് കാണുന്ന പക്ഷം ആയത് സംബന്ധിച്ച് ദർഘാസുകാരനിൽ നിന്നും തൃപ്തികരമായ വിശദീകരണം നൽകാൻ ആവശ്യപ്പെടുന്നതുമാണ്. ഇത്തരം സന്ദർഭത്തിൽ ദർഘാസ് അംഗീകരിക്കുന്നതിനു മുൻപായി രേഖപ്പെടുത്തിയിട്ടുള്ള നിരക്കിന്റെ ¹⁰% അധിക സെക്യൂരിറ്റിയായി ഒടുക്കുവാൻ ആവശ്യപ്പെടാവുന്നതാണ്. വിശദീകരണം തൃപ്തികരമല്ല എന്നു കാണുന്ന പക്ഷം അഥവാ വിശദീകരണം നൽകിയിട്ടില്ലായെങ്കിൽ ഏറ്റവും കുറഞ്ഞനിരക്ക് രേഖപ്പെടുത്തിയിട്ടു−െങ്കിലും ആയത് നിരസിക്കുന്നതിനുള്ള അധികാരം വനം വകുപ്പിൽ നിക്ഷ്പിതമാണ്.

7. നിശ്ചിത തീയതിക്കും സമയത്തും ലഭിക്കാത്ത അപേക്ഷകളും ആവശ്യമായ രേഖകൾ ഉൾപ്പെടുത്താത്തതോ നിശ്ചിത ഫോറത്തിലും നിശ്ചിത ക്രമത്തിലും എഴുതാത്തതോ ആയ ദർഘാസുകൾ പരിഗണിക്കുന്നതല്ല.

8. ദർഘാസിൽ എന്തെങ്കിലും തിരുത്തലുകൾ വരുത്തിയിട്ടു−െങ്കിൽ ആയത് ദർഘാസുകാരൻ തന്നെ ഇനിഷ്യൽ ചെയ്തിരിക്കേ−താണ്.

9. ലഭിച്ചിട്ടുള്ള ദർഘാസുകൾ ഒന്നാം ഭാഗം ഡിവിഷണൽ ഫോറസ്റ്റ് ഓഫീസറോ അദ്ദേഹം ചുമതലപ്പെടുത്തുന്ന ഉദ്യോഗസ്ഥനോ ²⁸.¹².²⁰²⁴ ന് പകൽ ¹¹ മണിക്ക് അദ്ദേഹത്തിന്റെ ഓഫീസിൽ വച്ച് ഹാജരായിട്ടുള്ള ദർഘാസുകാരുടെ സാന്നിദ്ധ്യത്തിൽ തുറക്കുന്നതാണ്.

10. ദർഘാസിന്റെ ഒന്നാം ഭാഗം (Technical bid) അംഗീകരിച്ചിട്ടുള്ള കോൺട്രാക്ടർമാരുടെ മാത്രം ര−ാം ഭാഗം (Financial bid) തുറക്കുന്ന സമയം പിന്നീട് പ്രഖ്യാപിക്കുന്നതാണ്. ടെ−റിന്റെ ഒന്നാം ഭാഗംThis is a digitally signed Gazette. Authenticity may be verified through https://compose.kerala.gov.in/

തുറന്നാലുടൻതന്നെ ര−ാം ഭാഗം തുറക്കുന്ന സമയം അറിയിക്കുന്നതാണ്. 11. സാധാരണഗതിയിൽ കുറഞ്ഞ നിരക്ക് രേഖപ്പെടുത്തിയിട്ടുള്ള ദർഘാസ് സ്വീകരിക്കുന്നതായിരിക്കും. പക്ഷേ തീരുമാനമെടുക്കാൻ അധികാരമുള്ള ഉദ്യോഗസ്ഥന് ഒരു കാരണവും പറയാതെ തന്നെ ദർഘാസ് സ്വീകരിക്കുവാനോ നിരസിക്കുവാനോ അധികാരം ഉ−ായിരിക്കും.

12. ദർഘാസ് തുക രേഖപ്പെടുത്തിയിട്ടുള്ള ദർഘാസ് തുറന്ന് മൂന്ന് മാസത്തിനകം ഓഫർ പിൻവലിക്കുവാൻ ദർഘാസുകാരെ അനുവദിക്കുന്നതല്ല.

