आदि ज्याअर्थी, उक्त अदिदिनांयमंाच्या कलमं ३१(१) अन्ये शासेंनांानांे नांगरदिकासें दिभागाकील अदिसेंूचनांा क्र. बीबीआर- १०९२/६०/प्र.क्र.-६/९२/नांदि-११, दिनांांक ३ जूनां २००० अन्ये शासेंनांानांे उक्त क्षेत्रासेंाठी उक्त प्रादिकरानांे शासेंनांासें सेंार केलेला सेंारिरत प्रारुपी दिकासें योजनांा (यापींढे ज्याचा उल्लेख " उक्त दिकासें योजनांा " असेंा करण्यात आलेला आहाे) उक्त अदिसेंचनांेसेंोबतच्या पीरिरदिशाष्ठी-I मंील सेंारेसेंहा मंजूर केली असेंूनां, पीरिरदिशाष्ठी-II मंील सेंारभाूत स्रुपीाचे फेरबल मंजूरीतूनां गळलेले आहाे ;
आदि ज्याअर्थी, शासेंनांानांे नांगरदिकासें दिभागाकील अदिसेंूचनांा क्र. बीबीआर- १०९२ / ६० / प्र.क्र.-६/ ९२२/ नांदि-११, दिनांांक १७ मंाचग २००१ अन्ये शासेंनांानांे उक्त क्षेत्रासेंाठीच्या उक्त दिकासें योजनांेच्या मंजंरीतूनां गळलेल्या सेंारभाूत स्रुपीाचे फेरबलांसें (ई.पी.) उक्त प्रादिकरानांे बनांदिलेल्या सेंारिरत प्रारुपी दिकासें अहालासें मंजंरी दिली आहाे ;
आदि ज्याअर्थी, उक्त क्षेत्रातील बहांतांशा: भागाचा दिकासें पींग झाला आहाे आदि सेंर क्षेत्रासेंाठी उक्त प्रादिकराची " दिशाेष दिनांयोजनां प्रादिकर " म्हाूनां दिनांयंक्ती करण्याचे उदिष्टी पीूग झाले असेंल्यानांे शासेंनांानांे अदिसेंूचनांा क्र. दिटीपीबी - ४३१९/प्र. क्र. १८८/२०१९/नांदि-११, दिनांांक १४ ऑक्टीोबर २०२२ द्वारे उक्त क्षेत्रा उक्त अदिदिनांयमंाच्या कलमं ४० (१) (क) नांसेंार 'अदिसेंूदिचत क्षेत्रा' म्हाूनां र केले असेंूनां उक्त प्रादिकराची कलमं ४० (१) (क) नांसेंार दिशाेष दिनांयोजनां प्रदिकर म्हाूनां केलेली दिनांयंक्ती र भाग एक (को.दि.पीं.)-९३-१२ महाराष्ट्र ासन राजपत्र असारण भाग एका–काोकाण विभागीयो पुरणी, विसंबर १५, २०२५/अग्रहायोण २४, काे १९४७ करण्यात आली आहाे आदि उक्त क्षेत्रा स्र्थीादिनांक प्रादिकर म्हाूनां बृहान्मं कलमं २(१९) नांसेंार यापींढे बृहान्मं
ंबई मंहानांगरपीादिलकेच्या हाीत येत असेंल्यानांे, उक्त अदिदिनांयमंाच्या ंबई मंहानांगरपीादिलका उक्त क्षेत्रासेंाठी दिनांयोजनां प्रादिकर म्हाूनां कामं पीादिहाल, असेंे नांमंू केले आहाे ;
आदि ज्याअर्थी, शासेंनांानांे दिनांगय क्र. टीपीबी ४३१९/प्र.क्र. १८८/२०१९/नांदि-११, दिनांांक २० मंाचग २०२३ रोजी उक्त अदिदिनांयमंाच्या कलमं १५४ अन्ये बृहान्मं ंबई मंहानांगरपीादिलका अदिकार क्षेत्रातील उक्त दिकासें योजनांेची उक्त अदिदिनांयमंाच्या कलमं ३८ अंतगगत फेरतपीासेंी (Revision) करण्यासेंाठी उक्त अदिदिनांयमंाच्या कलमं २३ ते ३० अंतगगत ैादिनांक कायगाहाी करण्यासेंाठी उक्त प्रादिकरासें ैादिनांक कायगाहाी करण्यासेंाठी प्रादिकृत करण्याचे दिनांेशा दिले आहाेत ;
