4/स्वा0प्रशि0-09-09/2013/198(4)—भारत का संविधान के अनुच्छेद-309 के परन्तुक द्वारा प्रदत्त भारत का संविधान के अनुच्छेद-309 के परन्तुक द्वारा प्रदत्त सं0 4/स्वा0प्रशि0-09-09/2013/ शक्तियों का प्रयोग करते हुए, बिहार के राज्यपाल, स्वास्थ्य विभाग के अधीन स्वास्थ्य प्रशिक्षक संवर्ग में नियुक्ति एवं शक्तियों का प्रयोग करते हुए, बिहार के राज्यपाल, स्वास्थ्य विभाग के अधीन स्वास्थ्य प्रशिक्षक संवर्ग में नियुक्ति एवं शक्तियों का प्रयोग करते हुए, बिहार के राज्यपाल, स्वास्थ्य विभाग के अधीन स्वास्थ्य प्रशिक्षक संवर्ग में नियुक्ति एवं सेवा शर्तों के विनियमित करने हेतु निम्नलिखित नियमावली बनाते हैंं।- सेवा शर्तों के विनियमित करने हेतु निम्नलिखित अध्याय-1 : प्रारम्भिक

(1) यह नियमावली "बिहार स्वास्थ्य प्रशिक्षक संवर्ग नियमावली, 2014" संक्षिप्त नाम, विस्तार एवं प्रारम्भ। -(1) यह नियमावली "बिहार स्वास्थ्य प्रशिक्षक संवर्ग नियमावली, 2014" इसका विस्तार सम्पूर्ण बिहार राज्य में होगा। यह तुरत के प्रभाव से प्रवृत होगी।

ोगा। इस संवर्ग में प्रत्येक कोटि के पदों की स्वास्थ्य प्रशिक्षक संवर्ग राज्य स्तरीय होगा। इस संवर्ग में प्रत्येक कोटि के पदों की 1. संक्षिप्त नाम, विस्तार एवं प्रारम्भ। कही जा सकेगी। (2) इसका विस्तार सम्पूर्ण बिहार राज्य में होगा। (3) यह तुरत के प्रभाव से प्रवृत होगी। जब तक विषय या संदर्भ में अन्यथा अपेक्षित न हो, इस नियमावली मेंः- जब तक विषय या संदर्भ में अन्यथा अपेक्षित न हो, इस नियमावली मेंः- 2. परिभाषाएँ। - जब तक विषय या संदर्भ में अन्यथा अपेक्षित न हो, इस नियमावली मेंः- (i) 'सरकार' से अभिप्रेत है बिहार राज्य सरकार; 'सरकार' से अभिप्रेत है बिहार राज्य सरकार; (ii) 'विभाग' से अभिप्रेत है स्वास्थ्य विभाग; 'विभाग' से अभिप्रेत है स्वास्थ्य विभाग; (iii) 'आयोग' से अभिप्रेत है बिहार कर्मचारी चयन आयोग; 'आयोग' से अभिप्रेत है बिहार कर्मचारी चयन आयोग; (iv) 'नियुक्ति प्राधिकार' से अभिप्रेत है निदेशक प्रमुख, स्वास्थ्य सेवाएँ, बिहार; 'नियुक्ति प्राधिकार' से अभिप्रेत है निदेशक प्रमुख, स्वास्थ्य सेवाएँ, बिहार; (v) 'संवर्ग' से अभिप्रेत है बिहार स्वास्थ्य प्रशिक्षक संवर्ग; तथा 'संवर्ग' से अभिप्रेत है बिहार स्वास्थ्य प्रशिक्षक संवर्ग; तथा (vi) 'परिशिष्ट' से अभिप्रेत है इस नियमावली के साथ संलग्न परिशिष्ट। 'परिशिष्ट' से अभिप्रेत है इस नियमावली के साथ संलग्न परिशिष्ट। 3. संवर्ग का गठन। -स्वास्थ्य प्रशिक्षक संवर्ग राज्य स्तरीय ह संख्या तथा संवर्ग के कुल पदों की संख्या उतनी होगी जितनी सरकार द्वारा स्वीकृत की जाय। संख्या तथा संवर्ग के कुल पदों की संख्या उतनी होगी जितनी सरकार द्वारा स्वीकृत की जाय। 4. संवर्ग का पदसोपान। -

