(एकूण आराजी ४.४० हे. आर .) ( यापुढे "उक्त जागा" असे संबोधले आहे.) आणि ज्याअर्थी, उक्त जागेचा जमीन वापर South B-ADVS001 (Tribal Welfare School) या आरक्षणातून वगळून रहिवास वापर विभागात अंतभर्ुत करणेस्तव महाराष्ट्र प्रादेशिक नियोजन व नगर रचना अधिनियम, १९६६ चे कलम ३७ (१) अन्वये फेरबदल करण्याचे ठरविले आहे. सदर क्षेत्राकरीता नागपूर महानगर प्रदेश विकास प्राधिकरण हे नियोजन प्राधिकरण आहे व यासाठी विषय क्र. २ (vii)/०९/१२/०२/२०२५ अन्वये प्राधिकरणाची मान्यता प्रदान करण्यात आलेली आहे.
५ महाराष्ट्र शासन राजपत्र भाग एक-अ नागपूर विभागीय पुरवणी, जानेवारी २९-फेब्रुवारी ४,२०२६/माघ ९-१५, शके १९४७त्याअर्थी, उपरोक्त फेरबदल दर्शविणारा उक्त विकास योजनेचा भाग नकाशा नागपूर महानगर प्रदेश विकास प्राधिकरण, स्टेशन रोड, सदर, नागपूर - ४४०००१ या कार्यालयात कामकाजाच्या सर्व दिवशी कार्यालयीन वेळेत जनतेच्या निरिक्षणासाठी खुला ठेवण्यात आला आहे. तसेच सदर अधिसूचना प्राधिकरणाच्या www.nmrda.org या संकेतस्थळावर उपलब्ध करून देण्यात येत आहे. तरी नागरीकांना सुचित करण्यात येते की, ही सुचना महाराष्ट्र शासन राजपत्रात प्रकाशित झाल्याच्या तारखेपासून एक महिन्याच्या कालावधीत विकास योजनेतील उपरोक्त फेरबदलाच्या संबंधात ज्या सुचना किंवा हरकती नागपूर महानगर प्रदेश विकास प्राधिकरणाकडे प्राप्त होतील, त्यावर नागपूर महानगर प्रदेश प्राधिकरणाकडून सुनावणी देण्यात येईल. तद्नंतर फेरबदलाचा उक्त प्रस्ताव शासनाकडे मंजूरीस्तव सादर करण्यात येईल.

Modification under Section 37 of Maharashtra Regional and Town Planning Act, 1966
NOTICE
No. D.P. (NMRDA)-Notification-Sec 37-5874-2025.– Whereas, the Development Plan of Nagpur Metropolitan Region Development Authority has been partially sanctioned by the Govt. vide Urban Development Department Notification No. TPS-2416-CR-122(a)-2016-UD-9, dated 05th January, 2018 and came into force from 9th February, 2018. Excluded part of Development Plan has been sanctioned vide Government Notification No. TPS- 2416-CR-122(b)-EP-2016-UD-9, dated 21st February, 2019. (Hereinafter referred to as said Development Plan).
And whereas, in the Sanctioned Development Plan, the said land of Mouza-Vela Harishchan- dra, Tahsil. Nagpur (Gramin), Khasra No. 58 is included in South B-ADVS001 (Tribal Welfare School) and proposed 12.0 M wide road and whereas, Khasra Nos. 59 and 60 are included in South B- ADVS001 (Tribal Welfare School) admeasuring total area of 4.40 hectares. (hereinafter referred to as said Land).
And whereas, as per Section 37(1) of the Maharashtra Regional and Town Planning Act, 1966, Nagpur Metropolitan Region Development Authority has decided to exclude the said land from the reservation and include in the "Residential Zone." The Planning Authority for the said land is Nagpur Metropolitan Region Development Authority. The Authority has passed Resolution No. 2(vii)/09/12/02/2025 to make the aforesaid modification.
Therefore, the part of said Development Plan showing the aforesaid modification are kept open at the office of the Nagpur Metropolitan Region Development Authority, Station Road, Sadar, Nagpur-440001 for inspection by public during office hours on all working days. This Notification shall also be available on the this office website www.nmrda.org The suggestions and objections which may be received to Nagpur Metropolitan Region Development Authority in respect of the said modification to the Development Plan within a period of one month from the date of publication of this notice in the Maharashtra Government Gazette will be heard by the Nagpur Metropolitan Region Development Authority before submitting the said modification proposal, to the State Government for sanction.

ज्याअर्थी, गोंडपिपरी नगर पंचायतीने, नियोजन प्राधिकरण म्हणून, महाराष्ट्र प्रादेशिक नियोजन व नगर रचना अधिनियम, १९६६ चे कलम २६(१) नुसार प्रारूप विकास योजना गोंडपिपरी, पत्र क्र.३४८, दिनांक ०९ ऑगस्ट, २०२३ चे सूचनेद्वारे नागरिकांच्या सूचना/हरकती मागविण्यासाठी प्रसिद्ध केली आहे. सदरची सूचना महाराष्ट्र शासन राजपत्रात नागपूर विभागीय पुरवणी भाग एक-अ, मध्ये दिनांक ०७-१३ सप्टेंबर, २०२३ रोजी प्रसिद्ध झाली आहे ;

आणि ज्याअर्थी, नियोजन समितीने सादर केलेल्या अहवालावर विचारांती उक्त नियोजन प्राधिकरणाने, तो मान्य करून व ती उक्त अधिनियमाच्या कलम ३० नुसार शासनाकडे मंजुरीसाठी सादर करण्यासाठी सर्वसाधारण सभा ठराव क्रमांक २४, दिनांक २७ मे, २०२५ व विशेष सभा ठराव क्रमांक ०३, दिनांक ३० मे, २०२५ पारित केलेला आहे;

त्याअर्थी, उक्त प्रारूप विकास योजनेच्या मसुदयात नियोजन प्राधिकरणाने उक्त अधिनियमाचे कलम २८ (४) नुसार केलेल्या फेरबदलांची/ बदलांची सूची परिशिष्ट "अ" मध्ये नमुद केल्याप्रमाणे, नागरिकांच्या माहितीसाठी प्रसिद्ध करण्यात येत आहे.