13. ആരുടെ ദർഘാസാണോ സ്വീകരിച്ചിട്ടുള്ളത്, ആ വിവരം വ്യക്തിയെ ദർഘാസിൽ കൊടുത്തിരിക്കുന്ന വിലാസത്തിൽ e-mail മുഖാന്തിരം അറിയിക്കുന്നതാണ്. വിജയിയായ ദർഘാസുകാരൻ 14 ദിവസത്തിനകം ടിയാന്റെ ചെലവിൽ വാങ്ങിയിട്ടുള്ള നിയമാനുസൃത തുകയ്ക്കുള്ള മുദ്രപത്രത്തിൽ ഒരു ഉടമ്പടി ഒപ്പു വയ്ക്കേ−താണ്. ദർഘാസുകാരൻ ഉടമ്പടി ഒപ്പു വയ്ക്കുന്നതിൽ പരാജയപ്പെട്ടാൽ ദർഘാസ് റദ്ദാക്കുന്നതും ടിയാൻ കെട്ടിവച്ചിട്ടുള്ള നിരതദ്രവ്യം വനംവകുപ്പിലേയ്ക്ക് ക−ുകെട്ടുന്നതുമാണ്. തുടർന്ന് ജോലികൾ ടിയാന്റെ നഷ്ടോത്തരവാദിത്വത്തിൽ തൊട്ടടുത്ത നിരക്ക് രേഖപ്പെടുത്തിയിട്ടുള്ള ആളിനെക്കൊ−് ചെയ്യിക്കുന്നതുൾപ്പെടെയുള്ള മറ്റ് മാർഗ്ഗങ്ങളിൽ കൂടി നടത്തുന്നതാണ്. ഇതിൽ വച്ച് സർക്കാരിന് എന്തെങ്കിലും നഷ്ടം ഉ−ാകുന്ന പക്ഷം ആയത് ആദ്യ ദർഘാസുകാരൻ ഡിവിഷണൽ ഫോറസ്റ്റ് ഓഫീസർ അനുവദിക്കുന്ന ന്യായമായ സമയത്തിനുള്ളിൽ ഒടുക്കിയി ല്ലായെങ്കിൽ ആയത് പൊതുമുതലിനുള്ള കുടിശ്ശികയായി കണക്കാക്കുന്നതും ആയത് 1968-ലെ കേരള റവന്യൂ റിക്കവറി ആക്ടിലെ വ്യവസ്ഥകൾ പ്രകാരമോ, സർക്കാരിന് യുക്തമെന്ന് തോന്നുന്ന മാർഗ്ഗങ്ങളിലൂടെയോ ഈടാക്കുന്നതാണ്. സർക്കാരിന് എന്തെങ്കിലും നേട്ടമു−ാകുന്ന പക്ഷം അതിൽ വീഴ്ചക്കാരന് യാതൊരു അവകാശവും ഉ−ായിരിക്കുന്നതല്ല.

14. വിജയിയാകുന്ന ദർഘാസുകാരൻ ഉടമ്പടി ഒപ്പു വയ്ക്കുന്ന സമയത്ത് കോൺട്രാക്ട് തുകയുടെ 5% സെക്യൂരിറ്റിയായി ഒടുക്കേ−താണ്. ജോലി പൂർത്തിയാക്കി, ബന്ധപ്പെട്ട ഓഫീസറിൽ നിന്നും ലഭ്യമാകുന്ന ബാദ്ധ്യതാ രഹിത സർട്ടിഫിക്കറ്റ് ഹാജരാക്കുന്ന മുറയ്ക്ക് മാത്രമേ സെക്യൂരിറ്റി വിടുതൽ ചെയ്യുകയുള്ളൂ.

16. ദർഘാസ് അംഗീകരിച്ചതിനുശേഷം ഒരു ജോലിയെ സംബന്ധിക്കുന്ന പോസ്റ്റ് ഓഫറുകളോ, പരാതികളോ ഒരു കാരണവശാലും പരിഗണിക്കുന്നതല്ല.

