क्रमांक मऔविम/आय.एल.पी./B23361/२०२०.-----ज्याअर्थी, शासनाचे उद्योग, ऊर्जा व कामगार विभागाची अधिसूचना क्र. म.औ.धो.- १९१६/प्र.क्र.२२१/उद्योग-२, दिनांक १४ फेब्रुवारी २०१८ अन्वये महाराष्ट्राचे लॉजिस्टिक पार्क (Logistic Park) धोरण-२०१८ जाहीर करणेत आले. (यापुढे ""उक्त धोरण"" असे नमूद केले आहे.) ;
आणि ज्याअर्थी, उक्त धोरणानुसार राज्यात एकात्मिक लॉजिस्टिक पार्कच्या विकसनासाठी महाराष्ट्र औद्योगिक विकास महामंडळ हे विशेष नियोजन प्राधिकरण म्हणून घोषित केले आहे ;
आणि ज्याअर्थी, महाराष्ट्र औद्योगिक विकास अधिनियम, १९६१ चे कलम ४३ (१-ब) नुसार, राज्य शासनाच्या सर्वसाधारण किंवा विर्िनदिष्ट निदेशांच्या अधीन राहून, महामंडळास कोणत्याही औद्योगिक क्षेत्राला राजपत्रातील अधिसूचनेद्वारे 'एकात्मिक औद्योगिक क्षेत्र' म्हणून अधिसूचित करता येईल व सदर अधिसूचनेव्दारे एकात्मिक औद्योगिक क्षेत्राकरिता महाराष्ट्र प्रादेशिक व नगररचना अधिनियम, १९६६ च्या तरतुदीनुसार मऔविम विशेष नियोजन प्राधिकरण असेल ;
आणि ज्याअर्थी, मे. ऑल कार्गो लॉजिस्टिक पार्क प्रा. लि. यांनी दिनांक २५ जून २०१९ रोजीच्या अर्जान्वये प्रस्तावित प्रकल्पाचे नाव मे. कोप्रोली वेअरहॉसिंग प्रा. लि. असे बदल करण्याची विनंती केली असुन, मे. कोप्रोली वेअरहॉसिंग प्रा. लि. ही मे. ऑल कार्गो लॉजिस्टिक पार्क प्रा. लि. या कंपनीच्या संपूर्ण मालकीची उपकंपनी असल्याचे नमूद केले आहे ;
आणि ज्याअर्थी, महाराष्ट्र शासनाने उद्योग, ऊर्जा व कामगार विभागाने त्यांची अधिसूचना क्र. आय.डी.सी. २०१९/प्र.क्र.६१७ /उ.१४, दिनांक २१ ते २७ नोव्हेंबर २०१९, अन्वये मौ.कोप्रोली, ता. उरण, जि. रायगड येथील ८.८७०५ हे.आर. क्षेत्र महाराष्ट्र औद्योगिक विकास अधिनियम, १९६१ चे कलम २ (खंड-ग) अन्वये 'औद्योगिक क्षेत्र' म्हणून जाहीर केले आहे ;
आणि ज्याअर्थी, राज्य शासनाने कमीत कमी ५ एकर (२ हेक्टर) जमिनीवर व किमान १५ मी. रुंदीचा पोहोच रस्ता असलेल्या क्षेत्रावर एकात्मिक लॉजिस्टिक पार्क विकसित करण्याचा निर्णय घेतला आहे. नगर विकास विभाग, महाराष्ट्र शासन अधिसूचना क्र. टीपीएस-१८१८/ अनौसं/१३/प्र.क्र.१०५/नवि-१३, दिनांक १३ जून २०१८ महाराष्ट्र औद्योगिक विकास महामंडळाच्या सुधारित विकास नियंत्रण नियमावलीतील नियम क्र. १८.५(A) च्या च्या प्रमाणे अंमलबजावणी करावयाची आहे ;

भाग दोन--५६-१महाराष्ट्र शासन राजपत्र असाधारण भाग दोन, ऑक्टोबर १९, २०२०/आश्िवन २७, शके १९४२ २ आणि ज्याअर्थी, कोप्रोली वेअरहॉसिंग प्रा.लि. ह्यंनी महाराष्ट्र औद्योगिक विकास महामंडळाकडे सदरील क्षेत्राचा प्रारुप विकास आराखडा एकात्मिक लॉजिस्टिक पार्कच्या विकसनासाठी मंजुरीस्तव सादर केला आहे ;
आणि ज्याअर्थी, महाराष्ट्र प्रादेशिक व नगर रचना अधिनियम, १९६६ कलम ११५ सहकलम ४० (३) (घ) अन्वये उक्त क्षेत्राचा प्रारुप विकास आराखडा मंजूर करण्याआधी नागरिकांकडून सूचना / हरकती मागविण्याकरीता नोटीस प्रसिद्ध करणे आवश्यक आहे ;
त्याअर्थी, महाराष्ट्र औद्योगिक विकास महामंडळ उक्त प्रारुप विकास आराखडयावर नोटीस म.प्रा.व.न.र अधिनियमाचे कलम ११५ सह कलम ४० (३) (घ) अन्वये नागरिकांकडून सूचना/हरकती मागविण्याकरिता महाराष्ट्र शासनाच्या राजपत्रात नोटीस प्रसिद्ध करीत आहे. उक्त नोटीसीची प्रत व एकात्मिक लॉजिस्टिक पार्कचा प्रारुप विकास आराखडा हा या नोटीसचा भाग समजण्यात यावा. सदरील नोटीस ही महाराष्ट्र औद्योगिक विकास महामंडळाच्या www.midcindia.org या संकेत स्थळावर उपलब्ध राहील. तसेच नियोजन प्रस्ताव दर्शविणारा प्रारुप विकास आराखडा नागरिकांच्या अवलोकनार्थ महाराष्ट्र औद्योगिक विकास महामंडळाच्या खालील कार्यालयामध्ये कार्यालयीन वेळेत पाहण्यासाठी उपलब्ध राहील.

