RULES OF VADAKKU PACHAIYAR RESERVOIR PROJECT AT PATHAI VILLAGE IN NANGUNERI TALUK OF TIRUNELVELI DISTRICT.

I. Introduction

i) Vadakku Pachaiyar reservoir having capacity of 442.00 M.cft and it is constructed across the river Vadakku Pachaiyar (which is tributary of Pachaiyar River and Pachaiyar is the tributary of Tambarabarani River) in Pathai Village of Nanguneri Taluk in Tirunelveli District. A new link Canal to irrigate 9592.00 Acres, takes off from Canal Sluice located at LS 1300 m.

ii) The Catchment area of the river at the dam site is 13.55 sq. miles. The FRL of the reservoir is +150.000 m. There are 12 anicuts across Pachaiyar River and one anicut namely Madathu anicut across Vadakku Pachaiyar river and they irrigate an extent of 15144.03 acres. Of this extent 30 percent of the area will be given one or two wettings at the crucial periods at the end of each crop season (September and February). The supply for benefitting the existing irrigation include water rate land will be let down the river to be picked at the respective anicuts and diverted through existing channels. The new Irrigation is proposed for one crop alone to be raised during the period October to February.

iii) A Sluice for allowing supplies to the Madathukal, Pachaiyar and Nanguneriyankal is constructed at LS1300 m with one vent of 1.20 m x 1.80 m with sill level at +135.000 m (442.80 ft). The link canal off takes from the downstream of the head sluice barrel outlet (length of this canal is 3080m). In the link Canal at LS 90 m there are regulator arrangements namely, 1) Regulator of Madathukal

This Sluice will not only pass the supply required for the ayacut under Madathukal, Pachaiyar and Nanguneriyankal, but also will be utilized to let down the natural flows of the Vadakkupachaiyar river which will be required for the Lower down irrigation under Pachaiyar and Tambarabarani.

iv) Originally Nanguneriyankal gets water from Netteriyankal anicut across keelamanimuthar and Thalai anicut across Pachaiyar. Hence the Nanguneriyankal gets water even before any water is impounded in the dam and flows up to Nanguneri big tank.

v) As per the hydrology of the project the impoundable flow in the reservoir on the Vadakku Pachaiyar river is the least of 1) The flow at the dam site in Pachaiyar 2) The surplus at the last anicut across Pachaiyar (Tamilakurichi anicut) and 3) The surplus at the last anicut across the Tambarabarani river (Srivaikundam anicut)

vi) An uncontrolled spillway of length 122 m with crest at +150.00 is provided to pass down a flood discharge of 17066 cusecs. The surplus will let into Pachaiyar river and this river confluences into Tambarabarani river.

II. Rules of Regulation

1. General:- Regulation of supply from the reservoir shall be the responsibility of the section officer in charge of the reservoir (who will hereafter be called the controlling officer) under the overall direction of the Assistant Executive engineer.

2. Impounding:- Impounding in the reservoir was earlier specified to be the least of the flow at the Vadakkupachaiyar dam site, surplus of the Last anicut of Tamilakurichi across Pachaiyar river and the surplus of the last anicut of Srivaikundam across Tambarabarani. As it is difficult to adopt this in practice the following limit flows are specified for the periods noted against each based on the requirements.

i) After filling 75% capacity of the tanks under Madathukal anicut and other anicuts from Ettuduraisamy anicut to Tamilakurichi anaicut across Pachaiyar River up to their 75% capacity and on the receipt of official information from the Assistant Executive Engineer, Water Resources Department, Upper Tambarabarani Sub Division, Cheranmahadevi and Assistant Executive Engineer, Water Resources Department, Manimuthar Canal Sub Division, Moolaikaraipatti with regard to this, impounding of water shall be started and water will be stored in the dam by opening the three gates provided at the inlet of the Feeder Canal at the diversion weir.

During the occurrence of heavy rains when the flow of water in Pachaiyar River exceeds 600 Cusecs below the Diversion Weir the excess water will also be diverted through the feeder canal to be impounded inside the dam.

