क्रमांक एफ 1 ( बी) / 1 / 2022 / ई / चार, भारत के संविधान के अनुच्छेद-309 के परन्तुक द्वारा प्रदत्त शक्तियों को प्रयोग में लाते हुए तथा इस विभाग की अधिसूचना क्रमांक 1542-3101- चार-आर- 6-69 , दिनांक 14 अगस्त, 1969 को अतिष्ठित करते हुये , मध्यप्रदेश के राज्यपाल, एतद्वारा , मध्यप्रदेश राज्य स्थानीय निधि अधीनस्थ संपरीक्षा सेवा भर्ती हेतु निम्नलिखित नियम , बनाते हैं, अर्थात्: -
1. संक्षिप्त नाम तथा प्रारम्भ:-
इन नियमों का संक्षिप्त नाम मध्यप्रदेश राज्य स्थानीय निधि अधीनस्थ संपरीक्षा सेवा भर्ती नियम, 2026 है। (1)
(2) ये मध्यप्रदेश राजपत्र में इनके प्रकाशन की तारीख से प्रवृत्त होंगे ।
2. परिभाषाएं: - इन नियमों में , जब तक कि संदर्भ से अन्यथा अपेक्षित न हो,-
(क) सेवा के संबंध में " नियुक्ति प्राधिकारी " से अभिप्रेत है , संचालक;
(ख) "आयोग" से अभिप्रेत है, मध्यप्रदेश लोक सेवा आयोग;
(ग) "प्रतियोगी परीक्षा " से अभिप्रेत है, मध्यप्रदेश राज्य लोक सेवा आयोग द्वारा ली जाने वाली परीक्षा;
(घ) "विभागीय परीक्षा" से अभिप्रेत है, सीधी भर्ती से नियुक्त शासकीय सेवकों के लिये आयोजित परीक्षाः
(5) "विभागीय पदोन्नति समिति" से अभिप्रेतं है , अनुसूची चार के कॉलम (4 ) में यथा उल्लिखित समितिः

(च) "संचालक" से अभिप्रेत है , संचालक, स्थानीय निधि संपरीक्षा , मध्यप्रदेश;
(छ) "आर्थिक रूप से कमजोर वर्ग " (ई डब्ल्यू एस ) से अभिप्रेत है, मध्यप्रदेश शासन , सामान्य प्रशासन विभाग द्वारा जारी परिपत्र क्रमांक एफ07-11 / 2019 /आ.प्र. /एक दिनांक 02 जुलाई , 2019 तथा परिपत्र क्रमांक एफ - 07-11 /2019/आ.प्र. / एक दिनांक 18 जुलाई , 2019 एवं इस निमित्त समय - समय पर जारी कोई अन्य आदेश द्वारा यथा विनिर्दिष्ट आर्थिक रूप से कमजोर वर्ग के नागरिक;
"शासन" से अभिप्रेत है , मध्यप्रदेश शासन;
(ज)
" राज्यपाल " से अभिप्रेत है , मध्यप्रदेश के राज्यपाल;
(झ)
(ञ) "अन्य पिछड़ा वर्ग" से अभिप्रेत है , राज्य शासन द्वारा समय - समय पर यथा संशोधित अधिसूचना क्रमांक एफ-8-5/पच्चीस- 4-84 , दिनांक 26 दिसम्बर , 1984 द्वारा यथा विनिर्दिष्ट नागरिकों के अन्य पिछडे वर्ग;
(ट) "दिव्यांगजन " का वही अर्थ होगा जो कि दिव्यांजन अधिकार अधिनियम , 2016 (2016 का 49 ) के अधीन उसके लिए समनुदेशित है;
(어) "अनुसूची" से अभिप्रेत है, इन नियमों से संलग्न अनुसूची;
(ड) "अनुसूचित जाति" से अभिप्रेत है , कोई जाति, मूलवंश या जनजाति अथवा जाति, मूलवंश या जनजाति का भाग या उसमें का यूथ जिसे संविधान के अनुच्छेद 341 के अधीन मध्यप्रदेश राज्य के संबंध में अनुसूचित जातियों के रुप में विनिर्दिष्ट किया गया है ;
(ढ) "अनुसूचित जनजाति" से अभिप्रेत है, कोई जनजाति या जनजाति समुदाय अथवा ऐसी जनजाति या जनजाति समुदाय के भाग या उसमें का यूथ जिसे संविधान के अनुच्छेद 342 के अधीन मध्यप्रदेश राज्य के संबंध में अनुसूचित जनजातियों के रुप में विनिर्दिष्ट किया गया है;
(ण ) "सेवा" से अभिप्रेत है, मध्यप्रदेश राज्य स्थानीय निधि अधीनस्थ संपरीक्षा सेवा;
"राज्य" से अभिप्रेत है, मध्यप्रदेश राज्य;
(त)
3. विस्तार तथा लागू होना : - मध्यप्रदेश सिविल सेवा (सेवा की सामान्य शर्ते ) नियम, 1961 में अंतर्विष्ट उपबंधों की व्यापकता पर प्रतिकूल प्रभाव डाले बिना, ये नियम सेवा के प्रत्येक सदस्य पर लागू होंगे।
4. सेवा का गठन : - सेवा में निम्नलिखित व्यक्ति सम्मिलित होंगे, अर्थात्ः-
(1) वे व्यक्ति, जो इन नियमों के प्रारम्भ होने के समय ज्येष्ठ संपरीक्षक का पद धारण किये हो, तथा
(2) वे व्यक्ति, जो इन नियमों के उपबन्धों के अनुसार सेवा में भर्ती किये गए है ।
5. वर्गीकरण वेतनमान आदि सेवा का वर्गीकरण , उससे सम्बद्ध वेतनमान तथा सेवा में सम्मिलित पदों की संख्या इससे संलग्न अनुसूची- एक में अंतर्विष्ट उपबंधों के अनुसार होगी:
परन्तु शासन, सेवा में सम्मिलित किये गये पदों की संख्या में समय- समय पर स्थायी या अस्थायी रूप से वृद्धि या कमी कर सकेगा।

