क्रमांक सेप्रटन/३०१६/प्र.क.४४४/वैसेवा-३.— भारतीय संटवधानाच्या अनुच्छछेद ३०९ खालील परंतुकान्वये प्रदान करण्यात आलेल्या शक्तींचा वापर करून आट्ण या संदभा्गत करण्यात आलेले सव्ग टवद्यमान टनयम, आदेश टकंवा संलेख अटधक्रटमत करून, महाराष्ट्ाचाे राज्यपाल याद्ारे महाराष्ट् शासनाच्या वैद्यकीय टशक्ष्ण व औषधीद्रव्ये टवभागाच्या टनयंत्णाखालील वैद्यकीय टशक्ष्ण व संशोधन संचालनालयांतग्गत ये्णाऱ्या शासकीय वैद्यकीय महाटवद्यालये व संलग्ग्नत रुग्णालयांतील "सांग्ययकी-टन-अटधव्या्ययाता, गि-ब (राजपटत्त)" या पदाच्या सेवाप्रवेशाचाे टवटनयमन करण्यासाठी याद्ारे पुढील टनयम करीत आहेत :—
१. या टनयमांना "वैद्यकीय टशक्ष्ण व संशोधन संचालनालयांतग्गत शासकीय वैद्यकीय महाटवद्यालये व संलग्ग्नत रुग्णालयांतील सांग्ययकी-टन-अटधव्या्ययाता, गि-ब (राजपटत्त) (सेवाप्रवेश) टनयम, २०२६" असे संबोधण्यात यावे.
२. या टनयमात संदभा्गनुसार दुसरा अर्थ्ग अटभाप्रेत नसेल तर,—
(क) "टनयुक्ती प्राटधकारी" याचा अर्थ्ग शासकीय सेवेतील वैद्यकीय टशक्ष्ण व संशोधन संचालनालयांतग्गत शासकीय वैद्यकीय महाटवद्यालये व संलग्ग्नत रुग्णालयांतील सांग्ययकी-टन-अटधव्या्ययाता, गि-ब (राजपटत्त) या पदांवर उमेदवारांचाी टनयुक्ती करण्यासाठी सक्षम अस्णारा मंत्ी (वैद्यकीय टशक्ष्ण) असा आहे;
(ख) "आयोग" याचा अर्थ्ग महाराष्ट् लोकसेवा आयोग असा आहे;
(ग) "संचालनालय" याचा अर्थ्ग शासनाच्या वैद्यकीय टशक्ष्ण व औषधी द्रव्ये टवभागांतग्गत ये्णारे वैद्यकीय टशक्ष्ण व संशोधन संचालनालय असा आहे;
(घ) "शासन" याचा अर्थ्ग महाराष्ट् शासन असा आहे;
(१)
भाग चार-अ-३६५–१२ महाराष्ट्रट शासन राजपत्र असाधाराण भाग चारा-अ, ऑगस्ट २१, २०२६/ श्रावण ३०, शाके १९४८ (ङ) "पदव्युत्तर अह्गता" याचा अर्थ्ग एम.एस्सी. (सांग्ययकीशास्त्) ही सांटवटधक टवद्यापीठाचाी
पदवी असा आहे;
(चा) "मान्यता प्राप्त वैद्यकीय महाटवद्यालय" याचा अर्थ्ग राष्ट्ीय आयुटव्गज्ञान आयोगाचाी मान्यता प्राप्त असलेले वैद्यकीय महाटवद्यालय असा आहे.
३. शासकीय वैद्यकीय महाटवद्यालये व संलग्ग्नत रुग्णालयांतील सांग्ययकी-टन-अटधव्या्ययाता, गि-ब (राजपटत्त) या पदावरील टनयुक्ती पुढील मागा्गने करण्यात येईल:- आयोगाकडून घेण्यात ये्णाऱ्या स्पधा्गत्मक परीक्षेच्या टनकालाच्या आधारे टशफारस करण्यात आलेल्या उमेदवारांमधून, पुढील टनकषांचाी पूत्गता कर्णाऱ्या व्यक्तीचाी नामटनदेशनाने टनयुक्ती करण्यात येईल, ती अशी—
i. वयोमया्गदा :—
(अ) टकमान वयोमया्गदा - सदर पदाच्या भारतीसाठी प्रटसध्द करण्यात आलेल्या जाटहरातीनुसार अज्ग सादर करण्याच्या अंटतम टदनांकास वयाचाी अठरा वषे पू्ण्ग केलेली असावीत.
(ब) कमाल वयोमया्गदा - सदर पदाच्या भारतीसाठी प्रटसध्द करण्यात आलेल्या जाटहरातीनुसार अज्ग सादर करण्याच्या अंटतम टदनांकास अराखीव प्रवगा्गतील व्यक्तींसाठी वय अडूतीस वषा्गपेक्षा अटधक व राखीव प्रवगा्गतील व्यक्तींसाठी वय त्ेचाळीस वषा्गपेक्षा अटधक नसावे.
ii. टकमान शैक्षट्णक अह्गता :—
पदव्युत्तर अह्गता धार्ण केलेली अस्णे आवश्यक राहील.
iii. अनुभाव :—
टनवासी टकंवा टनबंधक टकंवा टनदेशक टकंवा पाठ्यटनदेशक म्ह्णून मान्यता प्राप्त वैद्यकीय महाटवद्यालयात सांग्ययकीशास्त् या टवषयाच्या अध्यापनाचा ३ वषाचा अनुभाव धार्ण कर्णे आवश्यक राहील.
परंतु, टकमान शैक्षट्णक अह्गता धार्ण केल्याच्या टदनांकानंतरचा अनुभाव कालावधी टवचारात घेण्यात येईल.
४. टनयम ३ येर्थे नमूद केलेल्या पदावर नामटनदेशनाने टनयुक्ती देण्याचाे प्रमा्ण १०० िक्के राहील.
५. शासकीय वैद्यकीय महाटवद्यालये व संलग्ग्नत रुग्णालयांतील सांग्ययकी-टन-अटधव्या्ययाता, गि-ब (राजपटत्त) या पदावरील टनयुक्तीसाठी राष्ट्ीय आयुटव्गज्ञान आयोगाने शैक्षट्णक अह्गता व अनुभाव याबाबत वेळोवेळी केलेल्या सुधार्णा तंतोतंत लागू राहतील.
६. टनयम ३ येर्थे नमूद केलेल्या पदावर नामटनदेशनाने टनयुक्त झालेली व्यक्ती दोन वषाच्या कालावधीकरिरता परिरवीक्षाधीन राहील. परिरवीक्षा कालावधी हा टनयुक्ती प्राटधकाऱ्याच्या अटधकाराने कमाल एक वषापयत वाढटवता येईल. सदर पदावर टनयुक्त झालेल्या व्यक्तीने परिरवीक्षा कालावधी समाधानकारकरिरत्या पू्ण्ग कर्णे आवश्यक राहील. सदर व्यक्तीने परिरवीक्षा कालावधी समाधानकारकरिरत्या पू्ण्ग न केल्यास टकंवा तो सदर पदासाठी अयोग्य असल्याचाे टदसून आल्यास त्याचाी सेवा समाप्त करण्यास तो पात् ठरेल.
७. टनयम ३ येर्थे नमूद केलेल्या पदावर नामटनदेशनाद्ारे टनयुक्त हो्णाऱ्या व्यक्तीने, मराठी भाषा परीक्षा व टहंदी भाषा परीक्षा या दोन्ही परीक्षांसंदभा्गत शासनाने वेळोवेळी केलेल्या टनयमांनुसार, मराठी भाषा व टहंदी भाषा परीक्षा उत्ती्ण्ग केलेली नसेल अर्थवा उत्ती्ण्ग होण्यापासून सूि टमळटवलेली नसेल तर, टनयुक्तीनंतर संबंटधत टनयमात नमूद केलेल्या टवटहत मुदतीत मराठी भाषा व टहंदी भाषा परीक्षा उत्ती्ण्ग हो्णे आवश्यक राहील. त्याचाप्रमा्णे टवहीत मुदतीत मराठी भाषा व टहंदी भाषा परीक्षा उत्ती्ण्ग न झाल्यास सदर परीक्षा उत्ती्ण्ग होईपयत वाटष्गक वेतनवाढ व वरिरष्ठ पदावर पदोन्नती अनुज्ञाेय रहा्णार नाही.