इस संवर्ग की विभिन्न कोटियाँ एवं पदसोपान परिशिष्ट-1 के अनुसार होंगे।

अध्याय-2 : भर्ती र् में नियुक्ति मूल कोटि के पद पर सीधी भर्त्ती से, आयोग की अनुशंसा के आधार पर, 5. भर्ती। - इस संवर्ग में नियुक्ति मूल कोटि के पद पर सीधी भर्त्ती से, आयोग की अनुशंसा के आधार पर, र् में नियुक्ति मूल कोटि के पद पर सीधी भर्त्ती से, आयोग की अनुशंसा के आधार पर, होगी। (1) मूल कोटि के पद पर सीधी भर्ती द्वारा नियुक्ति के लिए न्यूनतम शैक्षणिक अर्हता मान्यता 6. अर्हताएँ। -(1) मूल कोटि के पद पर सीधी भर्ती द्वारा नियुक्ति के लिए न्यूनतम शैक्षणिक अर्हता मान्यता (1) मूल कोटि के पद पर सीधी भर्ती द्वारा नियुक्ति के लिए न्यूनतम शैक्षणिक अर्हता मान्यता प्राप्त विश्वविद्यालय/संस्थान से स्नातक होगी। प्राप्त विश्वविद्यालय/संस्थान से स्नातक होगी।2 (cid:1)बहार गजट (असाधारण), 3 माच* 2014 (2) स्वास्थ्य प्रशिक्षक संवर्ग में सीधी भर्ती के लिए, न्यूनतम आयु-सीमा 21 वर्ष होगी और अधिकतम आयु-सीमा वही होगी जो सरकार द्वारा समय-समय पर, आरक्षण कोटिवार, विनिश्चित की जाय। संबंधित वर्ष की 1ली अगस्त को, उम्र के अवधारणार्थ कट ऑफ डेट माना जायेगा। 7. भर्ती की प्रक्रिया।-(1) नियुक्ति प्राधिकार वर्ष की 1ली अप्रिल की स्थिति के आधार पर रिक्ति की गणना कर, रोस्टर क्लीयरेन्स कराकर, आरक्षण कोटिवार अधियाचना आयोग को 30 अप्रिल तक भेजेगा। (2) बिहार कर्मचारी चयन आयोग परीक्षा संचालन नियमावली, 2010 के प्रावधानों के अनुसार, स्नातक स्तरीय प्रतियोगिता परीक्षा के लिए रिक्तियों में इन अधियाचित रिक्तियों को आयोग जोड़ेगा और तदनुसार इन अधियाचित रिक्तियों को भी विज्ञापित करेगा। परीक्षा की प्रक्रिया एवं पाठ्‌यक्रम का अवधारण आयोग द्वारा किया जायगा। (3) स्नातक स्तरीय प्रतियोगिता परीक्षा के परिणाम के आधार पर आयोग मेधासूची तैयार करेगा और अधियाचित रिक्तियों के अनुरूप, आरक्षण कोटिवार, अनुशंसा नियुक्ति प्राधिकार को भेजेगा, जिसके आधार पर नियुक्ति पर विचार किया जा सकेगा।

अध्याय-3 : परिवीक्षा/विभागीय परीक्षा/सम्पुष्टि 8. परिवीक्षा अवधि।-नियुक्ति के उपरांत अभ्यर्थी परिवीक्षाधीन रहेंगे। परिवीक्षा अवधि दो वर्षों की होगी। परिवीक्षा अवधि में सेवा संतोषजनक नहीं पाये जाने की दशा में परिवीक्षा अवधि का विस्तार एक वर्ष के लिए किया जा सकेगा। यदि विस्तारित अवधि में भी सेवा संतोषजनक नहीं पायी जायेगी तो नियुक्ति प्राधिकार ऐसे स्वास्थ्य प्रशिक्षक को सेवामुक्त कर सकेगा। 9. प्रशिक्षण।- परिवीक्षा अवधि में परिवीक्षाधीन स्वास्थ्य प्रशिक्षकों को ऐसे प्रशिक्षण को सफलतापूर्वक पूरा करना होगा जो विभाग द्वारा विहित किया जाय। 10. विभागीय परीक्षा।-(1) परिवीक्षा अवधि की समाप्ति पर स्वास्थ्य प्रशिक्षकाें को विभागीय परीक्षा उत्तीर्ण करनी होगी। विभागीय परीक्षा का पाठ्‌यक्रम विभाग द्वारा अवधारित किया जायेगा। (2) बिहार कम्प्यूटर सक्षमता नियमावली, 2010 के प्रावधान इस संवर्ग पर लागू होंगे। (3) विभागीय परीक्षा में असफल रहने पर, प्रथम वेतन वृद्धि के बाद आगे की वेतन वृद्धि विभागीय परीक्षा में उत्तीर्णता प्राप्त करने तक स्थगित रहेगी। 11. सम्पुष्टि।- परिवीक्षा अवधि में सेवा संतोषजनक होनेे, प्रशिक्षण को सफलतापूर्वक पूरा करने और विभागीय परीक्षा उत्तीर्ण करनेे पर, कोई स्वास्थ्य प्रशिक्षक सेवा में सम्पुष्ट किया जा सकेगा। 12. वरीयता। -स्वास्थ्य प्रशिक्षकों की आपसी वरीयता आयोग द्वारा अंतिम रूप से तैयार की गयी मेधासूची के अनुसार अवधारित की जायेगी।