6. भर्ती का तरीका : -
(1 ) इन नियमों के प्रारम्भ होने के पश्चात्, सेवा में भर्ती निम्नलिखित तरीकों में से किसी एक तरीके से की जाएगी, अर्थात्ः-
(क) सीधी भर्ती के पदों पर चयन हेतु आयोग की अनुशंसा द्वारा;
(ख ) मध्यप्रदेश राज्य स्थानीय निधि संपरीक्षा लिपिक वर्गीय सेवा के ऐसे सदस्यों की पदोन्नति द्वारा जिन्होंने म.प्र. स्थानीय निधि अधीनस्थ संपरीक्षा सेवा परीक्षा उत्तीर्ण कर ली हो;
(2 ) उप - नियम ( 1 ) के खण्ड (क ) के अधीन भर्ती किये गये व्यक्तियों की संख्या संवर्ग में पदों की संख्या से किसी भी समय अनुसूची- दो में यथा उल्लिखित प्रतिशत से अधिक नहीं होगी।
(3) इन नियमों के उपबन्धों के अध्यधीन रहते हुये, भर्ती की किसी भी विशिष्ट कालावधि के दौरान भरे जाने के लिए अपेक्षित सेवा की किसी भी विशिष्टि रिक्त या रिक्तियों को भरने के प्रयोजन के लिये अपनाये जाने वाला भर्ती का तरीका या तरीके तथा ऐसे प्रत्येक तरीके द्वारा भर्ती किये जाने वाले व्यक्तियों की संख्या प्रत्येक अवसर पर संचालक द्वारा निर्धारित की जायेगी ।
7. सेवा में नियुक्ति: - इन नियमों के आरंम्भ होने के पश्चात् सेवा में सभी नियुक्तियाँ संचालक द्वारा की जायेगी और ऐसी कोई भी नियुक्ति नियम (6) में विनिर्दिष्ट भर्ती के किसी एक तरीके द्वारा चयन के सिवाय नही की जाएगी ।
चयन के लिए पात्रता की शर्तें: मध्यप्रदेश राज्य स्थानीय निधि अधीनस्थ संपरीक्षा सेवा परीक्षा (सीधी 8.
भर्ती) में सम्मिलित होने हेतु अभ्यर्थी को निम्नलिखित अर्हताएं पूर्ण करनी होंगी, अर्थात्: -
(1) आयु: -
(क ) परीक्षा / चयन के प्रारम्भ होने की तारीख के बाद आने वाली पहली जनवरी को अभ्यर्थी ने अनुसूची- तीन के कॉलम ( 3 ) में यथाविनिर्दिष्ट आयु पूर्ण कर ली हो तथा उक्त अनुसूची के कॉलम (4 ) में यथा विनिर्दिष्ट आयु पूर्ण न की हो;
(ख ) उन अभ्यर्थियों हेतु जो मध्यप्रदेश राज्य के मूल निवासी है; म.प्र. शासन सामान्य प्रशासन विभाग के परिपत्र क्रमांक सी . 3-8 / 2016/ 1 / 3 , दिनांक 04 जुलाई, 2019 के अनुसार अनुसूचित जाति/ अनुसूचित जनजाति/अन्य पिछड़ा वर्ग , शासकीय / निगम/ मण्डल/स्वशासी संस्था के कर्मचारियों / नगर सैनिक /निःशक्तजन/ महिलाओं (अनारक्षित / आरक्षित ) आदि से संबंधित हैं के लिए अधिकतम आयु सीमा में 5 वर्ष की छूट दी जाएगी तथा उक्त श्रेणी के अभ्यर्थियों हेतु अधिकतम आयु सीमा 45 वर्ष रहेगी;
(ग) आयु के सम्बन्ध में मध्यप्रदेश शासन , सामान्य प्रशासन विभाग द्वारा समय- समय पर जारी आदेश /निर्देश लागू होंगे ।
(2) शैक्षणिक अर्हता: अभ्यर्थी द्वारा विश्वविद्यालय अनुदान आयोग / भारत सरकार / राज्य शासन के अधीन किसी भी विश्वविद्यालय द्वारा आयोजित स्नातक की परीक्षा उत्तीर्ण की हो ।
(3 ) शुल्क: - अभ्यर्थी को आयोग द्वारा विहित शुल्क का भुगतान करना होगा ।
9. अनर्हता: -
(1) किसी भी अभ्यर्थी द्वारा चयन हेतु किसी भी प्रकार के राजनैतिक दवाब अथवा अनैतिक साधनों का प्रयोग करने के प्रयास को सेवा हेतु अनर्हता माना जाएगा।

