संख्या-19 / XXVIII ( 5 ) / 2026-63 / 2010- राज्यपाल , भारत का संविधान के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए उत्तराखण्ड चिकित्सा शिक्षा सेवा नियमावली, 2014 में अग्रेत्तर संशोधन करने की दृष्टि से निम्नलिखित नियमावली बनाते है , अर्थात्ः-
उत्तराखण्ड चिकित्सा शिक्षा सेवा ( संशोधन) नियमावली, 2025
संक्षिप्त 1. (1 ) इस नियमावली का संक्षिप्त नाम उत्तराखण्ड चिकित्सा शिक्षा सेवा (संशोधन) नियमावली, 2025 कहा जायेगा ।
और
(2) यह तुरन्त प्रवृत्त होगी ।

का
2. उत्तराखण्ड चिकित्सा शिक्षा सेवा नियमावली, 2014 , (जिसे आगे मूल नियमावली कहा गया है) , में नीचे स्तम्भ-1 में दिये गये विद्यमान नियम-2 के स्थान पर स्तम्भ 2 में दिया गया नियम रख संशोधन
दिया जाएगा, अर्थात्-

उत्तराखण्ड चिकित्सा शिक्षा विभाग सेवा में समूह 'क' एवं 'ख' के पद समाविष्ट हैं ।
उत्तराखण्ड चिकित्सा शिक्षा विभाग (चिकित्सा शिक्षा निदेशालय / राजकीय मेडिकल कॉलेज/ स्वामी राम कैंसर संस्थान (स्टेट कैंसर इन्स्टीट्यूट) सेवा में समूह 'क' एवं 'ख ' के पद समाविष्ट हैं ।
नियम 3 3. मूल नियमावली में नियम 3 में -
में
(i) नीचे स्तम्भ -1 में दिये गये विद्यमान खण्ड (ग) व (झ) के स्थान पर स्तम्भ 2 में दिया गया संशोधन
नियम रख दिया जायेगा, अर्थात्-

(ग) 'आयोग' से तात्पर्य उत्तराखण्ड लोक सेवा आयोग अभिप्रेत है ।
(ग) 'बोर्ड' से उत्तराखण्ड चिकित्सा सेवा चयन बोर्ड अभिप्रेत है ।
(झ) 'सेवा' से उत्तराखण्ड चिकित्सा शिक्षा अभिप्रेत है , जिसके अन्तर्गत चिकित्सा शिक्षा निदेशालय एवं राजकीय मेडिकल कॉलेज के समस्त समूह ' क ' एवं 'ख' के पद अभिप्रेत हैं ।
(झ) 'सेवा' से उत्तराखण्ड चिकित्सा शिक्षा अभिप्रेत है, जिसमें चिकित्सा शिक्षा निदेशालय , राजकीय मेडिकल कॉलेजों तथा स्वामी राम कैंसर संस्थान (स्टेट कैंसर इन्स्टीट्यूट) के समस्त समूह ' क' एवं 'ख' के पद सम्मिलित हैं ।
(ii) खण्ड (ट) के पश्चात खण्ड (ठ) निम्नवत् अन्तः स्थापित कर दिया जायेगा , अर्थात-
(ठ) " अतिविशिष्ट सेवा " से कार्डियोलॉजी , यूरोलॉजी, नेफ्रोलॉजी, प्लास्टिक सर्जरी, न्युरो सर्जरी , मेडिकल आन्कोलॉजी , सर्जिकल आन्कोलॉजी , मेडिकल गेस्ट्रोएन्ट्रोलॉजी , इन्टरवेनशनल रेडियोलॉजी एवं किटिकल केयर आदि , अभिप्रेत है ।

नियम 4 4. मूल नियमावली में नीचे स्तम्भ -1 में दिये गये विद्यमान नियम 4 के स्थान पर स्तम्भ -2 में दिया गया नियम रख दिया जाएगा , अर्थात्-

