भारातेाचाे संडिवधान.

क्रमांक एसजीएचा-१०१२/प्र.क्र.१९/राशि-२.— भारतीय संशिधानांाच्या अनांच्छे ३०९ खालाीला परंतींकान्ये प्रानां करण्याती आलाेल्या क्तींचा ापर करूनां आशि या संभाती सध्या अस्तितीत्ाती असलाेलाे शिनांयम, आे क्रमांक-राअगृ-१००६/प्र.क्र.२८/२००६/३१, शिनांांक १२ सप्टांबर २००७ चाे सेाप्रे शिनांयम अशिधाक्रशिमती करुनां, महेंाराष्ट्राचाे राज्यपाला याद्वारे सामान्य प्रासनां शिभागाच्या प्रासकीय अशिधापत्याखालाीला राजशिष्टाचार कायासनांाच्या शिनांयंत्राखालाीला बृहेंन्मं ंबई येथीला राज्य अशितीथीगृहेंातीला "व्यथीापक, गटा-ब (अराजपशित्राती), सहेंायक व्यथीापक (प्रासनां), सहेंायक व्यथीापक (सेा), सहेंायक व्यथीापक (ंयपाकगृहें), मंख्य बटालार, भांडारपाला (गटा-क), खानांसामा, बटालार, शिकचानां हेंेल्पर, शिपाई, टाोअरमनां (गटा-डा)" या पांच्या सेाप्रेाचाे शिशिनांयमनां करण्यासाठी याद्वारे पंढीला नांीनां शिनांयम करीती आहेंेती :—

(१) या शिनांयमांनांा राजशिष्टाचार कायासनांाच्या शिनांयंत्राखालाीला बृहेंन्मं ंबई येथीला राज्य अशितीथीगृहेंातीला "व्यथीापक, गटा-ब (अराजपशित्राती), सहेंायक व्यथीापक (प्रासनां), सहेंायक व्यथीापक (सेा), सहेंायक व्यथीापक (यंपाकगृहें), मंख्य बटालार, भांडारपाला (गटा-क), खानांसामा, बटालार, शिकचानां हेंेल्पर, शिपाई, टाोअरमनां (गटा-डा)" (सेाप्रे) शिनांयम, २०२४ असे संबोधाण्याती येईला.

(२) व्याख्या.— या शिनांयमाती संभानांसार ंसरा अथी अपेशिती नांसेला तीर—

(क) "ासनां" याचा अथी महेंाराष्ट्रा ासनां असा आहेंे.

(खा) "सामान्य प्रासनां शिभाग" याचा अथी भारतीय संशिधानांाच्या अनांच्छे -१६६ अन्ये बनांशिलाेल्या महेंाराष्ट्रा ासनां कायशिनांयमालाीच्या पशिहेंल्या अनांसूचाीमध्ये शिशिनांशिष्टा केलाेला सामान्य प्रासनां शिभाग असा आहेंे.

(ग) "राजशिष्टाचार कायासनां" याचा अथी सामान्य प्रासनां शिभाग या प्रासकीय शिभागाच्या अशिधापत्याखालाीला राजशिष्टाचार कायासनां असा आहेंे.

(घ) "राज्य अशितीथीगृहें" म्हेंजे महेंाराष्ट्रा ासनांाच्या सामान्य प्रासनां शिभागांतीगती राजशिष्टाचार शिभागाच्या प्रासकीय शिनांयंत्राखालाीला सह्याद्री, हेंायमाऊंटा, नांशिगरी कलानांगर राज्य अशितीथीगृहें असा आहेंे.

भाग चार-अ–१

(१)२ महाराष्ट्र शासन राजपत्र भाग चारा-अ, गुरुवारा ते बुधवारा डिसंबुरा ५-११, २०२४/अग्रहायण १४-२०, शाके १९४६ (चा) "शिनांडा सशिमती" याचा अथी, ासकीय सेतीला गटा-ब (अराजपशित्राती), गटा-क गटा-डा च्या पांरीला सरळसेा भारतीकरीतीा उमेारांच्या शिनांडाीच्या प्रयोजनांाथी ासनांाकडाूनां ेळोेळी गठीती करण्याती आलाेलाी सशिमती असा आहेंे.