The Divisional Forest Officer, Nemmara for and on behalf of the Governor of Kerala invites separate online e-tenders from registered eligible contractors/bidders having a valid and active registration with Kerala Forest Department in pursuance of G.O(MS) No. 26/2017/F&WLD dated 20.05.2017 & of G.O(RT) No. 141/2021/F&WLD dated 06.05.2021 for the execution of works noted in the schedule attached below.

The tenderer is bound to comply with the terms and conditions in force, besides the conditions that will be framed by the Government in future in connection with this tender.

Tender documents and tender schedules may be downloaded free of cost from the e-GP website www.etenders.kerala.gov.in. Bidders shall remit the tender document fee and the Earnest Money Deposit using online payment option of e-procurement system only and submitted through the internet online banking of State Bank of India or through NEFT for other banks. Bidders opting for NEFT facility of online payment are advised to exercise this option at least 72 hours before the closing date of bid to ensure that payment towards tender document fees and EMD are credited and a confirmation is reflected in the e- procurement system. The online NEFT remittance form provided by e-procurement system for making a NEFT transaction is not a payment confirmation. Kerala Forest Department /NIC/ SBI shall not be responsible for any kind of delay in payment status confirmation.

The successful tenderer should execute an agreement in the prescribed format in a white paper as per the existing rules within 14 days from the date of intimation of acceptance of the tender after furnishing security deposit equal to 05% of the tender amount. C O N D I T I O NS

1. All provisions in GO (MS) 26/2017 F&WLD dated 20.05.2017 & GO (Rt) No.141/2021/F &

WLD dtd 06.05.2021 regarding tender system in Kerala Forest Department, Kerala Forest

Act 1961 and Wildlife Protection Act 1972 will be applicable to the tenderer.

2. The tender/bids shall be opened online at the office of the Divisional Forest Office,

Nemmara in the presence of bidders / their representatives who wish to attend at the

above address. If the tender opening date happens to be a holiday or non working day

due to any other valid reason, the tender opening process will be done on the next

working day at same time and place.

3. The tender form shall be used only by the person in whose name it is issued and for the work

specified in the Schedule attached to the tender form.

4. Before submitting the tender, the tenderer is expected to study and scrutinize all the

conditions in the agreement to be executed, the draft of which can be had for perusal

at the Divisional Forest Office on any working day during office hours. They are also

requested to study the detailed tender conditions attached to the tender document. No

plea of ignorance of the agreement conditions or no complaint regarding the said

conditions received after putting in the tender will be entertained.

5. Before submitting the tender the tenderer shall visit the area of work to study all the

field conditions and nature of work and quote his rate accordingly. No enhancement

in rate due to any reason will be entertained thereafter.

6. The tenderer shall quote in the appropriate column in the tender a firm percentage of basic rates per Hecotr amount for raising the plantation and maintenance of plantation up to 3rd year or as in the Schedule both in figures as well as in words. In the case of the tenderer quoting different total rate in words and figures also, lower of the same only be considered valid and shall be binding on him/her. If the Kerala Forest Department feels that the total amount quoted or item wise rate of any of the items quoted is unworkable due to variance to the lower side to an abnormal level with the Kerala Forest Department's estimated rates, the tenderer may be required to furnish satisfactory explanation on the above respect. In such an event, the Kerala Forest Department has the option to collect a Additional Security Deposit to the tune of 10% of the quoted amount from the tenderer before issuance of confirmation orders. If the explanation furnished is not found satisfactory or no explanation is furnished, the Kerala Forest Department has the right to deny the offer of work to the tenderer even though he/she is the lowest tenderer.

7. Tender received after the specified date and time or received without the requisite

enclosures or tenders not written up in proper order or form will not be honoured.

8. All the corrections in the tender form shall be initialed by the tenderer himself.

9. Part I (Technical Bid) of the tenders received in due time will be opened by the

Divisional Forest Officer or his deputy at his office at 11 A.M on 28.12.2024 in the

presence of such of the tenderers present on that occasion.

10. Part-II tenders (Financial bid) of the tenderers whose Part-I tenders have been

accepted only will be opened subsequently. The time and place of opening of the Part

II tenders will be announced immediately on the acceptance of the Part I tender.