For direct ayacut full requirements of water should be allowed subject to the natural flows available throughout the season. For the indirect ayacut one third requirements of water may be allowed subject to the flows from the reservoir assuring two third requirements will be met from their own catchment below the reservoir. Transmission loss of 17.50 percent has been provided for based on the above, it is now let it down that inflows in excess of the limit specified below shall be impounded in the reservoir:-

September to October : 150 Cusecs

November to December : 200 Cusecs

January to February : 100 Cusecs

ii) All flows in excess of those specified above and impounded in the reservoir cannot be claimed at a later date for the benefit of the existing irrigation lower down anicuts except for stabilization provided for.

iii) Whenever controlling officer anticipates good rainfall in the old irrigation area, the release from the reservoir can be reduced or cut off by him to avoid surplus at the last anicut. Similarly, when the tanks fed by lower down anicuts are full and there is no need to send down the full limit flows, such excess flows can be impounded.

iv) The natural flows up to limit flows fixed at the dam site are to be distributed in proportion to the anicuts under Madathukal and Pachaiyar river. The proportionate supply intended for Madathukal and Pachaiyar is to be sent down through the sluice located at LS 1300m, Besides, from Kattalai Kaduvetti anicut (8th anicut) to Tamilakurichi anicut (12th anicut) ayacuts gets water from Manimuthar Main Canal by 50% Supplementation in the alternate years after construction of Manimuthar Reservoir.

v) The distribution of supply among the various anicuts below the dam has to be done in accordance with the practice that was in Vogue prior to the construction of Vadakku Pachaiyar Reservoir.

vi) At times of when relief to the old ayacut out of the storage in the reservoir is considered necessary, the controlling officer may allow the discharge required on the specified approval of the Superintending Engineer, Tambarabarani Basin Circle, Tirunelveli to a extent of 48.73 M.cft in January and February Subject to availability. More than this quantity can be allowed after the approval of the Chief Engineer, Water Resources Department, Madurai Region, Madurai provided the storage is favorable and such excess release will not affect the new irrigation.

vii) The reservoir contemplates stabilization of 30 percent of the existing old ayacut in an year. The area which has to be given supplementation of supplies in each year can be identified by the Executive engineer, Chittar Basin Division, Tenkasi taking into consideration the conditions prevailing in the area viz. condition of crops and storage in the tanks compact block etc.

viii) It shall be the responsibility of the Assistant Executive Engineer, Water Resources Department in charge of the Tamilakurichi anicut to see that the Tamilakurichi anicut does not surplus. The daily reading of the anicut should be intimated to the controlling officer. The daily requirements of the channels taking off below the reservoir should also be intimated to the controlling officer and they should not exceed the limit flows fixed.

During the North East Monsoon period i.e., October to December impounding will be done up to 2 feet below Full Reservoir Line (FRL). The FRL can be built up during receding floods.

III. New irrigation:-

i) Supply for the new irrigation under the Vadakku Pachaiyar reservoir will normally be allowed from 1st October to the end of February. For the commencement of the new irrigation to the full extent on 1st October a minimum storage of 8.90 M.cft corresponding to a level of 2 m is necessary.

ii) If there is not sufficient storage in any year for allowing supply for the entire ayacut under the Canal, the Executive Engineer in charge of the reservoir shall in consultation with the Collector of Tirunelveli District, for the extent which can be supplied with water and probable date from which supply could be made and give wide publicity to it not later than the middle of September.

iii) The supply for the new irrigation under the Canal shall be regulated according to the crop requirements. The duties specified below may serve as general guide line :-

October 1st half - 100 duty

October 2nd half to November - 50 duty

December to February - 70 duty

The supply to the new ayacut worked out based on the above duties will be allowed through link Canal during the period 1st October to end of February.

IV. General: -

i) Notwithstanding these rules if in the opinion of the controlling officer, depletion of part or entire storage in the reservoir is considered necessary in the interest of the safety of the dam. He may do so after full consideration of all relevant factors and prior intimation to all the Water Resources Department staff for taking such precautionary measures as are necessary and also to facilitate maximum utilization of the released storage for the benefit of the lower down irrigation. Prior intimation should be given to the Collector of Tirunelveli District, Chief Engineer, Water Resources Department, Madurai Region, Madurai, Superintending Engineer, Tambarabarani Basin Circle, Tirunelveli and the Executive Engineer, Chittar Basin Division, Tenkasi before such emergency releases are made.