(छे) "पी" याचा अथी, सांशिशिधाक शिद्यापीठीाचाी कोत्याहेंी ाखाेतीला पी शिकंा ासनांानांे त्याच्याी समतींल्य म्हेंूनां घोशिती केलाेलाी अन्य कोतीहेंी अहेंतीा;

(ज) "पशिका" याचा अथी, अशिखाला भारतीय तींत्राशि परिर शिकंा तीत्सम ासनांमान्य संथीेच्या अखात्यारिरतीला पशिका अभ्यासक्रम;

(झ) "उच्चा माध्यशिमक ालांती प्रमापत्रा परीा" याचा अथी महेंाराष्ट्रा माध्यशिमक आशि उच्चा माध्यशिमक शि मंडाळे अशिधाशिनांयम, १९६५ (१९६५ चा महेंा.४१) या अन्ये थीापनां करण्याती आलाेल्या शिभागीय मंडाळानांे आयोशिजती केलाेल्या माध्यशिमक ाळा प्रमापत्रा परीा असा आहेंे आशि त्याती ासनांानांे त्याच्याी समतींल्य म्हेंूनां जाहेंीर केलाेल्या अन्य कोत्याहेंी परिरेचा समाे आहेंे.

(टा) "माध्यशिमक ालांती प्रमापत्रा परीा" याचा अथी महेंाराष्ट्रा माध्यशिमक आशि उच्चा माध्यशिमक शि मंडाळे अशिधाशिनांयम १९६५ (१९६५ चा महेंा.४१) या अन्ये थीापनां करण्याती आलाेल्या शिभागीय मंडाळानांे आयोशिजती केलाेल्या माध्यशिमक ाळा प्रमापत्रा परीा असा आहेंे आशि त्याती ासनांानांे त्याच्याी समतींल्य म्हेंूनां जाहेंीर केलाेल्या अन्य कोत्याहेंी परिरेचा समाे आहेंे.

(ठी) "मान्यतीाप्राप्ती संथीा" याचा अथी अशिखाला भारतीय तींत्राशि परिर, राष्ट्राीय हेंॉटाेला व्यथीापनां खाद्यापेय तींत्राज्ञानां परिर तीसेचा राज्य ासनांाचाी मान्यतीा असलाेल्या अन्य संथीा असा आहेंे.

(डा) "पोन्नांतीसाठी पात्रातीा" याचा अथी, सामान्य प्रासनां शिभागानांे ेळोेळी यासंभाती शिनांगशिमती केलाेल्या आेाद्वारे पोन्नांतीसाठी शिशिहेंती केलाेल्या अटाी तीनांसारचाी पात्रातीा असा आहेंे.

(ढी) "ज्येष्ठीतीा अशिधानां पात्रातीा" याचा अथी, सेाज्येष्ठीतीा याीनांसार ज्येष्ठीतीा सामान्य प्रासनां शिभागानांे शिनांांक ०१.०८.२०१९ च्या आेाद्वारे त्यानांतीर ेळोेळी यासंभाती शिनांगशिमती केलाेल्या आेाव्ारे पोन्नांतीसाठी शिशिहेंती केलाेल्या अटाी तीनांसारचाी पात्रातीा असा आहेंे.

(३) व्यवस्थापक गट-बु (अराजपडित्रते) या पारीला शिनांयंक्ती सहायक व्यवस्थापक (प्राशासन), सहायक व्यवस्थापक (सेवा), सहायक व्यवस्थापक (स्वयंपाकगृहा), गटा-क हेंे प धार कराऱ्या, सर पार तीनां ापेा कमी नांाहेंी इतीकी शिनांयशिमती सेा पू केलाेल्या तीसेचा "पी" हेंी ैशिक अहेंतीा धार कराऱ्या व्यक्तींमधाूनां एकशित्राती सेाज्येष्ठीतीा याीमधाीला ज्येष्ठीतीा याी आधारे ज्येष्ठीतीा अशिधानां पात्रातीा या शिनांकार योग्य व्यक्तीच्या पोन्नांतीनांे शिनांयंक्ती करण्याती येईला.

(४) सहायक व्यवस्थापक (प्राशासन), गट-क या पारीला शिनांयंक्ती डिलेडिपक-टंकलेखक डिकंवा भांारापाले हेंे प धार कराऱ्या, सर पार तीनां ापेा कमी नांाहेंी इतीकी शिनांयशिमती सेा पू केलाेल्या तीसेचा "पी" हेंी ैशिक अहेंतीा धार कराऱ्या व्यक्तींमधाूनां, या ोनां संगाच्या एकशित्राती सेाज्येष्ठीतीा याी आधारे ज्येष्ठीतीा अशिधानां पात्रातीा या शिनांकार योग्य व्यक्तीच्या पोन्नांतीनांे करण्याती येईला.

(५) सहायक व्यवस्थापक (सेवा), गट-क या पार मुख्य बुटलेरा हेंे प धार कराऱ्या तीसेचा सर पार तीनां ापेा कमी नांाहेंी इतीकी शिनांयशिमती सेा पू केलाेल्या ज्येष्ठीतीा अशिधानां पात्रातीा या शिनांकार पात्रा ठीरशिलाेल्या योग्य व्यक्तीच्या पोन्नांतीनांे करण्याती येईला.

