संख्या-420 / VII - A- 2 / 2026 / 17 (उद्योग ) /2013 / ई0-67485- राज्यपाल " उत्तराखण्ड मेगा इण्डस्ट्रियल एवं इन्वेस्टमेंट नीति, 2025 (मेगा पॉलिसी, 2025 ) " के प्रस्तर 11 के उप प्रस्तर xxviii के क्रम में नीति के क्रियान्वयन हेतु औद्योगिक विकास विभाग, उत्तराखण्ड शासन को निम्नलिखित मानक दिशा- निर्देश प्रख्यापित करने की स्वीकृति प्रदान करते हैं, अर्थात्ः-
उत्तराखण्ड मेगा इण्डस्ट्रियल एवं इन्वेस्टमेंट नीति, 2025 के क्रियान्वयन हेतु दिशा-निर्देश , 2026 संक्षिप्त नाम 1. इस दिशा - निर्देश का संक्षिप्त नाम उत्तराखण्ड मेगा इण्डस्ट्रियल एवं इन्वेस्टमेंट नीति , 2025 के क्रियान्वयन हेतु दिशा-निर्देश , 2026 " है ।
अवधि 2. यह दिशा- निर्देश उत्तराखण्ड मेगा इण्डस्ट्रियल एवं इन्वेस्टमेंट नीति , 2025 की वैधता अवधि तक प्रभावी रहेंगे, जब तक कि इसमें संशोधन अथवा इसे अधिक्रमित नहीं किया जाता है ।
परिभाषायें 3. उत्तराखण्ड मेगा इण्डस्ट्रियल एवं इन्वेस्टमेंट नीति, 2025 के प्रस्तर 6 में परिभाषित शब्दावली के अंतिरिक्त इस दिशानिर्देश में प्रयुक्त शब्दावली निम्नवत् हैं-
(i ) " सी.ए. " से चार्टर्ड अकाउन्टेण्ट अधिनियम, 1949 के अन्तर्गत भारत में इंस्टीट्यूट ऑफ चार्टर्ड अकाउंटेंट्स इण्डिया ( ICAI ) से पंजीकरण प्राप्त प्रोफेशनल अभिप्रेत है;
(ii) "सी.ई. " से इन्स्टीट्यूशन ऑफ इन्जीनियर्स इण्डिया ( IEI ) के अन्तर्गत पंजीकरण प्राप्त प्रोफेशनल अभिप्रेत है;
(iii) " पंजीकृत लीज डीड " से 'रजिस्ट्रीकरण अधिनियम, 1908' उत्तराखण्ड राज्य में यथाप्रवृत्त के अन्तर्गत सम्पादित पट्टा/ स्वामित्व का करार अभिप्रेत है;
(iv) " खतौनी" से किसी व्यक्ति के भूमि पर कानूनी अधिकार, भूमि का क्षेत्रफल, भूखण्ड संख्या और भू- स्वामी को प्रमाणित करने वाले ऐसे अभिलेख अभिप्रेत है, जो उत्तर प्रदेश भू राजस्व अधिनियम, 1901 (उत्तराखण्ड राज्य में प्रवृत्त) की धारा 32 के अधीन सक्षम अधिकारी द्वारा जारी किया जाता है;
(v) " सीडा" से औद्योगिक विकास अनुभाग -01 की अधिसूचना संख्या 2381 / सात-औ. वि.-01 /2005-137 उद्योग/ 2005, दिनांक 07 जुलाई, 2005 के द्वारा गठित उत्तराखण्ड राज्य औद्योगिक विकास प्राधिकरण अभिप्रेत है;
(vi ) "कार्यशाला भवन मानचित्र " से ऐसा अभिलेख अभिप्रेत है, जो उत्तर प्रदेश औद्योगिक क्षेत्र विकास अधिनियम, 1976 के अन्तर्गत सक्षम प्राधिकारी (सीडा) से अनुमोदित है;
(vii) " इकाई का स्वामित्व " से उद्यम पर मालिकाना हक अभिप्रेत है , जो एकल स्वामित्व (प्रोपराईटरशिप ) / पंजीकृत साझेदारी / एल० एल ० पी० / पंजीकृत कम्पनी / पंजीकृत सोसाईटी अथवा अन्य किसी विधिक संस्था के रूप में हो सकता है,
(viii) " अधिनियम " से उत्तराखण्ड उद्यम एकल खिड़की सुगमता एवं अनुज्ञापन अधिनियम, 2012 (समय- समय पर यथासंशोधित) अभिप्रेत है;

(ix) "जिला प्राधिकृत समिति " से अधिनियम के अंतर्गत जनपद स्तर पर गठित प्राधिकृत समिति अभिप्रेत है;
(x) "वाणिज्यिक उत्पादन प्रमाण- पत्र " से महाप्रबन्धक, जिला उद्योग केन्द्र द्वारा इस दिशानिर्देश के प्रस्तर -6 x के अनुसार इकाई के वाणिज्यिक उत्पादन प्रारम्भ करने के प्रमाण के रूप में , इकाई के पक्ष में जारी किये गये प्रमाण-पत्र अभिप्रेत है;
(xi) "स्टॉम्प पत्र " से भारतीय स्टॉम्प अधिनियम, 1899 (उत्तराखण्ड राज्य में यथाप्रवृत्त ) के अधीन जारी वह प्रपत्र से अभिप्रेत है, जिसके सापेक्ष स्टॉम्प ड्यूटी का भुगतान कर दिया गया है;
(xii ) " पंजीकरण शुल्क " से वह शुल्क अभिप्रेत है जो सम्पत्ति के क्रय -विक्रय से सम्बंधित अभिलेखों को राजकीय रिकॉर्ड में दर्ज कराने हेतु रजिस्ट्रीकरण अधिनियम , 1908 के तहत सब- रजिस्ट्रार कार्यालय में पंजीकरण के सापेक्ष लिया जाता है;
(xiii) "स्थाई निवास प्रमाण - पत्र " से वह प्रपत्र अभिप्रेत है, जो उत्तराखण्ड में स्थायी निवास के प्रमाण के रूप में राजस्व विभाग के सक्षम अधिकारी उप - जिलाधिकारी / तहसीलदार द्वारा जारी किया गया है ;
प्रचालन हेतु 4. प्राधिकृत विभाग
इन दिशा निर्देशों को औद्योगिक विकास विभाग, उत्तराखण्ड शासन द्वारा उद्योग निदेशालय एवं इसके अधीनस्थ कार्यरत जिला उद्योग केन्द्रों के माध्यम से प्रचालित किया जायेगा ।
वित्तीय प्रोत्साहन
5. नीति के प्रस्तर 10 में उल्लिखित वित्तीय प्रोत्साहन, अनुमन्यता अनुसार, सम्बंधित मद में बजट की उपलब्धता पर नीति के प्रस्तर 11 (iii ) के प्रतिबन्धों के अधीन देय होगा ।
सामान्य शर्तें 6. उद्यम / इकाई को नीति अंतर्गत वित्तीय प्रोत्साहन प्राप्त किये जाने हेतु निम्नलिखित शर्तों का पालन करना अनिवार्य होगा-
i . उद्यम को नीति अन्तर्गत वित्तीय प्रोत्साहन प्राप्त करने के लिये , नीति तथा इस दिशानिर्देश में वर्णित समस्त शर्तों का पालन करना अनिवार्य होगा।
ii . इकाई को वित्तीय प्रोत्साहन का लाभ नीति के प्रस्तर 8 (iii) में वर्गीकृत इकाई की वृहत उद्यम निवेश श्रेणी (लार्ज/ अल्ट्रा लार्ज / मेगा/ अल्ट्रा मेगा) के अनुसार देय होंगे ।
iii . वृहत उद्यम श्रेणी / वृहत उद्यम निवेश श्रेणी / पूंजीगत उपादान /पर्वतीय प्रोत्साहन से सम्बंधित आंगणन हेतु इस दिशानिर्देश के अंतर्गत अनुमन्य स्थाई पूंजी निवेश (यथालागू) की समस्त कर को छोड़ते हुये बीजक धनराशि, जिनका भुगतान बैंक के माध्यम से किया गया हो तथा जिसे बैंक द्वारा प्रमाणित किया गया हो , को संज्ञान में लिया जायेगा ।
iv . ' नई औद्योगिक इकाई' की ' श्रेणी (वृहत) ' का निर्धारण, अर्ह संयंत्र व मशीनरी में पात्र स्थायी पूंजी निवेश के आधार पर किया जायेगा ।
v . ' विद्यमान उद्यम के पर्याप्त विस्तारीकरण' के अंतर्गत आवेदन करने वाली इकाइयों की 'श्रेणी ( वृहत ) ' के निर्धारण हेतु निम्नलिखित स्थाई पूंजी निवेश को संज्ञान में लिया जायेगा- 194

[भाग 1 (क) इकाई में विस्तारीकरण से पूर्व स्थापित ' संयंत्र व मशीनरी' में कुल स्थाई पूंजी निवेश ।
(ख) विस्तारीकरण के उपरान्त 'अर्ह संयंत्र व मशीनरी' के रूप में कुल पात्र स्थायी पूंजी निवेश ।
vi . ' पूंजीगत उपादान' तथा ' पर्वतीय प्रोत्साहन' के लिये इकाई की 'निवेश श्रेणी (लार्ज / अल्ट्रा लार्ज / मेगा/ अल्ट्रा मेगा)' के निर्धारण हेतु इकाई के कार्यशाला भवन तथा संयंत्र व मशीनरी (भूमि व अन्य पूंजी निवेश को छोड़कर) में कुल पात्र स्थाई पूंजी निवेश को संज्ञान में लिया जायेगा ।
vii . 'विद्यमान उद्यम के पर्याप्त विस्तारीकरण' की स्थिति में 'पूंजीगत उपादान' तथा ' पर्वतीय प्रोत्साहन ' के लिये इकाई की 'निवेश श्रेणी (लार्ज/ अल्ट्रा लार्ज /मेगा / अल्ट्रा मेगा) ' के निर्धारण के लिये विस्तारीकरण हेतु कैफ ( CAF) आवेदन की दिनांक के उपरान्त इकाई के कार्यशाला भवन तथा संयंत्र व मशीनरी (भूमि व अन्य पूंजी निवेश को छोड़कर) में कुल पात्र स्थाई पूंजी निवेश को संज्ञान में लिया जायेगा ।
viii . इकाई के वाणिज्यिक उत्पादन की दिनांक का सत्यापन करते हुये, संबंधित जनपद के महाप्रबन्धक, जिला उद्योग केन्द्र द्वारा, निर्धारित प्रारूप पर इकाई के ऑफलाइन आवेदन तथा निम्नलिखित अभिलेखों के आधार पर निर्धारित प्रारूप पर इकाई का ' वाणिज्यिक उत्पादन प्रमाण - पत्र' जारी किया जायेगा-
(क) इकाई द्वारा वाणिज्यिक उत्पादन प्रारम्भ करने के सम्बंध में प्रस्तुत निर्धारित प्रारूप पर शपथ-पत्र ।
(ख) इकाई के उत्पाद से संबंधित प्रमुख कच्चे माल के क्रय का प्रथम बीजक ।
(ग) इकाई द्वारा उत्पादित वस्तु के विक्रय का प्रथम बीजक ।
(घ) विद्युत लोड स्वीकृति पत्र की प्रति ।
(ड़) विद्युत मीटर सीलिंग सर्टिफिकेट ।
(च) इकाई का प्रथम विद्युत बिल ।
(छ) जी.एस.टी. पंजीकरण प्रमाण- पत्र ।
(ज) इकाई के फोटोग्राफ (विस्तारीकरण के स्थिति में विस्तारीकरण से पूर्व एवं पश्चात के फोटोग्राफ)
नोटः 1. उक्त अभिलेखों में साम्यता नहीं होने की स्थिति में , मांगे जाने पर इकाई द्वारा अतिरिक्त अभिलेख उपलब्ध कराना अनिवार्य होगा ।
2. ' विद्यमान उद्यम के पर्याप्त विस्तारीकरण' की स्थिति में विस्तारीकरण उपरान्त वाणिज्यिक उत्पादन प्रारम्भ करने की दिनांक के प्रमाण हेतु इकाई द्वारा इस हेतु ऐसे सभी अभिलेखों की प्रतियां (यथा-विद्युत लोड वृद्धि का स्वीकृति पत्र , प्रदूषण नियंत्रण बोर्ड द्वारा जारी सी.टी.ओ. प्रमाण पत्र) प्रस्तुत की जायेंगी , जो विस्तारीकरण हेतु प्राप्त की गयी हों ।
ix . विद्यमान उद्यम द्वारा पर्याप्त विस्तारीकरण के फलस्वरूप उत्पादन क्षमता में न्यूनतम 25 प्रतिशत वृद्धि का निर्धारण इकाई के विस्तारीकरण / विविधीकरण के उपरान्त प्रथम तिमाही के टर्नओवर तथा विगत वित्तीय वर्ष में समान अवधि के भाग 1 ]