एतद्वारा प्रतिस्थापित उप नियम
(2) जब तक उप नियम (1 ) के अधीन परिवर्तन के आदेश न दिये जाय , सेवा की सदस्य संख्या और उसमें प्रत्येक श्रेणी के पदों की संख्या उतनी होगी , जितनी इस नियमावली के परिशिष्ट- क एवं क-1 में दी गयी है ।
(2) जब तक उप नियम (1 ) के अधीन परिवर्तन के आदेश न दिये जाय , सेवा की सदस्य संख्या और उसमें प्रत्येक श्रेणी के पदों की संख्या उतनी होगी जितनी परिशिष्ट के स्तम्भ 4 में दी गयी है ।

5. मूल नियमावली में नीचे स्तम्भ-1 में दिये गये विद्यमान नियम 5 के स्थान पर स्तम्भ -2 में दिया गया नियम रख दिया जाएगा, अर्थात्-

विद्यमान नियम
एतद्वारा प्रतिस्थापित नियम
(1) सेवा में विभिन्न श्रेणियों के पदों पर भर्ती इस नियमावली के परिशिष्ट- 'ख' एवं 'ख -1 ' मे प्रत्येक पदों के सापेक्ष उल्लिखित स्रोतों से कीजाएगी ।
(2) इस नियमावली के परिशिष्ट में दिये गये शैक्षिक अर्हता एवं अनुभव के आधार पर यदि पदोन्नति हेतु अभ्यर्थी उपलब्ध नहीं होते हैं, तो पदोन्नति होने तक संविदा पर नियुक्ति की जा सकेगी ।
सेवा में विभिन्न श्रेणियों के पदों पर भर्ती परिशिष्ट के स्तम्भ -5 में प्रत्येक पदों के सामने उल्लिखित स्रोतों से की जाएगी । राज्य सरकार पर्याप्त संख्या में नियुक्ति हेतु अधिकारी उपलब्ध न होने की दशा में उत्तराखण्ड चिकित्सा एवं स्वास्थ्य सेवा संवर्ग के योग्य अधिकारियों से राज्य सरकार के प्रतिनियुक्ति के नियमानुसार इन पदों को प्रतिनियुक्ति द्वारा भर सकती है । चिकित्सा एवं स्वास्थ्य सेवा संवर्ग के अधिकारी जो राजकीय मेडिकल कॉलेजों में संकाय सदस्य के पद पर कार्य कर रहे है, उन्हें पद के लिए विहित्त अर्हता पूर्ण करने , संतोषजनक सेवा होने तथा उनके मूल विभाग की अनापत्ति प्राप्त होने तथा सम्बन्धित संकाय सदस्य की सहमति पर राजकीय मेडिकल कॉलेजों में धारित पद पर राज्य सरकार द्वारा समायोजित किया जा सकता है ।
(3) राजकीय मेडिकल कॉलेजों में नियमित रूप से कार्यरत कैज्युवल्टी मेडिकल ऑफिसर, लेडी मेडिकल ऑफिसर, सीनियर रेजिडेन्ट, जो राष्ट्रीय आयुर्विज्ञान आयोग, नई दिल्ली तथा उत्तराखण्ड चिकित्सा शिक्षा सेवा नियमावली के अनुसार असिस्टेंट प्रोफेसर पद की अर्हता धारित करते हों , तो सम्बन्धित पद पर 05 वर्ष की नियमित सेवा पूर्ण करने के उपरान्त वरिष्ठता के आधार पर असिस्टेंट प्रोफेसर के रिक्त पद पर सीधी भर्ती के पदों के सापेक्ष तैनात किया जा सकेगा , परन्तु पदों की संख्या असिस्टेंट प्रोफेसर के कुल स्वीकृत पदों के 5 % से अधिक नहीं होंगी ।
सीधी भर्ती हेतु समय- समय पर प्रचलित आरक्षण व्यवस्था का पालन सुनिश्चित किया जायेगा ।

नियम-8 6. मूल नियमावली में नीचे स्तम्भ-1 में दिए गए विद्यमान नियम 8 के स्थान पर स्तम्भ 2 में दिया में गया नियम रख दिया जायेगा , अर्थात्-