(६) सहायक व्यवस्थापक (स्वयंपाकगृहा), गट-क या पार खानसामा हेंे प धार कराऱ्या तीसेचा सर पार तीनां ापेा कमी नांाहेंी इतीकी शिनांयशिमती सेा पू केलाेल्या ज्येष्ठीतीा अशिधानां पात्रातीा या शिनांकार पात्रा ठीरशिलाेल्या योग्य व्यक्तीच्या पोन्नांतीनांे करण्याती येईला.

(७) भांारापाले, गट-क या पारीला शिनांयंक्ती "स्टोअरामन" हेंे प धार कराऱ्या, सर पार तीनां ापेा कमी नांाहेंी इतीकी शिनांयशिमती सेा पू केलाेल्या, "पी" हेंी ैशिक अहेंतीा धार केलाेल्या व्यक्तींमधाूनां ज्येष्ठीतीा अशिधानां पात्रातीा या शिनांकार पात्रा ठीरशिलाेल्या योग्य व्यक्तींच्या पोन्नांतीनांे करण्याती येईला,महाराष्ट्र शासन राजपत्र भाग चारा-अ , गुरुवारा ते बुधवारा डिसंबुरा ५-११, २०२४/अग्रहायण १४-२०, शाके १९४६ ३ परंतीं असे की, सर सेाप्रे शिनांयम शासन राजपत्राते प्रशिसद्ध हेंोण्याच्या शिनांांकापूी टाोअरमनां प धार कराऱ्या आशि ज्यांनांी शिनांयम क्र.१३ च्या खांडा (ii) (अ) येथीला पात्रातीा धार केलाेलाी आहेंे, अा व्यक्तींचा ेखाीला, या शिनांयमांच्या प्रशिसद्धीपासूनां पाचा ापयती पोन्नांतीसाठी शिचार करतीा येईला,

(८) मुख्य बुटलेरा, गट-क या पारीला शिनांयंक्ती पंढीला मागानांे करण्याती येईला.—

(क) बटालार हेंे प धार कराऱ्या तीसेचा सर पार तीनां ापेा कमी नांाहेंी इतीकी शिनांयशिमती सेा पू केलाेल्या व्यक्तींमधाूनां ज्येष्ठीतीा अशिधानां पात्रातीा या शिनांकार पात्रा ठीरशिलाेल्या योग्य व्यक्तींच्या पोन्नांतीनांे शिनांयंक्ती करण्याती येईला.

परंतीं, बटालार हेंे प धार कराऱ्या ज्यांचाी हेंे सेाप्रे शिनांयम अस्तितीत्ाती येईपयती पोन्नांती झालाेलाी नांाहेंी अा व्यक्तींनांा, हेंा शिनांयम शि.१२.०९.२००७ पासूनां लागू असल्याचाे मानांण्याती येईला.

डिकंवा

(खा) पंढीला अटाी पू कराऱ्या शिनांडा सशिमती मार्फती घेण्याती येाऱ्या पधात्मक परीेच्या शिनांकालाच्या आधारे शिर्फारस करण्याती आलाेल्या उमेारांमधाूनां नांामशिनांेनांानांे—

(i) वयोमयाषदेा :—

(अ) शिकमानां योमया- अठीरा े पू. (ब) कमाला योमया- खांल्या गातीला व्यक्तींसाठी अडातीस े पू मागासगीय व्यक्तींसाठी त्राेचाळीस े पू.

(क) योमयाेचाी गनांा- जाशिहेंरातीती नांमू केलाेल्या अज ीकृतीच्या अंशितीम शिनांांकास, उपरोक्ती प्रमाे नांमू केलाेलाी शिकमानां कमाला योमया धार केलाेलाी असे आश्यक राहेंीला.

(ii) डिकमान शाैक्षडिणक पात्रतेा :—

(अ) जे उमेार उच्चा माध्यशिमक ालांती प्रमापत्रा परिरा (एचा.एस.सी.) उत्ती आहेंेती आशि ज्या उमेारांनांी ासनांमान्य संथीेकडाूनां खानांपानां सेा/ गृहेंव्यथीापनां/ हेंॉटाेला मॅनांेजमंटा या ेत्रातीला ासनां मान्यतीाप्राप्ती पी शिकंा पशिका शिकंा शिकमानां १ ाचा प्रमापत्रा अभ्यासक्रम पू केला आहेंे, आशि (iii) अनुभाव :—

(अ) ज्या उमेारास ासकीय/शिनांमासकीय/सहेंकारी संथीेमध्ये शिकंा राज्य अशितीथीगृहेंाती शिकंा ३/४/५ तीारांशिकती हेंॉटाेलामध्ये शिकमानां २ े काम केल्याचा अनांभा आहेंे.

(ग) मंख्य बटालार या पाच्या एकू पसंख्येसाठी, पोन्नांतीनांे नांामशिनांेनांानांे शिनांयंक्ती ेण्याचाे प्रमा हेंे अनांक्रमे ७०:३० असे राहेंीला.