टर्नओवर की तुलना के आधार पर की जायेगी । दूसरे शब्दों में विस्तारीकरण/ विविधीकरण के उपरान्त इकाई के प्रथम तिमाही का टर्नओवर विगत वित्तीय वर्ष में समान अवधि के टर्नओवर के सापेक्ष न्यूनतम 25 प्रतिशत अधिक होना अनिवार्य होगा ।
स्पष्टीकरण- विस्तारीकरण/ विविधीकरण के रूप में निम्नलिखित गतिविधियों को स्वीकार नहीं किया जायेगा-
(क) विद्यमान इकाई में पुराने संयंत्र एवं मशीनरी को बदलते हुये नवीन संयंत्र एवं मशीनरी की स्थापना , जिससे उत्पादन क्षमता में निर्धारित वृद्धि नहीं होती हो ।
(ख) विद्यमान इकाई में मात्र कार्यशाला भवन अथवा अन्य आंतरिक आधारभूत संरचना में विस्तार, सुधार अथवा विकास किया गया हो , परन्तु संयंत्र एवं मशीनरी में अपेक्षित वृद्धि नहीं की गयी हो ।
(ग) विद्यमान इकाई में मात्र उत्पाद परीक्षण ( Testing ) , भण्डारण अथवा अनुसंधान एवं विकास ( Research and development ) की सुविधा का विकास किया गया हो , परन्तु संयंत्र एवं मशीनरी में अपेक्षित वृद्धि नहीं की गयी हो ।
x. इकाई का स्वामित्व, एकल स्वामित्व (प्रोपराईटरशिप) / पंजीकृत साझेदारी / एल ०एल० पी० / पंजीकृत कम्पनी/ पंजीकृत सोसाइटी अथवा अन्य किसी विधिक संस्था के रूप में हो सकता है ।
xi . उद्यम स्थापना के लिये कार्यशाला भवन मानचित्र / ले-आउट प्लान पर सक्षम स्तर / सीडा से स्वीकृति तथा उद्यम संचालन हेतु सहमति (CTO ) प्राप्त की गयी हो।
xii . उत्तराखण्ड प्रदूषण नियंत्रण बोर्ड से उद्यम संचालन हेतु सहमति ( CTO ) प्राप्त की गयी हो ।
xiii . उत्तराखण्ड अग्निशमन विभाग से उद्यम संचालन हेतु सहमति (CTO ) प्राप्त की गयी हो ।
xiv . उद्यम के संचालन हेतु अनिवार्य सभी अनुज्ञा (लाइसेंस) / अनुमति सक्षम स्तर से प्राप्त की गयी हो ।
xv . पुरानी / परिष्कृत ( Old/Refurbished ) मशीनरी एवं संयंत्र का उपयोग कर अथवा अन्यत्र स्थल से विस्थापित होकर स्थापित होने वाली इकाइयां नीति अंतर्गत उपादान हेतु अपात्र होंगी ।
xvi . इकाई की स्थापना, क्रियाकलाप अथवा उपादान दावा से संबंधित कोई प्रकरण न्यायाधीन ( Subjudice ) होने की स्थिति में वह नीति अंतर्गत सभी प्रकार के उपादान के लिये अपात्र होगी ।
xvii . नीति जारी होने के दिनांक अर्थात् दिनांक 15 जुलाई, 2025 से पूर्व सिंगल विण्डो अंतर्गत कैफ ( CAF ) आवेदन करने वाली अथवा वाणिज्यिक उत्पादन प्रारम्भ करने वाली इकाइयां नीति में यथापरिभाषित ' पर्याप्त विस्तारीकरण' के द्वारा नीति अंतर्गत अनुमन्य वित्तीय प्रोत्साहनों के लिये पात्र हो सकेंगी ।

[भाग 1 xviii . नीति जारी होने के दिनांक अर्थात दिनांक 15 जुलाई, 2025 से पूर्व सिंगल विण्डो अंतर्गत कैफ ( CAF ) आवेदन करने वाली वे इकाइयां, जो वाणिज्यिक उत्पादन में नहीं आई हैं, वे कैफ आवेदन के अंतर्गत उनके द्वारा प्रस्तावित स्थाई पूंजी निवेश को स्थापित करते हुये वाणिज्यिक उत्पादन प्रारम्भ करने के पश्चात, नीति अवधि में पर्याप्त विस्तारीकरण हेतु कैफ आवेदन कर अन्य शर्तें पूर्ण करते हुये अनुमन्यतानुसार वित्तीय प्रोत्साहन के लिये पात्र हो सकेंगी ।
xix . विद्यमान उद्यम के पर्याप्त विस्तारीकरण के तहत इकाई को वित्तीय प्रोत्साहन की पात्रता हेतु नीति के प्रस्तर 8 के उप प्रस्तर iii में वृहत उद्यम निवेश श्रेणी के लिये यथापरिभाषित " न्यूनतम थ्रेसहोल्ड पूंजी निवेश तथा स्थाई रोजगार" ' अतिरिक्त' रूप से सृजित करना अनिवार्य होगा ।
xx . वित्तीय प्रोत्साहनों की अनुमन्यता के लिये पात्र उद्यम को अपने उद्यम में प्रदेश के स्थाई निवासियों को न्यूनतम 70 प्रतिशत स्थाई रोजगार उपलब्ध कराना आवश्यक है । इसके प्रमाण हेतु संबन्धित इकाई में कार्यरत समस्त कार्मिकों का उत्तराखण्ड सरकार के सक्षम अधिकारी द्वारा जारी 'स्थाई निवास प्रमाण पत्र' , मांगे जाने पर इकाई द्वारा उपलब्ध कराया जायेगा । इकाई द्वारा इस आशय का एक शपथ पत्र प्रस्तुत किया जायेगा कि इकाई में न्यूनतम 70 प्रतिशत उत्तराखण्ड राज्य के निवासियों को स्थायी रोजगार प्राप्त है तथा उनके द्वारा कार्यरत समस्त कार्मिकों का स्थाई निवास प्रमाण पत्र कार्यालय में संकलित है , जिसे जिला उद्योग केन्द्र अथवा उद्योग निदेशालय द्वारा मांगे जाने पर प्रस्तुत कर दिया जायेगा ।
xxi . नीति के प्रस्तर 11 (xii ) के तहत पूंजीगत उपादान/ पर्वतीय प्रोत्साहन की प्रथम किश्त हेतु दावा, संतुष्टि पत्र जारी होने के दिनांक से 06 माह के भीतर तथा आगामी किश्तों हेतु दावा संतुष्टि पत्र जारी होने के दिनांक को सम्बंधित वार्षिकी (Anniversary ) को आधार मानते हुये उसके 06 माह के भीतर करना अनिवार्य होगा ।
xxii . स्टॉम्प ड्यूटी प्रतिपूर्ति हेतु निम्नलिखित शर्तों का पालन किया जायेगा-
(क) उद्यमी द्वारा भूमि पट्टे पर लेने / क्रय करने / हस्तान्तरण के रूप में प्राप्त करने पर प्रभार्य स्टाम्प शुल्क की अनुमन्यता अनुसार प्रतिपूर्ति के रूप में देय है , परन्तु भवन पट्टे पर लेने / क्रय करने / हस्तान्तरण के रूप में प्राप्त करने पर स्टाम्प शुल्क प्रतिपूर्ति देय नहीं होगी ।
(ख ) पूर्व से स्थापित इकाई, चाहे वह संचालित हो अथवा बन्द हो, को पट्टे पर लेने / क्रय करने / हस्तान्तरण के रूप में प्राप्त करने पर स्टाम्प शुल्क प्रतिपूर्ति देय नहीं होगी ।
(ग) इकाई के प्रोजेक्ट से सम्बद्ध समस्त भूमि पर प्रभार्य स्टाम्प शुल्क पर अनुमन्यता अनुसार प्रतिपूर्ति देय होगी । इसमें इकाई के कार्यशाला भवन, भण्डारण गृह, अनुसंधान एवं विकास भवन, कार्यालय भवन, अनिवार्य न्यूनतम हरित क्षेत्र (सीडा मानकों के अनुसार) , आंतरिक सड़क एवं प्रोजेक्ट के लिये अनिवार्य अन्य सुविधाओं हेतु प्रयुक्त भूमि सम्मिलित है, भाग 1 ]

परन्तु प्रोजेक्ट के मूल स्थल से भिन्न स्थान पर स्थित भूमि इसमें सम्मिलित नहीं होगी ।
(घ) स्टॉम्प ड्यूटी प्रतिपूर्ति हेतु दावा इकाई को संतुष्टि पत्र जारी होने के दिनांक से 06 माह के भीतर ऑनलाईन पोर्टल के माध्यम से करना अनिवार्य होगा ।
अर्ह/अनर्ह 7. पूंजी निवेश
i . इकाई की श्रेणी (वृहत उद्यम) /निवेश श्रेणी (लार्ज / अल्ट्रा लार्ज / मेगा / अल्ट्रा मेगा) निर्धारण तथा पूंजीगत उपादान / पर्वतीय प्रोत्साहन हेतु अर्ह संयंत्र व मशीनरी-
(क) उत्पाद विनिर्माण से सीधे सम्बद्ध संयंत्र, मशीनरी व उपस्कर ।
(ख) उत्पाद विनिर्माण से सम्बद्ध सहायक उपकरण , मोल्ड्स, डाईज, जिग्स आदि ।
(ग) संयंत्र व मशीनरी से सम्बद्ध मोटर ।
(घ) संयंत्र व मशीनरी संचालन के लिये विद्युत मीटर से मशीनरी तक स्थापित विद्युत लाईन , पैनल बोर्ड , स्विच बोर्ड , एमसीबी बॉक्स एवं अन्य स्थायी प्रकृति के विद्युत उपकरण ।
(ङ) विद्युत सब- स्टेशन अथवा ट्रांसफार्मर, यदि यह मात्र संबंधित इकाई के लिये स्थापित किया गया हो ।
(च) गैर पारम्परिक ऊर्जा संयंत्र / कैप्टिव पॉवर प्लांट , यदि इससे उत्पादित सम्पूर्ण ऊर्जा का उपयोग इकाई द्वारा स्वयं के उद्यम संचालन हेतु किया जा रहा हो तथा इसकी स्थापना हेतु सक्षम स्तर (यू.पी.सी.एल. /उरेडा) से अनुमति प्राप्त हो ।
(छ) इकाई में स्थापित परीक्षण उपकरण (Testing Equipment ) , अनुसंधान व विकास (R & D ) उपकरण ।
(ज) विनिर्माण कार्य हेतु आवश्यक जल शुद्धि संयंत्र ।
(झ) प्रदूषण नियंत्रण संयंत्र, जिसमें संग्रह, ट्रीटमेंट व निपटान की सुविधा सम्मिलित है , से संबंधित उपकरण, उत्प्रवाह उपचार संयंत्र (Efflulent Treatment Plant) |
(ञ) बॉयलर ।
(ट) संयंत्र व मशीनरी की स्थापना, कमिशनिंग (चालू करना) परिवहन लागत पर व्यय ।
(ठ) संयंत्र व मशीनरी के बीमा प्रीमियम की प्रारम्भिक किश्त पर किया गया व्यय ।
(ड) संयंत्र व मशीनरी से सीधे सम्बद्ध हैन्डलिंग उपकरण ।
ii . इकाई की श्रेणी (वृहत उद्यम) /निवेश श्रेणी (लार्ज / अल्ट्रा लार्ज / मेगा / अल्ट्रा मेगा ) निर्धारण तथा पूंजीगत उपादान / पर्वतीय प्रोत्साहन हेतु अनर्ह संयंत्र व मशीनरी-
(क) संयंत्र व मशीनरी जो स्टोर में रक्षित हो अथवा सीधे निर्माण कार्य से सम्बद्ध न हो ।
(ख) सुरक्षा उपकरण यथा - सीसीटीवी , अग्निशमन उपकरण ।