सेवा में विभिन्न पदों पर भर्ती के लिए यह आवश्यक है कि अभ्यर्थी के पास परिशिष्ट के स्तम्भ-6 में दी गयी अर्हताएं होगी ।
सेवा में विभिन्न पदों पर भर्ती के लिए यह आवश्यक है कि अभ्यर्थी के पास इस नियमावली के परिशिष्ट- 'ख' , 'ख-1 ' एवं 'ख-2' में दी गयी अर्हताएं होगी ।
नियम-10 7. मूल नियमावली में नीचे स्तम्भ-1 में दिए गए विद्यमान नियम 10 के स्थान पर स्तम्भ-2 में दिया में गया नियम रख दिया जाएगा , अर्थात्-

(1 ) सीधी भर्ती के लिये यह आवश्यक है कि अभ्यर्थी के उस कलेण्डर वर्ष की जिसमें रिक्तियों विज्ञापित की जाए , पहली जुलाई को नीचे दी गयी सारणी में पद के विरूद्ध विनिर्दिष्ट न्यूनतम आयु प्राप्त कर ली हो और अधिकतम आयु से अधिक की आयु प्राप्त न कीहो:-
सीधी भर्ती के लिये यह आवश्यक है कि अभ्यर्थी के उस कलेण्डर वर्ष की जिसमें रिक्तियाँ विज्ञापित की जाए, पहली जुलाई को नीचे दी गयी सारणी में पद के विरूद्ध विनिर्दिष्ट न्यूनतम आयु प्राप्त कर ली हो और अधिकतम आयु से अधिक आयु प्राप्त न की हो :

परन्तु यह कि अनुसूचित जातियों, अनुसूचित जनजातियों और ऐसी अन्य श्रेणियों के जो सरकार द्वारा समय- समय अधिसूचित कीपर अभ्यर्थियों की स्थिति में उच्चतर आयु सीमा उतने वर्ष अधिक होगी जितनी विनिर्दिष्ट की जाय । जाय, परन्तु यह कि अनुसूचित जातियों, अनुसूचित जनजातियों और ऐसी अन्य श्रेणियों के जो सरकार द्वारा समय- समय पर अधिसूचित की जाय, अभ्यर्थियों की स्थिति में उच्चतर आयु सीमा उतने वर्ष अधिक होगी जितनी विनिर्दिष्ट की जाय ।
(2) अतिविशिष्ट सेवाओं में नियमित रूप से कार्यरत संकाय सदस्यों की अधिवर्षता आयु 65 वर्ष होगी । अधिवर्षता आयु पूर्ण होने के पश्चात् इन संकाय सदस्यों को संविदा के माध्यम से अधिकतम 05 वर्ष हेतु नियुक्त किया जा सकेगा ।

16 8. मूल नियमावली में नीचे स्तम्भ -1 में दिए गए विद्यमान नियम 16 के स्थान पर पार्श्व शीर्षक सहित स्तम्भ-2 में दिया गया नियम रख दिया जाएगा , अर्थात-

बोर्ड के माध्यम से पदोन्नति द्वारा भर्ती की
प्रक्रिया: बोर्ड के माध्यम से प्रोफेसर, एसोसिएट
प्रोफेसर के पदों पर भर्ती इस नियमावली के
परिशिष्ट 'ख' , ' ख -1' एवं "ख-2" में दिये गये
अर्हताओं के अनुरूप की जाएगी ।
आयोग के माध्यम से पदोन्नति द्वारा भर्ती की प्रक्रिया:- आयोग के माध्यम से पदोन्नति द्वारा भर्ती समय- समय पर यथा संशोधित उत्तराखण्ड लोक सेवा आयोग से परामर्श चयनोन्नति (प्रक्रिया) नियमावली, 2003 के अनुसार की जायेगी । प्राचार्य / चिकित्सा अधीक्षक, राजकीय मेडिकल कॉलेजों तथा निदेशक, स्वामी राम कैंसर संस्थान, हल्द्वानी के पदों पर श्रेष्ठता का आधार 50 % वार्षिक गोपनीय प्रविष्टियों तथा 50 % चयन समिति द्वारा साक्षात्कार के माध्यम से किया जायेगा ।