( 2 ) कोई भी पुरुष अभ्यर्थी, जिसकी एक से अधिक जीवित पत्नी हों और कोई भी महिला अभ्यर्थी जिसने ऐसे व्यक्ति से विवाह किया है जिसकी पहले से ही एक पत्नी जीवित हो, सेवा के लिये अनर्हत होगा/होगी ।
(3 ) कोई भी अभ्यर्थी, जिसे महिलाओं के विरुद्ध किसी अपराध का सिद्ध दोष ठहराया गया हो, किसी सेवा या पद पर नियुक्ति के लिये अनर्ह होगा ।
परन्तु जहां किसी व्यक्ति के विरुद्ध न्यायालय में अपराधिक मामला लंबित हो तो उसकी नियुक्ति अपराधिक मामलें का अंतिम विनिश्चय होने तक लंबित रखी जायेगी।
(4) कोई अभ्यर्थी जिसने विवाह के लिए विहित न्यूनतम आयु सीमा से पहले विवाह किया हो, किसी पद या सेवा में नियुक्ति के लिए अनर्ह होगा ।
(5) कोई भी अभ्यर्थी, जिसकी दो से अधिक जीवित संतान हो जिसमें से एक का जन्म 26 जनवरी, 2001 को या उसके पश्चात हुआ हो , किसी सेवा या पद पर नियुक्ति के लिये अनर्हत होगाः परन्तु कोई अभ्यर्थी, जिसकी पहले से एक संतान है और अगला प्रसव 26 जनवरी, 2001 को या उसके पश्चात होता है जिसमें दो. या अधिक संतान जन्म लेती है, किसी सेवा या पद पर नियुक्ति के लिए अनर्ह नहीं होगा ।
(6) अनर्हता के संबंध में मध्यप्रदेश शासन, सामान्य प्रशासन विभाग द्वारा समय - समय पर जारी आदेश / निर्देश प्रभावशील रहेंगे।
10. अभ्यर्थी की पात्रता के संबंध में विनिश्चयः चयन के लिये अभ्यर्थी की पात्रता के संबंध में सचिव, मध्यप्रदेश लोक सेवा आयोग एवं भारसाधक सचिव , मध्यप्रदेश शासन वित्त विभाग का निर्णय अंतिम होगा।
11. चयन द्वारा सीधी भर्ती : -
( 1 ) सेवा में भर्ती के लिये चयन ऐसी अंतरालों में किया जायेगा, जैसा कि संचालक , समय - समय पर निर्धारित करें ।
(2 ) आरक्षण:-भर्ती नियमों में आरक्षण के प्रावधान निम्नलिखित खण्डों के अनुसार निर्धारित किये जाएंगेः-
(क) मध्यप्रदेश सिविल सेवा ( महिलाओं की नियुक्ति हेतु विशेष उपबन्ध) नियम, 1997 के नियम 3 के उप- नियम (1 ) के अधीन तथा मध्यप्रदेश शासन, सामान्य प्रशासन विभाग के परिपत्र क्रमांक सी- 3-8-2015-एक -3 दिनांक 03 अक्टूबर , 2023 के प्रावधानों के अनुसार राज्य के अधीन सेवा में सीधी भर्ती के, समस्त पदों का 35 प्रतिशत महिलाओं के लिए क्षैतिज और प्रभाग- वार ( हॉरिजेन्टल एण्ड कम्पार्टमेंट-वाइज ) आरक्षण का प्रावधान लागू होगा;
(ख) सामान्य प्रशासन विभाग के परिपत्र दिनांक 02 जुलाई , 2019 के अनुसार आर्थिक रूप से कमजोर वर्ग (ई.डब्ल्यू.एस. ) के लिए 10 प्रतिशत आरक्षण का प्रावधान लागू होगा;
(ग) समय - समय पर यथा संशोधित मध्यप्रदेश लोक सेवा ( अनुसूचित जातियों, अनुसूचित जनजातियों और अन्य पिछड़े वर्गों के लिए आरक्षण ) अधिनियम, 1994 (क्रमांक 21 सन् 1994 ) के अनुसार पदों पर आरक्षण लागू होगा;
(घ ) मध्यप्रदेश के भूतपूर्व सैनिकों को मध्यप्रदेश भूतपूर्व सैनिक (राज्य सिविल सेवा तथा तृतीय श्रेणी ओर चतुर्थ श्रेणी पदों की रिक्तियों में आरक्षण ) नियम, 1985 के अनुसार तृतीय श्रेणी के लिए 10 प्रतिशत क्षैतिज ( हॉरीजेन्टल ) आरक्षण का प्रावधान लागू होगा;

