ചുവടെ(cid:14) പട്ടി(cid:2)യിൽ സൂചിപ്പിച്ചിരിക്കുന്ന ഭൂമി ടെ(cid:14)സിൽ ടെ(cid:2)മിക്കൽസ് ആന്റ ് ഹൈ(cid:30)കേ(cid:31) ാ പവർ ലിമിറ്റ ിന് വാണിജ്യ ആവശ്യങ്ങൾക്കായുള്ള റസി ൻഷ്യൽ കേ(cid:2)ാംപ്ല(cid:2)്സ്, (cid:2)ച്ചവ(cid:14)സ്ഥാപനങ്ങൾ, കേഷാപ്പിംഗ് മാൾ, (cid:2)ൺടെവൻഷൻ ടെസന്റർ, കേ(cid:30)ാസ്പിറ്റൽ, കേ(cid:30)ാട്ടൽ എന്നിവ ആരംഭിക്കുന്നതിന് ആവശ്യമാടെണന്ന് സർക്കാരിന് കേ6ാദ്ധ്യടെപ്പട്ടിരിക്കുന്നതിനാലും (cid:31)പസ്തുത ഭൂമി 1963-ടെല കേ(cid:2)രള ഭൂപരിഷ്(cid:2)രണ ആ(cid:2)്റ്റ് (1964- ടെല 1) അദ്ധ്യായം III ടെല വ്യവസ്ഥ(cid:2)ളിൽ നിന്നും ഒഴിവാക്കുന്നത് ടെപാതുതാൽപര്യാർത്ഥം അനിവാര്യമായതിനാലും;
ഇകേപ്പാൾ, അതിനാൽ, ചുവടെ(cid:14)പ്പറയുന്ന വ്യവസ്ഥ(cid:2)ൾക്ക് വികേFയമായി (cid:31)പസ്തുത ആ(cid:2)്റ്റിടെന്റ 81-ാാം വ(cid:2)ുപ്പ് 3-ാാം ഉപവ(cid:2)ുപ്പ് നൽ(cid:2)ുന്ന അFി(cid:2)ാരം വിനികേയാഗിച്ച് ചുവടെ(cid:14) പട്ടി(cid:2)യിൽ വിവരിച്ചിരിക്കുന്ന ഭൂമിക്ക്
2താടെഴപ്പറയുന്ന വ്യവസ്ഥ(cid:2)ൾക്ക് വികേFയമായി, (cid:31)പസ്തുത ആ(cid:2)്റ്റിടെന്റ അദ്ധ്യായം III ടെല വ്യവസ്ഥ(cid:2)ളിൽ നിന്നും സർക്കാർ, ഇതിനാൽ, ഒഴിവ് നൽ(cid:2)ുന്നു, അതായത്:-
1. ഏത് ആവശ്യത്തിനാകേണാ ഇളവനുവദിച്ചത് (cid:31)പസ്തുത ആവശ്യത്തിനു മാ(cid:31)തമായി രണ്ട് വർഷത്തിനുളളിൽ ഭൂമി ഉപകേയാഗിക്കാത്തപക്ഷം ഇളവ് നഷ്(cid:14)ടെപ്പ(cid:14)ുന്നതാണ്.
2. ഇളവ് അനുവദിക്കുന്ന ഭൂമി സം6ന്ധിച്ച് പുറടെപ്പ(cid:14)ുവിച്ച വിജ്ഞാപനത്തിടെല വ്യവസ്ഥ(cid:2)ൾ (cid:2)ർശനമായി പാലികേക്കണ്ടതാണ്.
3. 2008-ടെല കേ(cid:2)രള ടെനൽവയൽ തണ്ണീർത്ത(cid:14) സംരക്ഷണ നിയമത്തിടെലയും (2008-ടെല 28), കേ(cid:2)ാസ്റ്റൽ ടെറഗുകേലഷൻ കേസാൺ വിജ്ഞാപനത്തിടെലയും വ്യവസ്ഥ(cid:2)ൾ ലംഘിക്കരുത്.
4. ഇളവ് അനുവദിക്കുന്ന ഭൂമിയിൽ ഏക്കറിന് (cid:2)ുറഞ്ഞത് 10 കേ(cid:2)ാ(cid:14)ി രൂപയുടെ(cid:14) നികേക്ഷപവും 20 ടെതാഴിലവസരങ്ങളും സൃഷ്(cid:14)ികേക്കണ്ടതാണ്.