आदि ज्याअर्थी, उक्त प्रादिकरानांे आपील्या दिनांांक १२ दिसेंबर २०२३ रोजी झालेल्या १५५ व्या बैठीकीमंध्ये ठीरा क्रमंांक १६६० अन्ये उक्त क्षेत्राच्या उक्त दिकासें योजनांेच्या फेरतपीासेंीसेंाठी (Revision) उक्त अदिदिनांयमंाच्या कलमं २३ ते ३० अंतगगत ैादिनांक कायगाहाी पीूग करूनां, शासेंनांासें सेंारिरत प्रारुपी दिकासें योजनांा मंजूरीसेंाठी सेंार करण्यासेंाठी, तसेंेच फेरतपीासेंी करण्यासेंबंी इतर आश्यक सेंग बाबंसेंाठी मंहानांगर आयंक्त, मं ंबई मंहानांगर प्रेशा दिकासें प्रादिकर यांनांा प्रादिकृत करण्यासें मंान्यता दिलेली आहाे ;
आदि ज्याअर्थी, उक्त अदिदिनांयमंा अन्ये प्राप्त अदिकारांचा ापीर करूनां उक्त प्रादिकरानांे उक्त क्षेत्राच्या दिकासें योजनांेच्या फेरतपीासेंी (Revision) करण्यासेंाठी उक्त अदिदिनांयमंाच्या कलमं २३ (१) अंतगगत (उक्त अदिदिनांयमंाच्या कलमं ३८ सेंहा) दिकासें योजनांा ( यापींढे ज्याचा उल्लेख " उक्त दिकासें योजनांा " असेंा केला आहाे) तयार करण्याचा इरा दिनांांक १२ फेब्रुंारी, २०२४ रोजीच्या ासकाीयो राजपत्रात तसेंेच स्र्थीादिनांक ृत्तपीत्रात प्रदिसेंद्ध केला आहाे;
आदि ज्याअर्थी, उक्त प्रादिकरानांे आपील्या दिनांांक २४ सेंप्टींबर २०२४ रोजी झालेल्या १५८ व्या बैठीकीमंध्ये ठीरा क्रमंांक १७२० अन्ये उक्त क्षेत्राच्या अन्ये उक्त क्षेत्राच्या उक्त दिकासें योजनांेच्या फेरतपीासेंीबाबत (Revision) उक्त अदिदिनांयमंाच्या कलमं २६ २८ अन्ये ैादिनांक कायगाहाी पीूग करुनां, प्रारुपी दिकासें योजनांा अहाल प्रदिसेंद्ध करण्यासेंभागत मंा. मंहानांगर आयंक्त, मं ं.मं.प्र.दि.प्रा. यांनांा प्रादिकृत करण्यासें मंान्यता दिलेली आहाे; आदि ज्याअर्थी, उक्त प्रादिकरानांे उक्त अदिदिनांयमंाच्या कलमं २५ अन्ये उक्त क्षेत्राचे सेंेक्षे करूनां, उक्त प्रारूपी दिकासें योजनांा तयार करूनां उक्त अदिदिनांयमंाच्या कलमं २६(१) अन्ये त्याबाबतची सेंूचनांा महाराष्ट्र ासन राजपत्रात दिनांांक ७ ऑक्टीोबर २०२४ रोजी सेंूचनांा / हारकती मंागदिण्यासेंाठी प्रदिसेंद्ध केली आहाे ;
आदि ज्याअर्थी, उक्त प्रारूपी दिकासें योजनांेर दिदिहात मंतीत आलेल्या हारकती सेंूचनांांचा दिचार करूनां उक्त अदिदिनांयमंाच्या कलमं २८(२) नांसेंार स्र्थीापीनां केलेल्या दिनांयोजनां सेंदिमंतीनांे दितचा अहाल दिनांयोजनां प्रादिकराके i.e. बृहान्मं ंबई मंहानांगरपीादिलकेके दिनांांक १६ फेब्रुंारी २०२४ रोजी सेंार केला आहाे सेंर पीत्राची प्रत उक्त प्रादिकरासें अग्रेदिषत केली आहाे; आदि ज्याअर्थी, बृहान्मं ंबई मंहानांगरपीादिलकेनांे त्यांचेकील दिनांांक २९ ऑगस्टी २०२५ रोजीच्या पीत्राद्वारे सेंर अहाल उक्त प्रादिकरासें पींढेील आश्यक कायगाहाीसेंाठी अग्रेदिषत केला आहाे ;
