राज्यपाल , भारत का संविधान के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करके दैनिक वेतन, कार्यप्रभारित, संविदा, नियत वेतन, अंशकालिक तथा तदर्थ रूप में नियुक्त कार्मिकों का विनियमितीकरण नियमावली , 2013 में अग्रेत्तर संशोधन करने की दृष्टि से निम्नलिखित नियमावली बनाते हैं , अर्थात्ः-
दैनिक वेतन, कार्यप्रभारित , संविदा, नियत वेतन, अंशकालिक तथा तदर्थ रूप में नियुक्त कार्मिकों का विनियमितीकरण (संशोधन) नियमावली, 2025

संक्षिप्त नाम
और प्रारम्भ
(1 ) इस नियमावली का संक्षिप्त नाम दैनिक वेतन , कार्यप्रभारित , संविदा, नियत वेतन, अंशकालिक तथा तदर्थ रूप में नियुक्त कार्मिकों का विनियमितीकरण (संशोधन ) नियमावली, 2025 है ।
(2) यह तुरन्त प्रवृत्त होगी ।

नियम 4 का
संशोधन
दैनिक वेतन , कार्यप्रभारित , संविदा, नियत वेतन, अंशकालिक तथा तदर्थ रूप में नियुक्त कार्मिकों का विनियमितीकरण नियमावली, 2013 में नीचे स्तम्भ -1 में दिये गये विद्यमान नियम 4 के उप नियम (1 ) के स्थान पर स्तम्भ-2 में दिया गया उप नियम रख दिया जायेगा, अर्थात्ः-

एतद्वारा प्रतिस्थापित उप नियम विद्यमान उप नियम
(1 ) नियमावली में उल्लिखित अन्य शर्तें पूर्ण करने पर दैनिक वेतन , कार्यप्रभारित , संविदा, नियत वेतन , अंशकालिक तथा तदर्थ रूप से नियुक्त वे कार्मिक विनियमितीकरण हेतु पात्र होंगे जिन्होंने दिनांक 04.12.2018 तक इस रूप में कम से कम 10 वर्ष की निरन्तर सेवा उस पद या समकक्ष पद पर पूर्ण कर ली हो;
(1 ) नियमावली में उल्लिखित अन्य शर्तें पूर्ण करने पर दैनिक वेतन , कार्यप्रभारित, संविदा , नियत वेतन , अंशकालिक तथा तदर्थ रूप से नियुक्त वे कार्मिक विनियमितीकरण हेतु पात्र होंगे जिन्होंने इस नियमावली के प्रख्यापन की तिथि को इस रूप में कम से कम पाँच वर्ष की निरन्तर सेवा उस पद या समकक्ष पद पर पूर्ण कर ली हो;

In pursuance of the provision of Clause (3 ) of article 348 of the " Constitution of India " , the Governor is pleased to order the publication of the following English translation of Notification No. 138 /XXX ( 2 ) / 2025- E 69772/03 ( 01 )/ 2006 , Dated December 05 , 2025 for general information .

NOTIFICATION
In exercise of the powers conferred by the proviso to article 309 of " the Constitution of India" the Governor is pleased to make the following rules with a view to further amend in the " Daily Wage , Work- Charged , Contract , Fixed - Pay, Part-Time and Ad - hoc Employees Regularization Rules , 2013 " namely : -

Short title and Commencement
These rules may be called the Daily Wage, Work -Charged , Contract , Fixed- Pay , Part- Time 3 उत्तराखण्ड असाधारण गजट , 05 दिम्बर , 2025 ई ० (अग्रहायण 14, 1947 शक सम्वत्)
and Ad-hoc Employees (Amendment) Regularisation Rules, 2025.
(2) It shall come into force at once .
2. Amendment of rule 4
In The Daily Wage , Work- Charged , Contract , Fixed - Pay , Part- Time and Ad- hoc Employees Regularization Rules , 2013 , for sub - rule ( 1 ) of the existing rule 4 , as set out in Column - 1 below, the sub - rule as set out in Column - 2 shall be substituted, namely: -

( 1) Subject to fulfillment of the other conditions mentioned in the Rules , such personnel appointed on daily - wage, work- charged, contract , fixed - pay , part- time and ad -hoc basis shall be eligible for regularization , who have completed not less than ten years of continuous service as such till 04.12.2018 on the post, or on an equivalent post.
Column-1 Existing sub - rule (1 ) Subject to fulfillment of all other conditions prescribed in these Rules , those employees appointed on daily - wage , work- charged, contractual , fixed - pay , part- time or ad - hoc basis shallbe eligible for regularization, provided that they have completed not less than five years of continuous service on the post, or on an equivalent post, as on the date of publication of these Rules .