[भाग 1 (ग) पुरानी (Old ) मशीन / परिष्कृत (Refurbised) मशीन/विस्थापित (Relocated) मशीन ।
(घ) कार्यालय उपयोग की सामग्री यथा; कम्प्यूटर, लैपटॉप, फर्नीचर एवं स्टेशनरी आदि ।
(ङ) वाहन (चाहे वह किसी भी कार्य के लिये उपयोग में लाया जा रहा हो ) ।
(च ) विद्युत मीटर से ट्रांसफार्मर तक के समस्त विद्युत लाइन व उपकरण ।
(छ) बैटरी, बल्ब , ट्यूब , पंखे , एयर कंडीशनर्स, फर्नीचर, स्टोरेज सामग्री, संयंत्र व मशीनरी की मरम्मत के उपकरण , पुर्जे आदि, अस्थाई प्रकृति की समस्त सामग्री ।
(ज) कच्चा माल , पैकेजिंग सामग्री , ईंधन, उपभोज्य सामग्री आदि ।
(झ) सीवेज ट्रीटमेंट प्लांट ।
(ञ) मापन उपकरण ।
(ट) अन्य कोई संयंत्र व मशीनरी जो नीति/ दिशा-निर्देश के अन्तर्गत अर्ह संयंत्र व मशीनरी में उल्लिखित न हो ।
iii . निवेश श्रेणी ( लार्ज / अल्ट्रा लार्ज/मेगा/ अल्ट्रा मेगा) निर्धारण तथा पूंजीगत उपादान / पर्वतीय प्रोत्साहन हेतु अर्ह सिविल कार्य
(क) कार्यशाला भवन अर्थात् संयंत्र व मशीनरी के स्थापना एवं संचालन के लिये निर्मित भवन ।
(ख) अनुसंधान एवं विकास (R & D ) हेतु भवन, यदि यह कार्यशाला भवन परिसर में स्थित हो ।
(ग) परीक्षण (Testing ) सुविधा हेतु भवन, यदि यह कार्यशाला भवन परिसर में स्थित हो ।
(घ) भण्डारण भवन व विनिर्माण प्रक्रिया से सम्बद्ध अन्य भवन, यदि यह कार्यशाला भवन परिसर में स्थित हो ।
(ङ) अग्निशमन व विद्युत पारेषण कक्ष, यदि यह कार्यशाला भवन परिसर में स्थित हो ।
(च) विनिर्माण कार्य में उपयोग हेतु निर्मित कंक्रीट अथवा धातु की टंकी ।
iv . निवेश श्रेणी (लार्ज / अल्ट्रा लार्ज / मेगा / अल्ट्रा मेगा ) निर्धारण तथा पूंजीगत उपादान / पर्वतीय प्रोत्साहन हेतु अनर्ह सिविल कार्य (क) भूमि विकास पर व्यय ।
(ख) कार्यालय भवन व प्रशासकीय अथवा प्रबन्धन उपयोग के अन्य भवन।
(ग) पहुंच मार्ग व आंतरिक सड़क ।
(घ) बाउण्ड्री तथा बाउण्ड्री से सम्बद्ध गेट, गार्ड रूम ।
(ङ) जलपान गृह , रेस्टोरेंट , सभागार , रेस्ट हाउस / गेस्ट हाउस ।
(च) आवासीय परिसर ।
(छ) सिविल कार्य से संबंधित कर , शुल्क एवं मानचित्र स्वीकृति हेतु व्यय आदि ।
(ज) अन्य कोई निर्माण जो पात्र सिविल कार्य में उल्लिखित न हो ।

V. इकाई की श्रेणी (वृहत उद्यम) / निवेश श्रेणी (लार्ज / अल्ट्रा लार्ज/मेगा/ अल्ट्रा मेगा) निर्धारण तथा पूंजीगत उपादान/ पर्वतीय प्रोत्साहन हेतु अनर्ह अन्य पूंजी निवेश
(क) अनर्ह संयंत्र व मशीनरी में पूंजी निवेश ।
(ख) अनर्ह सिविल कार्य में पूंजी निवेश ।
(ग) उद्यम का पूर्व संचालन व्यय (Pre Operating Expenditure) |
(घ) पूंजीकृत ब्याज (Capitalized Interest) धनराशि ।
(ङ) कार्यशील पूंजी (Working Capital ) /कैश क्रेडिट लिमिट ।
(च) परामर्श शुल्क, डिजाईन तथा ड्राईंग्स पर व्यय ।
(छ) अनुज्ञा (License) , अनुमति, रायल्टी आदि पर व्यय ।
(ज) भूमि, भूमि समतलीकरण , भूमि विकास पर व्यय ।
(झ) बौद्धिक सम्पदा अधिकार, सॉफ्टवेयर, गुडविल, अमूर्त परिसम्पत्ति पर व्यय ।
नीति के अंतर्गत वित्तीय प्रोत्साहन हेतु आवेदन के विभिन्न स्तर / चरण निम्नवत होंगे – वित्तीय 8. प्रोत्साहन हेतु आवेदन के चरण
(क) नीति अंतर्गत वित्तीय प्रोत्साहन प्राप्त करने का आशय ( Intent) व्यक्त करने हेतु आवेदन ।
(ख ) नीति अंतर्गत पात्रता परीक्षण / संतुष्टि पत्र (Letter of Satisfaction ) हेतु आवेदन ।
(ग) नीति अंतर्गत अनुमन्य वित्तीय प्रोत्साहन हेतु आवेदन ।
(घ) निर्णय से असंतुष्ट पक्ष द्वारा राज्य प्राधिकृत समिति के समक्ष अपील हेतु आवेदन ।
8.1 वित्तीय प्रोत्साहन प्राप्त करने का आशय (Intent ) व्यक्त करने हेतु आवेदन-
i. सर्वप्रथम इकाई द्वारा सिंगल विण्डो पोर्टल www.investuttarakhand.uk.gov.in पर कैफ ( CAF ) आवेदन करते समय आवेदन पत्र में नीति अंतर्गत वित्तीय प्रोत्साहन प्राप्त करने हेतु आशय (Intent ) प्रकट करने के लिये निर्धारित कॉलम में हाँ ( YES ) अंकित करना अनिवार्य होगा।
ii. यदि इस नीति के अंतर्गत पात्रता की शर्तें पूर्ण करने वाली किसी इकाई द्वारा कैफ आवेदन के समय त्रुटिवश उक्तानुसार निर्धारित कॉलम में 'हाँ ( YES ) ' अंकित नहीं किया गया है , तो उसे इस दिशानिर्देश के जारी होने के दिनांक से 15 दिन के भीतर अथवा कैफ आवेदन के दिनांक से 01 माह के भीतर (जो भी बाद में हो ) नीति अंतर्गत वित्तीय प्रोत्साहन का आशय प्रकट करने हेतु, निम्नवत आवेदन करना होगा-
(क) 'जिला प्राधिकृत समिति' से संबंधित कैफ ( CAF ) की स्थिति में सम्बंधित जनपद के महाप्रबन्धक, जिला उद्योग केन्द्र को ऑफलाईन आवेदन प्रस्तुत किया जायेगा ।
(ख) ' राज्य प्राधिकृत समिति' से संबंधित कैफ ( CAF ) की स्थिति में महानिदेशक / आयुक्त उद्योग , उद्योग निदेशालय देहरादून को ऑफलाईन आवेदन प्रस्तुत किया जायेगा ।

[भाग 1 (ग) उक्त अवधि के पश्चात् इस प्रकार के किसी भी आवेदन पर विचार नहीं किया जायेगा ।
राज्य की 'प्रवर्ग विशेष के उद्यमों को अनुकूलित पैकेज/रियायत नीति' के अंतर्गत आवेदन करने वाले, परन्तु लाभ प्राप्त नहीं करने वालेविनिर्माण उद्यमोंको, नीति के प्रस्तर 11 के उप प्रस्तर xv के तहत इस नीति का लाभ प्राप्त करने हेतु इस दिशानिर्देश के जारी होने के दिनांक से 30 दिन के भीतर, निर्धारित प्रारूप पर शपथ पत्र तथा निम्नलिखित अभिलेखों सहित उद्योग निदेशालय, देहरादून में ऑफलाईन आवेदन प्रस्तुत करना अनिवार्य होगा । उक्त दिनांक के उपरान्त नीति के प्रस्तर 11 के उप प्रस्तर xv के तहत प्राप्त यह छूट स्वतः ही समाप्त हो जायेगी-
(क) 'प्रवर्ग विशेषके उद्यमों को अनुकूलित पैकेज/रियायत नीति के तहत इकाई के द्वारा आवेदन का प्रमाण।
(ख) कैफ आवेदन/सैद्धान्तिक स्वीकृति प्रमाण पत्र।
(ग) प्रस्तावित प्रोजेक्ट रिपोर्ट की प्रति।
8.2 पात्रता परीक्षण / संतुष्टि पत्र हेतु आवेदन
नीति अंतर्गत उपादान हेतु आशय (Intent ) व्यक्त करने वाली इकाई द्वारा पात्रता परीक्षण / संतुष्टि पत्र हेतु नीति के प्रस्तर 11 (vii) के अनुरूप सिंगल विण्डो पोर्टल www.investuttarakhand.uk.gov.in के Incentive Tab पर Mega Policy - 2025 का चयन करते हुये निम्नलिखित अभिलेखों सहित आवेदन किया जायेगा-
i. निर्धारित प्रारूप पर विस्तृत परियोजना रिपोर्ट (DPR ) |
ii . नवीन इकाई / विद्यमान इकाई के पर्याप्त विस्तारीकरण (यथालांगू) के सम्बंध में कैफ ( CAF ) पर जारी सैद्धान्तिक स्वीकृत प्रमाण - पत्र की प्रति।
सिंगल विण्डो पर कैफ (CAF ) आवेदन के दिनांक से पात्रता परीक्षण/संतुष्टि पत्र हेतु आवेदन करने के दिनांक तक इकाई में , नीति अंतर्गत अर्ह , कुल स्थाई पूंजी निवेश के सम्बंध में निर्धारित प्रारूप पर सी.ए. द्वारा जारी प्रमाण-पत्र की प्रति।
iv . भूमि एवं भू- स्वामित्व से संबंधित यथालागू प्रपत्र (यथा- खसरा, खतौनी, भूमि रजिस्ट्री प्रपत्र, लीज डीड, भू- उपयोग परिवर्तन प्रमाण- पत्र, भू-क्रय अनुमति आदि) ।
V. चार्टर्ड सिविल अभियन्ता द्वारा इकाई के पक्ष में निर्धारित प्रारूप जारी प्रमाण- पत्र , जिसमें इकाई में पूंजीगत उपादान/ पर्वतीय प्रोत्साहन हेतु पात्र सिविल कार्य में स्थायी पूंजी निवेश का विवरण दिया गया हो तथा यह प्रमाणित किया गया हो कि सिविल कार्य हेतु स्थायी पूंजी निवेश के आंगणन में लोक निर्माण विभाग द्वारा इस हेतु जारी दर अथवा वास्तविक व्यय ,जो भी कम हो, को ही आंगणन में लिया गया है ।
vi . सक्षम प्राधिकारी (सीडा) से स्वीकृत कार्यशाला भवन मानचित्र तथा सी ०टी० ओ ० की प्रति।
vii . विद्युत कनेक्शन स्वीकृति पत्र / मीटर सीलिंग प्रमाण- पत्र ।
viii. जी.एस.टी. पंजीयन प्रमाण- पत्र ।

अग्निशमन विभाग द्वारा उद्यम संचालन के सम्बंध में जारी अनापत्ति प्रमाण- पत्र । X.
अन्य लाईसेंस / अनुमति/ अनापत्ति प्रमाण- पत्र की प्रति , जो किसी विशिष्ट श्रेणी के उद्यम के संचालन के लिये आवश्यक हो । xi .
xii . महाप्रबन्धक, जिला उद्योग केन्द्र द्वारा इकाई के पक्ष में जारी 'वाणिज्यिक उत्पादन प्रमाण- पत्र'
xiii. विस्तारीकरण की स्थिति में विस्तारीकरण के उपरान्त प्रथम तिमाही तथा विस्तारीकरण से पूर्व विगत वर्ष की समान अवधि के जी० एस० टी० रिटर्न की प्रति ।
xiv. अनिवार्य न्यूनतम रोजगार के सम्बंध में ई.पी.एफ./ई.एस.आई. भुगतान से सम्बंधित प्रमाण , इकाई में कार्यरत स्थाई कार्मिकों के पे- रोल की प्रमाणित प्रति, अस्थाई रोजगार की स्थिति में नियोक्ता द्वारा पंजीकृत ठेकेदार के साथ किये गये अनुबन्ध की प्रति तथा भुगतान से सम्बंधित प्रमाण ।
XV . इकाई के स्वामित्व से संबंधित प्रपत्र (सोसाइटी/ कम्पनी /एल.एल.पी./ साझेदारी फर्म / ट्रस्ट आदि का पंजीकरण प्रमाण- पत्र , एकल स्वामित्व की स्थिति में स्वहस्ताक्षरित बायोडाटा) ।
xvi . आवेदक प्रोपराइटर / निदेशक / साझेदार / अध्यक्ष /अधिकृत हस्ताक्षरी का आधार कार्ड एवं पैन कार्ड ।
xvii . निर्धारित प्रारूप पर शपथ- पत्र ।
kviii. इकाई के फोटोग्राफ (जिसमें इकाई का नाम / पता तथा स्थापित मशीनरी स्पष्ट रूप से दृष्टिगत हो) ।
xix . इकाई कार्यस्थल का गूगल मैप लिंक।
8.3 वित्तीय प्रोत्साहन हेतु आवेदन
नीति अंतर्गत अनुमन्य वित्तीय प्रोत्साहन हेतु नीति के प्रस्तर-11 (xii ) के अनुरूप सिंगल विण्डो पोर्टल www.investuttarakhand.uk.gov.in के Incentive Tab पर Mega Policy - 2025 का चयन करते हुये निम्नलिखित अभिलेखों सहित आवेदन किया जायेगा- 8.3.1 स्टॉम्प ड्यूटी प्रतिपूर्ति हेतु अभिलेख
i. पब्लिक डाटा एंट्री (PDE) प्रपत्र की स्व- प्रमाणित प्रति ।
ii . ई- स्टॉम्प की रसीद ।
iii . पंजीकरण शुल्क की रसीद ।
iv . स्टाम्प शुल्क आंगणन की स्व - हस्ताक्षरित प्रति ।
v . विक्रय विलेख / लीज - डीड की प्रति ।
8.3.2 पूंजीगत उपादान / पर्वतीय प्रोत्साहन की प्रथम किश्त हेतु अभिलेख-
i . वित्त पोषक बैंक / वित्तीय संस्था द्वारा प्रोजेक्ट के संबंध में जारी बैंक मूल्यांकन रिपोर्ट की प्रति । स्व-वित्त पोषित इकाईयों के संबंध में वह बैंक / वित्तीय संस्था, जिसमें इकाई का खाता हो अथवा उद्योग निदेशालय उत्तराखण्ड द्वारा सूचीबद्ध (Empaneled) संस्था/व्यक्ति /प्राधिकारी द्वारा जारी एप्रेजल रिपोर्ट की प्रति ।