अध्याय-4 : प्रोन्नति 13. प्रोन्नति के सोपान। -(1) रिक्ति की उपलब्धता के अधीन रहते हुए, सेवा में सम्पुष्ट स्वास्थ्य प्रशिक्षक को योग्यता एवं वरीयता के अनुसार, परिशिष्ट-1 में उल्लिखित प्रोन्नति के सोपान के पदों पर प्रोन्नति दिये जाने पर विचार किया जा सकेगा। (2) प्रोन्नति के लिए, सरकार द्वारा, समय-समय पर, निर्गत 'कालावधि' संबंधी अनुदेशों का अनुपालन आवश्यक होगा। (3) सरकार द्वारा, समय-समय पर, निर्गत प्रोन्नति और चारित्री या पी0ए0आर0, आरोप/विभागीय कार्यवाही/आपराधिक कार्यवाही आदि संबंधी अनुदेशों का, प्रोन्नति पर विचार के समय, अनुपालन अपेक्षित होगा। 14. विभागीय प्रोन्नति समिति। -विभागीय प्रोन्नति समिति की अनुशंसा के आधार पर प्रोन्नतियों पर विचार किया जा सकेगा। विभागीय प्रोन्नति समिति का गठन विभाग द्वारा किया जायेगा। अध्याय-5 : प्रकीर्ण 15. आरक्षण।-सरकार के आरक्षण अधिनियम और सरकार द्वारा समय-समय पर सीधी भर्ती एवं प्रोन्नति हेतु निर्गत आरक्षण रोस्टर का अनुपालन करना आवश्यक होगा। 16. परिशिष्ट -1 में उल्लिखित इस संवर्ग के पदों पर, इस नियमावली के प्रवृत्त होने की तिथि के पूर्व से, नियुक्त/प्रोन्नत एवं कार्यरत कर्मी इस संवर्ग में स्वतः शामिल समझे जायेंगे। 17. परिशिष्ट -1 में उल्लिखित पद-सोपान सरकार के अनुमोदन के पश्चात्‌ ही प्रभावी होगा। यदि अनुमोदन पर विचार के क्रम में सरकार द्वारा परिशिष्ट-1 में उल्लिखित पद-सोपान में कोई उपांतरण या संशोधन किया जाता है तो परिशिष्ट-1 तदनुसार उपांतरित या संशोधित समझा जायेगा और ऐसा उपांतरित/संशोधित पद-सोपान इस नियमावली का अंग माना जायेगा। 18. कत्र्तव्य एवं दायित्व।- इस संवर्ग के कर्मियों के कत्र्तव्य एवं दायित्व परिशिष्ट-2 में यथा विनिर्दिष्ट होंगे। 19. अवशिष्ट मामले।-इस नियमावली में जिन विषयों के लिए प्रावधान नहीं किया गया है उनके लिए सरकार की प्रासंगिक संहिताएँ/नियमावली/संकल्प/अनुदेश के प्रावधान लागू होंगे। 20. निर्वचन। -यदि इस नियमावली के किसी उपबंध के निर्वचन के संबंध में कोई संशय हो तो उसे विभाग को निर्देशित किया जायेगा और इस संबंध में विभाग का विनिश्चय अंतिम होगा। 21. कठिनाई का निराकरण। -यदि इस नियमावली के उपबंधों के कार्यान्वयन में कोई कठिनाई उत्पन्न हो तो विभाग को ऐसी किसी कठिनाई का निराकरण करने की शक्ति होगी।3 (cid:1)बहार गजट (असाधारण), 3 माच* 2014 22. निरसन एवं व्यावृति। - (1) इस संवर्ग के संबंध में विभाग द्वारा पूर्व में समय-समय पर निर्गत नियमावली और सभी संकल्प, आदेश, अनुदेश आदि, इस नियमावली के प्रवृत्त होने की तिथि के प्रभाव से, निरसित समझे जायेंगे। (2) ऐसे निरसन के होते हुए भी, उपर्युक्त नियमावली, संकल्प, आदेश, अनुदेश आदि के अधीन प्रदत्त शक्तियों का प्रयोग करते हुए किया गया कोई कार्य या की गई कोई कार्रवाई इस नियमावली द्वारा या उसके अधीन प्रदत्त शक्तियों का प्रयोग करते हुए किया गया कोई कार्य या की गयी कोई कार्रवाई समझी जायेगी, मानो यह नियमावली उस तिथि को प्रवृत्त थी, जिस तिथि को ऐसा कोई कार्य किया गया था या ऐसी कोई कार्रवाई की गयी थी।