८. टनयम ३ येर्थील पदावर नामटनदेशनाने टनयुक्त हो्णाऱ्या व्यक्तीने, संग्णक अह्गता प्रमा्णपत्ासंदभा्गत शासनाने वेळोवेळी केलेल्या टनयमांनुसार, टनयुक्तीपूवी संग्णक अह्गता प्रमा्णपत् धार्ण केलेले नसल्यास, याबाबतच्या टनयमात नमूद केलेल्या टवटहत मुदतीत सदर प्रमा्णपत् धार्ण कर्णे अर्थवा सदर प्रमा्णपत् प्राप्त करण्यापासून सूि टमळवलेली अस्णे आवश्यक राहील. त्याचाप्रमा्णे टवहीत मुदतीत प्रमा्णपत् धार्ण न केल्यास अर्थवा सूि टमळवलेली नसल्यास सदर संग्णक प्रमा्णपत् धार्ण करेपयत अर्थवा सूि टमळछेपयत वाटष्गक वेतनवाढ व वरिरष्ठ पदावर पदोन्नती अनुज्ञाेय रहा्णार नाही.

(१) टनयम ३ येर्थील पदांवर नामटनदेशनाद्ारे टनयुक्त हो्णाऱ्या व्यक्तीने, महाराष्ट् नागरी सेवा (लहान कुिु ंबांचाे प्रटतज्ञापन) ंबाचाे प्रटतज्ञापन सादर कर्णे आवश्यक टनयम २००५ मधील तरतूदीनुसार व त्याबाबत वेळोवेळी करण्यात ये्णाऱ्या टनयमांनुसार, लहान कुिु राहील.
(२) लहान कुिु ंबाचाे प्रटतज्ञापन सादर करण्याच्या टदनांकास दोनपेक्षा अटधक अपत्ये असलेली व्यक्ती शासकीय टनयुक्तीसाठी अपात् राहील.
(३) टनयुक्तीच्या वेळी टकंवा त्यानंतर त्यास दोनपेक्षा अटधक अपत्ये असल्याचाे टनदश्गनास आल्यास सदर व्यक्ती शासन सेवा सुरू ठछेवण्यास अपात् होईल.
१०. टनयम ३ येर्थील पदावर टनयुक्त हो्णाऱ्या व्यक्तींचाी सेवाज्येष्ठता यादी ही राज्यस्तरावर ठछेवण्यात येईल. त्यामुळछे सदर व्यक्ती ही महाराष्ट्ात कोठछेही बदलीस पात् राहील.
११. सदर टनयमानुसार शासकीय सेवेतील टनयुक्तीनंतर शासनाने वेळोवेळी टनग्गटमत केलेल्या टनयम, आदेश व शासन टन्ण्गयाद्ारे टवटहत केलेल्या अिी व शती संबंटधत शासकीय कम्गचाऱ्यास लागू राहतील.

No. SEPRANI 3016/C.R.444/VAISEVA-3.— In exercise of the powers conferred by the proviso to article 309 of the Constitution of India and in supersession of all existing rules, order or instruments made in this behalf, the Governor of Maharashtra is hereby pleased to make the following rules regulating recruitment to the post of Statistician-Cum-Lecturer, Group B (Gazetted) in the Government Medical Colleges and Hospitals in the Directorate of Medical Education and Research under the Medical Education and Drugs Department of the Government of Maharashtra :—
1. These rules may be called the Statistician-Cum-Lecturer, Group B (Gazetted) in the Government Medical Colleges and Hospitals, under the Directorate of Medical Education and Research under the Medical Education and Drugs Department (Recruitment) Rules, 2026.
2. In these rules unless the context requires otherwise,—
(a) "Appointing Authority" means the Minister, Medical Education having competence to make appointment to the post of the Statistician-Cum-Lecturer in Government Service in the Government Medical Colleges and Hospitals, under the Directorate of Medical Education and Research;
(b) "Commission" means the Maharashtra Public Service Commission;
(c) "Directorate" means the Directorate of Medical Education and Research, under the administrative control of the Medical Education and Drugs Department of the Government; (d) "Government" means the Government of Maharashtra;
(e) "Postgraduate Qualification" means M.Sc. (Statistics) degree of a statutory University;
(f) "recognized Medical College" means the Medical College recognized by the National Medical Commission.
3. Appointment to the post of Statistician-Cum-Lecturer, Group B (Gazetted) in Government Medical Colleges and Hospitals shall be made :- by nomination from among the candidates recommended by the Commission on the basis of result of Competitive Examination conducted therefor; who fulfills the following criteria, namely :—
(i) Age Limit :—
(a) Lower Age Limit.— Not less than eighteen years of age as on the last date of receipt of application as per the advertisement for the recruitment to the post.
(b) Upper Age Limit.— Not more than thirty-eight years of age for the persons not belonging to reserved categories and forty-three years of age for the persons belonging to reserved categories as on the last date of receipt of application as per the advertisement for recruitment to the post.
(ii) Minimum Educational Qualification :-
It is necessary to possess postgraduate qualification.
(iii) Experience :—
Three years experience of teaching the Statistics subject in a recognized medical college as Resident or Registrar or Demonstrator or Tutor: Provided that, experience period will be calculated after holding minimum education qualification.
4. Appointment to the post mentioned in rule 3, shall be made by nomination in ratio 100 per cent.

The amendments made by the National Medical Commission regarding educational qualification and experience shall be precisely applicable for appointment to the post of Statistician-Cum-Lecturer, Group B (Gazzeted).
6. A person appointed to the post mentioned in rule 3 by nomination shall be on probation for a period of two years. The probation period may be extended maximum upto one year at the discretion of the Appointing Authority. A person appointed to the post shall be required to complete the probation period satisfactorily. If he does not complete probation period satisfactorily or is not found suitable for the post, then he shall be liable to be terminated from service.
7. A person appointed to the post mentioned in rule 3 by nomination, shall pass the Marathi and Hindi languages examinations as per the rules made in that behalf by the Government, from time to time, unless he has already passed the said examination within the prescribed time limit after appointment or has been exempted from passing these examinations, otherwise he shall not be eligible for annual increment or promotion to the next promotional post till he passes those examinations.
8. A person appointed to the post mentioned in rule 3, by nomination, shall possess a certificate of Computer Operations prescribed by the Government, from time to time, within the prescribed time limit after appointment unless he has been exempted from possessing such certificated, otherwise he shall not be eligible for annual increment or promotion to the next promotional post till he possess such certificate.
9. (1) A person appointed to the post mentioned in rule 3, by nomination, shall submit a Declaration of Small Family as per the provisions of the Maharashtra Civil Services (Declaration of Small Family) Rules, 2005 or any other rules, orders or any instruments issued in this behalf, by the Government, from time to time.
(2) A person having more than two children on the date of submission of Declaration of Small Family, shall be disqualified for the appointment in Government Service.
(3) After appointment of a person in the Government Service, if it is proved that he has more than two children, at the time of appointment or thereafter then he shall be disqualified for the continuing on the said post in the Government Service.
10. The seniority list of the persons appointed on the post mentioned in rule 3, shall be maintained at State level. Therefore, such person shall be eligible to be transfer anywhere in The State of Maharashtra.
11. The terms and conditions specified by the Government subsequent to appointment of any Government Service, in any rules, order or resolutions issued by the Government, from time to time shall also be applicable to the Government servant.

क्रमांक सेप्रटन-३०१७/प्र.क.३११/वैसेवा-३.— भारतीय संटवधानाच्या अनुच्छछेद ३०९ खालील परंतुकान्वये प्रदान करण्यात आलेल्या शक्तींचा वापर करून आट्ण या संदभा्गत टनग्गटमत करण्यात आलेले टवद्यमान टनयम, आदेश टकंवा संलेख अटधक्रटमत करुन, महाराष्ट्ाचाे राज्यपाल याद्ारे महाराष्ट् शासनाच्या वैद्यकीय टशक्ष्ण व औषधी द्रव्ये टवभागाच्या प्रशासकीय टनयंत्णाखाली असलेल्या वैद्यकीय टशक्ष्ण व संशोधन संचालनालयांतग्गत ये्णाऱ्या शासकीय व्यवसायोपचार संस्र्थांतील प्राध्यापक, गि-अ (राजपटत्त), सहयोगी प्राध्यापक, गि-अ (राजपटत्त) व सहायक प्राध्यापक, गि-ब (राजपटत्त) या पदाच्या सेवाप्रवेशाचाे टवटनयमन करण्यासाठी याद्ारे पुढील नवीन टनयम करीत आहेत. :—
१. या टनयमांना "वैद्यकीय टशक्ष्ण व औषधी द्रव्ये टवभागाच्या प्रशासकीय टनयंत्णाखाली वैद्यकीय टशक्ष्ण व संशोधन संचालनालयांतग्गत शासकीय व्यवसायोपचार संस्र्थांतील प्राध्यापक, गि-अ (राजपटत्त), सहयोगी प्राध्यापक, गि-अ (राजपटत्त) व सहायक प्राध्यापक, गि-ब (राजपटत्त) (सेवाप्रवेश) टनयम, २०२६" असे संबोधण्यात यावे.
