ਇਹ ਨੋਟੀਫਿਕੇਸ਼ਨ ਇੰਡੀਅਨ ਇਲੈਕਟ੍ਰੀਸਿਟੀ ਐਕਟ-1910 ਦੀ ਸਬੰਧਤ ਧਾਰਾਵਾਂ ਅਧੀਨ ਅਤੇ ਨਵੀਂਆਂ ਜ਼ਰੂਰੀ ਤਬਦੀਲੀਆਂ ਜੋ ਕਿ ਹੁਣ ਤੱਕ ਲਾਗੂ ਹੋਈਆਂ ਹਨ, ਜਾ Uਵਰ-ਰਾਈਡਿੰਗ ਇਨੈਕਟਮੈਂਟ ਜੇ ਕੋਈ ਹੋਵੇ ਅਤੇ ਬਿਜਲੀ ਐਕਟ-2003 ਦੀ ਸੈਕਸ਼ਨ 164 ਦੀ ਧਾਰਾ ਮੁਤਾਬਿਕ ਜਾਰੀ ਕੀਤੀ ਜਾਂਦੀ ਹੈ ਅਤੇ ਪਾਵਰ ਡਿਪਾਰਟਮੈਂਟ, ਪੰਜਾਬ ਸਰਕਾਰ ਦੇ ਪਿੱਠ ਅੰਕਣ ਨੰ 11/95/2011- PE 3/2344 ਮਿਤੀ 28.06.2011 ਅਨੁਸਾਰ ਇੰਡੀਅਨ ਟੈਲੀਗਰਾਫ ਐਕਟ-1885 (13 ਆਫ 1885) ਦੇ ਪਾਰਟ 3 ਅਧੀਨ ਟੈਲੀਗਰਾਫ ਅਥਾਰਟੀ ਦੀਆਂ ਪਾਵਰਜ਼ ਪੀ.ਐਸ.ਟੀ.ਸੀ.ਐਲ. ਨੂੰ ਦਿਤੀਆ ਗਈਆਂ ਹਨ।ਇਸ ਸਬੰਧੀ ਨੋਟਿਸ ਜਾਰੀ ਕੀਤਾ ਜਾਂਦਾ ਹੈ ਕਿ ਜੇ ਕਿਸੇ ਵਿਅਕਤੀ ਨੂੰ ਉਪਰੋਕਤ ਸਕੀਮ/ਟਰਾਂਸਮਿਸ਼ਨ ਲਾਈਨਾਂ ਦੇ ਕੰਮਾਂ ਸਬੰਧੀ ਕੋਈ ਇਤਰਾਜ ਹੋਣ ਤਾਂ ਉਹ ਆਪਣੀ ਪ੍ਰਤੀ ਵੇਦਨਾ ਇਸ ਨੋਟੀਫਿਕੇਸ਼ਨ ਜਾਰੀ ਹੋਣ ਤੋਂ 2 ਮਹੀਨੇ ਦੇ ਅੰਦਰ ਅੰਦਰ ਦੇ ਸਕਦਾ ਹੈ। ਇਸ ਤੋਂ ਬਾਅਦ ਕੋਈ ਇਤਰਾਜ ਜਾਂ ਪ੍ਰਤੀ ਵੇਦਨਾ ਸਵੀਕਾਰ ਨਹੀਂ ਕੀਤੀ ਜਾਵੇਗੀ ਅਤੇ ਸਾਰੀ ਸਕੀਮ/ਟਰਾਂਸਮਿਸ਼ਨ ਲਾਈਨਾਂ ਦੇ ਕੰਮ, ਬਿਨ੍ਹਾਂ ਕੋਈ ਸੋਧ ਕੀਤੇ ਜਾਂ ਸੋਧ ਕਰਕੇ ਪੀ.ਐਸ.ਟੀ.ਸੀ.ਐਲ. ਦੀ ਮੰਨਜੂਰੀ ਮੁਤਾਬਿਕ ਲਾਗੂ ਮੰਨੇ ਜਾਣਗੇ। ਇਸ ਸਿਲਸਿਲੇ ਵਿੱਚ ਲੋੜੀਂਦੇ ਆਰਜ਼ੀ ਪਲਾਨ ਜਿਨ੍ਹਾਂ ਵਿੱਚ ਟਰਾਂਸਮਿਸ਼ਨ ਲਾਈਨਾਂ ਦੇ ਰਸਤੇੇ ਵਿਖਾਏ ਗਏ ਹਨ, ਕਿਸੇ ਵੀ ਕੰਮ ਕਾਰ ਵਾਲੇ ਦਿਨ ਉਪ ਮੁੱਖ ਇੰਜੀਨੀਅਰ/ਟੀ.ਐਲ.ਐਸ.ਸੀ. ਹਲਕਾ, ਪੀ.ਐਸ.ਟੀ.ਸੀ.ਐਲ., ਪਟਿਆਲਾ ਦੇ ਦਫਤਰ ਵਿਚ ਵੇਖੇ ਜਾ ਸਕਦੇ ਹਨ।ਉਪਰੋਕਤ ਸਕੀਮਾਂ ਸਬੰਧੀ ਜੇ ਕੋਈ ਇਤਰਾਜ਼ ਅਤੇ ਪ੍ਰਤੀ ਵੇਦਨਾ ਹੋਵੇ ਤਾਂ ਨਿਮਨ ਹਸਤਾਖਰ ਨੂੰ ਭੇਜੇ ਜਾਣ।