ii) Whenever any deviation from these rules is considered necessary in the interest of irrigation, prior approval of the Chief Engineer, Water Resources Department, Madurai Region, Madurai should be obtained after explaining fully the necessity thereof.

iii) Whenever there is demand for supply for the ayacut of the project beyond the notified closure date, the ayacut areas shall be inspected by the Assistant Executive Engineer, Water Resources Department, Revenue Divisional4 TAMIL NADU GOVERNMENT GAZETTE EXTRAORDINARY Officer, and District Agricultural Officer concerned. If Supply is available and can be extended beyond notified period without affecting the other legitimate interests, the controlling officer will obtain requisite orders from the Executive Engineer who will decide and notify in consultation with the District Collector, Tirunelveli.

iv) The regulation shall normally be done once a day at 8.00 a.m. and shall be based on full appreciation of all relevant factors. However, during floods, regulation has to be done at frequent intervals to ensure minimum depletion consistent with the safety of the dam.

v) All regulation details, water level issues etc., shall be entered daily in the register maintained for the purpose by the section officer in charge of the dam as per the prescribed proforma and extract from the register shall be sent to all the concerned officers daily.

நீர்த்தேக்க நீரொழுங்கு முறை விதிகள்

I. முன்னுரை

i) வடக்கு பச்சையாறு நீர்த்தேக்கமானது 442 மி.க.அடி கொள்ளளவு கொண்டதாக திருநெல்வேலி மாவட்டம் , நாங்குநேரி வட்டத்திலுள்ள பத்ை த கிராமத்தில் வடக்கு பச்சையாற்றின் குறுக்கே அமைக்கப்பட்டுள்ளது.

(வடக்கு பச்சையாறு, பச்சையாற்றின் உபநதியாகும் . மேலும் பச்சையாறு, தாமிரபரணியாற்றின் உப நதியாகும் ). நீர்தேக்க கரையின் நெடுகை 1300 மீ-லிருந்து பிரியும் புதிய இணைப்புக் கால்வாய் மூலம் 9592 ஏக்கர் நிலங்களுக்கு பாசன வசதி அளிக்க உத்தேசிக்கப்படுகிறது.

ii) நீர்த்தேக்கத்தின் தடையில்லா நீர்ப்பிடி பரப்பு 13.55 சதுரமைல் ஆகும் . நீர்த்தேக்கத்தின் முழு நீர் மட்டம் (+)150.000மீ.

ஆகும் . வடக்கு பச்சையாற்றின் குறுக்கே அமைந்துள்ள மடத்துக்கால் மற்றும் பச்சையாற்றின் குறுக்கே அமைந்த 12 அணைக்கட்டுகள் மூலம் பாசனம் பெறும் மொத்தப் பரப்பு 15144.03 ஏக்கர் ஆகும் . மேற்படி பாசன பரப்பில் 30 சதவீத பரப்பிற்கு பருவ மழை காலங்களின் முடிவில் ஒன்று அல்லது இரண்டு நனைப்புக்கு தேவையான பயிர்களுக்கு நீர்த்தேக்கத்திலிருந்து தண்ணீர் வழங்கப்படும் (செப்டம்பர் முதல் பிப்ரவரி வரை). நீர்த்தேக்கத்தின் கீழே அமைந்த தண்ணீர் தீர்வை கட்டப்பட்டு வரும் நிலங்கள் உள்ளிட்ட பழைய பாசன பரப்பிற்கு தேவையான நீர் ஆற்றில் வெளியேற்றப்பட்டு சம்பந்தபட்ட அணைக்கட்டுகள் மற்றும் அதன் வழங்கு வாய்க்கால்கள் மூலம் திருப்பிவிடப்படும் .