एम-४ मौजा गोंडपिपरी, सव्र्हे क्रमांक २८७, २८८ २८९ व २९० वरील आरक्षण क्रमांक २७, क्रीडांगण व जलतरण तलाव वगळण्यात आले व त्याखालील जागा रहिवास विभागात समाविष्ट करण्यात आली.
एम-५ मौजा गोंडपिपरी, सव्र्हे क्रमांक १४६, २२१, ७०६, २२२ व २२४ वरील आरक्षण क्रमांक २२, भाजीपाला मार्केट व मटन मार्केट वगळण्यात आले व त्याखालील जागा रहिवास विभागात समाविष्ट करण्यात आली.
एम-६ मौजा गोंडपिपरी, सव्र्हे क्रमांक ३९८, ३९९, ४००, ४०१ व ३९७/ब १ वरील आरक्षण क्रमांक६, खेळाचे मैदान वगळण्यात आले व त्याखालील जागा रहिवास विभागात समाविष्ट करण्यात आली.
सदर फेरबदल/बदल दर्शविणारा उक्त प्रारूप विकास योजनेचा नकाशा खालील नमूद कार्यालयात, कामकाजाच्या दिवशी, कार्यालयीन वेळेत ३० दिवसांच्या कालावधीकरिता नागरिकांच्या अवलोकनार्थ ठेवण्यात आला आहे.

Whereas, Gondpipri Nagar Panchayat, being Planning Authority, has published the Draft Development Plan Gondpipri u/s 26(1) of the Maharashtra Regional and Town Planning Act, 1966, vide letter No. 348, notice dated 09th Agust, 2023 for inviting suggestions/objections from public. The said Notice is published in Maharashtra Government Gazette of Nagpur Division, Supplement Part 1-A, dated 07th - 13th September, 2023 ;

And whereas, the said Planning Authority after considering the report submitted by Planning Committee, accepted it and passed Resolution No. 24, dated 27th May, 2025 & Resolution No.03, dated 30th May, 2025 to make modifications / changes to the said Plan and to submit the said Plan for sanction to the Government u/s 30 of the said Act;
And whereas, it is necessary to publish the said modifications/changes made in the said Plan for inspection of the public as per section 28(4) of the said Act;
Now, therefore, the list of modifications/changes made u/s 28(4) of the Act, by the said Planning Authority is hereby published as Appendix-A as per the provisions of said Act for information of the public.

महाराष्ट्र प्रादेशिक नियोजन व नगर रचना अधिनियम, १९६६ चे कलम-२१(२), ३४ व कलम-३८ चे अनुषंगाने कलम-२३(१) नुसार नागपूर महानगरपालिका क्षेत्राची मूळ हद्दीची विकास योजना (दुसरी सुधारित) सह वाढीव हद्दीची विकास योजना तयार करण्याचा इरादा जाहीर करणेबाबत.