11.

The lowest tender will ordinarily be accepted, but the authority competent to accept

the tender reserves to himself the power of accepting or rejecting any tender without

assigning any reason therefore.

12. No tenderer will be permitted to withdraw his offer within three months from the date

of opening of the financial bid.

13. The tenderer whose tender is accepted will be informed regarding acceptance of his

tender by a Confirmation Order issued by registered letter bearing the address

mentioned in the tender. The successful tenderer, within 15 days of receipt of confirmation of his tender, shall have to execute an agreement in the prescribed form [Appendix 13] on a plain paper to be supplied by him at his cost. If the Contractor fails to execute the agreement during the period, the tender will be cancelled, and the Ernest Money Deposit submitted by the tenderer shall stand forfeited to the Kerala Forest Department. The work will be carried out at the risk and cost of the tenderer or through any other method (including through the next higher tenderer). The loss, if any, to the Government consequent to the default, if not paid by the defaulter within a reasonable time specified by the Divisional Forest Officer, shall be treated as arrears on public revenue to be recovered from the defaulter under the provisions of the Kerala Revenue recovery Act 1968 and in such other manner as the Government may deem fit. The defaulter however will not be entitled for gain, if any.

14. The successful tenderer while signing the agreement shall furnish a security deposit

for an amount equal to 05 per cent of the total Probable Amount of Contract.

The security deposit will be released only after the successful completion of the

contract work and after producing the Non Liability Certificate from the concerned

officers.

15. The successful tenderer shall give an undertaking at the time of execution of

agreement that he shall not sell, mortgage or otherwise alienate the properties covered

by the solvency certificate during the currency of the contract.

16. The post-offers and representations sent, after confirmation of the tender in respect of

work shall at no account be considered.

17. The Earnest Money Deposit of the unsuccessful tenderers will be returned as soon as

possible after the tenders are finalized.

18. The quantities of work shown in the Schedule are approximate and it may vary on

actual execution of work.

19. The area shown in the tender schedule is approximate. The actual extent of the

contract area may vary as per the final survey report, which will be binding on the

successful tenderer.

20. The contractor has to keep the plantation free from weeds throughout the contract

period.

21.. Payment shall be made to the contractor at any stage as decided by the paying

authority and based on the works so far completed to the full satisfaction of the paying

authority and after proper inspection and recording of the works done/completed and

as per the existing provisions of the contract system.

22. It shall be open to the Divisional Forest Officer to cancel/reduce the quantity of work

to be executed in the attached schedule based on site conditions in each year and the

Divisional Forest Officer's decision will be binding on the successful tenderer. If any

additional item/s of work which are not included in the schedule are required to be

carried out inevitably for reasons to be recorded, in the contract area during the

course of contract period, the successful tenderer is bound to execute that work for

which payment shall be worked out based on the rate quoted above or below the

estimate amount. If the cost quoted is above estimate amount, the payment shall be

made based on the estimate amount/ schedule rate and if the cost of work is below the

estimate amount, payment shall be made as per the quoted rate.

23. Kerala Forest Department reserves the right to execute the work through any other

mode of execution other than through contract system if the tender offered by the

contractors is not feasible according to the Department.

24. All the taxes prevailing at the time of tender is applicable to this tender.

Special Tender Conditions (Nursery Works)

1. Contractor should apply and obtains the license prescribed under the 'Contract Labour' (Regulation and abolition) contractor employees more than 20 workers on any day. Failure to do so will attract penalty and an amount equivalent to the fees for licence and security deposit as per Rule 24 of the Kerala Contract and labour (Regulation and abolition) Rules 1974 and the same will be recovered from the contractors bill without any notice.

2. Contractor should employ or engage his own workman and should strictly abide by all requirements under the Act 1948; Industrial Dispute Act 1947 ; Employees Provident Fund Act 1952, Workmens compensation Act 1923; the contract labour (Regulation and abolition ) Act 1970 etc

3. The Contractor shall give preference to tribals if any residing in the locality for the tendered work

4. Contractor should comply with the provision of Employees State Insurance Act 1948, Emplyoees Provident Fund Act 1952 and Miscellaneous Provision Act 1976. The name and other details of employees engaged by the contractor should be intimated to the Kerala Forest Department

5. In the case of nursery and plantation work the contractor should protect the nursery /seedlings from threat factors and also undertake necessary protective measures required by department.