ii . चार्टर्ड एकाउंटेंट द्वारा प्रमाणित संयंत्र व मशीनरी / उपकरण का वस्तुवार एवं मूल्यवार विवरण, जिसमें यह स्पष्ट रूप से अंकित हो कि इनके क्रय से संबंधित सभी बिल एवं वाउचर्स की जांच कर ली गयी है एवं अंकित किया जा रहा समस्त विवरण नियमानुसार ठीक है ।
iii . चार्टर्ड सिविल अभियन्ता द्वारा इकाई के पक्ष में जारी प्रमाण-पत्र , जिसमें इकाई में पूंजीगत उपादान / पर्वतीय प्रोत्साहन हेतु पात्र सिविल कार्य में स्थायी पूंजी निवेश का विवरण दिया गया हो तथा यह प्रमाणित किया गया हो कि सिविल कार्य हेतु स्थायी पूंजी निवेश के आंगणन में लोक निर्माण विभाग द्वारा इस हेतु जारी दर अथवा वास्तविक व्यय , जो भी कम हो, को ही आंगणन में लिया गया है । (यह प्रमाण- पत्र मात्र उस अवस्था में दिया जाना है जब इकाई द्वारा पात्रता परीक्षण/ संतुष्टि पत्र हेतु आवेदन के उपरान्त सिविल कार्य में अतिरिक्त पूंजी निवेश किया गया हो)
iv . विस्तारीकरण /विविधीकरण से सम्बन्धित इकाईयों द्वारा विस्तारीकरण से पूर्व तथा विस्तारीकरण के उपरान्त स्थापित स्थाई पूंजी निवेश के सम्बंध में निर्धारित प्रारूप पर सी.ए. द्वारा जारी प्रमाण - पत्र की प्रति ।
v . इकाई के कैफ आवेदन के दिनांक से नीति अंतर्गत इकाई के पक्ष में संतुष्टि- पत्र जारी होने के दिनांक तक स्थापित पूंजी निवेश एवं स्थाई रोजगार के सम्बंध में निर्धारित प्रारूप पर इकाई स्वामी का शपथ- पत्र ।
vi . अर्ह स्थाई पूंजी निवेश से सम्बंधित पंजीकृत विक्रेता / सेवा प्रदाता द्वारा जारी समस्त बीजकों तथा बैंक द्वारा सम्बंधित भुगतान का प्रमाण । नोट-
1. अर्ह स्थाई पूंजी निवेश से सम्बंधित बीजक / भुगतान से सम्बंधित प्रमाण पोर्टल पर अपलोड नहीं किये जायेंगे । यह अभिलेख पूंजीगत उपादान / पर्वतीय प्रोत्साहन के लिये ऑनलाइन पोर्टल पर आवेदन के दिनांक से 05 कार्यदिवस के भीतर अनिवार्य रूप से सम्बंधित जिला उद्योग केन्द्र में उद्यमी / उनके अधिकृत प्रतिनिधि द्वारा प्रस्तुत किये जायेंगे । यदि निर्धारित अवधि में उक्त अभिलेख उद्यमी द्वारा जिला उद्योग केन्द्र में प्रस्तुत नहीं किये जाते हैं तो उद्यमी द्वारा प्रस्तुत ऑनलाइन आवेदन को उक्त आधार पर उद्यमी को वापस कर दिया जायेगा ।
2. उद्यमी द्वारा प्रस्तुत बीजक एवं भुगतान से सम्बंधित प्रमाण के आधार पर उद्यमी द्वारा प्रस्तुत अभिलेखों का सत्यापन करते हुये ऑनलाइन आवेदन को जिला उद्योग केन्द्र द्वारा उद्योग निदेशालय को अग्रसारित किया जायेगा तथा उक्त प्राप्त ऑफलाइन अभिलेखों को जिला उद्योग केन्द्र स्तर पर संरक्षित 203 भाग 1 ]

रखा जायेगा तथा उच्च स्तर से मांगे जाने पर प्रस्तुत किया जायेगा ।
8.3.3 पूंजीगत उपादान / पर्वतीय प्रोत्साहन की आगामी किश्तों हेतु अभिलेख -
i . विगत 01 वर्ष के विद्युत बीजक एवं भुगतान की स्व- प्रमाणित प्रति ।
ii . विगत 01 वर्ष के जी.एस.टी. रिटर्न की प्रति ।
iii . अतिरिक्त पूंजी निवेश (यदि संतुष्टि-पत्र जारी होने के दिनांक के उपरान्त किया गया हो ) से सम्बंधित बीजक एवं बैंक से भुगतान का प्रमाण । (ऑनलाइन आवेदन के दिनांक से 05 कार्यदिवस के भीतर ऑफलाइन माध्यम से सम्बंधित जिला उद्योग केन्द्र में)
iv . अतिरिक्त रोजगार सृजन (यदि संतुष्टि- पत्र जारी होने की दिनांक के उपरान्त किया गया हो) के सम्बंध में ई.पी.एफ. /ई.एस.आई. भुगतान का प्रमाण - पत्र , इकाई में कार्यरत स्थाई कार्मिकों के पे -रोल की प्रमाणित प्रति, अस्थाई रोजगार की स्थिति में नियोक्ता द्वारा पंजीकृत ठेकेदार के साथ किये गये अनुबन्ध की प्रति तथा भुगतान से सम्बंधित प्रमाण ।
v . अतिरिक्त पूंजी निवेश (यदि संतुष्टि- पत्र जारी होने के दिनांक के उपरान्त किया गया हो) से सम्बंधित प्रस्तर-8.3.2 ( i , ii, iii ) पर अंकित अभिलेखों की प्रति ।
vi . विगत 01 वर्ष में इकाई के कार्यरत रहने तथा न्यूनतम स्थाई पूंजी निवेश एवं न्यूनतम रोजगार सतत रूप से इकाई में बने रहने के सम्बंध में उद्यमी द्वारा निर्धारित प्रारूप पर जारी शपथ- पत्र ।
8.4 अपील - नीति के प्रस्तर 11 (xiv) के तहत 'उच्च स्तरीय प्राधिकृत समिति' के निर्णय से असंतुष्ट पक्ष द्वारा समिति का निर्णय जारी होने के दिनांक से 30 दिन के भीतर ' राज्य प्राधिकृत समिति' के समक्ष, निम्नलिखित अभिलेखों सहित ऑनलाइन आवेदन प्रस्तुत कर अपील की जा सकेगी-
i . समिति द्वारा जारी निर्णय पत्र / आदेश की प्रति ।
ii . असंतुष्ट पक्ष द्वारा रू . 10 के स्टाम्प पेपर पर स्वयं का पक्ष ।
iii . उद्यमी के पक्ष से संबंधित अभिलेख ।

i . कैफ ( CAF ) आवेदन के समय त्रुटिवश , नीति अंतर्गत वित्तीय प्रोत्साहन का आशय ( Intent ) व्यक्त नहीं करने वाली इकाईयों से कैफ ( CAF) में संशोधन हेतु प्राप्त आवेदन को निम्नवत महाप्रबन्धक , जिला उद्योग केन्द्र / उद्योग निदेशालय द्वारा निस्तारित किया जायेगा-
संरचना एवं प्रक्रिया
(क) 'जिला प्राधिकृत समिति' से सम्बंधित आवेदन को महाप्रबन्धक , जिला उद्योग केन्द्र द्वारा समिति की संस्तुति प्राप्त करते हुये सैद्धान्तिक स्वीकृति प्रमाण - पत्र में संशोधन हेतु उद्योग निदेशाालय को अग्रसारित किया जायेगा । उक्तानुसार प्राप्त संस्तुति का परीक्षण करते हुये उद्योग निदेशालय द्वारा कैफ पर प्राप्त सैद्धान्तिक स्वीकृति प्रमाण - पत्र में तदनुसार संशोधन किया जायेगा ।

(ख) 'राज्य प्राधिकृत समिति' से सम्बंधित आवेदन का परीक्षण करते हुये महानिदेशक/ आयुक्त उद्योग से स्वीकृति प्राप्त कर , सैद्धान्तिक स्वीकृति प्रमाण - पत्र में तदनुसार संशोधन किया जायेगा तथा इसे ' राज्य प्राधिकृत समिति' की आगामी बैठक में अनुमोदनार्थ प्रस्तुत किया जायेगा।
ii . इस नीति के अंतर्गत पात्रता परीक्षण / संतुष्टि-पत्र जारी करने अथवा वित्तीय प्रोत्साहन हेतु निर्धारित पोर्टल पर प्राप्त ऑनलाइन आवेदन की संवीक्षा (स्क्रूटनी) संबंधित जनपद के महाप्रबन्धक, जिला उद्योग केन्द्र द्वारा की जायेगी ।
iii . अपूर्ण अथवा अशुद्ध आवेदन पत्र को इसकी प्राप्ति के दिनांक से 07 कार्यदिवस के भीतर संबंधित महाप्रबन्धक, जिला उद्योग केन्द्र द्वारा अपनी पृच्छा/टिप्पणी सहित इकाई को वापस करना अनिवार्य होगा ।
iv . अपूर्ण अथवा अशुद्ध आवेदन पत्र में समस्त कमियों / पृच्छा / टिप्पणी को महाप्रबन्धक द्वारा मात्र एक बार में अंकित किया जायेगा ।
v. यदि आवेदक द्वारा सभी पृच्छा / टिप्पणी / कमियों का निस्तारण किये बिना ही आवेदन पत्र को जिला उद्योग केन्द्र को अग्रसारित कर दिया जाता है तो महाप्रबन्धक द्वारा इकाई को एक अतिरिक्त मौका देते हुये , अपनी टिप्पणी सहित पुनः इसे आवेदक को कमियों के निस्तारण हेतु वापस किया जायेगा ।
vi . यदि आवेदक द्वारा सभी पृच्छा / टिप्पणी / कमियों का निस्तारण किये बिना ही आवेदन पत्र को पुनः जिला उद्योग केन्द्र को अग्रसारित कर दिया जाता है तो महाप्रबन्धक द्वारा आवेदन निरस्त किये जाने की संस्तुति के साथ ऑनलाइन आवेदन को उद्योग निदेशालय को अग्रसारित कर दिया जायेगा ।
vii. यदि पृच्छा / टिप्पणी / कमियों का निस्तारण ससमय नहीं करने के कारण आवेदन को महाप्रबन्धक द्वारा निरस्तीकरण हेतु संस्तुत किया गया है तो इकाई द्वारा पुनः आवेदन करने की स्थिति में आवेदन को नये आवेदन की तरह व्यवहृत किया जायेगा । यदि नया आवेदन विलम्ब से प्राप्त होता है तो उसे तदनुसार विलम्बित आवेदन की तरह निस्तारित किया जायेगा ।
viii . पूर्ण एवं शुद्ध आवेदन पत्र को इसकी प्राप्ति के दिनांक से 15 कार्यदिवस के भीतर संबंधित महाप्रबन्धक , जिला उद्योग केन्द्र द्वारा अपनी संस्तुति/ टिप्पणी तथा निरीक्षण रिपोर्ट सहित उद्योग निदेशालय , उत्तराखण्ड को अग्रसारित किया जायेगा ।
ix . संबंधित महाप्रबन्धक, जिला उद्योग केन्द्र द्वारा यदि निर्धारित 15 कार्यदिवस में आवेदन पत्र को अग्रसारित नहीं किया जाता है , तो संबंधित आवेदन स्वतः उद्योग निदेशालय , उत्तराखण्ड को अग्रसारित हो जायेगा । स्वतः अग्रसारित आवेदन को यह मानते हुए कि महाप्रबन्धक जिला उद्योग केन्द्र द्वारा इकाई के अभिलेखों एवं सम्बन्धित इकाई का भौतिक निरीक्षण कर लिया गया है , उद्योग निदेशालय स्तर पर आवेदन के निस्तारण की कार्यवाही निर्धारित समयान्तर्गत की जायेगी । इस स्थिति में किसी भी कमी के लिए संबंधित महाप्रबन्धक, जिला उद्योग केन्द्र को उत्तरदायी माना जायेगा ।
x . किसी इकाई के प्रत्येक दावे को उद्योग निदेशालय स्तर पर अग्रसारित करने से पूर्व महाप्रबन्धक जिला उद्योग केन्द्र द्वारा भौतिक निरीक्षण करते हुए इकाई में भाग 1 ]