२. या टनयमात संदभा्गनुसार दुसरा अर्थ्ग अटभाप्रेत नसेल तर,—
(क) "टनयुक्ती प्राटधकारी" याचा अर्थ्ग,—
(१) प्राध्यापक, गि-अ व सहयोगी प्राध्यापक, गि-अ या पदांवर उमेदवारांचाी टनयुक्ती करण्यासाठी सक्षम अस्णारे महाराष्ट् राज्याचाे मु्ययमंत्ी असा आहे ;
(२) सहायक प्राध्यापक, गि-ब या पदावर उमेदवाराचाी टनयुक्ती करण्यासाठी सक्षम अस्णारे संबंटधत टवभागाचाे मंत्ी असा आहे;
(ख) "आयोग" याचा अर्थ्ग महाराष्ट् लोकसेवा आयोग असा आहे;
(ग) "संचालनालय" याचा अर्थ्ग शासनाच्या वैद्यकीय टशक्ष्ण व औषधी द्रव्ये टवभागांतग्गत ये्णारे
वैद्यकीय टशक्ष्ण व संशोधन संचालनालय असा आहे;
(घ) "शासन" याचा अर्थ्ग महाराष्ट् शासन असा आहे;
(ङ) "पदोन्नतीसाठीचाी पात्ता" याचा अर्थ्ग, सामान्य प्रशासन टवभागाकडून वेळोवेळी टनयम, शासन
टन्ण्गय टकंवा आदेशाद्ारे पदोन्नतीसाठी टनधा्गरिरत केलेल्या अिी व शततींनुसार असलेली
पदोन्नतीचाी पात्ता होय.
(चा) "पदव्युत्तर पदवी" याचा अर्थ्ग व्यवसायोपचारशास्त्ातील सांटवटधक टवद्यापीठाचाी पदव्युत्तर
पदवी असा आहे;
(्छ) "मान्यताप्राप्त संस्र्था" याचा अर्थ्ग महाराष्ट् आरोग्य टवज्ञान टवद्यापीठ, नाटशक यांचाी मान्यताप्राप्त
असलेली व्यवसायोपचार शैक्षट्णक संस्र्था असा आहे.
३. प्राध्यापक (गि-अ) या पदावर टनयुक्ती पदोन्नतीने करण्यात येईल. ही टनयुक्ती वैद्यकीय टशक्ष्ण व संशोधन संचालनालयाच्या अटधपत्याखालील शासकीय व्यवसायोपचार संस्र्थांमधील सहयोगी प्राध्यापक (गि-अ) पद धार्ण कर्णाऱ्या व पदोन्नतीसाठी पात् असलेल्या व्यक्तींमधून ज्येष्ठतेच्या आधारे, तसेचा सदर पदावर चार वषापेक्षा कमी नाही इतकी टनयटमत व अखंडू सेवा पू्ण्ग केलेल्या योग्य व्यक्तीचाी करण्यात येईल :
महाराष्ट्रट शासन राजपत्र असाधाराण भाग चारा-अ, ऑगस्ट २१, २०२६/ श्रावण ३०, शाके १९४८ ७परंतु असे की, आवश्यक अनुभाव असलेली सहयोगी प्राध्यापक (गि-अ) पद धार्ण कर्णारी व्यक्ती उपलब्ध नसल्यास, प्राध्यापक (गि-अ) या पदावर टनयुक्ती पदोन्नतीने अशा व्यक्तीचाी करण्यात येईल की, जी वैद्यकीय टशक्ष्ण व संशोधन संचालनालयाच्या अटधपत्याखालील शासकीय व्यवसायोपचार संस्र्थांमध्ये सहयोगी प्राध्यापक (गि-अ) हे पद धार्ण करीत असेल आट्ण टजने त्या संस्र्थांमध्ये सहयोगी प्राध्यापक व सहायक प्राध्यापक या पदांवरील एकटत्त सेवेसह टकमान नऊ वषाचाी टनयटमत व अखंडू सेवा पू्ण्ग केलेली असेल.
४. सहयोगी प्राध्यापक (गि-अ) या पदावर टनयुक्ती पुढीलपैकी को्णत्याही एका पद्धतीने करण्यात येईल :—
(अ) वैद्यकीय टशक्ष्ण व संशोधन संचालनालयाच्या अटधपत्याखालील शासकीय व्यवसायोपचार संस्र्थांमधील सहायक प्राध्यापक (गि-ब) हे पद धार्ण कर्णाऱ्या व पदोन्नतीसाठी पात् असलेल्या व्यक्तींमधून ज्येष्ठतेच्या आधारे, सदर पदावर टकमान पाचा वषाचाी टनयटमत व अखंडू सेवा पू्ण्ग केलेल्या योग्य व्यक्तीचाी पदोन्नतीने टनयुक्ती करण्यात येईल;

(ब) आयोगाने स्पधा्ग परीक्षेच्या टनकालाच्या आधारे टशफारस केलेल्या उमेदवारांमधून, टनयुक्ती प्राटधकाऱ्याच्या मान्यतेने, खालीलप्रमा्णे टनकष पू्ण्ग कर्णाऱ्या उमेदवारांचाी नामटनदेशनाद्ारे टनयुक्ती करण्यात येईल, जसे की :-
(i) वयोमयाषदेा :—
(अ) ककमान वयोमयाषदेा : सदर पदाच्या भारतीसाठी प्रटसद्ध करण्यात आलेल्या जाटहरातीनुसार अज्ग सादर करण्याच्या अंटतम टदनांकास अठरा वषे पू्ण्ग केलेली असावीत.
(ब) कमाले वयोमयाषदेा : सदर पदाच्या भारतीसाठी प्रटसद्ध करण्यात आलेल्या जाटहरातीनुसार अज्ग सादर करण्याच्या अंटतम टदनांकास अराखीव प्रवगा्गतील व्यक्तींसाठी वय चाळीस वषे व राखीव प्रवगा्गतील व्यक्तींसाठी वय पंचाेचाळीस वषा्गपेक्षा अटधक अस्णार नाही.
परंतु असे की, जे उमेदवार आधीपासून शासकीय सेवेत काय्गरत आहेत, अशा उमेदवारांसाठी वयोमया्गदेत पुढील पाचा वषाचाी टशटर्थलता देण्यात येईल :
पुढछे असेही की, जे मागासवगीय उमेदवार आधीपासून शासकीय सेवेत काय्गरत आहेत, त्यांना वयोमया्गदेतील टशटर्थलतेचा लाभा शासकीय सेवक म्ह्णून टकंवा मागासवगीय उमेदवार म्ह्णून यापैकी को्णत्याही एका प्रकारे घेता येईल.
(ii) ककमान शाैक्षकणक अहाषता :—
उमेदवाराकडूछे व्यवसायोपचार टवषयातील टकमान पदव्युत्तर पदवी (Post Graduate Degree) अस्णे आवश्यक आहे.
(iii) अनुभाव :—
उमेदवाराकडूछे मान्यताप्राप्त संस्र्थेमध्ये व्यवसायोपचार टवषयातील सहाय्यक प्राध्यापक म्ह्णून टकमान पाचा वषाचा अनुभाव अस्णे आवश्यक आहे.
टनयम ४ (ब) (ii) मध्ये नमूद केलेली टकमान शैक्षट्णक अह्गता प्राप्त केल्यानंतरचा अनुभावचा अनुभावाच्या कालावधीचाी ग्णना करताना टवचारात घेतला जाईल.
५. सहायक प्राध्यापक (गि-ब) या पदावर टनयुक्ती पुढीलपैकी को्णत्याही एका पद्धतीने करण्यात येईल :—
(अ) वैद्यकीय टशक्ष्ण व संशोधन संचालनालयाच्या अटधपत्याखालील शासकीय व्यवसायोपचार संस्र्थांमधील व्यवसायोपचारतज्ञा (गि-क) हे पद धार्ण कर्णाऱ्या व पदोन्नतीसाठी पात् असलेल्या व्यक्तींमधून ज्येष्ठतेच्या आधारे, सदर पदावर टकमान तीन वषाचाी टनयटमत व अखंडू सेवा पू्ण्ग केलेल्या योग्य व्यक्तीचाी पदोन्नतीने टनयुक्ती करण्यात येईल; टकंवा (ब) आयोगाने घेतलेल्या स्पधा्ग परीक्षेच्या टनकालाच्या आधारे आयोगाने टशफारस केलेल्या उमेदवारांमधून, टनयुक्ती प्राटधकाऱ्याच्या मान्यतेने, खालीलप्रमा्णे टनकष पू्ण्ग कर्णाऱ्या उमेदवारांचाी नामटनदेशनाद्ारे टनयुक्ती करण्यात येईल, म्ह्णजे :—

पुढछे असेही की, जे मागासवगीय उमेदवार आधीपासून शासकीय सेवेत काय्गरत आहेत, त्यांना वयोमया्गदेतील टशटर्थलतेचा लाभा शासकीय सेवक म्ह्णून टकंवा मागासवगीय उमेदवार म्ह्णून यापैकी को्णत्याही एका प्रकारे घेता येईल.