परिशिष्ट-1 [ नियम-2(vi) 4, 13, 16, 17 द्रष्टव्य ] बिहार स्वास्थ्य प्रशिक्षक संवर्ग का पदसोपान क्र0 कोटि पदनाम अभ्युक्ति

नोटः- उपर्युक्त सभी कोटियों का वेतन बैंड एवं ग्रेड-पे वही होगा जो सरकार द्वारा समय-समय पर अवधारित किया जाय।

परिशिष्ट-2

स्वास्थ्य प्रशिक्षक संवर्ग के कत्र्तव्य एवं दायित्व 1. स्वास्थ्य प्रशिक्षकों को प्रखंड स्तर पर विभिन्न स्वास्थ्य कार्यक्रमों (राष्ट्रीय कार्यक्रमों सहित), यथा पल्स पोलियों, नियमित टीकाकरण, विटामिन 'ए' कार्यक्रम, एड्‌स नियंत्रण, कुष्ट नियंत्रण कार्यक्रम, यक्ष्मा नियंत्रण कार्यक्रम, नई पीढ़ी स्वास्थ्य गारंटी कार्यक्रम, ग्रामीण स्वास्थ्य एवं स्वच्छता एवं पोषण दिवस कार्यक्रम, ''दस का दम-स्वस्थ रहेंगे हम कार्यक्रम'' एवं परिवार नियोजन कार्यक्रम (यदि उस प्रखण्ड में प्रखण्ड प्रसार प्रशिक्षक नहीं हों) आदि के नोडल पर्सन की जिम्मेवारी सौंपी जायेगी। उक्त कार्यक्रमों के संचालन में वे प्रभारी चिकित्सा पदाधिकारी को सहयोग करेंगे। यदि एक प्रखण्ड में एक से अधिक स्वास्थ्य प्रशिक्षक पदस्थापित एवं कार्यरत्‌ हैं तो प्रभारी चिकित्सा पदाधिकारी के द्वारा प्रत्येक स्वास्थ्य प्रशिक्षक को कार्यक्रमवार या क्षेत्रवार नोडल पर्सन घोषित किया जायेगा।

2. स्वास्थ्य प्रशिक्षक प्रभारी चिकित्सा पदाधिकारी/चिकित्सा पदाधिकारी एवंउनके अधीनस्थ कर्मियों, जिनके मूल कोटि के पद का ग्रेड पे रू0 4200/-(चार हजार दो सौ रूपये) से न्यून है, यथा स्वच्छता निरीक्षक, ए0एन0एम0, लिपिक, बुनियादि स्वास्थ्य कार्यकत्र्ता आदि के बीच एक कड़ी (समन्वयक) के रूप में कार्य करेंगे।

3. आशा कार्यकत्र्ता एवं ममता कार्यकत्र्ताओं से संबंधित प्रशिक्षण कार्यक्रमों को छोड़कर प्रखण्ड स्तरीय अन्य सभी प्रशिक्षण कार्यक्रमों के आयोजन का दायित्व स्वास्थ्य प्रशिक्षकों को संबंधित प्रभारी चिकित्सा पदाधिकारी सिविल सर्जन की पूर्वानुमति प्राप्त कर सौपेगें।