(९) खानसामा, गट- या पारीला शिनांयंक्ती पंढीला मागानांे करण्याती येईला :—

(क) डिकचान हाेल्परा हेंे प धार कराऱ्या तीसेचा सर पार तीनां ापेा कमी नांाहेंी इतीकी शिनांयशिमती सेा पू केलाेल्या व्यक्तींमधाूनां ज्येष्ठीतीा अशिधानां पात्रातीा या शिनांकार पात्रा ठीरशिलाेल्या योग्य व्यक्तींच्या पोन्नांतीनांे शिनांयंक्ती करण्याती येईला.

डिकंवा

(i) वयोमयाषदेा :—

(अ) शिकमानां योमया.— अठीरा े पू.

(ब) कमाला योमया- खांल्या गातीला व्यक्तींसाठी अडातीस े पू मागासगीय व्यक्तींसाठी त्राेचाळीस े पू.

(अ) ज्या उमेारास ासकीय/शिनांमासकीय/सहेंकारी संथीेमध्ये शिकंा शिश्रामगृहेंाती/ राज्य अशितीथीगृहेंाती शिकंा ३/४/५ तीारांशिकती हेंॉटाेलामध्ये शिकमानां २ े काम केल्याचा अनांभा आहेंे.

(ग) खानांसामा या पाच्या एकू पसंख्येसाठी, पोन्नांतीनांे नांामशिनांेनांानांे शिनांयंक्ती ेण्याचाे प्रमा हेंे अनांक्रमे ७०:३० असे राहेंीला.

(अ) जे उमेार माध्यशिमक ालांती प्रमापत्रा (एस.एस.सी.) परीा उत्ती आहेंेती, आशि (ब) ज्या उमेारांनांी ासनांमान्य संथीेकडाूनां गृहें व्यथीापनां/अन्नां उत्पानां/खानांपानां /हेंॉटाेला मॅनांेजमंटा या ेत्रातीला ासनां मान्यतीाप्राप्ती पी शिकंा पशिका शिकंा शिकमानां १ ाचा प्रमापत्रा अभ्यासक्रम पू केला आहेंे, आशि

(iii) अनुभाव :—

(अ) ज्या उमेारास ासकीय/शिनांमासकीय/सहेंकारी संथीेमध्ये शिकंा राज्य अशितीथीगृहेंाती शिकंा ३/४/५ तीारांशिकती हेंॉटाेलामध्ये काम केल्याचा शिकमानां १ ाचा अनांभा आहेंे.

(११) डिकचान हाेल्परा, गट- या पार शिनांयंक्ती पंढीला अटाी पू कराऱ्या शिनांडा सशिमती मार्फती घेण्याती येाऱ्या पधात्मक परीेच्या शिनांकालाच्या आधारे शिर्फारस करण्याती आलाेल्या उमेारांमधाूनां नांामशिनांेनांानांे—

(१३) स्टोअरामन, गट- या पार शिनांयंक्ती पंढीला अटाी पू कराऱ्या शिनांडा सशिमती मार्फती घेण्याती येाऱ्या पधात्मक परिरेच्या शिनांकालाच्या आधारे शिर्फारस करण्याती आलाेल्या उमेारांमधाूनां नांामशिनांेनांानांे—

(i) वयोमयाषदेा:-

(अ) शिकमानां योमया- अठीरा े पू.

(ii) डिकमान शाैक्षडिणक पात्रतेा :—

(अ) जे उमेार माध्यशिमक ालांती प्रमापत्रा (एस.एस.सी.) परीा उत्ती आहेंेती, आशि (ब) ज्या उमेारांनांी ासनांमान्य संथीेकडाूनां भांडार व्यथीापनां/गृहें व्यथीापनां/अन्नां उत्पानां/खानांपानां/ हेंॉटाेला मॅनांेजमंटा या ेत्रातीला ासनां मान्यतीाप्राप्ती पी शिकंा पशिका शिकंा शिकमानां १ ाचा प्रमापत्रा अभ्यासक्रम पू केला आहेंे, आशि

(iii) अनुभाव :—

(१४) डिहांदेी व मराठेी भार्षा पराीक्षेबुाबुतेचाी तेरातेूदे—

(क) शिनांयम ३ तीे ८ येथीे नांमू केलाेल्या पांर पोन्नांतीनांे शिनांयंक्ती हेंोाऱ्या व्यक्तीनांे, पोन्नांतीपूी शिहेंी भा परीा मराठी भा परीा या ोन्हेंी परीांसंभाती मराठी भा शिभागानांे ेळोेळी केलाेल्या शिनांयमांनांसार, शिहेंी भा मराठी भा परीा अगोरचा उत्ती केलाेलाी असे अथीा उत्ती हेंोण्यापासूनां सूटा शिमळशिलाेलाी असे आश्यक राहेंीला. अन्यथीा, शिनांयम ३ तीे ८ येथीला पार पोन्नांती अनांज्ञाेय ठीरार नांाहेंी.