6. Contractor must ensure that only good quality viable seeds prescribed by the department is used to produce seedlings

7. Potting mixture should be prepared using the ingredients mentioned in the estimate in ratio of 3:1:1 ie, Sieved soil: River Sand : Cow dung

8. Polythene bag must be with gauge prescription mentioned in the estimate and the potting mixture must be filled in such a manner that seedlings should stand upright and should not fall down.

9. Contractor must ensure the seedlings are wet and should water adequately or optimum as required by estimate.

10. Seedlings must be arranged in raw under green shade pandal. 11. Seedlings must be protected with fence or appropriate material till they are distributed.

12. LDPE Poly bags above 50 Microns of width 12 cm and length 18 cm (5 Inch x 7 Inch) is to be used.

13. Pricking out should be carried out when the cotyledyons have dropped off or two primary leaves have emerged in addition to cotyledons and seedlings stems have reasonable strength to stand transplanting . The period of attaining such a state of development varies from species to species, but it is generally more than three but less than four weeks. The seedlings should be held with thumb and forefinger by the leaves or just below the first pair of leaves and pulled up softly .

Carry out the operations on humid condition or in the evenings

14. Secondary bed nursery works shall be resumed soon after the primary bed nursery works are over. Half of the filling operations in secondary nursery shall be completed within two weeks and the balance work shall be completed within one month soon after the primary bed nursery works are over.

15. First part payment upto 40% of the agreed amount shall be sanctioned after proper germination is completed. Second part payment upto 80% of the agreed rate, when the seedlings become healthy and ready for planting. Balance 20% of the agreed amount will be released after the completion of distribution work. 16. VDA shall be calculated as per the prevailing VDA during the execution of work and the revised wage rate vide GO(Rt) No. 65/2019 LBR dated 18/07/2019.

17. Particulars of work are subjected to PCCF Circular No. Plg2–183-2004 dated 20/11/2004 on FSR job specifications.

1. ദർഘാസ് / ലേല വിൽപ്പനയിൽ പങ്കെടുക്കുവാൻ ഉദ്ദേശിക്കുന്നവർ അവരുടെ സ്ഥിരമായ മേൽവിലാസവും കൈയ്യൊപ്പും സാക്ഷ്യപ്പെടുത്തിയ ബന്ധപ്പെട്ട വില്ലേജ് ഓഫീസിൽ നിന്നുമുള്ള സർട്ടിഫിക്കറ്റ് അല്ലെങ്കിൽ ഇലക്ഷൻ ഐഡന്റിറ്റി കാർഡ് / ഡ്രൈവിങ്ങ് ലൈസൻസ് / പാസ്പോർട്ട് ഇവയിൽ ഏതെങ്കിലും ഒന്നിന്റെ സാക്ഷ്യപ്പെടുത്തിയ പകർപ്പും ഇൻകം ടാക്സ് പാൻ കാർഡും നിരതദ്രവ്യം കെട്ടിവയ്ക്കുന്നതിനു മുൻപായി ഹാജരാക്കേ−താണ്. കൂടാതെ ദർഘാസ് / ലേല നിബന്ധനകൾ പാലിക്കുന്നതിൽ വീഴ്ച വരുത്തിയാൽ തൻമൂലം സർക്കാരിന് ഉ−ാകുന്ന കഷ്ടനഷ്ടങ്ങൾ ഈടാക്കാവുന്നതാണെന്ന് സമ്മതിച്ചുകൊ−് ഒരു സമ്മതപത്രം ഒപ്പ് വയ്ക്കേ−താണ്. മേൽ വിവരിച്ച സർട്ടിഫിക്കറ്റോ, ഏതെങ്കിലും തിരിച്ചറിയൽ രേഖയോ ഹാജരാക്കാത്തവരെ ദർഘാസ് / ലേലത്തിൽ പങ്കുകൊള്ളുവാൻ അനുവദിക്കുന്നതല്ല.

