Development, Completion, Operation & Maintenance of Circuit House at Amritsar under Public Private Partnership (PPP) mode on DBOFT basis
PROJECT DETAILS
Punjab Infrastructure Development Board (PIDB) is the nodal agency of Government of Punjab, for development of infrastructure projects on Public Private Partnership (PPP) mode, in the state of Punjab. PIDB, Department of General Administration has decided to take up the Development, Completion, Operation & Maintenance of Circuit House at Amritsar under Public Private Partnership (PPP).
BRIEF PROJECT STRUCTURE
The Private Sector Player (hereinafter referred as the "Concessionaire") shall be required to complete, develop, operate and maintain Circuit House at Amritsar with 5-star hotel rating as per Ministry of Tourism (MoT) guidelines. Private Sector Player (PSP) shall complete and develop the project and thereby operate and maintain the facility for the entire Concession Period. The period of the Concession for this project shall be 30 (thirty) years which includes construction period of 18 (eighteen) months. PSP shall develop, complete, operate and maintain all 70 rooms. Total 17 rooms including 2 VVIP Suites shall be reserved with the Department of General Administration. The project shall be awarded to such bidder who shall offer the highest Annual Concession Fee (ACF) over and above an amount of INR 30 Lakhs for the Concession granted.
PUBLIC NOTICE
As part of the procedure defined in the provisions of Punjab Infrastructure Development & Regulation Act 2002, (PIDRA-2002), before the bidding for the Development of the Project is carried out, a Public hearing is required to be conducted by the Punjab Infrastructure Regulatory Authority (PIRA) inviting objections/ suggestions/comments from the Public.