(ii) ककमान शाैक्षकणक अहाषता : उमेदवाराकडूछे व्यवसायोपचार टवषयातील टकमान पदव्युत्तर पदवी (Post Graduate Degree) अस्णे आवश्यक आहे.
६. टनयम ४ व ५ मध्ये नमूद केलेल्या पदांवर पदोन्नतीने व नामटनदेशनाद्ारे टनयुक्ती करताना, भारण्यात ये्णाऱ्या एकू्ण मंजूर पदांच्या सं्ययेसाठी अनुक्रमे ५० : ५० या प्रमा्णात टनयुक्ती करण्यात येईल :
परंतु असे की, पदोन्नतीने टनयुक्तीसाठी योग्य व्यक्ती उपलब्ध नसल्यास, त्या टवटशष्ि टनयुक्ती वषा्गसाठी पदोन्नती व नामटनदेशन यांचाे प्रमा्ण, टनयुक्ती प्राटधकाऱ्याच्या मान्यतेने टशटर्थल करता येईल.
७. टनयम ४ व ५ मध्ये नमूद केलेल्या पदांवर नामटनदेशनाद्ारे टनयुक्त करण्यात आलेली व्यक्ती दोन वषाच्या कालावधीसाठी परिरटवक्षाधीन (Probation) राहील. परिरटवक्षाधीन कालावधी जास्तीत जास्त एक वषा्गपयत वाढटवता येईल. परिरटवक्षाधीन कालावधी (वाढीव कालावधीसह) शासनाच्या परिरटवक्षा धोर्णानुसार समाधानकारकरिरत्या पू्ण्ग कर्णे आवश्यक राहील. सदर धोर्णानुसार परिरटवक्षाधीन कालावधी (वाढीव कालावधीसह) समाधानकारकरिरत्या पू्ण्ग करण्यात अपयश आल्यास, त्याचाी सेवा समाप्त करण्यास तो पात् ठरेल.
८. (१) टनयम ३, ४ टकंवा ५ मध्ये नमूद केलेल्या पदांवर पदोन्नतीने टनयुक्त करण्यात आलेल्या व्यक्तीने, शासनाने वेळोवेळी यासंबंधी केलेल्या टनयमांनुसार मराठी व टहंदी भाषा परीक्षा उत्ती्ण्ग कर्णे आवश्यक राहील, जोपयत त्याने त्या पदावर पदोन्नती टमळण्यापूवीचा सदर परीक्षा उत्ती्ण्ग केलेल्या नसतील टकंवा त्या परीक्षा देण्यापासून त्याला सूि टदलेली नसेल.
(२) टनयम ४ टकंवा ५ मध्ये नमूद केलेल्या पदांवर नामटनदेशनाद्ारे टनयुक्त करण्यात आलेल्या व्यक्तीने, शासनाने वेळोवेळी यासंबंधी केलेल्या टनयमांनुसार टनयुक्तीनंतर टनधा्गरिरत कालावधीत मराठी व टहंदी भाषा परीक्षा उत्ती्ण्ग कर्णे आवश्यक राहील, जोपयत त्याने त्या परीक्षा पूवीचा उत्ती्ण्ग केलेल्या नसतील. सदर परीक्षा उत्ती्ण्ग करेपयत त्या व्यक्तीस वाटष्गक वेतनवाढ (Annual Increment) टकंवा पुढील पदोन्नतीच्या पदासाठी पात्ता टमळ्णार नाही.
९. (१) टनयम ३, ४ टकंवा ५ मध्ये नमूद केलेल्या पदांवर पदोन्नतीने टनयुक्त करण्यात आलेल्या व्यक्तीकडूछे, शासनाने वेळोवेळी या संदभा्गत टनग्गटमत केलेल्या टनयम टकंवा आदेशांनुसार संग्णक अह्गता प्रमा्णपत् अस्णे आवश्यक राहील, जोपयत त्या व्यक्तीकडूछे सदर प्रमा्णपत् आधीपासून उपलब्ध नसेल टकंवा त्या प्रमा्णपत्ापासून त्याला पदोन्नतीपूवी सूि टदलेली नसेल,
(२) टनयम ४ टकंवा ५ मध्ये नमूद केलेल्या पदांवर नामटनदेशनाद्ारे टनयुक्त करण्यात आलेल्या व्यक्तीकडूछे, शासनाने वेळोवेळी टनधा्गरिरत केलेल्या टनयमांनुसार टनयुक्तीनंतर टनधा्गरिरत कालावधीत संग्णक अह्गता प्रमा्णपत् प्राप्त कर्णे अर्थवा सूि टमळालेली अस्णे आवश्यक राहील. अन्यर्था, सदर प्रमा्णपत् प्राप्त करेपयत ती व्यक्ती वाटष्गक वेतनवाढ टकंवा पुढील पदोन्नतीच्या पदासाठी पात् अस्णार नाही.
१०. (१) टनयम ४ टकंवा ५ मध्ये नमूद केलेल्या पदांवर नामटनदेशनाद्ारे टनयुक्तीसाठी टशफारस करण्यात आलेल्या व्यक्तीने, ंबाचाे प्रटतज्ञापन) टनयम, २००५ टकंवा शासनाने वेळोवेळी या संदभा्गत टनग्गटमत केलेले इतर टनयम, आदेश महाराष्ट् नागरी सेवा (लहान कुिु टकंवा संलेख यांच्या तरतुदीनुसार लहान कुिु ंबाचाे घोष्णापत् सादर कर्णे आवश्यक राहील.
महाराष्ट्रट शासन राजपत्र असाधाराण भाग चारा-अ, ऑगस्ट २१, २०२६/ श्रावण ३०, शाके १९४८ ९(२) लहान कुिु ंबाचाे घोष्णापत् सादर करण्याच्या टदनांकास ज्या व्यक्तीस दोनपेक्षा अटधक अपत्ये असतील, ती व्यक्ती शासकीय सेवेत टनयुक्तीसाठी अपात् ठरेल.
(३) शासकीय सेवेत टनयुक्ती झाल्यानंतर, टनयुक्तीच्या वेळी टकंवा त्यानंतर संबंटधत व्यक्तीस दोनपेक्षा अटधक अपत्ये असल्याचाे टसद्ध झाल्यास, ती व्यक्ती शासकीय सेवेत सदर पदावर काय्गरत राहण्यास अपात् ठरेल.
११. टनयम ३, ४ व ५ मध्ये नमूद केलेल्या शैक्षट्णक अह्गता व अनुभाव, हे महाराष्ट् आरोग्य टवज्ञान टवद्यापीठाने (Maharashtra University of Health Sciences) वेळोवेळी टदलेली मान्यता टकंवा यर्थाग्स्र्थटत, रद्द केलेली मान्यता याच्या अधीन राहतील.
१२. शासनाने वेळोवेळी टनग्गटमत केलेल्या को्णत्याही टनयम टकंवा शासन टन्ण्गयांद्ारे टनग्श्चात केलेल्या अिी व शती, ज्या को्णत्याही शासकीय सेवकाच्या टनयुक्तीपूवी टकंवा टनयुक्तीनंतर लागू करण्यात आलेल्या असतील, त्या टनयम ३, ४ टकंवा ५ मध्ये नमूद केलेल्या पदांवर टनयुक्त करण्यात आलेल्या व्यक्तींनाही लागू राहतील.

No.SEPRANI-3017/C.R.311/VAISEVA-3.— In exercise of the powers conferred by the proviso to article 309 of the Constitution of India and in supersession of all existing rules, orders or instruments issued in this behalf, the Governor of Maharashtra is hereby pleased to make the following rules regulating recruitment to the post of Professor, Group A (Gazetted), Associate Professor, Group A (Gazetted) and Assistant Professor, Group B (Gazetted) in the Government Occupational Therapy institutes on the establishment of Directorate of Medical Education and Research, under the administrative control of the Medical Education and Drugs Department of the Government of Maharashtra, namely :-
1. These rules may be called "the Professor (Group A) (Gazetted), Associate Professor (Group A) (Gazetted) and Assistant Professor (Group B) (Gazetted) in the Government Occupational Therapy institutes on the establishment of Directorate of Medical Education and Research under the administrative control of the Medical Education and Drugs Department (Recruitment) Rules, 2026.