संयंत्र व मशीनरी के स्थापित होने एवं इकाई के कार्यरत रहने के सम्बन्ध में निर्धारित प्रारूप पर अपनी निरीक्षण रिपोर्ट पोर्टल के माध्यम से निर्धारित समयान्तर्गत अग्रसारित की जायेगी ।
xi . उद्योग निदेशालय , उत्तराखण्ड स्तर पर प्राप्त आवेदन पत्रों की संवीक्षा (स्क्रूटनी) निदेशालय स्तर पर आवेदन प्राप्ति के दिनांक से 30 कार्यदिवस के अंदर निम्नवत गठित संवीक्षा समिति द्वारा की जायेगी-

5. सम्बंधित महाप्रबन्धक, जिला उद्योग केन्द्र प्रस्तुतकर्त्ता अधिकारी xii . संवीक्षा (स्क्रूटनी) उपरान्त आवेदन पत्र में कमी पाये जाने पर उद्योग निदेशालय स्तर द्वारा संबंधित जिला उद्योग केन्द्र के महाप्रबन्धक / इकाई स्वामी से पृच्छा (Query) की जा सकेगी ।
xiii . संवीक्षा (स्क्रूटनी) उपरान्त पूर्ण एवं शुद्ध आवेदन पत्रों को संवीक्षा समिति द्वारा संस्तुति सहित महानिदेशक/ आयुक्त उद्योग के समक्ष प्रस्तुत किया जायेगा, जो इसे आगामी 15 दिन के भीतर सम्बंधित समिति के समक्ष निम्नवत प्रस्तुत करेंगे- 1. पात्रता परीक्षण / संतुष्टि पत्र से सम्बंधित आवेदन को ' राज्य प्राधिकृत समिति' के समक्ष।
2. वित्तीय प्रोत्साहन से सम्बंधित आवेदन को नीति के प्रस्तर 11 के उप प्रस्तर (xiii) के अंतर्गत गठित उच्च स्तरीय प्राधिकृत समिति के समक्ष ।
xiv . पात्रता परीक्षण / संतुष्टि पत्र से सम्बंधित आवेदन पर ' राज्य प्राधिकृत समिति' की सैद्धान्तिक स्वीकृति से सम्बंधित कार्यवृत्त जारी होने के दिनांक से 07 कार्यदिवस के भीतर वित्तीय प्रोत्साहन की अनुमन्यता के प्रमाण के रूप में महानिदेशक / आयुक्त उद्योग , उद्योग निदेशालय , उत्तराखण्ड द्वारा सम्बंधित इकाई के पक्ष में निर्धारित प्रारूप पर संतुष्टि- पत्र (Letter of Satisfaction ) जारी किया जायेगा ।
xv . वित्तीय प्रोत्साहन के आवेदन पर उच्च स्तरीय प्राधिकृत समिति के निर्णय से सम्बंधित कार्यवृत्त जारी होने के दिनांक से 07 कार्यदिवस के भीतर महानिदेशक / आयुक्त उद्योग , उद्योग निदेशालय , उत्तराखण्ड द्वारा सम्बंधित इकाई को वित्तीय प्रोत्साहन से सम्बंधित स्वीकृति आदेश अथवा अस्वीकृत / निर्णय की सूचना प्रेषित की जायेगी ।
xvi . उच्च स्तरीय प्राधिकृत समिति के निर्णय से असंतुष्ट पक्ष द्वारा राज्य प्राधिकृत समिति के समक्ष की गयी अपील से सम्बंधित आवेदन का परीक्षण महाप्रबन्धक, जिला उद्योग केन्द्र द्वारा 15 कार्यदिवस के भीतर करते हुये उद्योग निदेशालय को अग्रसारित किया जायेगा । उद्योग निदेशालय स्तर पर गठित संवीक्षा समिति द्वारा 30 कार्यदिवस के भीतर आवेदन का परीक्षण करते हुये संस्तुति सहित 206

महानिदेशक / आयुक्त उद्योग को प्रस्तुत किया जायेगा, जो इसे निर्णय हेतु 15 कार्यदिवस के भीतर ' राज्य प्राधिकृत समिति' के समक्ष प्रस्तुत करेंगे ।
xvii . राज्य स्तरीय प्राधिकृत समिति आवेदन पत्रों को नीति एवं दिशानिर्देश में उपबन्धित व्यवस्था के अनुसार निस्तारित करेगी ।
i . नीति अंतर्गत सक्षम स्तर से स्वीकृत वित्तीय प्रोत्साहन के अनुरूप सम्बंधित महाप्रबन्धक , जिला उद्योग केन्द्र द्वारा उद्योग निदेशालय , उत्तराखण्ड से बजट मांग किया जायेगा ।
वित्तीय 10. प्रोत्साहन सहायता का वितरण
ii . उद्योग निदेशालय द्वारा सम्बंधित मद में बजट उपलब्धता के अनुसार सम्बंधित वित्तीय प्रोत्साहन की स्वीकृति के क्रम में सम्बंधित जनपद को बजट प्रेषित किया जायेगा ।
iii . बजट उपलब्ध होने पर महाप्रबन्धक , जिला उद्योग केन्द्र द्वारा इकाई से निम्नलिखित अभिलेख प्राप्त करते हुये , इकाई के बैंक खाते में , सक्षम स्तर से स्वीकृत वित्तीय प्रोत्साहन की धनराशि निर्गत की जायेगी-
1. महाप्रबन्धक एवं इकाई स्वामी के मध्य ₹ 100 के स्टॉम्प पर नोटराईज्ड अनुबन्ध, निर्धारित प्रारूप पर ।
2. इकाई के कार्यरत रहने एवं इसमें न्यूनतम थ्रेसहोल्ड स्थाई पूंजी निवेश तथा स्थाई रोजगार स्थापित रहने के सम्बंध में महाप्रबन्धक, जिला उद्योग केन्द्र अथवा उनके प्रतिनिधि (जो सहायक प्रबन्धक से निम्नतर श्रेणी का नहीं हो) की निर्धारित प्रारूप पर भौतिक निरीक्षण रिपोर्ट ।
विविध 11.
i . नीति अंतर्गत बजट की सीमित उपलब्धता के दृष्टिगत लाभार्थी इकाइयों का प्राथमिकता का निर्धारण नीति के प्रस्तर 11 (iii ) के तहत, नीति हेतु निर्धारित बजट सीमा में, ' पहले आओ पहले पाओ के आधार पर पात्र इकाइयों को वित्तीय लाभ अनुमन्य किये जाने का प्रावधान है । इसके अंतर्गत पात्र इकाई द्वारा वाणिज्यिक उत्पादन में आने के उपरान्त ' पात्रता परीक्षण / संतुष्टि पत्र हेतु आवेदन करने के दिनांक' के आधार पर इकाइयों को नीति अंतर्गत वित्तीय प्रोत्साहन हेतु प्राथमिकता प्रदान की जायेगी अर्थात् वे इकाइयां जिनके द्वारा वाणिज्यिक उत्पादन प्रारम्भ करते हुये पात्रता परीक्षण/ संतुष्टि पत्र हेतु पहले आवेदन किया जायेगा उन्हें, इस हेतु बाद में आवेदन करने वालों के सापेक्ष वरीयता दी जायेगी ।
यदि एक से अधिक इकाईयों द्वारा ' पात्रता परीक्षण / संतुष्टि पत्र हेतु एक ही दिनांक पर आवेदन किया गया है तो उन्हें निम्नलिखित क्रम में वरीयता दी जायेगी-
1. नीति के प्रस्तर 11 (xv ) के तहत आने वाले वे उद्यम जिन्होंने अनुकूलित पैकेज के स्थान पर मेगा पॉलिसी, 2025 के अंतर्गत वित्तीय प्रोत्साहन हेतु निर्धारित समय- सीमा में लिखित आशय ( Intent ) प्रस्तुत किया है ।
2. वह इकाई जिसके वाणिज्यिक उत्पादन का दिनांक पहले का हो ।
3. वह इकाई जिसके सिंगल विण्डो के अंतर्गत कैफ ( CAF ) आवेदन दिनांक पहले का हो ।

4. वह इकाई जिसमें कम स्थायी पूंजी निवेश में अधिक रोजगार सृजित हो ।
ii . इकाई के स्वामित्व परिवर्तन हेतु पूर्वानुमति – नीति के प्रस्तर 11 (xvii ) के तहत इकाई के स्वामित्व अथवा प्रबन्धन में परिवर्तन से पूर्व इकाई द्वारा अनुमति हेतु सम्बंधित अभिलेखों सहित ऑफलाइन आवेदन महाप्रबन्धक, जिला उद्योग केन्द्र के माध्यम से उद्योग निदेशालय को प्रेषित किया जायेगा । प्राप्त आवेदन का परीक्षण संवीक्षा समिति द्वारा किया जायेगा । संवीक्षा समिति के संस्तुति के अनुरूप महानिदेशक / आयुक्त उद्योग द्वारा अनुमति / आदेश निर्गत किया जा सकेगा । स्वामित्व परिवर्तन सम्बंधित अनुमति को राज्य प्राधिकृत समिति की आगामी बैठक में संज्ञानार्थ / अनुमोदनार्थ प्रस्तुत किया जायेगा ।
iii . इकाई के कार्यस्थल परिवर्तन हेतु पूर्वानुमति- नीति के प्रस्तर 11 (xviii ) के तहत इकाई के स्थान परिवर्तन से पूर्व इकाई द्वारा अनुमति हेतु सम्बंधित अभिलेखों सहित ऑफलाइन आवेदन महाप्रबन्धक, जिला उद्योग केन्द्र के माध्यम से उद्योग निदेशालय को प्रेषित किया जायेगा । प्राप्त आवेदन का परीक्षण संवीक्षा समिति द्वारा किया जायेगा। संवीक्षा समिति के संस्तुति के अनुरूप महानिदेशक / आयुक्त उद्योग द्वारा अनुमति/ आदेश निर्गत किया जा सकेगा । स्थान परिवर्तन सम्बंधित अनुमति को राज्य प्राधिकृत समिति की आगामी बैठक में संज्ञानार्थ/ अनुमोदनार्थ प्रस्तुत किया जायेगा । श्रेणी - ए अथवा बी में स्थापित इकाई द्वारा यदि अपनी श्रेणी से बाहर स्थान परिवर्तन किया जाता है तो उसे पूर्व से प्राप्त पर्वतीय प्रोत्साहन का समायोजन पूंजीगत उपादान में करने हेतु प्रकरण को नीति अंतर्गत गठित उच्च स्तरीय प्राधिकृत समिति के समक्ष प्रस्तुत किया जायेगा ।
iv. पात्रता परीक्षण / संतुष्टि पत्र के विलम्बित आवेदन का निस्तारण- नीति के प्रस्तर 11 (ix) के तहत किसी इकाई द्वारा पात्रता परीक्षण/ संतुष्टि पत्र जारी किये जाने हेतु प्राप्त विलम्बित आवेदन पत्रों का निस्तारण निम्नवत किया जायेगा-
(क) 01 पूर्ण माह (अर्थात् 30 दिन) हेतु 05 प्रतिशत की दर से इकाई के अनुमन्य उपादान दर में कटौती की जायेगी ।
(ख) 01 माह अर्थात् 30 दिन से कम के विलम्ब पर समानुपातिक रूप से इकाई को अनुमन्य उपादान दर में कटौती की जायेगी ।
(ग) अनुमन्य उपादान दर में उक्त कटौती इकाई को देय पूंजीगत उपादान सभी वार्षिक किश्तों पर लागू होगी , परन्तु उक्त कटौती इकाई को देय ' पर्वतीय प्रोत्साहन' की दर तथा 'स्टॉम्प ड्यूटी प्रतिपूर्ति' पर लागू नहीं होगी ।
(घ ) 01 वर्ष अर्थात् 365 दिन से अधिक के विलम्ब से पात्रता परीक्षण / संतुष्टि पत्र जारी करने हेतु प्राप्त आवेदन को निरस्त कर दिया जायेगा । दूसरे 208

शब्दों में, इकाई को नीति अंतर्गत किसी प्रकार का वित्तीय प्रोत्साहन देय नहीं होगा ।
उदाहरण - यदि अल्ट्रा लार्ज वृहत उद्यम निवेश श्रेणी की इकाई X द्वारा पात्रता परीक्षण / संतुष्टि पत्र जारी किये हेतु पोर्टल पर 45 दिन विलम्ब से ऑनलाइन आवेदन प्रस्तुत किया जाता है तो उसे अनुमन्य पूंजीगत उपादान दर 12 प्रतिशत में , 7.50 प्रतिशत की कटौती करते हुये , पूंजीगत उपादान की दर निम्नवत निर्धारित की जायेगी-
अनुमन्य पूंजीगत उपादान दर 100-7.50= 12 प्रतिशत x 100 = 11.10 प्रतिशत
V. विलम्बित पूंजीगत उपादान/ पर्वतीय प्रोत्साहन / स्टाम्प ड्यूटी प्रतिपूर्ति दावे का निस्तारण - नीति के प्रस्तर 11 (xii) के तहत इकाई को संतुष्टि पत्र जारी होने के दिनांक (कट-ऑफ दिनांक) के 06 माह के भीतर नीति अंतर्गत अनुमन्य उपादान दावों हेतु सिंगल विण्डो पोर्टल के माध्यम से ऑनलाइन आवेदन किये जाने का प्रावधान है । उक्त निर्धारित अवधि के उपरान्त विलम्ब से प्राप्त वित्तीय प्रोत्साहन दावों का निस्तारण अनुमन्य उपादान में निम्नवत कटौती करते हुए किया जायेगा-