आदि ज्याअर्थी, उक्त प्रादिकरानांे उक्त अदिदिनांयमंाच्या कलमं २८ (४) अन्ये उक्त प्रारूपी दिकासें योजनांेत काहाी बल करूनां, या बलांसेंहा (यापींढे "उक्त फेरबल" असेंे सेंबोदिलेले आहाे) उक्त प्रारूपी दिकासें योजनांा, उक्त अदिदिनांयमंाच्या कलमं २८ (४) अन्ये जनांतेच्या अलोकनांार्थीग प्रदिसेंद्ध केली असेंूनां, त्याबाबतची सेंूचनांा महाराष्ट्र ासन राजपत्रात दिनांांक ३ ऑक्टीोबर २०२५ रोजी प्रदिसेंद्ध केली आहाे ;
आदि ज्याअर्थी, उक्त अदिदिनांयमंातील कलमं ३० मंील उपी कलमं (१) मंील तरतंीनांसेंार उक्त प्रादिकरानांे उक्त प्रारूपी दिकासें योजनांा उक्त फेरबलांसेंहा शासेंनांासें पीत्रा क्र.७४५, दिनांांक ३ ऑक्टीोबर २०२५ अन्ये मंजूरीस्त सेंार केली आहाे ;
आदि ज्याअर्थी, उक्त अदिदिनांयमंाच्या कलमं ३१(१) मंील तरतंीनांसेंार उक्त प्रारूपी दिकासें योजनांेबाबत आश्यक त्या चौकशाीनांतर तसेंेच सेंचालक, नांगररचनांा, मंहाराष्ट्र राज्य, पींे यांचेशाी सेंल्लामंसेंलत केल्यानांतर उक्त प्रारुपी दिकासें योजनांा सेंोबत जोलेल्या पीरिरदिशाष्टी-अ मंील फेरबलांसेंहा मंजूर करे आश्यक आहाे, असेंे शासेंनांाचे मंत झाले आहाे.
महाराष्ट्र ासन राजपत्र असारण भाग एका–काोकाण विभागीयो पुरणी, विसंबर १५, २०२५/अग्रहायोण २४, काे १९४७ ३आता त्योाअर्थी, उक्त अविविनयोमाच्योा कालम ३१(१) मील तरतुदेीनुसार तसेच इतर अनुर्षंविगका क्तंचा ापर कारून
ासन खालीलप्रामाणे आदे पारीत कारीत आहाे :-
(अ) उक्त प्रादिकरानांे सेंार केलेल्या बॅकबे रिरक्लेमंेशानां स्कीमंच्या ब्लॉक III, IV, V आदि VI या क्षेत्रासेंाठीचे उक्त प्रारुपी दिकासें योजनांेसें सेंोबतच्या पीरिरदिशाष्टी-अ मंील फेरबलासेंहा तसेंेच शासेंनां नांगर दिकासें दिभागाकील सेंमंक्रमंांकाची सेंूचनांा दिनांांक १५ दिसेंबर २०२५ सेंोबतचे पीरिरदिशाष्टी-ब मंील सेंारभाूत स्रुपीाचे बल गळूनां, खालील दिटीपी सेंहा शासेंनांाची मंजंरी ेण्यात येत आहाे.
(ब) बॅकबे रिरक्लेमंेशानां स्कीमंच्या ब्लॉक III, IV, V आदि VI या क्षेत्रासेंाठीची मंजूर दिकासें योजनांा, सेंर अदिसेंूचनांा ासन राजपत्रात प्रदिसेंद्ध झाल्याच्या दिनांांकापीासेंूनां, ३० दिसेंानांतर अंमंलात येईल.
(क) शासेंनांानांे अदिसेंूचनांा क्र. टीपीबी-४३१७/६२९/प्र.क्र.११८/२०१७/दि.पी./नांदि-११, दिनांांक ८ मंे २०१८ अन्ये ंबई मंहानांगरपीादिलकेची दिकासें दिनांयंत्रा प्रोत्सेंाहानां दिनांयमंाली-२०३४ त्यामंध्ये ेळोेळी करण्यात येाऱ्या मंजूर केलेली बृहान्मं सेंारांसेंहा उक्त मंजूर दिकासें योजनांेसें लागू राहाील.