2. In these rules unless the context requires otherwise,—
(a) "Appointing Authority" means,—
(i) the Chief Minister, State of Maharashtra in relation to the post of Group A ;
(ii) the Minister of the concerned Department in relation to the post of Group B ;
(b) "Commission" means the Maharashtra Public Service Commission ;
(c) "Directorate" means the Directorate of Medical Education and Research, under the administrative control of Medical Education and Drugs Department;
(d) "Government" means the Government of Maharashtra ;
(e) "eligibility for promotion" means eligibility for promotion in accordance with the terms and conditions specified for promotion by rules, Government Resolution or orders issued by the General Administration Department, from time to time ;
(f) "Postgraduate Degree" means the Postgraduate degree in Occupational Therapy of a statutory University ;
(g) "recognized institution" means the Occupational Therapy educational institute approved by the Maharashtra University of Health Sciences, Nasik.
3. Appointment to the post of Professor (Group A) shall be made by promotion of a suitable person having eligibility for promotion on the basis of seniority from amongst the persons holding the post of Associate Professor (Group A) in Government Occupational Therapy Institutes on the establishment of Directorate having a regular and continuous service in the said post for not less than four years :
Provided that, if a person holding the post of Associate Professor possessing requisite experience is not available, then appointment to the post of Professor ( Group A ) shall be made by promotion of a person holding the post of Associate Professor ( Group A ) in Government Occupational Therapy institutes, on the establishment of Directorate having not less than nine years of regular and continuous service, inclusive of combined service, as Associtate Professor and Assistant Professor in such institute.
4. Appointment to the post of Associate Professor (Group A) shall be made either,—
(a) by Promotion of a suitable person having eligibility for promotion, on the basis of seniority, from amongst the persons holding the post of Assistant Professor (Group B) in theमहाराष्ट्रट शासन राजपत्र असाधाराण भाग चारा-अ, ऑगस्ट २१, २०२६/ श्रावण ३०, शाके १९४८ ११ Government Occupational Therapy institutes on the establishment of Directorate having a regular and continuous service in the said post for not less than five years ; or
(b) by nomination from amongst the candidates recommended by the Commission on the basis of result of competitive examination, with the approval of the Appointing Authority, who fulfills the following criteria, namely :—
(i) Age Limit.—
(a) Lower Age Limit.— Eighteen years of age completed on the last date of receipt of applications as per the advertisement for recruitment to the said post.
(b) Upper Age Limit.— Forty years of age completed for the persons not belonging to reserved categories and forty five years of age for the persons belonging to reserved categories as on the last date of receipt of applications as per advertisement for recruitment to the said post:
Provided that, the age limit for candidates who are already in Government service shall be relaxed for further five years:
Provided further that, the backward class candidates who are already working in the Government service can avail relaxation of age limit either for the Government service employees or for backward class employees.
(ii) Minimum Educational Qualifications.- A person holding a minimum Post Graduate Degree in Occupational Therapy.
(iii) Experience.— A person holding a minimum experience of five years as Assistant Professor, Occupational Therapy in the recognized institution.
The experience after possessing the minimum educational qualification cited in rule 4 (b) (ii) shall be taken into consideration while counting the period of experience.
5. Appointment to the post of Assistant Professor (Group B) shall be made either,—
(a) by promotion of a suitable person having eligibility for promotion on the basis of seniority from amongst the persons holding the post of Occupational Therapist (Group C) in Government Occupational Therapy institutes on the establishment of Directorate having a regular and continuous service in the said post for not less than three years; or
(b) by nomination from amongst the candidates recommended by the Commission on the basis of the result of the competitive examination conducted by the Commission, with approval of the Appointing Authority, who fulfills the following criteria, namely:-
(i) Age Limit.-
(a) Lower Age Limit.- Eighteen years of age completed on the last date of receipt of applications as per the advertisement for recruitment to the said post.
(b) Upper Age Limit.- Thirty eight years of age completed for the persons not belonging to reserved categories and forty three years of age for the persons belonging to reserved categories as on the last date of receipt of applications as per advertisement for recruitment to the said post :
Provided that, the age limit for candidates who are already in Government service shall be relaxed for further five years :
Provided further that, the backward class candidianes who are already working in the Government service can avail relaxation of age limit either for the Government service employees or for backward class employees.
(ii) Minimum Educational Qualifications.— A person holding a minimum Post Graduate Degree in Occupational Therapy.
१२ महाराष्ट्रट शासन राजपत्र असाधाराण भाग चारा-अ, ऑगस्ट २१, २०२६/ श्रावण ३०, शाके १९४८6. Appointment to the posts mentioned in rules 4 and 5 by promotion and nomination shall be made in the ratio of 50:50 respectively, for the total number of sanctioned posts to be filled :
Provided that, if a suitable person for appointment by promotion is not available, the ratio of appointment by promotion and by nomination may be relaxed for that particular appointment year with the approval of the Appointing Authority.
7. A person appointed to the post mentioned in rules 4 and 5 by nomination shall be on probation for a period of two years. The probation period may be extended maximum up to one year. The probation period (including extended period) shall be completed satisfactorily as per the probation policy of the Government. In the event of failing to complete the probation period (including extended period) satisfactorily, as per the said policy, his services shall be liable to be terminated.
8. (1) A person appointed to the post mentioned in the rule 3, 4 or 5 by promotion shall pass the Marathi and Hindi Languages examinations as per the rules made in that behalf by the Government, from time to time, unless he has already passed or had been exempted from passing those examinations before getting promoted to the said post.
(2) A person appointed to the post mentioned in rule 4 or 5 by nomination shall pass the Marathi and Hindi Languages examinations as per the rules made in that behalf by the Government. from time to time, within the prescribed time limit after appointment, unless he has already passed the said examinations. He shall not be eligible for annual increment or promotion to the next promotional post until he passess those examinations.
9. (1) A person appointed to the post mentioned in rule 3, 4 or 5 by promotion shall possess certificate of Computer Operations prescribed by rules or orders issued in that behalf by the Government, from time to time, unless he already possesses such certificate or has been exempted there from, before getting promoted to the said post.
(2) A person appointed to the post mentioned in rule 4 or 5 by nomination shall possess a Certificate of Computer Operations prescribed by the Government, from time to time, within the prescribed time limit after appointment, unless he has been exempted from possessing such Certificate, otherwise he shall not be eligible for annual increment or promotion to the next promotional post until he possesses such certificate.
10. (1) A person recommended for appointment by nomination to the post mentioned in rules 4 or 5 shall submit a declaration of Small Family as per the provision of the Maharashtra Civil Services (Small Family Declaration) Rules, 2005 or any other rules, orders or any instruments issued in this behalf by the Government, from time to time.
(2) A person having more than two children on the date of submission of Declaration of small family shall be disqualified for the appointment in Government Service.
(3) After appointment of a person in the Government service, if it is proved that he has more than two children at the time of appointment or thereafter, then he shall be disqualified for continuing on the said post in the Government service.
11. The educational qualification and experience mentioned in rules 3, 4 and 5 shall be subject to the recognition or de-recognition, as the case may be, of such educational qualification and experience as specified by the Maharashtra University of Health Sciences, from time to time.
12. The terms and conditions specified by the Government, in any rules or resolutions issued by the Government from time to time, before or subsequent to the appointment of any Government servant shall also be applicable to the person appointed on the post mentioned in rule 3, 4 or 5.

क्रमांक सेप्रटन-३०१७/प्र.क.३११/वैसेवा-३.— भारतीय संटवधानाच्या अनुच्छछेद ३०९ खालील परंतुकान्वये प्रदान करण्यात आलेल्या शक्तींचा वापर करून आट्ण या संदभा्गत टनग्गटमत करण्यात आलेले टवद्यमान टनयम, आदेश टकंवा संलेख अटधक्रटमत करुन, महाराष्ट्ाचाे राज्यपाल याद्ारे महाराष्ट् शासनाच्या वैद्यकीय टशक्ष्ण व औषधी द्रव्ये टवभागाच्या प्रशासकीय टनयंत्णाखाली असलेल्या वैद्यकीय टशक्ष्ण व संशोधन संचालनालयांतग्गत ये्णाऱ्या शासकीय भाौटतकोपचार संस्र्थांतील प्राध्यापक, गि-अ (राजपटत्त), सहयोगी प्राध्यापक, गि-अ (राजपटत्त) व सहायक प्राध्यापक, गि-ब (राजपटत्त) या पदाच्या सेवाप्रवेशाचाे टवटनयमन करण्यासाठी याद्ारे पुढील टनयम करीत आहेत,:-
१. या टनयमांना "वैद्यकीय टशक्ष्ण व औषधी द्रव्ये टवभागाच्या प्रशासकीय टनयंत्णाखाली वैद्यकीय टशक्ष्ण व संशोधन संचालनालयांतग्गत शासकीय भाौटतकोपचार संस्र्थांतील प्राध्यापक, गि-अ (राजपटत्त), सहयोगी प्राध्यापक, गि-अ (राजपटत्त) व सहायक प्राध्यापक, गि-ब (राजपटत्त) (सेवाप्रवेश) टनयम, २०२६" असे संबोधण्यात यावे.
