വിജ്ഞാപനം പ്രാേരം 2013-ലെ ഭൂമി ഏചെടുക്കലിൽ നയായമായ നഷ്ടപരിഹാരത്തിനും സുതാരയതയക്കേും പുന:രധിവാസത്തിനും പുനഃസ്ഥാപനത്തിനുമുള്ള അവാേശ ആക്ട േ (രേ്രേ ആക്ട േ 30/2013) പ്രാേരമുള്ള ളേക്ടറുടെ ചുമതലൾേ നിർവ്വഹിക്കുവാൻ ാേക്കനാട,േ ാെേച്ചി മെട്രോ നമ്പർ-2 സബ്ലേപഷ്യൽ തഹസിൽദാരെ നിയമിച്ചിരിക്കുന്നതിനാലും;

ഇന്റക്രേലഡ േഅർബൻ റീജനറേഷ്ൻ ആന്റ േവാട്ടർ ട്രാൻസപേോർട്ട േസിസ്റ്റം (IURWTS) പദ്ധതിയുടെ പൊന്നുംവില നടപടിയുടെ പുനരധിവാസത്തിനും പുനഃസ്ഥാപനത്തിനുമുള്ള അഡമേിനിസടേ്രേലർ ആയി ാെേച്ചി മെട്രോ (എൽ.എ.) ഡെപയൂട്ടി ളേക്ടറെ രേേള സർക്കാർ നിയമിച്ചിരിക്കുന്നതിനാലും;

അതായത,േ ഇന്റക്രേലഡ േ അർബൻ റീജനറേഷ്ൻ ആന്റ േ വാട്ടർ ട്രാൻസപേോർട്ട േ സിസ്റ്റം (IURWTS) പദ്ധതിയുടെ ഭാകമായ ചിലവന്നൂർ നോൽ വിസേനം (പാർക്ക)േ നിർമ്മാണത്തിനായി ഭൂമി ഏചെടുക്കേണ്ടതിനുവേണ്ടി ആവശയമുണ്ടായേക്കുമെന്നോ ജില്ലാ ളേക്ടർക്ക േ ബോദ്ധ്യപ്പെട്ടിരിക്കുന്നതിനാലും;

ഇപ്പോൾ, തന്മൂലം, അതുമായി ബന്ധപ്പെട്ട എല്ലാപേർക്കും 2013-ലെ ഭൂമി ഏചെടുക്കലിൽ നയായമായ നഷ്ടപരിഹാരത്തിനും സുതാരയതയക്കേും പുനരധിവാസത്തിനും പുനഃസ്ഥാപനത്തിനുമുള്ള അവാേശ ആക്ട േ 11-ാം വുേപ്പ േ (1)-ാം ഉപവുേപ്പിലെ വയവസ്ഥൾേക്കനുസ‍ൃതമായി ഇക്കാരയത്തിലുള്ള അറിയിപ്പ േഇതിനാൽ നൽുേയേും ചെയ്യുന്നു;

പൊന്നുംവിലയബ്ലേക്കടുക്കാൻ തീരുമാനിച്ചിട്ടുള്ള സ്ഥലങ്ങളുമായി ഏതെങ്കിലും തരത്തിൽ ബന്ധപ്പെട്ടിട്ടുള്ള ്േേഷിൾേ അവരുടെ ഭൂരേഖൾേ നാളതീരേിക്കുന്നത േ സംബന്ധിച്ചും സ്ഥലത്തിനെ്റ ഉടമസ്ഥാവാേശം സംബന്ധിച്ചും ആ്േേഷപമുണ്ടെങ്കിൽ ആയത േ മേൽ വിജ്ഞാപനം പ്രസിദ്ധപ്പെടുത്തിയ തീയതിയോ, ഇതു സംബന്ധിച്ച പൊതു നോട്ടീസിനെ്റ തീയതിയോ ഏതാണോ അവസാനം വരുന്നത േആ തീയതി മുതൽ 15 ദിവസത്തിനംേ രേഖാമൂലമുള്ള പ്രസതോവന പൊന്നുംവില ആഫീസറായ സബ്ലേപഷ്യൽ തഹസിൽദാർ (എൽ.എ.) നമ്പർ 2, ാെേച്ചി മെട്രോ റെയിൽ പ്പൊജക്ട,േ ാേക്കനാട േ മുമ്പാ െേ സമർപ്പിക്കേണ്ടതാണ.േ നിശ്ചിത സമയപരിധിക്കുള്ളിൽ ലഭിക്കാത്ത ആ്േേഷപങ്ങളും സ്ഥലത്തിലുള്ള താൽപരയം സംശയലേശമനേയ വിശദീരേിക്കാത്തതുമായ അപേ്േഷൾേ നിരുപാധിംേ നിരസിക്കപ്പെടുന്നതാണ;േ