भाग चार-अ–२६ महाराष्ट्र शासन राजपत्र भाग चारा-अ, गुरुवारा ते बुधवारा डिसंबुरा ५-११, २०२४/अग्रहायण १४-२०, शाके १९४६ (खा) शिनांयम ८ येथीे नांमू केलाेल्या पार नांामशिनांेनांाद्वारे शिनांयंक्ती हेंोाऱ्या व्यक्तीनांे शिहेंी भा परीा मराठी भा परीा या ोन्हेंी परीांसंभाती मराठी भा शिभागानांे ेळोेळी केलाेल्या शिनांयमांनांसार, शिहेंी भा मराठी भा परीा उत्ती केलाेलाी नांसेला अथीा उत्ती हेंोण्यापासूनां सूटा शिमळशिलाेलाी नांसेला तीर, शिनांयंक्तीनांतीर संबंशिधाती शिनांयमाती नांमू केलाेल्या शिशिहेंती मंतीती शिहेंी भा मराठी भा परीा उत्ती हेंोे आश्यक राहेंीला. त्याचाप्रमाे शिशिहेंती मंतीती शिहेंी भा मराठी भा परीा उत्ती नां झाल्यास सर परीा उत्ती हेंोईपयती ाशिक ेतीनांाढी अनांज्ञाेय राहेंार नांाहेंी. तीसेचा रिरष्ठी पार पोन्नांती अनांज्ञाेय राहेंार नांाहेंी.

(१५) संगणक अहाषतेा प्रामाणपत्राबुाबुतेचाी तेरातेूदे—

(क) शिनांयम ३ तीे ८ येथीला पांर पोन्नांतीनांे शिनांयंक्ती हेंोाऱ्या व्यक्तीनांे, पोन्नांतीपूी संगक अहेंतीा प्रमापत्रांसंभाती ासनांानांे ेळोेळी केलाेल्या शिनांयमांनांसार, संगक अहेंतीा प्रमापत्रा धार करे अथीा सामान्य प्रासनां शिभाग (माशिहेंती तींत्राज्ञानां) यांनांी ेळोेळी ासनां आेाद्वारे नांमू केलाेल्या संगक/माशिहेंती तींत्राज्ञानां शियक परीा उत्ती हेंोे अथीा सामान्य प्रासनां शिभागानांे ेळोेळी ासनां आेानांसार शिनांस्तिश्चाती केलाेल्या योमयाेनांसार संगक अहेंतीा प्रमापत्रा सार करण्यापासूनां सूटा शिमळशिलाेलाी असे आश्यक राहेंीला. अन्यथीा, शिनांयम ३ तीे ८ येथीला पार पोन्नांती अनांज्ञाेय ठीरार नांाहेंी.

(खा) शिनांयम ८ येथीला पांर नांामशिनांेनांाद्वारे शिनांयंक्ती हेंोाऱ्या व्यक्तीनांे, संगक अहेंतीा प्रमापत्रांसंभाती ासनांानांे ेळोेळी केलाेल्या शिनांयमांनांसार, शिनांयंक्तीपूी संगक अहेंतीा प्रमापत्रा धार केलाेलाे नांसल्यास, याबाबतीच्या शिनांयमाती नांमू केलाेल्या शिशिहेंती मंतीती सर प्रमापत्रा धार करे आश्यक राहेंीला. त्याचाप्रमाे शिशिहेंती मंतीती प्रमापत्रा धार नां केल्यास, सर संगक प्रमापत्रा धार करेपयती ाशिक ेतीनांाढी अनांज्ञाेय राहेंार नांाहेंी. तीसेचा रिरष्ठी पार पोन्नांती अनांज्ञाेय राहेंार नांाहेंी.

(१६) लेहान कुटं

ंबुाच्या प्राडितेज्ञापनाबुाबुतेचाी तेरातेूदे-

(क) शिनांयम ८ तीे १३ येथीे नांमू केलाेल्या पांर नांामशिनांेनांाद्वारे शिनांयंक्ती हेंोाऱ्या व्यक्तीनांे, महेंाराष्ट्रा नांागरी सेा बाचाे प्रशितीज्ञापनां) शिनांयम, २००५ मधाीला तीरतीूीनांसार त्याबाबती ेळोेळी करण्याती येाऱ्या शिनांयमांनांसार, (लाहेंानां कुटां शिनांयंक्तीच्या ेळी लाहेंानां कुटां बाचाे प्रशितीज्ञापनां सार करे आश्यक राहेंीला.