21 9. मूल नियमावली में नीचे स्तम्भ-1 में दिए गए विद्यमान नियम 21 के स्थान पर स्तम्भ-2 में दिया गया नियम रख दिया जाएगा, अर्थात्-

राज्य में स्थित राजकीय मेडिकल कॉलेजों में तैनात संकाय सदस्यों की सेवा पूरे उत्तराखण्ड राज्य के अन्तर्गत स्थापित राजकीय मेडिकल कॉलेजों में
स्थानान्तरणीय होगी ।
राज्य में स्थित राजकीय मेडिकल कॉलेजों में तैनात संकाय सदस्यों की सेवा पूरे उत्तराखण्ड राज्य के अन्तर्गत स्थापित राजकीय मेडिकल कॉलेजों तथा चिकित्सा शिक्षा निदेशालय में स्थानान्तरणीय होगी ।
में संशोधन
नियम 25 10. मूल नियमावली में नीचे स्तम्भ-1 में दिए गए विद्यमान नियम 25 के उपनियम (2) के स्थान पर स्तम्भ-2 में दिया गया उप नियम रख दिया जाएगा , अर्थात्-

परिशिष्ट 11. मूल नियमावली के परिशिष्ट को इस नियमावली में संलग्न परिशिष्ट क, परिशिष्ट क-1 , परिशिष्ट ख , परिशिष्ट ख -1 , एवं परिशिष्ट ख-2 से प्रतिस्थापित कर दिया जायेगा ।

3 संयुक्त निदेशक उत्तराखण्ड राज्य के राजकीय कॉलेजों में मौलिक रूप से मेडिकल राजकीय मेडिकल कॉलेजों में नियुक्ताएसोसिएट प्रोफेसर के पद पर निरन्तर एसोसिएट प्रोफेसरों में से सेवा स्थानान्तरण न्यूनतम 03 वर्ष का कार्यानुभव । के माध्यम से ।
4 उप निदेशक
( i ) राज्य के राजकीय मेडिकल कॉलेजों में मौलिक रूप से नियुक्त असिस्टेन्ट प्रोफेसरों में से सेवा स्थानान्तरण के माध्यम से ।
(ⅰ ) राजकीय मेडिकल कॉलेजों में असिस्टेन्ट प्रोफेसर के पद पर निरन्तर न्यूनतम 03 वर्ष का कार्यानुभव ।
(ii) मेडिकल कॉलेज में मौलिक रूप से नियुक्त ई० एम ० ओ ०/ सी० एम०ओ ० /एल० एम० ओ० में से वरिष्ठता के आधार पर सेवा स्थानान्तरण / पदोन्नति के माध्यम से ।
(Ii ) मेडिकल कॉलेज में मौलिक रूप से नियुक्त ई०एम०ओ०/ सी० एम० ओ० / एल ० एम ० ओ ० के पद पर निरन्तर न्यूनतम 10 वर्ष कीसेवा ।
(iii) एक पद उत्तराखण्ड राज्य के राजकीय नर्सिंग कॉलेजों में मौलिक रूप से नियुक्त प्राचार्य हेतु, वरिष्ठता के आधार पर ।
(iv) नियमित अधिकारी प्राप्त न होने की स्थिति में सेवा स्थानान्तरण के माध्यम से भरा जायेगा
(iii) उत्तराखण्ड राज्य के राजकीय नर्सिंग कॉलेजों में नियमित रूप से कार्यरत प्राचार्य में से, जो भारतीय नर्सिंग परिषद द्वारा निर्धारित प्राचार्य की शैक्षिक अर्हता एवं अनुभव रखते हों, में से वरिष्ठता के आधार पर ।
5 प्राचार्य
राष्ट्रीय आयुर्विज्ञान आयोग , नई दिल्ली द्वारा निर्धारित समय- समय पर
एवाप्रचलित मानकों के अनुसार ।
उत्तराखण्ड राज्य के राजकीय मेडिकल कॉलेजों में नियमित रूप से नियुक्त ऐसे प्रोफेसरों में से जो एन०एम० सी० के मानकों के अनुरूप अर्हता रखते हों, को ज्येष्ठता श्रेष्ठता के आधार पर पदोन्नति के द्वारा ।
6 चिकित्सा अधीक्षक
राष्ट्रीय आयुर्विज्ञान आयोग , नई ० दिल्ली द्वारा निर्धारित समय- समय पर . यथा संशोधित मानकों के अनुसार ।
उत्तराखण्ड राज्य के राजकीय मेडिकल कॉलेजों के प्रोफेसरों में से जो एन० एम० सी के मानकों के अनुरूप अर्हता पूर्ण करते हों सेवा स्थानान्तरण के माध्यम से ।