ਉਪਰ ਦਰਸਾਈਆਂ ਸਕੀਮਾਂ ਦੇ ਲਾਭ:-

ਉਪਰੋਕਤ ਕੰਮ ਪੰਜਾਬ ਰਾਜ ਦੇ 400 ਕੇ.ਵੀ./220ਕੇ.ਵੀ./132ਕੇ.ਵੀ. ਟਰਾਂਸਮਿਸ਼ਨ ਨੈਟਵਰਕ ਵਿੱਚ ਵਾਧਾ /ਸਮਰੱਥਾ ਵਧਾਉਣ ਦੇ ਮੰਤਵ ਕਰਕੇ ਪਲਾਨ ਕੀਤੇ ਗਏ ਹਨ ਤਾਂ ਜੋ ਰਾਜ ਦੇ ਸਾਰੇ ਤਰ੍ਹਾਂ ਦੇ ਮੋਜੂਦਾ/ਸੰਭਾਵੀ ਖਪਤਕਾਰਾਂ ਨੂੰ ਨਿਰਵਿਘਨ ਅਤੇ ਵਧੀਆ ਬਿਜਲੀ ਸਪਲਾਈ ਦਿੱਤੀ ਜਾ ਸਕੇ ਅਤੇ ਇਹ ਕੰਮ ਫੋਰੀ ਤੌਰ ਤੇ ਅਤਿਅੰਤ ਲੋੜੀਦੇਂ ਹਨ।

3. Regarding route plan for raising of height of 220kV

RTP-Mohali line with the premises of Gurmat Gyan Roohani

Mission Charitable Trust, Village Shahpur, Tehsil Kharar,

SAS Nagar.

01 no. tower namely TL No.107A of type 2D2+3m No change 420 has been proposed to be erected in existing ROW.

The proposed line will pass through villages Shahpur

(Distt. SAS Nagar).

4. Route plan for Restoration of supply of 220kV SC line

from 220kV S/S Barnala to 220kV S/S Sandhaur (TL

No. 128A) identified twisted from 2nd story during

ground patrolling done by AO/TL (Bhalwan) on 20.05.2026.

Due to collapse of 01 no. of existing towers namely No change 420 TL No.128A, 1 no. towers namely Prop. TL No. 128A

(2D30+ 3m) has been proposed to be erected on new

locations in existing ROW of existing 220kV S/C line

from 220kV S/S Barnala to 220kV S/S Sandhaur (TL

No. 128A). The proposed line will pass through villages

Sahour (Distt. Barnala).

5. Route plan for Restoration of supply of 220kV line from

400kV PGCIL S/Stn. Moga to 220kV S/S Mehal Kalan

(TL No.41) damaged on 11.05.2026.

Due to collapse of 01 no. of existing towers namely No change 420 TL No. 41, 2 nos. proposed towers namely Prop. TL

No. 41 (2D30+6m) & TL No. 41A (2D2+3m) have

been proposed to be erected on new locations in existing

ROW of existing 220kV Moga-Mehal Kalan. The proposed

line will pass through villages Raniya (Distt. Moga).

6. Regarding route plan for restoration of following lines :

1) 220kV Sultanpur-Patti & Chohla Sahib-Patti DC line.

2) 220kV Goindwal Sahib-Botiawala.

1) 220kV Sultanpur-Patti & Chohla Sahib-Patti DC line, No change 420 03 no. new towers namely TL No.98 (2D2), 100 (2D60),

101(2D2+6m), 102 (2D30+6m) have been proposed to

be erected in existing ROW. The proposed line will

pass through village Panngotta (Distt. TarnTaran).

2) 220kV Goindwal Sahib-Botiawala line, 01 no. new No change 420 tower namely TL No.124 (2D30+6m) has been proposed

to be erected in existing ROW. The proposed line

will pass through village Booh (Distt. TarnTaran).

7. Regarding Route plan for Restoration of supply of 220kV

DC line from GHTP Lehra to Barnala (BBMB) Ckt.1 &

2 between TL No.95-100 damaged on 11.06.2026.