4വിശദീരേണക്കുറിപ്പ്
(ഇത് വിജ്ഞാപനത്തിടെന്റ ഭാഗമാ(cid:2)ുന്നതa. എന്നാൽ, അതിടെന്റ ടെപാതു ഉകേgശ്യം ടെവളിടെപ്പ(cid:14)ുത്തുന്നതിന് ഉകേgശിച്ചുടെ(cid:2)ാണ്ടുള്ളതാണ്.)
പട്ടി(cid:2)യിൽ പരാമർശിച്ചിരിക്കുന്ന 8.048 ഏക്കർ (3.26 ടെ(cid:30)(cid:2)്(cid:14)ർ) ഭൂമി ടെ(cid:14)സിൽ ടെ(cid:2)മിക്കൽസ് ആന്റ ് ഹൈ(cid:30)കേ(cid:31) ാ പവർ ലിമിറ്റ ിന് വാണിജ്യ ആവശ്യങ്ങൾക്കായുള്ള റസി ൻഷ്യൽ കേ(cid:2)ാംപ്ല(cid:2)്സ്, (cid:2)ച്ചവ(cid:14)സ്ഥാപനങ്ങൾ, കേഷാപ്പിംഗ് മാൾ, (cid:2)ൺടെവൻഷൻ ടെസന്റർ, കേ(cid:30)ാസ്പിറ്റൽ, കേ(cid:30)ാട്ടൽ എന്നിവ ആരംഭിക്കുന്നതിന് ആവശ്യമുടെണ്ടന്ന് സർക്കാരിന് കേ6ാദ്ധ്യമായിരിക്കുന്നതിനാലും ആയത് ടെപാതുതാല്പര്യാർ ത്ഥമായതിനാലും വിജ്ഞാപനത്തിൽ വ്യക്തമാക്കിയിട്ടുള്ള നി6ന്ധന(cid:2)ൾക്ക് വികേFയമായി 1963-ടെല കേ(cid:2)രള ഭൂപരിഷ്(cid:2)രണ നിയമത്തിടെല (1964 ടെല 1) 81-ാാം വ(cid:2)ുപ്പ് 3-ാാം ഉപവ(cid:2)ുപ്പ് (cid:31)പ(cid:2)ാരം (cid:31)പസ്തുത ആ(cid:2)്റ്റിടെന്റ അദ്ധ്യായം III ടെല വ്യവസ്ഥ(cid:2)ളിൽ നിന്നും (cid:31)പസ്തുത ഭൂമിടെയ ഒഴിവാക്കുവാൻ സർക്കാർ തീരുമാനിച്ചു.
(cid:31)പസ്തുത ലക്ഷ്യം നിറകേവറ്റുന്നതിന് ഉകേgശിച്ചുടെ(cid:2)ാണ്ടുള്ളതാണ് ഈ വിജ്ഞാപനം.

NOTIFICATION
G.O.(P) No.266/2026/RD Dated, Thiruvananthapuram, 22 August 2026 S. R. O. No. 733/2026
WHEREAS, the Government is satisfied that on account of the land specified in the schedule below being bonafidely required for establishing residential complex for commercial purposes, commercial establishments, shopping mall, convention center, hospital, hotel by the TECIL Chemicals and Hydro Power Limited, it is necessary in the public interest, to exempt the said land from the provisions of Chapter III of the Kerala Land Reforms Act, 1963 (1 of 1964);
NOW, THEREFORE, in exercise of the powers conferred by sub-section (3) of section 81 of the said Act, the Government of Kerala hereby exempt the land detailed in the schedule below from the provisions of Chapter III thereof, subject to the following conditions, namely:-
1. The land shall be used within two years for the purpose for which exemption from the ceiling limit was granted, otherwise the exemption granted shall be forfeited.
2. The conditions specified in the notification issued regarding the land for which exemption is granted shall be strictly followed.
3. The provisions of Kerala Paddy and Wetland Conservation Act, 2008 (28 of 2008) and the Coastal Regulation Zone (CRZ) notification should not be violated.
4. Minimum investment to the tune of Rs.10 Crore per Acre and generation of employment for at least 20 persons per Acre should be satisfied on the land for which exemption is granted.

Explanatory Note
(This does not form part of the notification, but is intended to indicate its general purport.)
The Government is satisfied that the land extend of 8.048 Acres (3.26 Hectare) mentioned in the schedule is bonafidely required for establishing residential complex for commercial purposes, commercial establishments, shopping mall, convention center, hospital and hotel by the TECIL Chemicals and Hydro Power Limited and as the same is in the public interest, the Government is pleased to exempt the said land under sub-section (3) of section 81 of the Kerala Land Reforms Act, 1963 (1 of 1964) from the provisions of Chapter III of the said Act, subject to the conditions specified in the notification.
The notification is intended to achieve the above object.