२. या टनयमात संदभा्गनुसार दुसरा अर्थ्ग अटभाप्रेत नसेल तर,—
(क) "टनयुक्ती प्राटधकारी" याचा अर्थ्ग ,-
(१) प्राध्यापक, गि-अ व सहयोगी प्राध्यापक, गि-अ या पदांवर उमेदवारांचाी टनयुक्ती करण्यासाठी सक्षम अस्णारे महाराष्ट् राज्याचाे मु्ययमंत्ी असा आहे ;
(२) सहायक प्राध्यापक, गि-ब या पदावर उमेदवाराचाी टनयुक्ती करण्यासाठी सक्षम अस्णारे संबंटधत टवभागाचाे मंत्ी असा आहे;
(ख) "आयोग" याचा अर्थ्ग महाराष्ट् लोकसेवा आयोग असा आहे;
(ग) "संचालनालय" याचा अर्थ्ग शासनाच्या वैद्यकीय टशक्ष्ण व औषधी द्रव्ये टवभागांतग्गत ये्णारे वैद्यकीय टशक्ष्ण व संशोधन संचालनालय असा आहे;
(घ) "शासन" याचा अर्थ्ग महाराष्ट् शासन असा आहे;
(ङ) "पदोन्नतीसाठीचाी पात्ता" याचा अर्थ्ग, सामान्य प्रशासन टवभागाकडून वेळोवेळी टनयम, शासन टन्ण्गय टकंवा आदेशाद्ारे पदोन्नतीसाठी टनधा्गरिरत केलेल्या अिी व शततींनुसार असलेली पदोन्नतीचाी पात्ता होय.
(चा) "पदव्युत्तर पदवी" याचा अर्थ्ग भाौटतकोपचारशास्त्ातील सांटवटधक टवद्यापीठाचाी पदव्युत्तर पदवी असा आहे;
(्छ) "मान्यता प्राप्त संस्र्था" यांचा अर्थ्ग महाराष्ट् आरोग्य टवज्ञान टवद्यापीठ, नाटशक यांचाी मान्यता प्राप्त असलेली भाौटतकोपचार शैक्षट्णक संस्र्था असा आहे.
३. प्राध्यापक (गि-अ) या पदावर टनयुक्ती पदोन्नतीने करण्यात येईल. ही टनयुक्ती वैद्यकीय टशक्ष्ण व संशोधन संचालनालयाच्या अटधपत्याखालील शासकीय भाौटतकोपचार संस्र्थांमधील सहयोगी प्राध्यापक (गि-अ) पद धार्ण कर्णाऱ्या व पदोन्नतीसाठी पात् असलेल्या व्यक्तींमधून ज्येष्ठतेच्या आधारे, तसेचा सदर पदावर चार वषापेक्षा कमी नाही इतकी टनयटमत व अखंडू सेवा पू्ण्ग केलेल्या योग्य व्यक्तीमधून करण्यात येईल :
परंतु असे की, आवश्यक अनुभाव असलेली सहयोगी प्राध्यापक (गि-अ) पद धार्ण कर्णारी व्यक्ती उपलब्ध नसल्यास, प्राध्यापक (गि-अ) या पदावर पदोन्नतीने अशा व्यक्तीचाी टनयुक्ती करण्यात येईल की, जी वैद्यकीय टशक्ष्ण व संशोधन संचालनालयाच्या अटधपत्याखालील शासकीय भाौटतकोपचार संस्र्थांमध्ये सहयोगी प्राध्यापक (गि-अ) हे पद धार्ण करीत असेल भाग चार-अ-३६५–३१४ महाराष्ट्रट शासन राजपत्र असाधाराण भाग चारा-अ, ऑगस्ट २१, २०२६/ श्रावण ३०, शाके १९४८ आट्ण टजने त्या संस्र्थांमध्ये सहयोगी प्राध्यापक व सहायक प्राध्यापक या पदांवरील एकटत्त सेवेसह टकमान नऊ वषाचाी टनयटमत व अखंडू सेवा पू्ण्ग केलेली असेल.
४. सहयोगी प्राध्यापक (गि-अ) या पदावर टनयुक्ती पुढीलपैकी को्णत्याही एका पद्धतीने करण्यात येईल :—
(अ) वैद्यकीय टशक्ष्ण व संशोधन संचालनालयाच्या अटधपत्याखालील शासकीय भाौटतकोपचार संस्र्थांमधील सहायक प्राध्यापक (गि-ब) हे पद धार्ण कर्णाऱ्या व पदोन्नतीसाठी पात् असलेल्या व्यक्तींमधून ज्येष्ठतेच्या आधारे, सदर पदावर टकमान पाचा वषाचाी टनयटमत व अखंडू सेवा पू्ण्ग केलेल्या योग्य व्यक्तीचाी पदोन्नतीने टनयुक्ती करण्यात येईल; टकंवा
(ब) महाराष्ट् लोकसेवा आयोगाने स्पधा्ग परीक्षेच्या टनकालाच्या आधारे टशफारस केलेल्या उमेदवारांमधून, टनयुक्ती प्राटधकाऱ्याच्या मान्यतेने, खालीलप्रमा्णे टनकष पू्ण्ग कर्णाऱ्या उमेदवारांचाी नामटनदेशनाद्ारे टनयुक्ती करण्यात येईल, जसे की :-
(i) वयोमयाषदेा :—
(अ) टकमान वयोमया्गदा : सदर पदाच्या भारतीसाठी प्रटसद्ध करण्यात आलेल्या जाटहरातीनुसार अज्ग सादर करण्याच्या अंटतम टदनांकास उमेदवाराने अठरा वषे पू्ण्ग केलेली असावीत.
(ब) कमाल वयोमया्गदा : सदर पदाच्या भारतीसाठी प्रटसद्ध करण्यात आलेल्या जाटहरातीनुसार अज्ग सादर करण्याच्या अंटतम टदनांकास, अराखीव प्रवगा्गतील व्यक्तींसाठी वय चाळीस वषे व राखीव प्रवगा्गतील व्यक्तींसाठी वय पंचाेचाळीस वषा्गपेक्षा अटधक नसावे :
परंतु असे की, जे उमेदवार आधीपासून शासकीय सेवेत काय्गरत आहेत, अशा उमेदवारांसाठी वयोमया्गदेत पुढील पाचा वषाचाी टशटर्थलता देण्यात येईल :
पुढछे असेही की, जे मागासवगीय उमेदवार आधीपासून शासकीय सेवेत काय्गरत आहेत, त्यांना वयोमया्गदेतील टशटर्थलतेचा लाभा शासकीय सेवक म्ह्णून टकंवा मागासवगीय उमेदवार म्ह्णून यापैकी को्णत्याही एका प्रकारे घेता येईल.
(ii) ककमान शाैक्षकणक अहाषता :-
उमेदवाराकडूछे भाौटतकोपचार टवषयातील टकमान पदव्युत्तर पदवी (Post Graduate Degree) अस्णे आवश्यक आहे.
(iii) अनुभाव :-
उमेदवाराकडूछे मान्यताप्राप्त संस्र्थेमध्ये भाौटतकोपचार टवषयातील सहायक प्राध्यापक म्ह्णून टकमान पाचा वषाचा अनुभाव अस्णे आवश्यक आहे.
टनयम ४ (ब) (ii) मध्ये नमूद केलेली टकमान शैक्षट्णक अह्गता प्राप्त केल्यानंतरचा अनुभावचा अनुभावाच्या कालावधीचाी ग्णना करताना टवचारात घेतला जाईल.
५. सहायक प्राध्यापक (गि-ब) या पदावर टनयुक्ती पुढीलपैकी को्णत्याही एका पद्धतीने करण्यात येईल :—
(अ) वैद्यकीय टशक्ष्ण व संशोधन संचालनालयाच्या अटधपत्याखालील शासकीय भाौटतकोपचार संस्र्थांमधील भाौटतकोपचारतज्ञा (गि-क) हे पद धार्ण कर्णाऱ्या व पदोन्नतीसाठी पात् असलेल्या व्यक्तींमधून ज्येष्ठतेच्या आधारे, सदर पदावर टकमान तीन वषाचाी टनयटमत व अखंडू सेवा पू्ण्ग केलेल्या योग्य व्यक्तीचाी पदोन्नतीने टनयुक्ती करण्यात येईल; टकंवा
(ब) आयोगाने घेतलेल्या स्पधा्ग परीक्षेच्या टनकालाच्या आधारे आयोगाने टशफारस केलेल्या उमेदवारांमधून, टनयुक्ती प्राटधकाऱ्याच्या मान्यतेने, खालीलप्रमा्णे टनकष पू्ण्ग कर्णाऱ्या उमेदवारांचाी नामटनदेशनाद्ारे टनयुक्ती करण्यात येईल :—
(i) वयोमयाषदेा :-
(अ) टकमान वयोमया्गदा : सदर पदाच्या भारतीसाठी प्रटसद्ध करण्यात आलेल्या जाटहरातीनुसार अज्ग सादर करण्याच्या अंटतम टदनांकास उमेदवाराने अठरा वषे पू्ण्ग केलेली असावीत.