Due to collapse of 04 nos. of existing towers, 5 nos. No change 420 new towers namely Prop.TL No.96(2D2), 96A(2D2),PART III] PUNJAB GOVT. GAZ., SEPTEMBER 4, 2026 (BHDR 13, 1948 SAKA) 1645 97(2D30), 98 (2D2) & 99 (2D60) have been proposed

to be erected on new locations in existing ROW of

existing 220kV DC line from GHTP Lehra to Barnala

(BBMB) Ckt.1&2. The proposed line will pass through

village Mehraj (Distt. Bathinda).

8. Regarding Single line sketch of restoration of supply of

220kV DC on DC line from 220kV S/S Bhateri (TL No.33,

34, 35, 36 &37) damaged on 11.06.2026 due to heavy

wind storm.

Due to collapse of 05 nos. of existing towers, 5 nos. No change 420 new towers namely Prop.TL No.33(2D2), 34(2D60),

97(2D30), 35 (2D2), 36(2D2) & 37 (2D2) have been

proposed to be erected on new locations in existing

ROW of existing 220kV Phagan Majra to Bhateri line .

The proposed line will pass through village Bhateri

(Distt. Patiala).

9. Regarding route plans of :

1) Raising/Shifting of 400kV DC Rajpura-Nakodar line

at Chainage 44+250 to 44+700 on connecting NH-44

with NH-205.

2) Raising/Shifting of 220kV Ghulal-Sahnewal at 220kV

RTP-Ganguwal DC line at Chainage 8+650 to 8+800

on connecting NH-44 with NH-205.

1) Raising of 400kV DC Rajpura-Nakodar line, 01 no. No change 520 new tower namely prop. TL No. 191A has been proposed

to be erected on new locations in existing ROW. The

proposed line will pass through villages Koom Kalan,

Ballieywaal, Boothgarh Jattan & Sherian (Distt. Ludhiana).

2) Raising of 220kV Ghulal-Sahnewal & RTP-Gaunsgarh No change 520 DC line, 01 no. new tower namely prop. TL No. 202 has

been dismantled and 2 nos. new towers namely TL No. 202

& 202A have been proposed to be erected on new locations

in existing ROW. The proposed line will pass through

village Raian (Distt. Ludhiana).

10. Regarding route plan and profile for raising of 132kV

Ghulal-Jamalpur DC line after vetting from NHAI for

connecting NH 44 with NH-205.

132kV Ghulal-Jamalpur DC line, 1 no. towers TL No change 220 No. 326 has been proposed to be dismantled and 03 nos.

new towers TL No. 325A, 326 & 327 have been

proposed to be erected on new locations in existing1646 PUNJAB GOVT. GAZ., SEPTEMBER 4, 2026 (BHDR 13, 1948 SAKA) PART III] ROW. The proposed line will pass through villages

Panglian, Hiran and Chak Sarwan Nath (Distt. Ludhiana).

11 Regarding route plan for Re-arrangement to provide

2nd connectivity to 220kv S/Stn Naraingarh:-

1. 220kv D/C line from 220kv Khasa to Chogawan. 10.481km 420

2. Disconnecting 220kv Khasa-Civil Lines ASR and 220kv 9.721km 420 Chogawan-Khasa ckts from Khasa and diverting them

to Naraingarh.

3. 1 no. ckt between 220kv Chogawan-Naraingarh and 2.689 km 420 1 no. ckt between 220kv Civil Lines AASR-Naraingarh

DC line.

The proposed lines/sections as mentioned above will pass

through the land/boundary of following villages :-

1) Proposed route plan for shifting/raising/modification

of 400kV Dhanansu-Nakodar line (Chainage 1+600)

Package-2 Ludhiana Bypass.

2) Proposed route plan for shifting/raising/modification of

220kV RTP-Ghulal DC on DC line due to construction

of NHAI 4/6 Lane Greenfield Ludhiana-Rupnagar

Highway (NH-205) Chainage 55+700).

1) Raising of 400kV Dhanansu-Kurkshetra/Nakodar DC No change 520 line, 1 no. new tower namely TL No. 8 (DA type) has

been proposed to be dismantled and 02 nos. new towers

TL No. 7A & 8 have been proposed to be erected on

new locations in existing ROW. The proposed line will

pass through villages Bhaini Shalu, Baunkar and

Dhanansu (Distt. Ludhiana).