(खा) तीसेचा लाहेंानां कुटां बाचाे प्रशितीज्ञापनां सार करतीानांा त्यामध्ये ोनां पेा अशिधाक अपत्य शिनांयंक्तीच्या ेळेस हेंयाती असल्यास संबंशिधाती उमेार ासकीय शिनांयंक्तीसाठी अपात्रा राहेंीला. तीसेचा यासंभाती ेळोेळी शिनांगशिमती हेंोारे ासनां आे लागू राहेंतीला.

(ग) ासकीय सेती शिनांयंक्तीनांतीर, जर शिनांयंक्तीच्या ेळी ोनां शिकंा त्यापेा अशिधाक अपत्य असल्याचाे शिनांनांास आल्यास त्यांच्या सेा समाप्ती करण्याती येतीला.

(१७) बुदेलेीबुाबुतेचाी तेरातेूदे—

शिनांयम ३ तीे १३ येथीला पार शिनांयंक्ती हेंोाऱ्या व्यक्ती सामान्य प्रासनां शिभागांतीगती राजशिष्टाचार कायासनांाच्या अशिधानांती असलाेल्या एका राज्य अशितीथीगृहेंातीूनां ंसऱ्या राज्य अशितीथीगृहेंाती बलाीस पात्रा असतीला.

(१८) शासकीय सेवेते प्रावेशा केल्यानंतेरा सेवाडिवर्षयक अन्य आदेशा/डिनयम लेागू हाोतेीले.—

ासकीय सेतीला शिनांयंक्तीसाठी या शिनांयमांद्वारे शिशिहेंती करण्याती आलाेल्या अटाी तींचाी पूतीतीा करे आश्यक आहेंे. सर शिनांयमांनांसार ासकीय सेती शिनांयंक्ती झाल्यानांतीर, संबंशिधाती ासकीय कमचाऱ्यास, ासकीय सेच्या कालाधाीती, महेंाराष्ट्रा नांागरी सेा शिनांयम, तीसेचा सेाशियक बाबंसंभाती राज्य ासनांानांे ेळोळी अशिधाशिनांयम/अशिधासूचानांा/ासनां शिनांय/ ासनां आेाद्वारे शिनांगशिमती केलाेलाे अन्य शिनांयम लागू राहेंतीला.

No. SGH-1012/C.R.19/Rashi-2.— In exercise of the powers conferred by the proviso to article 309 of the Constitution of India and in supersession of all existing rules (No.SGH-1006/C.R.28/2006/31, dated 12.09.2007), orders or instruments issued in this behalf. the Governor of Maharashtra is hereby, pleased to make the following rules regulating recruitment the posts of the Manager Group-B (Non Gazetted), Assistant Manager (Administration), Assistant Manager (Service), Assistant Manager (Kitchen), Chief Butler, Bhandarpal (Group-C), Khansama, Butler, Kitchen Helper, Peon and Storeman (Group-D) in the State Guest House, under the control of General Administration Department (Protocol Division) of the Government of Maharashtra namely :—

1. These rules may be called the Manager Group - B (Non Gazetted), Assistant Manager (Administration), Assistant Manager (Service), Assistant Manager (Kitchen), Chief Butler, Bhandarpal (Group-C), Khansama, Butler, Kitchen Helper, Peon, Storeman (Group-D) in the State Guest House, under the control of General Administration Department (Protocol Division) of the Government of Maharashtra (Recruitment) Rules, 2024.

2. In these rules, unless the context requires otherwise,—

(a) "Government" means the Government of Maharashtra;

(b) "General Administration Department" means the General Administration Department specified in the First Schedule appended to the Maharashtra Government Rules of Business made under article 166 of the Constitution of India;

(c) "Protocol Division" means the Protocol Division under the administrative control of the General Administration Department;

(d) "State Guest House" means the Guest Houses, Sahyadri, Highmount, Nandagiri and Kalanagar under the administrative control of the General Administration Department (Protocol Division), Government of Maharashtra;

(e) "Selection Committee" means the Selection Committee constituted from time to time by the Government for the purpose of selection of candidates for direct recruitment to the posts of Group-B (Non Gazetted), Group–C and Group- D in the Government service;

(f) "Degree" means a degree of any discipline of a statutory university or any other qualification, as may be declared by the Government to be equivalent thereto;

(g) "Diploma" means a diploma of any discipline of All India Council for Technical Education or any other qualification as may be declared by the Government to be equivalent thereto;

(h) "Higher Secondary School Certificate Examination" means the Higher Secondary School Certificate Examination conducted by the Divisional Board established under the Maharashtra Secondary and Higher Secondary Education Boards Act, 1965 (Mah . XLI of 1965) and any other examination as may be declared by the Government to be equivalent thereto;

(i) "Secondary School Certificate Examination" means the Secondary School Certificate Examination conducted by the Divisional Board established under the Maharashtra Secondary and Higher Secondary Education Boards Act, 1965 ( Mah. XLI of 1965 ) and any other examination as may be declared by the Government to be equivalent thereto;