(ड ) मध्यप्रदेश शासन , सामान्य प्रशासन विभाग के परिपत्र दिनांक 03 जुलाई , 2018 के अनुसार दिव्यांगजन अधिकार अधिनियम, 2016 ( 2016 का 49 ) एवं मध्यप्रदेश दिव्यांगजन अधिकार नियम, 2017 के अधीन शारीरिक रूप से दिव्यांगतजनों /निःशक्तजनों के पदों पर क्षैतिज और प्रभागवार (हॉरीजेन्टल एण्ड कम्पार्टमेंट वाइज ) आरक्षण का प्रावधान लागू होगा;
(च) आरक्षण के संबंध में मध्यप्रदेश शासन , सामान्य प्रशासन विभाग द्वारा समय समय पर जारी आदेश/ निर्देश प्रभावशील रहेंगे ।
(3) इस प्रकार आरक्षित रिक्तओं को भरते समय अनुसूचित जाति, अनुसूचित जनजाति, अन्य पिछड़ा वर्ग एवं आर्थिक रूप से कमजोर वर्ग ( ई.डब्ल्यू.एस . ) के अभ्यर्थियों की नियुक्ति पर नियम 12 में यथा विनिर्दिष्ट सूची में दिये गये उनके नामों के क्रम में विचार किया जायेगा, चाहे अन्य अभ्यर्थियों की तुलना में उनका सापेक्षिक स्थान कुछ भी क्यों न हो ।
(4) यदि अनुसूचित जाति, अनुसूचित जनजाति एवं अन्य पिछड़ा वर्ग के अभ्यर्थी, उनके लिए आरक्षित सभी रिक्तियों को भरने के लिए पर्याप्त संख्या में उपलब्ध न हों तो शेष रिक्तियाँ किसी भी रीति में अन्य अभ्यर्थियों से नहीं भरी जाएगी ।
12. सीधी भर्ती के पदों हेतु अनुशंसित अभ्यर्थियों की सूची: -
( 1 ) (क ) मध्यप्रदेश लोक सेवा आयोग द्वारा सीधी भर्ती के पदों की पूर्ति के संबंध में आयोजित चयन परीक्षा उपरांत, विहित पदों हेतु अनुशंसित अभ्यर्थियों की एक सूची विभाग को उपलब्ध करायी जाएगी;
(ख ) सीधी भर्ती के लिए उपलब्ध रिक्त पदों हेतु आरक्षण, समय - समय पर विहित किये गये उपबन्धों के अनुसार राज्य शासन द्वारा निर्धारित किया जाएगा ।
(2) इन नियमों तथा मध्यप्रदेश सिविल सेवा (सेवा की सामान्य शर्ते ) नियम, 1961 के उपबन्धों के अधीन रहते हुए उपलब्ध रिक्तयों पर नियुक्ति के लिए अभ्यर्थियों पर उसी क्रम से विचार किया जाएगा, जिस क्रम में आयोग द्वारा अनुशंसित की गई सूची में उनके नाम आये हों।
(3) सूची में अभ्यर्थी का नाम सम्मिलित किया जाना नियुक्ति के लिये उसे तब तक कोई अधिकार प्रदान नहीं करता , जब तक कि संचालक , स्थानीय निधि संपरीक्षा का ऐसी जांच के पश्चात् जो वह उचित समझे , इस बात से समाधान नहीं हो जाता कि , अभ्यर्थी सेवा में नियुक्ति के लिए सभी प्रकार से उपयुक्त है ।
13. परिवीक्षा: -
(1) सेवा में सीधी भर्ती से नियुक्त किये गये प्रत्येक व्यक्ति को दो वर्ष की परिवीक्षा अवधि पर नियुक्त किया जावेगा तथा उक्त परिवीक्षा अवधि के दौरान उसे शासन द्वारा यथा विहित प्रशिक्षण प्राप्त करना एवं विभागीय परीक्षा उत्तीर्ण करना अपेक्षित होगा ।
(2) परिवीक्षा के संबंध में, मध्यप्रदेश शासन , सामान्य प्रशासन विभाग द्वारा समय समय पर जारी आदेश/ निर्देश प्रभावशील रहेंगे।

