v. शासनाच्र्या नागरा विकास विभागाकडाी विनाणर्या विदानाक ४ ानाेाराी, २०१६ राोीच्र्या शासना विनाणर्याती (शासना विनाणर्या विदानाक. २० माचा, २०२३ अन्र्याे सुधीाराणासहा) नामूदा प्रमाणे प्रस्तीुतीच्र्या फेराबुदा प्रस्तीापुैकी 'प्रस्तीाविती कृषी/फेळाबुाग' र्या विभागाती समाविष्ट असेल्र्या सपुूण क्षाेत्राकरिरातीा ाविषक मूल्र्यादारा तीक्त्र्याती नामूदा दाराचाे ३०% दारानाे अविधीमुल्र्या भाराणा कराणे मीना माकारा / विकासकत्र्यारा बुधीनाकाराक राहाी.
vi शासनाच्र्या नागरा विकास विभागाकडाी विदानाक ६ मे, २०१५ राोीच्र्या विनाणर्यासोबुतीच्र्या 'अनाुसूचाी- क' अन्र्याे सादारा केल्र्या४ महाराष्ट्र शासन राजपत्र भाग एक-अ नागपूर विभागीय पुरवणी, जुलै २३-२९, २०२६/श्रावण १-७, शके १९४८ बुधीपुत्राती नामुदा केल्र्याप्रमाणे अविभान्र्यासाती भाूखाडा/ सदाविनाका र्याच्र्या विक्रीचाी सागडा घेाण्र्यासाठी विहाीती केल्र्या खाीप्रमाणे अटी ागू राहाती.–
अ अविभान्र्यास अवितीमतीः मूरा झाल्र्यारा एकूण २५% भाूखाडा / सदाविनाका विक्री अनाुज्ञाेर्या राहाी.

आतीा, त्र्याअी, र्याबुाबुतीती शासनानाे प्रदाना केल्र्या अविधीकारानाुसारा, उक्ती अविधीविनार्यामाच्र्या कम २० पुोटकम (३) अन्र्याे प्रस्तीाविती फेराबुदाच्र्या अनाुषगानाे नागरिराकाकडाूना हाराकती आविण / विकंा सूचाना र्याोग्र्या त्र्या काराणासहा, हाी सूचाना महाराष्ट्र शासना रापुत्राती प्रविसद्ध झाल्र्याच्र्या तीाराखाेपुासूना ३० विदासाचाे मुदातीती ेखाी स्रुंपुाती मागविण्र्याती र्याेती आहाेती;

BY MEMBER SECRETARY, PROPOSAL SCRUTINY COMMITTEE AND JOINT DIRECTOR OF TOWN PLANNING Notice under Section- 20 (3) of Maharashtra Regional and Town Planning Act, 1966 No. R. P. Nagpur-Section 20(3)-Mouza Masala & Hardoli-Tah. Katol-JDTPDN-1009-2026.– Whereas, the Revised Regional Plan of Nagpur Region (hereinafter referred to as "the said Regional Plan") has been sanctioned by the Government vide Urban Development Department's५ महाराष्ट्र शासन राजपत्र भाग एक-अ नागपूर विभागीय पुरवणी, जुलै २३-२९, २०२६/श्रावण १-७, शके १९४८ Notification No. TPS-2496-1505-CR-273-96-UD-9, dated the 6th May, 2000 under section 15 of the Maharashtra Regional and Town Planning Act, 1966 (Mah. XXXVII of 1966) (hereinafter referred to as "the said Act") and has came into force with effect from the 15th July, 2000;
And whereas, the Government vide Resolution No. TPS 1815-CR-49-15-UD-13, dated 6th May, 2015 issued directives under section 154 of the said Act regarding the procedure to be followed under section 20 of the said Act for making changes in the use of land in the areas of sanctioned Regional Plans under the said Act and issued order to follow revised procedure related to above directives vide Government Resolution No.TPS-1815-C.NO.49-15-UD-13, Dated-04th January, 2016; and in exercise of the powers conferred by sub-section (1) of section 151 of the said Act, the Government, vide its notification No.TPS-1815-CR-49-15-UD-13, Dated 06th May, 2015, delegated the powers exercisable by it under the provisions of section 20(3) & 20 (4) of the said Act, subject to conditions mentioned therein, to the Divisional Joint Director of Town Planning Nagpur for Nagpur Administrative Division;
And whereas, land bearing Survey No. 109/1,109/2,109/3,110/1,110/2 & 110/3 of Mouza Masala, Tah. Katol, District -Nagpur and land bearing survey no. 94,95/1,95/2&95/3 of Mouza Hardoli, Tah. Katol, District -Nagpur total land admeasuring approx. 11.58 hectare (hereinafter referred to as "the said Area") is included in 'Agriculture/ Horticulture Zone' of proposed Land Use Plan in the sanctioned Regional Plan of Nagpur;
And whereas, the "Proposal Scrutiny Committee" established under the above mentioned Government Resolution, after consulting to the Director of Town Planning, Maharashtra State, Pune, is of the opinion that the said land is "Proposed to be deleted from Agriculture/Horticulture Zone and to be included in Residential Zone" in accordance with the provisions of sub-section (2) of section 20 of the said Act, subject to following conditions .–
Terms & Conditions :-