उपरोक्तानुसार नियमित नियुक्ति होने तक संविदा के आधार पर नियुक्त किया जायेगा ।
से नियुक्त ऐसे एसोसिएट प्रोफेसरों (ब्रॉड स्पेशियलिटी) में से, जिन्होंने एसोसिएट प्रोफेसर के रूप में राष्ट्रीय आयुर्विज्ञान आयोग , नई दिल्ली द्वारा समय-समय प्रख्यापित/ प्रचलित मानकों के अनुसार संतोषजनक सेवा पूर्ण कर ली हो, को पदोन्नति द्वारा ।
सीधी भर्ती हेतु अर्हता- राष्ट्रीय आयुर्विज्ञान आयोग , नई दिल्ली के समय-समय पर प्रचलित मानकों के अनुसार ।

पदोन्नति हेतु अर्हता :- मौलिक रूप से नियुक्त ऐसे असिस्टेन्ट प्रोफेसरों (ब्रॉड स्पेशियलिटी) में से, जिन्होंने असिस्टेन्ट प्रोफेसर के रूप में राष्ट्रीय आयुर्विज्ञान आयोग, नई दिल्ली द्वारा समय-समय प्रख्यापित/ प्रचलित मानकों के अनुसार संतोषजनक सेवा पूर्ण कर ली हो , को पदोन्नति द्वारा ।
सीधी भर्ती हेतु अर्हताः- राष्ट्रीय आयुर्विज्ञान आयोग, नई दिल्ली द्वारा निर्धारित समय -समय पर यथा संशोधित मानकों के अनुसार ।
असिस्टेन्ट प्रोफेसर ब्राड - स्पेशियलिटी
(1 ) 95 % सीधी भर्ती के माध्यम से ।
9 असिस्टेंट प्रोफेसर (ब्राड स्पेशियलिटी)
तथा सीधी भर्ती हेतु अर्हता :- राष्ट्रीय
आयुर्विज्ञान आयोग , नई दिल्ली द्वारा निर्धारित समय - समय पर यथा संशोधित मानकों के अनुसार ।
(2) अधिकतम 5% ऐसे कैज्युवल्टी मेडिकल ऑफिसर/लेडी मेडिकल ऑफिसर , सीनियर रेजिडेन्ट में से , जिन्होनें राजकीय मेडिकल कॉलेजों में 05 वर्ष की सेवा पूर्ण कर ली हो तथा निर्धारित अर्हता धारित करते हों, को सीधी भर्ती के पदों के सापेक्ष पदोन्नति के आधार पर ।
उपरोक्तानुसार नियमित नियुक्ति होने तक संविदा के आधार पर नियुक्ति की जा सकेगी ।
शत- प्रतिशत सीधी भर्ती के द्वारा ।
10 माईक्रोबॉयोलॉजिस्ट / असिस्टेन्ट प्रोफेसर (Virology Lab)
शत - प्रतिशत सीधी भर्ती के द्वारा ।
11 फिजिसिस्ट (मेडिकल फिजिसिस्ट)
राष्ट्रीय आयुर्विज्ञान आयोग, नई दिल्ली से मान्यता प्राप्त चिकित्सा महाविद्यालय से सम्बन्धित विषय में एम०डी० की उपाधि ।
(1) किसी मान्यता प्राप्त विश्वविद्यालय / संस्थान से भौतिक विज्ञान में स्नात्तकोत्तर की उपाधि के साथ ए.ई.आर.बी./ बी.ए.आर.सी. से विकिरण भौतिक शास्त्र में 01 वर्षीय डिप्लोमा ।