14. पदोन्नति द्वारा नियुक्ति: -
पदोन्नति हेतु पात्र अभ्यर्थियों का आरंभिक चयन करने हेतु, एक विभागीय पदोन्नति समिति गठित की जायेगी जिसमें अनुसूची- चार में यथा उल्लेखित सदस्य होंगे ।
15. पदोन्नति हेतु पात्रता की शर्ते: - विभागीय पदोन्नति समिति, अनुसूची चार के कॉलम ( 2 ) में उल्लेखित सेवा के कर्मचारियों के मामलें में विचार करेगी ।
16. उपयुक्त व्यक्तियों की सूची तैयार करना: -
(1) विभागीय पदोन्नति समिति , ऐसे व्यक्तियों की एक सूची तैयार करेगी , जिन्होनें म.प्र. राज्य स्थानीय निधि अधीनस्थ संपरीक्षा सेवा परीक्षा उत्तीर्ण की हो ।
(2) (क ) ऐसी सूची में नाम शामिल करने के लिये वरिष्ठता का यथोचित ध्यान रखा जाना आवश्यक होगा । जिस वर्ष विभागीय पदोन्नति समिति की बैठक आयोजित की जा रही है, उस वर्ष की जारी अंतिम वरिष्ठता सूची अथवा पूर्व वर्ष की (अधिकतम दो वर्ष पूर्व ) अंतिम वरिष्ठता सूची के आधार पर सूची तैयार की जायेगी ।
(ख ) पदोन्नति का आधार वरिष्ठता-सह-उपयुक्तता होगा ।
(3) किसी व्यक्ति की पदोन्नति पर विचार के लिए उस वर्ष , जिस वर्ष विभागीय पदोन्नति समिति की बैठक आयोजित की जा रही है , की पहली जनवरी को उसने सेवा के पांच वर्ष पूर्ण कर लिये हो।
(4) इस प्रकार तैयार की गई सूची, प्रत्येक वर्ष पुनर्विलोकित तथा पुनरीक्षित की जाएगी ।
(5) चयन सूची, सामान्यतः तब तक प्रभावी रहेगी, जब तक की उपर्युक्त उप - नियम (4 ) के अनुसार वह पुनर्विलोकित या पुनरीक्षित न कर दी जाए । तथापि, यदि कोई व्यक्ति, जो चयन-सूची में शामिल किया गया है , अपने कर्तव्य के संचालन तथा निष्पादन में गम्भीर चूक करता है, तो संचालक के अनुरोध पर चयन सूची का विशेष रूप से पुनर्विलोकन किया जा सकेगा और यदि वह उचित समझे, तो चयन- सूची से ऐसे व्यक्ति का नाम हटा दिया जाएगा ।
17. चयन सूची से सेवा में नियुक्ति: चयन सूची में सम्मिलित व्यक्तियों की सेवा संवर्ग के पद पर नियुक्तियां उसी क्रम में की जायेंगी जिस क्रम में ऐसे व्यक्तियों के नाम आयोग / विभागीय पदोन्नति समिति द्वारा चयन-सूची में अनुशंसित किये गये हों।
18. निर्वचनः- यदि इन नियमों के निर्वचन के संबंध में कोई प्रश्न उद्भूत होता है, तो उसे शासन को निर्दिष्ट किया जाएगा, जिस पर उसका विनिश्चय अंतिम होगा ।
19. निरसन तथा व्यावृत्ति: इन नियमों के तत्स्थानी सभी नियम तथा इनके प्रारम्भ होने के पूर्व के सभी नियम, एवं मध्यप्रदेश राज्य स्थानीय निधि लेखा परीक्षा अधीनस्थ लेखा सेवा भर्ती नियम, 1969 एतद्वारा निरसित किए जाते हैं;
परन्तु इस प्रकार निरसित नियमों के अधीन किया गया कोई आदेश या की गई कोई कार्यवाही , उन नियमों के तत्स्थानी उपबंधों के अधीन दिया गया आदेश या की गई कार्यवाही समझी जाएगी ।