(j) "Recognised institution" means the All India Council for Technical Education, National Council of Hotel Management and Food and Beverage Technology and other institutions recognized by the State Government;

(k) "Eligibility for promotion" means the eligibility for promotion in accordance with the terms and conditions specified for promotion in rules, resolutions or orders issued by the General Administration Department of the Government, from time to time;

3. Appointment to the post of Manager, Group-B (Non-Gazetted) shall be made by promotion of a suitable person having eligibility for promotion and having not less than three years regular and continuous service on the post of Assistant Manager (Administration) Group C or Assistant Manager (Service) Group C or Assistant Manager (Kitchen) Group C and possesses a Degree, on the basis of seniority from amongst the persons holding the said post.

4. Appointment to the post of Assistant Manager (Administration), Group-C shall be made by promotion of a suitable person having eligibility for promotion and having not less than three years regular and continuous service on the post of Clerk-typist or Bhandarpal Group-C and possesses a Degree, on the basis of combined seniority, from amongst the persons holding the said post.

5. Appointment to the post of Assistant Manager (Service), Group C shall be made by promotion of a suitable person having eligibility for promotion and having not less than three years regular and continuous service on the post of Chief Butler Group C, on the basis of seniority, from amongst the persons holding the said post.

6. Appointment to the post of Assistant Manager (Kitchen), Group C shall be made by promotion of a suitable person having eligibility for promotion and having not less than three years regular and continuous service on the post of Khansama Group-D, on the basis of seniority, from amongst the persons holding the said post.

7. Appointment to the post of Bhandarpal, Group C shall be made by promotion of a suitable person having eligibility for promotion and having not less than three years regular and continuous service on the post of Storeman Group-D, and possess a Degree, on the basis of seniority, from amongst the persons holding the said post.

provided that, person holding the post of Storeman and possessing qualification as prescribed in clause (ii)(A) of rule 13 of these rules, shall be considered for promotion for the period of five years from the date of publication of these rule in the Official Gazette.

8. Appointment to the post of Chief Butler, Group C shall be made either,—

(a) by promotion of a suitable person having eligibility for promotion and having not less than three years regular and continuous service on the post of Butler Group D on the basis of seniority, from amongst the persons holding the said post;

Provided that, this rule deemed to be applicable with effect from dt.12.09.2007, to such persons who are working on the post of Butler and have not promoted till the enforcement of these Recruitment Rules; or

(b) by nomination from amongst the candidates recommended by the Selection Committee on the basis of results of Competitive Examination conducted therefor and who fulfills the following criteria, namely :—

(i) Age limit.—

(A) Lower age limit - Not less than eighteen years.

(B) Upper age limit - Not more than thirty-eight years of age for the persons not belonging to reserved categories and forty-three years of age for the persons belonging to reserved categories.

(C) Calculation of age limit - As on last date of receipt of application mentioned in the advertisement, the candidate must possess the minimum and maximum age limit as mentioned in the advertisement.

(ii) Minimum Educational Qualification:-

(A) passing of Higher Secondary School Certificate Examination; and possess a Degree or Diploma or minimum one year certificate course in Catering Services or Housekeeping or Hotel Management from a Government recognised institution;

(iii) Experience :—

(A) a person who is working in Government or Semi Government or Co- operative Organization; or State Guest House or having minimum two years working experience in three or four or five star hotel.

(c) For the total strength of the post of Chief Butler, the ratio of appointment by promotion and nomination will be 70:30.

9. Appointment to the post of Khansama, Group-D, shall be made either :—

(a) by promotion of a suitable person having eligibility for promotion and having not less than three years regular and continuous service on the post of Kitchen Helper Group-D, on the basis of seniority from amongst the persons holding the said post; or

(b) by nomination from amongst the candidates recommended by the Selection Committee on the basis of results of Competitive Examination conducted therefor and who fulfils the following criteria, namely :—

(i) Age limit—

(A) Lower age limit - Not less than eighteen years.

(B) Upper age limit - Not more than thirty-eight years of age for the persons not belonging to reserved categories and forty-three years of age for the persons belonging to reserved categories.

(ii) Minimum Educational Qualification :—

(A) passing of Higher Secondary School Certificate Examination; and (B) possess a Degree or Diploma or minimum one year certificate course in Food and beverage or Catering Services or Hotel Management from a Government recognised institution; and

(iii) Experience :—

(A) a person who is working in Government or Semi Government or Co-operative Organization; or State Guest House or having minimum two years working experience in three or four or five star hotel.

10. Appointment to the post of Butler, Group-D, shall be made by nomination from amongst the candidates recommended by the Selection Committee on the basis of results of Competitive Examination conducted therefor and who fulfils the following criteria, namely :—

(i) Age limit.—

(A) Lower age limit - Not less than eighteen years.