(ii ) किसी मान्यता प्राप्त रेडियोथिरेपी विभाग में 12 माह का इर्टनशिप ।
(i) या प्राप्त किसी मान्यता विश्वविद्यालय/ संस्थान से मेडिकल फिजिक्स / रेडियोलॉजिकल फिजिक्स / रेडिऐशन फिजिक्स में ए.ई.आर.बी. द्वारा मान्य स्नातकोत्तर (डिग्री/ डिप्लोमा) उपाधि प्राप्त की हो ।
(ii) किसी मान्यता प्राप्त रेडिएशनथिरेपी विभाग में 12 माह का इर्टनशिप किया हो ।
टिप्पणीः- इर्टनशिप वर्ष 2013 के बाद उत्तीर्ण डिग्री धारकों के लिए आवश्यक होगा । वर्ष 2013 से पूर्व डिग्री धारकों के लिए मेडिकल फिजिसिस्ट के अनुभव को इर्टनशिप के समकक्ष माना जाएगा ।
नियमित उपरोक्तानुसार नियुक्ति होने तक संविदा के आधार पर नियुक्त किया जायेगा ।
12 कैज्युवल्टी मेडिकल ऑफिसर
सीधी भर्ती के माध्यम से /चिकित्सा एवं परिवार कल्याण विभाग, उत्तराखण्ड अर्ह चिकित्सकों को सेवा स्थानान्तरण माध्यम से ।
स्नातक स्वास्थ्यराष्ट्रीय आयुर्विज्ञान आयोग, नई में दिल्ली से मान्यता प्राप्त चिकित्सा महाविद्यालय से के (एम०बी० बी० एस ०) की उपाधि । चिकित्सा परा- स्नातक (एम०डी०/ एम०एस०/ डिप्लोमा / डी०एन० बी०) उपाधि धारकों को वरीयता ।
उपरोक्तानुसार नियमित नियुक्ति होने तक संविदा के आधार पर नियुक्त किया जायेगा ।
सीधी भर्ती के माध्यम से ।
13लेडी मेडिकल ऑफिसर
उपरोक्तानुसार नियमित नियुक्ति होने तक संविदा के आधार पर नियुक्त किया जायेगा ।

शत- प्रतिशत बोर्ड माध्यम से सीधी भर्ती द्वारा । उपरोक्तानुसार नियमित नियुक्ति होने तक संविदा के आधार पर नियुक्त किया जायेगा ।

के मान्यता प्राप्त विश्वविद्यालय से स्नातक मेडिकल या ह्यूमन जिनेटिक्स /मोलीकुलर बायोलॉजी/ बायो टैक्नोलॉजी, लाइफ साइंस (सायटो जिनेटिक्स) विषय से 50 % अंको के साथ उत्तीर्ण किया हो । कैंसर बॉयोलॉजी/ कैंसर रिसर्च विषय से PhD की उपाधि प्राप्त की हो।
सायटो जिनेटिक्स लैबोरेट्री में 02 वर्ष का कार्यानुभव, जिसमे 01 वर्ष कैसर सायटो जेनेक्सि में अनुभव प्राप्त हो ।

भर्तीीराष्ट्रीय आयुर्विज्ञान आयोग , नई दिल्ली के समय - समय पर प्रचलित मानकानुसार ।