2) Raising of 220kV RTP-Ghulal DC line, 2 nos. tower namely Length of 520 TL No. 147 & 148 have been proposed to be dismantled line increase

and 04 nos. new towers namely TL No. 146A (2D30), by 0.010 km

147 (2M60+3m), 147A (2M60+3m) & 148 (2D30) havePART III] PUNJAB GOVT. GAZ., SEPTEMBER 4, 2026 (BHDR 13, 1948 SAKA) 1647 been proposed to be erected on new locations in existing

ROW. The proposed line will pass through villages Garhi

Bet, Machhiwara (Distt. Ludhiana).

14 Route plan for 220kV DC line from 400kV S/Stn. Behman Length of line 420 Jassa Singh to 220kV S/Stn. GNDTP Bathinda with Multi is 48.111 Km.

Ckt.Towers in GNDTP Premises. The proposed section

of line will pass through villages Sangat Khurd, Malkana,

Jajhal, Laliana, Kamalu, Bangi, Ruldoo, Kot Bhaktu,

Mannwala,Tukhianwali, Shergarh, Mehta, Gheri Buttar,

Garusar Shenewala, Jai Singhwala, Naruana, Multania,

Tiauna, Chughe Khurd, Bir Behman, Behman Diwana,

Dunnewala, Mian, Mannwala, Baho Sivian & Bathinda

City (Distt. Bathinda).

15 Regarding Route Plan of LILO Of both Circuits of 220KV

Rajpura-Gobindgarh-1 line at proposed 220KV S/S Chourwala.

1) Proposed 220 kV DC Line Mandi Gobindgarh -Chourwala, Length of line 420(HTLS) new TL No. 40 is proposed to be erected within the is 4.161Km.

existing ROW, whereas TL Nos. 1 to 15 are proposed to

be erected in a new Right of Way (ROW). The proposed

section of the line passes through the village boundaries

of Pandrali, Atapur, Badauchhi Kalan and Chourwala

(District Fatehgarh Sahib).

2) Proposed 220 kV DC Line Rajpura-Chourwala, new Length of line 420(HTLS) TL No. 54 is proposed to be erected within the existing is 3.404 Km.

ROW, whereas TL Nos. 1 to 12 are proposed to be

erected in a new Right of Way (ROW). The proposed

section of the line passes through the village boundaries

of Rurki, Badauchhi Kalan and Chourwala (District

Fatehgarh Sahib).

16 Regarding route plan and cross profile for raising of 220kV

Verpal-Wadala Granthian DC line T No.116-118 (NHAI

Contributary Work).

220kV Verpal-Wadala Granthian DC line :

A new Tower No. (116A (2D60+6 m) and (117 (2D60+6 m) No change 420 is proposed to be erected in the existing Right of Way

(ROW)for the raising of the subject-cited 220 kV line.

The proposed alignment passes through the revenue

boundaries of Village Misserpura, Village Chhapianwali,

and Village Partap Garh inDistrict Gurdaspur.

It is hereby notified that the PSTCL is undertaking and executing the sanctioned scheme and shall have the powers for placing of any Wires, Poles, Stays, Apparatus and Appliances for the Transmission and Distribution1648 PUNJAB GOVT. GAZ., SEPTEMBER 4, 2026 (BHDR 13, 1948 SAKA) PART III] of Electricity or for Transmission of telegraphic or telephonic communications necessary for proper coordination of the works of PSTCL for the areas indicated above for which the Telegraph Authority possess under Part-III of the Telegraphs Act. 1885 (13 of 1885) in respect of telegraphs established or maintained and the provisions of section 12 to 16, 18 and 19 of the Indian Electricity Act 1910 shall not apply to the same and therefore no separate notice of the scheme of PSTCL is required to be given.

This notification has been issued with reference to the relevant clauses of Indian Electricity Act 1910 alongwith latest statutory amendments, modifications, upto date over riding enactments if any and the provisions made under Section 164 of the Indian Electricity Act 2003 and Govt. of Punjab, Deptt. of Power Endst.

No. 11/95/2011-PE 3/2344 dated 28.06.2011 wherein powers of Telegraph Authority under part-III of the Indian Telegraph Act, 1885 (13 of 1885) have been decided to be conferred and exercised on PSTCL. Notice is hereby given that any person may raise objections if any/and or make any suggestions against the above scheme/transmission works within two months of issue of this notification. Thereafter no objections and or suggestions will be entertained, and all schemes/transmission works will be deemed to be sanctioned with or without modifications as approved by the PSTCL. Necessary plans showing the tentative route of the Transmission Lines may be seen on any working day in the office of Dy. CE/TLSC Circle, PSTCL, Patiala.

Objections and/or suggestions in respect of the above schemes if any should be sent to the undersigned.

Benefits of the above Scheme:-

The above works have been planned to augment/add 400KV/220KV/132KV transmission network in the State of Punjab so as to ensure quality and uninterrupted power supply to all types of existing/prospective electricity consumers of the State and are urgently required.