(B) Upper age limit - Not more than thirty-eight years of age for the persons not belonging to reserved categories and forty-three years of age for the persons belonging to reserved categories.

(ii) Minimum Educational Qualification.—

(B) possess a Degree or Diploma or minimum one year certificate course in Catering Services or Housekeeping or Hotel Management from a Government recognised institution:

(iii) Experience .—

(A) a person who is working in Government or Semi Government or Co-operative Organization ; or State Guest House or having minimum one year working experience in three or four or five star hotel.

11. Appointment to the post of Kitchen Helper, Group-D, shall be made by nomination from amongst the candidates recommended by Selection Committee on the basis of results of Competitive Examination conducted therefor and who fulfils the following criteria, namely :—

(i) Age limit.—

(A) Lower age limit - Not less than eighteen years.

(B) Upper age limit - Not more than thirty-eight years of age for the persons not belonging to reserved categories and forty-three years of age for the persons belonging to reserved categories.

(ii) Minimum Educational Qualification.—

(A) passing of Secondary School Certificate Examination; and

(iii) Experience.—

(A) a person who is working in Government or Semi Government or Co-operative Organization ; or State Guest House or having minimum one year working experience in three or four or five star hotel.

12. Appointment to the post of Peon, Group-D, shall be made by nomination from amongst the candidates recommended by Selection Committee on the basis of results of Competitive Examination conducted therefor and who fulfils the following criteria, namely :—

(i) Age limit.—

(A) Lower age limit - Not less than eighteen years.

(B) Upper age limit - Not more than thirty-eight years of age for the persons not belonging to reserved categories and forty-three years of age for the persons belonging to reserved categories.

(ii) Minimum Educational Qualification.—

(A) passing of Secondary School Certificate Examination;

13. Appointment to the post of Storeman, Group-D shall be made by nomination from amongst the candidates recommended by Selection Committee on the basis of results of Competitive Examination conducted therefor and who fulfils the following criteria, namely :—

(i) Age limit—

(A) Lower age limit - Not less than eighteen years.

(B) Upper age limit - Not more than thirty-eight years of age for the persons not belonging to reserved categories and forty-three years of age for the persons belonging to reserved categories.

(ii) Minimum Educational Qualification.—

(A) passing of Secondary School Certificate Examination; and

(B) possess a Degree or Diploma or minimum one year certificate course in Store Keeping or Catering Services or Housekeeping or Hotel Management from a Government recognised institution.

( iii ) Experience.—

(A) An experience of working in Government or Semi Government or Co-operative Organization : or State Guest House or minimum one years working experience in three or four or five star hotel.

14. (A) A person to be appointed to the post mentioned in rule 3 to 8 by promotion shall pass the Marathi and Hindi languages examinations as per the rules made or orders issued in that behalf by the Government, from time to time, unless he has already passed or has been exempted from passing those examinations before getting promoted to the said post.

(B) A person appointed to the post mentioned in rule 8 by nomination shall pass the Marathi and Hindi languages examinations as per the rules made or order issued in that behalf by the Government, from time to time , within the prescribed time limit after appointment , unless he has already passed or has been exempted from passing those examinations . He shall not be eligible for annual increment or promotion to the next promotional post until he passes these examinations.

15. (A) A person to be appointed to the post mentioned in rule 3 to 8 by promotion shall possess a Certificate of Computer Operations prescribed by rules made or orders issued in that behalf by the Government , from time to time, unless he has been exempted therefrom before getting promoted to the said post.

(B) A person appointed to the post mentioned in rule 8 by nomination shall possess a Certificate of Computer Operations prescribed by the Government, from time to time, within the prescribed time limit after appointment, unless he has been exempted from possessing such Certificate of Computer Operations, otherwise he shall not be eligible for annual increment or promotion to the next promotional post until he possess the same.

16. (A) A person recommended for appointment by nomination to the post mentioned in rule 8 to 13 shall submit a Declaration of Small Family as per the provisions of the Maharashtra Civil Services (Small Family Declaration) Rules, 2005 or any other rules, orders or any instruments issued in this behalf by the Government, from time to time.

(B) A person having more than two children on the date of submission of Declaration of Small Family shall be disqualified for the appointment in the Government Service.

(C) After appointment of a person in the Government service, if it is proved that he has more than two children at the time of appointment or thereafter , then he shall be disqualified for continuing on the said post in the Government service.

17. A person appointed to the posts mentioned in rule 3 to 13 shall be liable to transfer in any State Guest House under the administrative control of the General Administration Department (Protocol Division), of the Government of Maharashtra.

18. The terms and conditions specified by the Government, subsequent to the appointment of any Government Servant in any rules, orders or resolutions issued in this behalf by the Government, from time to time, shall also be applicable to the Government servant.