No.F1 ( B )/ 1 / 2022/E/ IV , In exercise of the powers conferred by the proviso to article 309 of the Constitution of India and in supersession of this department's Notification No. 1542-3101 - IV- R - 6-69 , dated 14th August , 1969 , the Governor of Madhya Pradesh , hereby , makes the Madhya Pradesh State Local Fund Subordinate Audit Service Recruitment Rules , namely: -
RULES
1. Short title and commencement : -
(1 ) These rules may be called the Madhya Pradesh State Local Fund Subordinate Audit Service Recruitment Rules , 2026 .
(2) They shall come into force from the date of their publication in the Madhya Pradesh Gazette .
2. Definitions : - In these rules , unless the context otherwise requires , -
(a) " Appointing Authority" in relation to the service , means the Director ;
(b) " Commission " means the Madhya Pradesh Public Service Commission ;
(c) " Competitive examination " means the examination conducted by the Madhya Pradesh State Public Service Commission ;
(d) " Departmental examination " means the examination conducted for direct recruited Government servants ;

means a (e) " Departmental Promotion Committee " Committee as mentioned in column (4 ) of Schedule - IV ;
"Director " means the Director , Local Fund Audit , Madhya Pradesh ; (1)
(g) " Economically Weaker Section (EWS) " means a citizen of economically weaker section , as specified by Circular No. F - 07-11 / 2019/आ.प्र./one , dated 2nd July , 2019 and Circular No. F - 07-11/2019/आ.प्र./one , dated 18th July , 2019 of the Government of Madhya Pradesh , General Administration Department and any other order issued in this behalf, from time to time;
(h) " Government" means the Government of Madhya Pradesh;
(i) " Governor " means the Governor of Madhya Pradesh ;
(j ) "Other Backward Classes " means the Other Backward Classes of citizens as specified by the State Government vide Notification F - 8-5 - XXV - 4-84 , dated 26th December , 1984 , as amended from time to time ;
(k) " Person with Disability " shall have the same meaning as assigned to it under the Rights of Persons with Disabilities Act , 2016 (49 of 2016) ;
" Schedule " means the Schedule appended to these rules; (1)
(m) " Scheduled Castes " means a member of any caste , race or part of or group within a caste , race specified as Scheduled Castes with respect to the State of Madhya Pradesh under article 341 of the Constitution of India ;
(n) " Scheduled Tribes " means a member of any tribe , tribal community or part of, or group within such tribe or tribal community specified as Scheduled Tribes with 128 (9)

respect to the State of Madhya Pradesh under article 342 of the Constitution of India ;
(0) " Service" means the Madhya Pradesh State Local Fund Subordinate Audit Service ;
(p) " State" means the State of Madhya Pradesh .
3. Scope and Application : - Without prejudice to the generality of the provisions contained in the Madhya Pradesh Civil Services (General Conditions of Service) Rules , 1961 these rules shall apply to every member of the service .
4. Constitution of the Service : The service shall consist of the following persons , namely: -
(a) persons holding the post of Senior Auditor at the time of the commencement of these rules ; and
(b) persons who are recruited to the service in accordance with the provisions of these rules .
5. The classification of Classification , pay scale , etc: - service , the pay scale attached thereto and the number of posts included in the service shall be in accordance with the provisions contained in Schedule - I:
Provided that the Government may , from time to time , add to or reduce the number of posts included in the service , either on a permanent or on a temporary basis .
6. Method of recruitment : -
(1) After the commencement of these rules , recruitment to the service shall be made by any one of the following methods , namely: -
(a) by recommendations of the Commission for selection to the posts of direct recruitment ;
(b) by promotion of such members of the Madhya Pradesh State Local Fund Audit Clerical Class मध्यप्रदेश राजपत्र, दिनांक 9 मार्च 2026