विप :—
1. The reservations / allocations / designations which do not appear in the SCHEDULE-A and SCHEDULE-B appended hereto, are hereby sanctioned for the respective purposes as designated in the sanctioned Development Plan of Back Bay Reclamation Scheme, Block III to VI (BBRS);
2. Areas of reserved sites mentioned in the report of the Development Plan of Back Bay Reclamation Scheme, Block III to VI (BBRS) are approximate and subject to actual measurement on site as per boundaries shown on the Final Development Plan.
3. Boundaries of the Gaothan areas shall be as per revenue village map records.
4. The plot boundaries, Survey Numbers etc. shall be subject to finalization from the concerned Land Records Department.
5. CRZ boundaries shown on the Development Plan are tentative and for informational purpose only and shall be considered modified as finalized by MoEF from time to time.
6. The alignment of Metro Rail shown on Development Plan is provisional and shall be subject to finalization from respective departments.
7. The Development Plan Back Bay Reclamation Scheme, Block III to VI (BBRS) sanctioned by the State Government vide this Notification shall be kept open for inspection by the general public during office hours on all working days for a period of one month from the date of coming into force of this Notification, in the following Offices :—
(i) Chief, Urban Design Division, 3rd floor, New Administrative Building MMRDA, Bandra (E), Mumbai 400 051.
(ii) Chief Engineer (Development Plan), Brihanmumbai Municipal Corporation, Municipal Head Office, Mumbai 400 001.

NOTIFICATION
The MaharashTra regional and Town Planning acT, 1966.
No. TPB-4319/CR.188/2019 (Part-I)/UD-11.—Whereas, the Government of Maharashtra (hereinafter referred to as the 'GoM') vide its Notification No. BBR. 1082 / CR – 140 / 1687 / UD - 1, dated 15th June 1983, promulgated in exercise of its powers conferred by clause (c) of sub-section (1) of section 40 of the Maharashtra Regional and Town Planning Act, 1966 (hereinafter referred to as the 'said Act') appointed Mumbai Metropolitan Region Development Authority (hereinafter referred to as 'MMRDA'), established under MMRDA Act, 1974, to be the Special Planning Authority (hereinafter referred to as 'SPA') for proposals for development of land within the Block – III to VI of Back Bay Reclamation Scheme (hereinafter referred to as 'the said area') within the jurisdiction of Brihanmumbai Municipal Corporation (hereinafter referred to as the 'BMC') ;
And whereas, in accordance with the sub-section (1) of Section 31 of the said Act, the Government in Urban Development Department vide Notification No. BBR. 1092 / 60 / CR - 6 / 92 / UD - 11 dated 3rd June 2000 has sanctioned the Revised Draft Development Plan submitted by MMRDA as shown in schedule – I and with excluded part shown in schedule -II appended to the above said notification; And whereas the GoM vide Notification No. BBR. 1092 / 60 / CR – 6 / 92 / UD-11 dated 17th March 2001 sanctioned the Excluded Part (E.P.) of Development Plan (hereinafter referred to as the 'DP') and Development Plan Report for the said area prepared by MMRDA ;
And whereas, since significant development of the said area has already been done and the purpose of appointment of MMRDA as SPA for the said area is complete, the GoM, vide Notification No. TPB – 4319 / CR188 / 2019 / UD - 11 dated 14th October 2022 has cancelled the said area from Notified area and further withdrawn the appointment of MMRDA as a Special Planning Authority under section 40(1)(c) and since the said area falls within the jurisdiction of BMC as a Local Authority, henceforth the BMC shall act as a Planning Authority under section 2(19) of the said Act ;
And whereas, GoM vide Notification No. TPB – 4319 / CR188 / 2019 / UD - 11 dated 20th March 2023 by exercising the Section 154 of the said Act directed MMRDA to carry out statutory proceedings related to preparation of the development plan under section 23 to 30 of the said Act for Revision of Development Plan of the said area within the jurisdiction of BMC under section 38 of MRTP Act, 1966 ;
And whereas, Mumbai Metropolitan Region Development Authority in its 155th meeting held on 12th December, 2023 has passed a resolution no. 1660 and accorded approval to empower the Metropolitan Commissioner, MMRDA to carry out statutory proceedings related to revision of the development plan under section 23 to 30 of the said Act, submit the revised Draft Development Plan to Government for approval ;
And whereas, in exercise of the powers conferred by the said Act, the MMRDA declared their intention to revise the Development Plan of the said area (hereinafter referred to as "the said Draft Development Plan") as laid down under Section 23 (read along with Section 38) of the said act and notice to that effect was published in the Official Gazette of the Government of Maharashtra on 12th February 2024, as well in the local newspapers ;