புதிய பாசன பரப்பிற்கு அக்டோபர் முதல் பிப்ரவரி வரையிலான காலத்தில் ஒரு போக சாகுபடி செய்ய தண்ணீர் வழங்க உத்தேசிக்கப்பட்டுள்ளது.

iii) மடத்துக்கால், பச்சையாறு மற்றும் நாங்குநேரியன்கால் ஆகியவற்றிற்கு தேவையான நீரினை வழங்குவதற்கு ஏதுவாக நீர்த்தேக்கத்தின் நெடுகை 1300 மீட்டரில், 1.20 மீ. X 4.80 மீ. அளவுடன் 135.000 மீ (442. 80 அடி) தளமட்டத்தில் மதகு ஒன்று அமைக்கப்பட்டுள்ளது. மேற்படி மதகின் நீர் வெளியேறும் பகுதியிலிருந்து 3080 மீட்டர் நீளமுள்ள இணைப்புக் கால்வாய் அமைக்கப்பட்டுள்ளது. மேற்படி இணைப்புக் கால்வாயின் நெடுகை 90 மீட்டரில், 1) மடத்துக்கால் நீரொழுங்கி, 2) பச்சையாறு நீரொழுங்கி 3) நாங்குநேரியன்கால் இணைப்புக்கால் நீரொழுங்கி ஆகியன அடைப்பான்களுடன் அமைக்கப்பட்டுள்ளது. மேற்படி மதகு மடத்துக்கால், பச்சையாறு மற்றும் நான்குநேரியன்கால் ஆகியவற்றிக்கு தேவையான நீரினை வழங்க மட்டுமல்லாது வடக்கு பச்சையாற்றில் இயற்கையாக வரும் நீரினை பச்சையாறு மற்றும் தாமிரபரணியின் கீழ் பாசன நிலங்களுக்கு வழங்கவும் ஏதுவாக அமைக்கப்பட்டுள்ளது.

vi) நாங்குநேரியன்காலுக்கு ஏற்கனவே உள்ள பாசன அமைப்பின்படி கீழ்மணி முத்தாறின் குறுக்கே கட்டப்பட்டுள்ள நெட்டேரியன்கால் அணைக்கட்டு மூலமாகவும், பச்சையாற்றிலுள்ள தலை அணைக்கட்டு மூலமாகவும் தண்ணீர் செல்கிறது. எனவே, வடக்கு பச்சையாறு நீர்த்தேக்கத்தில் நீர் தேக்குவதற்கு முன்பாகவே நாங்குநேரியன் கால்வாய் மூலம் நான்குநேரி பெரிய குளம் வரை தண்ணீர் செல்கின்றது.

v) வடக்கு பச்சையாறு நீர்த்தேக்க திட்டத்தின் நீரியல் விவரப்படி கீ்ழ்கண்டவற்றில் குறைந்தபட்ச நீர் அளவு எதுவோ அது நீர்த்தேக்கத்தில் தேக்கப்படுகிறது. 1) வடக்கு பச்சையாறு அணைப்பகுதியில் கிடைக்கும் நீர்வரத்து 2) பச்சையாற்றின் கடைசி அணைக்கட்டான தமிழாக்குறிச்சி அணைக்கட்டில் வெளியேறும் உபரி நீர். 3) தாமிரபரணியாற்றின் கடைசி அணைக்கட்டான ஸ்ரீவைகுண்டம் அணைக்கட்டில் வெளியேறும் உபரி நீர்.

vi) நீர்த்தேக்கத்தின் அதிகபட்ச வெள்ள அளவு 17066 கன அடி / விநாடி நீர் பச்சையாற்றுக்குள் தானாகப் பாயும் வகையில் 122 மீட்டர் நீளமும் உச்ச மட்டம் (+) 150.000 மீட்டர் எனவும் கொண்ட கட்டுப்பாடில்லா வழிந்தோடி ஒன்று அமைக்கப்பட்டுள்ளது.

II. நீரொழுங்கு விதிகள்:-

பொது:

1. நீர்த்தேக்கத்திலிருந்து வழங்கப்படும் நீரை, உதவி செயற்பொறியாளரின் ஒட்டுமொத்த வழிகாட்டுதலின் கீழ் ஒழுங்குபடுத்துதல் நீர்த்தேக்கத்தின் பொறுப்பினை வகிக்கும் உதவிப்பொறியாளர் / இளம்பொறியாளரின் (இதன் பின்னர் கட்டுப்பாட்டு அலுவலர் என்று அழைக்கப்படுவர்) பொறுப்பு ஆகும்.