( 172 )PART III] PUNJAB GOVT. GAZ., MAY 29, 2020 (JYST 8, 1942 SAKA) 173 Accordingly, Punjab Infrastructure Regulatory Authority (PIRA) has decided to conduct the Public Hearing. The proposed Development of the said (Project) is hereby published for general information. A copy of the Feasibility Report can be obtained by submitting a Demand draft of Rs 2500/- (Rupees Two Thousand and Five Hundred only) in favour of Punjab Infrastructure Development Board (PIDB), payable at Chandigarh, from its office on or before 04.06.2020
Notice is hereby given to all concerned to file suggestions/views/comments and objections, if any, on the proposed project, to the Managing Director, PIDB, SCO: 33-34-35, Sector 34-A, Chandigarh within 15 days of the publication of this notice. Besides, a Public Hearing will also be held under the Chairperson, Punjab Infrastructure Regulatory Authority (PIRA) which can be attended by any person including bonafide residents, Non-Government organizations and others, located at the project sites of displacement likely to be affected by the proposed Infrastructure Project and other members of Public. Oral and written submission can also be made during the Public Hearing. The time schedule for public hearing is as below:

ਪ੍ਰੋਜੈਕਟ ਦਾ ਵੇਰਵਾ
ਪੰਜਾਬ ਇਨਫਰਾਸਟਰੱਕਚਰ ਡਿਵੈਲਪਮੈਂਟ ਬੋਰਡ (ਪੀ.ਆਈ.ਡੀ.ਬੀ), ਪੰਜਾਬ ਰਾਜ ਵਿੱਚ ਪਬਲਿਕ ਪ੍ਰਾਈਵੇਟ ਪਾਰਟਨਰਸ਼ਿਪ (ਪੀ.ਪੀ.ਪੀ.) ਮੋਡ ਤੇ ਇਨਫਰਾਸਟਰੱਕਚਰ ਪੋ੍ਰਜੈਕਟ ਦੇ ਵਿਕਾਸ ਲਈ ਪੰਜਾਬ ਸਰਕਾਰ ਦੀ ਨੋਡਲ ਏਜੰਸੀ ਹੈ।
ਪੀ.ਆਈ.ਡੀ.ਬੀ. ਅਤੇ ਆਮ ਲੋਕ ਰਾਜ ਪ੍ਰਬੰਧ ਵਿਭਾਗ ਪੰਜਾਬ ਨੇ ਪਬਲਿਕ ਪ੍ਰਾਈਵੇਟ ਪਾਰਟਰਨਸ਼ਿਪ (ਪੀ.ਪੀ.ਪੀ.) ਰਾਹੀਂ ਅੰਮ੍ਰਿਤਸਰ ਵਿੱਖੇ ਸਰਕਟ ਹਾਊਸ ƒ ਵਿਕਸਿਤ ਕਰਨਾ, ਪੁਰਾ ਕਰਨਾ ਤੇ ਰੱਖ-ਰਖਾਵ ਤੇ ਸµਚਾਲਨ ਕਰਨ ਦਾ ਫੈਸਲਾ ਕੀਤਾ ਹੈ।