(ब) कमाल वयोमया्गदा : सदर पदाच्या भारतीसाठी प्रटसद्ध करण्यात आलेल्या जाटहरातीनुसार अज्ग सादरमहाराष्ट्रट शासन राजपत्र असाधाराण भाग चारा-अ, ऑगस्ट २१, २०२६/ श्रावण ३०, शाके १९४८ १५ करण्याच्या अंटतम टदनांकास, राखीव प्रवगा्गतील व्यक्तींसाठी वय अडूतीस वषे व राखीव प्रवगा्गतील व्यक्तींसाठी वय त्ेचाळीस वषा्गपेक्षा अटधक नसावे :
परंतु असे की, जे उमेदवार आधीपासून शासकीय सेवेत काय्गरत आहेत, अशा उमेदवारांसाठी वयोमया्गदेत पुढील पाचा वषाचाी टशटर्थलता देण्यात येईल :
पुढछे असेही की, जे मागासवगीय उमेदवार आधीपासून शासकीय सेवेत काय्गरत आहेत, त्यांना वयोमया्गदेतील टशटर्थलतेचा लाभा शासकीय सेवक म्ह्णून टकंवा मागासवगीय उमेदवार म्ह्णून यापैकी को्णत्याही एका प्रकारे घेता येईल.
(ii) टकमान शैक्षट्णक अह्गता : उमेदवाराकडूछे भाौटतकोपचार टवषयातील टकमान पदव्युत्तर पदवी (Post Graduate Degree) अस्णे आवश्यक आहे.
६. टनयम ४ व ५ मध्ये नमूद केलेल्या पदांवर पदोन्नतीने व नामटनदेशनाद्ारे टनयुक्ती करताना, भारण्यात ये्णाऱ्या एकू्ण मंजूर पदांच्या सं्ययेसाठी अनुक्रमे ५० : ५० या प्रमा्णात टनयुक्ती करण्यात येईल :
परंतु असे की, पदोन्नतीने टनयुक्तीसाठी योग्य व्यक्ती उपलब्ध नसल्यास, त्या टवटशष्ि टनयुक्ती वषा्गसाठी पदोन्नती व नामटनदेशन यांचाे प्रमा्ण, टनयुक्ती प्राटधकाऱ्याच्या मान्यतेने टशटर्थल करता येईल.
७. टनयम ४ व ५ मध्ये नमूद केलेल्या पदांवर नामटनदेशनाद्ारे टनयुक्त करण्यात आलेली व्यक्ती दोन वषाच्या कालावधीसाठी परिरटवक्षाधीन (Probation) राहील. परिरटवक्षाधीन कालावधी जास्तीत जास्त एक वषा्गपयत वाढटवता येईल. परिरटवक्षाधीन कालावधी (वाढीव कालावधीसह) शासनाच्या परिरटवक्षा धोर्णानुसार समाधानकारकरिरत्या पू्ण्ग कर्णे आवश्यक राहील. सदर धोर्णानुसार परिरटवक्षाधीन कालावधी (वाढीव कालावधीसह) समाधानकारकरिरत्या पू्ण्ग करण्यात अपयश आल्यास, त्याचाी सेवा समाप्त करण्यास पात् राहील.
८ (१) टनयम ३, ४ टकंवा ५ मध्ये नमूद केलेल्या पदांवर पदोन्नतीने टनयुक्त करण्यात आलेल्या व्यक्तीने, शासनाने वेळोवेळी यासंबंधी केलेल्या टनयमांनुसार मराठी व टहंदी भाषा परीक्षा उत्ती्ण्ग कर्णे आवश्यक राहील, जोपयत त्याने त्या पदावर पदोन्नती टमळण्यापूवीचा सदर परीक्षा उत्ती्ण्ग केलेल्या नसतील टकंवा त्या परीक्षा देण्यापासून त्याला सूि टदलेली नसेल,
(२) टनयम ४ टकंवा ५ मध्ये नमूद केलेल्या पदांवर नामटनदेशनाद्ारे टनयुक्त करण्यात आलेल्या व्यक्तीने, शासनाने वेळोवेळी यासंबंधी केलेल्या टनयमांनुसार टनयुक्तीनंतर टनधा्गरिरत कालावधीत मराठी व टहंदी भाषा परीक्षा उत्ती्ण्ग कर्णे आवश्यक राहील, जोपयत त्याने त्या परीक्षा पूवीचा उत्ती्ण्ग केलेल्या नसतील. सदर परीक्षा उत्ती्ण्ग करेपयत त्या व्यक्तीस वाटष्गक वेतनवाढ (Annual Increment) टकंवा पुढील पदोन्नतीच्या पदासाठी पात्ता टमळ्णार नाही.
९. (१) टनयम ३, ४ टकंवा ५ मध्ये नमूद केलेल्या पदांवर पदोन्नतीने टनयुक्त करण्यात आलेल्या व्यक्तीकडूछे, शासनाने वेळोवेळी या संदभा्गत टनग्गटमत केलेल्या टनयम टकंवा आदेशांनुसार संग्णक अह्गता प्रमा्णपत् अस्णे आवश्यक राहील, जोपयत त्या व्यक्तीकडूछे सदर प्रमा्णपत् आधीपासून उपलब्ध नसेल टकंवा त्या प्रमा्णपत्ापासून त्याला पदोन्नतीपूवी सूि टदलेली नसेल,
(२) टनयम ४ टकंवा ५ मध्ये नमूद केलेल्या पदांवर नामटनदेशनाद्ारे टनयुक्त करण्यात आलेल्या व्यक्तीकडूछे, शासनाने वेळोवेळी टनधा्गरिरत केलेल्या टनयमांनुसार टनयुक्तीनंतर टनधा्गरिरत कालावधीत संग्णक अह्गता प्रमा्णपत् प्राप्त कर्णे अर्थवा सूि टदलेली अस्णे आवश्यक राहील. अन्यर्था, सदर प्रमा्णपत् प्राप्त करेपयत अर्थवा सूि टमळछेपयत त्या व्यक्तीस वाटष्गक वेतनवाढ टकंवा पुढील पदोन्नतीच्या पदासाठी पात्ता टमळ्णार नाही.
१०. (१) टनयम ४ टकंवा ५ मध्ये नमूद केलेल्या पदांवर नामटनदेशनाद्ारे टनयुक्तीसाठी टशफारस करण्यात आलेल्या व्यक्तीने, ंबाचाे प्रटतज्ञापन) टनयम, २००५ टकंवा शासनाने वेळोवेळी या संदभा्गत टनग्गटमत केलेले इतर टनयम, आदेश महाराष्ट् नागरी सेवा (लहान कुिु टकंवा संलेख यांच्या तरतुदीनुसार लहान कुिु ंबाचाे घोष्णापत् सादर कर्णे आवश्यक राहील.
(२) लहान कुिु ंबाचाे घोष्णापत् सादर करण्याच्या टदनांकास ज्या व्यक्तीस दोनपेक्षा अटधक अपत्ये असतील, ती व्यक्ती शासकीय सेवेत टनयुक्तीसाठी अपात् ठरेल.
(३) शासकीय सेवेत टनयुक्ती झाल्यानंतर, टनयुक्तीच्या वेळी टकंवा त्यानंतर संबंटधत व्यक्तीस दोनपेक्षा अटधक अपत्ये असल्याचाे टसद्ध झाल्यास, ती व्यक्ती शासकीय सेवेत सदर पदावर काय्गरत राहण्यास अपात् ठरेल.
भाग चार-अ-३६५–३अ१६ महाराष्ट्रट शासन राजपत्र असाधाराण भाग चारा-अ, ऑगस्ट २१, २०२६/ श्रावण ३०, शाके १९४८ ११. टनयम ३, ४ व ५ मध्ये नमूद केलेल्या शैक्षट्णक अह्गता व अनुभाव, हे महाराष्ट् आरोग्य टवज्ञान टवद्यापीठाने (Maharashtra University of Health Sciences) वेळोवेळी टदलेली मान्यता टकंवा, यर्थाग्स्र्थटत, रद्द केलेली मान्यता याच्या अधीन राहतील.