उक्त प्रारुप विकास आराखडया संबंधी नागरिकांच्या काही सूचना/हरकती असल्यास त्यांनी ही नोटीस महाराष्ट्र शासनाच्या राजपत्रात प्रसिद्ध झाल्याच्या दिनांकापासून ३० दिवसांच्या आत मुख्य नियोजक, मऔविम यांच्या कार्यालयात खालील ठिकाणी लेखी स्वरुपात पाठवाव्यात. मुख्य नियोजक, महाराष्ट्र औद्योगिक विकास महामंडळ, पाचवा स्तर, उद्योग सारथी, महाकाली गुंफा मार्ग, मरोळ औद्योगिक वसाहत, अंधेरी (पूर्व), मुंबई ४०० ०९३.
विहीत मुदतीत आलेल्या हरकती/सुचनांचा विचार करून शासन मान्यतेसाठी सादर करण्यात येईल. विहीत मुदतीनंतर प्राप्त होणाया हरकती/सुचनांचा विचार केला जाणार नाही.

Notice
[ u/s. 115 read with sec. 40 (3) (d) of MR&TP Act ]
No. MIDC/ILP/ B23361/ 2020.—Whereas, Maharashtra Logistic Park Policy 2018 has been published by Government in Industries, Energy and Labour Department vide its Notification No. म.औ.धो.-१९१६/प्र.क्र.२२१/ उद्योग-२ दिनांक १४ फेब्रुवारी २०१८ (Herein referred as the "said Policy");
And whereas, as per the said Policy, Maharashtra Industrial Development Corporation (MIDC) is declared as the Special Planning Authority for the development of Integrated Logistics Parks across the State;
And whereas, as per section 43(1B) of Maharashtra Industrial Development Act, 1961, subject to the general or specific directions of the State Government, the Corporation may, by notification in the Official Gazette, notify any industrial area as 'Integrated Industrial Area' and upon such notification, the Corporation shall become Special Planning Authority for such 'Integrated Industrial Area' under the Maharashtra Regional and Town Planning Act, 1966;
And whereas, vide letter dated 25th June 2019, M/s. All Cargo Logistic Park Pvt. Ltd. made an application requesting to change in the name of the project proponent to M/s. Koproli Warehousing Pvt. Ltd. stating the reason that, M/s. Koproli Warehousing Pvt. Ltd. is subsidiary of M/s. All Cargo Logistic Park Pvt. Ltd ;
And whereas, vide its, Notification No.IDC-2019/CR 617/Ind-14, dated 21st to 27th November 2019 of Industries Energy and Labour Department, Government of Maharashtra declared 8.8705 Ha. area of Village Koproli, Taluka Uran, District Raigad to be an 'Industrial Area' under clause (g) of section 2 of Maharashtra Industrial Development Act, 1961;
And whereas Government of Maharashtra has decided to implement the scheme of developing Integrated Logistic Parks on the land admeasuring atleast 5 Acre (2Ha.) and having minimum 15m. wide access, in accordance with the regulation no. 18.5(A) in revised development control regulations of MIDC approved as per Urban Development , GoM vide notification no. TPS-1818/UOR/13/CR-105/18/UD-13, dated 13th June 2018 ;
And whereas, M/s. Koproli Warehousing Pvt. Ltd., made an application requesting Maharashtra Industrial Development Corporation to approve their Proposed Draft Master Plan of notified 'Integrated Logistic Park' in Village Koproli, Taluka Uran, District Raigad ;
And whereas, as provided in Section 115 of the Maharashtra Regional Town Planning Act, 1966 as modified u/s. 40(3)(d) of the Act, it is necessary to publish the Draft Master Plan for inviting suggestions and objections from the citizen ;
Therefore, Maharashtra Industrial Development Corporation hereby publishes the Notice u/s. 115 read with 40 (3)(d) of the MR and TP Act in Government Gazette for inviting suggestion/objections on the draft Master Plan from citizen. A copy of this notice and proposed Draft Master Plan of notified Integrated Logistic Park shall form part of this notice. The notice is made available on the website of MIDC i.e www.midcindia.org. The Proposed Draft Master Plan of the Notified Integrated Logistic Park is kept open for citizen's inspection during office hours at the following office :

Suggestions/Objections if any, in writing shall be submitted to the Chief Planner of Maharashtra Industrial Development Corporation, Udyog Sarathi, Mahakali Caves Road, Andheri (E.), Mumbai 400 093 within the period of 30 days from the date of publication of the Notice in Maharashtra Government Gazette.
suggestions/objections received within stipulated period of 30 days from the date publication of the Notice in Maharashtra Government Gazette shall only be considered. After considering the suggestions / objections received, the draft master plan shall be submitted to the Government for approval.