நீர்த்தேக்கத்தில் நீர் தேக்குதல்

2. முன்னர் குறிப்பிட்டபடி கீழ்க்கண்டவற்றில் குறைந்தபட்ச அளவான வடக்கு பச்சையாறு நீர்த்தேக்க பகுதியில் கிடைக்கும் நீர்வரத்து, பச்சையாற்றில் பெறப்படும் நீர்வரத்து, பச்சையாற்றின் கடைசி அணைக்கட்டான தமிழாக்குறிச்சி அணைக்கட்டில் வெளியேறும் உபரி நீர் மற்றும் தாமிரபரணியாற்றின் கடைசி அணைக்கட்டான ஸ்ரீவைகுண்டம் அணைக்கட்டில் வெளியேறும் உபரி நீர் ஆகியவற்றில் எது குறைவோ அது நீர்த்தேக்கத்தில் தேக்கப்படும். மேற்படி விதிமுறைகளை அமல்படுத்துவதில் உள்ள நடைமுறை சிக்கல்களை கருத்திற்கொண்டு நீர் தேவையின் அடிப்படையில் கீழ்கண்ட வரையறை அளவுகள் அதனதன் எதிரே குறிப்பிட்ட காலங்களுக்கேற்ப வழங்கப்படும்.

மடத்துகால் அணைக்கட்டு மற்றும் பச்சையாற்றின் குறுக்கே உள்ள ஏட்டுதுரைச்சாமி அணைக்கட்டு முதல் தமிழாக்குறிச்சி அணைக்கட்டு வரையிலான அனைத்து குளங்களும் 75% நீர் நிரம்பிய தகவலை, உதவி செயற்பொறியாளர், நீர்வளத்துறை, மேல் தாமிரபரணி வடிநில உபகோட்டம், சேரன்மகாதேவி மற்றும் உதவி செயற்பொறியாளர், நீர்வளத்துறை, மணிமுத்தாறு கால்வாய் உபகோட்டம், மூலைக்கரைப்பட்டி ஆகியோரிடமிருந்து பெற்று திருப்பு அணையில் உள்ள ஊட்டுக் கால்வாயின் நுழைவு வாயிலில் உள்ள மூன்று அடைப்பான்கள் திறக்கப்பட்டு தண்ணீர் நீர்தேக்கத்தில் தேக்கப்படும்.

பெருமழைக் காலங்களில் பச்சையாற்றில், திருப்பு அணையின் கீழ் 600 ௧னஅடி/வினாடிக்கு அதிகமாகச் செல்லும் வெள்ள நீரை ஊட்டுக் கால்வாயின் வழியாக திருப்பு அணையில் உள்ள மூன்று அடைப்பான்கள் திறக்கப்பட்டு நீர்த்தேக்கத்தில் நீர் தேக்கலாம்.

இயற்கையாக கிடைக்கும் நீரினை நேரடி ஆயக்கட்டுக்கு தேவையான அளவு பருவகாலம் முடியும் வரை அனுமதிக்க வேண்டும்.

மறைமுக பாசனத்திற்கு மூன்றில் இரண்டு பங்கு நீர் (2/3), சொந்த நீர்ப் பிடிப்பு பரப்பில் கிடைப்பதை கருத்திற்கொண்டு, மூன்றில் ஒரு பங்கு நீர்த்தேக்கத்திலிருந்து வழங்கலாம். நீர் ஆவியாதல், நீர் கடத்தல் இழப்பு 17.50 சதவீதம் என கணக்கிடப்பட்டுள்ளது.

மேலே குறிப்பிட்ட விபரங்களின்படி, கீழே குறிப்பிடப்படும் வரையறை அளவுகளுக்கு அதிகமாக நீர் வரத்து இருக்கும் பட்சத்தில் அதனை நீர்தேக்கத்தில் தேக்கிக் கொள்ளலாம்.

செப்டம்பர் முதல் அக்டோபர் வரை : 150 கனஅடி/வினாடி

நவம்பர் முதல் டிசம்பர் வரை : 200 கனஅடி/வினாடி

ஜனவரி முதல் பிப்ரவரி வரை : 100 கனஅடி/ வினாடி

(ii) மேலே குறிப்பிட்ட வரையறை அளவுகளுக்கு கூடுதலாக வரப்பெற்று நீர்தேக்கத்தில் தேக்கி வைக்கப்பட்ட நீரினை, நீர்தேக்கத்தின் கீழ் பாசன உறுதி அளிக்கப்பட்ட நிலங்களைத் தவிர ஏனைய கீழ் அணைக்கட்டு பாசன நிலங்கள் உரிமை கோர இயலாது.