महाराष्ट्र शासनाद्वारे नागपूर नगरपालिका समितीची स्थापना सन १८६९ मध्ये करण्यात आलेली आहे. सन १९२८ मध्ये, नगरपालिका समितीने नागपूर शहराकरिता " इम्प्रूव्हमेंट ट्रस्ट " तयार करण्याचा ठराव पारित केला असून सन १९३७ मध्ये नागपूर इम्प्रूव्हमेंट ट्रस्ट कायदा, सन १९३६ अंतर्गत नागपूर सुधार प्रन्यासची (नागपूर इम्प्रूव्हमेंट ट्रस्ट) स्थापना करण्यात आली. नागपूर सुधार प्रन्यास या कार्यालयाची स्थापना सन १९३७ साली झाली असून सदर कार्यालय आजतागायत कार्यान्िवत आहे. तद्नंतर सन १९५१ मध्ये नागपूर महानगरपालिकेची स्थापना करण्यात आली आहे. शासन नगर विकास, आरोग्य आणि गृहनिर्माण विभागाचे आदेश क्रमांक टीपीएस-२४६७-१९८६६-एम, दिनांक ०६ ऑक्टोबर, १९६७ अन्वये नागपूर सुधार प्रन्यासला नागपूर महानगरपालिकेच्या क्षेत्राकरिता नियोजन प्राधिकरण म्हणून घोषित केले आहे.
नागपूर शहराची मूळ विकास योजना दिनांक ३ जून, १९७६ रोजी मंजूर झाली असून ती दिनांक ३० जूलै, १९७६ पासून अंमलात आलेली आहे. तद्नंतर नागपूर शहराची पहिली सुधारित विकास योजना महाराष्ट्र प्रादेशिक नियोजन व नगर रचना अधिनियम, १९६६ (यापुढे " उक्त अधिनियम " असे उल्लेखित करण्यात आले आहे) चे कलम-३१(१) च्या तरतूदीनुसार शासनाने नगर विकास विभाग अधिसूचना क्रमांक टिपीएस-२४९६-२६४३-प्र. क्र.-३००(अ)-९७-नवि-९, दिनांक ७ जानेवारी, २००० अन्वये भागश: मंजूर झाली असून, दिनांक ०१ मार्च, २००० पासून अंमलात आली आहे. तसेच, वगळलेल्या भागाची विकास योजना शासन नगर विकास विभाग अधिसूचना क्रमांक टिपीएस-२४००-१६२८- प्र. क्र.-२००-२०००-नवि-९, दिनांक १० सप्टेंबर, २००१ अन्वये मंजूर झाली असून ती दिनांक २१ सप्टेंबर, २००१ पासून अंमलात आलेली आहे.
१० महाराष्ट्र शासन राजपत्र भाग एक-अ नागपूर विभागीय पुरवणी, जानेवारी २९-फेब्रुवारी ४, २०२६/माघ ९-१५, शके १९४७शासन नगर विकास विभाग अधिसूचना क्रमांक टिपीएस. २४०१-८५५-प्र. क्र.-७६-नवि-९, दिनांक २७ फेब्रुवारी, २००२ अन्वये नागपूर सुधार प्रन्यासला सात योजनांचे क्षेत्रासाठी व उर्वरीत क्षेत्राकरिता नागपूर महानगरपालिकेला नियोजन प्राधिकरण म्हणून घोषित केलेले आहे. नगर विकास विभाग अधिसूचना क्रमांक नामपा-२०११-प्र. क्र.१-नवि-२६, दिनांक १४ मे, २०१३ अन्वये मौजा- हुडकेश्वर (बु.) व मौजा-नरसाळा या दोन महसुली गावांचा नागपूर महानगरपालिका क्षेत्रामध्ये समावेश करून नागपूर महानगरपालिका क्षेत्राची हद्दवाढ करण्यात आलेली आहे. शासन नगर विकास विभाग निर्णय क्रमांक टिपीएस-२४१८-८८४-प्र. क्र.८७-२०१९-नवि-०९, दिनांक २७ मे, २०१९ नुसार उक्त अधिनियमाचे कलम-३१(१) अन्वये मौजा-हुडकेश्वर (बु.) व मौजा-नरसाळा गावाच्या विकास योजनेस मंजूरी देण्यास नकार देण्यात आला असून उक्त क्षेत्राची विकास योजना तयार करण्यासाठी नागपूर महानगरपालिकेला निर्देश दिलेले आहेत.
ज्याअर्थी, शासन निर्णय क्रमांक टिपीएस-१८१८-१६४७-प्र. क्र. २५२-१८-नवि-१३, दिनांक १५ ऑक्टोबर, २०१८, उक्त अधिनियमाचे कलम-१५४ अन्वये विकास योजना सुधारित करताना मूळ हद्द व वाढीव हद्दीची विकास योजना एकत्रितरित्या तयार करणे बाबत निर्देेश देण्यात आलेले आहेत ;
ज्याअर्थी, नागपूर महानगरपालिका क्षेत्राची मूळ हद्दीची दुसरी सुधारित विकास योजना तयार करताना मौजा-हुडकेश्वर (बु.) व मौजा-नरसाळा या दोन महसुली गावांचा समावेश झालेल्या वाढीव हद्दीची एकत्रितरित्या विकास योजना तयार करणे क्रमप्राप्त आहे ;
ज्याअर्थी, नगर विकास विभाग अधिसूचना क्रमांक टिपीएस-२४१९-१४१९- प्र. क्र.१५४-२०१९-नवि-९, दिनांक २७ ऑगस्ट, २०१९ अन्वये नागपूर सुधार प्रन्यासच्या कार्यक्षेत्राअंतर्गत असलेल्या सात योजनेकरीता नागपूर महानगरपालिकेला नियोजन प्राधिकरण म्हणून घोषित केलेले होते.
तद्नंतर नगर विकास विभाग अधिसूचना क्रमांक टिपीएस-२४१९-१४१९-प्र. क्र-१५४(भाग-१)-२०१९-नवि-९, दिनांक ९ एप्रिल, २०२१ अन्वये नागपूर महानगरपालिका हद्दीतील नागपूर सुधार प्रन्यासच्या ७ योजनांचे क्षेत्र वगळून स्मार्ट सिटी, नगर रचना परियोजने अंतर्गतचे मौजा-पारडी, भरतवाडा, पुनापूर व भांडेवाडीचे क्षेत्र आणि उर्वरित संपूर्ण क्षेत्राकरिता नागपूर महानगरपालिकेला नियोजन प्राधिकरणाचे अधिकार प्रदान करण्यात आलेले आहेत ;
ज्याअर्थी, उक्त अधिनियमाचे कलम ३८ अन्वये मूळ हद्दीची विकास योजना अंमलात आल्याच्या दिनांकापासून २० वषार्ंच्या कालावधीत उक्त क्षेत्राचा नियोजनबध्द विकास होण्यासाठी किमान एकदा विकास योजना सुधारित करणे आवश्यक आहे ;
ज्याअर्थी, शासन नगर विकास विभागाचे पत्र क्रमांक टिपीएस-२४१९-१४१९-प्र. क्र.१५-२०२५-नवि-९, दिनांक २९ एप्रिल, २०२५ अन्वये व्यापक जनहितार्थ, एकात्िमक नियोजनासाठी व नियोजनाच्या प्रभावी अंमलबजावणीसाठी नागपूर सुधार प्रन्यास अधिकार क्षेत्रात येणाया सात योजना समाविष्ट करून नागपूर शहराची दुसरी सुधारित विकास योजना तयार करण्याची कार्यवाही करणेबाबत नागपूर महानगरपालिकेला निर्देश देण्यात आले आहेत.
ज्याअर्थी, उक्त अधिनियमाचे कलम-२३(१), ३४ व कलम-३८ अन्वये नागपूर महानगरपालिकेने मूळ हद्दीची विकास योजना (दुसरी सुधारित) सह वाढीव हद्दीची विकास योजना तयार करण्याचा इरादा जाहीर करण्यासाठी प्रशासकीय ठराव क्रमांक ११- मनपा-प्रशासक, दिनांक १४ मे, २०२५ अन्वये मान्यता प्रदान केलेली आहे. सदर ठरावान्वये उक्त अधिनियमाच्या तरतूदीनुसार विकास योजनेची संपूर्ण वैधानिक कार्यवाही करणेसाठी आयुक्त, नागपूर महानगरपालिका, नागपूर यांना प्राधिकृत केलेले आहे ;

