Whereas, Regulation 2.3.4. of the Food Safety and Standards (Prohibition and Restrictions on Sales) Regulations, 2011, prohibits and restricts the sale of food products which contain tobacco and nicotine as ingredients as they are injurious to health;
Whereas, it has been brought to notice that, of late, the banned food products containing tobacco or nicotine as ingredients which are injurious to health are sometimes/occasionally available in the market in contravention of the provisions of the Food Safety and Standards Act, 2006 (Central Act 34 of 2006) and the rules made thereunder;
Whereas, in the public interest, it is expedient to prohibit consumption of Gutkha and Panmasala in the Union territory of Puducherry being the food products in which tobacco and nicotine are widely used as ingredients;
Now, therefore, in exercise of the powers conferred by clause (a) of sub-section (2) of section 30 of the Food Safety and Standards Act, 2006 (Central Act 34 of 2006), the Commissioner of Food Safety of the Union territory of Puducherry, in the interest of public health, hereby prohibits the manufacture, storage, distribution or sale of Gutkha and Panmasala (containing tobacco or nicotine) and any other products marketed separately to constitute as Gutkha or Panmasala as final product by whatsoever name called, whether packaged or unpackaged and/or sold as one product or though packaged as separate products, sold or distributed in such a manner so as to easily facilitate mixing by the consumer in the whole of the Union territory of Puducherry for a further period of one year from 18-11-2020.

Whereas, an order was made, vide reference cited, directing the winding up of the affairs of the Pondicherry Cooperative Press Employee's Co-operative Credit Society Limited, No.P. 401 (for brevity "the Society");
(2) And whereas, consequent to the winding up of the Society, a Liquidator is to be appointed, under sub-section (1) of section 127 of the Puducherry Co-operative Societies Act, 1972 (for brevity "the Act"), in consultation with the Financing Bank, viz., Pondicherry State Co-operative Bank Ltd., to carry out the liquidation processes for cancelling the registration the Society. The Financing Bank consented for the appointment of a Liquidator to the Society;
(3) Now, therefore, in exercise of the powers conferred on me under sub-section (1) of section 127 of the Puducherry Co-operative Societies Act, 1972, read with clause (a) of rule 66 of the Puducherry Co-operative Societies Rules, 1973, I hereby appoint Thiru K. Dhanabalan, Co-operative Officer as the Liquidator of the Pondicherry Co-operative Press Employees' Co-operative Credit Society Limited, No.P. 401.

On completion of the liquidation process, the Liquidator shall submit a report to the undersigned to make an order for the cancellation of registration of the Society under Section 129 of the said Act.

If, any one finds the original Mark Certificate, it may be sent to the Secretary, State Board of School Examinations (SEC), College Road, Chennai – 600 006 for cancellation, as it is no longer valid.