(iii) கட்டுப்பாட்டு அலுவலரால், நீர்த்தேக்கத்தின் பழைய பாசனப் பரப்புகளில் நல்ல மழைப்பொழிவு எதிர்பார்க்கப்படும் பட்சத்தில், கடைசி அணைக்கட்டிலிருந்து உபரி நீர் வெளியேறுவதை தவிர்க்கும் பொருட்டு, நீர்த்தேகத்திலிருந்து வெளியேற்றும் நீரை குறைக்கவோ அல்லது முழுவதுமாக நிறுத்தவோ நடவடிக்கை எடுக்கலாம். அதே போன்று கீழ்ப்புறமுள்ள அணைக்கட்டுகளின் குளங்கள் அனைத்தும் முழுவதும் நிரம்பிய நிலையில் வரையறை அளவு தண்ணீரை கீழே வெளியேற்ற தேவையில்லாத நேர்வில் மேற்படி கூடுதல் நீரினை நீர்த்தேக்கத்தில் தேக்கலாம்.

(iv) நீர்த்தேக்க பகுதியில் இயற்கையாகப் பெறப்படும் நீரில் வரையறுக்கப்பட்ட அளவினை, பாசனப்பரப்பிற்கு விகிதாச்சார அடிப்படையில் மடத்துக்கால் மற்றும் பச்சையாற்றின் கீழ் உள்ள அணைக்கட்டுகளுக்கு பகிர்ந்தளிக்கப்பட வேண்டும்.

மேற்கண்ட பகிர்ந்தளிப்பு அதனதன் மதகு மூலம் பகிர்ந்தளிக்கப்படும். இதை தவிர மணிமுத்தாறு அணையிலிருந்து, மணிமுத்தாறு பிரதான கால்வாயின் மூலம் கட்டளை காடுவெட்டி (8வது) அணைக்கட்டு முதல் தமிழாக்குறிச்சி அணைக்கட்டு (12வது) வரை கூடுதலாக 50 சதவீதம் ஒரு வருடம் விட்டு ஒரு வருடத்திற்கு தண்ணீர் வழங்கும் நடைமுறை வழக்கத்தில் உள்ளது.

(v) நீர்த்தேக்கத்தின் கீழ் அமைந்த பல்வேறு அணைக்கட்டுகளுக்கிடையேயான நீர் பகிர்மானம் வடக்கு பச்சையாறு நீர்த்தேக்கம் கட்டப்படுவதற்கு முன்னர் இருந்த பாரம்பரிய நடைமுறையின்படி கடைபிடிக்கப்பட வேண்டும்.

(vi) பழைய ஆயக்கட்டுகளுக்கு தண்ணீர் தேவைப்படும் காலங்களில், 48.73 மி.கன அடி நீரை ஜனவரி மற்றும் பிப்ரவரி மாதங்களில் நீர் இருப்பினை பொறுத்து கண்காணிப்புப் பொறியாளர், நீர்வளத்துறை. தாமிரபரணி வடிநில வட்டம், திருநெல்வேலி அவர்களின் சிறப்பு ஒப்புதலுடன், கட்டுப்பாட்டு அலுவலர் திறக்க வேண்டும். மேற்குறிப்பிடப்பட்டுள்ள நீரின் அளவை விட அதிகமான அளவு தண்ணீர் தேவைப்படும் பட்சத்தில் தலைமைப் பொறியாளர், நீர்வளத்துறை, மதுரை மண்டலம், மதுரை அவர்களின் ஒப்புதல் பெற்று புதிய பாசனப் பரப்பு பாதிக்காதவாறு தண்ணீர் திறந்து விட வேண்டும்.

(vii) இந்நீர்தேக்க திட்டமானது, ஏற்கனவே அமைந்த பழைய பாசன பரப்பில் 30 சதவிகிதத்திற்கு வருடந்தோறும் பாசன உறுதி அளிக்கிறது. செயற்பொறியாளர், சிற்றாறு வடிநில கோட்டம், தென்காசி அவர்கள், மேற்படி பாசன பரப்பில், பயிர்களின் தன்மை, குளங்களின் நீர் இருப்பினை கருத்திற்கொண்டு கூடுதலாக தண்ணீர் தேவைப்படும் இடங்களை ஆண்டுதோறும் அடையாளங்கண்டு தீர்மானிக்கலாம்.