4. यदि एक प्रखण्ड में एक से अधिक स्वास्थ्य प्रशिक्षक पदस्थापित एवं कार्यरत हों तो उनके बीच प्रभारी चिकित्सा पदाधिकारी द्वारा सिविल सर्जन के पूर्वानुमति से प्रखण्ड स्थित स्वास्थ्य उप केन्द्रों एवं अतिरिक्त प्राथमिक स्वास्थ्य केन्द्रों का आवंटन कर दिया जायेगा ताकि वहॉं चल रहे सभी स्वास्थ्य संबंधित गतिविधियों का अनुश्रवण उनके द्वारा किया जाये।

No. 4/स्वा0प्रशि0-09-09/2013/198(4)—In exercise of powers conferred by proviso to Article 309 of the Constitution of India, the Governor of Bihar is pleased to make following Rules to regulate the appointment, and service conditions in the Health Educator Cadre under the Health Department:-

Chapter-1 : PRELIMINARY 1. Short title, extent & commencement.--(1) These Rules may be called as the "Bihar Health Educator Cadre Rules, 2014."

(2) It will extend to the whole State of Bihar. (3) It will come into force at once.

2. Definitions.-- In these Rules, unless otherwise requiresd in the subject or context:-

(i) "Government" means the State Government of Bihar; (ii) "Department" means Health Department; (iii) "Commission" means Bihar Staff Selection Commission; (iv) "Appointing Authority" means Director-in-Chief, Health Services, Bihar; (v) "Cadre" means Bihar Health Educator Cadre; and (vi) "Appendix" means appendix appended to these Rules. 3. Constitution of Cadre.--The Cadre of Health Educator shall be State level. In this cadre, number of posts of each category and the total number of posts in the cadre shall be such as are sanctioned by the Government, from time to time. 4. Chain of posts of Cadre.--Different categories and Chain of posts of this cadre shall be according to Appendix-1.

Chapter-2 : RECRUITMENT

5. Recruitment.--Appointment in this cadre shall be to the basic grade posts, by direct recruitment on the basis of recommendation of the Commission. 6. Qualifications.--(1) For appointment by direct recruitment to the basic category posts, minimum educational qualification shall be Graduate (Science). (2) For direct recruitment in the Health Educator Cadre, minimum age limit shall be 21 years and maximum age limit shall be the same as may be determined reservation categorywise by the Government from time to time. 1st August of the concerned year shall be deemed to be the cut off date for determination of age. 7. Procedure of Recruitment.--(1) The appointing authority, after calculating vacancy on the basis of position as on 1st April of the year and getting roster cleared, shall send reservation category wise requisition to the Commission latest by 30th April. (2) According to provisions of the Bihar Staff Selection Commission Conduct of Examination Rules, 2010, the Commission shall add these requisitioned vacancies in the vacancies for Graduate Standard Competitive Examination and accordingly advertise these requisitioned vacancies also. The procedure and syllabus of examination shall be determined by the Commission. (3) The Commission shall prepare merit list on the basis of result of Graduate Standard Competitive Examination, and shall send reservation category wise recommendations to the Appointing Authority in accordance with requisitioned vacancies, on the basis of which appointment may be considered.

Chapter-3 :

PROBATION/DEPARTMENTAL EXAMINATION/CONFIRMATION 8. Probation Period.-- After appointment, the candidate will be under probation. Probation period will be of two years. In case, the service during probation period is not found satisfactory, the probation period will be extended for one year. If the service is not5 (cid:1)बहार गजट (असाधारण), 3 माच* 2014 found satisfactory in extended period also, then the Appointing Authority may release from service of such Health Educator. 9. Training.-- In probation period, the probationer Health Educator shall have to complete such training successfully as may be prescribed by the Department. 10. Departmental Examination.--(1) On completion of probation period the Health Educators shall have to pass the departmental examination. The syllabus of departmental examination will be determined by the Department. (2) Provisions of the Bihar Computer Competency Rules, 2010 shall be applicable to this cadre. (3) On being unsuccessful in the departmental examination, further increment after first increment will remain stayed till the passing of the departmental examination. 11. Confirmation.--On service being satisfactory in the probation period, successful completion of training and passing of departmental examination, a Health Educator may be confirmed in the service. 12. Seniority.--The inter-se seniority of Health Educator shall be determined according to the merit list prepared by the Commission.