പദ്ധതിയക്കോയി ഏചെടുക്കാനുകേശിക്കുന്ന ഭൂമി പൂണിത്തുറ വില്ലേജിലെ സർവെ്വ നമ്പർ 883/2- ൽ 0.0283 ഹെക്ടർ, 1455-ൽ 0.0202 ഹെക്ടർ, 1475/3 pt-ൽ 0.0005, 1475/4pt-ൽ 0.0165 ഹെക്ടർ ഉൾപ്പെടെ ആ െേ 0.0655 ഹെക്ടർ ഭൂമി വില്ലേജ േ റിക്കാർഡ േ പ്രാേരം പുരയിടം ഇനത്തിൽപ്പെട്ടതുമാണ.േ എളംുേളം വില്ലേജിലെ സർവെ്വ നമ്പർ 571/5-ൽ 0.0425 ഹെക്ടർ, 571/6-ൽ 0.1133 ഹെക്ടർ ഉൾപ്പെടെ ആ െേ 0.1558 ഹെക്ടർ ഭൂമി വില്ലേജ േ റിക്കാർഡ േ പ്രാേരം നിലമായിരുന്നതും എന്നാൽ നിലവിൽ സ്വഭാവ വയതിയാനം വരുത്തിയ പുരയിടമായി മാലം വരുത്തിയിട്ടുമുള്ളതുമാണ.േ ഏചെടുത്ത ഭൂമിയിൽ ൂേടതലോ ുേറവോ ആവശയമുള്ളതായി ാേണുന്നു.

സ്ോമൂഹി േര്രത്യോഘോത് രഠന റിഫപ്പോർട്ട് – സ്ംര്രഹം

അർത്ഥനാധിാേരിയായ ാെേച്ചി മെട്രോ റെയിൽ ചിമിലഡിൽ നിന്നും അർത്ഥന ലഭിച്ചത േ പ്രാേരം ഇന്റക്രേലഡ േ അർബൻ റീജനറേഷ്ൻ ആന്റ േ വാട്ടർ ട്രാൻസപേോർട്ട േ സിസ്റ്റം (IURWTS) പദ്ധതിയുടെ ഭാകമായ ചിലവന്നൂർ നോൽ വിസേനം (പാർക്ക)േ നിർമ്മാണത്തിന േ പൂണിത്തുറ വില്ലേജിൽ നിന്നും 0.0655 ഹെക്ടർ വസതേുവും, എളംുേളം വില്ലേജിൽ നിന്നും 0.1558 ഹെക്ടർ വസതേുവും ആവശയമുള്ളതായിാേണുന്നു.

പദ്ധതിയക്കേ േ ഭൂമി ഏചെടുക്കുമ്പോൾ 4 ഭൂവുടമൾേക്ക േ നഷ്ടങ്ങൾ ഉണ്ടാുേവാനിടയുണ്ടെങ്കിലും നിർകിഷ്ട പദ്ധതി നിലവിൽ വരുമ്പോൾ ഈ പദ്ധതിക്കായി ഏലവും ുേറവ േ ഭൂമിയാണ േ ഏചെടുക്കുന്നതെന്ന േ പഠന സംഘം വിലയിരുത്തി. നിർകിഷ്ട പദ്ധതി പൊതു ആവശയത്തിനെ്റ പരിധിയിൽ വരുന്നതും പദ്ധതി നടപ്പിലാക്കിയാൽ പദ്ധതിയുടെ സാമൂഹ്യ സാമ്പത്തി േ നേട്ടങ്ങൾ പൊതു സമൂഹത്തിനും നാടിനും വിസേനത്തിന േ ഊന്നൽ ാെേടുത്തിട്ടുള്ളതും ഇതിനെ്റ വിപരീത പ്രതയാഘാതങ്ങളേക്കാൾ നേട്ടങ്ങളാണ േ ൂേടുതലായിരിക്കുമെന്ന നികമനത്തിൽ സാമൂഹ്യ പ്രതയാഘാത വിലയിരുത്തൽ പഠന യൂണീല േഏണേേഠേമായി എത്തിച്ചേർന്നു.