Service who have passed the Madhya Pradesh Service Local Fund Subordinate Audit Examination .
(2) The number of persons recruited under clause (a) of sub - rule ( 1 ) shall not at any time exceed the percentage of the number of posts in the cadre as mentioned in Schedule - II .
(3) Subject to the provisions of these rules , the method or methods of recruitment to be adopted for the purpose of filling any particular vacancy or vacancies in the service required to be filled during any particular period of recruitment and the number of persons to be recruited by each method shall be determined by the Director on each occasion .
7 . Appointment to the service : - All appointments to the service after the commencement of these rules shall be made by the Director and no such appointment shall be made except after selection by one of the methods of recruitment specified in rule 6 .
8. Conditions of eligibility for selection : - To participate in the Madhya Pradesh State Local Fund Subordinate Audit Service Examination ( Direct Recruitment) , the candidate must fulfill the following qualifications , namely : -
(1) Age: -
(a) the candidate must have completed the age as specified in column (3 ) of Schedule - III on the first day of January next following the date of commencement of the examination / selection and must not have completed the age as specified in column (4 ) of the said Schedule ;

General (b) for the candidates , who are natives of the State of Madhya Pradesh , as per the circular number C- 3-8 / 2016 / 1 / 3 , dated 4th July, 2019 of the Government of Madhya Pradesh , Administration Department , a relaxation of 5 years in the maximum age limit shall be given for the candidates belonging to the Scheduled Castes/ Scheduled Tribes / Other Backward Classes , Government / Corporation / Board/ Autonomous Institution employees / Nagar Sainik /Disabled Persons /Women (unreserved/ reserved ) etc. and the maximum age limit for the candidates of the said category shall be 45 years ;
issuedorders / instructions (c) the by the Government of Madhya Pradesh , General Administration Department , from time to time , regarding age shall be applicable.
( 2) Educational Qualification: - The candidate must have passed the Graduation examination conducted by any University under the University Grants Commission / Government of India/ State Government .
(3) Fee : -The candidate must pay the fee prescribed by the Commission .
9. Disqualification : -
(1) Any attempt by any candidate to use political pressure or unethical means for selection shall be held as disqualification for service .
(2) Any male candidate , who has more than one living wife and any female candidate , who has married to such a मध्यप्रदेश राजपत्र, दिनांक 9 मार्च 2026

person , who already has one living wife , shall be disqualified for service .
(3 ) Any candidate , who has been convicted of any offence against women shall be disqualified for appointment to any service or post :
Provided that where a criminal case is pending against a person in a court , his appointment shall be kept pending till the final decision of the criminal case .
(4) Any candidate who married before minimum age limit prescribed for marriage , shall be disqualified for appointment on any post or service .
(5) Any candidate who has more than two living children , one of whom was born on or after 26th January , 2001 , shall be disqualified for appointment to any service or post:
Provided that no candidate shall be disqualified for appointment to a service or post , who has already one living child and next delivery takes place on or after the 26th January , 2001 , in which two or more children are borne .
(
6) The orders / instructions issued by the General Administration Department , Government of Madhya Pradesh , from time to time , regarding disqualification , shall remain effective .
10. Decision regarding eligibility of candidate : - The decision of the Secretary , Madhya Pradesh Public Service Commission and the Secretary - in - charge , Government of Madhya Pradesh , Finance Department regarding eligibility of a candidate for selection , shall be final .

11. Direct recruitment by selection : -
(1) Selection for recruitment in the service shall be done at such intervals , as the Director may , determine , from time to time .
(2) Reservation : - Provisions of reservation in the recruitment rules shall be determined , as per the following clauses : -
(a) As per the provisions of sub - rule ( 1 ) of rule 3 of the Madhya Pradesh Civil Services ( Special Provisions for Appointment of Women) Rules , 1997 and as per the Circular No. C- 3-8-2015- One , dated 3rd October, 2023 of the Government of Madhya Pradesh , General Administration Department , the provision of horizontal and compartment - wise reservation shall be applicable for 35 percent of all posts reserved for women in the direct recruitment to the service under the State;
reservation for (b) provision of 10 percent Economically Weaker Section (EWS) , as per the Circular of the General Administration Department , dated 2nd July, 2019 , shall be applicable;
(c) reservation on the post shall be applicable as per the Madhya Pradesh Lok Seva (Anusuchit Jatiyon , Anusuchit Janjatiyon Aur Anya Pichhade Vargon Ke Liye Arakshan) Adhiniyam , 1994 ( No. 21 of 1994 ) , as amended from time to time ;
(d) the provision of 10 percent horizontal reservation for Class - III shall be applicable to ex - servicemen मध्यप्रदेश राजपत्र , दिनांक 9 मार्च 2026