The Government of Maharashtra established the Nagpur Municipal Committee in the year 1869. In 1928, the Municipal Committee passed a resolution to form an "Improvement Trust" for Nagpur city. Subsequently, the Nagpur Improvement Trust (NIT) was established under the Nagpur Improvement Trust Act, 1936, and has been operational since 1937. Later, the Nagpur Municipal Corporation was established in the year 1951. By the State Government Notification of the Urban Development, Public Health and Housing Department No. TPS-2467-19866-M, dated 06th October, 1967. Nagpur Improvement Trust was declared as the Planning Authority for the Nagpur Municipal Corporation area.
The Development Plan of Nagpur (Original Limit) was sanctioned on 03rd June, 1976 and came into force from 30th July, 1976. Thereafter, the First Revised Development Plan of Nagpur city was partially sanctioned under Section- 31(1) of the Maharashtra Regional and Town Planning Act, 1966 (hereinafter referred to as "the said Act") by the Government vide Urban Development Department Notification No. TPS-2496-2643-CR-300(A)-97-UD-9, dated 07th January, 2000, and came into force from 01st March, 2000. Additionally the Development Plan for the excluded area was sanctioned by the Government vide Notification No. TPS-2400- 1628-CR-200-2000-UD-9, dated 10th Septmeber, 2001 and it came into force from 21st Septmeber, 2001.
Whereas, vide Government, Urban Development Department Notification No. TPS-2401-855-CR-76-UD-9 dated 27th February, 2002, Nagpur Improvement Trust (NIT) was declared as the Planning Authority for seven scheme areas, and the Nagpur Municipal Corporation was declared as the Planning Authority for the remaining areas. Subsequently. vide Government Notification No. NMC-2011-CR.1-UD-26, dated 14th May, 2013, the revenue villages Hudkeshwar (Bk.) and Narsala were included in the municipal limits of Nagpur Municipal Corporation. Thereafter vide Government Notification No. TPS-2418-884-CR.87-2019-UD-09, dated 27th May, 2019, the proposal to sanction the Development Plan of Hudkeshwar (Bk.) and Narsala villages under Section 31(1) of the said Act was rejected, and Nagpur Municipal Corporation was directed to prepare the Development Plan for this area;
Whereas, vide Government Notification No. TPS-1818-1647-CR.252-18-UD-13. dated 15th October, 2018, under Section- 154 of the said Act instructed that the revised Development Plan of the original and extended area be prepared jointly;
Hence, it is necessary to prepare a combine Development Plan for the original area (2nd Revised) along with the extended areas includes two revenue villages Mauja Hudkeshwar (Bk.) and Mauja Narsala.
Whereas, vide Government, Urban Development Department Notification No. TPS-2419-1419-CR.154-2019-UD-9 dated 27th August, 2019, Nagpur Municipal Corporation was declared the Planning Authority for the areas previously under the jurisdiction of the Nagpur Improvement Trust (NIT). Subsequently, vide the Urban Development Department Notification No. TPS-2419-1419-CR.154 (Part-1)-2019-UD-9, dated 09th April, 2021 the Nagpur Municipal Corporation was declared as Planning Authority for the areas of Mauja Pardi, Bharatwada, Punapur and Bhandewadi under the Smart City, Town Planning Scheme as well as for the entire remaining area within the limits of Nagpur Municipal Corporation excluding the seven schemes of the Nagpur Improvement Trust;
Whereas as per section- 38 of the said Act, it is necessary to revise the Development Plan at least once within a period of 20 years from the date of implementation of the Development Plan of the original municipal boundary. Hence, for planned development, revision of the Development Plan of the Nagpur Municipal Corporation area is necessary;
Whereas, vide Government, Urban Development Department Letter No. TPS-2419-1419-CR.15-2025-UD-9, dated 29th April, 2025, Nagpur Municipal Corporation has been directed to include the seven NIT schemes area and prepare the Second Revised Development Plan of Nagpur çity for comprehensive public interest, integrated planning, and effective implementation.
Whereas, under Section- 23(1), 34 and Section 38 of the said Act, Nagpur Municipal Corporation has passed Administrative Resolution No. ११/मनपा/प्रशासक, dated 14th May, 2025, Nagpur Municipal Corporation has approved the intention to prepare the Second Revised Development Plan of the original limit along with the extended limit under Sections-23(1), 34, and 38 of the said Act. The Commissioner, Nagpur Municipal Corporation, Nagpur has been authorized to carry out the entire statutory process as per the provisions of the said Act.
Whereas, vide Urban Development Department Notification No. TPS-2414-455-CR.236-2014-UD-9, dated 01st March, 2017 and the attached Schedule "B", certain areas under Nagpur Municipal Corporation fall under the MIHAN project, and the Maharashtra Airport Development Company (MADC) has been declared as the Planning Authority for this area. Additionally, Nagpur city is included under the Smart City Mission of the Central Government, and certain areas of NMC are reserved for Smartमहाराष्ट्र शासन राजपत्र भाग एक-अ नागपूर विभागीय पुरवणी, जानेवारी २९-फेब्रुवारी ४, २०२६/माघ ९-१५, शके १९४७ १५ City Town Planning Schemes, for which Nagpur Smart and Sustainable City Development Corporation Limited is the Special Purpose Vehicle. Accordingly, the Commissioner, Nagpur Municipal Corporation, Nagpur, declared the intention to prepare a Town Planning Scheme in the Government Gazette dated 01st September, 2017. The Chief Executive Officer of NSSCDCL has certified the boundary map of the Town Planning Scheme areas of Mauja Pardi, Bharatwada, Punapur, and Bhandewadi, and details of the included villages are in Schedule "C";
Whereas, Government, vide Urban Development Department Notification No. TPS-2417-183-CR.172-2017-UD-09, dated 11th June, 2018 and the attached Schedule "D", certain areas under the Nagpur Municipal Corporation have been declared under the jurisdiction of Maharashtra Metro Rail Corporation Ltd. as a Special Planning Authority;
Therefore, by exercising the powers conferred under the said Act, Nagpur Municipal Corporation hereby publishes this notice under Section-23(1) of the said Act regarding the preparation of a Draft Development Plan (Second Revision for the original limit and for the extended area) for the area specified in Schedule "A", excluding the areas mentioned in Schedule "B", Schedule "C", and Schedule "D".

As per Maharashtra Government Gazette No. TPS-2414-455-C.R.-236-2014-UD-9, dated 01st March, 2017, specific areas within the Nagpur Municipal Corporation limits have been included under the MIHAN (Multi-modal International Hub Airport Nagpur) project. The Maharashtra Airport Development Company (MADC) has been declared as the Planning Authority for this said area.
On 05th March, 2025, the Associate Planner, MIHAN, Nagpur, certified a map delineating the boundaries of the MIHAN area within the Nagpur Municipal Corporation Limit. This delineated MIHAN area has been excluded while preparing the draft development plan for the Nagpur Municipal Corporation Limit.

The Central Government has launched the ambitious Smart Cities Mission to improve the quality of life for citizens and create clean, sustainable and eco-friendly cities, Guidelines for the Smart Cities Scheme have been published by the Central Government. Nagpur city is included in the Government's Smart Cities Mission.
A specific areas within Nagpur Municipal Corporation area have been included under SMART CITY Town Planning Scheme, and Nagpur, Smart and Sustainable City Development Corporation Limited (NSSCDCL) is the Special Purpose Vehicle for this scheme. Accordingly, the Commissioner, Nagpur Municipal Corporation, declared the intention for preparation this town planning scheme in the Gazette dated 01st September, 2017.
As per letter No. 1666-out-NSSCDCL-2025, dated 21st January, 2025 from the Chief Executive Officer, NSSCDCL, Nagpur, the area including Mauja-Pardi, Bharatwada, Punapur and Bhandewadi Town Planning Scheme, as shown in the certified map indicating the boundaries of the aforementioned Town Planning Scheme area, is being excluded while preparing the draft development plan for the Nagpur Municipal Corporation Limit.