(viii) தமிழாக்குறிச்சி அணைக்கட்டிலிருந்து உபரிநீர் வெளியேறாமல் கண்காணிப்பது, தமிழாக்குறிச்சி அணைக்கட்டினை நிர்வகிக்கும் உதவி செயற்பொறியாளர், நீர்வளத்துறை, அவர்களின் பொறுப்பாகும். அணைக்கட்டின் தினசரி நீர் அளவுகள் குறித்து கட்டுப்பாட்டு அலுவலருக்கு தெரிவிக்க வேண்டும். நீர்தேக்கத்தின் கீழ் உள்ள கால்வாய்களின் அன்றாட நீர் தேவைகள் (வரையறை அளவுக்கு மிகாமல்) குறித்த விபரங்களையும் கட்டுப்பாட்டு அலுவலருக்கு தெரிவிக்கப்பட வேண்டும்.

வடகிழக்கு பருவ மழை காலமான அக்டோபர் முதல் டிசம்பர் வரை நீர்தேக்கத்தில் முழு நீர் மட்டத்ை த விட (+ 150.000 மீ) 2 அடிக்கு கீழ் நீர் தேக்கப்பட வேண்டும். மழை குறையும் காலத்தில் முழு நீர்மட்ட அளவுக்கு தேக்கலாம்.

III. புதிய பாசனம்:-

i) வழக்கமாக, வடக்கு பச்சையாறு நீர்த்தேக்கத்தின் புதிய பாசன பரப்பிற்கு அக்டோபர் 1 முதல் பிப்ரவரி முடிய தண்ணீர் வழங்கலாம். புதிய பாசன பரப்பில் சாகுபடியினை முழுமையாக துவக்க அக்டோபர் 1 ஆம் நாளன்று 2 மீட்டர் மட்டத்திற்கு இணையான 8.90 மி.கன அடி நீர் இருப்பு அவசியமானது.

ii) ஏதாவது ஒரு வருடத்தில், கால்வாயின் கீழுள்ள அனைத்து பாசனப் பரப்பிற்கு தேவையான நீர் இருப்பு இல்லாத பட்சத்தில், நீர்த்தேக்கத்தை நிர்வகிக்கும் செயற் பொறியாளர், திருநெல்வேலி மாவட்ட ஆட்சித்தலைவர் அவர்களுடன் கலந்தாலோசித்து நீர் வழங்க இயலும். பாசன பரப்பிடம் மற்றும் உத்தேசமாக நீர் வழங்கும் நாளினை தீர்மானித்து செப்டம்பர் மாத மத்திக்கு முன்னரே விரிவான விளம்பரம் செய்ய வேண்டும்.

iii) கால்வாயின் கீழ் உள்ள புதிய பாசனத்திற்கு தேவையான நீர், பயிரின் தேவையின் அடிப்படையில் வழங்கப்பட வேண்டும். கீழே குறிப்பிட்டுள்ள பயிர் தேவை விகிதத்தினை பொது வழிகாட்டுதலாக கணக்கில் கொள்ளப்பட வேண்டும்.

அக்டோபர் முதல் பாதி : 100 ஏக்கர்/1 கன அடி/விநாடி

: 50ஏக்கர்/1 கன அடி/ விநாடி

அக்டோபர் இரண்டாம் பாதி முதல் நவம்பர் வரை

புதிய ஆயக்கட்டுகளுக்குத் தேவையான நீரை மேற்கண்ட அளவுகளின்படி, கணக்கிட்டு இணைப்புக் கால்வாய் வழியாக அக்டோபர் முதல் பிப்ரவரி கடைசி வரை வழங்கப்படும்.