ਪ੍ਰਾਈਵੇਟ ਸੈਕਟਰ ਪਲੇਅਰ (ਇਸ ਤੋਂ ਬਾਅਦ "ਕੰਸੈਸ਼ਨਿਅਰ" ਵਜੋਂ ਹਵਾਲਾ ਦਿੱਤੇ) ਨਿਰਧਾਰਤ ਨਿਰਮਾਣ ਅਰਸੈ ਅੰਦਰ ਸੈਰ ਸਪਾਟਾ ਮੰਤਰਾਲੇ ਦੇ ਦਿਸ਼ਾ ਨਿਰਦੇਸ਼ਾਂ ਅਨੁਸਾਰ 5 ਸਟਾਰ ਹੋਟਲ ਰੇਟਿੰਗ ਦੇ ਨਾਲ ਅੰਮ੍ਰਿਤਸਰ ਵਿੱਖੇ ਸਰਕਟ ਹਾਊਸ ƒ ਵਿਕਸਿਤ ਕਰਨਾ, ਪੁਰਾ ਕਰਨਾ ਤੇ ਰੱਖ-ਰਖਾਵ ਤੇ ਸµਚਾਲਨ ਕਰਨ ਦਾ ਅਧਿਕਾਰ ਹੋਵੇਗਾ। ਪ੍ਰਾਈਵੇਟ ਸੈਕਟਰ ਪਲੇਅਰ (ਪੀ.ਐਸ.ਪੀ.) ਪ੍ਰੋਜੈਕਟ ਨੂੰ ਪੂਰਾ ਵਿਕਸਿਤ ਕਰੇਗਾ ਅਤੇ ਨਾਲ ਰੱਖ-ਰਖਾਵ ਤੇ ਸੰਚਾਲਨ ਵੀ ਕਰੇਗੀ। ਇਸ ਪ੍ਰੋਜੈਕਟ ਲਈ ਰਿਆਇਤ ਦੀ ਮਿਆਦ 30 (ਤੀਹ) ਸਾਲ ਹੋਵੇਗੀ ਜਿਸ ਵਿੱਚ ਉਸਾਰੀ ਦੀ ਮਿਆਦ 18 (ਅਠਾਰਾਂ) ਮਹੀਨੇ ਸ਼ਾਮਿਲ ਹੈ।
ਪੀ.ਐਸ.ਪੀ. ਸਾਰੇ 70 ਕਮਰਿਆਂ ਦਾ ਵਿਕਾਸ, ਪੁਰਾ ਕਰਨਾ, ਰੱਖ-ਰਖਾਵ ਤੇ ਸੰਚਾਲਨ ਕਰੇਗੀ। 2 ਵੀ.ਵੀ.ਆਈ.ਪੀ. ਸੂਟ ਸਮੇ ਤ ਕੁੱਲ 17 ਕਮਰੇ ਆਮ ਲੋਕ ਰਾਜ ਪ੍ਰਬੰਧ ਵਿਭਾਗ ਕੋਲ ਰਾਖਵੇਂ ਹੋਣਗੇ। ਪ੍ਰੋਜੈਕਟ ਅਜਿਹੇ ਬੋਲੀਕਾਰਾਂ ƒ ਪ੍ਰਦਾਨ ਕੀਤਾ ਜਾਵੇ ਗਾ, ਜੋ ਰਿਆਇਤ ਲਈ 30 ਲੱਖ ਰੁਪਏ ਦੀ ਰਕਮ ਤੋਂ ਵੱਧ ਅਤੇ ਵੱਧ ਤੋਂ ਵੱਧ ਸਲਾਨਾ ਰਿਆਇਤ ਫੀਸ (ਏ ਸੀ ਐਫ) ਦੀ ਪੇਸ਼ਕਸ਼ ਕਰੇਗਾ।
ਜਨਤਕ ਸੂਚਨਾ
ਪੰਜਾਬ ਇਨਫਰਾਸਟੱਰਕਚਰ ਡਿਵੈਲਪਮੈਂਟ ਐਂਡ ਰੈਗੁੂਲੇਸ਼ਨ ਐਕਟ 2002, (ਪੀ.ਆਈ.ਡੀ.ਆਰ.ਏ. 2002) ਦੀਆਂ ਵਿਵਸਥਾਵਾਂ ਵਿੱਚ ਪ੍ਰਭਾਸ਼ਿਤ ਪ੍ਰੀਕਰਿਆ ਦੇ ਹਿੱਸੇ ਵਜੋਂ, ਪ੍ਰੋਜੈਕਟ ਦੇ ਵਿਕਾਸ ਲਈ ਬੋਲੀ ਦੇਣ ਤੋਂ ਪਹਿਲਾਂ ਜਨਤਕ ਸੁਣਵਾਈ ਹੋਵੇਗੀ, ਜੋ ਜਨਤਾ ਤੋਂ ਇਤਰਾਜ/ਸੁਝਾਅ/ਟਿੱਪਣੀਆਂ ਮੰਗ ਰਹੀ ਪੰਜਾਬ ਇਨਫਰਾਸਟੱਰਕਚਰ ਰੈਗੂਲੇਟਰੀ ਅਥਾਰਟੀ (ਪੀ.ਆਈ.ਆਰ.ਏ.) ਦੁਆਰਾ ਆਯੋਜਿਤ ਕੀਤੀ ਜਾਣੀ ਲੋੜੀਂਦੀ ਹੈ।
ਫਲਸਰੂਪ, ਪੰਜਾਬ ਇਨਫਰਾਸਟੱਰਕਚਰ ਰੈਗੂਲੇਟਰੀ ਅਥਾਰਟੀ (ਪੀ.ਆਈ.ਆਰ.ਏ.) ਨੇ ਜਨਤਕ ਸੁਣਵਾਈ ਆਯੋਜਿਤ ਕਰਨ ਦਾ ਫੈਸਲਾ ਕੀਤਾ ਹੈ। ਉ~ਕਤ ਪ੍ਰੋਜੈਕਟ ਦੇ ਪ੍ਰਸਤਾਵਿਤ ਡਿਵੈਲਪਮੈਂਟ ਆਮ ਜਾਣਕਾਰੀ ਲਈ ਪ੍ਰਕਾਸ਼ਿਤ ਕੀਤੀ ਹੈ।
ਫਿਜੀਬਿਲਟੀ ਰਿਪੋਰਟ (Feasibility Report) ਦੀ ਕਾਪੀ ਪੰਜਾਬ ਇਨਫਰਾਸਟੱਰਕਚਰ ਡਿਵੈਲਪਮੈਂਟ ਬੋਰਡ (ਪੀ.ਆਈ.ਡੀ.ਬੀ.) ਦੇ ਪੱਖ ਵਿੱਚ ਰੁ:2500/- (ਰੁਪਏ ਦੋ ਹਜਾਰ ਪੰਜ ਸੌ ਕੇਵਲ) ਦੇ ਡਿਮਾਂਡ ਡਰਾਫਟ ਚੰਡੀਗੜ੍ਹ ਵਿਖੇ ਅਦਾਇਗੀ ਯੋਗ ਪੇਸ਼ ਕਰਕੇ ਮਿਤੀ 04.06.2020 ਨੂੰ ਜਾਂ ਪਹਿਲਾਂ ਪ੍ਰਾਪਤ ਕੀਤੀ ਜਾ ਸਕਦੀ ਹੈ।
ਇਸ ਨੋਟਿਸ ਦੀ ਪ੍ਰਕਾਸ਼ਨਾ ਦੇ 15 ਦਿਨਾਂ ਦੇ ਅੰਦਰ ਮੈਨੇਜਿੰਗ ਡਾਇਰੈਕਟਰ, ਪੀ.ਆਈ.ਡੀ.ਬੀ., ਐਸ.ਸੀ.U.33-34-35, ਸੈਕਟਰ 34-ਏ, ਚੰਡੀਗੜ ƒ ਪ੍ਰਸਤਾਵਿਤ ਪ੍ਰੋਜੈਕਟ ਤੇ ਸੁਝਾਵ/ਵਿਚਾਰ/ਟਿੱਪਣੀਆਂ ਅਤੇ ਇਤਰਾਜ ਜੇਕਰ ਕੋਈ ਹੈ ਫਾਈਲ ਕਰਨ ਲਈ ਸਾਰੇ ਸਬੰਧਿਤਾਂ ƒ ਨੋਟਿਸ ਦਿੱਤਾ ਜਾਂਦਾ ਹੈ। ਇਸ ਤੋਂ ਇਲਾਵਾ, ਇਕ ਜਨਤਕ ਸੁਣਵਾਈ ਚੇਅਰਪਰਸਨ ਪੰਜਾਬ ਇਨਫਰਾਸਟੱਰਕਚਰ ਰੈਗੂਲੇਟਰੀ ਅਥਾਰਟੀ (ਪੀ.ਆਈ.ਆਰ.ਏ.) ਅਧੀਨ ਵੀ ਆਯੋਜਿਤ ਹੋਵੇਗੀ, ਜਿਸ ਵਿਚ ਬੋਨਾਫਾਈਡ ਰੈਜੀਡੈਂਟਸ, ਗੈਰ-ਗਵਰਨਮੈਂਟ ਆਰਗੇਨਾਈਜੇਸ਼ਨ ਅਤੇ ਹੋਰ ਪ੍ਰਸਤਾਵਿਤ ਇਨਫਰਾਸਟੱਰਕਚਰ ਪ੍ਰੋਜੈਕਟ ਦੁਆਰਾ ਪ੍ਰਭਾਵਿਤPART III] PUNJAB GOVT.
