(Fourth Amendment) Rules, 2016, which the Government of Goa proposed to make in exercise of the powers conferred by sections 6, 19, 52 and 67 of the Inland Vessels Act, 1917 (Act 1 of 1917) (hereinafter referred to as the "said Act"), so as to further amend the Inland Vessels (Construction and Survey) Rules, 1965 were published as required by sub-section (1) of section 74 of the said Act, at pages 1627 to Whereas, the draft rules namely, the Goa Inland Vessel (Construction and Survey) OFFICIAL GAZETTE — GOVT. OF GOA SERIES I No. 14 6TH JULY, 2017 1629 of the Official Gazette, Series I No. 48 dated 25-02-2016 vide Notification No. B-11039/ Rules/12-13/495 dated 09-02-2016 of the Department of Inland Waterways, Office of Captain of Ports, inviting objections and suggestions from all persons likely to be affected thereby within fifteen days from the date of publication of the said Notification in the Official Gazette.
And whereas, the said Official Gazette was made available to the public on 25-02-2016.
And whereas, the suggestions and objections received from the public on the said draft rules have been considered by the Government.
Now, therefore, in exercise of the powers conferred by sections 6, 19, 52 and 67 of the Inland Vessels Act, 1917 (Act 1 of 1917) and all other powers enabling it in this behalf, the Government of Goa hereby makes the following rules so as to further amend the Inland Vessels (Construction and Survey) Rules, 1965, namely:—
1. Short title and commencement.— (1) These rules may be called the Goa Inland Vessels (Construction and Survey) (Fourth Amendment) Rules, 2017.
(2) They shall come into force from the date of their publication in the Official Gazette.
2. Insertion of new rule 43A.— In the Inland Vessels (Construction and Survey) Rules, 1965, after rule 43, the following rule shall be inserted, namely:—
43A. Specific requirement in case of certain vessels.— (1) The Certificate of Survey in FORM No. 10 may be issued to vessels, such as, Passenger vessel for Casino activities, Transhippers, Specialised Floating Hotels, only after the following modalities are complied.
(i) The Radio Equipments and communication system to be tested and verified by Radio Officer or by Surveyors of Captain of Ports Department.
(ii) Safe Manning verification and confirmation to be done by the Surveyors of Captain of Ports Department as below:–

The above said Officers and Crew are required for Safe Manning Special requirements:–
(a) Officers and rating assigned specific duties and responsibilities should have valid STCW Courses (Standards of Training, Certification and Watchkeeping) and CDC (Continues Discharge Certificate).
(b) Any other Officers or Crew working onboard Casino Vessels should possess "Passenger Ship Familiarization Certificate" issued by any Institute approved by the Captain of Ports Department.
(c) Any requests regarding changes to above manning is to be intimated to Captain of Ports Department.
(d) For voyage more than two hours duration additional Officers/Crew to be engaged.
(iii) All Safety Equipments to be verified, inspected and tested by the Surveyors of Captain of Ports Department.
(iv) Compliance for prevention of pollution due to oil, bilge water, sewage to be verified by Surveyors of Captain of Ports Department.
(v) Domestic Safety Management procedure to be verified by Surveyors of Captain of Ports Department.
(vi) Ship Security Plan and procedure to be verified by Surveyors of Captain of Ports Department.
(vii) Certificate of Class – Issued by Classification Society.
(viii) Domestic Document of Compliance – Similar as that of RSV (River Sea Vessels) to ensure competent operation of the vessel with due regards to Vessel and Crew Safety, Security, Hull Integrity and Environment Compliance with documentary evidence of all procedures followed as per ISM (International Safety Management)/DSM (Domestic Safety Management) Code and IMO (International Maritime Organisation) Guidelines. If the Company does not possess Certificate than they can appoint any other Companies/Agencies having expertise in such handling as also possessing the Certificate of Domestic Document of Compliance or Document of Compliance.
(2) The inspection of the vessel shall be carried out by the Surveyors of Captain of Ports Department to ensure that the aforesaid is complied by every vessel, on payment of annual fees of Rs. 1,00,000/- (Rupees one lakh only).