आणि ज्याअर्थी, सदर नियमावलीमधील विनिमय क्र. ५.१.१ चे तरतुदींनुसार महानगरपालिकेच्या हद्दीपासून २.० कि. मी. नगर परिषदेच्या हद्दीपासून १.० कि. मी. आणि नगर पंचायतीच्या हद्दीपासून ०.५० कि. मी. अंतरातील प्रादेशिक योजनेचे क्षेत्रामध्ये, जिथे प्रादेशिक योजनेत झोन नकाशे तयार केलेले आहेत किंवा तयार केलेले नाहीत, अशा क्षेत्रांसाठी योग्य रस्त्यांच्या जाळ्यांचे नकाशे तयार करणेचे आहेत ;
आणि ज्याअर्थी, उक्त नियमावलीतील विनिमय क्र. ५.१.१ चे तरतुदीनुसार प्रादेशिक योजना क्षेत्रातील प्रारूप रस्त्यांच्या जाळ्यांच्या नकाशांबाबत उक्त अधिनियमाच्या कलम २०(३) चे तरतुदीनुसारची कार्यवाही पूर्ण करणेकरीता शासनाच्या नगर विकास विभागाकडील शासन आदेश क्र. टिपीएस- १८२०-१४-प्र.क्र.७९-२०२१-नवि-१३, दिनांक २७ मार्च, २०२५ अन्वये उक्त अधिनियमाच्या कलम १५४ चे तरतुदीनुसार दिलेल्या शासन निर्देशान्वये गडचिरोली जिल्ह्यचे सहायक संचालक, नगर रचना, शाखा कार्यालय, गडचिरोली यांना अधिकार प्रत्यायोजित करण्यात आलेले आहेत.

Whereas, the state Government has been sanctioned and Regional Plans for various regions in Maharashtra State as per the provisions of Maharashtra Regional and Town Planning Act, 1966 (hereinafter referred to as 'the said act'); And whereas, the Unified Development Control and Promotion Regulations for Maharashtra State (with some exceptions) has been sanctioned under the provisions of Section 37 (1AA) (C) & 20 (4) of the said Act, by the Government in Urban Development Department vide Notification No. TPS-1818-CR-236-18-DP & RP-Sec. 37 (IAA) (C) & 20 (4)-UD-13, Dated 2nd December, 2020 and come into force with effect from 3rd December, 2020 and it is applicable for the area under regional plans (hereinafter referred to as 'the said regulations');
And whereas, as per the provisions of Regulation No. 5.1.1 of the siad regulations. The Government in Urban Development Department vide Government Order No. टिपीएस-१८२०-६१४-प्र.क्र.७९-२०२१-नवि-१३, dated 27th March, 2025, has been delegated the powers as per the provisions of Section 154 of the said Act to the respective Assistant Director of Town Planning, Branch Office, of the concerned District in Order to carry out the process under the areas within the Regional Plan area.
And whereas, now, it is necessary to publish the draft Road Network Plans in the said area as per 'Schedule-A' attached to the said notice to hear the suggestions and objections from the public within the prescribed period of 30 days. Therefore, the said notice is being published in the Maharashtra Government Gazette under the provisions of Section 20(3) of the said Act.

The suggestions /objections received by the office of Assistant Director, Town Planning, Gadchiroli Branch, Gadchiroli, Within 30 days from the date of publication of this notice in the Maharashtra Government Gazette will be considered;
The Draft Road Network plans are available for the public inspection during office hours at the office of the Collector Office, Concerned Office & Assistant Director, Town Planning, Gadchiroli Branch, Gadchiroli. The copies of the said Draft Road Network Plans and its particulars shall be available to be public at reasonable price in the office of the Assistant Director of Town Planning, Gadchiroli Branch, Gadchiroli.

ज्याअर्थी, नागपूर प्रदेशाची सुधारित प्रादेशिक योजना (यापुढे एकत्रितपणेे "उक्त प्रादेशिक योजना " असे संबोधले आहे) महाराष्ट्र प्रादेशिक नियोजन व नगर रचना अधिनियम, १९६६ (१९६६ चा महा. ३७ वा) (यापुढे "उक्त अधिनियम" असे संबोधले आहे) चे कलम १५ अन्वये, शासन अधिसूचना क्र. टिपीएस-२४९६-१५०५-प्र.क्र. २७३-९६-नवि-९, दिनांक ०६ मे, २००० रोजी मंजूर झाली असून ती दिनांक ०१ जुलै, २००० पासून अंमलात आलेली आहे;