IV. பொது

i) இந்த விதிகளை கடைப்பிடிக்காது, கட்டுப்பாட்டு அலுவலரின் அனுமானத்தில் நீர்த்தேக்கத்தின் பாதுகாப்பு நலன் கருதி நீர்த்தேக்கத்திலுள்ள பகுதி அல்லது முழு நீர் இருப்பையும் வெளியேற்றுவது அவசியம் எனக் கருதப்படும் பட்சத்தில் இதனால் ஏற்படும் அனைத்து விளைவுகளையும் கணக்கில் கொண்டு நீர்வளத்துறை அலுவலர்களுக்கு, தேவையான முன்னெச்சரிக்கை நடவடிக்கைகள் மேற்கொள்ளவும் வெளியேற்றப்படவுள்ள நீரினை கீழ் உள்ள பாசனங்களுக்கு பயன்படுத்திக் கொள்ளும் வகையிலும் முன்கூட்டியே தகவல் அளித்து அதனை செயல்படுத்தலாம்.

மேற்படி அவசர விடுவிப்புகளை செய்யும் பட்சத்தில், மாவட்ட ஆட்சித்தலைவர், திருநெல்வேலி, தலைமைப் பொறியாளர், நீர்வளத்துறை, மதுரை மண்டலம், மதுரை, கண்காணிப்புப் பொறியாளர், நீர்வளத் துறை, தாமிரபரணி வடிநில வட்டம், திருநெல்வேலி மற்றும் செயற்பொறியாளர், நீர்வளத் துறை, சிற்றாறு வடிநில கோட்டம், தென்காசி ஆகியோருக்கு உடனடியாக தகவல் தெரிவிக்க வேண்டும்.

ii) பாசன நலன் கருதி இந்த விதிகளிலிருந்து விலக்கு அளிக்கப்பட வேண்டியது அவசியம் எனக் கருதும் பட்சத்தில் அத்தகைய தேவையினை முழுமையாக விளக்கி தலைமைப் பொறியாளர், நீர்வளத் துறை, மதுரை மண்டலம், மதுரை அவர்களிடமிருந்து முன் அனுமதி பெற்றுக் கொள்ளப்படவேண்டும்.

iii) அறிவிக்கப்பட்ட இறுதி நாளுக்கு பின்னர், திட்ட பாசன பரப்பிடத்திற்கு நீர் வழங்க வேண்டி கோரிக்கை வரும் பட்சத்தில், மேற்படி பாசனப் பரப்பிடம் உதவி செயற்பொறியாளர், வருவாய் கோட்ட அலுவலர் மற்றும் மாவட்ட வேளாண்மை அலுவலர் ஆகியோரால் பார்வையிடப்பட்டு அவர்களது அறிக்கையின் அடிப்படையில், நீர்த்தேக்கத்தில் நீர் இருக்கும் பட்சத்தில், விதிகளின்படி அங்கீகரிக்கப்பட்ட பிறரது நலன்கள் பாதிக்கப்படா வண்ணம் அறிவிக்கப்பட்ட காலத்தை தாண்டி இறுதி நாளை நீட்டிக்கலாம். எனினும் கட்டுப்பாட்டு அலுவலர் செயற்பொறியாளர், சிற்றாறு வடிநில கோட்டம், தென்காசி அவர்களிடமிருந்து, திருநெல்வேலி மாவட்ட ஆட்சித் தலைவருடன் கலந்தாலோசித்து எடுக்கப்பட்ட முடிவுகளின் படியான ஆணைகளை பெற்றுக்கொள்ள வேண்டும்.

iv) ஒழுங்குமுறைப் பணி வழக்கமாக நாள் தோறும் காலை 8.00 மணிக்கு ஒரு முறை மேற்கொள்ளப்படும். இருப்பினும், வெள்ளக் காலங்களில் அணையின் பாதுகாப்புக்கு ஏற்ப, குறைந்தபட்ச நீர் வெளியேற்றத்தினை உறுதி செய்யும் வகையில் அடிக்கடியான இடைவெளிகளில் ஒழுங்குமுறைப் பணிகள் மேற்கொள்ளப்பட வேண்டும்.

v) நீர் மட்டம், வெளியேற்றம் உள்ளிட்ட அனைத்து ஒழுங்குமுறை விபரங்களும் அதற்கெனப் பேணப்படும் வரையறுக்கப்பட்ட படிவத்தில் அமைந்த பதிவேட்டில் அணையின் பொறுப்பு வகிக்கும் பிரிவு அலுவலரால் நாள்தோறும் குறிக்கப்பட்டு அந்தப் பதிவேட்டின் பிரதி சம்பந்தப்பட்ட அனைத்து அலுவலர்களுக்கும் அனுப்பப்படல் வேண்டும்.