Notification

In exercise of the powers conferred by the proviso to Article 309 of the Constitution of India and in supersession of the existing Recruitment Rules for the post of Executive Engineer (Civil)/Surveyor of Works (Civil) and Assistant Engineer/Assistant Surveyor of Works/Engineering Assistant (Civil), published vide Notification No. 1/24/86-PER (Pt. File II) dated 10-10-2001, in the Official Gazette, Series I No. 28 dated 11-10-2001, the Governor of Goa hereby makes the following rules to regulate the recruitment to the Goa General Service, Group 'A' and 'B', Gazetted posts in the Public Works Depar tment, Government of Goa, namely:—
1. Short title, application and commence- ment.— (1) These rules may be called the Government of Goa, Goa Public Works Department, Group 'A' and 'B' Gazetted posts, Recruitment Rules, 2017.
(2) They shall apply to the post specified in column (2) of the Schedule to these rules (hereinafter called as the "said Schedule").
(3) They shall come into force from the date of their publication in the Official Gazette.
3. Method of recruitment, age limit and other qualifications.— The method of recruitment to the said posts, age limit, qualifications and other matters connected therewith shall be as specified in columns (6) to (14) of the said Schedule.
4. Disqualification.— No person who has entered into or contracted a marriage with a person having a spouse living or who, having a spouse living, has entered into or contracted a marriage with any person, shall be eligible for appointment to the service:
Provided that the Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.
5. Power to relax.— Where, the Government is of the opinion that it is necessar y or expedient so to do, it may, by order, for reasons to be recorded in writing, and in consultation with the Goa Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons.
6. Saving.— Nothing in these rules shall affect reservation, relaxation of age limit and other concessions required to be provided for Scheduled Castes and other special categories of persons in accordance with the orders issued by the Government from time to time in that regard.
2. Number, classification and scale of pay.—
The number of posts, classification of the said
posts and the scale of pay attached thereto
shall be as specified in columns (3) to (5) of
the said Schedule:
Provided that the Government may vary the number of posts specified in column (3) of the said Schedule from time to time subject to exigencies of work.
These rules are issued in consultation with the Goa Public Service Commission conveyed vide their letters No. COM/II/13/35(1)/2017/ /234 dated 24-5-2017 and letter No. COM/II/ /13/36(4)/98/252 dated 29-5-2017.

Approval of the Government is hereby accorded for creation of 3 numbers of new posts of Administrator of Communidade, Junior Scale Officers of Goa Civil Services in the pay scale Pay Band-III Rs. 15,600-39,100+ Grade Pay of Rs. 5,400 (pre revised) in the Office of Administrator of Communidade of North Zone, Mapusa, Office of Administrator of Communidade of Central Zone, Panaji and Office of Administrator of Communidade of South Zone, Margao with immediate effect.
The posts of Administrators are to be filled on deputation from amongst Officers of Junior Grade Officers of Goa Civil Service.
This Order issues with the concurrence of Administrative Reforms Department vide U. O. No. 2024/F dated 21-7-2011 and Finance Department vide U. O. No. 1439703 dated 2-8-2011 and the proposal is approved as Agenda item No. 37 in the LIVth Cabinet Meeting of the Council of Ministers held on 8-8-2011.

G.S.R. 1140 (E).— In exercise of the powers conferred by section 25 read with sub-section (1) and clause (v) of sub-section (2) and sub-section (3) of section 3 of the Environment (Protection) Act, 1986 (29 of 1986) the Central Government hereby make the following rules further to amend the Wetlands (Conservation and Management) Rules, 2010, namely:—
1. (1) These rules may be called the Wetlands (Conservation and Management) Amendment Rules, 2016.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. In the Wetlands (Conser vation and
Management) Rules, 2010.
(i) for clause (b) of sub-rule (1) of rule 2, the following shall be substituted, namely:–
"(b) "Authority" means the Central Wetlands Regulatory Authority as notified under sub-section (3) of Section 3 of the Environment (Protection) Act, 1986,";
(ii) sub-rules (1) and (2) of rule 5 shall be
omitted.

In exercise of the powers conferred under proviso of clause 7 of the Griha Aadhar Scheme notified in the Official Gazette vide above Notifications, the Government hereby further amends the said Scheme as herein under:—
In sub-clause (d) of Clause 4, the figure and word "150000 Nos." shall be deleted and substituted with the figure and word "152000 Nos."
This issues with the approval of the Council of Ministers during the IXth Cabinet Meeting of the Council of Ministers held on 21-6-2017 under the Chairmanship of the Hon'ble Chief Minister.