आणि ज्याअर्थी, उक्त नगरपरिषद क्षेत्रासाठीची विकास योजना तयार करण्यात आली नसल्याने, सदर क्षेत्राकरिता, उक्त अधिनियमाचे कलम ४६ नुसार उक्त प्रादेशिक योजनाच्या तरतूदी लागू आहेत;
आणि ज्याअर्थी, उक्त नगरपरिषद क्षेत्रातील, नागपूर मेट्रो रेल्वे प्रकल्प फेज- २ ला (यापुढे " उक्त मेट्रो प्रकल्प फेज- २ " असे संबोधले आहे)े केंद्र शासनाने पत्र क्र. के-१४०१-०६-२०१९-एमआरटीएस-२, दिनांक २९ डिसेंबर, २०२२ नुसार मान्यता दिलेली असून राज्य शासनाने निर्णय क्र.एनएमआर-३३१८-प्र.क्र.१४५-नवि-७, दिनांक १२ मे, २०२३ नुसार मान्यता दिलेली आहे;
आणि ज्याअर्थी, महाव्यवस्थापक (नगर नियोजन), महाराष्ट्र मेट्रो रेल कॉर्पोरेशन लिमिटेड, नागपूर यांनी ०७ ऑगस्ट, २०२३ रोजीच्या पत्रान्वये,महाराष्ट्र शासन राजपत्र भाग एक-अ नागपूर विभागीय पुरवणी, जानेवारी २९-फेब्रुवारी ४, २०२६/माघ ९-१५, शके १९४७ २३ उक्त प्रादेशिक योजनेमध्ये उक्त मेट्रो रेल प्रकल्प फेज- २ अंतर्गत संरेखन दर्शविण्यासाठी शासनास विनंती केली आहे ;
आणि ज्याअर्थी, उक्त प्रादेशिक योजनेत, सोबत जोडलेल्या नकाशात दर्शविल्यानुसार, उक्त मेट्रोचे संरेखनाखालील जागा लोकमान्यनगर ते हिंगणा (कॉरिडॉर ३ अे) - ३.५४ कि.मी. (यापुढे " उक्त जमिनी " असे संबोधले आहे), विद्यमान रस्त्यांनी (राष्ट्रीय महामार्ग) बाधित होत आहेत;
आणि ज्याअर्थी, आवश्यक ती चौकशी केल्यानंतर, उक्त प्रादेशिक योजनेत, सोबत जोडलेल्या नकाशात दर्शविल्यानुसार, उक्त जमिनीत उक्त मेट्रो रेल प्रकल्प फेज- २ संरेखन (मर्ागिका, स्थानके, मेट्रो रेल कॉरिडॉर, वाहनतळ, वाणिज्य विभाग यासह) दर्शविणे (यापुढे " उक्त प्रस्तावित फेरबदल " असे संबोधले आहे) व्यापक जनहिताच्या दृष्टीने आवश्यक झाले आहे, असे राज्य शासनाचे मत झाले आहे;
आणि त्याअर्थी, उक्त अधनिियमाच्या कलम २० (३) मधील तसेच या अनुषंगिक शासनास असलेल्या शक्तींचा वापर करुन शासन, उक्त प्रस्तावित फेरबदलांबाबत, प्रस्तुत सूचना महाराष्ट्र शासन राजपत्रात प्रसिद्ध झालेल्या दिनांकापासून ३० दिवसाच्या आत जनतेकडून सूचना / हरकती मागविण्यात येत आहेत. या अनुषंगाने, विभागीय सह संचालक, नगर नचना, नागपूर विभाग, नागपूर यांची, उक्त प्रस्तावित फेरबदलाबाबत विहीत मुदतीत प्राप्त हरकती / सूचनांबाबत सुनावणी देणेसाठी व त्याबाबतचा अहवाल शासनास पुढील कार्यवाहीसाठी सादर करणेसाठी "अधिकारी" म्हणून नियुक्ती करण्यात येत आहे.
०२. विभागीय सह संचालक, नगर रचना, नागपूर विभाग, पहिला मजला, जूने सचिवालय, सिव्हील लाईन्स, नागपूर - ४४०००१ यांचेकडे, सदर सूचना महाराष्ट्र शासन राजपत्रात प्रसिद्ध झाल्याच्या दिनांकापासून ३० दिवसाच्या विहीत कालमर्यादेत, उक्त प्रस्तावित फेरबदलाबाबत प्राप्त होणाया हरकती / सूचना स्विकारुन विचारात घेण्यात येतील.

THE MAHARASHTRA REGIONAL AND TOWN PLANNING ACT, 1966.
NOTICE
No. TPS-2423-1520-CR-31-2025-UD-9:—
Whereas, the Revised Regional Plan of Nagpur Region (hereinafter referred to as " the said Regional Plan ") has been sanctioned by the Government of Maharashtra vide Urban Development Department's Notification No. TPS-2496-1505-CR-273-96-UD-9, dated the 06th May, 2000, under section 15 of the Maharashtra Regional and Town Planning Act, 1966 (Mah. XXXII of 1966) (hereinafter referred to as " the said Act ") and has come into force with effect from dated the 15th July, 2000;
And whereas, the Government has constituted the Wanadongari Municipal Council, Dist. Nagpur (hereinafter referred to as " the said Municipal Council "), vide its Notification No.MUN-2016-CR-6- UD-18, dated the 26th October, 2016, under sub-section (2), (2A) & (3) of section 3 of the Maharashtra२४ महाराष्ट्र शासन राजपत्र भाग एक-अ नागपूर विभागीय पुरवणी, जानेवारी २९-फेब्रुवारी ४, २०२६/माघ ९-१५, शके १९४७ Municipal Council, Nagar Panchayats and Industrial Townships Act, 1965;
And whereas, as the Development Plan for the area of the said Municipal Council, has not been prepared, the provisions of the said Regional Plan, are applicable under the provisions of section 46 of the said Act;
And whereas, the Central Government has accorded its approval vide letter No.K-1401-06-2019- MRTS-II, dated the 29th December, 2022 and the Government of Maharashtra has also accorded approval to the Nagpur Metro Rail Project Phase-II for areas of Wanadongari Municipal Council, Dist. Nagpur (hereinafter referred to as " the said Metro Rail Project Phase-II ") vide Government Resolution No.NMR-3318-CR-145-UD-7, dated the 12th May, 2023;
And whereas, the General Manager (Town Planning) ; Maharashtra Metro Rail Corporation Limited, Nagpur has requested the Government to incorporate alignments, Metro Rail Corridors, Stations of the said Metro Rail Project Phase-II [Lokmanyanagar to Hingana (Corridor 3A) - 3.54 Km.)], in the said Development Plans, vide his letter dated the 07th August, 2023;
And whereas, in the said Regional Plan, the lands under the proposed alignment of the said Metro [Lokmanyanagar to Hingana (Corridor 3A) - 3.54 Km.)], (hereinafter referred to as " the said Lands "), are affected by Existing Roads (National Highways);
And whereas, the Government is of the opinion that, in the public interest, it is necessary to urgently incorporate the alignment of the said Metro along [Lokmanyanagar to Hingana (Corridor 3A) - 3.54 Km.)], with alignments, Stations, Parking and Commercial Zone, on the said Lands, as shown on the plan appended hereto (hereinafter referred to as " the said Proposed Modification ");
Now, therefore, in exercise of the powers conferred under Section 20(3) of the said Act and all other powers enabling it on that behlaf, the Government of Maharashtra hereby gives notice inviting suggestions and objections from any person in respect of the said Proposed Modification, within the period of 30 days from the date of publication of this notice in the Official Gazette. And appoints the Divisional Joint Director of Town Planning, Nagpur Division, Nagpur as the "Officer", to hear all suggestions and / or objections and to submit his report thereupon to the Government for further necessary action.
02 Only the suggestions and / or objections regarding the said Proposed Modification, that may be received by the Divisional Joint Director of Town Planning, Nagpur Division, having his office at 1st Floor, Old Secretarial Building, Civil Lines, Nagpur-440001 within the stipulated period of 30 days from the date of publication of this notice in the Official Gazette shall be considered.
03 Copy of the said notice along with the plan showing the said Proposed Modification, shall be made available for inspection to general public at the following offices during office hours on all working days.