2. ദർഘാസ് / ലേലത്തിൽ പങ്കെടുക്കുന്നവർ ദർഘാസ് / ലേലത്തിന് മുൻപ് കാപ്പിത്തോട്ടം നേരിൽ ക−് ബോദ്ധ്യപ്പെടേ−താണ്. ഇക്കാര്യത്തിൽ പിന്നീട് യാതൊരു പരാതിയും സ്വീകരിക്കുന്നതല്ല. വിൽപ്പനയ്ക്ക് വെച്ചിരിക്കുന്ന വിഭവങ്ങളുടെ ഗുണനിലവാരവും മറ്റും നേരിൽ ക−് ബോധ്യപ്പെടേ−താണ്.

ലേലത്തിനുശേഷം ഈ വക കാര്യത്തെക്കുറിച്ചുള്ള യാതൊരു പരാതിയും പരിഗണിക്കുന്നതല്ല.

3. ലേലം കഴിഞ്ഞയുടൻ ഹാജരായവരുടെ സാന്നിധ്യത്തിൽ ദർഘാസുകൾ തുറക്കുന്നതും, വിജയിയെ നിശ്ചയിക്കുന്നതുമാണ്.

4. വിൽപ്പന സ്ഥിരപ്പെടുത്തിയ വിവരം അറിയിക്കുന്ന തിയ്യതി മുതൽ 15 ദിവസത്തിനകം ലേലക്കാരൻ ലേലവിലയുടെ 10% സെക്യൂരിറ്റി തുകയും പെർഫോമൻസ് ഗ്യാര−ിയും അടച്ച് 200/- രൂപയുടെ മുദ്രപത്രത്തിൽ നിലവിലുള്ള വ്യവസ്ഥകൾക്ക് വിധേയമായി നിയമാനുസൃതമുള്ള ഉടമ്പടി വെക്കേ−താണ്.

സെക്യൂരിറ്റി അടക്കുവാൻ വീഴ്ച വരുത്തുന്ന പക്ഷം ടി ലേലം റദ്ദുചെയ്യുന്നതും അടവാക്കിയിട്ടുള്ള EMD യും മറ്റു തുകകളും ഗവൺമെന്റിലേക്ക് മുതൽക്കൂട്ടി ആദ്യ ലേലക്കാരന്റെ നഷ്ടോത്തരവാദിത്വത്തിൽ പുനർലേലം നടത്തുന്നതും ആയതിലു−ാകുന്ന നഷ്ടത്തിന് ആദ്യ ലേലക്കാരൻ ഉത്തരവാദിയാകുന്നതും പ്രസ്തുത നഷ്ടം വരുന്ന തുക നിയമാനുസൃത രീതിയിൽ ടിയാനിൽ നിന്നും ഈടാക്കുന്നതും, ലാഭം കിട്ടിയാൽ അതിൽ ടിയാന് യാതൊരു അവകാശവുംThis is a digitally signed Gazette. ഇല്ലാത്തതുമാകുന്നു. തുക മുഴുവൻ അടക്കുകയും എന്നാൽ ഉടമ്പടി വെക്കാൻ തക്കസമയം സാധിക്കാതെ വരികയും ചെയ്താൽ അത്തരം കാലതാമസത്തിന് ദിനംപ്രതി പത്ത് രൂപ വീതം പിഴയീടാക്കി ഉടമ്പടി വെക്കുന്നതിന് 15 ദിവസം കൂടി ഡിവിഷണൽ ഫോറസ്റ്റ് ഓഫീസർ അനുവദിക്കുന്നതാണ്.

5. ദർഘാസ്/ലേലം നടത്തുന്ന ഉദ്യോഗസ്ഥന്റെ താഴെപ്പറയുന്ന അധികാരങ്ങൾ ചോദ്യം ചെയ്യാൻ പാടുള്ളതല്ല.

A. ഏതെങ്കിലും വ്യക്തിയുടെയോ സ്ഥാപനത്തിന്റേയോ നിരതദ്രവ്യം യാതൊരു കാരണവും പറയാതെ സ്വീകരിക്കുകയോ നിരാകരിക്കുകയോ ചെയ്യാവുന്നതാണ്.