Chapter 4 : PROMOTION 13. Chains of Promotion.--(1) Subject to availability of vacancy, confirmed Health Educator may be considered to be promoted on the chain of posts for promotion mentioned in Appendix-1 according to merit-cum-seniority. (2) For promotion, compliance of instruction with respect to 'KALAWADHI' issued by the Government, from time to time, shall be necessary. (3) Compliance of instructions issued by the Government from time to time, with respect to promotion and character Roll/P.A.R, allegation/departmental proceedings/ criminal proceedings etc, shall be required at the time of consideration of promotion. 14. Departmental Promotion Committee.--Promotions may be considered on the basis of recommendations of the Departmental Promotion Committee. The Departmental Promotion Committee shall be constituted by the Department.

Chapter 5 : MISCELLANEOUS 15. Reservation.--Compliance of Reservation Act of the Government and reservation roster for direct recruitment and promotion, issued from time to time, by the Government shall be necessary. 16. The personnel appointed/promoted and working on the posts of this cadre mentioned in Appendix-1, from before coming into force of these Rules, shall be deemed to be automatically included in this cadre. 17. The chain of posts mentioned in Appendix-1 shall be affective only after approval of the Government. If, in course of consideration of approval, any modification or amendment is made by the Government in the chain of posts mentioned in Appendix-1, then the Appendix-1 shall be deemed to be modified or amended accordingly and such modified/amended chain of posts shall be deemed to be the part of thses Rules. 18. Duties and Responsibilities.-Duties and responsibilities of the employees of this cadre shall be as specified in Appendix-2 19. Residue Matters.- Provisions of relevant Codes/ Rules/ Resolutions/ Instructions shall apply to such subjects for which provision have not been made in these Rules. 20. Interpretation.--If any doubt arises with respect to interpretation of any provision of these Rules, it shall be referred to the Department and in this respect decision of the Department shall be final.

Removal of difficulties.-- If any difficulty arises in implementation of provisions of these Rules, the Department shall have powers to remove any such difficulty. 22. Repeal & Savings.--(1) The Rules and all resolutions, orders, instructions etc. issued earlier, from time to time, by the Department, with respect to this cadre, shall be deemed to be repealed with effect from the date of coming into force of these Rules. (2) Notwithstanding such repeal, any work done or any action taken in exercise of powers conferred by aforesaid Rules, resolutions, orders, instructions etc shall be deemed to be a work done or any action taken under these Rules, or in exercise of powers conferred under these Rules, presuming that these Rules were in force on the date on which such a work was done or such an action was taken.

Note.- The Pay Band and Grade Pay of all the aforesaid categories shall be the same as determined by the government, from time to time.

APPENDIX-2

DUTIES & RBSPONSIBILITIES OF HEALTH EDUCATOR CADRE

1. The Health Educator at the block level shall be given responsibility of Nodal Person of different health progoammes (including National Programmes), such as-Pulse polio, Routine immunisation, Vitamen 'A' Programme, Aids control programme, Leprocy control programme, Tuberculosis control Programme, New Generation Health Guarantee Programme, Rural Health and sanitation & Nutrition proramme, "Dus Ka Dum -Swastha Rahenge Hum"- programme and Family planning programme (if there is no Block Extention Educator in that block). They will assist the In-charge Medical officer in conducting aforesaid programmes. If there are more than one Health Educators posted and working in a block then each Health Educator will be diclared nodal person programmewise or areawise.

2. The Health Educators shall function as a link (co-ordinator) between In-charge Medical officer/Medical officer and his subordinks, the grade pay of basic grade of whom is less than Rs.4200/- such as sanitary Inspector, ANM, Clerk, Basic Health worker etc.

3. The concerned In-charge Medical officer, with the prior permission of Civil Surgeon, shall give the responsibility of all other training programmes at block level, except the training programmes of ASHA workers and MAMTA workers, to the Health Eductors.

4. If there are more than one Health Educators posted and working in a block then the Health Sub-centres and Primary Health centres in the block will be alloted between them by the In-charge Medical officer with the prior permission of the Civil Surgeon, so that they may monitor health related activities being conducted there.