പദ്ധതിക്ക േഏചെടുക്കുന്ന ഭൂമി പൂണിത്തുറ വില്ലേജിനെ്റയും, എളംുേളം വില്ലേജിനെ്റയും ാെേച്ചി ാേേർപ്പറേഷ്നെ്റയും പരിധിയിൽ മാത്രം വരുന്നതാണ.േ

NOTIFICATION

No. C11-4988/21. 3rd January, 2026.

WHEREAS, the Government of Kerala have as per Notification No.649/2015/RD dated 04-12-2015 appointed the Special Tahsildar (L.A) No.II, Kochi Metro Rail Project, Kakkanad to perform the functions of a Collector for the purpose of land acquisition under the Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement Act, 2013.

AND WHEREAS, the Government hereby appoint the Deputy Collector (L.A) Kochi Metro Rail Project, Civil Station, Kakkanad as the Administrator for the purpose of Rehabilitation and Resettlement to the proposed acquisition.

AND WHEREAS, it appears to the Government that the land specified in the schedule below is needed or is likely to be needed for public purpose to wit for land required for the construction of Chilavannur Canal Development (Park) as part of the Integrated Urban Regeneration & Water Transport System (IURWTS).

NOW, THEREFORE, notice is hereby given to that effect to whomsoever it may concern, in accordance with the provisions of sub-section (1) of section 11 of the Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement Act, 2013.

All persons interested in the said land are accordingly required to lodge before the Special Tahsildar (L.A) No.II, Kochi Metro Rail Project, Kakkanad within 15 days from the date of publication of the above notification, or after giving public notice regarding this whichever is later, a statement in writing of their objections, if any, regarding the updation of land records or title in respect of the land proposed for acquisition. Any objection/statement which is received after the due date or which does not clearly explain as to how the objector is interested in the land is liable to be summarily rejected.

The land comprised in Survey No.883/2 of 0.0283 Hectare, Survey No.1455 of 0.0202 Hectare, Survey No.1475/3pt of 0.0005 Hectare and Survey No.1475/4pt of 0.0165 Hectare in Poonithura Village has total area of 0.0655 Hectare and it comes under the category of dry land asThis is a digitally signed Gazette. per village records. The land comprised in Survey No.571/5 of 0.0425 Hectare and 571/6 of 0.1133 Hectare in Elamkulam Village has total area of 0.1558 Hectare and now it comes under the Category of wet land converted to dry land as per village records.

A summary of the Social Impact Assessment Report is given below, which is available in the Official Website of the District Administration, Ernakulam.

SUMMARY OF THE SOCIAL IMPACT ASSESSMENT REPORT

As per the requisition received from the requisition authority KMRL, 0.0655 Hectare Dry Land in Poonithura Village and 0.1558 Hectare Wet Land now Converted Dry Land in Elamkulam Village are required for the construction of Chilavannur Canal Development (Park) as part of the Integrated Urban Regeneration & Water Transport System (IURWTS).

The Land is acquired from 4 land owners and the nature is Dry Land and Converted dry land. The land is like a dry land and no house is there. Only a minimum extent of land is acquired for the project. The SIA Study Report confirm that the project is rising the social and economic benefits and hence it is very useful to acquire this land for the project.

The land proposed to be acquired for the project falls within the limits of Poonithura and Elamkulam Villages in Kochi Corporation.