0.50 प्रतिशत प्रतिदिन की दर से 1 से 15 दिन तक ।

नोट:-
(क) 06 माह से अधिक विलम्ब से प्राप्त दावों पर किसी भी स्थिति में विचार नहीं किया जायेगा ।
(ख ) उक्तानुसार उपादान में कटौती , विलम्ब से प्राप्त दावों पर अनुमन्य उपादान से की जायेगी , परन्तु इसका प्रभाव समय से प्राप्त आगामी उपादान दावों की देयता पर नहीं होगा ।
(ग ) नीति के प्रस्तर 11 (xii ) के तहत पूंजीगत उपादान / पर्वतीय प्रोत्साहन के आगामी किश्तों के दावे विलम्ब से प्रस्तुत किये जाने की स्थिति में भी उक्तानुसार कटौती की जायेगी ।
उदाहरण- प्रस्तर-iv में वर्णित इकाई X द्वारा श्रेणी- ए के जनपद में इकाई की स्थापना हेतु क्रय की गयी भूमि के स्टॉम्प शुल्क के रूप में ₹ 1.00 करोड़ व्यय किया गया है । इस इकाई में ₹ 300 करोड़ का अर्ह स्थाई पूंजी निवेश

स्थापित है । इकाई के पक्ष में संतुष्टि पत्र जारी होने के दिनांक से 300 दिन उपरान्त स्टॉम्प ड्यूटी प्रतिपूर्ति तथा पूंजीगत एवं पर्वतीय प्रोत्साहन के दावे ऑनलाइन पोर्टल पर प्रस्तुत किये गये । इकाई को देय वित्तीय प्रोत्साहन का आंगणन निम्नवत किया जायेगा-
स्टॉम्प ड्यूटी प्रतिपूर्ति का आंगणन- इकाई द्वारा स्टॉम्प ड्यूटी के रूप में ₹ 1.00 करोड़ व्यय किया गया है । अतः 50 प्रतिशत की दर से स्टॉम्प ड्यूटी प्रतिपूर्ति धनराशि ₹ 50 लाख आंगणित है, परन्तु इकाई द्वारा स्टॉम्प ड्यूटी प्रतिपूर्ति दावा संतुष्टि पत्र जारी होने के दिनांक से 06 माह ( 180 दिन) के अंतर्गत नहीं किया गया है , बल्कि 300 दिन उपरान्त, अर्थात् 120 दिन (04 माह) विलम्ब से किया गया है । अतः अनुमन्य उपादान में से 08 प्रतिशत X 04 = 32 प्रतिशत की कटौती की जायेगी । इस प्रकार निम्नवत आंगणित स्टॉम्प ड्यूटी प्रतिपूर्ति देय होगी-
स्टॉम्प = ₹50 लाख X ड्यूटी 100-32 100 = ₹ 34लाख
पूंजीगत उपादान की प्रथम किश्त का आंगणन- इकाई द्वारा पात्रता परीक्षण / संतुष्टि पत्र जारी किये हेतु पोर्टल पर 45 दिन विलम्ब से ऑनलाइन आवेदन प्रस्तुत किया है, अतः अनुमन्य पूंजीगत उपादान की दर 12 प्रतिशत के स्थान पर 11.10 प्रतिशत होगी , जो पूंजीगत उपादान की प्रत्येक किश्त पर प्रभावी होगी । पूंजीगत उपादान की आंगणित प्रथम वार्षिक किश्त = ₹ 300 करोड़ X 11.10 प्रतिशत /10 वर्ष ₹ 3.33 करोड़ । पूंजीगत उपादान की प्रथम किश्त का दावा 120 दिन (04 माह ) विलम्ब से किया गया है । अतः अनुमन्य उपादान में से 08 प्रतिशत X 04 = 32 प्रतिशत की कटौती की जायेगी । इस प्रकार निम्नवत आंगणित पूंजीगत उपादान की प्रथम किश्त देय होगी-
पूंजीगत उपादान की प्रथम किश्त = 3.33 करोड़ 100-32 ₹2.2644 X = 100 करोड़
पर्वतीय प्रोत्साहन की प्रथम किश्त का आंगणन- श्रेणी-ए के जनपद में अल्ट्रा लार्ज श्रेणी के लिये 02 प्रतिशत (अधिकतम ₹ 10 करोड़) पर्वतीय प्रोत्साहन अनुमन्य है । अतः इकाई को आंगणित पर्वतीय प्रोत्साहन ₹ 300 करोड़ X 02 प्रतिशत / 10 वर्ष ₹ 60 लाख है । पर्वतीय प्रोत्साहन की प्रथम किश्त का दावा 120 दिन (04 माह) विलम्ब से किया गया है । अतः अनुमन्य उपादान में से 08 प्रतिशत X 04 = 32 प्रतिशत की कटौती की जायेगी । इस प्रकार निम्नवत आंगणित पर्वतीय प्रोत्साहन की प्रथम किश्त देय होगी- 210

vi . दिशा- निर्देश में स्पष्टीकरण / परिवर्तन/ संशोधन- इस दिशा-निर्देश में किसी बिन्दु पर अस्पष्टता की स्थिति में स्पष्टीकरण जारी करने का अधिकार महानिदेशक / आयुक्त उद्योग , उत्तराखण्ड में निहित होगा । इस दिशा - निर्देश में संशोधन अथवा परिवर्तन का अधिकार उत्तराखण्ड शासन में निहित होगा ।
vii . आवेदन पत्र प्रारूप/ पोर्टल विकास नीति अन्तर्गत वित्तीय प्रोत्साहन/उपादान हेतु आवेदन पत्र प्रारूप निर्धारण , पोर्टल विकास एवं अन्य सम्बन्धित कार्यों के लिए महानिदेशक / आयुक्त उद्योग उत्तराखण्ड अधिकृत होंगे ।

In pursuance of the provision of Clause ( 3 ) of Article 348 of the Constitution of India , the Governor pleased to order the publication of the following English translation of Notification No. 420 /VII - A - 2/ 2026 / 17 ( Udyog )/ 2013 / E - 6748 , Dehradun , Dated : April 08 , 2026 for general information .

Letter No. 420 / VII -A - 2 / 2026 / 17 ( Udyog ) / 2013 / E - 67485 --In accordance with sub - Para xxviii of paragraph 11 of the " Uttarakhand Mega Industrial and Investment Policy -2025 ( In short Mega Policy - 2025 ) " the Governor is pleased accord approval to the Industrial Development , Government of Uttarakhand to Promulgate the following standard operating procedure ( SoP ) for the implementation of the policy, namely-
The Guidelines for Implementation of Uttarakhand Mega Industrial and Investment Policy , 2026
Short title 1 .
These guidelines may be called the Uttarakhand Mega Industrial and Investment Policy 2025 Implementation Guidelines , 2026.
Duration 2 .
These guidelines shall remain in effect for the duration of the Uttarakhand Mega Industrial and Investment Policy- 2025 , unless amended or superseeded.
Definitions 3 .
In addition to the terms defined in Para 6 of the Uttarakhand Mega Industrial and Investment Policy -2025 , the terms used in these guidelines are as follows-
(i ) " CA" means a professional registered with the Institute of Chartered Accountants of India (ICAI) under the Chartered Accountants Act , 1949 ;
(ii ) " CE" means a professional registered with the Institution of Engineers India ( IEI ) ;
( iii) "Registered Lease Deed " means a lease/ownership agreement executed under the Registration Act, 1908 as applicable to the State of Uttarakhand;
(iv) "Khatauni " means a document certifying a person's legal rights over land , the area of the land , the plot number, and the landowner , issued by the competent authority under Section 32 of the Uttar Pradesh Land Revenue Act, 1901 (as applicable to the State of Uttarakhand);
(v) " SIDA" means the Uttarakhand State Industrial Development Authority , constituted by Industrial Development Section - 01 , vide notification No. 2381 /VII - I . D - 01 / 2005-137 - Udhyog/ 2005 , dated July 7 , 2005;
(vi) "Workshop Building Map " means the document approved by the Competent Authority / SIDA under the UP Industrial Area Development Act , 1976;

(vii) " Ownership of the Unit " means the ownership of the enterprise . This may be in the form of a sole proprietorship / registered partnership / LLP/registered company/registered society or any other legal entity .
(viii) " Act " means the Uttarakhand Enterprises Single Window Facilitation and Clearance Act , 2012 (as amended from time to time);
(ix) "District Empowered Committee " means the Empowered Committee constituted at the district level under the Act;
(x) " Commercial Production Certificate " means the certificate issued by the General Manager , District Industries Centre in favour of the unit , as proof of commencement of commercial production by the unit , as per Clause 6 (x) of these guidelines ;
(xi) " Stamp paper " means a document issued under the Indian Stamp Act, 1899 (as applicable in the state of Uttarakhand) on which stamp duty has been paid '
(xii ) " Registration fee " means the fee charged for registration at the Sub-Registrar's office under the Registration Act , 1908 , to record the sale and purchase of property in the government documents .
(xiii ) " Permanent Residence Certificate " means a document issued by the Sub - District Magistrate/Tehsildar , the competent authority of the Revenue Department , as proof of permanent residence in Uttarakhand .
These guidelines will be implemented by the Industrial Development Department , Government of Uttarakhand , through the Directorate of Industries and the District Industries Centres functioning under it .
Department 4 . Authorized to operate
Financial 5. Incentives
The financial incentives described in Paragraph - 10 of the Policy will be payable , subject to the restrictions in Paragraph - 11 ( iii ) of the Policy , subject to the availability of budget for the relevant item , as per eligibility .
General 6. Conditions
The enterprise/unit must comply with the following conditions to receive financial incentives under the Policy-
i . To avail financial incentives under the policy , the enterprise must comply with all the conditions mentioned in the policy and these guidelines .
ii . The benefits of financial incentives will be payable to the unit as per the Large Enterprise Investment Category (Large /Ultra Large/Mega/Ultra Mega) of the unit as classified in Paragraph - 8 (iii) of the policy .
iii . For the purpose of calculation of Large Enterprise Category / Large Enterprise Investment Category /Capital subsidy /Hill Incentives , all invoice amounts (excluding tax) of fixed capital investment (as applicable) admissible under this guideline , which are paid through bank and certified by the bank , will be taken into account .
iv . The ' Category (Large ) ' of a 'New Industrial Unit' will be 215 भाग 1 ]

determined on the basis of eligible fixed capital investment in eligible plant and machinery .
v . The following fixed capital investment will be taken into account for determining the 'Category (Large) ' of units applying under 'Substantial Expansion of Existing Enterprise' :
(a) Total fixed capital investment in ' Plant & Machinery' installed in the unit before expansion .
(b) Total eligible fixed capital investment in the form of 'Eligible Plant & Machinery' after expansion.
vi . For determining the 'Investment Category (Large /Ultra Large/Mega/Ultra Mega) ' of the unit for ' Capital Incentive' and 'Hill Incentive', the total eligible fixed capital investment of the unit in workshop building and plant & machinery (excluding land and other capital investment ) will be taken into account .
vii . In case of ' Substantial Expansion of Existing Enterprise' , for determining the 'Investment Category (Large/Ultra Large/Mega/Ultra Mega) ' of the unit for ' Capital Subsidy' and ' Hill Incentive' , the total eligible fixed capital investment in workshop building and plant & machinery (excluding land and other capital investments) of the unit after the date of CAF application for expansion will be taken into account .
viii . After verifying the date of commercial production of the unit , the General Manager, District Industries Centre of the concerned district will issue the ' Commercial production certificate ' of the unit on the prescribed format on the basis of the offline application ofthe unit on the prescribed format and the following records-
(a.) An affidavit in the prescribed format regarding the unit's commencement of commercial production .
(b. ) First invoice , for the purchase of the main raw material related to the unit's product .
(c.) First invoice , for the sale of the product , produced by the unit .
(d.) Copy of the electricity load acceptance letter .
(e.) Electric meter sealing certificate .
(f. ) First electricity bill of the unit .
(g. ) GST registration certificate .
(h.) Photographs of the unit (in case of expansion , photographs before and after the expansion)
Note : 1. In the event of a mismatch between the above documents , the unit will be required to provide additional documents as perdemand.
2. In case of ' Substantial Expansion of Existing Enterprise' , in order to prove the date of commencement of commercial production after expansion , the unit shall submit copies of all such documents (such as sanction letter for increase in electricity power load , CTO certificate issued by Pollution Control Board) which have been obtained for the purpose ofexpansion.
ix. The minimum 25 percent increase in production capacity resulting 216