And whereas, MMRDA in its 158th meeting held on 24th September, 2024 has passed a resolution No. 1720 and accorded approval to empower the Metropolitan Commissioner, MMRDA to carry out statutory proceedings related to revision of the development plan under section 23 to 28 for publication of the Draft Development Plan of BBRS ; And whereas, MMRDA after carrying out Survey of the said area as required under Section 25 of the said Act and after preparing draft Development Plan for the said area, published a notice in the Maharashtra Government Gazette, dated 7/10/2024 for inviting objections or suggestions in respect of the said Draft Development Plan prepared by it under sub-section (1) of Section 26 of the said Act ;
महाराष्ट्र ासन राजपत्र असारण भाग एका–काोकाण विभागीयो पुरणी, विसंबर १५, २०२५/अग्रहायोण २४, काे १९४७ ७And whereas, after considering the suggestions and objections received in respect of the Draft Development Plan, the Planning Committee, constituted under Section 28(2) of the said Act, submitted its report to the Planning Authority i.e. BMC, dated 7/07/2025; and copy of the said letter is forwarded to MMRDA; And whereas, BMC vide letter dated 29/08/2025 forwarded the said report to MMRDA, for further necessary actions ;
And whereas, MMRDA made certain modifications in the published Draft Development Plan under sub-section (4) of Section 28 of the said Act and published the Draft Development Plan so modified (hereinafter referred to as the "said Modifications") for information of the public under sub-section (4) of Section 28 of the said Act by a notice published in the Maharashtra Government Gazette dated 3rd October 2025 ;
And whereas, in accordance with the provisions of sub-section (1) of Section 30 of the said Act, the said Planning Authority has submitted the said Draft Development Plan vide its letter No. 745, dated 03/10/2025 to the Government for its sanction;
And whereas, in accordance with sub-section (1) of Section 31 of the said Act, after making necessary enquiries and after consulting the Director of Town Planning, Maharashtra State, the Government is of the opinion that, it is necessary to sanction the said Draft Development Plan of Back Bay Reclamation Scheme, Block III to VI (BBRS), along with the modifications shown in SCHEDULE-A appended hereto ;
Now therefore, in exercise of the powers conferred by sub-section (1) of Section 31 of the Said Act and of all other powers enabling it on that behalf, the Government hereby :—
a. Accords its sanction to the said Draft Development Plan of Back Bay Reclamation Scheme, Block III to VI (BBRS), submitted by MMRDA with the modifications appended hereto as specified in SCHEDULE-A read with Notes given below, excluding the substantial modification as specified in SCHEDULE-B appended to Government in Urban Development Department's Notice of even number dated 15/12/2025.
b. Fixes the date after one month of publication of this Notification in the Maharashtra Government Gazette to be the date on which the said Draft Development Plan shall come into force.
c. Development Control and Promotion Regulations-2034 of BMC sanctioned vide Government Notification No.TPB-4317/629/CR-118/2017/DP/UD-l1,dt.08/05/2018 as modified/ amended from time to time shall be applicable to the said final Development Plan.
Note :—
1. The reservations / allocations / designations which do not appear in the SCHEDULE-A and SCHEDULE-B appended hereto, are hereby sanctioned for the respective purposes as designated in the sanctioned Development Plan of Back Bay Reclamation Scheme, Block III to VI (BBRS);
2. Areas of reserved sites mentioned in the report of the Development Plan of Back Bay Reclamation Scheme, Block III to VI (BBRS) are approximate and subject to actual measurement on site as per boundaries shown on the Final Development Plan.
3. Boundaries of the Gaothan areas shall be as per revenue village map records.
4. The plot boundaries, Survey Numbers etc. shall be subject to finalization from the concerned Land Records Department.
5. CRZ boundaries shown on the Development Plan are tentative and for informational purpose only and shall be considered modified as finalized by MoEF from time to time.

7. The Development Plan Back Bay Reclamation Scheme, Block III to VI (BBRS) sanctioned by the State Government vide this Notification shall be kept open for inspection by the general public during office hours on all working days for a period of one month from the date of coming into force of this Notification, in the following Offices :—
(i) Chief, Urban Design Division, 3rd Floor, New Administrative Building MMRDA, Bandra (E), Mumbai 400 051.
(ii) Chief Engineer (Development Plan), Brihanmumbai Municipal Corporation, Municipal Head Office, Mumbai 400 001.