१२. शासनाने वेळोवेळी टनग्गटमत केलेल्या को्णत्याही टनयम टकंवा शासन टन्ण्गयांद्ारे टनग्श्चात केलेल्या अिी व शती, ज्या को्णत्याही शासकीय सेवकाच्या टनयुक्तीपूवी टकंवा टनयुक्तीनंतर लागू करण्यात आलेल्या असतील, त्या टनयम ३, ४ टकंवा ५ मध्ये नमूद केलेल्या पदांवर टनयुक्त करण्यात आलेल्या व्यक्तींनाही लागू राहतील.

No. SEPRANI-3017/C.R.311/VAISEVA-3.— In exercise of the powers conferred by the proviso to article 309 of the Constitution of India and in supersession of all the existing rules, orders or instruments issued in this behalf, the Governor of Maharashtra is hereby pleased to make the following rules regulating recruitment to the post of Professor, Group A (Gazetted), Associate Professor, Group A (Gazetted) and Assistant Professor, Group B (Gazetted) in the Government Physiotherapy Institutes on the establishment of Directorate of Medical Education and Research, under the administrative control of the Medical Education and Drugs Department of the Government of Maharashtra, namely :—
1. These rules may be called "the Professor, Group A (Gazetted), Associate Professor, Group A (Gazetted) and Assistant Professor, Group B (Gazetted) in the Government Physiotherapy institutes on the establishment of Directorate of Medical Education and Research under the administrative control of the Medical Education and Drugs Department (Recruitment) Rules, 2026." 2. In these rules, unless the context requires otherwise,—
(a) "Appointing Authority" means,—
(i) the Chief Minister, State of Maharashtra in relation to the post of Group A ;
(ii) the Minister of the concerned Department in relation to the post of Group B ;
(b) "Commission" means the Maharashtra Public Service Commission ;
(c) "Directorate" means the Directorate of Medical Education and Research, under the administrative control of Medical Education and Drugs Department;
(d) "Government" means the Government of Maharashtra ;
(e) "eligibility for promotion" means eligibility for promotion in accordance with the terms and conditions specified for promotion by rules, Government Resolution or orders issued by the General Administration Department, from time to time ;
(f) "Postgraduate Degree" means the Postgraduate degree in Physiotherapy of a statutory University ;
(g) "recognized institution" means the Physiotherapy educational institute approved by the Maharashtra University of Health Sciences, Nasik.
3. Appointment to the post of Professor ( Group A ) shall be made by promotion of a suitable person having eligibility for promotion on the basis of seniority from amongst the persons holding the post of Associate Professor (Group A) in Government Physiotherapy Institutes on the establishment of Directorate having a regular and continuous service in the said post for not less than four years :
Provided that, if a person holding the post of Associate Professor possessing requisite experience is not available, then appointment to the post of Professor ( Group A ) shall be made by promotion of a person holding the post of Associate Professor ( Group A ) in Government Physiotherapy institutes, on the establishment of Directorate having not less than nine years of regular and continuous service, inclusive of combine service, as Associate Professor and Assistant Professor in such institute.
4. Appointment to the post of Associate Professor (Group A) shall be made either,—
(a) by promotion of a suitable person having eligibility for promotion, on the basis of seniority, from amongst the persons holding the post of Assistant Professor (Group B) in the Government Physiotherapy Institutes on the establishment of Directorate having a regular and continuous service in the said post for not less than five years ; or१८ महाराष्ट्रट शासन राजपत्र असाधाराण भाग चारा-अ, ऑगस्ट २१, २०२६/ श्रावण ३०, शाके १९४८ (b) by nomination from amongst the candidates recommended by the Commission on the basis of result of competitive examination, with the approval of the Appointing Authority, who fulfills the following criteria, namely :-
(i) Age Limit.—
(a) Lower Age Limit.— Eighteen years of age completed on the last date of receipt of applications as per the advertisement for recruitment to the said post.
(b) Upper Age Limit.— Forty years of age completed for the persons not belonging to reserved categories and forty five years of age for the persons belonging to reserved categories as on the last date of receipt of applications as per advertisement for recruitment to the said post:
Provided that, the age limit for candidates who are already in Government service shall be relaxed for further five years:
Provided further that, the backward class candidates who are already working in the Government service can avail relaxation of age limit either for the Government service employees or for backward class employees.
(ii) Minimum Educational Qualifications.— A person holding a minimum Post Graduate Degree in Physiotherapy.
(iii) Experience.— A person holding a minimum experience of five years as Assistant Professor, Physiotherapy in the recognized institution.
The experience after possessing the minimum educational qualification cited in rule 4 (b) (ii) shall be taken into consideration while counting the period of experience.
5. Appointment to the post of Assistant Professor (Group B) shall be made either,—
(a) by promotion of a suitable person having eligibility for promotion on the basis of seniority from amongst the persons holding the post of Physiotherapist (Group C) in Government Physiotherapy institutes on the establishment of Directorate having a regular and continuous service in the said post for not less than three years; or
(b) by nomination from amongst the candidates recommended by the Commission on the basis of the result of the competitive examination conducted by the Commission, with approval of the Appointing Authority, who fulfills the following criteria, namely :—
(i) Age Limit.—
(a) Lower Age Limit.— Eighteen years of age completed on the last date of receipt of applications as per the advertisement for recruitment to the said post.
(b) Upper Age Limit.— Thirty eight years of age completed for the persons not belonging to reserved categories and forty three years of age for the persons belonging to reserved categories as on the last date of receipt of applications as per advertisement for recruitment to the said post :
Provided that, the age limit for candidates who are already in Government service shall be relaxed for further five years :
Provided further that, the backward class candidates who are already working in the Government service can avail relaxation of age limit either for the Government service employees or for backward class employees.
(ii) Minimum Educational Qualifications.— A person holding a minimum Post Graduate Degree in Physiotherapy.
6. Appointment to the posts mentioned in rules 4 and 5 by promotion and nomination shall be made in the ratio of 50:50 respectively, for the total number of sanctioned posts to be filled :
Provided that, if a suitable person for appointment by promotion is not available, the ratio ofमहाराष्ट्रट शासन राजपत्र असाधाराण भाग चारा-अ, ऑगस्ट २१, २०२६/ श्रावण ३०, शाके १९४८ १९ appointment by promotion and by nomination may be relaxed for that particular appointment year with the approval of the Appointing Authority.
7. A person appointed to the post mentioned in rules 4 and 5 by nomination shall be on probation for a period of two years. The probation period may be extended maximum up to one year. The probation period (including extended period) shall be completed satisfactorily as per the probation policy of the Government. In the event of failing to complete the probation period (including extended period) satisfactorily, as per the said policy, his services shall be liable to be terminated.
8. (1) A person appointed to the post mentioned in the rule 3, 4 or 5 by promotion shall pass the Marathi and Hindi Languages examinations as per the rules made in that behalf by the Government, from time to time, unless he has already passed or had been exempted from passing those examinations before getting promoted to the said post.
(2) A person appointed to the post mentioned in rule 4 or 5 by nomination shall pass the Marathi and Hindi Languages examinations as per the rules made in that behalf by the Government. from time to time, within the prescribed time limit after appointment. unless he has already passed the said examinations. He shall not be eligible for annual increment or promotion to the next promotional post until he passed those examinations.
9. (1) A person appointed to the post mentioned in rule 3, 4 or 5 by promotion shall possess certificate of Computer Operations prescribed by rules or orders issued in that behalf by the Government, from time to time, unless he already possesses such certificate has been exempted there from, before getting promoted to the said post.
(2) A person appointed to the post mentioned in rule 4 or 5 by nomination shall possess a Certificate of Computers Operations prescribed by Government, from time to time, within the prescribed time limit after appointment, unless he has been exempted from possessing such Certificate, otherwise he shall not be eligible for annual increment or promotion to the next promotional post until he possesses such certificate.
10. (1) A person recommended for appointment by nomination to the post mentioned in rules 4 or 5 shall submit a declaration of Small Family as per the provision of the Maharashtra Civil Services (Small Family Declaration) Rules, 2005 or any other rules, orders or any instruments issued in this behalf by the Government, from time to time.
(2) A person having more than two children on the date of submission of Declaration of small family shall be disqualified for the appointment in Government Service.
(3) After appointment of a person in the Government service, if it is proved that he has more than two children at the time of appointment or thereafter, then he shall be disqualified for continuing on the said post in the Government service.
11. The educational qualification and experience mentioned in rules 3, 4 and 5 shall be subject to the recognition or de-recognition, as the case may be, of such educational qualification and experience as specified by the Maharashtra University of Health Sciences, from time to time.
12. The terms and conditions specified by the Government, in any rules or resolutions issued by the Government from time to time, before or subsequent to the appointment of any Government servant shall also be applicable to the person appointed on the post mentioned in rule 3, 4 or 5.