from substantial expansion by an existing enterprise will be determined by comparing the unit's turnover in the first quarter after expansion/diversification with the turnover for the same period in the previous financial year. In other words , the unit's turnover in the first quarter after expansion/ diversification must be at least 25 percent higher than its turnover for the same period in the previous financial year .
Explanation : The following activities will not be accepted as expansion/diversification-
(a. ) Installation of new plant and machinery in an existing unit by replacing old plant and machinery , which does not result in the desired increase in production capacity .
(b . ) Expansion, improvement, or development of the workshop building or other internal infrastructure in the existing unit has been carried out only , but the required plant and machinery has not been upgraded .
(c.) Only product testing , storage , or research and development facilities have been developed in the existing unit , but the required plant and machinery have not been upgraded .
x . The ownership of the unit can be in the form of a sole proprietorship /registered partnership / LLP/ registered company / registered society or any other legal entity .
xi . For setting up the enterprise , approval from the competent authority / SIDA on the workshop building plan/ layout plan and consent to operate ( CTO ) for running the enterprise must have been obtained .
xii . Consent to Operate ( CTO) must have been obtained from the Uttarakhand Pollution Control Board .
xiii . Consent to Operate (CTO ) must have been obtained from the Uttarakhand Fire Department .
xiv. All licenses/permissions required for the operation of the enterprise must have been obtained from the competent authority .
xv. Units using old/refurbished machinery and plant or relocated from another location will be ineligible for subsidy under the policy .
xvi . If any case related to the establishment , activities , or subsidy claim of the unit is subjudice , the unit will be ineligible for all types of subsidies under the policy .
xvii . The units which have ' applied for CAF under Single Window ' or 'have started commercial production' before the date of issue of the policy i.e. , 15th July , 2025 , may be eligible for the financial incentives as permissible under the policy , by undertaking 'substantial expansion' as defined in the policy.
xviii . Those units which have applied for CAF under single window before the date of issue of policy i.e. 15th July , 2025 and have not come into commercial production, after establishing the fixed capital investment proposed by them under CAF application and starting commercial production, will be eligible for financial 217 भाग 1 ]

incentives as per eligibility , by applying for CAF for sufficient expansion in the policy period and fulfilling other conditions .
xix. In order to make the unit/ enterprise eligible for financial incentives under substantial expansion of the existing enterprise , it will be mandatory to create ' additional ' ' minimum threshold capital investment ' and ' Permanent Employment ' as defined for the category of Large enterprise investment in Paragraph - 8 ( iii) of the policy.
xx. To be eligible for financial incentives , an eligible enterprise must provide a minimum of 70 percent permanent employment to permanent residents of the state . On demand, to prove this , the unit will provide , " Permanent Residence Certificates " issued by the competent authority of the Uttarakhand Government , for all personnel employed in the unit . The unit will submit an affidavit stating that at least 70 percent of the permanent employment in the unit is to residents of the state of Uttarakhand and that the Permanent Residence Certificates of all personnel employed by the unit are maintained in the office , which will be submitted upon demand by the ' District Industries Centre ' or ' Directorate of Industries' .
xxi . Under Clause 11 (xii ) of the policy , it will be mandatory to make the claim for the first installment of capital subsidy/Hill Incentive within 06 months from the date of issue of ' Letter of Satisfaction ' and for subsequent installments , it will be mandatory to make the claim within 06 months from the respective anniversary of the date of issue of ' Letter of Satisfaction ' .
xxii . The following conditions will be followed for stamp duty reimbursement-
(a.) Reimbursement of stamp duty chargeable on lease/ purchase /transfer of land by an entrepreneur is payable as per the permissible amount, but stamp duty reimbursement will not be payable on lease/purchase /transfer of a building .
(b . ) Reimbursement of stamp duty chargeable on lease/ purchase /transfer of a previously established unit , whether operational or closed , will not be payable .
(c.) Reimbursement of stamp duty chargeable on all land associated with the unit's project will be payable as per the permissible amount . This includes land used for the unit's workshop building , storage facility, research and development building , office building , mandatory minimum green area ( as per SIDA norms) , internal roads , and other facilities essential to the project, but will not include land located at a location other than the original project site .
(d.) It will be mandatory for the unit to make the claim for stamp duty reimbursement through the online portal within 06 months from the date of issue of ' Letter of Satisfaction' .

(e.) Electrical substation or transformer , if installed exclusively for the unit concerned .
(f.) Non-conventional power plant / captive power plant, if the entire energy generated from it is being used by the unit for its own enterprise operation and permission is obtained from the competent authority ( UPCL / UREDA ) for its installation .
(g .) esting equipment and research and development (R & D ) equipment installed in the unit .
(h.) Water purification plant required for manufacturing .
(i .) Equipment related to pollution control plant , including collection , treatment, and disposal facilities , effluent treatment plant .
(j .) Boiler .
(k.) Expenditure on installation , commissioning , and transportation costs of plant and machinery .
(1. ) Expenditure incurred on the initial installment of insurance premium for plant and machinery .
(m. ) Handling equipment directly related to the plant and machinery .
ii. Ineligible Plant and machinery for determination of the Unit category (Large enterprise)/Investment category ( Large/Ultra large /Mega / Ultra Mega) and Capital Subsidy /Hill Incentives- (a.) Plant and machinery stored in storage or not directly related to the manufacturing work.
(b.) Security equipment such as CCTV , fire fighting equipment .
(c . ) Old/refurbished machinery /relocated machinery .
(d.) Office materials such as computers , laptops , furniture , and stationery .
(e .) Vehicles (regardless of their intended purpose) .
(f.) All electrical lines and equipment from the electric meter to the transformer .
(g .) Batteries , bulbs , tubes , fans , air conditioners , furniture , storage materials , plant and machinery repair tools , spare parts, etc. , and all temporary materials .
(h. ) Raw materials , packaging materials , fuel , consumables , etc.
(i . ) Sewage treatment plants .

Application for expressing Intent to receive Financial Incentives- 8.1
i. Firstly , while applying for CAF on the Single Window Portal www.investuttarakhand.uk.gov.in, it will be mandatory for the unit to mark ' YES ' in the prescribed column in the application form, to express its intent to avail financial incentives under the policy.
ii . If any unit fulfilling the eligibility conditions under this policy has mistakenly not marked ' YES ' in the prescribed column as above at the time of CAF application , then it will have to apply within 15 days from the date of issue of this guideline or within 01 month from the date of CAF application (whichever is later) to express its intent for financial incentives under the policy , as follows-
a. In the case of a CAF related to the 'District Empowered Committee' , the offline application will be submitted to the General Manager, District Industries Centre of the concerned district .
b . In the case of a CAF related to the ' State Empowered Committee' , the offline application will be submitted to the Director General /Commissioner of Industries , Directorate of Industries , Dehradun .
c. No such application will be considered after the said period .
Manufacturing enterprises that have applied under the State's "Customized Package/ Concession Policy for Special Category Enterprises , " but have not received the benefits , will be required to submit an offline application to the Directorate of Industries , Dehradun, within 30 days from the date of issue of this guideline , along with an affidavit in the prescribed format and the following documents , to avail the benefits of this policy under Clause 11 (xv ) of the policy . After the said date , this exemption received under Clause 11 (xv) of the policy will automatically expire:
a. Proof of application by the unit under the " Customized Package/Concession Policy for Special Category Enterprises. "
b . CAF Application/In- Principal Approval Certificate .
c. Copy of the proposed project report .
8.2 Application for Eligibility Test/Letter of Satisfaction -
The unit expressing ' Intent ' for subsidy under the policy shall apply for eligibility test/Letter of Satisfaction as per Para 11 ( vii ) of the policy by selecting ' Mega Policy - 2025 ' on the ' Incentive Tab ' of the single window portal www.investuttarakhand.uk.gov.in along with the following documents :
i. Detailed Project Report in the prescribed format .
ii . Copy of the ' In - Principal Approval ' certificate issued on CAF 221 उत्तराखण्ड गजट , 25 अप्रैल , 2026 ई ० (बैशाख 05 , 1948 शक सम्वत्)

regarding the ' new unit ' / ' substantial expansion of the existing unit' (as applicable) .
iii. Copy of the certificate issued by the CA on the prescribed format regarding the total fixed capital investment in the unit, eligible under the policy , from the date of CAF application on the single window till the date of applying for eligibility test/ Letter of Satisfaction .
iv . Applicable documents related to land and land ownership ( such as Khasra, Khatauni , Land Registry Form , Lease Deed, Land Use Change Certificate , Land Purchase Permission, etc. ) .
v. A certificate issued by a Chartered Civil Engineer (CA) in the prescribed format in favor of the unit , detailing the fixed capital investment in civil works eligible for Capital Subsidy /Hill Incentives , and certifying that the fixed capital investment for civil works has been estimated at the rate issued by the Public Works Department or the actual expenditure , whichever is lower .
vi . Copy of the workshop building plan and the CTO (Consent to Operate) approved by the competent authority / SIDA .
vii . Electricity connection approval letter /Meter sealing certificate .
viii . GST registration certificate .
ix. Consent letter issued by the Pollution Control Board for operation ofthe enterprise .
x. No objection certificate issued by the Fire Department regarding operation of the enterprise .
xi . Copy of any other license/permission/no objection required for operation of a specific category of enterprise .
xii . Commercial Production Certificate issued by the General Manager , District Industries Centre , in favor of the unit .
xiii . In case of expansion , a copy of the GST returns for the first quarter after the expansion and for the same period of the previous year prior to the expansion .
xiv. In respect of mandatory minimum employment , certificate for EPF /ESI payment, a certified copy of the payroll of permanent employees working in the unit, and a copy of the contract signed by the employer with a registered contractor in case of temporary employment , along with a proof of payment .
xv. Documents related to the ownership of the unit (registration certificate of society/ company/LLP/partnership firm/trust , etc. , self- attested bio - data in case of sole proprietorship ) .
xvi . Aadhaar card and PAN card of the applicant signatory. proprietor /director /partner /chairman/authorized
xvii . Affidavit on the prescribed format .
xviii . Photographs of the unit (clearly showing the name/address and installed machinery) .
xix. Google Map link of the unit/enterprise site .
8.3 Application for Financial Incentives -
In accordance with Para 11 (xii) of the Policy , applications for financial incentives permitted under the Policy must be submitted by selecting 'Mega Policy - 2025 ' on the ' Incentive Tab ' of the single window portal www.investuttarakhand.uk.gov.in , along with the following. documents-
8.3.1 Documents for Stamp Duty Reimbursement- 222

8.3.2 Documents for the first installment of Capital Subsidy/Hill Incentive-
i. A copy of the Bank Appraisal Report issued by the financing bank/ financial institution in respect of the project . In the case of self- financed units , a copy of the appraisal report issued by the bank/ financial institution in which the unit has an account or by the organization/person/authority empanelled by the Directorate of Industries , Uttarakhand .
ii . Item -wise and price- wise details of plant and machinery / equipment certified by a Chartered Accountant (CA) , clearly stating that all bills and vouchers related to their purchase have been verified and all the details being recorded are correct as per the rules .
iii . A certificate issued by a Chartered Civil Engineer ( CCE) in favor of the unit , detailing the unit's fixed capital investment in civil works eligible for Capital Subsidy /Hill Incentives, and certifying that the fixed capital investment for civil works has been estimated at the rate issued by the Public Works Department or the actual expenditure , whichever is lower. (This certificate is only submitted if the unit has made additional capital investment in civil works after applying for eligibility test/Letter of Satisfaction)
iv . A copy of the certificate issued by the CA on the prescribed format regarding the fixed capital investment established by the units involved in expansion/diversification , both before and after expansion .
v. An affidavit by the unit owner in the prescribed format regarding the capital investment and permanent employment established from the date of the unit's application for the CAF till the date of issuance of the ' Letter of Satisfaction' in favor of the unit under the policy .
vi. All invoices issued by registered vendors /service providers related to eligible fixed capital investment and proof of payment from the bank .
Note-
1. Invoices/payment proofs related to eligible fixed capital investment will not be uploaded on the portal . These documents must be submitted by the entrepreneur or their authorized representative to the concerned District Industries Centre within 05 working days from the date of application on the online portal for Capital subsidy /Hill incentive . entrepreneur to the District Industries Centre within the stipulated period, the online application submitted by the entrepreneur will be rejected on this basis .
2. On the basis of the invoice submitted by the entrepreneur and the proof of payment , the online application after verifying the documents submitted by the entrepreneur will be forwarded to the Directorate of Industries by the District Industries Center and the offline documents received will be preserved at the District Industries Center level and will be submitted on demand from the higher level .
8.3.3 Documents for the Next Installment of Capital Subsidy/Hill Incentive -
i . Self- certified copy of electricity bill and for the last one year.
ii . Copy of GST return for the last one year .
iii . Invoice and proof of payment from the bank, for additional capital investment (if made after the 'Letter of Satisfaction' was issued) . (Submit offline to the concerned District Industries Centre within 05 working days from the date of online application)
iv. Employment Pension Fund/ESI proof of payment for additional employment generation (if made after the Letter of Satisfaction was issued) , certified copy of the payroll of permanent employees working in the unit, in case of Temporary employment, copy of the contract entered into by the employer with the registered contractor and proof ofpayment .
v. A copy of the documents mentioned in Paragraph 8.3.2 (i , ii , iii ) regarding additional capital investment (if made after the date of issuance of the Letter of Satisfaction) .
vi . An affidavit issued by the entrepreneur in the prescribed format regarding the unit being operational for the past one year and the minimum fixed capital investment and minimum employment maintained continuously in the unit.
8.4 Appeal Under Paragraph 11 (xiv) of the Policy , any party dissatisfied with the decision of the ' High Level Empowered Committee ' , may submit an online application to the ' State Empowered Committee ' within 30 days from the date of issuance of the Committee's decision , along with the following documents-
i. A copy of the decision letter/order issued by the Committee .
ii . The dissatisfied party's own version of the decision on Rs . 10 Stamp paper .
iii . Documents relating to the enterpreneur version on the decision .