B. ലേലത്തിന് പ്രതികൂലമായി ബാധിക്കുന്ന ഏതെങ്കിലും നടപടികളിൽ ഏർപ്പെട്ടുവെന്ന് ബോദ്ധ്യപ്പെടുന്ന പക്ഷം ലേലക്കാരനെ ലേലത്തിൽ നിന്നോ ലേല സ്ഥലത്തു നിന്നോ പുറത്താക്കാവുന്നതാണ്.

C. ലേലം വിളിക്കുന്നവർ പരോക്ഷമായി യോജിച്ച് സർക്കാരിനെ പ്രതികൂലമായി ബാധിക്കുന്ന നടപടികളിൽ ഏർപ്പെട്ട് പ്രതീക്ഷിച്ച വില ലഭിക്കുന്നില്ല എന്ന് ബോദ്ധ്യപ്പെട്ടാൽ ലേലം നിർത്തി വയ്ക്കാൻ ഡിവിഷണൽ ഫോറസ്റ്റ് ഓഫീസർക്ക് അധികാരമു−ായിരിക്കുന്നതാണ്.

6. പോസ്റ്റ് ഓഫർ ദർഘാസ്/ലേലം നടത്തി 7 ദിവസത്തിനകം സമർപ്പിക്കേ−താണ്.

ആയത് നിലവിലുളള നിബന്ധനകൾക്ക് വിധേയമായി മാത്രം പരിഗണിക്കുന്നതാണ്. ദർഘാസ് / ലേലം സംബന്ധിച്ച കൂടുതൽ വിവരങ്ങൾ ഈ ഓഫീസിൽ നിന്നോ, നെല്ലിയാമ്പതി ഫോറസ്റ്റ് റെയിഞ്ച് ഓഫീസിൽ നിന്നോ പ്രവൃത്തി ദിവസങ്ങളിൽ അന്വേഷിച്ചറിയാവുന്നതാണ്.

7. 24.06.2008 ലെ ഗസറ്റ് നമ്പർ 26 ൽ പ്രസിദ്ധപ്പെടുത്തിയ Prot (5) 2613/2008 തീയതി 12.06.2008 നമ്പർ ആയി പരസ്യപ്പെടുത്തിയ പുതുക്കിയ ദർഘാസ്/ ലേലപരസ്യത്തിലെ പൊതുവായ നിബന്ധനകൾ ഈ ലേലത്തിനും ബാധകമായിരിക്കുന്നതാണ്.

8. തോട്ടം ലേലം ചെയ്തെടുക്കുന്ന പാട്ടക്കാരൻ അതാത് തോട്ടങ്ങളിലെ ഈ വർഷത്തെ അáിപ്രതിരോധ പ്രവർത്തനത്തിനാവശ്യമായ ഫയർലൈൻ തോട്ടത്തിന് ചുറ്റും സ്വന്തം ചെലവിൽ എടുക്കേ−തും, ആവശ്യമായ അáിപ്രതിരോധ പ്രവർത്തനങ്ങൾ നടത്തേ−തുമാണ്. ആയതിൽ വീഴ്ചThis is a digitally signed Gazette. 30.12.2024 ന് ദർഘാസ്/ലേലത്തിൽ പങ്കുകൊളളുവാൻ ആരും തന്നെ മുന്നോട്ട് വരാതിരിക്കുകയോ, ടെ−ർ/ലേലം റദ്ദ് ചെയ്യുകയോ ചെയ്യുന്ന പക്ഷം പട്ടികയിൽ കാണിച്ച വിളകൾ 07.01.2025, 14.01.2025, 22.01.2025 തീയതികളിൽ നിശ്ചിത സ്ഥലത്തും സമയത്തും ദർഘാസുകൾ സ്വീകരിച്ചതിനു ശേഷം വിളകളുടെ വിൽപ്പന നടത്തുന്നതായിരിക്കും.

ഈ ദർഘാസ്/ലേല പരസ്യം കേരളാ വനംവകുപ്പിന്റെ വെബ് സൈറ്റുകളായ www.forest.kerala.gov.in. & www.fmiskerala.org എന്നിവയിലും ലഭ്യമാണ്.