THE MAHARASHTRA REGIONAL AND TOWN PLANNING ACT, 1966.—
NOTICE
No. TPS-2423-1520-CR-31-2025-UD-9.—
Whereas, the Government of Maharashtra, in exercise of the powers conferred by section 31(1) of the Maharashtra Regional and Town Planning Act, 1966 (Mah. XXXVII of 1966) (hereinafter referred to as " the said Act ") and all other२८ महाराष्ट्र शासन राजपत्र भाग एक-अ नागपूर विभागीय पुरवणी, जानेवारी २९-फेब्रुवारी ४, २०२६/माघ ९-१५, शके १९४७ powers enabling it in this behalf, have sanctioned Development Plans of various Planning Authorit{Ées (hereinafter referred to as " the said Development Plans " ) and the said Development Plans have come into force, as described in Schedule-A appended hereto ;
And whereas, the Central Government has accorded its approval vide letter No.K-1401-06-2019-MRTS-II, dated the 29th December, 2022 and the Government of Maharashtra has also accorded approval to the Nagpur Metro Rail Project Phase-II for areas of Nagpur Municipal Corporation, Nagpur Improvement Trust, Nagpur Metropolitan Region, Kamptee Municipal Council and Hingna Nagar Panchayat (hereinafter referred to as " the said Metro Rail Project Phase-II " ) vide Government Resolution No. NMR-3318-CR-145-UD-7, dated the 12th May, 2023 ;
And whereas, the General Manager (Town Planning), Maharashtra Metro Rail Corporation Limited, Nagpur has requested the Government to incorporate alignments, Metro Rail Corridors, Stations of the said Metro Rail Project Phase-II, in the said Development Plans, vide his letter dated the 7th August, 2023 ;
And whereas, in the said Development Plans, the lands under the proposed alignment of the said Metro (herein- after referred to as " the said Lands "), are partially included in Residential Zone/Commercial Zone and are affected, in parts, by Existing Roads (National Highways), as described in Schedule-B appended hereto ;
And whereas, after making the necessary inquiry, the Government is of the opinion that, in the public interest, it is necessary to urgently incorporate the alignement of the said Metro along with alignemnts, Station Parking and Commercial Zone, on the said Lands, as shown on the plan appended hereto (hereinafter referred to as " the said Proposed Modification ") ;
Now, therefore, in exercise of the powers conferred under Section 37(1AA) of the said Act and all other powers enabling it on that behalf, the Government of Maharashtra hereby gives notice inviting suggestions and objections from any person in respect of the said Proposed Modificaitons, within the period of 30 days from the date of publication of this notice in the Official Gazette. And appoints the Divisional Joint Director of Town Planning, Nagpur Division, Nagpur as the " Officer " under Seciton 37 (1AA) of the said Act, to hear all suggestions and/or objections and to submit his report thereupon to the Government for further necessary action.
(2) Only the suggestions and/or objections regarding the said proposed Modification, that may be received by the Divisional Joint Director of Town Planning, Nagpur Division, having his office at 1st Floor, Old Secretarial Building, Civil Lines, Nagpur-440001 within the stipulated period of 30 days from the date of publicaiton of this Notice in the Offical Gazette, shall be considered.
(3) Copy of the said Notice along with SCHEDULE-A, SCHEDULE-B and the plan showing the said Proposed Modifications, Shall be made available for inspection to general public at the following offices during office hours on all working days.

Whereas, the Development Plan of Nagpur Metropolitan Region Development Authority has been partially sanctioned by the Government vide Urban Development Department Notification No. TPS-2416-CR-122(a)-2016-UD-9, Dated 05th January, 2018 and came into force from 9th February, 2018. Excluded part of Development Plan has been sanctioned vide Government Notification No. TPS-2416-CR-122(b)-EP-2016-UD-9, Dated 21st February, 2019. (hereinafter referred to as "said Development Plan");

Nagpur area admeasuring approx. 692.06 Ha, area situated in Out of Sector and proposed for "Agriculture, Partly Commercial , Partly Industrial , Water Bodies, Existing Residentail in Agriculture, Residentail As per EP-289 (Renumbered as EP-287) Residential (Subject to Note III), Pandhan as per SM-656 (Subject to Note III), 18.0 Mt., 24.0 Mt & 36.0 Mt. Road widening and 24.0 Mt., 30.0 Mt. &36.0 Mt. wide Proposed Road"
And whereas, Nagpur Metropolitan Region Development Authority is implementing an ambitious project as " New Nagpur" by acquiring the said land to develop as " Commercial Area" for public interest.
And whereas, as per Section 37(1)of the Maharashtra Regional and Town Planning Act, 1966, Nagpur Metropolitan Region Development Authority has decided to exclude the land proposed for "Agriculture, partly Industrial Zone and Roads" and to be included in the "Commercial Zone" in the revenue villages of Mauja Godhani (Rithi), Ladgaon (Rithi) Tahsil Hingna, as mention below. The Planning Authority for the said area is Nagpur Metropolitan Region Development Authority. The Nagpur Metropoli- tan Region Development Authority has passed Resolution through Circulation Method.

Therefore, the part of said Development Plan showing the aforesaid modification are kept open at the office of the Nagpur Metropolitan Region Development Authority, Station Road, Sadar, Nagpur - 440 001 for inspection by public during office hours on all working days. This Notification shall also be available on this office website www.nmrda.org. The suggestions and objections which may be received to Nagpur Metropolitan Region Development Authority in respect of the said modification to the Development Plan within a period of one month from the date of publication of this notice in the Maharashtra Government Gazette will be heard by the Nagpur Metropolitan Region Development Authority before submitting the said modification proposal, to the State Government for sanction.