i. The applications received for amendment in CAF from the units which have not expressed the ' Intention ' of financial incentive under the policy due to mistake at the time of CAF application , will be disposed of by the General Manager , District Industries 224

Centre/Directorate of Industries as follows-
applications
(a) The application relating to the 'District Empowered Committee' will be forwarded to the Directorate of Industries by the General Manager , District Industries Centre , after obtaining the committee's recommendation, for amendment in the in-principal approval certificate . After examining the recommendation received as above , the Directorate of Industries will amend the ' In- Principal Approval certificate ' received on the CAF accordingly .
(b) After examining the application related to the ' State Empowered Committee' and obtaining approval from the Director General/ Commissioner of Industries , amendments will be made accordingly in the ' In- Principal Approval certificate ' and it will be presented for approval in the next meeting of the 'State Empowered Committee' .
ii. Under this policy , the online application received on the prescribed portal for eligibility test/issuance of Letter of Satisfaction or Financial Incentive will be scrutinized by the General Manager , District Industries Centre of the concerned district.
iii. The incomplete or incorrect application form shall be returned to the unit by the concerned General Manager, District Industries Centre along with his query/comment within 07 working days from the date of its receipt .
iv . All deficiencies /queries / remarks in incomplete or incorrect application forms will be noted by the General Manager only once.
v. And if the application is forwarded to the District Industries Centre without the applicant clearing all the queries/ comments/ deficiencies , then the General Manager will give one more chance to the unit and will return it to the applicant with his comments for clearing the deficiencies .
by vi . If the application is again forwarded to the District Industries Centre the applicant without clearing all the queries /comments/deficiencies , then the online application will be forwarded to the Directorate of Industries with the recommendation of the General Manager ' to reject ' the application.
vii . If the application has been recommended for cancellation by the General Manager due to inquiries / comments /deficiencies not being resolved in a timely manner, the unit's application will be treated as a new application, if it reapplies . If a new application is received late , it will be treated accordingly as a delayed application.
viii . The complete and correct application form will be forwarded to the Directorate of Industries , Uttarakhand by the concerned General Manager, District Industries Centre along with his recommendation/comments and inspection report within 15 working days from the date of its receipt.

ix. If the application form is not forwarded by the concerned General Manager , District Industries Centre within the stipulated 15 working days , then the concerned application will be automatically forwarded to the Directorate of Industries , Uttarakhand . Considering the automatically forwarded application that the General Manager , District Industries Centre has conducted physical inspection of the records of the unit and the concerned unit , the disposal process of the application will be done at the Directorate of Industries level within the stipulated time. In this situation, the concerned General Manager , District Industries Centre will be held responsible for any shortcoming .
x. Before forwarding each claim of any unit to the Directorate of Industries level , the General Manager , District Industries Centre will conduct a ' physical inspection ' and forward his inspection report on the prescribed format through the portal within the stipulated time regarding the installation of plant and machinery in the unit and the functioning of the unit .
xi . The scrutiny of the applications received at the Directorate of Industries , Uttarakhand level will be done by the ' Scrutiny Committee' constituted as follows , within 30 working days from the date of receipt of the application at the Directorate level-

xiii . After scrutiny , the complete and correct application forms will be presented by the Scrutiny Committee , with its recommendation to the Director General / Commissioner of Industries , Uttarakhand, who will present it before the concerned Committee within the next 15 days as follows:
1. Application related to Eligibility test/Letter of Satisfaction before the ' State Empowered Committee' .
2. Applications for Financial incentives will be presented before the 'High Level Empowered Committee ' constituted under Clause 11 (xiii ) of the Policy .
xiv . As proof of eligibility of financial incentive , a ' Letter of Satisfaction ' will be issued by the Director General / Commissioner of Industries , Directorate of Industries , Uttarakhand in favour of the concerned unit on the prescribed format within 07 working days from the date of issue of minutes related to ' In - Principle Approval ' of the 'State Empowered Committee' on the application 226

related to Eligibility test/ Letter of Satisfaction.
xv. Within 07 working days from the date of issue of minutes related to the decision of the 'High level Empowered committee' on the application for Financial Incentive, the Director General/ Commissioner of Industries , Directorate of Industries , Uttarakhand will send the Approval order or rejection/decision information related to financial incentive to the concerned unit .
xvi . The application regarding the appeal before the State Empowered Committee, made by the party dissatisfied with the decision of the High Level Empowered Committee, will be examined by the General Manager , District Industries Center within 15 working days and forwarded to the Directorate of Industries . The Scrutiny Committee constituted at the Directorate of Industries level shall examine the application within 30 working days . and submit it along with the recommendation to the Director General / Commissioner Industries who shall forward it to the State Empowered Committee within 15 working days for decision .
xvii . The ' State Level Empowered Committee' will dispose of the applications as per the provisions of the policy and guidelines.
Disbursement 10 . ofFinancial Incentives
i . As per the financial incentives approved by the competent level under the policy , the concerned General Manager , District Industries Centre will demand budget from the Directorate of Industries , Uttarakhand .
ii . The budget will be sent to the concerned district by the Directorate of Industries in the order of approval of Financial Incentive as per the availability of budget in the concerned item .
iii . On availability of budget , the General Manager , District Industries Centre will release the amount of financial incentive , approved by the competent level , in the bank account of the unit after obtaining the following documents from the unit-
1. Notarized agreement on ₹ 100 Stamp paper between the General Manager and the Unit Owner, in the prescribed format.
2. Physical Inspection report on the prescribed format by the General Manager , District Industries Centre or his representative (not below the rank of Assistant Manager ) regarding the functioning of the unit and the minimum 'threshold fixed capital investment ' and ' permanent employment' established in it .
Miscellaneous 11 .
i . Determination of priority of beneficiary units in view of limited availability of budget under the policy - Under Para 11 (iii) of the policy , within the budget limit fixed for the policy, there is a provision for allowing financial benefits to eligible units on'first come first serve ' basis . Under this , after the eligible unit comes into commercial production, priority for Financial Incentive under the policy will be given to the units on the basis of 227 भाग 1 ]

'Date of applying for Eligibility test/ Letter of Satisfaction' i.e. , those units which after starting commercial production will apply foreligibility test/Letter of Satisfaction first , will be given priority for this as compared to those who apply later .
If more than one unit has applied for 'Eligibility Test/Letter of Satisfaction' on the same date , then they will be given preference in the following order-
1. Enterprises falling under Paragraph 11 (xv) of the Policy which have submitted written ' Intent' within the stipulated time limit for Financial Incentives under ' Mega Policy -2025 ' in place of the ' Customized package ' .
2. The unit which has the earlier date of commercial production .
3. The unit whose CAF application date at ' Single Window' is earlier .
4. A unit which generates more employment with less fixed capital investment .
ii . Prior Permission for Change of Ownership of a Unit - Under Para 11 (xvii ) of the Policy , prior to a change in the ownership or management of a unit , the unit will submit an offline application along with relevant documents for permission to the Directorate of Industries through the General Manager , District Industries Centre . The received application will be examined by a Scrutiny Committee . Based on the recommendation of the Scrutiny Committee , the Director General/ Commissioner of Industries may issue permission/order. The permission related to the change of ownership will be presented for consideration/ approval in the next meeting of the State Empowered Committee.
iii . Prior Permission for Unit's Relocation Under Para 11 (xviii) of the Policy, prior to relocation , the unit must submit an offline application along with relevant documents to the Directorate of Industries through the General Manager , District Industries Centre . The received application will be examined by a Scrutiny Committee. Based on the Scrutiny Committee's recommendation , the Director General/ Commissioner of Industries may issue permission/order . The permission for relocation will be presented to the State Empowered Committee for its consideration/ approval in the next meeting . If a unit established in Category A or B relocates outside its category, the case will be presented to the 'High - level Empowered Committee ' constituted under the Policy for adjustment of the previously received 'Hill Incentives ' in 'Capital Subsidy ' .
iv . Disposal of Delayed applications for Eligibility Test/ Letter of Satisfaction- Delayed applications received by any unit for eligibility test/ Issuance of Letter of Satisfaction under Para 1 ( ix ) of the policy will be disposed of as follows- 228

(a) 5% deduction will be made in the permissible rate of subsidy for one full month ( i.e. , 30 days) .
(b) In case of delay of less than 01 month i.e. , 30 days , the subsidy rate admissible to the unit will be reduced proportionately.
(c) The above -mentioned reduction in the admissible rate of subsidy will be applicable on all the Annual Installments of Capital Subsidy payable to the unit, but the above- mentioned reduction will not be applicable on the rate of 'Hill Incentive' and ' Stamp Duty Reimbursement ' payable to the unit .
(d) Any application received with a delay of more than one year (365 days ) for Eligibility testing /Issuance of Letter of Satisfaction , will be rejected . In other words , the unit will not be eligible for any Financial Incentives under the policy.
Example- If the online application for Eligibility test/Issuance of Letter of Satisfaction is submitted by unit X of ' Ultra Large ' Enterprise Investment category with a delay of 45 days on the portal, then the rate of Capital Subsidy will be determined as follows after deducting 7.50 percent from the admissible Capital Subsidy rate of 12 percent-
Eligible Capital Subsidy Rate = 12 % X 100-7.50 100 =11.10%
V. Settlement of Delayed Capital Subsidy/Hill Incentive/Stamp Duty Reimbursement Claims - Under Para 11 (xii ) of the Policy , there is a provision for online application through the Single Window Portal for admissible subsidy claims under the Policy within 06 months from the date of issue of Letter of Satisfaction to the unit (Cut- off date) . Financial incentive claims received after the said stipulated period will be settled by making the following deductions in the admissible subsidy-
Delay Period
Deduction in Allowable Gratuity
From 1 to 15 days .
At the rate of 0.50 percent perday.
Total 8 percent .
More than 15 days up to 1 month (30 days) .
At the rate of 8 percent per month.
From 1 month (30 days) to 6 months ( 180 days) .
Note-
a. Claims received with a delay of more than 06 months will not be considered under any circumstances .

subsidy admissible on claims received late , but it will not affect the liability for future subsidy claims received on time .
c. In case of late submission of claims for the next installments of Capital Subsidy /Hill Incentive under Para 11 (xii ) of the Policy, deduction as above will also be made .
Example- Unit X, described in Para iv , spent ₹ 1.00 crore as stamp duty for the land purchased for the establishment of the unit in a Category A district . This unit has established a eligible fixed capital investment of ₹300 crore . Claims for stamp duty reimbursement and capital and Hill Incentives were submitted online on the portal 300 days after the date of issuance of the Letter of Satisfaction in favor of the unit . The Financial incentives payable to the unit will be calculated as follows :
Calculation of Stamp Duty Reimbursement - The unit has spent ₹ 1.00 crore in stamp duty . Therefore , the stamp duty reimbursement amount is estimated at 50 lakh at the rate of 50 percent . However , the unit has not claimed stamp duty reimbursement within 6 months ( 180 days) from the date of issue of the satisfaction letter , but after 300 days , i.e. , with a delay of 120 days (4 months) . Therefore , 8 percent x 4 = 32 percent will be deducted from the admissible subsidy . Thus , the stamp duty reimbursement payable will be calculated as follows-
Stamp = * 50 Lakh X Duty 100-32 100 = 34 Lakh
Calculation of first installment of capital subsidy - The unit has submitted the online application for eligibility test/issuance of Letter of Satisfaction on the portal with a delay of 45 days . Therefore , the rate of admissible capital subsidy will be 11.10 percent instead of 12 percent , which will be effective on each installment of capital subsidy . Calculated first annual installment of Capital Subsidy = 300 crore x 11.10 percent / 10 years = 3.33 crore . The first installment of Capital Subsidy has been claimed with a delay of 120 days (04 months ) . Therefore , 08 percent x 04 32 percent will be deducted from the admissible subsidy . Thus , the first installment of capital subsidy will be payable as follows-
100-32 X = Crore 100 ₹ 2.2644 Crore
First installment = 3.33 ofcapital Subsidy
Calculation of the first installment of Hill Incentive - In Category -A districts , 2 percent (maximum 10 crore ) Hill Incentive is admissible for the ' Ultra large ' category. Therefore , the calculated Hill Incentive for the unit is ₹300 crore x 2 percent/ 10 years = 60 lakh. The first installment of 230

Hill Incentive has been claimed with a delay of 120 days ( 04 months) . Therefore, 08 percent x 04 = 32 percent will be deducted from the admissible amount . Thus , the first installment of Hill Incentive calculated as follows will be payable-

vi . Clarification/Change /Amendment of These Guidelines - In the case of any ambiguity in these guidelines , the Director General/Commissioner of Industries , Uttarakhand, shall have the authority to issue clarifications .