(v) असिस्टेन्ट फिजिसिस्ट/ रेडिएशन रेडियोलॉजिकल फिजिक्स) (मेडिकल प्रोफेसर- फिजिक्स/ भर्ती राष्ट्रीय आयुर्विज्ञान आयोग , नई दिल्ली द्वारा मान्यता प्राप्त संस्थान से एम०डी० ( प्रिवेन्टिव एण्ड सोशल संविदा मेडिसिन) / डी०एन ० बी० के पश्चात प्रिवेन्टिव ऑनकोलॉजी में 03 वर्ष का कार्यानुभव।

In exercise of the powers conferred by the proviso to article 309 of the Constitution of India , the Governor with a view to further amend the Uttarakhand Medical Education Service Rules , 2014 , makes the following rules , namely : --
The Uttarakhand Medical Education Service (Amendment) Rules , 2025
1.
Short title and Commencement
(1) These rules may be called the Uttarakhand Medical Education Service (Amendment) Rules , 2025 .
(2) It shall come into force at once .
2.
Amendment of rule 2
In the Uttarakhand Medical Education Service Rules , 2014, (hereinafter referred to as the principal rules ) for the existing rule 2 set out in Column - 1 below, the rule as set out in Column - 2 shall be substituted , namely-

( c) Board' means the Uttarakhand Medical Service Selection Board ;
(i) ' Service' means the Uttarakhand Medical Education Service and includes all Group 'A' and Group ' B ' posts of Medical Education Directorate and Government Medical Colleges;
( i) 'Service' means the Uttarakhand Medical Education Service, and includes allGroup ' A' and Group 'B ' posts of Medical Education Directorate and Government Medical Colleges and Swami Ram Cancer Institution (State Cancer Institute);
(ii) after clause (k) , following clause (1 ) shall be inserted as follows, namely-
" (1 ) " Superior Specialty Services " means Cardiology , Urology , Nephrology , Plastic Surgery , Neuro Surgery , Medical Oncology, Surgical Oncology, Medical Gastroenterology , Interventional Radiology and Critical Care etc. "

4. In the principal rules , for the existing rule 4 as set out in column - 1 below, the following rule set out in column - 2 shall be substituted, namely:-

( 1) Recruitment to various categories of posts in the service shall be made from the sources mentioned against the each post in Appendix - 'B' and 'B - 1 ' of these Rules .
(2) If candidates are not available for promotion on the basis of educational qualification and experience given in the Appendix to these rules , appointment may be made on contract (sanvida) till promotion takes place .
Recruitment to the various posts in the Service shall be made through sources mentioned against each posts at Column 5 of the Appendix . In case of non- availability of the officers for the service , the State Government may fill up the vacancy as per rules in these posts by the competent officers of the Uttarakhand Medical and Health Services , who is serving on the posts of member faculty in the Government Medical Colleges, if they are fulfill the prescribed qualification, be satisfactory service, be obtaining no objection certificate on concurrence from their original department and the theof concerning member faculty be adjusted by the State Government in this service on the holding posts in the Government Medical Colleges .
(3) Casualty Medical Officer, Lady Medical Officer, Senior Resident regularly working in Government Medical Colleges , who fulfil the qualification for the post of Assistant Professor as per National Medical Commission, New Delhi and Uttarakhand Medical Education Service Rules , after completing five years of regular service on the concerned post, can be posted on the vacant post of Assistant Professor against direct recruitment posts on the basis of seniority , but the number of posts shall not exceed 5% of the total sanctioned posts of Assistant Professor .
For direct recruitment , the reservation system prevalent from time to time shall be ensured to be followed.

Procedure of Recruitment by the promotion through the Board: Recruitment to the posts of Professor and Associate Professor through the Board shall be done in accordance with the qualifications given in Appendix- 'B' , 'B- 1 ' and 'B- 2' ofthese rules .
Recruitment by promotion shall be made according the Uttarakhand promotion with consultation by Public Service Commission ( Procedure ) Rules , 2003 as amended from time to time.
The basis of merit for the posts of Principal / Medical Superintendent , Government Medical Colleges and Director , Swami Ram Cancer Institute, Haldwani shall be 50 % through annual confidential entries and 50% through interview by the Selection Committee .