of Madhya Pradesh , as per the provisions of the Madhya Pradesh Ex - servicemen ( Reservation of Vacancies in the State Civil Services and Posts Class III and Class IV) Rules , 1985 ;
(e) Administration as per the circular of the Government of Madhya Pradesh , General Departmentdated 3rd July , 2018 , the provision of horizontal and compartment wise reservation in posts for physically disabled persons / physically challenged persons shall be applicable under the Rights of Persons with Disabilities Act , 2016 (49 of 2016 ) and the Madhya Pradesh Rights of Persons with Disabilities Rules , 2017 ;
(f) the orders / instructions issued by the Government of Madhya Pradesh , General Administration Department , from time to time , in respect of reservation , shall remain in force .
(3) While filling the vacancies so reserved , the candidates belonging to the Scheduled Castes , Scheduled Tribes , Other Backward Classes and Economically Weaker Section ( EWS) , shall be considered for appointment in the order of their names given in the list specified in rule 12 , irrespective of their relative position as compared to other candidates .
(4) If the candidates belonging to the Scheduled Castes , Scheduled Tribes and Other Backward Classes are not available in sufficient numbers to fill all the vacancies reserved for them , the remaining vacancies shall not be filled by other candidates in any manner .

12. List of recommended candidates for the posts of direct recruitment : -
( 1 ) ( a) after the selection by the Madhya Pradesh Public Service Commission in connection with the filling up the posts of direct recruitment , a list of recommended candidates for the prescribed posts shall be made available to the Department ;
(b) reservation for the vacant posts available for direct recruitment , shall be determined by the State Government in accordance with the provisions prescribed from time to time .
(2) Subject to the provisions of these rules and the Madhya Pradesh Civil Services ( General Conditions of Service) Rules , 1961 , candidates shall be considered for appointment to the available vacancies , in the order in which their names appear in the list recommended by the Commission .
(3) Inclusion of the name of a candidate in the list does not confer him / her any right for appointment , unless the Director , Local Fund Audit , after such enquiry , as may be considered necessary , is satisfied that the candidate is suitable in all respects for appointment to the service .
13. Probation : -
( 1 ) Every person appointed to the service by direct recruitment shall be appointed on a probation period of two years and during the said probation period he shall be required to undergo training , as prescribed by the Government and pass the departmental examination .

( 2) The orders / instructions issued by the General Administration Department , from time to time , in respect of probation , shall remain effective .
14. Appointment by promotion : - For making the initial selection of eligible candidates for promotion a Departmental Promotion Committee shall be constituted which shall consist of the members , as mentioned in Schedule - IV .
15. Eligibility conditions for promotion : - The Departmental Promotion Committee shall consider the cases of employees of the service mentioned in column (2) of Schedule - IV .
16. Preparation of list of suitable persons : -
( 1 ) The Departmental Promotion Committee shall prepare a list of such persons , who have passed the Madhya Pradesh State Local Fund Subordinate Audit Service Examination .
(2) ( a) due regard shall be given to seniority for inclusion of name in such list . The list shall be prepared on the basis of the last seniority list issued in the year , in which the meeting of the Departmental Promotion Committee was held or the last seniority list of the previous year (maximum two years ago ) ;
(b ) the basis of promotion shall be seniority- cum- suitability .
(3) For considering the promotion of a person , he / she must have completed five years of service on the first January of the year , in which the meeting of the Departmental Promotion Committee is being held .
(4) The list so prepared shall be reviewed and revised every year .

(5) The select list shall ordinarily remain in force until it is reviewed or revised in accordance with sub - rule (4) above . However , if any person who has been included in the select list commits a serious mistake in the conduct and performance of his duties , a special review of the select list may be made at the request of the Director and the name of such person shall be removed from the select list , if he deems fit .
17. Appointment to the service from the select list : - Appointment of persons included in the select list to posts in the service cadre shall be made in the same order in which the names of such persons have been recommended in the select list by the Commission / Departmental Promotion Committee .
18. Interpretation: - If any question arises regarding the interpretation of these rules , it shall be referred to the Government , its decision thereon shall be final .
19. Repeal and savings: - All rules corresponding to these rules and all rules in force prior to their commencement and Madhya Pradesh State Local Fund Audit Subordinate Account Service Recruitment Rules , 1969 are hereby repealed:
Provided that any order made or any action taken under the rules so repealed , shall be deemed to have been made or taken under the provisions of corresponding rules .