i. The applicant has taken a 15-meter wide access road through approved layouts of S.No 76/1, 76/2, 77, 108/1 and 108/2 of Mouza Masala. The said road is not developed as of now. It will be mandatory to develop this access road as per the standards prescribed by the "Authority/ District" Collector, Nagpur, prior to sanction under Section 20(4) of the said Act. ii. As per the provisions of the Unified Development Control and Promotion Regulations (UDCPR) applicable to the Regional Plan, it shall be mandatory to earmark a minimum of 10% of the area for Recreational open space and 10% of the area for Amenity Space.
iii. It shall be the responsibility of land owners/developers to provide and ensure sufficient water availability for the probable population on the said land. For this purpose, the applicant has submitted letters no. 704 705 dated 28th March, 2025, letter No. 789 dated 17th April, 2025 and letters no.1460, 1461, 1462, 1463and 1464, dated 15th Septemberf, 2025 from the Senior Geologist, Ground Water Survey and Development Agency, Nagpur. The Final layout shall be sanctioned only after District Collector, Nagpur is satisfied with the arrangements done by the applicant on the site, mentioned in the said letters.
iv. It shall be binding upon land Owners/Developers to Develop and provide basic Amenities at their own cost as per the specifications decided by the Collector, Nagpur.
६ महाराष्ट्र शासन राजपत्र भाग एक-अ नागपूर विभागीय पुरवणी, जुलै २३-२९, २०२६/श्रावण १-७, शके १९४८v. It shall be binding for the Applicant to pay requisite Premium at the rate of 30% rates mentioned in the Annual Statement of Rates for total area included in "Proposed Agricul- ture/Horticulture Zone" and to follow conditions laid down in the above said Government Resolution dated 04th January, 2016. (With Amendments vide Govt. directives dated 20th March, 2023 therein.)
vi. Following Conditions prescribed for the sale of plot/ flat with the development of basic amenities in layout mentioned in the affidavit, in the proforma 'Schedule-C' (Annexure of Govt. resolution dated 06th May, 2015) submitted with the application shall be applicable. –– A After final sanction of Layout Sale of 25% plot/flat will be permissible B After completion of approx. 40% Basic Amenities Sale of 50% plot/flat will be permissible C After completion of approx. 60% Basic Amenities Sale of 75% plot/flat will be permissible D After completion of approx. 80% Basic Amenities Sale of 90% plot/flat will be permissible E After completion of approx. 100% Basic Amenities Sale of 100% plot/flat will be permissible vii. If a group housing scheme is to be developed on the land under modification proposal, occupancy certificate shall not be issued to the Land Owner/Developers unless all basic Amenities are developed as prescribed by the Collector, Nagpur.;
Now, therefore, in exercise of the power delegated by the Govt. in this regard, suggestions and/ or objections with reasons are invited from General Public in accordance with Notice u/s 20 (3) of said Act in respect of proposed modification within 30 days from the date of publication of this notice in the Maharashtra Government Gazette;
The suggestions and/or objections shall be addressed to the Assistant Director of Town Planning, Nagpur Branch, Nagpur, Administrative Building No.1, Second Floor, Civil Lines Nagpur; 440001. Assistant Director of Town Planning, Nagpur Branch, Nagpur is duly authorized to hear the suggestions and/or objections received within the stipulated period and to submit the report thereon.
The plan showing the proposed modification is kept open for inspection to the public during office hours on all working days for a period of one month in the following offices: - 1. Collector, Nagpur.
2. Joint Director of Town Planning, Nagpur Division, Nagpur.
3. Assistant Director of Town Planning, Nagpur Branch, Nagpur.