MODIFICATION UNDER SECTION 37 OF MAHARASHTRA REGIONAL AND TOWN PLANNING ACT, 1966.

Whereas, the Development Plan of Nagpur Metropolitan Region Development Authority has been partially sanctioned by the Government vide Urban Development Department Notification No. TPS-2416-CR-122(a)-2016-UD-9, Dt. 05th January, 2018 and came into force from 9th February, 2018. The Excluded part of Development Plan has been sanctioned vide Government Notifica- tion No. TPS-2416-CR-122(b)-EP-2016-UD-9, Dt. 21" February 2019. (Hereinafter referred to as said "Development Plan").
And whereas, Nagpur Metropolitan Region Development Authority has initiated an ambitious project called "New Nagpur" to develop Commercial Area for public interest. Also by considering the existing premises of Mihan and the upcoming residential and similar development in the adjacent areas and as well as due to traffic problems in the South-East Nagpur, there is a need for another outer ring road to divert the heavy traffic going towards Samruddhi Highway from the existing outer ring road of Nagpur city and from the existing residential premises. Also, considering the expected traffic from the said proposed outer ring road, it is necessary to plan a Transport Plazas (Truck & Bus Terminals) along side of the proposed outer ring road.
And whereas, it is proposed to acquire the land for the development of said proposed 120.0 mt wide and 75 km long outer ring road (Phase-1) connecting the three National Highways, namely Amravati National Highway, Hyderabad National Highway, Bhandara National Highway and Samruddhi Highway and similarly to acquire land for development of proposed Transport Plaza (Truck and Bus Terminal) at three sites along the said proposed outer ring road (Phase-1).
And whereas, In the Sanctioned development plan, it is proposed to include as per provisions of Section 37 (1) of the Maharashtra Regional Planning and Town Planning Act, 1966 (hereinafter referred to as the "said Act") 120.0 m. wide and 75 km. long outer ring road (Phase-1) connecting the three National Highways, namely Amravati National Highway, Hyderabad National Highway, Bhandara National Highway and Samruddhi Highway as well as to include three sites for Transport Plaza (Truck and Bus Terminal) along side of the proposed outer ring road namely (1) Mouja-Turagondi, Tah. Hingna, (2) Mouja Shirul, Tah. Hingna, (3) Mouja Parsad, Tah. Kamthi, u/s 37 (1) of the "said Act". The Nagpur Metropolitan Region Development Authority is the planning authority for the said area and the Nagpur Metropolitan Region Development Authority has passed a resolution to that effect through circulation process.

(यापुढे "उक्त जागा" असे संबोधले आहे.) आणि ज्याअर्थी, उक्त जागेचा जमीन वापर "कृषी" विभागातून वगळून "रहिवास" वापर विभागात अंतभर्ूत करणेस्तव महाराष्ट्र प्रादेशिक नियोजन व नगर रचना अधिनियम, १९६६ चे कलम ३७ (१) अन्वये फेरबदल करण्याचे ठरविले आहे. सदर क्षेत्राकरीता नागपूर महानगर प्रदेश विकास प्राधिकरण हे नियोजन प्राधिकरण आहे व यासाठी ठराव क्रमांक ०३, २४ जून, २०२५ अन्वये प्राधिकरणाची मान्यता प्रदान करण्यात आलेली आहे.
५४ महाराष्ट्र शासन राजपत्र भाग एक-अ नागपूर विभागीय पुरवणी, जानेवारी २९-फेब्रुवारी ४, २०२६/माघ ९-१५, शके १९४७त्याअर्थी, उपरोक्त फेरबदल दर्शविणारा उक्त विकास योजनेचा भाग नकाशा नागपूर महानगर प्रदेश विकास प्राधिकरण, स्टेशन रोड, सदर, नागपूर-४४०००१ या कार्यालयात कामकाजाच्या सर्व दिवशी कार्यालयीन वेळेत जनतेच्या निरिक्षणासाठी खुला ठेवण्यात आला आहे. तसेच, सदर अधिसूचना प्राधिकरणाच्या www.nmrda.org या संकेतस्थळावर उपलब्ध करून देण्यात येत आहे. तरी, नागरीकांना सूचित करण्यात येते की, ही सूचना महाराष्ट्र शासन राजपत्रात प्रकाशीत झाल्याच्या तारखेपासून एक महिन्याच्या कालावधीत विकास योजनेतील उपरोक्त फेरबदलाच्या संबंधात ज्या सूचना किंवा हरकती नागपूर महानगर प्रदेश विकास प्राधिकरणाकडे प्राप्त होतील, त्यावर नागपूर महानगर प्रदेश प्राधिकरणाकडून सुनावणी देण्यात येईल. तद्नंतर फेरबदलाचा उक्त प्रस्ताव शासनाकडे मंजूरीस्तव सादर करण्यात येईल.

NOTICE
No. D.P. (NMRDA)-Notification-Sec. 37-5952-2025.–
Whereas, the Development Plan of Nagpur Metropolitan Region Development Authority has been partially sanctioned by the Govt. vide Urban Development Department Notification No. TPS-2416-CR-122(a)-2016-UD-9, Dt. 05th January, 2018 and came into force from 9th February, 2018. Excluded part of Development Plan has been sanctioned vide Government Notification No. TPS-2416- CR-122(b)-EP-2016-UD-9, Dt. 21st February, 2019. (Hereinafter referred to as " said Development Plan")
And whereas, in the Sanctioned Development Plan, the said land of Mouza- Gumthala, Tah. Nagpur (Gramin), Khasra No. 167, admeasuring 1.44 H.A. is included in Out of sector and shown "Agriculture Zone" (hereinafter referred to as "said Land")
And whereas, as per Section 37(1) of the Maharashtra Regional and Town Planning Act, 1966, Nagpur Metropolitan Region Development Authority has decided to delete the said land from "Agriculture zone" and to include in "Residential Zone". The Planning Authority for the said land is Nagpur Metropolitan Region Development Authority. The Authority has passed Resolution No. 03 , 24th June, 2025 to make the aforesaid modification.
Therefore, the part of said Development Plan showing the aforesaid modification are kept open at the office of the Nagpur Metropolitan Region Development Authority, Station Road, Sadar, Nagpur-440001 for inspection by public during office hours on all working days.
